Abstract
- They're called roundabouts in Britain and traffic circles or rotaries elsewhere. But whatever the name, they are so rare in New York City that when they do appear -- in Brooklyn's Grand Army Plaza, say, or Columbus Circle in Manhattan -- some motorists may find them whimsical. Except when they don't. And there is no whimsy in the neighborhoods along Prospect Park, where residents are still debating the ambitious revamping over the last few months of a rotary called Park Circle at the southwest corner of the park.
