This article presents news briefs related to libraries as of September 1991. R.R. Bowker will be sponsoring the Bowker/Ulrich's Serials Librarianship Award. The award consists of a citation and a cash prize in recognition of distinguished and ongoing contributions to serials librarianship within the previous three years. The Iowa Regional Library System is happy to announce that it has received the first increase in its operating budget in seven years. The increase, which will amount to 29,000 U.S. dollars, was recommended by the U.S. Senate after the House had agreed with the governor's five percent cut for fiscal year 1992. On top of needing an estimated 23 million U.S. dollars worth of repairs to its main library, the Multnomah County Library in Portland has also received word that it must cut an additional 1 million U.S. dollars immediately from its depleted budget. ACCESS, a private, nonprofit clearinghouse of information on international security, peace, and world affairs, has received a grant from the U.S. Institute of Peace to establish whether a clearinghouse of the large quantities of material concerning security and peace would be possible. ACCESS has already identified a number of organizations that produce appropriate materials, including the Canadian Institute for International Peace and Security.

This article reports that Stephen C. Blumberg was found guilty on four felony counts on January 31, 1991 at a federal court of Des Moines in Iowa. One of which was for possession of 21,000 rare books--worth approximately $20 million--that were stolen from libraries and museums throughout the U.S. and Canada. Blumberg had pleaded not guilty by reason of insanity. Oberlin College Library Director William A. Moffett calls the verdict a victory for libraries everywhere. He also said that within recent months, laws have come into effect making the not-guilty-by-reason-of-insanity defense null in cases of theft from libraries. Moffett is the 1991 president of the Association of College and Research Libraries (ACRL), and a library security specialist who helped the U.S. Federal Bureau of Investigation in identifying Blumberg's stolen items. Moffett sees this case as significant because it was the first large-scale test of the guidelines for dealing with library theft developed by the security division of the ACRL/American Library Association's Rare Books and Manuscript division (RBMS). The Blumberg case tested the mettle of the RBMS security framework of communication among libraries when thefts occur. Moffett stresses that the network for recovering stolen rare books was developed and implemented by librarians, not law enforcement agencies.
