The article discusses several court cases including U.S. v. Ali , U.S. v. Brehm and U.S. v. Verdugo-Urquidez concerning whether employment by the U.S. of non-residents provides employees constitutional protections during criminal prosecutions. Topics include the U.S. Military Extraterritorial Jurisdiction Act of 2000, history of the U.S. Supreme Court jurisprudence regarding protection to defendants for crimes committed extraterritorially, and the U.S. Overseas Jurisdiction Advisory Committee.

Major land tenure adjustments are necessary in the years ahead in many newly developing countries of the world. The existing feudalistic system throughout much of Latin America cannot endure. There and elsewhere the peasants are seeking a change in land tenure arrangements and this explosive desire must be recognized. The demand of millions of landless rural people is that agricultural land—whether in private or public ownership—be made available to them in much greater quantities. This calls for some type of land reform. In this paper we are concerned with the significance of land ownership in land reform, and particularly land ownership that makes for family farms. This paper provides an overview of Advanced Vehicle Simulator (ADVISOR)—the US Department of Energy’s (DOE’s) ADVISOR written in the MATLAB/Simulink environment and developed by the National Renewable Energy Laboratory. ADVISOR provides the vehicle engineering community with an easy-to-use, flexible, yet robust and supported analysis package for advanced vehicle modeling. It is primarily used to quantify the fuel economy, the performance, and the emissions of vehicles that use alternative technologies including fuel cells, batteries, electric motors, and internal combustion engines in hybrid (i.e. multiple power sources) configurations. It excels at quantifying the relative change that can be expected due to the implementation of technology compared to a baseline scenario. ADVISOR’s capabilities and limitations are presented and the power source models that are included in ADVISOR are discussed. Finally, several applications of the tool are presented to highlight ADVISOR’s functionality. A standardized antiviral drug susceptibility assay for clinical human immunodeficiency virus type 1 (HIV-1) isolates has been developed for use in clinical trials. The protocol is a two-step procedure that first involves cocultivation of patient infected peripheral blood mononuclear cells (PBMC) with seronegative phytohemagglutinin-stimulated donor PBMC to obtain an HIV-1 stock. The virus stock is titrated for viral infectivity (50% tissue culture infective dose) by use of serial fourfold virus dilutions in donor PBMC. A standardized inoculum of 1,000 50% tissue culture infective doses per 10(6) cells is used in the second step of the procedure to acutely infect seronegative donor PBMC in a 7-day microtiter plate assay with triplicate wells containing zidovudine (ZDV) concentrations ranging from 0 to 5.0 microM. The ZDV 50% inhibitory concentrations (IC50) for reference ZDV-susceptible and ZDV-resistant HIV-1 isolates ranged from 0.002 to 0.113 microM and from 0.15 to > 5.0 microM, respectively. Use of this consensus protocol reduced interlaboratory variability for ZDV IC50 determinations with reference HIV-1 isolates. Among eight laboratories, the coefficient of variation ranged from 0.85 to 1.25 with different PBMC protocols and was reduced to 0.39 to 0.98 with the standardized assay. Among the clinical HIV-1 isolates assayed by the standardized drug susceptibility assay, the median ZDV IC50 increased gradually with more ZDV therapy. This protocol provides an efficient and reproducible means to assess the in vitro susceptibility to antiretroviral agents of virtually all clinical HIV-1 isolates.
