1. Examining a Congruency-Typology Model of Leadership for Learning Using Two-Level Latent Class Analysis with TALIS 2018. OECD Education Working Papers, No. 219

Abstract

Are teachers and principals aligned in their perceptions of the core components of the theory of Leadership for Learning across countries, or are there subgroups of schools in which there is misalignment? The purpose of this study is to examine the extent to which a congruency-typology model of leadership for learning is distributed across countries/economies using the TALIS 2018 dataset through examining the interaction of significantly different subgroups of teacher and principal responders through using multilevel latent class analysis (LCA) with a cross-level interaction. I analyse data from lower secondary schools of n=152 635 teachers in 9 079 schools and their principals across 47 countries/economies. Currently in the research literature on school leadership, leadership for learning has emerged as a framework to bring together managerial, transformational, distributed, and instructional leadership. Yet little is known about leadership for learning across national contexts. This study 1) maps the TALIS 2018 survey items to the current literature and surveys for leadership for learning, 2) then details the methods and analysis framework to examine if there are multiple significantly different types of teachers, principals, and schools from a leadership for learning theory framework. The final model 3) identifies a three-group teacher typology and a three-group principal typology, linking these types to school context, covariates, as well as teacher and principal training and experience. Results relate directly to the intersection of research, policy, and practice for training and capacity of school leaders across 47 countries/economies globally.

2. Promoting Quality Assurance in Vocational Education and Training: The ETF Approach. ETF Working Paper

Abstract

The European Training Foundation's (ETF) approach to promoting systemic and systematic quality assurance in vocational education and training (VET) is set out in this working paper. Quality assurance in VET is summarised by the ETF as the measures established to verify that processes and procedures are in place, which aim to ensure the quality and quality improvement of VET. The ETF uses the following definition of VET: "education and training which aim to equip people with knowledge, know-how, skills and/or competences required in particular occupations or more broadly on the labour market." The intention of this working paper is to serve as a resource for ETF staff and its function is to support a common ETF approach to promoting quality assurance in VET in partner countries. The paper will be made available to a wider audience with an interest in quality assurance in VET. ETF partner countries have signaled the need for more effective quality assurance measures to help improve the quality and relevance of VET outcomes. They aim to strengthen quality assurance policies and measures that support the development of good VET governance and management, good qualifications systems, good qualifications and good learning environments facilitated by good teachers and trainers. The main purpose of this working paper is to guide ETF staff to support partner countries in their endeavours to develop further their approach to quality assurance in VET. The paper has five chapters. The background to present-day quality assurance is presented in Chapter 1. Concepts important to the understanding of the ETF approach to quality assurance in VET are reviewed in Chapter 2. In Chapter 3, the evolution of European policies for quality assurance is summarised. The "status quo" of quality assurance policy and practice in ETF partner countries and reform needs and challenges, as presented in the Torino Process reports, are discussed in Chapter 4. Chapter 5 presents the ETF approach to promoting quality assurance in VET development, based on the conceptual framework set out in the preceding chapters. (A bibliography is included.)

Abstract

This volume contains papers submitted to the 11th Annual International Conference of the Bulgarian Comparative Education Society (BCES), held in Plovdiv, Bulgaria, 14-17 May 2013, and papers submitted to the 1st International Distance Partner Conference, organized by the International Research Centre "Scientific Cooperation," Rostov-on-Don, Russia. The 11th BCES Conference theme is "Education in One World: Perspectives from Different Nations." The Distance Partner Conference theme is "Contemporary Science and Education in a Globally Competitive Environment." The book consists of 92 papers, written by 141 authors, and grouped into 7 parts. Abstract

This volume contains papers submitted to the 10th Annual Conference of the Bulgarian Comparative Education Society, held in Kyustendil, Bulgaria, 12-15 June 2012. The overall goal of the 10th BCES conference is to facilitate discussion of different perspectives on international education providing a forum for scientific debate and constructive interaction in a multi cultural social environment such as Bulgaria. This is a jubilee conference. Ten might not mean too much for large scholarly societies in other countries, especially in the Western world. However, for a small society like BCES, ten means a lot. 8. The Transformations of Higher Education in 15 Post-Soviet Countries: The State, the Market and Institutional Diversification

Abstract

Soviet higher education had a distinctive institutional landscape. It combined two institutional types in a uniform model that embedded higher education in the national economy. This paper focuses on the post-Soviet system-level changes in the institutional landscape in all 15 countries of the former USSR. It shows that over last three decades the Soviet two-type institutional model evolved into a three-type model, with the specialized university as a new institutional type. Highlighting the instruments of horizontal and vertical differentiation for each country, the paper explains how structural reforms and market forces led to the rise of the university/multiversity form of institution, and the strengthening of vertical stratification at system level. The comparative analysis shows that there have been different patterns of transformation in the 15 countries, shaped by unique combinations of structural reforms and marketization policies, with certain countries having made more distinctive steps away from the Soviet institutional model. There are now 15 formally different systems of higher education which poses further questions for comparative analysis.

The Subsidiary Body for Implementation (SBI) under the United Framework Convention on Climate Change concluded in June that the Conference of the Parties serving as the meeting of the Parties to the Protocol (CMP) in December should "determine the necessity of simplifying existing procedures" for inscribing commitments for Annex 1 Parties in Annex B to the Protocol and "take appropriate action." This conclusion recalls the ongoing problem that the procedures for joining Annex 1 of the Convention and Annex B of the Protocol are very time-consuming and in practice prevent Parties from joining the respective annexes, which this paper illustrates by means of presenting the cases of Kazakhstan, Turkey, Belarus, and other countries. In the negotiating history of the Protocol, as well as in provisions from other regimes, examples of more accessible procedures can be found. Abstract

The relevance of this article lies in the fact that, today, investments are necessary for a timely response to market changes. The purpose of this paper is to study the experience of the public-private partnership and its impact on the regional economy in Kazakhstan and Turkey. Within the framework of this study, a scientific approach was used with general as well as special scientific methods – in particular, systematization, theoretical generalization, and a comparative method. An analysis of the impact of publicprivate partnership on the economy of the region and the experiences of the Republic of Kazakhstan and Turkey was carried out, which allowed for the identification of further directions for the development of the use of this tool to attract private investments for regional development. The impact of the development of public-private partnerships on the economies of these territories was determined, and the main directions for improving the development of this instrument in relation to these territories were identified. The authors found that different methods of public-private partnership are used within different regions, and regulation of these areas is also carried out in different ways. The applied value of this research lies in the possibility for more effective use of this instrument of interaction between public bodies and business entities for the development of individual territories. 11. Determining the Turkish World Perceptions of Candidate Social Studies Teachers through Word Association Test

The purpose of this study is to observe prospective teachers' cognitive structures related to Turkish World. In this scanning model study, WAT (Word Association Test) had been applied to 332 prospective teachers in Nigde Ömer Halisdemir University. And they were asked to write what comes into their heads when it is said Turkish Republics and Turkish World. Words were given to the prospective teachers. According to the research, "Turk" is the only common Word which is related to the concept of six independent Turkish Republics and Turkish World. There is no any other common word except this, perceived by prospective teachers. Students generally independent Turkish Republic and Turkey they do not have a lot of information and perceptions about the world; they know the general concept of popular culture, it said they did not know specific concepts or people belonging to the country. Independent of the Turkish states K.K.T.C. It has become the most irrelevant and disconnected with other countries. K.K.T.C. with the only common link between other countries "Turkey" was the word. Students are most perceptive grasp of Azerbaijan, while country-owned; they have been gripping the country at least perceptually Uzbekistan. Abstract

Objective: To compare the frequency and healthfulness of foods being advertised to children and adolescents in four countries of WHO European region. Design: Cross-sectional quantitative study, guided by an adapted version of the WHO protocol. All recorded food advertisements were categorised by categories and as either 'permitted' or 'not permitted' for advertising to children in accordance with WHO Regional Office for Europe Nutrient Profile Model. Settings: Four countries: Russia, Turkey, Kazakhstan and Kyrgyzstan Participants: TV channels most popular among children and adolescents Results: Analysis included 70 d of TV broadcasting for all channels, during which time there were 28 399 advertisements. The mean number of advertisements per hour varied from eleven in Turkey and Kazakhstan to eight and two in Russia and Kyrgyzstan. In all countries, the majority of the food and beverages advertised should not be permitted for advertising to children according to the WHO Nutrient Profile Model. The mean number of non-permitted food and beverage advertisements per hour was high in Turkey and Kazakhstan (8·8 and 8·5 ads) compared with Russia (5·1) and Kyrgyzstan (1·9). Turkey was the only country where nutritional information was fully available, and no values were missing that prevented coding for some product categories. Conclusions: Results revealed that children and adolescents in four countries are exposed to a considerable volume of food and beverage advertisements, including sugary products on broadcast television. As such, policymakers should consider protecting youth by developing regulations to restrict these marketing activities within media popular with children. [ABSTRACT FROM AUTHOR]

We are delighted to welcome you to the International Psychological Applications Conference and Trends (InPACT) 2016, taking place in Lisbon, Portugal, from 30 of April to 2 of May, 2016. Psychology, nowadays, offers a large range of scientific fields where it can be applied. The goal of understanding individuals and groups (mental functions and behavioral standpoints), from this academic and practical scientific discipline, is aimed ultimately to benefit society. This International Conference seeks to provide some answers and explore the several areas within the Psychology field, new developments in studies and proposals for future scientific projects. The goal is to offer a worldwide connection between psychologists, researchers and lecturers, from a wide range of academic fields, interested in exploring and giving their contribution in psychological issues. The conference is a forum that connects and brings together academics, scholars, practitioners and others interested in a field that is fertile in new perspectives, ideas and knowledge. There is an extensive variety of contributors and presenters, which can supplement the view of the human essence and behavior, showing the impact of their different personal, academic and cultural experiences. This is, certainly, one of the reasons there are nationalities and cultures represented, inspiring multi-disciplinary collaborative links, fomenting intellectual encounter and development. InPACT 2016 received 332 submissions, from 37 different countries, reviewed by a double-blind process. 16. Strategies for implementation of green roofs in developing countries.

Abstract

Purpose: Reportedly, green roof (GR) makes a significant contribution towards a truly sustainable-built environment; however, its implementation is yet to hit a sufficient level in developing countries. Thus, this study assesses GR implementation strategies in developing countries by providing a comparative analysis through experts in Kazakhstan, Malaysia and Turkey. Design/methodology/approach: The study adopts a four-step methodological approach to achieve the research aim: literature review, focus group discussion, fuzzy analytical hierarchy process (FAHP) analysis and correlation analyses. First, a literature review followed by a focus group discussion is used to determine 18 (out of 25 initially) strategies for the selected context and these are classified into three categories: governmental and institutional support, knowledge and information and policy and regulation. Afterward, the identified GR strategies are evaluated using the FAHP with the data gathered from the experts in the countries studied. Finally, correlation analyses were used to observe the strength of agreement between the assessments of experts from the included countries. Findings: The findings indicate that financial incentives, low-cost government loans and subsidies and tax rebates are the essential strategies for the wider adoption of GR. Evaluating the policy and regulations strategies also showed that mandatory GR policies and regulations and better enforcement of the developed GR policies are ranked as the most prominent strategies. The findings show a low level of agreement among respondents from Kazakhstan, while there is a high level of agreement between the experts in Malaysia and Turkey. Research limitations/implications: The research contribution is twofold. First (research implication), the study identifies the strategies through a complete literature review. Second, the identified strategies are evaluated through the lenses of experts in three developing countries which are hoped to provide (practical contribution) a better understanding of the most effective strategies that require attention and enable the frontline stakeholders (particularly government authorities) to focus on them. Abstract

The IADIS CELDA 2012 Conference intention was to address the main issues concerned with evolving learning processes and supporting pedagogies and applications in the digital age. There had been advances in both cognitive psychology and computing that have affected the educational arena. The convergence of these two disciplines is increasing at a fast pace and affecting academia and professional practice in many ways. Paradigms such as just-in-time learning, constructivism, student-centered learning and collaborative approaches have emerged and are being supported by technological advancements such as simulations, virtual reality and multi-agents systems. These developments have created both opportunities and areas of serious concerns. This conference aimed to cover both technological as well as pedagogical issues related to these developments. The IADIS CELDA 2012 Conference received 98 submissions from more than 24 countries. Out of the papers submitted, 29 were accepted as full papers. In addition to the presentation of full papers, short papers and reflection papers, the conference also includes a keynote presentation from internationally distinguished researchers. This cross-country digest describes common approaches to the implementation of new policies for vocational education and training in the partner countries of the European Training Foundation in the regions of the Western Balkans and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia. Based on findings from the Torino Process -- a biennial review of progress in vocational education and training -- the paper evaluates the advantages and disadvantages of different approaches to reform implementation in countries in these regions from the point of view of common risks to reform success. The paper points out commonalities between partner countries and discusses findings that could support a better, more effective transition from planning to policy action. Abstract

The genus Ziziphora of the family Lamiaceae is well known for the medicinal properties of its species. Ziziphora persica is an edible medicinal plant, which is widely distributed in countries of Iran, Turkey, Kazakhstan and Azaerbaidzhan and is famed as a wild vegetable with notable aroma and flavor. In Iranian folk medicine, Ziziphora species has been also used as infusions for various purposes such as sedative, stomachic and carminative among others. The genus Ziziphora belongs to the Lamiaceae family consists of four species (Z. clinopodioides, Z. capitata, Z. persica and Z. tenuior) that widespread all over Iran. Ziziphora with common Persian name 'kakuti-e kuhi' comprised nine subspecies native to Iran. The composition and antibacterial and antioxidant activity of the essential oil and various extracts of Ziziphora persica were reported. This review presents and overview on the Eco-phytochemistry and Ethnobotany knowledge of Ziziphora persica and provides a deeper insight into phytochemistry of this specie. Relevant data were obtained through systematic electronic searches from various scientific databases including the institute of scientific information (ISI)-web of science, mendely desktop, google scholar, scopus, ISC, Pubmed, other relevant texts and local books. This review is concerned with characterization of chemical profiles of essential oils, extracts and volatiles, along with relevant biological and phytochemical properties of Ziziphora persica over the 32-year period, 1988–2020. A variety of Eco-phytochemistry and Ethnobotany properties of the Ziziphora persica has been documented, and phytochemicals of the essential oils of this specie has been identified. 20. A Comparison of Kazakhstani and Turkish English Language Teacher Education Curricula

Abstract

The current paper reports the findings of a comparative study about the curricula designed for the English language teacher education programs (ELTEPs) in two countries, namely Kazakhstan and Turkey. The comparative analysis of the curricula focuses on the specific courses taken by the prospective teachers of English in each country. The courses are grouped under the categories of linguistic competence/L2 proficiency, pedagogic competence, and managerial competence to analyze the similarities, and differences between the two curricula. The findings show that the ELTEP curriculum in Turkey offers a substantial number of pedagogic courses whereas it offers considerably fewer courses related to improving student teachers' linguistic competence. Although the Kazakhstani ELTEP curriculum incorporates and balances the linguistic and pedagogic competencies to a certain degree, less importance is attached to foreign language teaching methodology courses. The study highlights the need of increasing the number of foreign language teaching methodology courses addressing the pre-service teacher's pedagogic competence in the Kazakhstani ELTEP. Furthermore, the study reveals the non-course-related similarities and differences between the ELTEPs in Turkey and Kazakhstan in the following variables: the length of education, the total number of credits needed for graduation, the practicum length, the school types where graduates can work after graduation, and the steps they have to take to start teaching officially.

Abstract

What has been the reaction of Kazakhstan toward the rising power and influence of Russia since 1994? This paper uses the concept of soft-balancing, specifically analyzing economic issues using Stephen Walt's balance of threats approach, in an analysis of Kazakhstan's relationship with Russia. It examines instances of Kazakhstan's internal and external economic soft balancing efforts vis-à-vis Russia to explain how it used economic tools to protect its energy security from Russia. After 1991, which marked the collapse of the Soviet Union, the newly independent countries of the former Soviet Union – the Commonwealth of Independent States (CIS), including Kazakhstan, needed to create an institution that could tackle economic and energy problems in the region. I argue that the Eurasian Union idea promoted by the president of Kazakhstan, Nursultan Nazarbayev, was a skillful attempt to simultaneously maintain a close cooperation with Russia and to soft balance against Russia's influence through collaboration with other CIS countries. However, that initiative failed and did not have the intended economic soft balancing effect. When Russia started asserting its economic and political power over the Central Asian and Caspian regions, Nazarbayev once again resorted to the economic soft balancing policy, but this time by relying on outside players. Part 2 of this article discusses two cases of such external economic soft balancing efforts: participation in the Baku–Tbilisi–Ceyhan (BTC) pipeline project, and the economic cooperation with Turkey as part of a free trade zone. The BTC pipeline project and the close economic cooperation with Turkey ended up being a more productive soft balancing effort than the earlier Eurasian Union initiative. [ABSTRACT FROM AUTHOR]

24. How Did Oghuz Turks Actually Speak during the First Part of the 16th Century and Earlier (The Book of Dede Korkut Manuscript in IPA Transcription)

Abstract

The Oghuz Turks being in existence for many a millenia in Central Asia has a rich cultural heritage conveyed from generation to generation through oral tradition. The "Book of Dede Korkut" discovered in 1815 in Dresden Royal Library by H. F. von Diez sheds light to an important part of that culture. That precious historic literary masterpiece in fact has proved to be the most famous among all the epic stories of the Oghuz Turks. The stories found there carry morals and values significant to the social lifestyle of the nomadic Turkic peoples and both their islamic and pre-Islamic beliefs. The book's mythic narrative is part of the cultural heritage of all the Turkic countries, including Turkey, Azerbaijan, Turkmenistan, Kazakhstan and to a lesser degree Kyrgyzstan. Until the Book of Dede Korkut was put on record, the events depicted there had survived in the oral tradition, at least from the 9th and 10th centuries. The stories were in prose, partly peppered with poetic passages. The stories are told in the Azerbaijani language and easily recognizable by modern Istanbul Turkish speakers. One can see there vividly the overall similarity between the language of those days that is used in current use proving that nothing has changed much in folk Turkish throughout the Turkic lands ever since the Oghuz Turks migrated towards western Asia and eastern Europe beginning in the 9th century. One can also tell by this record that the epic genre endured in the oral tradition of Turks after they settled in Anatolia. The book of Dede Korkut was published on many occasions after the manuscript was discovered both in original Ottoman and later in modernized Turkish versions and in modern transliterations in other languages thus making the book known throughout the world. With the notation technology has developed and we now have a new system called the IPA transcription which allows to record and reproduce even the minutest details of speech, i.e. phonemic variants and stress features of the language spoken centuries ago. This paper presents both to scholars and laymen, the first time ever, a full-scale IPA transcription (and not a translatiteration) of Dede Korkut's Wild Dumrul tale as a portion of the whole text. The IPA transcription bears full segmental and suprasegmental features to bring to life the phonetic details of the language spoken at least five hundred years ago and much earlier among the forefathers of today's Oghuz Turks.

Abstract

It is important that university websites and services offered through their sites are used effectively, efficiently and satisfactorily by the whole target group of the university, including disabled users. However, universities in many countries are still unable to meet the criteria for web accessibility. This study aimed to test the websites of the top universities in Kyrgyzstan, Kazakhstan, Azerbaijan and Turkey using automated assessment tools. The results showed that university websites are more popular in Turkey, and in Turkish universities developers pay more attention to the performance of websites, followed by websites of Azerbaijani, Kyrgyz and Kazakh universities. The majority of the university websites in the study did not meet the WCAG 2.0 accessibility criteria. Only two Kyrgyz and two Kazakh university websites attained conformance level A, and only three, one Kyrgyz and two Kazakh, achieved accessibility conformance level AAA. 28. Unintentional drowning mortality, by age and body of water: an analysis of 60 countries.

Abstract

Background To examine unintentional drowning mortality by age and body of water across 60 countries, to provide a starting point for further in-depth investigations within individual countries. Methods The latest available three years of mortality data for each country were extracted from WHO Health Statistics and Information Services (updated at 13 November 2013). We calculated mortality rate of unintentional drowning by age group for each country. For countries using International Classification of Disease 10 (ICD-10) detailed 3 or 4 Character List, we further examined the body of water involved. Results A huge variation in age-standardised mortality rate (deaths per 100 000 population) was noted, from 0.12 in Turkey to 9.19 in Guyana. Of the ten countries with the highest age-standardised mortality rate, six (Belarus, Lithuania, Latvia, Russia, Ukraine and Moldova) were in Eastern Europe and two (Kazakhstan and Kyrgyzstan) were in Central Asia. Some countries ( Japan, Finland and Greece) had a relatively low rank in mortality rate among children aged 0-4 years, but had a high rank in mortality rate among older adults. On the contrary, South Africa and Colombia had a relatively high rank among children aged 0-4 years, but had a relatively low rank in mortality rate among older adults. With regard to body of water involved, the proportion involving a bathtub was extremely high in Japan (65%) followed by Canada (11%) and the USA (11%). Of the 13 634 drowning deaths involving bathtubs in Japan between 2009 and 2011, 12 038 (88%) were older adults aged 65 years or above. The percentage involving a swimming pool was high in the USA (18%), Australia (13%), and New Zealand (7%). The proportion involving natural water was high in Finland (93%), Panama (87%), and Lithuania (85%). Conclusions After considering the completeness of reporting and quality of classifying drowning deaths across countries, we conclude that drowning is a highpriority public health problem in Eastern Europe, Central Asia, Japan (older adults involving bathtubs), and the USA (involving swimming pools). This study aims to compare the value structure of university students from postcommunist Turkic republics and Turkey within the framework of Schwartz and Bardi’s (1997) acclimation and compensation hypothesis. Participants from four Turkic republics (N = 269; Turkmenistan, Kyrgyzstan, Kazakhstan, and Azerbaijan) and Turkey (N = 286) completed the Portrait Values Questionnaire. The results indicated that students from postcommunist countries reported higher levels of embeddedness and lower levels of intellectual autonomy, affective autonomy, and egalitarianism than Turkish students. No difference was found regarding mastery, harmony, and hierarchy values. This study provided support for the acclimation and compensation hypothesis, except for the hierarchy values. Abstract

Background: Some mortality statistics are misleading when comparing between countries due to varying age distributions in their populations. In order to adjust for these differences, age-standardised mortality rates (ASMRs) are often produced. ASMRs allow for comparisons between countries as if both had the same standardised population. We examined whether the updating of the standard population for Europe affected the description of the relative burden between countries in cardiovascular disease (CVD) mortality across the continent. Methods: Mortality and population data were obtained from the World Health Organization (WHO) mortality database. ASMRs were calculated using the direct method and two European Standard Populations (ESP): 1976 ESP and 2013 ESP. We investigated differences in ASMR76 (calculated using 1976 ESP) and ASMR13 (calculated using 2013 ESP), changes in rankings of countries between the two ASMRs and differences in trends in CVD mortality in each country for the two ASMRs. Results: CVD rates calculated using the 1976 ESP were on average half the size of rates calculated using the 2013 ESP. Spearman's rank coefficient showed that the ranks of countries by ASMRs calculated using the two ESPs were different for both sexes. Joinpoint analyses showed no difference in the direction of trend between ASMR76 and ASMR13 although differences in the magnitude of the change were found in some countries. Conclusion: ASMRs are commonly used in studying the epidemiology of a disease. It is crucial that policy makers understand the effect of changes in standard populations on these rates. This includes how populations with different age distributions compare to each other. The paper reveals contemporary transformations of the interaction between Islam and secular states from opposition to engagement. In-depth ethnographic evidence challenges the predominant juxtaposition of Islam against the secular state. Following micro-sites of interaction between the Gülen movement and the state from Turkey to Kazakhstan, my fieldwork revealed a continuum of engagements between them. The paper analyses the engagements ranging from contestation and negotiation to co-operation. The case illustrates the extent to which scholarly interest in opposition and clash has left a wide-ranging variety of state-Islam interaction understudied with regard to civil society. It also reveals the conditions under which effective Islamic horizontal organizations have provided the platforms of vertical engagements with the secular states. The major argument of the paper is that both civil and uncivil outcomes in the Muslim world are primarily shaped by the nature of state-Islam interaction. The evidence suggests that the key to understanding the relationship between Islam and civil society is the state.
