With increasing levels of complexity, bulging statute books and pleas for simplification, the 1990s saw three Commonwealth jurisdictions pursue similar, yet deceptively different, paths towards the intended outcome of tax law simplification. Retaining the underlying core concepts and with minimal critical examination of tax policy processes, Australia, New Zealand and the United Kingdom embarked upon three journeys towards their (arguably) Utopian goals of tax law simplification through rewriting their tax legislation. New Zealand and the United Kingdom have finished' their 'marathon' projects (receiving, in the Olympian parlance, the 'gold' and 'silver', respectively), while Australia is closing in on the 'bronze' with an aspirational (but now unachievable) target of completing their project in 2013. This paper will build upon prior research by examining the journeys of these three countries, focussing on the 'flaws ', inherent to varying degrees, in their roadmaps for their respective marathon journeys. It also highlights a number of the memorable milestones, with the view of offering perspectives on their various 'successes ' and failures'. Furthermore, the paper will contemplate the question ' Where to from here? ' for each country. While it would be unfair to suggest that the manner in which the three rewrite projects were structured could only at best produce something akin to fool's gold' without working towards effective simplification, the act of seeking to turn silver into gold is usually tax alchemy, even if the result may glisten that little bit more! The Internet of Things (IoT) is expanding rapidly and can potentially be a huge data source. This study aimed to close the knowledge gap about possible IoT applications in health care. English-language academic publications from the Web of Science (WoS) were used for the present study. Bibliometric networks were used to analyze pertinent publications to examine the connections between authors, nations, and affiliations. Papers on digital health care have been published in more than 1195 sources, among which the most popular was the Journal of Medical Internet Research. Six top institutions were from the Netherlands, making the Vrije Universiteit Amsterdam the most productive institution after Australia and England. This study provides an overview of IoT-related research conducted in digital health care, helping academic researchers, policymakers, and practitioners to better understand the development of digital health care research. Background: There are meaningful gaps in equitable access to Primary Health Care (PHC), especially for vulnerable populations after widespread reforms in Western countries. The Innovative Models Promoting Access-to-Care Transformation (IMPACT) research program is a Canadian-Australian collaboration that aims to improve access to PHC for vulnerable populations. Relationships were developed with stakeholders in six regions across Canada and Australia where access-related needs could be identified. The most promising interventions would be implemented and tested to address the needs identified. This realist review was conducted to understand how community coalition and outreach (e.g., mobile or pop-up) services improve access for underserved vulnerable residents. Objective: To inform the development and delivery of an innovative intervention to increase access to PHC for vulnerable populations. Methods: A realist review was conducted in collaboration with the Local Innovative Partnership (LIP) research team and the IMPACT research members who conducted the review. We performed an initial comprehensive systematic search using MEDLINE, EMBASE, PsycINFO, and the Cochrane Library up to October 19, 2015, and updated it on August 8, 2020. Studies were included if they focused on interventions to improve access to PHC using community coalition, outreach services or mobile delivery methods. We included Randomized Controlled Trials (RCTs), and systematic reviews. Studies were screened by two independent reviewers and the Reach, Effectiveness, Adoption, Implementation, and Maintenance (RE-AIM) framework was used for data extraction and framework analysis to obtain themes. The LIP research team was also allowed to suggest additional papers not included at screening. Results: We included 43 records, comprising 31 RCTs, 11 systematic reviews, and 1 case control study that was added by the LIP research team. We identified three main themes of PHC interventions to promote access for vulnerable residents, including: 1) tailoring of materials and services decreases barriers to primary health care, 2) services offered where vulnerable populations gather increases the "reach" of the interventions, 3) partnerships and collaborations lead to positive health outcomes. In addition, implementation designs and reporting elements should be considered. Conclusion: Realist reviews can help guide the development of locally adapted primary health care interventions. Background: Computer‐based assessment allows for the monitoring of reader behaviour. The identification of patterns in this behaviour can provide insights that may be useful in informing educational interventions. Objectives: Our study aims to explore what different patterns of reading activity exist, and investigates their interpretation and consistency across different task sets (units), countries, and languages. Three patterns were expected: on‐task, exploring and disengaged. Methods: Using log data from the PISA 2012 digital reading assessment (9226 students from seven countries), we conducted hierarchical cluster analyses with typical process indicators of digital reading assessments. We identified different patterns and explored whether they remained consistent across different units. To validate the interpretation of the identified patterns, we examined their relationship to performance and student characteristics (gender, socio‐economic status, print reading skills). Results and Conclusions: The results indicate a small number of transnational clusters, with unit‐specific differences. Cluster interpretation is supported by associations with student characteristics—for example, students with low print reading skills were more likely to show a disengaged pattern than proficient readers. Exploring behaviour tended to be exhibited only once across the three units: It occurred in the first unit for proficient readers and in later units for less skilled readers. Major Takeaways: Behavioural patterns can be identified in digital reading tasks that may prove useful for educational monitoring and intervention. Although task situations are designed to evoke certain behaviours, the interpretation of observed behavioural patterns requires validation based on task requirements, assessment context and relationships to other available information. Lay Description: What is already known about the subject matter?: Students differ in how they read, comprehend and use digital information.Indicators from process data provide insight about how students engage with digital reading tasks. What does this paper add to the subject matter?: Based on multiple process indicators, a small number of clusters indicating different behavioural activity can be distinguished.These clusters can be described as on‐task, passive, hasty, exploring, disengaged, persistent and lost interest.A meaningful interpretation of the clusters must consider the requirements of the underlying tasks. Implications for practice and/or policy: Knowledge of how students engage with digital resources may provide useful feedback for teachers to guide students' learning or intervene when they struggle.Educational monitoring: The high comparability of country‐specific results suggests an invariant set of solution strategies in the digital reading assessment. This paper is a critical systematic literature review of empirical work on creative pedagogies from 1990 to 2018. It responds to the increased international attention being afforded creativity and creative pedagogies in research, policy and practice and examines the evidence regarding creative pedagogical practices and the potential impact of these on students' creativity. The methodology encompassed four stages. Firstly, an educational database keyword search was undertaken and 801 papers identified, manual searches added 12 further papers. Secondly, through applying inclusion/exclusion criteria, 89 papers were identified for closer scrutiny; these papers focused on students aged 0-18 years in formal educational settings and were peer-reviewed reports of empirical work. Thirdly, these papers were subjected to in-depth review and rating, this reduced the included selection to 35 papers. Finally, these papers were subject to further analysis and synthesis. The findings reveal that seven interrelated features characterise creative pedagogical practice, namely generating and exploring ideas; encouraging autonomy and agency; playfulness; problem-solving; risk-taking; co-constructing and collaborating; and teacher creativity. The paper also reveals that the evidence for the impact of these pedagogical practices on students' creativity is inconclusive. It highlights the complexities and challenges of documenting creative pedagogies in the years of formal schooling and concludes with key recommendations and implications for research, policy and practice.

This paper demonstrates how a qualitative methodology can be used to gain novel insights into the demands of wheelchair racing and the impact of particular racing chair configurations on optimal sport performance via engagement with expert users (wheelchair racers, coaches, and manufacturers). We specifically explore how expert users understand how wheels, tires, and bearings impact sport performance and how they engage, implement, or reject evidence-based research pertaining to these components. We identify areas where participants perceive there to be an immediate need for more research especially pertaining to the ability to make individualized recommendations for athletes. The findings from this project speak to the value of a qualitative research design for capturing the embodied knowledge of expert users and also make suggestions for "next step" projects pertaining to wheels, tires, and bearings drawn directly from the comments of participants. Purpose – This paper aims to serve as an introduction to and overview of this special issue of the Journal of Educational Administration entitled "Building organisational capacity in school education". The co-editors have solicited contributions from authors in Wales, Australia, Canada, the USA, England, Hong Kong and New Zealand. Design/methodology/approach – The paper reviews past and contemporary approaches to the issue of capacity building in education and in particular, sustainable capacity building. As well as reviewing key researchers and writers in this field, including their own work, the authors foreshadow and synthesise the other seven papers that make up this special issue. Findings – The paper contends that building capacity in schools and schooling, while no means easy, can be both understood and accomplished. However, caution needs to be exercised because hard-fought gains in capacity building and sustainability can be quickly eroded under the influence of poor leadership or extraneous changes. Practical implications – The paper serves as a framework both for the seven papers that follow and more generally for understanding and conceptualising sustainable school capacity building. Originality/value – The paper performs the function of framing current debates and pressures around sustainable school capacity-building in an international theoretical and practical context. It is a core element in Richard Florida's popular theory on growth to be able to attract the creative class to a geographical area. But Florida is not very specific on which kind of amenities are important for attracting and keeping the creative class. The purpose of this paper is to analyse which kind of cultural activities the creative class is actually using. Which kind of cultural activities does the creative class use more intensively than other groups in society? This paper presents new empirical results on preferences for leisure and culture. Richard Florida's theory can be, and has been, criticised - especially on the issue of causality. Purpose: This study aims to examine peer perceptions of a parent dining in a fast-food restaurant with their child. Design/methodology/approach: A vignette approach was used to explore consumer assumptions and normative data using a four-country online survey of parents, with 1,200 respondents (300 from each of Australia, Canada, the UK and the USA). The study included qualitative and quantitative thematic analyses of the responses. Findings: Family dining in fast-food restaurants was most often associated with an opportunity for family time together (25%), a treat (25%) and an unhealthy food decision (19%). For some, this is a normal meal that should not be judged (11%), for others, this is merely a meal of easy convenience (9%). Fathers, when depicted as the parent in the vignette, were more likely to be praised for spending time with their children, while mothers were more likely to be critiqued for making poor nutritional choices. Respondents from the USA viewed fast-food family dining more favourably than respondents from Australia, Canada or the UK. Social implications: Despite rising obesity in these four countries, only 19% of respondents focused on the unhealthy element of the food choice, suggesting that perhaps this element is not on the forefront of consumer decision considerations. Originality/value: This paper confirms parental peer perception differences, based on gender and country, regarding opinions on a child dining with a parent in a fast-food restaurant. Alternatives to population-based crime rates were first introduced in 1965. Activity-based crime rates derive numerator data from activity-specific crime events, then match these to time spent in the same activities. Activity-based rates can produce a vastly different picture of risk, not captured by population-based rates. Given that numerator and denominator data may be drawn from different sources using different methods, these rates can create a matching challenge. Yet, dramatic results justify that effort. This paper offers new activity-based crime rate calculations for Canada and Australia, then relates these to prior estimates in the USA. Despite data variations among the three nations, activity-based crime rates give us an overall understanding of crime risk not captured by population-based rates. [ABSTRACT FROM AUTHOR]

Stakeholder engagement is increasingly common in health research, with protocols for engaging multiple stakeholder groups becoming normative in patient-centered outcomes research. Previous work has focused on identifying relevant stakeholder groups with whom to work and on working with stakeholders in evidence implementation. This paper draws on the expertise of a team from four countries-Canada, Australia, the UK, and the USA-to provide researchers with practical guidance for carrying out multi-stakeholder-engaged projects: we present a list of questions to assist in selecting appropriate roles and modes of engagement; we introduce a matrix to help summarize engagement activities; and we provide a list of online resources. This guidance, matrix, and list of resources can assist researchers to consider more systematically which stakeholder groups to involve, in what study roles, and by what modes of engagement. By documenting how stakeholders are paired up with specific roles, the matrix also provides a potential structure for evaluating the impact of stakeholder engagement. [ABSTRACT FROM AUTHOR]

Purpose As libraries are required to become more accountable and demonstrate that they are meeting performance metrics, an assessment website can be a means for providing data for evidence-based decision making and an important indicator of how a library interacts with its constituents. The purpose of this paper is to share the results of a review of websites of academic libraries from four countries, including the UK, Canada, Australia and the USA.Design/methodology/approach The academic library websites included in the sample were selected from the Canadian Association of Research Libraries, Research Libraries of the United Kingdom, Council of Australian University Libraries, Historically Black College & Universities Library Alliance, Association of Research Libraries and American Indian Higher Education Consortium. The websites were evaluated according to the absence or presence of nine predetermined characteristics related to assessment.Findings It was discovered that “one size does not fit all” and found several innovative ways institutions are listening to their constituents and making improvements to help users succeed in their academic studies, research and creative endeavors.Research limitations/implications Only a sample of academic libraries from each of the four countries were analyzed. Additionally, some of the academic libraries were using password protected intranets unavailable for public access. The influences of institutional history and country-specific practices also became compelling factors during the analysis.Originality/value This paper seeks to broaden the factors for what is thought of as academic library assessment with the addition of qualitative and contextual considerations. Abstract: Aims: To analyse published ranking tables on academics’ h‐index scores to establish whether male nursing academics are disproportionately represented in these tables compared with their representation across the whole profession. Background: Previous studies have identified a disproportionate representation of UK male nursing academics in publishing in comparison with their US counterparts. Design: Secondary statistical analysis, which involved comparative correlation of proportions. Methods: Four papers from the UK, Canada, and Australia containing h‐index ranking tables and published between 2010–2017, were reanalysed in June 2017 to identify authors’ sex. Pearson's chi‐squared test was applied to ascertain whether the number of men included in the tables was statistically proportionate to the number of men on the pertinent national professional register. Findings: There was a disproportionate number of men with high h‐index scores in the UK and Canadian data sets, compared with the proportion of men on the pertinent national registers. The number of men in the Australian data set was proportionate with the number of men on the nursing register. There were a disproportionate number of male professors in UK universities. Conclusion: The influence of men over nursing publishing in the UK and Canada outweighs their representation across the whole profession. Similarly, in the UK, men's representation in the professoriate is disproportionately great. However, the Australian results suggest that gender inequality is not inevitable and that it is possible to create more egalitarian nursing cultures. [ABSTRACT FROM AUTHOR]

The article presents comments on the study "International Accounting Differences and Their Relation to Share Prices: Evidence from U.K., Australian, and Canadian Firms," by M.E. Barth and G. Clinch, originally published in the Spring 1996 issue of "Contemporary Accounting Research." The author states that Barth and Clinch try to introduce a major innovation through the examination of which accounting measurement rule creates the accounting numbers used by investors in setting prices. The author suggests that accounting methods are chosen that are optimal for the economic environment they are operating in.

Aims To report a systematic review of the psychometric properties of self-report instruments to identify the symptoms of anxiety in pregnancy to help clinicians and researchers select the most suitable instrument. Background Excessive anxiety in pregnancy is associated with adverse birth outcomes, developmental and behavioural problems in infants and postnatal depression. Despite recommendations for routine psychological assessment in pregnancy, the optimal methods to identify anxiety in pregnancy have not been confirmed. Design Psychometric systematic review. Data sources A systematic literature search of the multiple databases (1990-September 2014). Review methods Identification of self-report instruments to measure anxiety in pregnancy using COSMIN guidelines to assess studies reporting a psychometric evaluation of validity and reliability. Results Thirty-two studies were included. Studies took place in the UK, Australia, Belgium, Canada, Germany, Italy, Scandinavia, Spain and the Netherlands. Seventeen different instruments were identified. Measures of validity were reported in 19 papers and reliability in 16. The overall quality of the papers was rated as fair to excellent using the COSMIN checklist. Only one paper scored excellent in more than one category. Conclusion Many instruments have been adapted for use in different populations to those for which they were designed. The State Trait Anxiety Inventory, Edinburgh Postnatal Depression Scale and the Hospital Anxiety and Depression Scale have been tested more frequently than other instruments, yet require further assessment to confirm their value for use in pregnancy. In 2011, in Australia and Canada, two Aboriginal women – Lynette Daley and Cindy Gladue – died in suspicious circumstances suggestive of sexual homicide. At the time of their deaths, little media attention was given to their cases. However, several years later, as their cases progressed through the criminal justice system, the media would become intensely interested and numerous reports were subsequently published. These news stories, however, demonstrated that when colonialism, racism and sexism intersect they result in victims being to apportioned blame for their subsequent deaths. This paper reports on findings from a research project that examined print and online news media from 2011 to 2018, as these cases traversed the criminal court system. It illustrates that, when taken together the colonialism, racism and sexism prevalent in the news reporting served to characterise the victims as unworthy of the public's sympathy. This paper also provides a reflection on what it might take to reform the media's engagement in cases such as these, to achieve a reimagined justice where Aboriginal women's lives are valued and respected as victims of crime. Purpose: This paper presents a study of atmospheric climate impacts on community-level sports clubs' (CLSC) in Australia and Canada, their vulnerability and resilience, and organisational responses. Design/Methods: A qualitative methodology was used with a multiple case research design. Data (interviews, documents) was collected from a sample of 23 CLSC organisations managing grass turf sport fields exposed to climatic extremes in temperate regions of both countries. Findings: CLSCs in both nations experienced vulnerability to climate impacts. Direct damage to playing fields resulted from extreme climate events. Indirect impacts include higher injury risks, interrupted and/or cancelled competitions, insurance risks, plus higher operating and capital costs. Adapted management was evident for water resources, playing turf, and organisational policies. Practical Implications: Provides insights into the changing practice of sport management at the community-level. Research Contribution: The results challenge the assumption that climate is a static and benign resource for sport. This study demonstrates impacts of climate extremes on sport in the northern and southern hemispheres, the potential for adapting sport management practices, and developing resilience. Purpose: This paper aims to conduct the first cross-sectional survey on depression, Resilience, well-being, depression symptoms and concussion levels in equestrian athletes and to assess whether past concussion rates were associated with depression, resilience and well-being. Design/methodology/approach: In total, 511 participants from Canada, Republic of Ireland, UK, Australia and USA took part in an international cross-sectional, online survey evaluating concussion history, depression symptoms, resilience and well-being. Findings: In total, 27.1% of athletes met clinically relevant symptoms of major depressive disorder. Significant differences were shown in the well-being and resilience scores between countries. Significant relationships were observed between reported history of concussion and both high depression scores and low well-being scores. Practical implications: Findings highlight the need for mental health promotion and support in equestrian sport. Social implications: Results support previous research suggesting a need for enhanced mental health support for equestrians. There is reason to believe that mental illness could still be present in riders with normal levels of resilience and well-being. Originality/value: This study examined an understudied athlete group: equestrian athletes and presents important findings with implications for the physical and mental health of this population. Drawing on a review of international literature published between 2005 and 2021, the present article discusses interventions tailored for Indigenous people in vocational education and training. A critical analysis of this literature was carried out to gain a deeper understanding of the scope of these interventions in bolstering success among Indigenous people in vocational education. Three axes of analysis were used to examine 24 academic papers: the interventions featured in these papers, the conception of social justice in education (i.e. equality of place, equality of opportunity, equity and inclusion, and decolonisation) underpinning these interventions, and their effects on success. The findings paint a picture of the relevance and scope of initiatives that can foster Indigenous student success in vocational education and at the same time reveal the limitations of these studies. They also show which conception of social justice in education appears the most promising. The article concludes with a brief discussion of a few fundamental elements that need to be kept in mind when developing initiatives for Indigenous people in vocational education.

Research shows that athletes across levels and sports have been subjected to maltreatment with non-sexualised forms such as psychological abuse and neglect found to be the most common. With the normalisation of many of these forms of abuse occurring in sports, researchers have called for the 'safeguarding' of athletes to focus on prevention through evidence-based education. Yet evidence-based education that teaches about abuse remains limited in the research literature. Further, an examination of educational theory, design considerations and the implications of such applications when applied to learning contexts in sport remains scarce. This paper is the first generated from a project where an online athlete-and coach-led abuse education program was designed, implemented, and evaluated with the purpose of teaching children through to adults (coaches, athletes) about non-sexualised types of abuse, along with the effects of such maltreatment. This paper provides an overview of the educational theory and design considerations, namely Ivor Goodson and Scherto "Gill's" narrative pedagogy and the use of culturally responsive and culturally relevant content, with challenges and possibilities of these applications outlined. Recommendations are then made, based on facilitator and participant feedback which may assist sporting organisations and child protection agencies worldwide when designing, developing, revising, or implementing their own education programs to teach about abuse.

This paper examines the PhD by publication in the humanities and social sciences in US, UK, Canadian and Australian universities. A set of PhDs by publication from each of these countries were collected for the study. The theses were analysed to see to what extent they fitted, or not, with discussions of thesis types described in previous research into the PhD by publication. Interviews with students and supervisors were carried out to investigate the choices that students made in their writing. University rules for the submission of PhDs by publication and related policy documents are also examined. The study found that there seems to be a preference for different types of PhD by publication in each of the countries. In the US they were all prospective PhDs with the work being especially written for the thesis. In the UK, by contrast, retrospective PhDs, the PhD by published work, largely dominate. Canada was similar to the US, at least in the area of study where the data were collected for the paper, Education. In Australia, both prospective and retrospective PhDs were found, although it was the former, the prospective PhD, which dominated.

Purpose: This study aims to explore barriers and pathways to a whole-institution governance of sustainability within the working structures of universities. Design/methodology/approach: This paper draws on multi-year interviews and hierarchical structure analysis of ten universities in Canada, the USA, Australia, Hong Kong, South Africa, Brazil, the UK and The Netherlands. The paper addresses existing literature that championed further integration between the two organizational sides of universities (academic and operations) and suggests approaches for better embedding sustainability into four primary domains of activity (education, research, campus operations and community engagement). Findings: This research found that effective sustainability governance needs to recognise and reconcile distinct cultures, diverging accountability structures and contrasting manifestations of central-coordination and distributed-agency approaches characteristic of the university's operational and academic activities. The positionality of actors appointed to lead institution-wide embedding influenced which domain received most attention. The paper concludes that a whole-institution approach would require significant tailoring and adjustments on both the operational and academic sides to be successful. Originality/value: Based on a review of sustainability activities at ten universities around the world, this paper provides a detailed analysis of the governance implications of integrating sustainability into the four domains of university activity. It discusses how best to work across the operational/academic divide and suggests principles for adopting a whole institution approach to sustainability.

This paper examines the interplay of creativity, education, and the expressive arts. We begin by presenting a narrative literature review focusing on the use of artistic tools to promote creativity, self-expressiveness, and meaningful aspects of emotional and social learning. This review reveals strong connections between the different components of this interplay, and a special attention is given to the use of arts to promoting creativity and meaningful learning. We then propose the Empowering Creative Education Model (ECEM), which aims to provide a practical framework for employing artistic tools in each of the model's four developmental circles: I, Us, Educational and Community. Each of the four circles includes unique aspects of personal development.

Background/objectives: Sedentary behavior (SB), defined as sitting (nonexercising), reclining, and lying down (posture), or by low energy expenditure, is a public health risk independent to physical activity. The objective of this systematic literature review was to synthesize the available evidence on amount of SB reported by and measured in older adults. Data source: Studies published between 1981 and 2014 were identified from electronic databases and manual searching. Large-scale population studies/surveys reporting the amount of SB (objective/ subjective) in older adults aged ≥ 60 years of age were included. Appraisal and synthesis was completed using MOOSE guidelines. Results: 349,698 adults aged ≥ 60 within 22 studies (10 countries and 1 EU-wide) were included. Objective measurement of SB shows that older adults spend an average of 9.4 hr a day sedentary, equating to 65-80% of their waking day. Self-report of SB is lower, with average weighted self-reports being 5.3 hr daily. Within specific domains of SB, older adults report 3.3 hr in leisure sitting time and 3.3 hr watching TV. There is an association with more time spent in SB as age advances and a trend for older men to spend more time in SB than women. Conclusion/ implications: Time spent sedentary ranges from 5.3-9.4 hr per waking day in older adults. With recent studies suggesting a link between SB, health, and well-being, independent of physical activity, this is an area important for successful aging. Limitations: Different methodologies of measurement and different reporting methods of SB made synthesis difficult. Estimated SB time from self-report is half of that measured objectively; suggesting that most self-report surveys of SB will vastly underestimate the actual time spent in SB. [ABSTRACT FROM AUTHOR]

Background: Cultural competency is often promoted as a strategy to address health inequities; however, there is little evidence linking cultural competency with improved patient outcomes. This article describes the characteristics of recent educational interventions designed to improve cultural competency in healthcare workers for First Nations peoples of Australia, New Zealand, Canada and the USA. Methods: In total, 13 electronic databases and 14 websites for the period from January 2015 to May 2021 were searched. Information on the characteristics and methodological quality of included studies was extracted using standardised assessment tools. Results: Thirteen published evaluations were identified; 10 for Australian Aboriginal and Torres Strait Islander peoples. The main positive outcomes reported were improvements in health professionals' attitudes and knowledge, and improved confidence in working with First Nations patients. The methodological quality of evaluations and the reporting of methodological criteria were moderate. Conclusions: Cultural competency education programs can improve knowledge, attitudes and confidence of healthcare workers to improve the health of First Nations peoples. Providing culturally safe health care should be routine practice, particularly in places where there are concentrations of First Nations peoples, yet there is relatively little research in this area. There remains limited evidence of the effectiveness of cultural education programs alone on community or patient outcomes. This article offers a global overview of the burgeoning field of micro-credentials and their relationship to lifelong learning, employability and new models of digital education. Although there is no globally accepted definition of micro-credentials, the term indicates smaller units of study, which are usually shorter than traditional forms of accredited learning and courses leading to conventional qualifications such as degrees. The paper aims to provide educators with a helicopter view of the rapidly evolving global micro-credential landscape, with particular relevance to higher education leaders, industry stakeholders and government policy-makers. It addresses five questions: (i) What are micro-credentials? (ii) Why micro-credentials? (iii) Who are the key stakeholders? (iv) What is happening globally? and (v) What are some of the key takeaways? Drawing on a European-wide perspective and recent developments in The Republic of Ireland, the paper concludes that micro-credentials are likely to become a more established and mature feature of the 21st-century credential ecology over the next five years. While the global micro-credential landscape is currently disconnected across national boundaries, more clarity and coherence will emerge as governments around the world increasingly align new credentialing developments with existing national qualification frameworks. The micro-credentialing movement also provides opportunities for governments and higher education institutions in partnership with industry to harness new digital learning models beyond the pandemic.

This rapid systematic review aims to examine emerging evidence on the effects of COVID-19 on educational institutions and assess the prevalence of e-learning changes in the sector. This paper reviews literature on learning, teaching, and assessment approaches adopted since the COVID-19 outbreak, and assesses the impact on the sector, staff, and students, summarizing findings from peer-reviewed articles. It categorizes these into five key themes: (1) digital learning; (2) e-learning challenges; (3) digital transition to emergency virtual assessment (EVA); (4) psychological impact of COVID-19; and (5) creating collaborative cultures. This represents the first systematic review of COVID-19's impact on education, clarifying current themes being investigated. The author suggests that the term 'emergency virtual assessment' (EVA) is now added for future research discussion. Finally, the paper identifies research gaps, including researching the impact on lesser developed countries, the psychological impact of transition, and the important role of leadership and leadership styles during the transition and handling of the pandemic.

This paper presents a compilation of personal reflections from 66 contributors on the impact of, and responses to, COVID-19 in accounting education in 45 different countries around the world. It reveals a commonality of issues, and a variability in responses, many positive outcomes, including the creation of opportunities to realign learning and teaching strategies away from the comfort of traditional formats, but many more that are negative, primarily relating to the impact on faculty and student health and well-being, and the accompanying stress. It identifies issues that need to be addressed in the recovery and redesign stages of the management of this crisis, and it sets a new research agenda for studies in accounting education.

For governments concerned with enhancing labour market efficiency, employer-sponsored temporary labour migration schemes have become increasingly popular. However, the equity implications of these arrangements, which constrain the mobility of migrant workers, have largely been ignored. This paper assesses the factors affecting the vulnerability of employer-sponsored migrant workers and addresses the question of whether these schemes comply with ethical principles relating to fair treatment. It draws upon migration ethics, political economy and socio-legal perspectives to evaluate visa schemes in Australia, Canada and Sweden. The paper argues that there is an ethically justifiable case for selectively restricting certain rights of migrant workers within clearly defined parameters. However, policies facilitating worker mobility, restricting sponsorship to higher-skilled occupations, promoting enforcement and worker representation, and providing accessible opportunities for permanent residency and citizenship help to ensure that employer-sponsored temporary labour migration schemes comply with ethical principles relating to the fair treatment of workers. Purpose This paper aims to present findings from a study conducted with non-profit organizations (NPOs) in Canada and Australia, focusing on the use of tools and technologies for knowledge management (KM). NPOs of different sizes and operating in different sectors were studied in two large-scale national surveys. The paper is useful to both practitioners in NPOs for understanding tool use for KM activities and to scholars to further develop the KM-NPO domain.Design/methodology/approach Two nation-wide surveys were conducted with Canadian and Australian NPOs of different sizes (i.e. very small to large-sized organizations) and operating in different sectors (e.g. animal welfare, education and research, culture and arts). An analysis of responses explores the use of tools and technologies by NPOs. Respondents identified the tools and technologies they used from nine pre-determined themes (quantitative data) plus an additional category of “other tools” (qualitative data), which allowed for free text responses. The quantitative data were analyzed using both descriptive and inferential statistical techniques and the qualitative data were analyzed using a thematic analysis approach.Findings Quantitative data analysis provides key findings including the popularity of physical, print documents across all NPO sizes and sectors. Statistical tests revealed, for example, there is no significant difference for the same-sized organizations in Canadian and Australian NPOs in the use of tools and technologies for KM activities. However, there were differences in the use of tools and technologies across different sizes of NPOs. The qualitative analysis revealed a number of additional tools and technologies and also provided contextual details about the nature of tool use. The paper provides specific examples of the types of tools and technologies NPOs use.Originality/value The paper has both practical and academic contributions, including areas for future research. The findings on the use of KM tools and technologies by NPOs contribute to the growing body of literature in the KM domain in general and also build the literature base for the understudied KM-NPO domain. NPOs will also find the paper useful in better understanding tools and technological implementation for KM activities. This paper deliberates on the nature of justice in Indigenous engagement with settler-colonial legality. I use the case law-based evidence from the three jurisdictions, Australia, Brazil, and Canada, to reflect on the abstract and material representations of Indigenous environmental justice in contemporary settler-colonial societies. There are two elements at play here. While some of the constituent elements of 'Indigenous environmental justice' may remain undefined in the legal system, they function as an invitation to the courts for interpreting them widely. How far has this been used, and in what manner speaks to the nature of juridical engagement with indigeneity? Second, the need for certainty and procedural integrity within the legal interpretation often belies the assumption of neutrality. This is pronounced when political and historical questions are antecedents to the legal questions to be determined by a court. Settler colonial nations illustrate this contradiction by laying bare the past and present historical injustices that accompany Indigenous rights and sovereignty. To think about 'justice' in these cases requires principle-led juridical innovations. I argue that courts are yet to recognize their key role in identifying and remedying the violence scripted by the law on Indigenous people. While it may be a difficult and complex task to develop a radical jurisprudence without violating the separation of power, courts continue to be the final altars of justice with a wide range of creative and untapped powers. Research identifies unique challenges for younger women diagnosed with breast cancer at or before 45 years of age. This paper explores the experiences of younger women from diverse cultural backgrounds with breast cancer to see if there are differing healthcare provision needs across cultures. Sandelowski and Barroso's framework for undertaking a meta-synthesis is used in this paper. Initial searches in academic databases returned 42 papers of interest. Re-reading the papers in the context of the research question identified 12 studies which met the inclusion criteria. Five key themes were identified in these 12 studies. The overarching finding is that, irrespective of cultural background, the confrontation with breast cancer transforms the younger woman's life. It seems that healthcare provision needs do not differ substantially across cultures. Health professionals should address the unique psychosocial effects of cancer in the context of the lifestage of the woman. [ABSTRACT FROM AUTHOR]

This paper draws on three studies conducted in Australia, Canada and Ireland which explore the factors influencing research utilisation in the child protection sector in each country. The paper recognises that research uptake is complicated by a number of factors. It also acknowledges critiques which cite the equally significant influence of ideologies, context, unpredictability, time constraints and political expediency. However, all three studies recognised the increasing importance of evidence-based practice. The methods used in the three studies were not identical but the frameworks used were sufficiently similar to enable the classification of both common and dissimilar barriers and facilitators to research use. Those which they identified were categorised into four types: individual, organisational, environmental and characteristics relating to the nature of research material. Implications were identified for policy makers, service providers and research producers. The point was made that we now live in a period where unprecedented means of knowledge transfer and exchange provide unique opportunities to improve the lives of children and families. Using regional level panel data of three developed countries, comprising Australia, Canada, and New Zealand, the study investigates the response of consumption smoothing to housing capital gains. The consumption smoothing model first revisits the theory of perfect risk sharing. After rejecting a full consumption smoothing hypothesis, the results strongly indicate that the appreciation of house values smooths consumption further. For the sake of comparison, analysing three developed economies reveals the diversification in the response of consumption to long-run output shocks. Canadian residents appear to be more sensitive to permanent domestic output shocks while Australian's consumption pattern remains unchanged. [ABSTRACT FROM AUTHOR]

Background: Increasing numbers of primary care practitioners in refugee resettlement countries are providing care to refugees. Access to trained interpreters is a priority for these practitioners, but there are many barriers to the implementation of interpreted consultations in routine care. There is a lack of international, theoretically informed research. The purpose of this paper is to understand barriers to interpreter use in primary care consultations in four resettlement countries using Normalisation Process Theory. Method: We conducted a cross-sectional online survey with networks of primary care practitioners (PCPs) who care for refugees in Australia, Canada, Ireland and the US (n = 314). We analysed qualitative data from the survey about barriers to interpreter use (n = 178). We completed an inductive thematic analysis, iteratively developed a Normalisation Process Theory (NPT)-informed coding frame and then mapped the emergent findings onto the theory's construct about enacting interpreted consultations. Results: In all four countries, the use of an interpreter presented communication and interaction challenges between providers and patients, which can impede the goals of primary care consultations. Primary care practitioners did not always have confidence in interpreted consultations and described poor professional practice by some interpreters. There was variation across countries, and inconsistency within countries, in the availability of trained interpreters and funding sources. Conclusion: There are shared and differential barriers to implementation of interpreted consultations in a consistent and sustained way in the four countries studied. These findings can be used to inform country-specific and international level policies and interventions focusing on improving skills and resources for interpreted consultations to improve implementation of interpreted primary care consultations. Our world suffers. Some people suffer more than others. Since the first part of 2020, ours is justly described as a time of uncertainty, threat, and upheaval. In this article, we offer reflections threaded narratively, told from the specificity of our societal contexts in Iran, Canada, and Australia. What might we learn in the present and anticipated future from people living chronically within conditions of uncertainty and immobility and also those experiencing uncertainty and immobility for the first time? We argue that reflexive comparative analysis bridging social and visual analysis, anchored in embodied conditions of such people, offers a way to learn from responses to COVID-19 while also being an exercise in ethical research practice. This reflection builds on and extends from our scholarly collaborations that have been ongoing since 2015. Our title recognizes this specific virus as stealthy. Importantly, our choice of words identifies resident Iranians—whose experiences were the original impetuses for this paper, and whose lives provide its empirical basis (98 is Iran's country code)—as equally steely. Social media are transforming public communication and state-society relations, dynamics distinctly visible in the domains of policing and order maintenance. Despite growing research on this relationship, scholarship has adopted an internalist optic, privileging social media use by domestic law enforcement. Using an original data set, this paper broadens the scale of analysis to consider Twitter usage by federal agencies tasked with border security and migration policing in Australia, Canada, and the United States. Despite new technologies' transformational potential, its findings suggest Twitter is overwhelmingly employed for the conventional purposes of broadcasting information, managing impressions, and enlisting public assistance. Message themes linked with greater user responsiveness are also identified. The deeper implications of these findings and directions for future research are discussed. [ABSTRACT FROM AUTHOR]

This paper argues that Brazil can only be classified as a middle power by engaging in what Sartori criticized as the process of conceptual stretching. Moreover, it is argued that Brazil neither sees itself as a middle power, nor conducts itself as one despite superficial appearances. After the context is set with a survey of thinking on middle power theory, attention is turned to explaining how Brazil might be mistaken for a middle power before explaining in more detail why the country is not one. Evidence is drawn from Brazil's multilateral engagement in institutions such as the WTO, the inter-American system, the NPT, and the wider context of global development. Ultimately the paper advises policy-makers and academics against using the concept of middle power as a conceptual guide or shortcut to understanding Brazil. [ABSTRACT FROM PUBLISHER]
