Introduction: Moral courage manifests in acts intended to intervene to stop or redress witnessed moral norm violations, despite the risk of negative consequences for the intervener. We investigate moral courage in everyday life and ask what personality processes are involved. Based on an extended process model of moral courage, we derived hypotheses on cognitive and emotional processes that should facilitate or hinder intervention. Further, we identified candidate personality dispositions that should shape these processes and thereby predict who tends to intervene against others' norm violations and who does not., Methods: Using a quota-based sample of the German population (N = 1108), we conducted a personality assessment, followed by a 7-day experience sampling during which participants reported norm violations witnessed in their daily life as well as their cognitive, emotional, and behavioral reactions., Results: In total, 678 participants reported 1965 norm violations and intervened against 32% of them. Dispositional self-efficacy facilitated intervention by increasing a sense of efficacy when confronted with others' norm violations. Conversely, dispositional moral disengagement hindered intervention by reducing perceived own responsibility., Discussion: Our findings provide novel insights into the situations affording moral courage in everyday life, and the personality processes that uniquely guide this behavior., (© 2023 The Authors. COVID-19 vaccination rates slowed in many countries during the second half of 2021, along with the emergence of vocal opposition, particularly to mandated vaccinations. Who are those resisting vaccination? Under what conditions do they change their minds? Our three-wave representative panel survey from Germany allows us to estimate the dynamics of vaccine opposition, providing the following answers. Without mandates, it may be difficult to reach and to sustain the near-universal level of repeated vaccinations apparently required to contain the Delta, Omicron, and likely subsequent variants. But mandates substantially increase opposition to vaccination. We find that few were opposed to voluntary vaccination in all three waves of the survey. They are just 3.3% of our panel, a number that we demonstrate is unlikely to be the result of response error. In contrast, the fraction consistently opposed to enforced vaccinations is 16.5%. Under both policies, those consistently opposed and those switching from opposition to supporting vaccination are sociodemographically virtually indistinguishable from other Germans. Thus, the mechanisms accounting for the dynamics of vaccine attitudes may apply generally across societal groups. What differentiates them from others are their beliefs about vaccination effectiveness, their trust in public institutions, and whether they perceive enforced vaccination as a restriction on their freedom. We find that changing these beliefs is both possible and necessary to increase vaccine willingness, even in the case of mandates. There has been an upsurge in studies of flood risk governance (FRG): steering and decision‐making by public and private actors as a complement to risk assessments and technical management options. The scholarly debate is, however, highly fragmented, complicating the production of cumulative insights. To address this knowledge gap, we used six governance strategies for achieving flood resilience that previously have been put forward as a conceptual framework to review 121 articles published between 2016 and 2019, complemented with insights contained in recent overview articles, to gauge the state‐of‐the‐art in FRG literature: to (a) diversify flood risk management strategies; (b) align the strategies; (c) adequately involve private actors, including citizens; (d) put an adequate rule system in place; (e) cater for sufficient monetary and non‐monetary resources; (f) inspire an open and inclusive normative debate. We found, first, that literature is producing insights on increasingly technically advanced risk assessments and agent‐based models but societal debate on justice in flood risk governance is getting attention. A clearly emerging topic is that of citizen engagement in flood risk governance. Second, the geographical focus of the studies is still skewed toward the Global North. To make progress in understanding flood risk governance for better resilience more systematic and comparative empirical assessments of flood risk governance in order to derive generalizable lessons while better taking into account the context‐specificity of FRG. Testing flood risk governance solutions against comparative cases, by balancing the geographical scope of research efforts, and enhancing interdisciplinary and transdisciplinary working is a way to deliver knowledge for more resilience.
