Eleven cassava genotypes were tested against cassava mosaic disease ( CMD) and compared to a local susceptible cultivar in field conditions from June 2011 to July 2012 in Central African Republic ( CAR) at two sites representative of the savanna (Damara) and forest (Pissa) zones of the country. The mean number of whiteflies observed on plants varied among genotypes within each site, but was found nearly three times higher at Damara than at Pissa, resulting in a CMD incidence nearly five times higher at Damara than at Pissa. However, no relation was observed between the number of insect on the plants and the level of susceptibility/resistance of the genotypes. The difference of disease pressure between the two sites revealed high level of resistance in several genotypes, while some other ones indicated rather only a partial resistance. Nevertheless, none of the genotypes tested was found immune, in the end, the virus being detected at least in one site in every genotype, including those ones presenting no symptoms in both sites. The impact of CMD on yield components was assessed on the local susceptible check and three partially resistant genotypes, showing that the disease has no significant effect on the tuberous roots number as well as their weight in both sites. The yield potential varied among different genotypes and between the two sites, the mean number of tuberous roots as well as their mean weight being higher in Damara than in Pissa. This study identified highly resistant genotypes such as 'Gabon' that performed well in both sites, and '91/02322' that was symptomless and presented a yield potential equivalent to the local check. These genotypes could be distributed to growers with the main advantage to be resistant to CMD and, therefore, reducing the risk to spread sources of inoculum all over the cassava cropping areas in the country. Field Emission SEM (FESEM) textural observations, crystal size distribution (CSD) analyses, UV-excited luminescence imaging, and photoluminescence (PL) microspectroscopy excited by 488 nm laser were conducted on two texturally contrasting samples of carbonado, a kind of natural polycrystalline diamond from the Central African Republic (CAR). The investigated carbonado samples A and B show extremely different textures: sample A is made up of faceted crystals accompanied by abundant, small rectangular pores, whereas sample B has a granular texture with coarser crystals and scarce, large pores. Diamond crystals smaller than 2-3 µm are enriched in sample A but depleted in sample B. These textural features indicate that sample B diamonds were annealed under thermodynamically stable P-T conditions. The pore characteristics indicate that fluid permeability was higher for sample A than sample B. Photoluminescence (PL) spectra indicate that samples A and B correspond to Group A and B carbonados in the classification of Kagi et al. (1994), respectively, so that sample A reveals emissions from the H3 center without any N-V derived emission at 575 nm, whereas sample B shows emissions from the 3H center and the N-V defect. In addition, UV-excited luminescence images and photoluminescence spectra for sample B indicate that the rims of diamond crystals within several microns of a pore show luminescence features similar to those of Group AB carbonados (Kagi et al., 1994), indicating that this Group AB material was formed from Group B by irradiation from pore-filling, radioactive-element-bearing materials at a low temperature. The extent of the low-temperature irradiation is considered to depend on fluid permeability, and the Group A material was strongly irradiated due to its permeable texture whereas the Group B material was not significantly irradiated due to its less permeable granular texture. Multi-actor peace operations have become the dominant mode of peace operations since the end of the cold war. This article uses the literature on institutional linkages and inter-organizational relations, thus far developed independently from the literature on such operations, to shed light on the relations between the organizations involved in them. The analysis of one specific case – the interactions between the United Nations, the African Union, the Economic Community of Central African States and the European Union in the Central African Republic – shows the usefulness of merging this body of theory with the primarily empirically driven research on peace operations and UN–regional collaboration. The findings of this study are meant to facilitate further research on multi-actor peace operations and serve as a building block for a theory explaining the emergence and configuration of such operations. The use of child soldiers in conflicts has received increasing academic attention in recent years. This article examines post-conflict periods to see whether the use of child soldiers mobilizes United Nations peacekeeping operations (UN PKO) in the aftermath of a conflict. Taking into consideration how child soldiers affect conflict and how important their reintegration is to sustainable peace and post-conflict development, we analyse whether the presence of child soldiers in a civil war increases the likelihood of the presence of a PKO. We argue that the UN deems a conflict with child soldiers as a difficult case for conflict resolution, necessitating a response from the international community. Central African Republic (CAR) is one of the poorest and most unstable countries in the world and has occupied the top place in all possible rankings of failed states, instability, poverty, corruption etc. for many years. However, although the CAR has experienced almost constant instability for the last few decades it was only in recent years that it has received the media attention which was unseen before. Such an unusual interest has resulted from two successive internal conflicts: first, in 2012 the anti‑ government rebellion drawing together the alliance of rebel militia factions, the Séléka, and a year later the insurrection of the opposing Anti‑Balaka forces. The article is an attempt to analyse the causes of the instability of the CAR and the current political and security situation in the country, taking into account, among other things, the results of the fieldwork conducted by the author in the Central African Republic, as well as his long‑time research on the phenomenon of dysfunctional states. Background: Although rabies represents an important public health threat, it is still a neglected disease in Asia and Africa where it causes tens of thousands of deaths annually despite available human and animal vaccines. In the Central African Republic (CAR), an endemic country for rabies, this disease remains poorly investigated. Methods: To evaluate the extent of the threat that rabies poses in the CAR, we analyzed data for 2012 from the National Reference Laboratory for Rabies, where laboratory confirmation was performed by immunofluorescence and PCR for both animal and human suspected cases, and data from the only anti-rabies dispensary of the country and only place where post-exposure prophylaxis (PEP) is available. Both are located in Bangui, the capital of the CAR. For positive samples, a portion of the N gene was amplified and sequenced to determine the molecular epidemiology of circulating strains. Results: In 2012, 966 exposed persons visited the anti-rabies dispensary and 632 received a post-exposure rabies vaccination. More than 90% of the exposed persons were from Bangui and its suburbs and almost 60% of them were under 15-years of age. No rabies-related human death was confirmed. Of the 82 samples from suspected rabid dogs tested, 69 were confirmed positive. Most of the rabid dogs were owned although unvaccinated. There was a strong spatiotemporal correlation within Bangui and within the country between reported human exposures and detection of rabid dogs (P<0.001). Phylogenetic analysis indicated that three variants belonging to Africa I and II lineages actively circulated in 2012. Conclusions: These data indicate that canine rabies was endemic in the CAR in 2012 and had a detrimental impact on human health as shown by the hundreds of exposed persons who received PEP. Implementation of effective public health interventions including mass dog vaccination and improvement of the surveillance and the access to PEP are urgently needed in this country. In April 2014, the European Union (EU) launched EUFOR RCA, a military bridging operation that provided temporary support to the United Nations (UN) in achieving a safe and secure environment in Bangui, the capital of the Central African Republic (CAR), until March 2015. After EUFOR's mandate concluded, the union launched a follow up military advisory mission, EUMAM RCA, to improve the CAR armed forces' capacities and solidify EUFOR's achievements. However, the deployment processes of both EUFOR and EUMAM were characterized by a paradox: on the one hand, their planning processes were quick and effective; on the other hand, their force generation processes were prolonged and difficult. What explains this paradox? This article argues that, in the case of both missions, there was a mismatch between EU Member States' desire to act and their willingness to invest resources in those actions, that is, an intentions-reality gap. Due to the CAR's humanitarian emergency and France's appeal for burden-sharing, a sense of 'collective obligation' drove EU Member States to approve the deployment of EUFOR and EUMAM politically. However, since most Member States had no direct interests at stake in the CAR, they felt no equal sense of obligation to contribute to these efforts. [ABSTRACT FROM AUTHOR]

People seeking to understand the scope and scale of violence in the Central African Republic over the past two years have cited a variety of social grievances centring on the political manipulation of religion, belonging, and access to opportunities. Without denying that these factors have played a role, this article argues that the violence must be understood in the context of social practices of violence that long predate the war, especially in light of the diffuse and non-centralized mode of organization through which the ongoing war has played out. The article focuses on the prevalence of popular punishment and vengeance, which have long histories as elements of statecraft in the CAR and have become even more widespread amid the generalized insecurity and anomie that have set in over the past few decades. The article presents evidence of the workings of popular punishment from the intra-family level to that of the crowd and quartier, in both rural and urban locales. Though people have important reservations about popular punishment, they also see vengeance as an important tool for enforcing a circumscribed mode of empathy and a minimum set of standards for social behaviour. These experiences in the CAR suggest that those wishing to understand how wartime mobilization happens must consider not just fighters' grievances but also people's conceptions of the practical and symbolic efficacy of vengeance and popular punishment as elements of politics and the management of threats. Aim Successional and soil filtering processes are key drivers of the assembly of tropical tree communities, yet little is known about how they interact. Herein, we determine whether successional pathways depend on soil type, how the soil filtering effect varies during forest succession and whether succession is accompanied by changes in trait composition. Location South-western Central African Republic. Methods We used inventory data on 90 dominant tree species (72% of the stems ≥ 30 cm d.b.h.) in 15,420 plots (each 0.5 ha) distributed over an 8300-km2 mosaic of primary and secondary forests on contrasting clay and sandy soils. We gathered data on six traits: dispersal mode, nitrogen fixation, deciduousness, leaf area, wood density and maximum diameter. After validation with historical information, we used a successional index based on pioneer proportion to assess variations in trait composition, and in α- and β-diversity, in forest succession, and within and between soil types. Results Taxonomic and functional dissimilarities between clay and sandy soils decreased continuously during forest succession. Within soil types, early-successional communities had a low taxonomic but relatively high functional α-diversity. At the landscape scale, β-diversity was higher among earlier successional stages, except in rich soils where taxonomic β-diversity was high throughout the succession. Mean values for all traits, except leaf area, showed marked variations during forest succession in both soil types. Main conclusions The effect of soil type on community composition declines during succession, suggesting that the relative importance of neutral processes is higher in mature forests. Successional pathways were fairly similar in both soil types: disturbances reduced taxonomic diversity locally and enhanced β-diversity between sites, probably because the disturbances varied in type. Researchers across disciplines have struggled to understand the entanglement of human-environment relationships. Nowhere are these entanglements more evident than among human communities situated within protected areas. These communities often rely on natural resources, such as wildlife, as an integral component of daily livelihoods. The success of human livelihood strategies and the continued presence of wildlife hinges upon our ability to understand inherently dependent relationships between animals and humans. Using the bushmeat trade as an entry point, this article draws on theoretical developments in anthropology, specifically mutual ecologies and data-based approaches to wildlife management, to examine relationships between hunters and hunted in the Dzanga-Sangha Dense Forest Reserve (APDS). Since the EU’s Common Security and Defence Policy framework became operational in 2003, the Union has undertaken more than 20 crisis management operations. The drivers behind this activity remain debated. This article proposes a fresh interpretation based on governmental interests as defined by domestic political risks and opportunities. It argues that EU governments have tailored Common Security and Defence Policy action so as to satisfy domestic audiences. By way of illustration, this article examines the most ambitious Common Security and Defence Policy operation to date, the EU Force mission in Chad and the Central African Republic, as well as a deliberate non-intervention in a comparable case, in the eastern Democratic Republic of Congo in late 2008. By analysing the positions of the most relevant EU governments in each respective case, this article demonstrates how they corresponded to domestic political logic. Drawing on some 20 interviews with policy-makers, this article provides a theoretical account explaining the motives behind Common Security and Defence Policy decision-making rooted in original empirical evidence. The explanation for the haphazard pattern of Common Security and Defence Policy operations thus far can be found in the link between domestic politics and EU crisis management operations. Background Rapid diagnostic tests (RDTs) are the current complement to microscopy for ensuring prompt malaria treatment. We determined the performance of three candidate RDTs (ParacheckTMPf, SD Bioline malaria Ag-Pf and SD Bioline malaria Ag-Pf/pan) for rapid diagnosis of malaria in the Central African Republic. Methods Blood samples from consecutive febrile patients who attended for laboratory analysis of malaria at the three main health centres of Bangui were screened by microscopy and the RDTs. Two reference standards were used to assess the performance of the RDTs: microscopy and, a combination of microscopy plus nested PCR for slides reported as negative, on the assumption that negative results by microscopy were due to sub-patent parasitaemia. Results We analysed 436 samples. Using the combined reference standard of microscopy + PCR, the sensitivity of ParacheckTM-Pf was 85.7% (95% CI, 80.8–89.8%), that of SD Bioline Ag-Pf was 85.4% (95% CI, 80.5–90.7%), and that of SD Bioline Ag-Pf/pan was 88.2% (95% CI, 83.2–92.0%). The tests performed less well in cases of low parasitaemia; however, the sensitivity was > 95% at > 500 parasites/μl. Conclusions Overall, SD Bioline malaria Ag-Pf and SD Bioline malaria Ag-Pf/pan performed slightly better than ParacheckTM-Pf. Use of RDTs with reinforced microscopy practice and laboratory quality assurance should improve malaria treatment in the Central African Republic. [ABSTRACT FROM AUTHOR]

The invasive Asian tiger mosquito Aedes albopictus (Diptera: Culicidae) was first reported in central Africa in 2000, in Cameroon, with the indigenous mosquito species Ae. aegypti (Diptera: Culicidae). Today, this invasive species is present in almost all countries of the region, including the Central African Republic (CAR), where it was first recorded in 2009. As invasive species of mosquitoes can affect the distribution of native species, resulting in new patterns of vectors and concomitant risk for disease, we undertook a comparative study early and late in the wet season in the capital and the main cities of CAR to document infestation and the ecological preferences of the two species. In addition, we determined the probable geographical origin of invasive populations of Ae. albopictus with two mitochondrial DNA genes, COI and ND5. Analysis revealed that Ae. aegypti was more abundant earlier in the wet season and Ae. albopictus in the late wet season. Used tyres were the most heavily colonized productive larval habitats for both species in both seasons. The invasive species Ae. albopictus predominated over the resident species at all sites in which the two species were sympatric. Mitochondrial DNA analysis revealed broad low genetic diversity, confirming recent introduction of Ae. albopictus in CAR. Phylogeographical analysis based on COI polymorphism indicated that the Ae. albopictus haplotype in the CAR population segregated into two lineages, suggesting multiple sources of Ae. albopictus. These data may have important implications for vector control strategies in central Africa. In addition, we explored the geographical origin of populations of Ae. albopictus with two mitochondrial DNA genes (COI and ND5). We demonstrate that Ae. aegypti predominates early and Ae. albopictus late in the wet season. Ae. albopictus was the most prevalent species in almost all the sites investigated, except Bouar, where only Ae. aegypti was found, suggesting that Ae. albopictus tends to supplant Ae. aegypti in sympatric areas. Mitochondrial DNA analysis revealed broad low genetic diversity, confirming recent introduction of Ae. albopictus. Jean-Pierre Bemba is on trial before the International Criminal Court (ICC) based on the legal theory of command responsibility for crimes allegedly committed by Congolese soldiers deployed in the Central African Republic (CAR) at the request of the country’s President Ange-Félix Patassé during the 2002–2003 conflict. Various ICC actors, including prosecutors, judges, witnesses, defense lawyers and victim representatives, have uncritically adopted the term ‘Banyamulenge,’ ordinarily an ethnonym for an eastern Congolese community, to refer to the purported perpetrators of these crimes. This article digs into the origins of the collective labeling of Bemba’s combatants in the CAR. It also examines the possible impact that negative narratives associated with Banyamulenge in the Bemba case may have on the already explosive identity politics in (eastern) Democratic Republic of Congo. Does United Nations peacekeeping protect civilians in civil war? Civilian protection is a primary purpose of UN peacekeeping, yet there is little systematic evidence for whether peacekeeping prevents civilian deaths. We propose that UN peacekeeping can protect civilians if missions are adequately composed of military troops and police in large numbers. Using unique monthly data on the number and type of UN personnel contributed to peacekeeping operations, along with monthly data on civilian deaths from 1991 to 2008 in armed conflicts in Africa, we find that as the UN commits more military and police forces to a peacekeeping mission, fewer civilians are targeted with violence. The effect is substantial-the analyses show that, on average, deploying several thousand troops and several hundred police dramatically reduces civilian killings. We conclude that although the UN is often criticized for its failures, UN peacekeeping is an effective mechanism of civilian protection. [ABSTRACT FROM AUTHOR]

The article presents a practical tool that can assure comparable metrics for the age of forest elephants at the Dzanga Clearing in the Central African Republic. It mentions that reliable individual identification was facilitated by making an identity card as every individual was encountered, recording physical features such as pattern of ear tears and sex. It states that adult males and females older than 40 years averaged 2.32 meters (m) and 1.97 m, respectively.

This article explores the politics of roadblocks in the northeastern reaches of the Central African Republic. Over the past 30 years, roadblocks have become widespread in this area of extremely minimal state institutional presence; they are one symptom of broader processes of militarization. Building on work that sees the state as a set of practices with 'magical' effects, I foreground the unpredictability and negotiation that characterize roadblock encounters to show how they challenge the dominant theories of governance in 'stateless' spaces. Though roadblock workers invoke the idea of the all-powerful state in order to qualify themselves with authorities to dispossess travelers, their practices end up strengthening noncentralized modes of rule, and particularly quests for personal profit. A review is presented of the ticks of the Central African Republic (C.A.R.), based on unpublished data and a literature review. We consider as established in the C.A.R. two species of Argasidae (one species of each of the genera Carios and Ornithodoros) and 49 species of Ixodidae: 5 Ixodes, 11 Amblyomma, 2 Dermacentor, 9 Haemaphysalis, 4 Hyalomma, and 18 Rhipicephalus species, 3 of which belong to the subgenus Boophilus. Two of these species, one Amblyomma and one Dermacentor, may by now have disappeared from the country together with their hosts, the black and white rhinoceroses. Moreover, four other species of Ixodidae have been recorded, but are not necessarily established in the country, and 6 species of Ixodidae have apparently been reported incorrectly; the data for the occurrence of three other species of Ixodidae are uncertain. Rhipicephalus species in the C.A.R. present the greatest difficulties in identification, on the one hand because of uncertainties in taxonomy, particularly in the capensis group, on the other hand because of individual variability, which means that individual specimens cannot always be reliably identified to species. Examining the dissected and cleared gonopore structure of females helps, but is very time-consuming where large numbers are involved. Some of the species of the genus Haemaphysalis are also difficult to identify with certainty. There are only a few species of Hyalomma in the country. We revised also some old records of ticks in C.A.R., which we consider as unreliable and should be disregarded because of subsequent changes in taxonomy and nomenclature, unless the material is still available for examination. Background: Passively acquired maternal antibodies are necessary to protect infants against circulating measles virus until they reach the eligible age of vaccination. Likewise, high levels of population immunity must be achieved and maintained to reduce measles virus transmission. This study was undertaken to (1) assess the presence of maternally acquired measles-specific IgG antibodies among infants less than 9 months of age in Bangui, Central African Republic and (2) determine the immune status of vaccination-age children and the concordance with reported vaccination status. A secondary objective was to describe the presence of rubella-specific IgG antibody in the study population.Methods: Vaccination history and blood samples were collected from 395 children using blotting paper. Samples were analyzed for the presence of measles-specific IgG antibodies using commercial ELISA kits.Results: Measles-specific IgG antibodies were detected in 51.3% of vaccinated children and 27.6% of non-vaccinated children. Maternally derived measles IgG antibodies were present in only 14.8% of infants aged 0-3 months and were absent in all infants aged 4-8 months. The presence of IgG-specific measles antibodies varied among children of vaccination age, from 57.3% for children aged 9 months to 5 years, to 50.6% for children aged 6-9 years and 45.6% for chidren aged 10 years and above. The overall prevalence of rubella-specific IgG was 55.4%, with a high prevalence (87.4%) among children over 10 years of age.Conclusion: The findings suggest that despite efforts to accelerate measles control by giving a second dose of measles vaccine, a large number of children remain susceptible to measles virus. This article analyses the European Union's (EU's) largest European Security and Defence Policy (ESDP) military mission outside Europe to date; Eufor Tchad/RCA was a 3700-strong force involving personnel from 23 states, deployed to Chad and the Central African Republic for 12 months from March 2008. Far from this mission achieving EU 'supremacy' or projecting an 'imperial' reach, an evaluation of its objectives and achievements reveals acute limitations in the EU's ability to project power. The article analyses the context in which Eufor was conceived and deployed. It notes that the mission's weaknesses, like those of the United Nations mission to whom the EU transferred its security role in 2009, reflected its convoluted origins and objectives. Finally, the article examines whether the EU as a unitary actor has the desire or the ability to 'replace' individual European nations--in this case France--in their post-colonial military and 'humanitarian' roles in sub-Saharan Africa. The following is a population-based survey of the Central African Republic (CAR) female refugee population displaced to rural Djohong District of Eastern Cameroon and associated female Cameroonian host population to characterise the prevalence and circumstances of sexual violence. A population-based, multistage, random cluster survey of 600 female heads of household was conducted during March 2010. Women heads of household were asked about demographics, household economy and assets, level of education and sexual violence experienced by the respondent only. The respondents were asked to describe the circumstances of their recent assault. The lifetime prevalence of sexual violence among Djohong district female heads of household is 35.2% (95% CI 28.7–42.2). Among heads of household who reported a lifetime incident of sexual violence, 64.0% (95% CI 54.3–72.5) suffered sexual violence perpetrated by their husband or partner. Among the host population, 3.9% (95% CI 1.4–10.5) reported sexual violence by armed groups compared to 39.0% (95% CI 25.6–54.2) of female refugee heads of household. Women who knew how to add and subtract were less likely to report sexual violence during their lifetime (OR 0.16, 95% CI 0.08–0.34). This article analyses how the security sector reform (SSR) process in the Central African Republic was defined and implemented between 2008 and 2010, putting emphasis on the interactions between national and international actors. It advocates an approach which consists of expanding the agenda of the traditional multilevel governance approach and which seeks to seize both the top-down and the bottom-up dynamics of decision-making processes. The first objective is to capture the sets of actors and procedures which drove the reform process, and to map out the various levels of government at which decisions are made. Secondly - and more fundamentally - the article aims to capture the intermingling of domestic and international decision-making processes, which increasingly overlap and interfere with each other in Southern countries. Background: During 2010, a community-based, sentinel site prospective surveillance system measured mortality, acute malnutrition prevalence, and the coverage of a Médecins Sans Frontières (MSF) intervention in four sous-préfectures of Lobaye prefecture in southwestern Central African Republic. We describe this surveillance system and its evaluation. Methods: Within 24 randomly selected sentinel sites, home visitors performed a census, weekly demographic surveillance of births, deaths, and in- or out-migration, and weekly anthropometry on a sample of children. We evaluated the system through various methods including capture-recapture analysis and repeat census. Results: The system included 18,081 people at baseline. Over 32 weeks, the crude death rate was 1.0 (95% confidence interval [CI]: 0.8-1.2) deaths per 10,000 person-days (35 deaths per 1,000 person-years), with higher values during the rainy season. The under-5 death rate was approximately double. The prevalence of severe acute malnutrition (SAM) was 3.0% (95% CI: 2.3-4.0), almost half featuring kwashiorkor signs. The coverage of SAM treatment was 29.1%. The system detected >90% of deaths, and >90% of death reports appeared valid. However, demographic surveillance yielded discrepancies with the census and an implausible rate of population growth, while the predictive value of SAM classification was around 60%. Discussion: We found evidence of a chronic health crisis in this remote region. MSF's intervention coverage improved progressively. Mortality data appeared valid, but inaccuracies in population denominators and anthropometric measurements were noted. Little attention has been paid to the factual contribution of the state’s security forces to the physical security of African citizens. Reports about security forces adding to a widespread insecurity are frequent: the protectors become violators, and their appearance causes fear, not security. In many African crisis countries the realization of better security forces appears to be an elusive goal, either because violent conflicts are not definitively settled and therefore do not allow for decent reform or because a lack of capacity as a result of material constraints is not easy to remedy. Above all, the political will of governments to reform their security forces, including their composition and structure, is often limited. This contribution compares the security provision by official forces in Liberia and the Central African Republic, two extreme cases of strong and weak international involvement, respectively, in postconflict security-sector reform. We compared paired plasma and dried blood spot (DBS) samples from 54 HIV-1-treated children living in Bangui, Central African Republic, for antiretroviral-resistance-associated mutations. All children displayed virological failure (HIV-1 RNA >3.70 logcopies/ml). Testing for resistance genotype was carried out in a reference laboratory in Paris, France. A successful test result was obtained in 54 (100%) plasmas and 25 DBSs (46%). Among the 732 resistance-associated mutations analyzed, 718 were identical, leading to a high concordance rate of 98.1%. Genotypic resistance tests on DBS samples were found to be highly feasible and accurate in a foreign reference laboratory, but with additional costs for shipping and decreased sensitivity. However destabilizing illegitimate regime changes are for Africa, they have not caused China to change its policies. Examining five coups that occurred in Africa between 2003 and 2010, this article argues that China did not see the coups as major threats to its interests, but accepted instability as a part of doing business in Africa. China remained sceptical of democracy as an antidote to instability and deeply distrusted the effort of Western countries to promote liberal political standards. China therefore continued to display conservative self-restraint, a preference for unilateralism, and a pragmatic mercantilist policy intended to strengthen its economic presence. Background: Loiasis is a major obstacle to ivermectin treatment for onchocerciasis control and lymphatic filariasis elimination in central Africa. In communities with a high level of loiasis endemicity, there is a significant risk of severe adverse reactions to ivermectin treatment. Information on the geographic distribution of loiasis in Africa is urgently needed but available information is limited. The African Programme for Onchocerciasis Control (APOC) undertook large scale mapping of loiasis in 11 potentially endemic countries using a rapid assessment procedure for loiasis (RAPLOA) that uses a simple questionnaire on the history of eye worm. Methodology/Principal Findings: RAPLOA surveys were done in a spatial sample of 4798 villages covering an area of 2500×3000 km centred on the heartland of loiasis in Africa. The surveys showed high risk levels of loiasis in 10 countries where an estimated 14.4 million people live in high risk areas. There was a strong spatial correlation among RAPLOA data, and kriging was used to produce spatially smoothed contour maps of the interpolated prevalence of eye worm and the predictive probability that the prevalence exceeds 40%. Conclusion/Significance: The contour map of eye worm prevalence provides the first global map of loiasis based on actual survey data. It shows a clear distribution with two zones of hyper endemicity, large areas that are free of loiasis and several borderline or intermediate zones. The surveys detected several previously unknown hyperendemic foci, clarified the distribution of loiasis in the Central African Republic and large parts of the Republic of Congo and the Democratic Republic of Congo for which hardly any information was available, and confirmed known loiasis foci. The new maps of the prevalence of eye worm and the probability that the prevalence exceeds the risk threshold of 40% provide critical information for ivermectin treatment programs among millions of people in Africa. Loiasis has recently emerged as a disease of public health importance when neurologic serious adverse events (SAEs) were reported in individuals with high L. loa microfilaraemia after ivermectin treatment. This had a negative impact on the control of onchocerciasis and lymphatic filariasis in areas of co-endemicity with loiasis. The origin of concessionary politics that shape forest use and management in equatorial Africa can be traced to precolonial and colonial practices. Yet these political processes are constantly being reinvented, and their consequences for ecological and social systems reach far into the future. Gleaned from fieldwork among residents of a protected area and logging zone in Central African Republic (CAR), this concept relates village-level analysis of traditional governance to national and international adoptions of legal concessions of land for the management of natural resources. Constituted through specific phases of prospecting, delimiting, and negotiating control over labor and territory, concessions can be characterized by particular cultural practices: negotiation at local or regional levels of con- cessionary rights that have been formally ceded at a national level; patron-client relationships involving expatriates and/or traditional authorities that mediate or even replace governance by the nation-state; and fields of territorialized identity politics that tend toward relationships of rivalry and alliance across groups for redistribution of wealth through services, gifts, and performances of collective contestation or celebration. Through interpretive analysis of a national holiday celebration in CAR, I explore the legacies and transformations in concessionary politics shaping conservation and logging in that region more broadly and consider their implications for changing environmental governance in equatorial Africa. Background: Measuring human rights violations is particularly challenging during or after armed conflict. A recent nationwide survey in the Central African Republic produced estimates of rates of grave violations against children and adults affected by armed conflict, using an approach known as the "Neighborhood Method". Methods: In June and July, 2009, a random household survey was conducted based on population estimates from the 2003 national census. Clusters were assigned systematically proportional to population size. Respondents in randomly selected households were interviewed regarding incidents of killing, intentional injury, recruitment into armed groups, abduction, sexual abuse and rape between January 1, 2008 and the date of interview, occurring in their homes' and those of their three closest neighbors. Results: Sixty of the selected 69 clusters were surveyed. In total, 599 women were interviewed about events in 2,370 households representing 13,669 persons. Estimates of annual rates of each violation occurring per 1000 people in each of two strata are provided for children between the ages of five and 17, adults 18 years of age and older and the entire population five years and older, along with a combined and weighted national rate. The national rates for children age five to 17 were estimated to be 0.98/1000/year (95% CI: 0.18 - 1.78) for recruitment, 2.56/1000/year (95% CI: 1.50 - 3.62) for abduction, 1.13/1000/year (95% CI: 0.33 - 1.93) for intentional injury, 10.72/ 1000 girls/year (95% CI: 7.40 - 14.04) for rape, and 4.80/1000 girls/year (95% CI: 2.61 - 6.00) for sexual abuse. No reports of any violation against a person under the age of five were recorded and there were no reports of rape or sexual abuse of males. No children were reported to have been killed during the recall period. Rape and abduction were the most frequently reported events. Conclusions: The population-based figures greatly augment existing information on human rights violations in CAR, and represent a step forward in quantifying the protection needs of Central Africans. Government, donors, and international organizations should make use of this data to better inform advocacy, prevention, and response programs, to assist in fundraising, and to develop surveillance activities to monitor child protection concerns. Background: Outbreaks of hepatitis E frequently occur in tropical developing countries during the rainy season due to overflowing drains, short-circuiting of networks of clean water and use of contaminated water from wells. Hepatitis E virus (HEV) infections are usually accompanied by general symptoms of acute liver disease. This study was conducted to define the clinical and epidemiological aspects of the HEV outbreak that occurred in May 2004 in Bangui. Methods: Blood samples were collected from 411 patients aged 1-87 years, most of whom presented with jaundice, asthenia or signs of uncomplicated malaria, for a transversal study from June 2004 to September 2005. Patients were recruited at 11 health care centres, including two referral hospitals, after they had given informed consent. The diagnosis of HEV was made with a commercial ELISA test to detect IgM and/or IgG antibodies. HEV RNA was amplified by RT-PCR to confirm the presence of the viral genome. Results: The most frequent clinical signs found were jaundice (93.4%), vomiting (50.7%), hepatalgia (47.4%), hepatomegaly (30.9%) and asthenia (26.8%), which are the general clinical signs of hepatic disease. Acute hepatitis E was found in 213 patients (51.8%) who were positive for HEV IgM antibodies. The IgG anti-HEV seroprevalence during this outbreak was high (79.5%). The age group 18-34 years was more frequently infected (91.2%) than those aged 1-17 (78.0%) or over 34 (64.9%) (p < 10-6). RT-PCR performed on 127 sera from the 213 IgM-HEV-positive patients was amplified, and the presence of the viral genome was found in 65 samples. Conclusion: Although no specific clinical signs exist for hepatitis E infection, people presenting with jaundice, vomiting, hepatalgia, asthenia, hepatomegaly or distended abdomen with no signs of uncomplicated malaria in tropical developing countries should be sent to a laboratory for testing for hepatitis E. The article offers information on a research conducted to determine the efficacy of treatment of skin yaws lesions by benzathinebenzylpenicillin, in pygmy population in Lobaye, Central African Republic. It is mentioned that yaws is a bacterial infectious disease affecting both skin and bones and is caused by Treponema pallidum pertenue. The disease is endemic in nature and is common in pygmies. It is informed that a cohort analysis was conducted among 243 patients in Lobaye. Also, the advanced stages of the disease are characterized by painful palmoplantar hyperkeratosis and keratoderma. It is observed that the healing rate of lesions on treating with benzathinebenzylpenicillin for five months was 95.9 percent.

Sex differences in physical and indirect aggression have been found in many societies but, to our knowledge, have not been studied in a population of hunter-gatherers. Among Aka foragers of the Central African Republic we tested whether males physically aggressed more than females, and whether females indirectly aggressed more than males, as has been seen in other societies. We also tested predictions of an evolutionary theory of physical strength, anger, and physical aggression. We found a large male bias in physical aggression. Controlling for anger, we found an adult female bias in indirect aggression. Physical strength predicted anger, which predicted hitting, although results were sensitive to the inclusion or exclusion of traditional healers, who were physically and emotionally distinct from other Aka. With some important caveats, our results generally support the predicted sex differences in physical aggression and indirect aggression, and the predicted relationships among anger, strength, and aggression.
