This report discusses the social, economic, and human implications of plant shutdowns. As part of the data gathering process, personal interviews were held with civic leaders, company representatives, union leaders, and workers in order to gain insight into the causes and effect of the closing of plants. Sections of the report cover topics such as: (1) Four Major Industries: An Overview, (2) Reactions From Four Industrial Communities, (3) The Psychological Effect of Plant Shutdown and Unemployment On The Workers, (4) Impact of Industry On the Community and On Employment, (5) The Contribution of Collective Bargaining To Adjustment To Technological Change and Plant Shutdown, (6) The Guaranteed Annual Income, and (7) Legislation On Plant Shutdown, Termination of Employment and Layoff In Ontario, Quebec, and The Federal Jurisdiction. Also included are 18 specific proposals for dealing with the problems associated with plant shutdowns. (JS)

The purpose of this paper is to describe the changing nature of educational planning and administration, thereby removing much of the semantic confusion surrounding these terms. At the same time, the authors emphasize the need for educational institutions to identify explicitly their objectives and activities in these two fields. The paper also attempts to describe more accurately the concept of educational planning by relating several educational issues to the strategic, tactical, and operational planning levels. A brief evaluation of past and emerging needs of research in teacher manpower is provided. (Author)

Canadian Indians face the threat of a loss of their once rich resources of fish, fur, and game as undeveloped lands are filling with tourists and new populations. Public awareness of this social problem has produced governmental loans and grants for business undertaking which require some training of recipients to make productive use of the available financial aid. Designed to assist people of Indian ancestry who are interested in preparing for jobs as owner-managers of their own businesses or for management positions with businesses owned by their band councils, cooperative and others, this brochure contains the rationale, content and instructional methodology utilized in a management course for small businessmen which was developed by the Training Research and Development Station. Subject areas covered include: (1) management process, (2) marketing, (3) finance, accounting and bookkeeping, (4) personnel management, (5) business law, (6) personal finance, (7) business communication, (8) production management, and (9) office procedures. This paper describes a computer model that was developed for use to predict the effects of operating the universities in the province of Ontario on a year round basis. The apparent advantage in going to year round operation of universities is the saving in capital costs of buildings and other facilities. This can be achieved because the student enrollment is spread more evenly over the twelve month year and therefore fewer students are in attendance at any one time. The disadvantage of year round operation is the increase in operational costs due to increased instruction costs associated with offering courses year round and also other costs associated with opening the university facilities all year. Whether any particular program of year round operation results in a net saving over the standard two term program depends on many factors and is the purpose of this model. This study was undertaken on behalf of the Ontario Commission on Post Secondary Education. The paper describes how key variables were identified, the method of analysis and the important conclusions derived from the results of the model. Particular attention is given to the problems encountered in obtaining data and how these problems were overcome by using a parametric approach. This allowed a sensitivity analysis to be performed whereby key variables were assigned different values and the sensitivity of the costs to these changes was observed. (Author)

The educational operations for children in the Northwest Territories and for Eskimos in Arctic Quebec are presented in this review of the 1964-65 school year. This publication, the second annual report of the Education Services Division of the Department of Northern Affairs and National Resources, lists as one of its goals the preparation of young people to live and work with others and to earn a livelihood either in the north or in the provinces. In keeping with this goal, it is reported that vocational education programs and special projects pertaining to financial aid and scholarships have been instituted. The administrative organization of the Education Services Division is presented, along with information on school administration, curriculum planning, school services, finances, enrollment, teacher training and qualifications, and construction programs. The educational operations in the Northwest Territories and Arctic Quebec are presented in this 1963-64 Annual Report of the Education Division of the Department of Northern Affairs and National Resources. Stated educational objectives of the department are (1) to provide a basic elementary and secondary education for all children in the Northwest Territories and vocational and adult education for those beyond school age and (2) to have all children in the Northwest Territories and all Eskimo and Indian children in Arctic Quebec in school by 1969 or 1970. The document contains sections on administrative functions of the Education Division, educational expenditures, teacher qualifications, curriculum planning, vocational and adult education, school services, and enrollment statistics. Information on the educational growth of, and present operations for, students in the Northwest Territories and for Eskimo and Indian students in Arctic Quebec is presented in this annual review for 1965-1966. Administrative concerns of the school system are given, along with a look at curricular innovations. The vocational education program is reviewed, and a graph compares vocational training outside the Northwest Territories with that inside the territory. The adult education program, school services, and construction programs are also discussed. Charts and tables provide supporting statistical data. (BD)

Models are one of the tools of operation research which may have applications in the library field. This study is an attempt to establish a simple model for administrative purposes in a university library system. Two measures of a university library system were studied: (1) the cost of adding a volume to the collection and (2) the use of the collection on a per capita basis. The present study requires further analysis prior to computer manipulation and before full-scale models can be developed for solutions to decision-making problems, the development of considerable new data is required. As the first of 2 volumes of a survey of contemporary (1966) economic, political, and educational needs of Indians of Canada, this study viewed the difficulties Indians have faced economically and politically. The study took over 2 years to complete, and over 40 scholars participated using interviews, firsthand observations, and questionnaires to gather data. It was noted that personal disorganization is the explanation for the Indian's failure to develop economically, which results in his failure to adjust to the dominant culture. Lack of economic development was reported as the overriding problem confronting the Canadian Indian. The document also viewed the argument of the Indian's right to citizenship status. It was recommended that sources of action be provided which would be profitable for the Indian in terms of improving his position to make his choice in life. The statement presented by Jean Chretien, Minister of Indian Affairs of Canada, to the Twenty-eighth Parliament declares that government policies must lead to full, free, and nondiscriminatory participation of the Indians in Canadian society. It is noted that, in the past, Indians in isolated communities and in the cities have suffered from poverty. As reported, the discrimination which affects the Indians is compounded with a legal status which sets them apart from the main society; therefore, the government of Canada is seeking a partnership among the Indians, the governments of provinces, the communities, and the Canadian government to achieve equality for the Indians through cooperation. The historical background of the Indian problem, which is said to press heavily on the Indian people, is discussed as well as the recommendation for a new policy toward the Indians. The new policy is directed at such tasks as removing legislative and constitutional bases of discrimination, promoting recognition of the unique contribution of Indian culture to Canadian society, and transferring control of Indian lands to Indian people. Forty case studies made by research teams of independents or governmental agencies in Austria, Canada, France, Germany, Norway, Sweden, United Kingdom, and the United States were analyzed to provide managements and trade unions with illustrations of present systems of technical and manpower changes at the enterprise level and to describe the methods used. The material (1) draws upon a general body of literature dealing with the manpower aspects of technical change for comparison with the case studies, (2) analyzes the various types of economic change which confronted the firms and organizations, (3) studies the organizational forms of manpower planning and assesses their relevance to the problems which arose, (4) discusses the various adjustment procedures which were used, and (5) considers the role of worker consultation in manpower planning. It was concluded that procedures for coordination of technical change are possible without undue interference or costly adaptation programs and are necessary to prevent losses in production and overhead costs. The coordination should be organized in advance and on a long-term basis rather than improvised as the need arises. The appendix contains 29 case studies which are presented in "Technical Changes and Manpower Planning: Coordination at Enterprise Level." (VT 006 379). (HC)

The 29 case studies in this report seek to define the policies and practices followed by firms in programing technological change and manpower adjustments. The purpose of the report is to make these policies and practices more broadly known and to extend the range of effective adjustments provided by individual managements. The inquiries were conducted and reports prepared through the use of a "Guide for Case Analysis" (appended to the introduction) which was developed by the participating countries including Austria, Canada, France, The Federal Republic of Germany, Norway, Sweden, The United Kingdom, and The United States. The cases were selected to represent a wide variety of types of changes, industries, and firms. Representative case studies are (1) "Integrating Two Foundries" (Austria), (2) "Introduction of Electronic Data Processing in a Canadian Insurance Company," (3) "Concentration in a Nationalized Industry" (France), (4) "Data Processing and Manpower Savings in Public Administration" (Federal Republic of Germany), (5) "Rationalisation of the Norwegian Customs Service," (6) "Administrative Reorganisation of the Swedish State Railways," (7) "Modernisation and Shift Work in a Cotton Mill" (United Kingdom), and (8) "Halving the Work Force in a United States Petroleum Refinery." The Department of Indian Affairs and Northern Development Commissioned this study by the Canadian Welfare Council to examine child care programs in residential schools relative to their effect on the adaptation (present and projected) and adjustment of Indian students. Specific research variables were: (1) the institution, which was subdivided into factors of physical conditions, methods of discipline, program, and administration; (2) adaptation, with regard to the dominant culture and the reservation Indian culture; and (3) adjustment, measured in terms of attitudes and aspirations. The sample was selected from Indian children in grades 5 to 12 in the 9 residential schools in Saskatchewan. It was found that (1) admission procedures throughout the schools were far from standardized, (2) the personal adjustment of the Indian children was below normal, (3) the schools uniformly failed to meet the individual needs of the students, (4) the schools have become isolated from the reservations they serve, (5) there existed no systematic evaluation of the over-all program of the residential schools, and (6) there was a definite need for a manual of personnel policies and practices.
