This article discusses rural governance and policies regarding nature management. The author, focusing on statistical research conducted by the government in an effort to determine if badgers are transmitting bovine tuberculosis, maintains that numbers are a significant aspect of helping government determine nature policies even though the statistical results are usually highly contested.

Rural policy evaluation helps to understand the extent to which policies have met pre‐defined objectives, achieve value for money and learn from implementation failures. However, there is increasing debate over the quality of policy evaluation and the extent to which its methods can fully contribute to an understanding of rural policy. Responding to these calls, this article employs a theory driven approach to policy evaluation to assess the social impacts of attempts to reduce animal disease on farms in England. Popular in other policy arenas, theory driven evaluation relies on developing a theory of change to examine the interactions between policy contexts and mechanisms and policy outcomes and determine what works for whom. Drawing on longitudinal qualitative and quantitative research, the article identifies two mechanisms of change to evaluate the Badger Vaccine Deployment Project (BVDP) in England to reduce incidence of bovine Tuberculosis (bTB) in cattle. The article shows how these mechanisms – 'seeing is believing' and 'practice similarity' – are triggered by different contextual factors leading to the failure to deliver expected policy outcomes. We also consider the advantages and limitations to theory based evaluation, and the contribution it can make to the evaluation of other rural development programmes. [ABSTRACT FROM AUTHOR]

A study was conducted to examine the emergence, understanding, and rejection of new forms of biosecurity. It is argued that debates over biosecurity can be conceptualized as arguments over the capacity to regulate flows of disease. The importance of recognizing issues concerning farmers' resistance towards the balance of prescribed and negotiated spaces is also discussed.

This paper systematically examines intra-organizational consensus of perceptions of managerial reform in local government in the UK. The paper questions the role of 'elite surveys' in public sector evaluation research by exploring the extent to which multiple informants agree on the expected impacts of Best Value. Results from a survey of 978 local government officers in 80 local authorities indicate modest levels of consensus. These findings suggest that single respondent surveys are likely to produce unreliable data and misrepresent the impact of public sector policy reforms. Rather than rely on the perceptions of one respondent it is argued that multiple respondent surveys should be employed if rigorous and reliable data are to be used in providing evidence-based policy recommendations for reform in public sector organizations.

This paper analyses how the changing governance of animal health has impacted upon veterinary expertise and its role in providing public health benefits. It argues that the social sciences can play an important role in understanding the nature of these changes, but also that their ideas and methods are, in part, responsible for them. The paper begins by examining how veterinary expertise came to be crucial to the regulation of the food chain in the twentieth century. The relationship between the veterinary profession and the state proved mutually beneficial, allowing the state to address the problems of animal health, and the veterinary profession to become identified as central to public health and food supply. However, this relationship has been gradually eroded by the application of neoliberal management techniques to the governance of animal health. This paper traces the impact of these techniques that have caused widespread unease within and beyond the veterinary profession about the consequences for its role in maintaining the public good of animal health. In conclusion, this paper suggests that the development of the social sciences in relation to animal health could contribute more helpfully to further changes in veterinary expertise.
