By means of economic appraisal, the costs and the benefits of health, environment and safety management can be made clear, both at the national level and at the company level. As such it is a tool in advocating good practices. This paper explores the possibilities of economic appraisal for policy makers, operating at national, regional or local level, and for decision making within companies. Curient practices and options for successful application are discussed. Special attention is paid to the issue of cost internalisation, as the results of the appraisal are for a large e(ent dependent on the possibilities companies have to pass on costs to others. It is concluded that basically techniques for economic appraisal are available, both for assessments at the national level and the company level. Nevertheless, further development will strengthen future application. Especially, firming up evidence for the beneficial effects of good employee health to (economic) company performance, is required.

Purpose of this paper, presented on the fifth annual meeting of the Baltic Sea Network on Occupational Health and Safety (Berlin, 18-19 November 1999), is to outline conceptual models of good practice (GP) in Health, Environment and Safety Management in Enterprises (HESME), present major components of national system supporting GP in HESME, prerequisites for GP HESME implementation, main stakeholders, principles of implementation, monitoring and evaluation as well as to outline WHO programme aimed at assisting member states in this area.

Twee TNO Arbeid-medewerkers doen in dit artikel verslag van het wereldcongres van de International Ergonomics Association dat in augustus 2000 in San Diego plaatsvond. Dit jaar was het congres gecombineerd met het jaarcongres van de Human Factors and Ergonomics Society in de USA. De volgende onderwerpen overheersten op het congres: organisatieontwerp en organisatiemanagement, standaarden en aandoeningen aan het bewegingsapparaat. In 1995 heeft de Arbeidsinspectie de sociale partners in de thuiszorg aanbevolen om een op de specifieke situatie binnen de thuiszorg afgestemd normenstelsel tot stand te brengen. Het OAT heeft NIA TNO opdracht verleend om in samenwerking met de sector tot uitwerking van voor de thuiszorg hanteerbare normen voor fysieke belasting te komen. De uitwerking zijn wergegeven in deze publicatie. De lidinstellingen van de LVT kunnen van deze publicatie gebruik maken bij het opstellen van een plan om de fysieke belasting in de sector te verminderen. Aandacht wordt besteed aan: praktijkregels voor fysieke belasting, fysieke belasting in de thuiszorg, zorgverlening, kraamzorg, huishoudelijke zorg, hulpmiddelen zorg en management zorg.

Met deze richtlijn kunnen bedrijven meer samenhang aanbrengen in hun arbomanagement, zich verzekeren van continuïteit en het beleid beter communiceren. De NPR wordt onder meer vergeleken met arbomanagementsystemen in andere landen en met de inhoudelijke aspecten van de Arbowet. Zo is de NPR gericht op het systeem: de elementen die essentieel zijn voor het functioneren van het arbomanagementsysteem komen aan de orde, andere arbo-aspecten niet.

Deel B, Geluidtechniek, handelt over akoestiek en lawaaibestrijding.
