2. Regional Disparities in the Allocation of China's Higher Education Resources from the Perspective of Equity

- Abstract
This article attempts to analyze the changing circumstances of the regional disparities in the allocation of China's higher educational resources before and after the increase in college enrollments, as well as the mechanisms that have affected these circumstances. The conclusions are that regional disparities in the allocation of China's funding for higher education have tended to increase after the college enrollments have multiplied; the level of per-student expenditure for higher education institutes in various localities is, to a certain extent, tied to local financial capabilities; and fiscal input for higher education is closely correlated with the levels of local economic development, financial capability, and industrial structure. 3. The Influence of China's Entry into the WTO on Its Education System

- Abstract
The entry of China in the World Trade Organization (WTO) in 2001 holds a number of promises for educational services. The purpose of this article is to explore both the direct and the indirect influence of China's entry into WTO on its education system. The direct influence mainly refers to the increase in the demand for education overseas and in the number of foreign students studying in China, the cooperation between China and educational institutions overseas, and China's administrative and legal frameworks for education. As to the indirect influence, the article focuses on the impact of economic growth on public and private expenditure on education, of income growth on demand for education and of changes in industrial structure on educational output. On this basis, the article examines the challenges that China's education system will face following its entry into the WTO.

6. Specialization or Diversification: Which is More Conducive to Foreign Trade Resilience? Evidence from China-Russia Border Regions in Northeast China.

Under the background of complex international situation, how to build the special geo-economic space of China-Russia border lies in strengthening their foreign trade resilience against external shocks. Based on empirical evidence from ten prefecture-level China-Russia border regions in Northeast China, this paper analyzed the spatiotemporal evolution of foreign trade resilience under different shocks. Furthermore, through the Panel Regression model, the mechanism of the industrial structure on the foreign trade resilience in contraction period and expansion period was discussed. The results showed that: 1) from 2004 to 2021, foreign trade in China-Russia border regions experienced five phases. The overall foreign trade resilience was higher than expected, showing a rising volatility trend, but there was significant spatial heterogeneity in the ability of cities to cope with shocks. 2) Highly specialized clusters were mainly concentrated in Yichun, Heihe and Da Hinggan Ling Prefecture, while Mudanjiang and Yanbian performed better in related and unrelated diversification. 3) In different stages of economic system evolution, the response mode, degree and result of border foreign trade resilience to regional industrial structure showed obvious stage characteristics. During the contraction period, related diversification was more conducive to improving the resistance through risk spillovers. During the expansion period, specialization played a more significant role in improving regional resilience through self-reinforcing effect. These results are beneficial for expanding the resilience theory, ensuring border economic security and optimizing border industrial investment layout. [ABSTRACT FROM AUTHOR]

7. The dynamic spatial effects of education investment on carbon emissions: heterogeneous analysis based on north-south differences in China.

This article is based on panel data from 266 cities in China from 2009 to 2020. Classical economics theory and Marxist political economy theory are used as the theoretical basis for the study. Static spatial Durbin model regression and dynamic spatial Durbin model regression are conducted to analyze the impact of education investment on carbon dioxide emissions. The results show that education investment can significantly reduce carbon dioxide emissions, not only through spatial spillover effects, but also through dynamic effects over time. The implementation of education investment in one city can have a positive impact on surrounding cities, thereby achieving a certain degree of reduction in carbon emissions. Additionally, the inhibitory effect of education investment on carbon emissions is more significant in the short term. Furthermore, the study found that there is significant heterogeneity in the effect of education investment on carbon dioxide emissions between northern and southern cities, with education investment in southern cities having a more significant effect. This may be related to the industrial structure and climate of southern cities. The conclusions of this study provide useful reference for the development of education policies and environmental protection policies. In the future, the government can increase education investment appropriately to achieve the goal of reducing carbon dioxide emissions. And research has shown that education investment can suppress carbon emissions by influencing changes in energy and industrial structures. The rapid development of rural e‐commerce in China has caught the attention of economists around the world. Through incorporating rural e‐commerce platform into the general equilibrium model, this paper theoretically analyzes the impacts of rural e‐commerce platform on industrial structure and the potential mechanisms. Then, taking the exogenous policy of Comprehensive Demonstration of National E‐commerce into Rural Areas in China as a quasi‐experiment, this paper constructs a staggered difference‐in‐differences model to empirically examine how rural e‐commerce platforms affect the output proportion of nonagricultural sector with samples of 2305 counties in China from 2009 to 2019. The findings indicate that the construction of rural e‐commerce platform promotes the transformation of industrial structure through technological advances and reduction of transaction costs. This paper studies the impact of digital economy development on carbon emissions, which is a hot topic in the field of environmental economics. This topic is within the scope of the Frontiers in Environmental Science and is particularly in line with the theme of Environmental Economics and Management section in the journal. Firstly, this paper constructs the Digital Economy Development Index and its variable indicators to measure the development of the digital economy. Secondly, this paper uses urban panel data to reveal the impact of digital economy development on carbon emissions, and further adopts IV method to deal with endogeneity issues. Thirdly, this paper performs the heterogeneity analyses depending on the characteristics of the city. The results can provide a basis for formulating differentiated policies. Fourthly, this paper further explores the mechanism by which the digital economy affects carbon peaking. In this paper, the STIRPAT model was developed to study the role of financial development in urban low-carbon economic transformation. The statistical analysis used data from 281 prefecture-level cities in China from 2009 to 2019. The results show that: (1) there is a positive U-shaped nonlinear relationship between financial development and urban low-carbon economic transformation. (2) Financial development not only directly affects the transformation of the low-carbon economy, but also indirectly affects it through three transmission channels: environmental regulation, industrial structure, and urbanization. (3) The financial development itself and the level of urbanization have a threshold effect on the transformation of the low-carbon economy. Under the threshold effect of environmental regulation and industrial structure, the role of financial development in the transformation of low-carbon economies presents a process of 'first decrease and then increase'. Therefore, improving the intensity of environmental regulation, implementing differentiated financial and industrial development policies, and controlling the urbanization process are effective measures to promote the transformation of low-carbon economies. Green technology innovation (GTI) and environmental regulation (ER) hold the key to promoting the transformation of industrial structure. Based on the regional panel data of China, this is the first study to explore the impact of GTI on the optimization of industrial structure (OIS) and rationalization of industrial structure (RIS) under various ERs. The results suggest that the influence of GTI on OIS and RIS features both heterogeneous environmental regulation effects and regional heterogeneity. Furthermore, command-controlled environmental regulation (CER) has a significant inhibitory effect on OIS. The threshold effects of ERs on OIS and RIS turn out to be significantly different when the panel threshold models are introduced, which also shows heterogeneity. Specifically, there are double and single threshold effects of MER and public participation environmental regulation (PER) on OIS, respectively. In comparison, there are single and double threshold effects of GTI on RIS under CER and PER, respectively. The results indicate that OIS and RIS are significantly correlated with GTI and the type and intensity of ERs. 12. Simulating inter-city population flows based on graph neural networks.

Inter-city population mobility, a critical phenomenon in the modern urbanisation process, is closely related to urban industrial structure and socioeconomic development. This paper aims to investigate the dynamics of population flows and their intricate ties to industrial structure, so we employ the graph neural networks (GNNs) method to simulate inter-city population flows in China, which efficiently integrates demographic and socioeconomic data with Tencent migration big data while accounts for geographical relationships between cities. The results show that the model's predictive accuracy using the CPC index was high for road and rail traffic and moderate for air transportation. A comparison with real-world data verified the model's effectiveness in predicting the urban hierarchy and regional aggregation of flows. Using GNNExplainer, the results indicated that population size positively influenced population flow, while developed manufacturing reduced population mobility for road and rail traffic but increased it for air transportation. By conducting scenario simulations in Northeast China, we found that enhancing the region's industry and consumer service industry could mitigate negative population outflows. The conclusions drawn from this study offer valuable perspectives to policymakers and urban planners, enabling them to make well-informed and judicious choices concerning urban planning, transportation, and resource allocation. In the context of significant environmental changes, the urgency of adopting green innovation has become increasingly apparent as a central mechanism for adjusting industrial structures in China. This transition serves not only as a crucial way to address pressing environmental challenges, but also as a fundamental strategy to improve the ecological efficiency of urban areas. Existing research mainly keeps a close eye on the unidirectional relationship between variables such as technological innovation and environmental protection. There is less relevant literature that has researched the cointegration relationship among green innovation, industrial structure, and eco-efficiency of cities. The essential role of green innovation and industrial structure in reaching a higher eco-efficiency of city are discussed in this research and the relationship among these three variables are analyzed by the evidence from cities in China from 2011 to 2019. The fact that the variables are cointegrated in the long run is evidenced by the results for the full sample. The sub-sample results report that in the eastern region, green innovation, industrial structure upgrading, and industrial structure rationalization could improve urban eco-efficiency. However, in Midwest regions where economic development is relatively backward, green innovation's effect on urban eco-efficiency is not in a significant positive way. The results obtained in this paper have implications for different cities in China to formulate corresponding policies on green innovation, industrial structure, and urban eco-efficiency. This study is intended to expose the connectedness of green financing and other green policies like renewable energy and technological progress towards identifying the best practice to achieve climate goal cum sustainable environmental development for China within the period 1985–2021. Amid the increased utilization of fossil fuels in China's economic activities and its position as the highest carbon emitting country in the world, China is considered a financial stable economy with access to renewable energy source such as hydroelectric power. For effective research into the objective of this study, the study builds on mechanism of the green finance—renewable—technology and emission nexus with the help of linear dynamics of ARDL bound and VECM granger causality methods. Empirical results from both approaches have given insight to the selected objectives of this study. According to ARDL dynamics: (i) the coefficients of linear (1.802) and non-linear(− 1.860) (i.e. square term) of financial development are positively and negatively connected to the carbon emissions. This confirms the presence of inverted U-shape relationship between the financial development and carbon emissions. (ii) the relationship between hydroelectric power representing renewable energy and CO2 is negative—(− 0.19) and significant at 1% level. This results depicts the reduction power of hydroelectric power on CO2, (iii) also, a negative (− 0.000982) linkage between number of patent application representing technological innovation and environmental development through carbon emissions responses is established. Also, findings from VECM granger causality approach back the findings from ARDL through a nexus between the variables of interest (finance, hydroelectric power, and technology and carbon emissions). In order to meet the practical needs of the people to equitably share the fruits of economic development, urban economic construction should be based on the coordinated development of the environment and the economy, which means that high-quality urban development should be realized through a greener and more inclusive path. Under the wave of the fourth industrial revolution, industrial intelligence, characterized by the application of industrial robots, provides an opportunity to promote the green and inclusive development of Chinese cities. Based on the construction of the Malmquist-Luenberger index to scientifically measure the level of inclusive green growth in cities, this study empirically examined the impact of industrial intelligence development on inclusive green growth and its internal mechanisms based on industrial robot application data from the International Federation of Robotics (IFR) from 2007 to 2020 and city-level data in China using various models. The study found that: (1) Industrial intelligence significantly contributed to inclusive green growth in cities, and the effect was more obvious in cities with lower financial support, a higher level of information infrastructure construction, and greater innovation and entrepreneurial dynamics, demonstrating significant heterogeneity in geographical location characteristics. (2) As far as the channels of action were concerned, industrial intelligence was mainly realized through the channels of promoting digital technology innovation and industrial structure upgrading. (3) The development of industrial intelligence had a positive spatial spillover effect on the enhancement of the inclusive green level of cities. Furthermore, if the driving effect could be effectively realized, the regional sustainable development capacity would be effectively enhanced. This paper seeks to enrich the empirical evidence and empirical research on the benefits of industrial intelligence development in promoting inclusive green growth in cities and to provide policy references for the development of smart manufacturing and inclusive green economic growth in cities. 18. How do industrial land transfer modes impact carbon emissions? An intermediation perspective based on industrial structure.

Industrial land is currently the main carrier and important source of global carbon emissions, and as the world's largest developing country, China's large-scale and diversified industrial land supply has made it the world's largest carbon emitter. Therefore, researching the impact of different supply methods of industrial land on carbon emissions and its impact paths in China can help provide a reference for other countries to reduce carbon emissions from the perspective of urban industrial land management, which is of great significance for effectively promoting global carbon reduction. Based on this, this paper analyses the impact of different supply methods of industrial land on carbon emissions and its urban heterogeneity using the SYS-GMM and chain-mediated effects models for 285 cities in China from 2008 to 2020. The study found that, in general, the impact of different industrial land transfer modes on carbon emission has hysteresis and persistence. Agreement and listing transfer with government intervention can significantly exacerbate carbon emissions, while more market-based bidding and auction transfer can dampen carbon emissions. In terms of intermediary effects, the transfer of industrial land by agreement and listing will inhibit the rationalization and advancement of industrial structure, thus aggravating carbon emissions. The transfer of industrial land by bidding and auction will create barriers to entry and a crowding-out effect, promote the rationalization of industrial structure and the transformation and upgrading of industrial structure and moderate carbon emissions. In terms of city heterogeneity, there is urban heterogeneity in the impact of industrial land transfer on carbon emissions in cities with different economic types. Bidding and auction transfer for industrial land in both economically developed and less developed cities can promote carbon pollution. While the more developed urban economy makes the intermediary effect of industrial structure not significant. In the future, it is necessary to strictly control the scale of industrial land supply; the whole process supervision mechanism of industrial land allocation and differentiated industrial land supply strategies will provide useful experience for many developing countries in allocating industrial land to mitigate carbon emissions, generating effective contributions to global carbon emission reduction. 20. Agricultural industrial scale, price random fluctuation, and profitability levels: evidence from China's pig industry.

Introduction: Promoting the development of large-scale pig farming is a crucial measure implemented by the Chinese government to regulate the pig market. Methods: By utilizing panel data from 30 provinces in China spanning from 2003 to 2020 and employing the PVAR model, this study examines the relationships among price random fluctuations, profftability levels, and industrial scale. Results and discussion: The findings reveal that industrial scale can effectively mitigate price random fluctuations; however, it also leads to a decrease in relative hog prices. Moreover, there exists significant heterogeneity in the impact of scaling on price random fluctuations. Increasing the proportion of farmers engaged in pig farming with a scale ranging from 500 to 9,999 heads reduces random price fluctuations, while increasing the proportion of farmers involved in pig farming with a scale exceeding 10,000 heads has no effect on stabilizing such fluctuations. Additionally, threshold effects are observed for epidemics and environmental regulations. When environmental regulations are less stringent, industrial scale enhances relative prices and stabilizes random fluctuations; nevertheless, once certain thresholds are surpassed, industrial scale diminishes relative prices and eliminates its stabilizing effect on random fluctuations. Extensive agricultural development in China has given rise to a range of environmental issues that pose a significant hurdle to the country's "dual-carbon" goal. To shed light on this matter, this study collates data from a total of 30 provinces in China from 2007 to 2019. And A two-way fixed-effects model was employed to examine the extent to which the advancement of green finance (GF) in China has effectively contributed to the decrease of carbon emissions in the agricultural sector. Furthermore, our research endeavors encompass the investigation of the specific mechanisms via which green finance has its influence on carbon emissions within the agricultural sector. The findings indicate that the implementation of green finance plays a crucial role in facilitating the reduction of carbon emissions within the agricultural sector in China. Technological advancements emerge as the primary mechanism through which green finance facilitates agricultural carbon emission reduction. This article examines the impact of economic policy uncertainty (EPU) on the industrial structure using panel data of 275 prefecture-level cities in China from 2003 to 2018 with the mediating effect of resource endowments. We find that uncertainty about economic policy has an inverted U-shaped relationship with industrial structure. Moreover, the positive relationship between EPU and industry structure is more prominent for cities with abundant natural resources. In addition, from the perspective of the three industries, EPU has an inverted U-shaped relationship with the primary and tertiary sectors and a U-shaped relationship with the secondary sector. EPU has a positive threshold effect on the rationalization of industrial structure. These results suggest that local governments should consider EPU to promote industrial structure transformation and strengthen its governance capacity to reduce the negative impact of EPU. Improving energy efficiency is vital for addressing climate change and reducing carbon emissions in emerging economies. Financial development (FD) is crucial for economic growth, and its environmental impact and the adjustment of the industrial structure (IND) is a crucial lever in China's economic transition period. This study explored the relationship between FD, IND, and China's green total factor productivity (GTFEE) from 2000 to 2020 using the super-efficiency SBM-undesirable model, which estimates China's GTFEE. The ARDL results suggest that FD and IND enhance GTFEE in the long term, with FD promoting GTFEE by facilitating industrial structure adjustments. The Dumitrescu–Hurlin panel causality tests supported this finding. The QRPD panel quantile regression and heterogeneity analysis revealed significant heterogeneity in the effects. With increasing GTFEE, FD exerts a restraining effect, gradually weakening and transitioning into a promoting effect, while the IND consistently plays a promoting role. [ABSTRACT FROM AUTHOR]

Currently, China is moving towards the era of the digital economy, which is gradually becoming a new engine of high-quality development. In the "double carbon" strategy context, the digital economy is characterized by low carbon emissions and high permeability, making it essential for carbon emission reduction. There needs to be more empirical research on the digital economy and carbon emissions. Given this, this study empirically examines the impact of digital economy development on carbon emissions intensity and its mechanisms in a multidimensional way based on the panel data of 30 provincial-level administrative regions in China from 2011 to 2019, utilizing a fixed-effects model, a mediated-effects model, a spatial Durbin model, and other methods. The study results show that (1) the digital economy can significantly reduce carbon emissions intensity. (2) The digital economy can indirectly affect the intensity of carbon emissions through industrial structure, energy structure, and environmental regulation. (3) The development of the local digital economy has a positive spillover effect on the carbon emissions intensity of neighbouring places. However, the overall effect is negative. This paper reveals some new features of the digital economy and carbon emissions intensity, which provides a reference for advancing the country's construction and realizing China's "double carbon" goal. Putting ecological protection in a more prominent position is one of the outstanding features of implementing China ' s new development concept. Therefore, the Chinese government has implemented strict environmental regulation measures to improve the ecological environment, and has achieved remarkable results. Using the relevant data of prefecture-level cities in China from 2011 to 2020 for empirical analysis, this study found that there was a significant U-shaped relationship between environmental regulation and regional economic growth. The consumption-oriented tertiary industry and the production-oriented tertiary industry, with market forces as the main resource allocation mode, developed better in southern China than in northern China. The structural advantage of tertiary industry with market forces as the main resource allocation mode in southern China could transform the positive externalities brought by environmental improvement into economic benefits so as to weaken the negative effect of environmental regulation on economic growth. As the basic industry of the digital economy, the production-oriented tertiary industry represented by computer service and the software industry developed better in southern China than in northern China, and the digital economy advanced rapidly in the advantageous industrial categories in southern China. Threshold model analysis showed that when the development level of the digital economy was low, environmental regulation had a significant promoting effect on the economic development of southern regions, while it had an inhibiting effect on the economic development of northern regions. When the development of the digital economy was high, environmental regulation played a significant role in promoting the economic development of southern and northern China, but it was obviously more intense in southern China than in northern China, making the economic disparities between the two demonstrate an amplified trend. Therefore, to narrow these disparities, it is necessary to further optimize the industrial structure in an accelerated manner, and promote the continuous transformation of environmental dividends into economic benefits while making full use of the opportunities of the digital economy. In the context of promoting high-quality development in the Yellow River Basin (YRB) of China, urgent action is needed to achieve the “Dual Carbon” goal through energy savings, emission reductions, and industrial upgrading. This study measures carbon emissions from eight types of energy consumption across 43 industries from 2000 to 2019. Using the KayaLMDI model, factors affecting carbon emissions are analyzed, and the relationship between industrial structure and carbon emissions is explored through the coefficient of variation (CV). The findings reveal that coal consumption remains significantly higher than other energy sources, and the effect of energy structure adjustment on carbon emission reduction is limited compared to the impact of energy consumption increase on carbon emission growth. Moreover, the economic output effect is identified as the primary driving factor of carbon emissions, while energy utilization rate is crucial in achieving energy savings and emission reductions. Finally, the CV of carbon emissions across 43 industries is increasing. Based on these results, we suggest several policy recommendations, including prioritizing ecological concerns, developing comprehensive and scientifically sound plans, optimizing energy consumption structure, improving energy utilization efficiency, and adjusting industrial structure to promote sustainable development in the YRB. The promulgation and execution of green credit (GC) policies have had a significant influence on the development of the economy and society, and their impact on low-carbon development (LCD) needs to be taken seriously. On the basis of elaborating the mechanism of the role of GC on LCD, this study constructs a panel fixed effects (FE) model to test the direct impact of GC on LCD by using Chinese provincial-level data from 2007 to 2020. An intermediary effect model is constructed to investigate its indirect effects. A dynamic SDM is further constructed to examine the spatial effects of GC on LCD in neighbouring regions. The results show that GC is helping China to achieve LCD. GC can promote LCD through promoting green innovation, optimizing energy structure and upgrading industrial structure. It is crucial to acknowledge that all three pathways are essential channels of influence and should not be disregarded. GC not only fosters LCD in the local areas, but also has a positive spatial spillover effect in adjacent regions. Based on the above conclusions, this study proposes policy recommendations such as increasing support for GC, smoothing the transmission channel from GC to LCD, and establishing a synergistic linkage mechanism between interregional credit and environmental governance. By presenting a two-sector DGE model, this paper investigates the relative misallocation coefficients for capital and labor within three industries in China from 1993 to 2018, then discusses the effect of factor misallocation and factor substitution elasticity on the labor income share. The following three conclusions were reached. (1) The overall labor income share reduced due to the industrialization before 2007, but after 2007 it increased by promoting the proportion of services. (2) Compared with the situation without barriers, the cross-industry factor misallocation reduced the proportion of labor in manufacturing by 44% during industrialization and in services by 5.05% during de-industrialization, respectively. (3) Eliminating the factor misallocation could raise the labor income share by 4.6% in industrialization, but it shows a weak effect during de-industrialization. [ABSTRACT FROM AUTHOR]

This article examines economic resilience by combining high-frequency truck flows and the lockdown policy shock during COVID-19 in China. We discover that the truck flows in regions with higher levels of diversification and vertical integration see a smaller decrease in response to the COVID-19 shock. Dynamically, such moderating effects of diversification and vertical integration get smaller with the recovery of interregional economic linkages. Diversification and integration also mitigate the negative impact from nonlocal infection cases. The association between the industrial structure attributes and economic resilience is more prominent in regions with lower centrality in the nationwide intercity truck flow network. Based on the background of comprehensive green transformation of economic and social development, this paper selects panel data of 30 provinces in China from 2000 to 2019, uses the panel fixed effects model and panel threshold effect model, and discusses the nonlinear correlation mechanism between green investment, industrial structure, renewable energy, and low-carbon development of the transportation industry. The results show that, firstly, industrial structure and renewable energy can significantly promote the low-carbon development of the transportation industry, while green investment has a restraining effect on it (the main reason is that currently its scale is small and its investment in the transportation industry is relatively low). Secondly, industrial structure and renewable energy have a negative moderating and threshold effect in the process of green investment restraining low-carbon development of the transportation industry. Thirdly, these threshold effects have obvious regional heterogeneity characteristics. Based on this, decision-makers should not only continue to expand the scale of green investment and optimize resource allocation but also fully utilize the threshold characteristics of industrial structure and renewable energy in different regions to develop different strategies and achieve the promotion of green investment in low-carbon development of the transportation industry as soon as possible. The increase in human well-being generated by each unit of carbon emissions can be expressed in terms of well-being performance of carbon emissions. Based on provincial panel data from 2005 to 2020 in China, this paper provides an in-depth exploration of the impact of the rationalization and upgrading of industrial structure on the well-being performance of carbon emissions by constructing a fixed-effect model. The conclusions of the study are as follows: (1) The rationalization of industrial structure at this stage has not yet had an impact on well-being performance of carbon emissions, and upgrading can significantly contribute to the improvement of well-being performance of carbon emissions. (2) the impact of industrial structure upgrading on well-being performance of carbon emissions is heterogeneous. Advancedization only significantly contributes to the well-being performance of carbon emissions of eastern regions, regions with low natural resource endowments, regions with high external dependence and regions with high environmental awareness. Air pollution is an important factor affecting human health and daily life. The Chinese government is making vigorous efforts to control air pollution. The upgrading of the industrial structure is a problem-solving tool in the environment and economic growth cases. This paper aims to explore the relationships among environmental regulation, the upgrading of the industrial structure and air pollution. The PVAR (Panel Vector Auto Regression) model and moderating effect model are used to conduct empirical analysis based on panel data of 30 provinces in China from 2004 to 2020. The analysis of the results provides the following findings. Firstly, environmental regulations can significantly reduce emissions, but the deterioration of air quality does not have a significant impact on the improvement of environmental regulations. Secondly, industrial structure upgrading can reduce air pollution, but the worsening of the air quality will hinder the upgrading of industrial structures. Thirdly, environmental regulation can promote industrial structure upgrading. This paper uses the global Malmquist-Luenberger index to measure the effect of Internet development on the green total factor productivity (GTFP) of China's 283 prefectural cities. We find that by promoting highquality development, the effect of Internet is significantly positive. Firstly, we explore the two mechanisms through which the use of the Internet promotes GTFP: improvements in the quantity and quality of urban innovation and the advancement and rationalization of urban industrial structures. Secondly, we compare the pre- and post-impacts of the Internet + initiative from which it draws critical policy implications. Finally, threshold regression shows that when urban Internet penetration and employee wages rise to their respective threshold levels, the promotion effect of the Internet on GTFP can be further augmented. The present study has investigated the impact of enterprises, collaborative innovation, industrial structure, inflation, and entrepreneurship in 27 provinces of China. The study used annual time series data from 2003 to 2019. This study adopts the CC-EMG and AMG tests to estimate the long-term association between the variables. The study applied one-step system GMM, two-step system GMM, Cup-FM, and Cup-BC regression estimations to calculate robust and reliable outcomes. The findings show that collaborative innovation, industrial structure, and entrepreneurship positively impact economic growth, whereas enterprises and inflation negatively impact economic growth. The estimated results also provide important policy implications for the selected and the other emerging economies in designing an appropriate way forward to economic development. China's carbon emissions have a stable industrial concentration. In recent years, the carbon emissions of the six major high-carbon industries have accounted for approximately 80% of the national total and are thus priority areas for emission reduction. With the promotion of energy-saving and emission-reduction policies, the structure and scale of high-carbon industries in various regions have undergone changes, but their carbon reduction effects show significant regional differences. Based on China's provincial panel data from 2006 to 2020, this study discusses the structural characteristics of high-carbon industries with their proportion of energy-based industries and measures their scale characteristics with their output values. On this basis, a fixed-effects model is used to analyze the single and synergistic effects of the scale and structure of high-carbon industries on carbon emissions in each province. The results indicate that changes in the scale and structure of high-carbon industries significantly affect carbon emissions but show regional differences in both the single and synergistic effects. When considering these synergistic effects, the single effect of high-carbon industries on carbon emissions will be weakened. In regions with large-scale high-carbon industries, the increase in the proportion of energy-based industries significantly increases carbon emissions, but this effect gradually weakens as the overall scale expands. In areas with small-scale high-carbon industries, the increase in the proportion of energy-based industries has a relatively small effect on carbon emission growth that gradually increases with the overall scale. In addition, the implementation of the carbon emission trading policy has a significant moderating effect on the carbon emissions of high-carbon industries and strongly promotes its reduction. 36. Has high housing prices affected urban green development?: Evidence from China.

This paper empirically examines the specific impact effects and mediates transmission mechanisms of rising housing prices on urban green development using the data from 285 prefecture-level cities in China from 2010 to 2019. The results show that: 1. the rapid rise in housing prices significantly inhibits the improvement of urban green total factor productivity (GTFP) and is not conducive to promoting urban green development; 2. the effect of high housing prices on the GTFP of cities with different population size, geographical location, and resource mastery shows a significant heterogeneous effect; 3. The study of the transmission mechanism finds that soaring urban housing prices not only lead to investment distortions that weaken the overall research and innovation capacity, but also have a "solidifying lock-in" effect on the industrial structure of cities, which in turn creates obstacles to the enhancement of urban green efficiency. The governments of the Beijing-Tianjin-Hebei urban agglomeration have introduced a series of environmental policies to ameliorate pollution problems, but there are concerns that such a move can negatively impact the economy. In this article, panel data for 13 prefecture-level cities in the Beijing-Tianjin-Hebei region from 2003 to 2018 are used to investigate the influencing mechanism of environmental regulation on economic growth. The empirical results indicate an inverted "U"-shaped relationship between economic growth and environmental regulation. In a sense, the non-linear relationship implies that the Porter hypothesis and the compliance cost hypothesis apply to different levels of environmental stringency, respectively, which results in an empirical supplement to the existing theoretical framework. Furthermore, energy intensity and industrial structure are valid transmission paths for the economic effect of environmental regulation, despite their opposite directions. Based on the theories of industrial structure and settlement environment, this paper conducts a quantitative and qualitative study to investigate how the evolution in the industrial structure of the island affects the settlement environment with relevant statistical data, local chronicles, and questionnaire survey data. The study found that the industrial structure of Liuheng Island has transformed from a fishery-led to industry-led island, which has led to the rapid increase of urbanization on Liuheng Island, and the public service facilities have been increasingly densely distributed urban-type communities with high modernization levels, such as Longshan Community, Xuanzhuotou Community, and Taimen Community. The local residents of Liuheng Island are also satisfied with the public service facilities in terms of facility availability, transportation convenience, environmental comfort, and environmental health. For a period, the island residents were particularly concerned about the regional differences in environmental health, and the main reasons were the industrial structure upgrade towards industrialization, which would cause certain industrial waste emissions, and the pressure of commuting within the island, which would affect residents' sense of security. This indicates that the evolution of industrial structure will directly affect the speed and quality of urban and rural settlement hardware construction and also, to a certain extent, the subjective perceptions of residents around the dense industrial areas on the state of the settlement, especially in terms of environmental health and community living safety. To address climate change and promote green development, the Chinese government has implemented low-carbon city pilot policy since 2010, and continued to expand the scope of pilots. Accurately assessing the policy effects of pilot city construction is of great significance for the further promotion of low-carbon policy. Carbon emissions are included in the evaluation framework of China's low-carbon city pilot policy, and used the panel data of 272 cities in 2000–2018 to evaluate the effectiveness of low-carbon city pilot policy based on the multi-period difference-in-differences (DID) model. Empirical findings that (1) low-carbon pilot policy could not only directly reduce carbon emissions, but also indirectly reduce carbon emissions through upgrading industrial structure and promoting technological innovation. (2) Given that there is remarkable gap in economic and social development across different regions, the policy effect is reexamined for nature resource and region location. The results indicate that carbon emissions reduction effect of low-carbon city pilot policy is more significant in resource-based cities and eastern cities. (3) Carbon emissions have significant spatial correlation, that is to say, low-carbon pilot policy has positive spillover effect on reducing carbon emissions in surrounding cities. The study provides empirical evidence for further expanding the scope of the pilot projects, as well as scientific basis for making environmental policies for carbon emissions reduction. Employment is the foundation of people ’s livelihoods, and a low-carbon transition is a key development theme for China in the future. The impact of reducing CO2 emissions as a hard macroeconomic constraint on the labor market is an important economic issue. This paper used China’s low-carbon city pilot policy as a representative policy to study the low-carbon transition. Firstly, based on the analysis of typical economic facts and policy texts, it was found that there might exist two distinct low-carbon transition approaches in China. The study then examined the differences in the policy impact on labor employment in the first and second batches of pilot cities, analyzed the underlying mechanisms, and finally constructed a general equilibrium model based on the empirical findings to further elaborate the heterogeneous impact pathways from a theoretical perspective. The study showed that: ① There was a difference in the policy impact on employment in the first and second batches of pilot cities. The policy increased employment in secondary and tertiary industries and total employment in the first batch of pilot cities, but it increased employment in tertiary industries and decreased employment in secondary industries in the second batch of pilot cities. ② There was a difference in the mechanisms of policy impact on employment in the first and second batches of pilot cities. Under the influence of the policy, the first batch of pilot cities adopted the low-carbon transition approach of focusing resources on the secondary industry, while the second batch of pilot cities adopted the lowcarbon transition approach of focusing resources on the tertiary industry. ③ The low-carbon transition approaches of the two batches of pilot cities had their own advantages and disadvantages. The approach of the first batch of pilot cities achieved a reduction in total CO2 emissions and an increase in the number of jobs, with the disadvantage of increasing the intensity of CO2 emissions and reducing the disposable income of workers, failing to improve the quality of employment. However, the approach of the second batch of pilot cities reduced the intensity of CO2 emissions, increased employment in the tertiary industry, and increased the disposable income of workers, effectively improving the quality of employment but failing to achieve a reduction in total CO2 emissions and an increase in total employment. Accordingly, China’s goals of reaching peak carbon emissions and achieving carbon neutrality can be achieved either by industrial transformation and upgrading or by enhancing the development of the tertiary industry, but the best way is to develop the tertiary industry on the basis of industrial transformation and upgrading without blindly adopting the de-industrialization approach to achieve the peak carbon emission goal. China ranks first in the number of coal mines and coal production in the world, its geological conditions of coal storage and mining costs are inferior to other coal producing countries. However, China's attention and mining enthusiasm for coal have not decreased at all. The concentration of coal production has been increasing, and the important role and strategic position of the main coal producing areas in the central and western regions have become more and more prominent. In particular, the number of coal mines and accidents in Southwest China ranks first in the country. Contrary to the dominant position of state-owned coal companies in other regions of the country, there are more private coal companies in Southwest China. Take Liupanshui (LPS) as an example, considering the analysis of its coal geological conditions, high-quality development, industrial structure, potential risks, accident types, accident time and other safety conditions, regardless of regional factors, the safety situation of coal mine in LPS is an epitome of the China's private coal companies, which can be used for reference to improve the safety production situation in other regions. The expressway is an important pillar of economic development and has a significant impact on the transformation of regional industrial structure. This study analyzes the optimization of the industrial structure and spatial distribution of three industries using relevant statistical data from Sichuan Province, China. It also assesses the influence of expressways on the change in industrial structures using a difference-in-differences model. The results indicate that regions with well-developed expressway networks generated high-added value for the three industry sectors. The introduction of expressways upgraded the industrial structure of mountainous regions with rich tourism resources, increasing the added value of the tertiary industry and constricting the secondary industry. While aiding the overall development of the regional economy, expressways optimized the industrial structure and guided the transformation of the secondary industry, along with the development of the tertiary industry. Similarly, the private-sector economy also developed rapidly owing to the introduction of expressways. The intelligent city pilot policy is a major measure in China to promote urban development from factor driven and investment driven to innovation driven. Intelligent city construction can effectively coordinate specialized production factors and information sharing mechanism, promote digital information technology innovation, promote smart industry cluster, and expand ecological scenarios of clean industry application, so as to reduce carbon emissions. This paper reveals the internal mechanism of intelligent city construction to promote carbon emission reduction. Based on the quasi-natural experiments carried out in three batches of pilot construction of intelligent cities since 2012, the difference-in-difference model (DID) is used to identify its impact on urban carbon emissions. The research results show that the pilot construction of intelligent cities is conducive to reducing carbon emissions, which is still robust under multiple scenarios such as placebo test and endogenous test. Heterogeneity analysis shows that the pilot policies have a more significant carbon emission reduction effect on the Beijing-Tianjin-Hebei urban agglomeration, non-resource-based cities, and non-old industrial bases. After further quantitative analysis of 917 pilot policy texts based on Simhash algorithm, Jieba word segmentation, and word frequency statistics, it is found that intelligent industry policies reduce carbon emissions by driving data elements agglomeration and optimizing industrial structure, while intelligent government and intelligent people's livelihood policies improve energy efficiency and reduce carbon emissions through green technological innovation. Counterfactual tests using machine learning algorithms show that the later the pilot batch, the better the sustainable carbon emission reduction effect of intelligent city pilot policies. China has pledged to peak its carbon emissions before 2030 and achieve carbon neutrality before 2060. New energy decarbonization will be a major focus area for achieving the 'dual carbon' goals since it accounts for about 20 percent of China' s total energy consumption. The Xiong' an New Area' s geographical advantages and natural endowments have brought abundant wind and solar energy resources and have huge development potential in the field of new energy development. This paper summarizes the Xiong' an New Area' s resource endowment and achievements in developing new energy, and comprehensively analyzes the opportunities and challenges faced by this area in the process of building a national new energy demonstration zone in the context of achieving the 'dual carbon' goals. It sorts out the new energy development policy of the Xiong' an New Area and its history of new energy development and then points out that the current development of new energy in this area lies in power project construction, power grid construction, green energy consumption, energy storage development, and new energy equipment. This study believes that the Xiong' an New Area will experience three development stages of carbon neutrality: initial carbon neutrality, fluctuating carbon neutrality, and stable carbon neutrality, because this area has carried out green power planning simultaneously in the initial construction stage and has more green power supply. With the expansion of population and economic scale, the rapid increase in energy demand would lead to the decline in green power supply ratio, causing carbon neutrality to fluctuate and change over time. With the population and economic structure in a stable development stage, the proportion of high-value-added and high-tech industries would increase, and energy utilization technologies such as green electricity would make progress, resulting in the arrival of the stable carbon neutrality development stage. On the other hand, from the perspective of carbon sink potential corresponding to carbon sources, the planned proportion of the blue-green space and the construction land in the Xiong' an New Area would keep its carbon sink capacity in a relatively stable state for a long period of time. Therefore, in addition to the value-added of the natural carbon sink system, carbon capture, utilization and storage technologies and other means of artificial carbon sink can be used as adjustment tools under the carbon neutrality system. Green economy is the core content of the high-quality economic development, and the digital economy is the new driving force to accelerate the realization of high-quality economic development. In this regard, this paper selects 248 resource-based cities in China from 2011 to 2019 as the research objects and uses the fixed effect model and mediation effect model to test the relationship between digital economy and regional green total factor productivity. We get the following conclusions: First, there is the nonlinear relationship between digital economy and regional green total factor productivity, and this relationship shows the inverted U-shape. Secondly, digital economy can influence regional green total factor productivity through the path transmission mechanism of regional technological innovation, industrial structure, and environmental regulation. Finally, the effect of digital economy on regional green total factor productivity is heterogeneous, especially in the eastern region and cities with high human capital level. Based on the digital economy, the findings of this paper provide theoretical basis and reference suggestions for promoting the green development of regional economy. The government should attach importance to regional green development, actively guide the digital economy to promote green development, accelerate the development of the digital economy, and achieve high-quality economic development finally. China seems ambitious to achieve a "carbon emissions peak" before 2030 and "carbon neutrality" before 2060. To deal with this emissions mitigation plan, technology innovations are regarded as a crucial factor. However, considering its rebound effect (CO
2 emissions driving effect) through economic growth, technology innovations might not prove a promising contributor to CO2 reduction. Therefore, there is a need to investigate further the nexus between technology innovations and CO2 emissions for conclusive debate. Based on the data of 215 cities in China, this paper uses mediating effects model to investigate the direct and indirect impacts (through economic growth and industrial structure transformation) of technology innovations on CO2 emissions from a microeconomic perspective. The main results suggest that technology innovations generally increase CO2 emissions in China both directly and indirectly. The impact of technology innovations and economic growth on CO2 emissions indicated the EKC characteristics. Furthermore, the contributions of technology innovations to CO2 emissions are distinguished in different regions. Thus, there is an urgent need for China to promote innovations in "clean technology" and to transform industrial structure to the tertiary industry to achieve the targets of carbon neutrality and emissions peaking. Significant challenges confronting China include reducing carbon emissions, dealing with the resulting problems, and meeting various requirements for long-term economic growth. As a result, the shift in industrial structure best reflects how human society utilizes resources and impacts the environment. To meet China's 2050 net-zero emissions target, we look at how technological innovations, financial development, renewable energy investment, population age, and the economic complexity index all play a role in environmental sustainability in China. Analyzing short- and long-term relationships using auto-regressive distributive lag (ARDL) bounds testing, we used historical data spanning 1990 to 2018. According to the study's findings, the cointegration between CO
2 emissions and their underlying factors was found. The deterioration of the environment directly results from the financial development, increasing economic complexity, and population aging. Technical advancements, investments in renewable energy sources, and changes to the industrial structure all contribute to lower CO2 emissions. Granger causality results were also reliably obtained in this study. According to our findings in the fight against environmental problems, a key tool for meeting long-term sustainability goals is policy prescriptions that use technological innovations, renewable energy investment, and industrial structure. Industrial structure low-carbon restructuring is an essential channel to accelerate China's economic growth and fulfilling carbon emission reduction goals. Whether carbon emission trading pilot policy, as an influential carbon reduction instrument, fosters industrial structure low-carbon restructuring is of major significance to green economic development. This paper empirically investigates the shock of the carbon emission trading pilot policy on industrial structure low-carbon restructuring using the differences-in-differences (DID) and synthetic control method (SCM). Statistics reveal that sectors with low carbon productivity, such as electricity, steam, and hot water production and supply, ferrous metal smelting and pressing, etc., and sectors with high carbon productivity, such as electrical equipment and machinery, electronics and telecommunication equipment, etc. The industrial structure did not develop a stable trend of change before the 12th Five-Year Plan, but a stable trend of low-carbon restructuring emerged after such a period. Carbon emission trading pilot policy significantly facilitates industrial structural low-carbon restructuring. Carbon emission trading pilot policy inhibits energy-intensive industries in the industrial sector significantly, which promotes industrial structure low-carbon restructuring. Therefore, policymakers need to develop a nationwide carbon emission trading market that includes more industries to guide production factors to industrial sectors with high carbon productivity for industrial restructuring and dual carbon goals.
