This paper analyses the political origins of diverse peripheral growth models in Europe, focusing on debt-based consumption-led growth model in Southern Europe and FDI-based export-led growth model in Central and Eastern Europe. Contrary to existing approaches that attribute this East-South divergence to their geographic position and systemic features of European monetary integration, the paper argues that these growth models stem from different national and EU-level policy responses to the challenge of core-periphery market integration. While the Southern states sought to protect domestic firms, allowing for, or even directly contributing to deindustrialisation in the face of competition with the European core economies, Central and East European states aimed to preserve their industrial legacy even at the expense of FDI-dependency. These policy responses were, in turn, shaped by distinct patterns of interaction and accommodation between segments of state elites and domestic economic groups, as well as by dramatically different EU strategies of governing integration. In contrast with society-centred perspectives on the politics of growth models, the paper highlights the autonomous role of the state as a key actor balancing between the demands and accommodation of domestic economic groups, and the constraints and opportunities created by regional institutions governing market integration. To assess the inclusivity of on-farm demonstration across Europe, in relation to age, gender, and geographical location of participants. The paper is based on a survey of 1162 on-farm demonstrators (farmers and organisations) and three supra-regional workshops. Overall, on farm-demonstrations were found to be engaging young(er) farmers who are at a career stage of being able to implement long-term innovations. However, across Europe demonstrations were primarily attended by men. On-farm demonstrations were most common in Northern Europe, where advisory services brought together multiple AKIS actors. There were fewer on-farm demonstrations in Southern Europe, where demonstrations were more likely to be led by research institutes or individual farmers. Eastern Europe is notable for greater diversity in terms of gender and age of demonstration participants. Within countries, on-farm demonstrations occurred more frequently in regions of high agricultural profitability; more remotely located farmers had fewer opportunities to participate. Demonstrations led by public and privately funded advisory services appear to attract primarily male farmers, thus reinforcing gendered patterns of participation in European agriculture. The location of advisory services and research institutes in high profitability locales disproportionately privileges farmers located there. More targeted efforts are required to ensure the participation of farmers who are female, older and located in less productive regions. The paper draws attention to the lack of inclusivity of on-farm demonstration, developing a conceptual framework based on Lukes' three faces of power. Paper presents a systematic global review of Acer negundo, Fraxinus pennsylvanica, Ailanthus altissima, Robinia pseudoacacia invasions focusing on the Scopus and Web of Science databases. We examined the data on papers, study areas, habitat studied, topic discussed. We hypothesized that these species were studied evenly throughout their invaded ranges and, as such, indexed by international databases. We asked whether four selected species are presented evenly in publications related to their invaded ranges, and whether both selected databases cover well a content of these papers. We found 48 papers for A. negundo, 14 – for F. pennsylvanica, 83 – for A. altissima, 96 – for R. pseudoacacia. A high percentage of the studies were conducted in Central Europe and USA (for A. altissima), while Eastern Europe, Russia, Western United States were poorly represented. Most studies were conducted in forests, and focused on impacts or distribution of aliens in invaded range, and their control and management. We encountered habitat types invaded by trees, factors influencing tree invasions, consequences of invaders' impact on ecosystems, counteracting measures. We concluded that the use only Web of Science and Scopus is not sufficient to obtain the complete data about the invasion biology. [ABSTRACT FROM AUTHOR]

This paper provides a new synthesis of perforated fish vertebrae in prehistoric and historic Europe, with a particular focus on Poland, within the broader context of Central and Eastern Europe. The earliest examples of such artefacts in Europe date from the Upper Palaeolithic, but compared to other 'beads' manufactured from animal bone, perforated fish vertebrae are rare. This paper examines the diachronic trends in the range of species that have been chosen for such objects, as well as their depositional contexts. Despite the wide range of freshwater and marine species exploited by people, only the vertebrae of a few species—especially pike and catfish—were selected for use as beads. There is a general shift from their deposition in funerary contexts in prehistoric European societies to their association as low‐status objects associated with Christian private devotion in the post‐conversion period. However, this may not reflect continuity in the use of fish vertebrae, with a shift in their symbolism after the conversion to Christianity, given the substantial chronological gaps in the archaeological record. This paper analyzes the dynamics of structural polarization and macroeconomic divergence in the context of European integration, where the latter is primarily understood as an increase in economic and financial openness. In the process of estimating the dynamic effects of such an openness shock on 26 EU countries, we develop a taxonomy of European economies that consists of four groups: core, periphery, and catching-up countries in Eastern Europe as well as financial hubs. We show that these four country groups have responded in a distinct way to the openness shock imposed by European integration and argue that the latter should be seen as an evolutionary process that has given rise to different path-dependent developmental trajectories. These trajectories are linked to the sectoral development of European economies and the evolution of their technological capabilities. We propose a set of interrelated policy measures to counteract structural polarization and to promote macroeconomic convergence in Europe. [ABSTRACT FROM AUTHOR]

In this paper, we study how free labor mobility agreements in Europe, usually thought to favor inward migration, might actually create good incentives for already settled migrants to exit their host country. Using outmigration data between 1990 and 2011, a period of observation where some countries entered the EU and especially a period during which Schengen agreements have been progressively implemented by a large number of European countries, we could test this conjecture. While the evidence for EU is mixed, we find very strong evidence that Schengen did increase migrations outflows by 40 to 53%. The effect appears to be even higher for outmigrants originating from Eastern Europe after their countries' accession to Schengen. Also, and consistent with the hypothesis of preferences for living at home or in a country with a close culture to home, the effect of Schengen on outmigration happens to be smaller when the countries of origin and of residence of the outmigrants are close in terms of their cultural traits. This paper focuses on the political evolution and behavior of the Communist Party of the Russian Federation (KPRF) from 1991 to 1995. In particular, it addresses two questions. What has the KPRF done to adjust to new political circumstances? Was the 'strategy' successful and did it explain KPRF electoral gains in the parliamentary elections of 1995? The paper concentrates on one aspect of this adjustment process - comparing the KPRF's candidate recruitment behavior for the State Duma elections of 1993 and 1995. However, rather than describe what the party has done in terms of candidate recruitment, I derive a set of theoretical expectations from both the general literature on party behavior in the West and in Eastern Europe, and analyze the candidate recruitment behavior of the KPRF as an empirical test of these expectations. Second, this paper assesses the extent to which the types of candidates the party recruited for the single-mandate districts in 1995 affected the probability of their winning election. ABSTRACT In the final decades of the twentieth century, the post-industrial regions of western Europe and the US were hot-spots of urban shrinkage, and this also affected large areas in post-socialist countries. Despite ongoing calls for a better integration of diverse global urban experiences into theorization, post-socialist cities and their trajectories, as well as their experiences with rapid urban change, have been largely disregarded in general theory development. At the same time, we face a somewhat inconsistent situation in the theoretical discourse on urban development. There are requests for 'new geographies of theory' or to regard all cities as 'ordinary', in order to include different types of narratives and experience into overall comparisons and/or theory building. Set against this background, this paper aims to deal with the case of shrinking post-socialist cities, that is, cities that are 'excluded' from hegemonic discourses for two reasons: they are post-socialist and they are shrinking. In contrast to this situation, we understand shrinking post-socialist cities as valuable examples for strengthening the debate on current and future forms of, and determining factors for, general urbanization. At the focus of our paper, therefore, are the questions about what we can learn from the analysis of shrinking post-socialist cities for the general discourse, as well as for theory building for cities, and how we can overcome the observed reluctance to integrate the post-socialist experience into general theory development. This paper examines the nexus between political instability and economic growth in 10 CEE countries in transition in the period 1990-2009. Our results support the contention that political instability defined as a propensity for government change had a negative impact on growth. On the other hand, there was no causality in the opposite direction. A sensitivity analysis based on the application of a few hundred different variants of the initial econometric model confirmed the abovementioned findings only in the case where major government changes were applied to the definition of political instability. Abstract This paper explores the rise of rights-based regulation through litigation as a distinctive feature of legal culture in Central and Eastern Europe post-1989. This type of adversarial legalism was born at the intersection of post-communist, European integration, and neoliberal discourses, and is characterized by legal mobilization at national and supranational levels, selective adaptation of adversarial mechanisms, and the growth of rights consciousness. The paper distinguishes Eastern European developments from both American and Western European types of adversarial legalism, assesses the first quarter century of post-communism and represents a first step towards constructing a genealogy of the region's legal culture post-1989. This paper examines whether multinational banks have a stabilizing or a destabilizing role during times of financial distress. With a focus on Europe, it looks at how these banks' foreign affiliates have been faring during the recent financial crisis. It finds that retail and corporate lending of these foreign affiliates has been stable and even increasing between 2007 and 2009. This pattern is related to the functioning of the internal capital market through which these banks funnel funds across their units. The internal capital market has been an effective tool to support foreign affiliates in distress and to isolate their lending from the local availability of financial resources, notwithstanding the systemic nature of the recent crisis. This effect has been particularly large within the EU integrated financial market and for the EMU countries, thus showing complementarity between economic integration and multinational banks' internal capital markets. In light of these findings, this paper supports the call for an integration of the European supervisory and regulatory framework overseeing multinational banks. The analysis is based on an analytical framework which derives the main conditions under which the internal capital market can perform this support function under idiosyncratic and systemic stresses. The idea of modern cremation was much more than a notion of a more hygienic, ecological and aesthetically acceptable method for the disposal of human remains. From its inception at the end of the 18th century, all the way into the second half of the 20th century, it was tied to various political, national and cultural ideologies, with the common factor throughout being anticlericalism and secularisation. In this paper, I will explore the development and status of the idea and practice of cremation in countries which found themselves behind the Iron Curtain after the Second World War. Did modern cremation serve in the interest of socialist social order and communist ideology, and if so, in what way? During the early 3rd millennium BCE migration from Pontic Steppe, mainly related to Yamnaya culture, has affected European populations both culturally and genetically, however, it has long been debated to what extent this migration was male-driven, and how this replacement process took place which eliminated partially/largely Neolithic male lines over time. This paper aims to evaluate the influence of the Steppe migration on European Bronze Age populations by calculating both male and female genetic contributions of the Steppe-related ancestry to the European Bronze Age populations. With this approach, we will be able to clarify the hypotheses on whether it was male-biased migration or not. To evaluate the genetic impact and the proportion of the Steppe-related ancestry to the European Bronze Age populations, we performed PCA and qpAdm analyses by using published genome-wide data. In addition, we quantified male and female genetic contribution into Europe by using the analysis of uniparental markers and the X-chromosome. The Steppe migration had a considerable impact on the genetic makeup of the Bronze Age European populations. The data suggest that the Steppe-related ancestry arriving into Central Europe was male-driven, dominantly in the Corded Ware culture populations and lesser in the Bell Beaker populations. In fact, there is no evidence that this migration had a significant input on the mitochondrial genetic pool of all European Bronze Age populations. Our analyses suggest that the Steppe-related ancestry had genetic impact on mainly Central-Eastern Europe. Moreover, this migration was male-driven for most of the Central European populations belonging to the Corded Ware groups, and to a lesser extent for the Bell Beaker groups. [ABSTRACT FROM AUTHOR]

This paper investigates the role of host-country corruption in private participation projects in emerging markets. Privatization activities, especially in infrastructure development, were traditionally inaccessible to multinational enterprises, but they are nowadays encouraged in many countries. Prior literature on corruption finds two contradictory (' grease' and ' sand') results when examining the consequences of corruption on investments. Drawing on a sample of 1185 projects from 1997 to 2013 in 18 Central and Eastern European Countries, our results show that higher levels of host-country corruption are associated with greater probabilities of failure. Our results also show that including local investors in the ownership structure of the project weakens the negative effect of corruption by reducing the liability of foreignness. In contrast, being a publicly traded project has no moderating effect in the effect of corruption in this region. Therefore, our results highlight that not all common strategies to deal with corruption are equally effective in this region. [ABSTRACT FROM AUTHOR]

The paper argues that the well-known triadic relationship between kin state, resident state and national minority needs to take into account a fourth dimension: that of European institutions. This is illustrated through a study of relational identities on the EU’s Eastern border where the reconfiguration of ethnic relations followed the end of the iron curtain and EU accession. It considers two neighbouring ethnic minorities. One minority is part of the EU – the Belarusians in Poland – and the other is not part of the EU – the Poles in Belarus. The paper argues that the intersection of these four relational dimensions result in contrasting kinds of ethnic identification for the two minority groups leading to either fluidification or solidification under different circumstances. This special issue challenges the concept of fluidity and flexibility of identities by demonstrating that ‘new’ European identity is not easily adopted and that the co-existence of ethnic and national identities is an ongoing process of negotiation. The theoretical approach assuming multiple identities can be confirmed for ethnic minorities in Central and Eastern Europe who were often thought to be focused on ethnic identities. This issue provides empirical quantitative and qualitative evidence for showing that ethnic minorities typically relate to their ethnic identity and to the national identity of their residence country simultaneously. The individual papers reveal that the development and maintenance of ethnic, national and European identities are often linked to the socio-economic situation and possible benefits. Also, social and cultural practices such as language and media consumption are crucial for the construction of identities. Furthermore, articles in the special issue highlight that national and European politics, above all minority rights and integration policies, may contribute to ethnic and European identification. Central and Eastern European (CEE) countries have ratified the United Nations Convention on the Rights of Persons with Disability, necessitating adjustments in tax and benefit policies. However, the eventual outcome of these modifications remains uncertain. To evaluate possible changes, we conducted a comparative analysis of current instruments in CEE countries vis-a-vis Sweden, Denmark, and Finland. Our research discovered that tax and benefit systems in both CEE and Scandinavian countries are built on the same foundational principles, yet differ significantly in their specific solutions and approaches. Notably, benefits systems in CEE countries are considerably more intricate and inclined toward means-tested benefits and specialized instruments dedicated solely to individuals with disabilities. We posit that changes arising from the convention's implementation will streamline the benefits system, incorporating more generalized instruments with disability added as supplementary eligibility conditions or income parameters. The velocity of this transformation will be influenced by the pace of economic growth, as evidenced by the strong positive correlation between disability expenditure's proportion in gross domestic product and the European Union countries' level of economic development. Many studies have shown that childhood circumstances can have long term consequences that persist until old age. To better understand the transmission of early life circumstances, this paper analyses the effects of health and financial situation during childhood on quality of life after retirement as well as the mediating role of later life health, educational level, and income in this association. Moreover, this study is the first to compare these pathways across European regions. The analyses are based on data of 13,092 retirees aged ≥ 60 and ≤ 85 years from the fifth wave of the Survey of Health, Aging, and Retirement in Europe (SHARE) with full information on childhood and later life measures of health, educational level, financial situation, and quality of life as well as relevant covariates. Five European regions are studied: Central-Western Europe (Austria, Germany), Central-Eastern Europe (Czech Republic, Estonia, Slovenia), Northern Europe (Denmark, Sweden), Southern Europe (Italy, Spain), and Western Europe (Belgium, France, The Netherlands). Path analysis is used to identify the direct and indirect effects of childhood measures on quality of life. We find retirees’ quality of life to be associated with childhood finances and health in all five European regions. While both the direct and indirect effects of childhood health are rather moderate and homogeneous across regions, especially the direct effects of childhood finances on quality of life after retirement display a distinct North-South gradient being strongest in Southern Europe. Changes in the structure and fragmentation of land plots, arising from the process of privatization and restitution, as well as from the realization of large-scale infrastructural projects in Southeast Europe and similar, actualize problems in terms of intensive agricultural production, and aesthetic and functional spacing design. The need for initiating new projects regarding land consolidation cycles is increasing with the aim to solve spatial, environmental, and strategic issues in agriculture, as well as to provide appropriate conditions for the application of modern land treating methods. However, land consolidation projects are very complex, long-lasting and financially very demanding. To minimize risk and exclude the possibility of inadequate selection methods, this paper describes the methodology for integrated assessment, which allows decision making on the basis of two or more methods. Per integrated assessment methodology, this study includes several multi-criteria analysis methods, which do not exclude the possibility of integrating other methods. Europe, in particular the European Union, brings together the most important tourism' destinations on the continent and is the most important travel and tourism market. The European continent consolidates its position as the most visited region in the world, as the 671 million tourists reported last year represents just over half of the total number of tourists worldwide. According to the latest report released by the World Tourism Organization, the total number of international tourists reached a record 1.322 billion in 2017, up 7% compared with 2016. In the given context, the present paper provides an assessment of travel and tourism sector in the eleven New Member States of the EU, located in the Central and Eastern Europe, in terms of wellestablished indicators of tourism industry, such as the competitiveness of the sector, the balance of payments in international tourism, or the impact of tourism in the economy. The research methods used will include empirical data analysis, testing correlations and cluster analysis. Thus, in the initial phase of the research process, a brief literature review will be conducted, followed by the latest statistical data collection, interpretation and aggregation for each of the eleven member countries. Then, in regards to the cluster analysis, this will be carried out through the STATISTICA software, using the k-means method, and starting from five main components: the tourism competitiveness index, the multiplier effect, the share of tourism exports, receipts from international tourism, direct impact of tourism in GDP. The aim of this paper is to explore and analyze the main characteristics of East-Central Europe's spatial structure, including its changes during the recent years. In many territorial researches, there is an intention to define different types of regions and to establish territorial regularities, create models, etc. In this case, we analysed the regions of East-Central Europe based on their comprehensive socio-economic data and described the most important characteristics of the spatial structure of this macroregion from different perspectives. Some results show that the social and economic core areas are highly separated from each other and the development "image" of East-Central Europe has remained the same viewing from the aspects of bigger, homogenous areas, but became more mosaic with the appearance of some separated and improving regions, strengthening the model of the "Bunch of Grapes", not the "Boomerang". Other results show that it is difficult to create a spatial structure model for this macroregion, because the results may depend on the viewpoints. [ABSTRACT FROM AUTHOR]

This paper examines the impact of corruption on foreign direct investment inflows for ten Central and Eastern European states. The paper attempts to answer the question: what is the role of corruption in attracting foreign direct investments? Using the data from UNCTAD for foreign direct investment and Corruption Perception Index from Transparency International, for a period of 12 years, 2000-2012, we evaluate the specific impact of corruptions on FDI using GDP as control variable. Our results confirm the majority of literature and show a negative significant relation between the variables analyzed, but at a lower intensity than expected. [ABSTRACT FROM AUTHOR]

Central and Eastern Europe is a region with widely divergent development paths. Until World War II, these countries experienced comparable growth patterns. Whereas Austria and West Germany remained part of the capitalist West and underwent periods of rapid growth, other countries, under state socialist regimes, experienced, on average, far lower growth rates. The lack of data, however, often limits the possibilities of a detailed, quantitative analysis. In this paper, we use a new data set on physical and human capital in seven Central and East European countries for the period 1920-2006 to calculate their effect on economic growth. In addition, we analyze the effect of including the quality of education in human capital. This allows us to perform a growth accounting analysis with the several production factors for Central Europe between 1920 and the present. Flails are one of the most contentious and misunderstood classes of medieval weaponry, despite their prevalence in popular media: some researchers question their existence entirely and the bulk of historians are skeptical of widespread temporal and geographical prevalence, while others, and a significant volume of period evidence, would argue the contrary. While the expansive use of flails in Eastern Europe and Byzantium is familiar, many Central, Western, and Southern European sources are less well known or largely forgotten, especially those stemming from the later-early and early high medieval eras (up to 1250). In this work, I collate and discuss the bulk of the available literary references and artistic depictions of flails and their use alongside some of the archaeological finds from Western, Central, and Southern Europe, with an emphasis on the 12th and 13th centuries. The significance of this volume of evidence is examined, and an assessment of flails as a part of medieval culture and warfare is considered. Collectively, this would suggest that knowledge of flails as instruments of war and associated cultural connotations, if not their actual prevalence and use in warfare, was far more widespread across Europe this time period than has been previously estimated. Undiagnosed HIV infection is a prominent clinical issue throughout Europe that requires the continuous attention of all healthcare professionals and policymakers to prevent missed testing opportunities and late diagnosis. This systematic review aimed to evaluate interventions to increase HIV testing rates and case detection in European hospitals. Out of 4598 articles identified, 29 studies fulfilled the selection criteria. Most of the studies were conducted in single Western European capital cities, and only one study was from Eastern Europe. The main interventions investigated were test-all and indicator-condition-based testing strategies. Overall, the prevalence of undiagnosed HIV was well above 0.1%. The studied interventions increased the HIV testing rate and the case detection rate. The highest prevalence of undiagnosed HIV was found with the indicator-condition-driven testing strategy, whereas the test-all strategy had the most profound impact on the proportion of late diagnoses. Nevertheless, the HIV testing rates and case-finding varied considerably across studies. In conclusion, effective strategies to promote HIV testing in European hospitals are available, but relevant knowledge gaps regarding generalizability and sustainability remain. Butterflies are charismatic insects and have been well studied, particularly in Europe. They are disproportionately used in generating and testing hypotheses; on everything from general evolutionary processes, such as speciation or host association dynamics; to conservation‐related studies, such as climate change or habitat loss. Accurate lists of the larval foodplants for European butterflies are not readily available. Mistakes are propagated and information cannot be checked for accuracy. The level of evidence is unknown, and how usage varies between countries is poorly understood. The study consulted 1119 references to produce 19,488 records of larval foodplants for European butterflies. This resulted in 5589 larval host plant records for 464 European butterfly species, with multiple references, enabling information to be checked. Information was unavailable for 59 species. The level of evidence for each relationship shows the current state of knowledge. Significant issues were identified for 3.9% of records extracted from references due to mistakes, ambiguous or unknown plant names, distribution issues, resulting in information being lost. Plants with questionable distributions suggest either mis‐identification or species that have been split. Little is known about plant usage in Eastern Europe. The larval foodplants of many monophagous and Satyrinae butterflies are poorly studied. Only 63% of threatened 2010 Red Listed butterflies have reliable host plant records. The study has provided ecologists with a valuable resource, of a more accurate checklist of the larval foodplants for each European country. This paper examines whether the civic–ethnic framework is indeed relevant for the distinction between Western and Eastern Europe from institutional and public opinion perspectives. Multilevel analysis of data from the last wave of the European Value Study across 45 countries shows that there are indeed dissimilar conceptions of nationhood in the West and in the East. In Eastern Europe there is higher support for the ethnic component than the civic component and there are stronger relations between national identification and the ethnic component. . In this paper, we study the effects of inward foreign direct investment ( FDI) and trade on relative skilled labour demand in Poland, Hungary, and the Czech Republic. Our estimates show significant heterogeneity in the FDI effect across the three economies: the effect is always significantly positive for Hungary, weakly negative for Poland, and negligible for the Czech Republic. Following the expansion of the European Union in 2004 unprecedented numbers of Accession 8 migrants from Central and Eastern Europe entered the UK. These migrants are often concentrated in particular urban neighbourhoods, which are already routinely home to diverse communities and/or characterised by high levels of social deprivation. Using original data from a study in a northern English city, this paper explores the ways in which established communities experience and make sense of the local impact of new migration within their neighbourhoods. The belief that newly arrived migrants are in competition with established communities for finite local jobs and welfare resources is central to the expressed concerns of established communities about the potential for A8 migration to have a localised negative impact.Utilising Ellison's (2000) theoretical insights, the paper argues that established communities’ concerns, rather than being simply an expression of xenophobic intolerance, have their basis in how the expansion of the EU facilitates opportunities for the ‘proactive engagement’ of citizenship status among A8 migrants, whilst often triggering a more ‘defensive engagement’ among members of local host communities. The nature of the party systems in Central and Eastern Europe (CEE) has puzzled many scholars. High instability of the party systems and their specific evolution makes the application of theoretical models designed predominately for Western European party politics problematic. The paper puts forward the argument that we should further elaborate and specify the models for a small N comparative party system analysis in CEE countries and to incorporate some region specific components into the framework. The essential dimensions included into proposed comparative framework are as follows: (1) the stability of the party system, (2) party system fragmentation, (3) parties' penetration into society, (4) the ideology and origins of the major parties, (5) the dominant cleavage constellations framing the party competition (6) the strength of the party organizations. The above-mentioned dimensions are expected to capture the most important aspects that make the difference between the party systems in general, and each dimension is complemented with the specific additional variables suitable for party system analysis in CEE in particular. The framework will be tested on the Baltic States, which party systems are often regarded to be very similar to each other. The Central and Eastern Europe Countries (CEECs) have been shaped by the EU conditionality, meaning that these countries were obliged to develop their administrative capacities in completely convergence with the acquis communautaire in order to join the European Union. The 2004 and 2007 enlargement of the EU and the accession negotiations have brought a systemic transformation of the CEECs through what is known in the literature as Europeanization. It seems to be a strong connection between conditionality and Europeanization, the former giving way to the latter. Therefore the capacity and the willingness of candidate countries to transfer the acquis into the domestic legal context have had a significant influence in the way in which the Europeanization process has succeeded in inhabiting the governance system of the CEECs. Considering these, the purpose of this paper is to examine through which mechanisms it was realized the correspondence between EU conditionality and the process of central and eastern enlargement-led Europeanization which seems to have been internalized distinctively by the CEECs, where administrative resources to comply with European standards were lagging behind. In the twenty years that have passed since the revolutions of 1989 and the collapse of communism across Central and Eastern Europe numerous fundamental changes have occurred across the region. One of the general trends associated with the post-communist transition has been rising levels of crime in general and organised crime in particular across countries in the region. Concerns about the perceived threat posed by increased levels of organised crime in Central and Eastern Europe became particularly prevalent in connection with European Union expansion to include countries from the region in 2004 and 2007. This paper seeks to analyse and explore the apparent “explosion”€™ of organised crime throughout Central and Eastern Europe in the aftermath of 1989, considering the relationship between the post-communist transition and the development of organised crime, and exploring the complex realities behind the evolution of organised crime in contemporary Central and Eastern Europe. This paper seeks to demonstrate that while the process of post-communist transition has facilitated a fundamental reshaping of organised crime in terms of its structure, composition and activities, the “worst case”€™ scenarios posited in relation to EU enlargement have not come to bear. The emerging European economies have been converging rapidly toward the more advanced European economies in recent years. However, large external imbalances in parts of the region have raised questions about sustainability and concerns about vulnerabilities. Empirical evidence in this paper up to the end of 2007 and based on a number of methodologies suggests that the convergence trend of emerging Europe is based on strong fundamentals and is expected to continue, but at a slower pace. Moreover, the convergence path may be volatile, as countries with large external imbalances adjust, with risks of a hard landing in some cases. This paper considers whether political business cycles existed in East European accession countries during the period 1990-9. Based on the Mundell-Fleming model expanded in Clark and Hallerberg (2000), we argue that the type of exchange rate regime and the relative independence of the central bank affects the instruments governments use to influence the economy before elections. In our empirical analysis, we find that accession countries with dependent central banks and flexible exchange rates have looser monetary policies in electoral periods than in non-electoral periods. If a country has a fixed exchange rate regime, it manipulates its economy in election years through running larger budgets instead of through looser monetary policy. This paper brings theoretical and empirical contributions to the scholarship on dimensions of politics in Europe. On the theoretical side it emphasizes the differences between Western and Eastern countries; we argue that while in Western Europe the main dimension of political conflict is the economic left-right, in Eastern Europe the main dimension is more likely to encompass cultural issues associated primarily with what in the Western literature is known as the secondary, social left-right. We trace the origin of the difference to the 1990s when parties in Eastern Europe chose to emphasize cultural issues to appeal to an electorate unfamiliar with capitalist economics and dissatisfied with the economic left associated with Communism and the economic right associated with painful reforms. To test this assertion we apply the Optimal Classification vote scaling method to an original dataset of over 24,000 votes from 22 European parliaments; the statistical tests support the hypothesis. The neo-liberal urban policies imposed under authoritarian policymaking triggered an important urban movement during May–June 2013 in Istanbul. A group called Taksim Solidarity (TS) arose behind this astonishing urban movement that the city and country had never witnessed before. It was a call for more transparent consulting, regulation and supervision stages in urban planning. Consisting of people from a wide spectrum of fields, it provided a much-needed political platform where people could put their ideas forward and create political synergy, in itself an extremely important factor in contesting the project. Based on a qualitative study, the present paper tries to understand the most important factors behind the Gezi resistance, and analyse the dynamics which saw more than 120 different organizations gather under the TS banner. Objectives: Men who have sex with men (MSM) are disproportionately impacted by HIV. Criminalisation of homosexuality may impede access to HIV services. We evaluated the effect of the enforcement of laws criminalising homosexuality on access to services.Methods: Using data from a 2012 global online survey that was published in a prior paper, we conducted a secondary analysis evaluating differences in perceived accessibility to health services (ie, 'how accessible are ____' services) between MSM who responded 'yes'/'no' to: 'have you ever been arrested or convicted for being gay/MSM?'Results: Of the 4020 participants who completed the study and were included in the analysis, 8% reported ever being arrested or convicted under laws relevant to being MSM. Arrests and convictions were most common in sub-Saharan Africa (23.6% (58/246)), Eastern Europe/Central Asia (18.1% (123/680)), the Caribbean (15% (15/100)), Middle East/North Africa (13.2% (10/76)) and Latin America (9.7% (58/599)). Those arrested or convicted had significantly lower access to sexually transmitted infection treatment (adjusted OR (aOR)=0.81; 95% CI 0.67 to 0.97), condoms (aOR=0.77; 95% CI 0.61 to 0.99) and medical care (aOR=0.70; 95% CI 0.54 to 0.90), compared with other MSM, while accounting for clustering by country and adjusting for age, HIV status, education and country-level income.Conclusions: Arrests and convictions under laws relevant to being MSM have a strong negative association with access to HIV prevention and care services. Creating an enabling legal and policy environment, and increasing efforts to mitigate antihomosexuality stigma to ensure equitable access to HIV services are needed, along with decriminalisation of homosexuality, to effectively address the public health needs of this population. The analysis is based on an empirical sociological study (interplay of European, National and Regional Identities: nations between states along the new eastern borders of the European Union Project) aimed at exploring the various aspects of people’s diaspora affiliations and their ethnic and national identity on the Eastern borderland of Europe. We surveyed ethnic minority groups in eight countries along the frontier of Central Eastern Europe. With the ethnic minorities having a similar ethnic status along the border, we demonstrated how ethnic minorities ‘deal’ with their minority status in their ‘host’ country. The analysis reconstructs the image of the ethnic minority at the societal level. We model personal and collective ethnic identities as a stock of knowledge based on cognitive and affective components, and test them along the different ethnic dyads. The paper shows how successive generations are able to transfer the pattern of ethnic identity within the family, and also how language use practices and personal networks play a role in preserving personal ethnic identity. Research into European identity has mostly focused on majority populations in Western European countries, neglecting new member states in Central and Eastern Europe (CEE) as well as ethnic minority groups. This paper contributes to filling this gap by exploring and investigating processes of European identity formation of five ethnic minority groups in four CEE countries. A generational perspective was applied by conducting qualitative in-depth interviews with three generations of ethnic minority group members. The results support the instrumental approach of identity construction. In all minority groups researched, the young generation, due to more positive personal experiences and perceived benefits from the European Union, have developed more positive images and perceptions of Europe and a greater sense of European identity than older generations. Purpose The purpose of this paper is to explore the application of total reward practices in small and medium-sized enterprises (SMEs) in the South-Eastern European (SEE) region and the reward elements positively affecting organisational performance.Design/methodology/approach The sample consists of 199 SMEs operating in SEE countries which are either under economic crisis or transition: Greece, Bulgaria, Romania, Albania, Kosovo and the Former Yugoslav Republic of Macedonia.Findings SMEs in the SEE region are implementing a total rewards model which is characterised by a weaker application of individual aspects and by a stronger application of transactional, relational and communal aspects. Within the communal aspects of the model, the study found three elements of the work environment that positively affect organisational performance; work-life balance, employee involvement voice mechanisms, and organisational culture supporting personal and professional development.Practical implications The study contributes to HR practice; the authors found that a better work environment is positively related to improved organisational performance in these SMEs. This means that in times of economic crisis or transition when HR budgets are limited such non-financial strategies can be a viable alternative to costly financial rewards to such organisations.Originality/value The study contributes to both theory and HR practice by shedding light on how employee rewards are affected in economies under crisis and transition, how SMEs can motivate their employees when faced with significant financial limitations, as well as explores which reward elements can lead to enhanced organisational performance in such organisations.
