ISA Paper 2008The Political Economy of Central Banking Reform in TurkeyIn 2001, the Turkish government reformed the Central Bank of Turkey Act, joining the cross-national trend towards increased legal independence, transparency and accountability. This paper is about the timing and content of this reform. It is generally assumed that the US preferences at the Bretton Woods monetary agreement were guided by Keynesian ideas, private vested interests and/or US hegemonic position in the international system. Although not discounting these valuable perspectives completely, this paper argues that the embedded liberal agreement in finance was also a reflection of the alignment of the United States immediate post-war domestic and international interests with international monetary order. Specifically, the US bureaucratic interests were guided by striving for the prevention of American post-war depression which required successful reconversion to peacetime economy from wartime economy. This paper examines the recent introduction of microcredit in Southeast Turkey. The paper argues that application and operation of microcredit by Turkish Grameen Microcredit Project (TGMP) has been an example of policy transfer and lesson-drawing of the Turkish government from the Bangladeshi experience.
