National Library of Romania is involved in various international projects aiming to create valuable digital content relevant to the European cultural memory. Since 2007, the library is connected in the following projects: TEL plus - set out to strengthen, extend and improve The European Library service by adding digital cultural and scientific/scholarly content and improving access to it, also to sustain Romanian and Bulgarian national libraries (two of the newest Member States) make their content available through The European Library and became full members of The European Library; ENRICH - European Networking Resources and Information concerning Cultural Heritage/ Manuscriptorium - project aimed to enhance access to digital image of old documents from different European cultural institutions and to build and deploy virtual research environment for the study of manuscripts, rare and old printed books; REDISCOVER - Reunion of Dispersed Content: Virtual Evaluation and Reconstruction - the main purpose of the project is to gather, virtually reconstruct and make accessible of medieval and renaissance collection dispersed during the late Middle Ages and early modern period, especially in period of Thirty year's war. The project activities take into account: selection according to a series of criteria, digitisation and integration of materials in a digital library performed on Manuscriptorium.com platform. National Library of Romania will further run two other international projects based on digitisation activities: Balkan Routes. Online digital collections - a project purposing to digitally available a French documentary corpus of rare and precious books from Balkan libraries; VERMANEL - Vernacular Manuscripts în European Libraries - a project with the aim to digitize and describe medieval German manuscripts of middle and eastern European provenance, that can be found in "Europeana" portal. This article studies how and why the policies of the Bulgarian and Romanian states towards Muslim/Turkish minorities differed widely from each other between 1923 and 1936. Minority policies in Bulgaria shifted from tolerance during the Agrarian People's Union government in 1919, to assimilation and repression in the 1930s. In contrast, the Romanian state tolerated and favourably treated Muslim minorities throughout the interwar period. In order to account for this difference, we highlight the influence of Turkey's diplomatic relations on Bulgarian and Romanian state policies towards minorities and the responses of the latter. While Turkish-Bulgarian relations see-sawed, Turkish-Romanian relations constantly improved from the 1920s to 1930s. We argue that, whenever Turkey's diplomatic relations with Bulgaria and Romania ameliorated, Bulgaria's and Romania's minority policies improved. Yet, whenever diplomatic relations deteriorated, so did the minority policies. [ABSTRACT FROM AUTHOR]

The public libraries are logically indispensable partners in the local initiatives of urban development that focus on people and the quality of life. The libraries are, many times, available for all the inhabitants of a city, being considered as public institutions that provide a wide range of information and support services. During this age of economic transformations, the problem of public libraries is once more brought to discussion. The public access to digital information and information technology represents a new trend for libraries. The power of the new digital collections, the available technology and the training programs used make from libraries some essential partners for the local communities, in their attempts to pass from an economy based on the manufacturing and service industry to an economy based on knowledge. In its attempt to emphasise the essential role that the public libraries receive in the modern society, this paper presents the manner in which the info-documentary structures contribute to the economic development of the communities they serve by ensuring the free access to culture and knowledge, as well as to the creation of vibrant cultural spaces, which represent true urban attractions. The overcoming of Romanian libraries of inertia is one of the critical factors on which their survival shall depend within the informational society. Thus, the study supports the experts in libraries, by indicating several directions that may be considered by libraries in their attempt to get actively involved in the improvement of urban competitiveness. This paper examines the debates around the "miracle of Maglavit", a shepherd's vision of God that took place in 1935 in Romania and attracted much contemporary popular and intellectual interest. The debates drew in arguments from doctors and theologians, who discussed the psychology of divine revelation and tried to elaborate the implications that such an event could have for the life of the Romanian nation. The paper places these debates in the context of wider contemporary discussions about psychology and religion. I argue that what Maglavit shows is that, in Romania at least, public debates about visionary experience in the 1930s were not only debates about its psychology, but of a psychology thoroughly imbricated with political concerns. The real integration of the people with disabilities into the educational system and then on the work market can by achieved by facilitating the convenient access to information. This way, the National Library of Romania initiated the project Dream (Digital Resources - easy to access and manage) with the support of the Foundation Orange. In the same time, in December 2012, on the occasion of the International day of the people with disabilities, the National Library of Romania was assigned the „Mark of accessibility” by the Foundation Motivation Romania, after an audit of a mixt team of wheelchair users, experts in accessibility and architects. The National Library provides assistance in the field to the libraries which want to make available collections and services to the people with disabilities. Dream project's results will have an influence upon the social and economic environment as the number of visually impaired pupils and students will increase, as well as the professional integration of the visually disabled people and access to the National Library collection and to specialized databases through the library site; guidance in using new technologies; reduce discrimination. The Project Balkan Itineraries. Networked digital collections gathers three libraries from Bulgaria (The Library of the University "St. Kliment Ohridski" in Sofia), Serbia (The Library of the University "Svetozar Markovic" in Belgrad) and Romania (The National Library) around a common target: making available online the digital collection of travel books about Balkans, edited in French. The article represents a short version of the paper "Balkan itineraries" - European project of valorization the Francophone collections from the Balkan area, presented by the author at the 22nd National Conference of the Romanian Library Association. The text aims to explore processes of state retrenchment in contemporary Romania, as endorsed by the historically embedded profiling of the Roma as a "distinct and subversive" population in conjunction with the racialization of extreme deprivation as a "Gypsy problem", which ultimately led to the formation of "bare" (Agamben, 1998) peripheries where state policies merely exercise population control and citizenship is disentangled. Taking inspiration from Thorburn's (2012) distinction between identification, surveillance and population profiling, it examines the adverse inclusion of the Roma in the course of civil identification, in the context of strong and historically enduring profiling of the Roma as a "category of suspicion" (G.T. Marx, 1985) and weak state capacity to exercise surveillance. These processes are depicted with the help of ethnographic fieldwork and interviews with welfare workers, Roma counsellors and mediators in four Romanian cities: Cluj-Napoca, Miercurea Ciuc, Ploieşti and Târgu-Mureş [ABSTRACT FROM AUTHOR]

The National Library provides unlimited access to its collection and specialized high quality services and products; the library answers to the information needs in all fields of research, through its own collection or through the databases to which it provided access. The Collection development department has a very important role in supporting the National Library patrimony function, through current and retrospective purcahse, donations, and documents exchange and transfer. The collection development policy is not a circumstantial activity, but it is the reuslt of some professional requests. In the new building, the National Library of Romania benefits from a larger exposure of the new collection and that means to re-design collection and the steps to obtain proper financial and human resources. Each category of documents in the collection will be evaluated and the result of this eavluation will ensure a new selection, the catalogue up -date and every theme will be subjected to a survey of strength aspects and lacks. The core of the Special Collection in the National Library of Romania includes stocks coming from famous collectors, to which there are to be added representative works for the book and Romanian and world printing history, coming from donations and purchase. ENRICH Project. Manuscriptorium aimed the access to digital images of the old documents from different cultural European institutions. The National Library of Romania also participated to other projects, as follows: REDISCOVER, developed in the framework of the programme of European cooperation Culture Program 2007-2013 and Balkan Itineraries. Virtual digital collection, pilot project developed between 2011 and 2013, which aimed to create a bibliographical database to include rare and valuable books printed between the 16th and the 18th century and signed by French or Francophone authors, diplomats, militaries, explorers and adventurers, books including travel impressions about the Balkan and Oriental countries, especially about the territories populated by Bulgarians, Serbians and Romanians, during the Ottoman domination. The evolution of Romanian university libraries' collections between 1989 and 2009 is studied through corelating and analyzing the variation of statistical indicators regarding the number of university libraries, the number of volumes detained by them, the circulation of documents and the number of registered users. The study shows (in the first part) a manuscript of Monica Lovinescu about the novel Refugii by Augustin Buzura and analyses (in the second part) some of the more than five hundred dedications on books for the literary critic Mircea Zaciu. The details of the analysis and the conclusions are based on the examination of the Mircea Zaciu and Monica Lovinescu - Virgil Ierunca special book funds (twelve thousand books), within the University of Oradea Library, opened in 2010. The paper begins with an introduction defining the characteristics of G2B and B2G services, and it continues with the analysis of their stage of development in Romania. Thus, as far as G2B services are concerned we have examined them starting from the general approach in order to determine the degree of development and the use of online public services and from the specific approach in order to examine the quality of this type of services. The quintessence of these types of services is the National Electronic System, for which the second part of the paper presents, in detail, the main modules of this system allowing: routing messages, integrating information systems of government agencies, user management. The elaboration of the bibliography of Information Sources in Librarianship in the "Lucian Blaga" Central University Library was motivated by a need of information in librarianship, and the conviction that librarianship is dependent on information consistency and its thorough use. On the basis of this research stands the literature of library science in the collections of the "Lucian Blaga" Central University Library, sorted in seven main classes, with an alphabetic arrangement of authors and titles within each. The article presents the situation of periodical publication in Bessarabia, beginning with its territorial takeover in 1812 by the Russian Empire, when it was gradually forced into a social-political integration or assimilation. The author presents all the attempts to found a periodical on the territory of Bessarabia, based on historical evidence and archival research, starting with the first Imperial publication in 1854 of a Governmental Bulletin. Romanian publications in Bessarabia had a new chance of existence only at the beginning of the 20th century, after the Revolution from 1905, when an impressive number of new publications left the press.
