The topic of this paper is the continuity of major religious, moral and ethical concepts of Roman culture in following periods. These are the virtues of the citizen, namely virtus, fides and pietas — which distinguish the Roman citizen as a brave warrior, honest magistrate and pious pater familias. The central one was the duty to the City. Some traces of this tradition can be observed in the most influental sources of the Christian Patristic period, although the very intention of morals has changed: res publica, a common/communal duty, was replaced by the adoration of God. With the view to a representative research, De Civitate Dei by Saint Augustine, the most famous Christian treatise dealing with the state, civic rights, state religion, authority etc. was analyzed. On the one hand, this great book provides multiple suitable illustrations for almost every feature of the continuity between the Ancient pagan culture and Christian intellectual one. On the other hand, it isn’t just a plain comparison of loci classici in pagan and Christian context, one can find the origins of a completely new approach to the world history, which had had an influence on minds of further generations of Christian theologians in Middle Ages and later periods.

In 2006 came into force in Barcelona the popularly known as "Ordinance of Civism" with the explicit purpose of promoting coexistence through the regulation of behaviour in the city public spaces. This article analyses the relationship between such bylaw and the growing discomfort of certain popular groups regarding an increasing range of behaviours in the urban space. After a decade, the greatest success of this ordinance has been the inclusion in the everyday language of Barcelona dwellers of the "civism terminology", where the pejorative classification of incívico (anti-social) has become part of the usual lexicon not only of the groups promoting the ordinance, but even that of those groups whose behaviour it sought to regulate. This text analyses the origins and uses of "civism" terminology in the context of the city of Barcelona, including its patterns of appearance and recurrence in the press and its changing meaning. In a second part, the text shows how popular groups from the city's peripheral neighbourhoods, such as El Carmel (mostly made up of internal migrants and their descendants), have adapted the terminology, using it to make a difference between them and the others who arrived later, who also inhabit but do not belong to the neighbourhood. As closed enclaves located far from cities and typified by a very specific profile of residents, exurban “privatopias” have been the most extreme case of denial of urban style of life and some of its key features: compactness, mixture, otherness, contact. The socio-spatial “privatopic” model is therefore hardly compatible with the urban style of life. Nevertheless, during the last decades and particularly from the last years of the 20th century, we can find proposals and practices of urban planning that, with different intensity, have applied many elements of classical “privatopic” models in a priority intervention area: the public space. And all this with the aggravating circumstance that those models are supported by a pro-citizenship rhetoric that have an impact on political, collective and, ultimately, public dimension of that space. Paradoxically, that rhetoric calls into question the public dimension of the social space. In this paper we propose an interpretative analysis of that process.

Socio-cultural patterns and communication styles differ from culture to culture. As such, the way in which people deal with a crisis situation is also culture-dependent. The COVID-19 pandemic has pointed, once more, to the cultural diversity of the world through a variety of reactions to the measures imposed by the global spread of the deadly virus. The present research aims at identifying the feelings, coping behaviors and communication patterns of the younger Romanian generation during the COVID-19 pandemic and at explaining them from a cultural standpoint, in an effort to raise awareness of the cultural (un)predictability of human reactions to certain external stimuli. The survey conducted online on 409 students at Politehnica University of Timișoara (Romania) revealed that most of students’ socio-cultural behavior could have been anticipated by the Romanian authorities when they decided a certain pandemic action plan, and that the few unexpected results indicate the versatility of a culture that is still changing under the Western European influence caused by the fact that Romania has adhered to European Union principles for more than fifteen years.

The recent publication of the volume Civismo e politica in Mario Sturzo ("Civism and Politics in Mario Sturzo") allowed the investigation into the social and political implications of the thought and of the pastoral work of the philosopher and bishop of Piazza Armerina, Mario Sturzo. Brother of the better-known and studied Luigi, the figure of Mario is at the center of a research project that began with the opening of his cause for beatification and canonization which will show, to the ecclesial and civil communities, not only his testimony of faith, but also the depth and relevance of his cultural proposal. In view of what emerges from the volume, the vision of Christians' commitment in the world given by the Sicilian bishop can lead us to reflect on the social dimension of Christianity, on the quest for meaning and on the dual citizenship of the faithful. Public life in Romania is animated by a new subject, the reappraisal of the Constitution. Is it predictable, at least to a certain point, how ample will these changes be and how will they contribute to the improvement of the daily life of Romanian citizens? These are just some of the questions the above mentioned initiative raises. It has become almost a habit for political analysts to regret the population’s lack of civism in problems of general interest. But a strong civil society is improbable in a country with extended and almost continuous economic difficulties. Political rights are absent or at least dysfunctional in the absence of economic rights. This is where the new Constitution could prove its utility: by becoming a federation, Romania could offer an authentic meaning to the extremely used term of regionalization. But how feasible is this project in the present conditions? And what consequences might entail?

The article deals with theoretical approaches to the formation of the civic culture in nowadays Russia. As a particular type of political culture, it acts as a part of the mechanism, which serves to implement social demands, maintaining democratic principles, and ensuring social unity. The author outlines the major features of the civic culture: connection with social needs of the community; involvement in regulating its vital activity on the basis of state institutions; responsibility and obedience to law; orientation towards political order and stability; the citizens’ active political participation, etc. The civic culture contributes to controllability of the society promoting to political order and democracy. The article reveals the role of the state in the formation of civil society and the civic political culture. Considerable attention is paid to the bearers of political civic culture, as well as the role of civic and patriotic education of Russian citizens.

Resumo Esta pesquisa tem como objetivo discutir o engajamento cívico em adolescentes a partir das concepções que eles próprios têm sobre política e liderança. A linha teórica se insere na intersecção entre Educação e Psicologia Moral, trazendo pesquisas e estudos da educação em valores, assim como conceitos da filosofia política. A avaliação das respostas de 219 adolescentes escolarizados de ambos os sexos, da faixa etária de 10 a 13 anos, da região da Baixada Santista, SP, se dá a partir de dois questionários organizados para a investigação– um deles sobre as percepções do cenário político e outro sobre personagens anti-heróis de filmes de cinema e TV –, que se relacionam a partir das respostas. Os resultados mostram que o engajamento cívico enfatiza o importante papel que os adolescentes podem e devem desempenhar como participantes e como agentes de mudança na construção de qualidades promotoras do bem comum e da cidadania. Resumen Esta investigación tiene como objetivo discutir el compromiso cívico en los adolescentes con base en sus propias concepciones de política y liderazgo. La línea teórica se inserta en la intersección de la Educación y la Psicología Moral, trayendo investigación y estudios de educación en valores, así como conceptos de filosofía política. En la evaluación de las respuestas de 219 adolescentes de la Baixada Santista-SP, de ambos sexos, de 10 a 13 años, educados, a partir de dos cuestionarios organizados para la investigación, uno de ellos sobre las percepciones del escenario político, y otro sobre personajes antihéroes de películas de cine y televisión, que se relacionan con las respuestas. Los resultados muestran que el compromiso cívico enfatiza el importante papel que los adolescentes pueden y deben jugar como participantes y como agentes de cambio en la construcción de cualidades que promueven el bien común y la ciudadanía. Abstract This research aims to discuss civic engagement among teenagers based on their own conceptions about politics and leadership. The theoretical perspective is at the intersection of Education and Moral Psychology, bringing studies on the education of values, as well as concepts of political philosophy. We evaluate the responses of 219 teenage students from Baixada Santista-SP, of both genders, aged 10 to 13 years, from two questionnaires produced for the investigation. One questionnaire on the perceptions of the political scenario, and the other on anti-hero characters from cinema and TV, the answers to the questionnaires were inter-related. The results show that civic engagement emphasizes the important role that teenagers can and should play as participants and agents of change in the construction of qualities that promote the common good and citizenship.

Durante a ditadura civil-militar brasileira, Olavo Bilac, poeta e jornalista brasileiro, foi elencado pelo regime como Patrono das For?as Armadas do pa?s, sendo, ent?o, o primeiro civil a compor o pante?o. Dessa maneira, percebe-se que o uso da figura do poeta fez parte de uma busca por atrair a ades?o das camadas civis ao governo instaurado ap?s o golpe de 1964. Foram utilizados diferentes artif?cios para chegar a tal fim, incluindo a produ??o de obras de cunho biogr?fico, como a produzida pelo general Moacir Ara?jo Lopes intitulada "Olavo Bilac, o homem c?vico" de 1968, em decorr?ncia do cinquenten?rio de sua morte, ocorrida em 18 de dezembro de 1918. Nos anos de 1965 (ano em que se deram as comemora??es do centen?rio de nascimento do poeta) a 1968, ocorreram uma s?rie de comemora??es por parte da ditadura civil-militar na busca de levar at? a popula??o um modelo de cidad?o a ser seguido. Em vida, Olavo Bilac foi, al?m de poeta e jornalista, um homem c?vico, participando de maneira ativa na educa??o dentro do civismo de crian?as mas, principalmente, fora uma figura importante na formula??o e difus?o do Servi?o Militar Obrigat?rio. Como consequ?ncia de sua participa??o nas postula??es do SMO, criou-se a Liga de Defesa Nacional, na qual Bilac teve importante papel j? que viajou o pa?s discursando para diferentes grupos sociais: jovens, pol?ticos e militares. Seu discurso ? juventude na Faculdade de Direito tornou-se s?mbolo de seu civismo, dizendo-se ser um "vulgarizador de ideias", o poeta soube levar debates muitas vezes fechados ? intelectualidade, seja ela civil ou militar, ? um n?mero maior de pessoas, incitando a participa??o dos mesmos na vida do pa?s. Sendo assim, o regime militar instaurado a partir do golpe ocorrido em 31 de mar?o de 1964 usa-se dos vultos do passado para construir sua legitimidade e da figura de Olavo Bilac para elencar um modelo de cidad?o da mesma forma que, a partir da ideia do perigo iminente de uma invas?o comunista, busca acirrar o civismo, fazendo com que a popula??o compreendesse a necessidade de abdicar de seus direitos em prol da prote??o da na??o. ? ent?o, atrav?s das comemora??es de cunho c?vico e das postula??es de escritores alinhados ao regime, que esse processo de enquadramento da mem?ria de Bilac ocorreu. O trabalho aqui apresentado forma-se ent?o, atrav?s da intersec??o entre Hist?ria Pol?tica e social, na busca por compreender, de maneira mais ampla, as diferentes formas de di?logo com a sociedade e instrumentos utilizados para criar legitimidade que a ditadura civil-militar brasileira se utilizou, compreendendo que a rela??o Estado autorit?rio e sociedade civil ?, por muitas vezes, complexa. During the Brazilian civil-military dictatorship, Olavo Bilac, Brazilian poet and journalist, was elected by the regime as Patron of the Armed Forces of the country, being, then, the first civilian to make up the pantheon. In this way, it is clear that the use of the figure of the poet was part of a search to attract the adhesion of the civil strata to the government established after the 1964 coup. Different artifices were used to reach this end, including the production of works by biographical imprint, such as the one produced by General Moacir Ara?jo Lopes entitled "Olavo Bilac, the civic man" of 1968, as a result of the fiftieth anniversary of his death, which occurred on December 18, 1918. From 1965 year of commemorations of the centenary of the poet's birth) to 1968, there were a series of commemorations by the civil-military dictatorship in an attempt to bring to the population a model of citizen to be followed. In life, Olavo Bilac was, in addition to being a poet and journalist, a civic man, actively participating in education within the civic spirit of children, but, above all, he was an important figure in the formulation and dissemination of the Mandatory Military Service. As a result of his participation in the MMS postulations, the National Defense League was created, in which Bilac played an important role as he traveled the country speaking to different social groups: young people, politicians and the military. His speech to youth at the Faculty of Law became a symbol of his civility, claiming to be a "popularizer of ideas", the poet knew how to lead debates often closed to intellectuals, whether civil or military, to a greater number of people , encouraging their participation in the life of the country. Thus, the military regime installed after the coup that took place on March 31, 1964 uses the figures of the past to build its legitimacy and the figure of Olavo Bilac to list a model of citizen in the same way as, from the idea of an imminent danger of a communist invasion, it seeks to intensify civility, making the population understand the need to abdicate their rights in favor of protecting the nation. It is then, through civic commemorations and the postulations of writers aligned with the regime, that this process of framing Bilac's memory took place. The work presented here is formed, then, through the intersection between Political and Social History, in an attempt to understand, in a broader way, the different forms of dialogue with the society and the instruments used to create legitimacy for the Brazilian civil-military dictatorship, understanding that the relationship authoritarian state and civil society is often complex. En este artículo se hace una presentación general de los resultados investigativos que, sobre la historia de Colombia en el siglo XX y sobre los textos escolares de ciencias sociales como bases fundamentales de la construcción de la identidad nacional, ha dado a la luz el Grupo de Investigación en Educación y Cultura Política de la Universidad Pedagógica Nacional. De la misma manera, se ofrece una visión panorámica de cómo los ciudadanos colombianos del siglo XX construyeron su imaginario histórico y político a partir de los manuales escolares de historia, geografía y civismo con que los educaron, para dibujar claramente una determinada identidad nacional, en contraste con la situación de los colombianos actuales basan su imaginario nacional en la cultura mediática.This article deals with a general presentation of the results which the research team called Investigación en Educación y Cultura Política de la Universidad Pedagógica Nacional have released about the Colombian History during the 20th century, and about the Social Sciences textbooks as basements of the national identity construction. In the same way, the current text gives a panoramic review about how the 20th century Colombian citizens built their politic and historical imaginary, based on the information they got from the History, Geography and Civics textbooks, which they were taught with, in order to define a clear and specific national identity, in contrast to the situation of nowadays Colombians, who draw their national imaginary from the mass media culture.

This paper proposes a critical reflection on the experience of the youth condition and the school citizenship by means of three major axes concerning citizenship. First, it addresses the citizenship issue from the rights and the effective social insertion forms that the have adolescents in the society. Second, the citizenship theme is approached from the effective skills that the youth have in order to be actors in the society and to generate transformations in it. After a decade, the greatest success of this ordinance has been the inclusion in the everyday language of Barcelona dwellers of the “civism terminology”, where the pejorative classification of incívico (anti-social) has become part of the usual lexicon not only of the groups promoting the ordinance, but even that of those groups whose behaviour it sought to regulate. This text analyses the origins and uses of “civism” terminology in the context of the city of Barcelona, including its patterns of appearance and recurrence in the press and its changing meaning. In a second part, the text shows how popular groups from the city’s peripheral neighbourhoods, such as El Carmel (mostly made up of internal migrants and their descendants), have adapted the terminology, using it to make a difference between them and the others who arrived later, who also inhabit but do not belong to the neighbourhood., En 2006 entró en vigor en Barcelona la popularmente conocida como «Ordenanza de Civismo» con el explicitado fin de promover la convivencia a través de la regulación de los comportamientos en los espacios públicos de la ciudad. Este texto analiza la relación existente entre la entrada en vigor de la normativa (y la hiperregulación resultante) y la incomodidad y el malestar de ciertos grupos populares de la ciudad ante un abanico creciente de comportamientos en el espacio urbano. Tras una década, el mayor éxito de esta ordenanza ha sido la inclusión en el lenguaje cotidiano de la ciudad de la terminología del «civismo», donde la calificación peyorativa de incívico ha pasado a formar parte del léxico habitual, no solo de los grupos promotores de la ordenanza, sino incluso del de aquellos grupos cuyos comportamientos esta buscaba regular. Este texto analiza los orígenes y usos de la terminología del «civismo» en el contexto de la ciudad de Barcelona, incluyendo sus patrones de aparición y recurrencia en la prensa y su cambiante significado. En una segunda parte el texto muestra cómo grupos populares de barrios periféricos de la ciudad como El Carmel (conformados en su mayor parte por migrantes internos y sus descendientes) han apropiado la terminología, empleándola para marcar la diferencia entre ellos y los incívicos otros llegados con posterioridad que también habitan, pero no son del barrio.

This article is a fragment of a study developed around the Jornal Despertar, a pedagogical form produced by the Board of Public Instruction of the city of Caxias do Sul, between 1947 and 1954. The study sought to analyze the meanings constructed by the readers of the journal, from of the representations present in different sections of the newspaper. In addition, it sought to understand how the guidelines influenced and transformed the practices of the inhabitants of rural areas. As a theoretical contribution, concepts from Cultural History were used and as a methodology document analysis of fifty-three editions of the journal. The investigation resulted in the understanding that municipal administration used the periodical as a means to strengthen representations about an archetype of “Brazilian citizen” and, in this way, to influence the rural community to civic behavior. Este artículo es un fragmento de un estudio desarrollado en torno al Jornal Despertar, forma pedagógica elaborada por la Junta de Instrucción Pública de la ciudad de Caxias do Sul, entre 1947 y 1954. El estudio buscó analizar los significados construidos por los lectores de la revista, desde de las representaciones presentes en diferentes secciones del diario. Además, buscó comprender cómo los lineamientos influyeron y transformaron las prácticas de los habitantes de las zonas rurales. Como aporte teórico se utilizaron conceptos de Historia Cultural y como metodología de análisis documental de cincuenta y tres ediciones de la revista. La investigación resultó en el entendimiento de que la administración municipal utilizó el periódico como un medio para fortalecer las representaciones sobre un arquetipo de “ciudadano brasileño” y, de esta manera, incidir en la comunidad rural hacia el comportamiento cívico. Cet article est un fragment d'une étude développée autour du Jornal Despertar, une forme pédagogique produite par le Conseil d'Instruction Publique de la ville de Caxias do Sul, entre 1947 et 1954. L'étude a cherché à analyser les stratégies utilisées, à travers la publication de Despertar, pour la diffusion des représentations civiques parmi les communautés d'écoles rurales de Caxienses, et à vérifier les attentes de l'administration publique municipale sur les apports de ces idées aux pratiques des habitants des régions rurales. Comme contribution théorique, des concepts de l'histoire culturelle ont été utilisés et comme une analyse documentaire de la méthodologie de 53 éditions de la revue. L'enquête a abouti à la compréhension que l'administration municipale a utilisé le périodique comme un moyen de renforcer les représentations sur un archétype de «citoyen brésilien» et, de cette manière, d'influencer la communauté rurale à un comportement civique. Este artigo é um fragmento de estudo desenvolvido em torno do Jornal Despertar, um impresso pedagógico produzido pela Diretoria de Instrução Pública do município gaúcho de Caxias do Sul, entre 1947 e 1954. Além disso, buscou compreender como as orientações influenciaram e transformaram as práticas dos habitantes das áreas rurais. Como aporte teórico foram utilizados conceitos da História Cultural e como metodologia análise documental de cinquenta e três edições do periódico. A investigação resultou no entendimento de que administração municipal valeu-se do periódico como um meio para fortalecer as representações sobre um arquétipo de “cidadão brasileiro” e, dessa forma, influenciar a comunidade rural aos comportamentos de civismo.

Socio-cultural patterns and communication styles differ from culture to culture. As such, the way in which people deal with a crisis situation is also culture-dependent. The COVID-19 pandemic has pointed, once more, to the cultural diversity of the world through a variety of reactions to the measures imposed by the global spread of the deadly virus. The present research aims at identifying the feelings, coping behaviors and communication patterns of the younger Romanian generation during the COVID-19 pandemic and at explaining them from a cultural standpoint, in an effort to raise awareness of the cultural (un)predictability of human reactions to certain external stimuli. The survey conducted online on 409 students at Politehnica University of Timișoara (Romania) revealed that most of students' socio-cultural behavior could have been anticipated by the Romanian authorities when they decided a certain pandemic action plan, and that the few unexpected results indicate the versatility of a culture that is still changing under the Western European influence caused by the fact that Romania has adhered to European Union principles for more than fifteen years., Competing Interests: The authors declare no conflict of interest.

Particular focus is given to the presence of the concept of history of Roman philosopher Cicero on the teaching of Brazilian civics. The stablishment of "grupos escolares" (elementary schools) at the beginning of the twentieth century in the Brazilian state of Sergipe represented a considerable change in the organization of public teaching. The article analyzes the daily functioning of these institutions through archival research on reports on different school and civic events that occurred in the grupos. From a historic perspective, the author suggests that the different ceremonies held in those schools were not only moments of legitimization of primary school in society, but were also turned into moments of the civics celebration due to the propaganda of the constituted authorities and the diffusion of the ideal of the civilized nation.

The main object of this paper is analyze to the notion of civic nation, a concept and a politic representation which is fundamental in the production of the Generation of 1837 in Argentina The interpellation power of this concept still persists in recent moments of argentine history. To this end, we shall study, with the heuristic tools of Conceptual and Intellectual History, the uses of 'civility', civism', 'civilization', 'patria' and 'nation' in an specific corpus of Juan Bautista Alberdi and Domingo Faustino Sarmiento's production. Our reading hypothesis is that for understanding the differences between these two interpretations of the civic nation and the internal tensions that each proposition has is necessary to question their discursive representations. Because it is inside these representations of civic nation we can identify oppositional conceptions of politics such as the civic republicanism and the domination of the civilization. This article deals with the experience of the Neighborhood Management Committees, participative management channels that were introduced in the Fluminense Coastal Plain area [close to Rio de Janeiro] by the Rio de Janeiro State Government, with the idea of guaranteeing that local residents participate in any discussions relative to the implementation of the New Coastal Plain Program. In order to check the potential and the obstacles encountered by these channels when it came to participating in local political decisions and to see if they worked effectively as instruments of democratic inclusion data was used that was taken from field research carried out by the State University of Rio de Janeiro in 2005, which interviewed local residents from the areas that benefited from the program, members of committees and program managers. The results revealed the existence of the creation of a hierarchy in the decision-making process and reduced participation by the majority of the population in deliberations, which restricted the functioning of the committees as participative forums. In this paper we review the different ways in which the concept of the humanitas has been understood, as a sustenance for humanistic ideals, through different epochs, from its origins in Classical Antiquity, to the present day. This general glance at some of the central aspects of the humanitas allows to draw a panoramic view of the different models of humanism that have characterized some specific epochs, especially the Renaissance. A brief analysis is also made of some of the antihumanist positions that emerged in Modernity, or of the criticisms that some contemporary authors have held against the very concept of Humanism.

On the last decades postcolonial criticism has gained a long and profound acceptance between the social scientists and humanists; however its spectrum has usually remained inside the boundaries of those territories for which it was conceived: territories coming from the two European colonial streams and from postcolonial processes with their obvious neocolonial traces. The purpose of this article is to extend the use of those theories and theorical tools of the critic to a differnt territory: the Spanish Transition and the Hegemonic Narrative that, somehow, colonized the thoughts, and have even colonized current thoughts, of many Spaniards. As I am going to defend on its pages, those same thoughts cornerd other possible memories, undermined other utopic ways of been in the world and provided us with a very uncivic type of subjectivity: consumist and dreamy about the, apparently, indisputable today., La crítica poscolonial ha tenido una prolongada y profunda aceptación entre los científicos sociales y los humanistas en las últimas décadas; sin embargo, su espectro ha quedado habitualmente enmarcado en territorios para los cuales había nacido: mundos procedentes de las dos oleadas colonizadoras de Europa y procesos poscoloniales con sus evidentes huellas neocoloniales. En este artículo el propósito es extender los argumentos y el utillaje teórico de la crítica a un terreno inusual de la misma: la Transición española y el relato hegemónico que, de alguna manera, colonizó el pensamiento de muchos españoles incluso hasta la actualidad. Como se defenderá en sus páginas, dicho pensamiento arrinconó otras memorias posibles, desvirtuó otras formas utópicas de estar en el mundo y legó un tipo de subjetividad poco cívica, consumista y ensimismada con un hoy, al parecer, irrenunciable.

This article is the result of an investigation of History of Education that aimed to analyze the civism published in the newspaper O Estudante Orleanense owned by Grupo Escolar Costa Carneiro (Orleans, SC) between the years 1949 to 1973. The objectives demonstrate how civism was released before and during the Military Dictatorship. The results demonstrated that the newspaper resisted several political reforms, reproducing the actions and intentions that collaborated to form patriotic citizens. The newspaper was an important tool for the construction of school culture Grupo Escolar Costa Carneiro. Este artículo es el resultado de una investigación de la Historia de la Educación que se há tenido como objetivo analizar el civismo publicado em el diario El Estudiante Orleanense, propiedad de Grupo Escolar Costa Carneiro (Orleans, SC) entre los años 1949 a 1973. El objetivo es demostrar cómo lo civismo se publicó antes y durante la Dictadura Militar. Los resultados mostraron que el periódico resistió varias reformas políticas, la reproducción de la sacciones e intenciones que colaboraron para formar ciudadanos patriotas. El periódico es una herramienta importante para la construcción de la cultura de lo Grupo Escolar Costa Carneiro. Este artigo é resultado de uma pesquisa realizada no campo da História da Educação, em que se teve como objetivo analisar os ideais de civismo disseminados por meio do jornal O Estudante Orleanense, e que fizeram parte da cultura do Grupo Escolar Costa Carneiro (Orleans, SC) entre os anos 1949 e 1973. De modo específico, buscou-se demonstrar de que forma esse civismo foi divulgado antes e durante a Ditadura Civil-Militar. Os resultados demonstraram que a produção do jornal resistiu a diversas reformas políticas, reproduzindo em suas páginas ações e intenções que colaboravam para a formação de cidadãos patriotas, sendo um instrumento importante no processo de construção da cultura escolar do educandário.

A instituição dos grupos escolares no início do século XX em Sergipe representou considerável transformação na organização do ensino escolar público. Neste artigo buscou-se compreender o funcionamento cotidiano de tais instituições por meio da identificação e análise dos diferentes eventos de caráter escolar e cívico ocorridos nos grupos. Com base em pesquisa bibliográfica e documental desenvolvida sob perspectiva histórica, percebeu-se que as diferentes cerimônias presentes nos grupos, além de momentos de legitimação da escola primária perante a sociedade convertiam-se em momentos de celebração do civismo em razão da propaganda das autoridades constituídas e da difusão do ideal de nação civilizada. The institution of grupos escolares (elementary schools) at the beginning of the twentieth century in Sergipe represented a considerable transformation of the organization of public teaching. In this article it is sought to understand the daily functioning of these institutions through the identification and analysis of different school and civic events that occurred in the grupos. Based on bibliographic and documentary research carried out from a historic perspective, it can be seen that the different ceremonies present in those schools, as well as moments of the legitimation of primary school in society, were converted into moments of the celebration of civism due to the propaganda of the constituted authorities and the diffusion of the ideal of the civilized nation.

39. Nuevas privatopías urbanas. Estrategias ciudadanistas del espacio público

As closed enclaves located far from cities and typified by a very specific profile of residents, exurban “privatopias” have been the most extreme case of denial of urban style of life and some of its key features: compactness, mixture, otherness, contact. The socio-spatial “privatopic” model is therefore hardly compatible with the urban style of life. Nevertheless, during the last decades and particularly from the last years of the 20th century, we can find proposals and practices of urban planning that, with different intensity, have applied many elements of classical “privatopic” models in a priority intervention area: the public space. And all this with the aggravating circumstance that those models are supported by a pro-citizenship rhetoric that have an impact on political, collective and, ultimately, public dimension of that space. Paradoxically, that rhetoric calls into question the public dimension of the social space. In this paper we propose an interpretative analysis of that process., En tanto que enclaves cerrados alejados de las ciudades y con un perfil muy concreto de residentes, las “privatopías exurbanas” han sido el caso más extremo de negación de la vida urbana y de algunas de sus características fundamentales: compacidad, mezcla, alteridad, contacto. El modo socio-espacial “privatópico” resultaría por tanto incompatible con el modo de vida urbana. Sin embargo, durante las últimas décadas y con una considerable intensificación en los años del cambio de siglo, encontramos ciertas propuestas y prácticas de planificación urbana que, de un modo más o menos intenso, han venido precisamente a aplicar elementos sustanciales de los clásicos modelos “privatópicos”, con un escenario de intervención prioritario: el espacio público. Ello con el agravante de sustentarse en una retórica “ciudadanista” que incide en una dimensión política, colectiva y, en definitiva, pública de dicho espacio, que en el fondo no hará sino ponerla en cuestión permanentemente. En este artículo realizaremos un análisis interpretativo de tal proceso.

Um crescente interesse pelo estudo do civismo nas organizações tem sido observado pela sua importância para sobrevivência e alcance da efetividade organizacional. Civismo nas organizações são atos espontâneos dos trabalhadores que beneficiam o sistema organizacional. Os instrumentos utilizados para medir esses comportamentos, na sua maioria, têm apresentado falhas devido à confusão sobre o conceito ou deficiência nos coeficientes de precisão. Constituiu-se objetivo deste trabalho desenvolver e validar um instrumento de medida de intenção comportamental de civismo nas organizações. O instrumento foi aplicado em 1110 funcionários de diversas organizações do Distrito Federal. Os dados obtidos foram submetidos a análises fatoriais utilizando-se o método Paf com rotação oblíqua. Os resultados indicaram 5 fatores com alfa de Cronbach superior a 0,80. Há indicação de uma estrutura de segunda ordem e são discutidas as limitações do uso da escala. Conclui-se que a validação da escala foi devidamente estabelecida e que esta pode ser utilizada em pesquisa e, mesmo, para diagnóstico organizacional.Organizational civism is an organizational behavior that enables organizational effectiveness. Organizational civism are spontaneous behaviors that favor organizational system. Most of the instruments used to measure these behaviors have deficiencies in their reliability or in the operationalization of the construct. The purpose of this study was to develop and validate a scale of organizational civism behavior intention. The instrument was responded by 1110 employees of various organizations from the Federal District of Brazil. A factorial analysis was performed using the Paf method with Oblimim rotation. The results indicated five factors with Cronbach's alpha higher than 0.80. It is suggested a second order structure and the limitations of the use of scales are discussed. The validation of this scale was established and it may be used in research and organizational interventions as well.

Mais do que isso - buscou as implicações de pensador social em suas propostas cívico-educacionais. Partiu-se da hipótese de Chiappini (1988), de que o escritor possuía um projeto cívico-pedagógico. Tal projeto, albergado sobretudo em suas conferências Educação Cívica (1ª versão em 1904; 2ª versão em 1906) coloca em evidência o ideário republicano, marcado pelo ímpeto de modernização do País, sob a égide de diversas correntes político-filosóficas, em que se sobressaia o positivismo. O referencial teórico utilizado, além da citada Chiappini, constitui-se principalmente das obras de Fischer (2013) e Arriada & Tambara (2005), amparado metodologicamente pela Grounded Theory, na abordagem de Glasser & Strauss (1967). Para empreender a investigação da pergunta de pesquisa definiram-se três categorias, quais sejam: nacionalismo, folclore e progresso, sendo estas analisadas, junto com os artigos jornalísticos do autor, especialmente os ligados às preocupações político-sociais e educacionais, em confronto com a conferência Educação Cívica. Quanto às fontes, procurou-se valorizar a documentação inédita, como por exemplo, as atas do Gimnásio Pelotense, em que se encontra o único registro oficial conhecido da atividade docente do escritor regionalista. Além da referida conferência privilegiou-se dois discursos, um proferido na inauguração do Colégio Elementar Pedro Osório (1913) e outro na Academia de Letras do Rio Grande do Sul (1911). Valemo-nos de muitos periódicos para resgatar artigos, cujas fontes primárias, em geral, se encontram bastante deterioradas. Quando não foi possível examinar a fonte original, servimo-nos do trabalho de Moreira (1982-1984). As conclusões a que se chegou podem ser resumidas no seguinte: Simões Lopes Neto possuía um pensamento social, embora não sistemático, cuja categoria articuladora era a educação. Sua atividade pedagógica e docente, o que incluía um vasto leque de ações, desde campanhas cívicas e participação comunitária até a produção de livros didáticos, estava calcada numa Filosofia da História e numa Filosofia da Educação, que se moviam não sem ambiguidades e contradições, numa dialética entre Liberalismo e Positivismo, tal como nos apresenta Sevcenko (1983). Simões Lopes Neto, ao contrário de outros autores pré-modernistas, que podem ser colocados em posições antagônicas, tais como Coelho Neto e Lima Barreto, sintetiza qualidades e defeitos de ambos, permitindo uma janela, naquilo em que nos é possível acessar, para os impasses da modernização brasileira na primeira década republicana. Deste modo, embora Simões Lopes Neto estivesse sintonizado com o ideário programático que dominava a maioria dos intelectuais seus contemporâneos – leiam-se José Veríssimo, Afonso Celso Junior, Manoel Bomfim, entre outros - em que o debate sobre os problemas nacionais frequentemente apareciam ligados à educação, a originalidade de sua formulação está, de um lado, no papel central que atribuiu ao despertamento da nacionalidade como fator de integração e desenvolvimento do país, porém, valorizando a identidade da cultura popular e da literatura. This paper seeks to address a little-known facet of the renowned Pelotas' literati João Simões Lopes Neto, as the educator. More than that, sought the implications of social thinker in his civic and educational proposals. We started from the hypothesis of Chiappini (1988), that the writer had a civic-education program. This project, sheltered mainly in his Civic Education conferences (1st version in 1904, 2nd version in 1906) highlights the republican ideals, marked by the surge of modernization of the country, under the aegis of various political and philosophical currents that protrudes positivism. The theoretical framework used, besides the aforementioned Chiappini, it is primarily the work of Fischer (2013) and Arriada & Tambara (2005), methodologically supported by the Grounded Theory, in the approach of Glasser & Strauss (1967). To perform the investigation of the research question, were defined three categories, namely: nationalism, folklore and progress, analyzed along with the Author's journalistic articles, particularly linked to socio-political and educational concerns, confronting with the Civic Education conference. Concerning the sources, we tried to valorize the unpublished documentation, such as the records of the Pelotense Gymnasium, where is the only known official record of the regionalist writer's teaching activity. Apart from the already mentioned conference, we focused on two speeches, one delivered in the opening of Pedro Osório Elementary School (1913), another at the Academy of Letters of Rio Grande do Sul (1911). We used many journals to rescue articles, whose primary sources in general are quite damaged. When it was not possible to examine the original source, we utilized the work of Moreira (1982-1984). The drew conclusions can be summarized in the following: Simões Lopes Neto had a social thought, though not systematic, whose articulator category was education. His pedagogical and teaching activity, which included a wide range of actions from civic campaigns and community participation to the production of textbooks, was grounded in a Philosophy of History and in a Philosophy of Education, which moved not without ambiguities and contradictions in dialectic between Liberalism and Positivism, as presented by Sevcenko (1983). Simões Lopes Neto, unlike other pre-modern authors, that can be placed in antagonistic positions, such as Coelho Neto and Lima Barreto, summarizes qualities and defects of both, allowing a window in what is possible for us to access for the dilemmas of Brazilian modernization in the first republican decade. Thus, although Simões Lopes Neto was tuned to the programmatic ideas that dominated most of his contemporaries intellectuals - like José Verissimo, Afonso Celso Junior, Manoel Bomfim, among others - in which the debate on the national problems frequently appeared related to education and to the originality of its formulation; On one hand, is the central role assigned to the awakening of nationality as factor of integration and development of the country, however, valuing the identity of popular culture and literature.

Uncivic people support large welfare states because they expect to benefit from them without bearing their costs. But civic individuals support generous benefits and high taxes only when they are surrounded by trustworthy individuals. Gilberto Monteiro foi médico municipal da freguesia de Carnaxide de 1921 a 1961, Chefe dos Serviços Clínicos da extinta fábrica dos Fermentos Holandeses (F.P.F.H.), sediada na Cruz Quebrada, de 1934 a 1962 e, durante a II Guerrra Mundial, exerceu no Hospital Militar de Belém, na qualidade de tenente médico miliciano. Amante do desporto e desportista, G. Monteiro foi um dos fundadores do Sport Algés e Dafundo (SAD), instituição onde, enquanto membro da sua primeira Comissão Cultural, criou a Biblioteca, organizou conferências, exposições e concertos e outras actividades culturais que ali atrairam figuras de relevo como Aquilino Ribeiro, Viana da Mota, Hernâni Cidade e Norton de Matos, entre outros. Se nas suas crónicas escritas para “O Fermento” deparamos com o G. Monteiro, historiador inconformado, que denuncia os constantes atentados à integridade histórica e patrimonial, no Esboço Histórico do Hospital Militar (1945) convivemos com um testemunho de vertical e desassombrada coragem cívica, denunciadora dos males de que padecia a medicina contemporânea. Finalmente, acompanhamos o esforço e as diligências que, numa linha de justiça, educação e melhoria da qualidade de vida das pessoas, G. Monteiro desenvolveu, em pleno Estado Novo, a fim de instituir na fábrica (FPFH) uma assistência médico-social moderna. Gilberto Monteiro worked as a General Practitioner for the parish of Carnaxide (in Oeiras, Portugal) between 1921 and 1961. He was also Head of the Clinical Services at the now closed Fábrica Portuguesa de Fermentos Holandeses (F.P.F.H.), with head-office at Cruz-Quebrada, between 1934 and 1962. During the 2nd World War he worked at the Military Hospital of Belém as a medical officer. A sports lover and sportsman, G. Monteiro was one of the founders of the Portuguese sports association “Sport Algés e Dafundo” (SAD), an institution where, as a member of its first Cultural Commission, he created a Library, organized conferences, exhibitions and concerts, as well as other cultural activities, that attracted important personalities of the time like Aquilino Ribeiro, Viana da Mota, Hernâni Cidade and Norton de Matos, among others. If in his chronicles written for the publication “O Fermento” we have G. Monteiro, the unresigned historian, denouncing the constant attacks on historical and patrimonial integrity, in the “Esboço Histórico do Hospital Militar” (1945) (Outline for the History of the Military Hospital) we have a live testimony of vertical and bold civic courage, denouncing the evils that affected the medicine of the time. Finally, we follow the commitment and efforts developed by G. Monteiro during the “Estado Novo” in order to create a modern medical and social assistance system in the factory (FPFH), aiming at achieving better justice, education and improvement in the quality of life of the employees.

O artigo analisa aspectos do civismo no alvorecer da República brasileira, com ênfase na pesquisa sobre dois livros escolares: História do Brasil ensinada pela biografia de seus heróis, de Silvio Romero (1890); e A História de São Paulo pela biografia de seus nomes mais notáveis (1895), publicado por Tancredo Amaral. Por um lado, trata-se de apresentar nuances da Historia Magistra Vitae presentes nestes objetos da cultura material. Por outro, de destacar em que medida suas histórias foram pontuadas por divergências em torno da questão educação ou instrução cívica pela afirmação de um civismo de coloração regional, bem como palco de conflitos entre protagonistas do republicanismo paulista. The article analyzes aspects of civility at the dawn of the Brazilian Republic, looking in particular at two school textbooks: História do Brasil ensinada pela biografia de seus heróis (History of Brazil taught by the biographies of its heroes) by Silvio Romero (1890) and A História de São Paulo pela biografia de seus nomes mais notáveis (A History of São Paulo according to the biographies of its most notable names) (1895), published by Tancredo Amaral. On the one hand, the nuances of Magistra Historia Vitae present in these objects of material culture are looked at. Second, I highlight the extent to which these history books were punctuated by disagreements about education or civic instruction, the affirmation of regional civism, as well as being the site of conflicts between the protagonists of São Paulo republicanism. La noción de una crisis actual de las humanidades procede del ensayo de la escritora norteamericana Martha Nussbaum, autora de Sin fines de lucro. Por qué la democracia necesita de las humanidades. Ilustramos la vigencia de esta crisis de alcances universales mediante algunas de las tesis que la explican y describimos un par de rasgos de la influencia que ha tenido sobre la educación chilena. The idea of a current universal crisis of the humanities belongs to Notforprofit, a recent book written by Martha Nussbaum, the wellknown American essayist. We describe some features of this crisis and comment on its influence on the school curricula in Chile.

El objeto de este trabajo es abordar la idea de nación cívica, un concepto político clave en la producción discursiva de la Generación de 1837, cuyo poder de interpelación ha persistido en momentos más recientes de la historia Argentina. Para ello, se analizarán con las herramientas heurísticas de la historia conceptual (Koselleck, Skinner) los usos de 'civilidad', 'civismo', 'civilización', 'patria' y 'nación' en un corpus específico de la producción de Juan Bautista Alberdi y Domingo Faustino Sarmiento. Nuestra hipótesis de lectura es que, para comprender las diferencias entre estos dos planteos y las tensiones internas de cada uno de ellos, hay que problematizar sus representaciones discursivas, a partir del carácter polisémico y polémico de la nación cívica, donde conviven formas de la politicidad muchas veces contrapuestas, como el republicanismo cívico y la dominación civilizatoria. En ese marco, adquiere mayor relevancia una pregunta filosófico-política cuyo sentido se reafirma en el contexto del Bicentenario: ¿cuáles son las implicancias contemporáneas de un discurso político-generacional que pretendió crear una nación para el desierto Argentina?. The main object of this paper is analyze to the notion of civic nation, a concept and a politic representation which is fundamental in the production of the Generation of 1837 in Argentina The interpellation power of this concept still persists in recent moments of argentine history. To this end, we shall study, with the heuristic tools of Conceptual and Intellectual History, the uses of 'civility', civism', 'civilization', 'patria' and 'nation' in an specific corpus of Juan Bautista Alberdi and Domingo Faustino Sarmiento's production. Our reading hypothesis is that for understanding the differences between these two interpretations of the civic nation and the internal tensions that each proposition has is necessary to question their discursive representations. Because it is inside these representations of civic nation we can identify oppositional conceptions of politics such as the civic republicanism and the domination of the civilization.

This paper shows that cross country differences in the generosity and the quality of the welfare state are associated with differences in the trustworthiness of their citizens. We show that generous, transparent and efficient welfare states in Scandinavian countries are based on the civicness of their citizens. In contrast, the generosity but low transparency of the Continental European welfare states survive thanks to the support of a large share of uncivic individuals who consider that it can be justifiable to misbehave with taxes and social benefits. We also explain why countries with an intermediate degree of trustworthiness of their citizens and of transparency of the government, like Anglo-Saxon countries, have small welfare states. Overall, this paper provides a rationale for the observed persistence of both efficient and inefficient welfare states, as a function of the civicness of the citizens.
