At the center of demands for cleaner air, water, and soil in communities disproportionately impacted by environmental hazards, are often cities and counties. Local jurisdictions are uniquely positioned to shape policies and engage with residents in processes that can transform land-use patterns that have negatively impacted low-income, people of color communities. This study assesses the approaches to environmental justice (EJ) that California local jurisdictions with high levels of cumulative environmental health impact are developing in their general plans, under Senate Bill 1000. Results indicate positive outcomes such as the establishment of EJ advisory committees. However, findings also underscore challenges such as a lack of political support from elected officials and minimal resources to implement measures. We find that most general plans include EJ considerations, however, there are concerns regarding how their implementation will unfold. Environmental justice (EJ) seeks to correct legacies of disproportionately burdening low-income and Black, Indigenous, and people of color (BIPOC) communities with environmental hazards that contribute to health inequalities. Federal and state policies increasingly require plans to assess and incorporate EJ principles. The current lack of accessible data and plan evaluation on EJ has been a barrier to policy setting and benchmarking. We created a framework for analyzing content across a large corpus of plans by using quantitative text analysis on 461 California city general plans, also known as comprehensive plans. To verify results and identify specific policies, we conducted content analysis on a subset of seven plans. Demonstrating the broad applicability of EJ principles in planning, policies spanned all required elements of general plans: housing, circulation, land use, health, safety, open space, air quality, and noise. We found that the most headway in EJ planning has been made in cities with a majority population of color and well before the 2018 California state mandate to address EJ. Policies were primarily focused on preventing adverse exposures as opposed to correcting for legacies of inequality. Further, although all policies address vulnerable populations and places, very few specifically address race or racism. Thus, EJ has been largely operationalized as health equity. We identified 628 EJ policies focused on vulnerable populations across the seven city plans included in content analysis. The smorgasbord of policy approaches provides fodder for cities across the United States to incorporate an EJ approach to planning. Gaps in focus areas reveal room for policy innovation (e.g., emphasis on language justice, formerly incarcerated individuals, and noise ordinance policing). We invite planners and community advocates to search across California's plans for EJ policy inspiration and to use the appendix of EJ policies cataloged in this research as a benchmark of city-level innovation. This study discusses the implications of resilience design for questions of economic and social resilience, and for equity. Resilience design proposals for California's Bay Area, resulting from the Resilience by Design project and published in 2017, were evaluated through content analysis and interviews with design teams and plan authors. Findings from the study indicate that these proposals offer visions and strategies for large-scale infrastructural projects that rely on a land-as-ecosystem framing to adapt to extreme weather events, but that they also attempt to direct the impact of these ecological processes on surrounding social systems such as planning processes and landscape regenerations for adaptation purposes. However, findings also indicate that the design process does little to address equity beyond proposing access to those new landscapes and green infrastructure spaces, and to a much lesser degree homeownership and labor models for wealth accumulation. Ecology is consistently deployed in the data analyzed to normalize and propose socio-environmental relationships, implicating questions of equity that are often not addressed. These findings matter for urban design projects and processes that are increasingly pursued by municipalities and public agencies in an effort to secure funding and implement strategies for a climate just future. T Starting in 1964, the U.S. federal government under President Lyndon Johnson passed an ambitious reform program that included social security, urban renewal, antipoverty initiatives, and civil rights legislation. In cities like Los Angeles, these reforms fueled urban revitalization efforts in communities affected by economic decline. These reforms closed the gap between local residents and government officials in California and even subsequently brought the city’s African American and Mexican American population into greater political proximity. Looking closely at the impact of the Chicano Movement on the Model Cities Program, a federal initiative designed specifically for urban development and renewal, this article brings the role of U.S. government policy in shaping social justice priorities in Los Angeles, and the U.S. Southwest more broadly, into sharper view. Summary: This paper proposes methodological developments for quantifying the impact of residual axial shortening of first‐story steel columns on earthquake loss estimations in steel moment‐resisting frame (MRF) buildings. A new formulation is proposed that accounts for the likelihood of having to demolish a steel MRF building due to column residual axial deformations in addition to residual story‐drift ratios. The formulation is informed by means of data from a comprehensive survey conducted worldwide to assess the likelihood of steel column repairability due to residual axial shortening. A practical method for quantifying column axial‐shortening in parameterized system‐level numerical simulations is presented. The proposed approach is illustrated by conducting economic seismic loss estimations in two case‐study steel MRF buildings designed in urban California according to the current seismic design practice. It is found that when the ground‐motion duration is appreciable, the examined steel MRFs are more prone to column axial‐shortening than residual story‐drifts at moderate to high seismic intensities. The results suggest that economic losses due to demolition may be underestimated if column residual axial‐shortening is neglected from loss estimations. Urban environments are unique because fragments of natural or semi-natural habitat are embedded within a potentially permeable matrix of human-dominated areas, creating increased landscape and, potentially, habitat heterogeneity. In addition, urban areas can provide diet subsidies for wildlife species in the form of fruiting ornamental plants, trash, and domestic animals. Ecological opportunity in the forms of habitat and food heterogeneity are thought to be important mechanisms in maintaining individual specialization. Identifying which contexts, traits, and mechanisms determine the success or failure of individuals within an urban wildlife population could potentially provide predictions about which populations may succeed in human-dominated landscapes and which may experience local extinction. We used both scat and stable isotope analysis of whiskers to investigate the degree to which coyotes (Canis latrans) utilized anthropogenic subsidies and exhibited individual diet specialization across the urban-rural gradient in southern California. Land use surrounding scat and isotope sample locations was also evaluated to determine the effect of land cover on diet. Human food constituted a significant portion of urban coyote diet (22% of scats, 38% of diet estimated by stable isotope analysis). Domestic cats (Felis catus) and ornamental fruit and seeds were also important items in urban coyote diets. Consumption of anthropogenic items decreased with decreasing urbanization. In suburban areas, seasonality influenced the frequency of occurrence of anthropogenic subsidies with increased consumption in the dry season. The amount of altered open space (areas such as golf courses, cemeteries, and landscaped parks) nearby had a negative effect on the consumption of anthropogenic items in both urban and suburban areas. Contrary to our hypothesis, urban coyotes displayed reduced between-individual variation compared to suburban and rural coyotes. It is possible that the core urban areas of cities are so densely developed and subsidized that wildlife inhabiting these areas actually have reduced ecological opportunity. Suburban animals had the broadest isotopic niches and maintained similar individual specialization to rural coyotes. Wildlife in suburban areas still have access to relatively undisturbed natural areas while being able to take advantage of anthropogenic subsidies in neighboring residential areas. Agricultural activity, urban development and habitat alteration have caused the disappearance of the western spadefoot (Spea hammondii) from 80% of its geographic range in southern California. Despite the western spadefoot’s continuing decline, little research has been conducted on its natural history. The home range of adult spadefoots is unknown, and their use of upland habitat is poorly understood. Both factors are important for the long-term conservation of the species because adult spadefoots spend the majority of their lives away from breeding pools in self-excavated burrows. Between January 2012 and January 2013, we surgically implanted radio transmitters in 15 spadefoots at two locations and recorded their movements and habitat use. The mean distance moved between burrow locations was 18 m (SD ± 24.1 m, range1–204 m). The mean distance of burrows from the breeding pools was 40 m (SD ± 37.42 m, range 1–262 m). Rain was a significant predictor of spadefoot movement, with more rain predicting higher probability of movement and larger distances moved. At remote sensing scale (1 m) spadefoots selected grassland habitat for their burrow locations. At the microsite scale (< 1 m) spadefoots strongly selected duff over grass or shrub cover. Spadefoots burrowed in friable, sandy/loam soil with significantly less clay than random pseudoabsence points. This research enhances our understanding of a little-studied species and will contribute to the development of effective management plans for the western spadefoot. [ABSTRACT FROM AUTHOR]

The article discusses how the city of Pasadena, California maintains a sense of community and identity in the shadow of Los Angeles, California through an examination of the bungalows constructed in the California Craftsman style. The constructing of 500 bungalows known as "Bungalow Heaven" provided an environment for community-building. The roots of the California bungalow-style home in the Arts and Crafts movement is analyzed. How the bungalow design was an ideal model for Pasadena city planners is discussed.

The article offers information on the idea of building cities from scratch and the paradox of precision in comprehensive planning in California. It mentions that in 1965, California City was incorporated as a municipal service district under the control of the development company; and also mentions to maximize space for the future contingency, the few programmatic spaces already under the roof are tucked underground.

Vernal pools are seasonal wetlands that have a high diversity of endemic and native plant species, yet they are threatened by agricultural conversion and urban development and face threats posed by climate change resulting from altered precipitation and temperature regimes. We developed an approach to investigate the potential impacts of climate change on hydrology and vegetation communities of vernal pools by creating a mass-balance hydrologic model that is coupled to a statistical model of plant community distribution. The hydrologic and vegetative models were calibrated using field measurements from a vernal pool in northeastern California that experiences snow-dominated hydrology and is larger than vernal pools in more studied areas like Central California, but representative of other northern California vernal pools. Using downscaled data from global climate models, the coupled model suggests that warmer conditions will lead to the pool being inundated for a shorter time, but with little change in maximum depth. Reduced hydroperiods suggest possible declines in vernal pool specialist species with future climate change. The coupled model is an integrated approach for understanding the impact of altered environmental conditions on unique hydrology and plant community composition of vernal pool ecosystems, but the model approach could be improved with longer term data and by applying it at more sites to broaden the applicability of the approach and to enable better process representation. In 2017 and 2018 the California Legislature passed two packages of bills aiming to address the state's massive housing shortage. The bills focus on the state '.S' housing element law and Regional Housing Needs Assessment (RHNA) system. These two mechanisms were created to require cities to plan for their long-term housing growth and to ensure cities built their fair share of housing. This Note will give an overview of these bills and the systems they amend. It will then analyze historic issues and possible fixes for the systems. Historically these systems have lacked enforcement mechanisms and have perpetuated economic and racial disparity in housing development. The article discusses the retail trade in the Los Angeles, California metropolitan market in the 1940's. An analysis of the trade indicated that there was a shift in business from the central area of Los Angeles to the outlying areas. Population movement, traffic congestion, and institutional shifts appear to be the factors causing the decentralization of trade in the market. A substantial part of the travel inconvenience to Los Angeles is due to the mode of transport available to shoppers. Automobiles and buses used for intracity travel were not found to be satisfactory for downtown shopping purposes.

The author reports on difficulties which are faced by the central business districts of satellite cities such as Oakland, California. DIfficulties which are being faced by residents and business owners of satellite cities are discussed including the increase of the cost of municipal services, traffic by automobiles and a population imbalance. Various ways in which the author feels cities can deal with these problems are discussed, including the building of freeways, rapid transit systems and shopping malls. The author's opinions regarding the way in which these projects need to be handled in order for them to succeed are discussed.

Preservation Park is a site in downtown Oakland, California, where original houses from the late nineteenth century have been restored in a re-creation of a period neighbourhood. This article begins by framing the site as a themed environment, or 'themescape', in which the act of historical preservation is undermined by various modern interventions that fabricate the past, such as the relocation of many of the houses from their original locations and the addition of idealized faux-Victorian details. Using the Developer's Guideline, the principal text in the design of the site and contemporaneous city planning documents, the article identifies how the artificial reproduction of Victorian Oakland was intended to increase investment and reverse economic decline in the city centre. Drawing on theories of tourism and gentrification, the article analyses the design and theming of Preservation Park as economic devices and aesthetic entities that restrict movement, create a visual experience and use various signifiers of private space to make the site exclusive and valuable. These readings are then employed to contextualize the site's racial and social history, leading to a discussion of the relationship between the economic objectives, the theming and the actual usage of Preservation Park and similar sites. Sharing accommodation is perhaps the most obvious solution to housing affordability issues, but can be fraught with problems. Through collaborative design and agency, both architects and residents can play their part in facilitating harmonious and adaptable co‐living environments supporting emerging forms of households. There has been the criticism that urban design is increasingly being used as an entrepreneurial strategy for cities, transformed into a tool for attracting investment. This article examines the evolution of urban design plans in Los Angeles to understand the relationship between urban design practices and growth. Rather than a clear break in orientation, both early and later design strategies are explicit in promoting urban design as a tool to encourage development. This article examines how municipal planning contexts can shape urban land use dynamics by investigating the parcel-level land use changes in a five-county Southern California metropolitan area between 1990 and 2005. An analysis, based on a multinomial logit model, shows that land use change patterns significantly vary by municipalities that were situated in heterogeneous planning contexts. More specifically, cities with limited ability to expand their jurisdictional boundaries are found to provide more recreational areas and urban open spaces, while restricting nonconventional land uses. The need to better engage low-income communities affected by revitalization of the built environment has been well documented in urban planning. Guided by communication infrastructure theory (CIT), this study presents a research project that made concerted efforts at engaging neighborhoods of Northeast Los Angeles that are experiencing rapid gentrification. The project was a partnership with a multi-sector collaborative working on the revitalization of the L.A. River and its surrounding communities. This paper specifically demonstrates how CIT's social ecological orientation was applied to seek input on L.A. River and community revitalization from storytelling networks made up of residents, small businesses, and local media. We also examine the impact of this engaged research on the organizational partners of the collaborative, and their views on community engagement in revitalization. Lastly, we discuss how the lessons learned broadly speak to future opportunities and challenges that aim for communicative planning approaches to urban revitalization. [ABSTRACT FROM AUTHOR]

Problem, research strategy, and ­findings: Planning scholars and practitioners once assumed informal housing was largely absent in the developed world; today they increasingly acknowledge its role in the United States. Recent evidence suggests that informal housing, or non-permitted construction, is a significant phenomenon inside incorporated cities, despite widespread regulations and code enforcement. Informal housing is a de facto source of otherwise scarce affordable housing in many locations, but also compromises health and safety and strains municipal infrastructure and fiscal health. Planners lack a means of measuring informal construction at the scale of individual cities. We propose such a method, and apply it to incorporated cities in California. Data limitations prevent us from precisely estimating the magnitude of non-permitted construction, but our findings suggest that informal channels are an important source of housing production, especially in the places where permitted construction is constrained. Takeaway for practice: We urge planners to engage with informal housing issues, given the considerable importance of this hidden yet vital portion of the housing market as a means of providing living spaces amid tight housing market conditions. Our method for calculating the rate of informal housing addition is a useful tool for planners to gather basic facts about the informal housing market in their communities, a prerequisite for policy interventions. American urban historians have begun to understand that digital mapping provides a potentially powerful tool to describe political power. There are now important projects that map change in the American city along a number of dimensions, including zoning, suburbanization, commercial development, transportation infrastructure, and especially segregation. Most projects use their visual sources to illustrate the material consequences of the policies of powerful agencies and dominant planning 'regimes.' As useful as these projects are, they often inadvertently imbue their visualizations with an aura of inevitability, and thereby present political power as a kind of static substance-possess this and you can remake the city to serve your interests. A new project called 'Imagined San Francisco' is motivated by a desire to expand upon this approach, treating visual material not only to illustrate outcomes, but also to interrogate historical processes, and using maps, plans, drawings, and photographs not only to show what did happen, but also what might have happened. By enabling users to layer a series of historical urban plans-with a special emphasis on unrealized plans-'Imagined San Francisco' presents the city not only as a series of material changes, but also as a contingent process and a battleground for political power. Research points to numerous benefits provided by urban street trees including qualitative and quantitative public health, economic, and environmental advantages for a city and its residents. As with other key aspects of city management that help develop municipal success, urban forestry requires foresight, commitment and planning that lead to effective policies and strategies. Good street tree management based on effective policies can maximise street tree benefits. Poorly conceived policies or the absence of effective policies can lead to the opposite result. A case study of the neighbouring cities of Loma Linda and Redlands, California illustrates this difference. The urban tree care and protection policies in these two cities have evolved differently. The differences may be attributable to contrasting municipal commitments to preservation and to best-practice management principles. Based on a comparative analysis of street tree policies of the two cities, it can be concluded that a local culture favouring tree protection and reflective guidelines and policies can result in proactive and successful management of an urban forest. In 1951, the San Francisco Bay Area suburb of Walnut Creek welcomed the construction of a major shopping center adjacent to their downtown area—a configuration that would lead municipal planners to prioritize retail development for their city. Walnut Creek’s nonlinear path to retail dominance over the next several decades exemplifies not only the increasingly multivariate climate surrounding suburban retail development in the latter half of the twentieth century but also the increasingly autonomous role of municipal planners who have used retail as a versatile component of suburban spatial development in an age of metropolitan flux. Contemporary urban leaders use exotic fiscal and financial schemes to fund development, which scholars theorize as tools for creating public goods or critically as growth entrepreneurs' speculative self-enrichment schemes. Neither approach accounts for financing schemes' reactivity, or their tendency to shape development patterns. This paper facilitates analysis of the latter by developing a new theory of growth coalitions: the politics of earmarking perspective. Urban leaders are akin to local state builders whose superordinate concern is establishing priority over revenues earmarked for noncity functions, a goal they pursue by pairing financing schemes with developments that maximize discretionary revenue under unique geographic, fiscal, and regulatory constraints. I illustrate this perspective's utility by comparing scholarship on California's municipal fiscal crises with an ethnography of development in two Iowa cities. Although reliant on the same financing mechanism-tax increment financing-California's municipal leaders pursued discretionary revenue by incentivizing extravagant commercial developments, whereas Iowa's directed industries to outlying business parks.
