They're called roundabouts in Britain and traffic circles or rotaries elsewhere. But whatever the name, they are so rare in New York City that when they do appear -- in Brooklyn's Grand Army Plaza, say, or Columbus Circle in Manhattan -- some motorists may find them whimsical.
