The 1964 Gallery of Modern Art at 2 Columbus Circle is being transformed into a new space for the Museum of Arts and Design. Almost everything about the building has changed, but the original ''lollipop'' columns persist. New York may not be able yet to place the name, but the lollipops will certainly be familiar. So will the shape and the pale color of Edward Durell Stone's Gallery of Modern Art, built at 2 Columbus Circle in 1964 to house Huntington Hartford's art collection. Almost everything else has changed, however, with the transformation of the building into the Museum of Arts and Design (formerly known as the American Craft Museum), designed by Brad Cloepfil of Allied Works Architecture. Stone's design, initially disparaged, gained admirers in recent years, including Tom Wolfe; the architectural historians Vincent Scully and Robert A. M. Stern; and Herbert Muschamp, former architecture critic of The New York Times. Their pleas could not move the Landmarks Preservation Commission to hold a hearing on whether to designate the building. So the transformation went ahead. Though the museum is four months from opening, the new facade has now emerged from its construction cocoon. Some viewers discern the word ''HE'' in the facade. It is the inadvertent result of a late design revision calling for a band of glass where a restaurant will be. That created a crossbar, making an H. Zoning operates within institutional policy norms. Current neoliberal norms encourage land use policy aimed at attaining highest achievable real estate values. As a result, a public policy tool originally intended to protect urban society from the negative impacts of excessive intense real estate development now facilitates such development. This transformation is most clearly seen in the evolution of transferable development rights (TDRs) from a device intended to facilitate adjustment of unique site‐specific regulatory matters into one widely used to privately appropriate socially created site values. TDRs detach zoned development rights from site‐specific locations. So, their use over ever‐widening districts implies that socially created area‐wide value can be privately appropriated by property owners at specific sites, property owners who typically played little or no role in the creation of such value. In the process, these rights become financialized. This financialization encourages developers to seek further expansion in the size of the district within which these rights are fungible. In a global era of extremely low interest rates, real estate assets, which hold the promise of capital safety and above‐average returns, have become exceptionally attractive portfolio holdings. This investment environment encourages urban planners and real estate developers to further rationalize and hence financialize the ever‐wider use of these rights in some of the densest urban environments in the world. The historic experience of evolving zoning policy in New York City's central business district, Manhattan below West 59th Street, serves as an illustration of the way TDRs as a land use regulatory device have evolved to facilitate this financialization. 38. Shaping the Commercial City: Retail Districts in Nineteenth-Century New York and Boston.

The built forms of New York City and Boston differed dramatically in the second half of the nineteenth century. This paper focuses on the changing forms of their retail districts and evaluates the divergence in those patterns in relation to their socioeconomic context. Historical atlases and city directories identified the locations of department stores, which were used as indicators of the retail districts while primary and secondary historical sources related locational decisions to their economic position and the structure of their elite classes. New York's unstable elite classes continued to move their residences north on Manhattan Island throughout the latter half of the nineteenth century and were unable and unwilling to stop the northward expansion of the retail district. Boston's stable ruling class was able to control retail expansion through various political acts limiting development and through social barriers that limited displays of conspicuous consumption. The importance of the structure of elite classes in mediating the processes of land allocation suggests that findings of New York, as a city of competitive capitalism with a splintered elite, and Boston, as a city of controlled capitalism with a ruling elite, might provide a useful framework for understanding the specific contexts within other urban built forms.

Abstract

An interview with New York architect and Yale School of Architecture dean Robert A.M. Stern. When asked how he feels about being chosen to design the 43rd president's official library and policy institute, Stern declares that having the president of the United States for a client is a special experience. He says that his plan entails at least two building, one for the library and museum, and the other for the policy institute. Stern expects the construction to be finished by 2013.

Abstract

The article introduces several architects and designers responsible for the transformation of New York City. Richard Meier was credited for the glassy towers at 173 and 176 Perry Street. One Bryant Park is developed by Douglas Durst, of Durst Organization and designed by architects Cook + Fox. Robert A. M. Stern was honored for his effort in transforming the Yale School of Architecture.
