Agriculture is central in Brazil's political and socioeconomic history; agricultural exploitation is mainly conducted by families, creating a type of agriculture developed in small rural properties named family farming. In Brazil, family farming accounts for a very diverse group of businesses, of which 91% of all the establishments are family establishments that build different production strategies according to different degrees of potentiality and precariousness. This study evaluated the role of rural credit policies in developing family farming activities with agricultural income generation in northeastern Brazil on various family-based farms. For this, the authors conducted a case study in Pernambuco, analyzing the spatial relationship between the distribution of family farms and the access to credit resources from the National Program to Strengthen Family Farming from 2006 to 2017 and the change probabilities in types of farms considering the next 10 years, given the maintenance of conditionsreported in the analyzed period. Results indicatedthe weakening of productive potentiality of farming activities in family farms in Pernambuco, with a significant change in the distribution of family farm types, a reduction in the participation of Specialized Farms and an expressive growth of Farms with Rural Residents. The findings also indicated the relevance of access to rural credit in the supply of production needs of different family farm types and development of farming activities with income generation. This article examines the long‐ and short‐run effects of rural credit on the gross value added of agricultural output in Brazil. We apply the dynamic vector error correction model (VECM) to the estimation and testing. The main finding is that there is a positive long‐run relationship between agricultural sector production and loans from financial institutions to the agricultural sector. The long‐run elasticity estimated was 0.44, implying that an increase of 1% in rural credit leads to a 0.44% increase in the agricultural sector's GDP. This result supports the policy of rural credit as a crucial institutional instrument to strengthen the agricultural sector and as an important factor to boost the country's economic growth. This study investigates the relation between the types of collateral offered in rural loans in Brazil and the access to credit, loan conditions and default rates. We use a proprietary database of rural loans from one of the largest private banks in Brazil containing more than 110 thousand loan observations. Our results show that the use of fiduciary lien improves the access to loans for more opaque borrowers (i.e., those with shorter relationship with the bank). This type of collateral gives the bank the ability to seize collateral quicker, reducing loss given default, even if these borrowers are riskier, given that they present higher default rates on average. Our results also show that loan conditions are less restrictive as relationship length increases, and that this effect is more intense among loans collateralized by fiduciary lien. Purpose: Constrained input use and lower productivity of rural establishments may be associated with restricted or concentrated access to financial resources, especially in developing countries. Meanwhile, agricultural activity entails risks associated with the volatility of net cash flows and external events, which may discourage riskier but higher return investments (e.g. technology). As rural credit can alleviate the former, and rural insurance may help alleviate the latter, the combination of both policies might endorse each other. The purpose of this study is to analyze the use of rural credit and rural insurance policies with respect to productivity and crop area, in São Paulo state, Brazil, using farmer's microdata from two surveys realized in 2007/08 and 2016/17. Design/methodology/approach: This study uses propensity score matching and the entropy balance approaches in a complementary way. This study compared three policy treatments – rural credit, rural insurance and both policies combined, against establishments that received neither one. The analysis considered sugarcane, grain and grape crops separately and employed farmer's microdata. Moreover, the analysis was stratified into two categories: establishments owned by family farmers and those that did not. Findings: Rural credit policy is related to higher productivity and larger cultivated area for grains and only to larger area for grape crops in the last analyzed period (2016/17). Rural insurance, as a unique policy or combined with credit, is related to higher productivity and cultivated areas, for all analyzed crops, only in the second period (2016/17), as the policy became more accessible to farmers. Heterogeneity regarding crops and farmers might influence the effectiveness of these policies. Despite rural insurance being related to a better performance regarding the outcome variables, it still reaches a small share of farmers, especially when combined with credit. Originality/value: Many studies about the effectiveness of rural credit in Brazil have been conducted throughout the years, while there have been fewer studies regarding rural insurance since it became an important policy in the mid-2000s. However, few studies have conducted an analysis comparing its individual and interactive influences, with such level of disaggregation, on a farm-level database, considering the heterogeneity of the data and the different categories of farmers. This study proposes the use of empirical estimates to identify if the National Rural Credit System has any relationship with the level of deforestation in the country. Using information from 5.354 Brazilian municipalities between 2013 and 2019 and focusing on livestock activity, we concluded that the form of capture and distribution of resources may affect deforestation in different levels. Our evidence indicates that credit destined for investment would be negatively correlated with deforestation in Brazil, while other purposes would not have significant effects. Other drivers that characterize agricultural credit as subsidy and uncontrolled credit tend to positively affect deforestation. Estimates for the Legal Amazon in general indicated a negative relationship between credit and deforestation. Estimates for the Cerrado and Pantanal biomes indicated a positive relationship between subsidized and uncontrolled credit and deforestation. [ABSTRACT FROM AUTHOR]

The model of technical assistance and rural extension services (ATER) institutionalized in Brazil since the 50s of the 20th century expanded geographically thanks to the association with the offer of rural credit, widely available and subsidized, especially in the 70s, when the organizations of the called the Sibrater system were nationalized. Economic and fiscal crises in the 80s and 90s disorganized Sibrater, which collapsed, at the same time that private service providers became more numerous. Through a bibliographic and documentary research, with a descriptive objective, the article aims to analyze the main legal frameworks and public policies that encourage and condition the public and private offer of Ater services. Among the results of the analysis, it is possible to affirm that the 21st century, especially the second decade, faced a reorganization of the system, with the creation in law of a national policy and an executive agency to implement it, in parallel with an increasing fund supplies, at least until 2015, when a new economic and fiscal crisis weakened the state capabilities. However, the 2006 and 2017 Agricultural Censuses showed that 80% of agricultural establishments remain without technical guidance, which gives rise to a re-discussion of the legal frameworks that support Ater services, so that they receive adequate state funding. In Brazil, agriculture has fulfilled its basic functions, being strongly linked to economic dynamics and food security. It has thus contributed to economic growth. In the European Union (EU) agriculture has played a prominent role which, after The Second World War, has unfolded in the formulation of a Common Agricultural Policy (CAP) which has been mainly based on providing food security. The study is included in this context. It aims to measure the incentives of agricultural policy for cereal production in the Western Mesoregion of Paraná and the State of Nordrhein-Westfalen from 2005 to 2017. This was accomplished through an index, which measured the proportional participation of subsidies in the Gross Value Added (GVA) of agriculture in each region. The results showed that agricultural subsidies for Germany and Nordrhein-Westfalen were on average 29% of GVA. While for Paraná and West Mesoregion the value was around 8%. The result allows us to conclude that agricultural subsidies for the German regions were about three times higher than those of the Brazilian regions, demonstrating high participation of subsidies in the producer's income. Agricultural production in Brazil has increased in recent decades. Despite this, the rural population continues to face income inequality. Policies targeting this issue, such as rural credit, have been implemented during this period. This study estimates the influence of credit on income inequality in Brazilian rural areas. Results suggest that the family farming credit program (PRONAF) is not associated with increase in inequality. However, access to rural credit from sources other than PRONAF has led to greater household income inequality. This paper evaluates the impact of Brazil's National Program to Strengthen Family Farming (PRONAF) on the time allocation of household members. We use data from the 2014 Pesquisa Nacional por Amostra de Domicílios, and we apply propensity score methods to complex surveys recently recommended in the literature. We find that PRONAF helps to increase focus on agricultural activities, but it also stimulates female partners to engage in unpaid work. The results show significant effects of PRONAF on child labor and on the gender‐specific division of labor within households, although it does not have the usual adverse effects of rural credit programs on school attendance. • We investigated the phenomenon of firm heterogeneity among small farmers who were settlers of an agrarian reform project. • The profit-oriented small farmers have operated farms with better economic performances. • Off-farm income, access to rural credit, and access to marketing policy also affected farms' performance. • Our results are relevant to the theoretical debate on heterogeneity, as well as to the design of land reform policies. The main objective of this paper is to investigate the phenomenon of firm heterogeneity among entrepreneurs who started their business with a similar initial endowment. The information collected for analysis came from a unique sample of 105 small farmers, who were settlers of an agrarian reform project in the state of São Paulo, Brazil. These farmers were granted similar resources (plot of land, housing, and capital) in the 1980s. About thirty years later, they were observed to have different performances in terms of production value. This article provides a test of explanatory variables for their differing performance, under the lens of strategic orientation. Data envelopment analysis (DEA) was used to obtain economic efficiency scores as proxies for performance. These scores were used in a second-stage Tobit regression model, in which the effects of three strategic orientations (profit orientation, social network orientation, and innovation orientation) on farms' efficiency were tested. The results revealed that efficiency scores ranged from 0.02 and to 1, with a mean of 0.646 and standard deviation of 0.29, showing that the economic performance among beneficiaries is heterogeneous. In the Tobit model, the parameter for "profit orientation" was significant to explain performance differentials, while the parameters for the other strategic orientations were not. Parameters for control variables "off-farm income", "access to rural credit", and "access to government price policy" were also significant. Family farmers are important actors to sustain food security and job generation in Brazilian rural areas. The National Program for Strengthening Family Farming (PRONAF) is the main public program offering microcredits to family farmers to foster sustainable production and reduce the poverty gap. While poverty and income inequality prevail in the Amazon, credits seem to target wealthier livestock farmers, and neglect smallholders engaged in crop production. This paper assesses the factors influencing the monetary amount of credit received at the regional level and argues that stable production systems and strong credit mechanisms could facilitate market access, knowledge transfer, and technology adoption. A spatial Durbin error model is utilized to analyze the factors determining the credit received while controlling for spatial correlations in livestock and agricultural systems in 103 microregions, composing the Brazilian Legal Amazon. To complement the quantitative estimations, we conducted 35 semi-structured interviews with key informants from technical assistance, scholars, and banks managers. Results suggest a geographical interdependence of PRONAF microcredit allocation, where wealthier farmers steadily access markets and credits. Microregions where commercial banks are present and with higher production values receive higher microcredits, strengthening the economic advantages of wealthier farmers located in those regions. Therefore, in order to improve credit allocation, political actions should focus on targeting poor and vulnerable farmers lacking social networks, stable markets and financial investments. • The study exams credit acquisition for family farming while controlling for spatial correlations in the Brazilian Legal Amazon. • Credits are not independently distributed, and are influenced by spatial characteristics of neighboring microregions. • Credit history and bank type are possibly a result of consolidated arrangements which support wealthier farmers. • Political efforts should target the integration of poorer and vulnerable farmers unable to acquire credits [ABSTRACT FROM AUTHOR]

20. Rural credit and agricultural supply in Brazil.

The objective of this study is to determine the financing impact of total expenditure on the use of agriculture inputs (fertilizers, labor, and pesticides), and the output of cotton, rice, beans, corn, soybean, and wheat in Brazil. We study the period 1976-2005. The analysis is based on duality applied to the production theory. The output supplies and conditioned input demands are estimated from a translog multi-output, multi-input restricted profit function, where the total production credit is used as proxy of the total expenditure. Farmer expectations with respect to crop prices are incorporated to the estimation based on the quasi-rational expectation model. The output and input responses to the total expenditure are positive and statistically significant except for cotton, wheat, fertilizer, and pesticides. The short-run output supply response to own prices is inelastic, except for wheat, which presents elastic response to its price. Acreage has a positive impact on the output supply and it is influenced by land productivity. The main conclusion is that farmers face budget restrictions to purchase inputs, and a government credit program might increase the agricultural supply. [ABSTRACT FROM AUTHOR]

This publication is part of a major study (Thesis). In that thesis it was analyzed the intention of Pronaf's beneficiaries to repay the credit they have received. The Pronaf is a line of credit for small farmers implemented by the Brazilian Federal Government in 1996. Ajzen's Theory of Planned Behavior (1991) was used to evaluate the beneficiaries' intention in paying what they owned. In order to accomplish this evaluation, two studies were conducted. The first one (Preliminary Study) focused on the small farmer's beliefs about the program operation. The second (Main Study) focused on the measurement of these beliefs. Two beneficiary groups participated of the studies: Group A (agrarian reform settlers) and Group B (small farmers). According to Ajzen's model, for the participants of the Group A, the Attitude, the Normative belief (subjective norm component) and the Subjective Norm were positive significant predictors of the Intention to repay the credit. For the Group B, the Attitude, Behavioral belief (attitude component), Normative belief (subjective norm component) and Control belief (perceived behavioral control component) were positive significant predictors of the Intention to repay the credit. The Perceived behavioral control did not influence directly the behavioral Intention, but this variable indirectly predicts the target behavior. [ABSTRACT FROM AUTHOR]

Abstract: This paper presents a historical account of Brazilian public policy on fisheries subsidies, and a discussion of problems and limitations resulting from such policy. From the 1960s to the mid-1980s, public policies led to a great increase in fisheries catch without appropriate consideration for the long-term sustainability of the resources, resulting in declining catches over the years. The goals of current Brazilian public policy on fisheries will not help in reducing overexploitation. This is because these policies are too optimistic about the abundance of fish in Brazil''s EEZ, and are not accompanied by a fisheries management plan that is likely to work. [Copyright &y& Elsevier]

• Relationship between rural credit policy and diffusion of ICLS was investigated. • A Simultaneous Equation System was adopted to deal with reverse causality. • Access to rural credit policy increases the adoption of ICLS. • The adoption of ICLS increases the demand of rural credit. • Public policy is encouraging the diffusion of sustainable systems in Brazil. This study analyzes the effectiveness of rural credit policy to increase the adoption of ICLS. Analyzes are based on a survey with 175 farmers in the State of São Paulo, Brazil. Our estimates suggest that rural credit has positive and relevant impacts on the adoption of ICLS. In turn, the adoption of these systems may also involve investments in fixed capital and increases in operational costs, which create additional demand for rural credit. Other factors, such as access to extension policy, production scale, ex-ante perceptions, and market infrastructure also explain ICLS adoption. The access to rural credit policy is also determined by dependence on farm income, farmer's perception of transaction costs, and supply of credit in the municipality. The study finally discusses important implications for the devising of rural credit policies and the diffusion of sustainable production systems in developing countries. [ABSTRACT FROM AUTHOR]
