This article argues that there is no such phenomenon as a Fourth Industrial Revolution. It derives a framework for the analysis of any industrial revolution from a careful historical account of the archetypal First Industrial Revolution. The suggested criteria for any socioeconomic transformation to be considered an industrial revolution are that it must encompass a technological revolution; a transformation of the labour process; a fundamental change in workplace relations; new forms of community and social relationships; and global socio-economic transformations. These transformations indeed characterise the Second and Third Industrial Revolutions. The aggregate of technical innovations in the latter is carefully examined, because this is a crucial part of determining whether we can meaningfully claim that a Fourth Industrial Revolution is underway. The paper examines the silent technological revolution in sub‐Saharan Africa focusing on emerging issues and challenges. In view of the centrality of technology diffusion in fostering local innovations and economic development in developing countries, it is surprising that our understanding of the challenges and opportunities in scaling‐up technologies remains limited. This paper capitalises on the ongoing silent technological revolution in sub‐Saharan Africa to present an overview of how new technologies have been adopted and utilised to achieve sustainability. The study identified a host of factors such as weak regulatory enforcement systems, lack of financial credit availability, and limited banking services, which have created conditions for technological innovations such as mobile phone‐based banking, mPedigree, "cardiopad," and M‐PEPEA to emerge. Abstract: To make sense of the global crisis and a possible transition, many re-interpret the past as a set of successive long-term development cycles that could repeat in future. At the same time environmental pressures have resulted in the notion of a green economy. It is argued that the current global economic crisis simultaneously marks the end of the post-WWII long-term development cycle, the mid-point of the information age and potentially the start of a new era of sustainable development. It must be recognised that only certain futures are being imagined with Africa''s options largely ignored. As African growth rates rise as demand for its resources increase, it is necessary to question whether Africa is appropriately positioned to take advantage of the next long-term development. The new discourse of ‘resource nationalism’ is promising, but only if governance modalities can be found that can transcend the resource curse. [Copyright &y& Elsevier]

Technology and innovation are influenced by globalisation, and they are important in developing new products and services, as well as doing things more efficiently or more effectively to achieve sustainable development (Ahmed, 2007). Knowledge spillover can be beneficial to technological innovation because the entity can take advantage of both intranational and international knowledge to strengthen its technological capability. This study investigates two main issues related to technology development and knowledge spillover in Africa. First, this study investigates aggregative technological innovation capability in Africa and compares technological capabilities among different countries; it also compares the relative innovation strengths of Africa in 31 technological fields. Second, this study demonstrates the sources of knowledge for technological innovation in Africa; moreover, it manifests the different types of knowledge spillovers that examine the effects on technological innovation capability based on the geographical distance and technological distance in Africa. Information and Communication Technology (ICT) has introduced many changes over the last decades causing a socio-economic evolution based on information acquisition and knowledge dissemination. It helped create an emerging global information-based society with innovative means of communication that can help in increasing competitiveness for individuals, organisations and societies. ICT has helped generate new forms and structures of business, social and economic entities that are no longer bound by geographic or time constraints, but instead depend mainly on being connected all the time. This article addresses the efforts taking place in Africa to minimise the digital gap and actively join the global information society. Many African nations have invested heavily in building their ICT infrastructure to help improve the readiness of their communities and this article provides an overview of some of the projects implemented to build the African information society while demonstrating some the lessons learned and experiences acquired. In recent years, mainstreaming knowledge management practices in government processes has assumed increasing importance. How have governments in Africa, if at all, incorporated knowledge management in governance and how inclusive has this process been? This paper will attempt to answer these key questions by examining the experiences and lessons learned in efforts to build knowledge management capacity across Africa. In doing so, the paper will provide a summary of the key presentations of the latest two-day conference, Knowledge Management as an Enabler of Change and Innovation in Africa (Cairo, 2007). Central to discussions was the need to create an enabling environment encouraging the adoption of knowledge management practices in Africa and the utilisation of indigenous knowledge assets as an important input in poverty alleviation strategies. More importantly, the paper outlines the challenges that can be observed and what opportunities for building the Africa Knowledge System are available.
