Climate change is a significant public health danger, with a disproportionate impact on low-income and communities of color that threatens to increase health inequities. Many important social determinants of health are at stake in California climate change policy-making and planning, and the distribution of these will further impact health inequities. Not only are these communities the most vulnerable to future health impacts due to the cumulative impacts of unequal environmental exposures and social stressors, they are also least likely to be represented in climate change decision-making processes. Therefore, it is imperative that public health and social equity advocates participate in climate change policy-making that protects and enhances the health and well-being of vulnerable communities. Regions have emerged as important policy-making arenas for both climate change and public health in California, because many drivers of climate change are also social determinants of health (e.g. land use, housing, and transportation planning); these play out regionally and are under regional governmental authority. However, the public health sector is not engaged adequately with climate change planning given the magnitude of risks and opportunities inherent for health. Examination of where public health and equity partners have engaged in regional climate change planning and policy-making may offer lessons for how to change the drivers of health inequities and climate change through this work.This dissertation examines why the public health sector in California is not more engaged with climate change work and regional scale planning given current threats to and opportunities for health, and whether and how public health and social equity stakeholders’ participation in climate change solutions and regional scale planning can improve health and inequities outcomes and decision-making processes. The overarching goal of this research was to inform efforts to increase public health work on climate change and regional-scale planning, strengthen partnerships between public health, social equity, and climate change stakeholders, and formulate strategies that address climate change and health equity. The first chapter of this dissertation was conducted in conjunction with a study at the Center for Climate Change and Health at the Public Health Institute, where we conducted semi-structured in-depth interviews (n=113) with public health and climate change professionals and advocates. I performed structured coding and conducted inductive-deductive thematic analysis within and across respondent groups. I found that individual-level barriers to public health engagement with climate change include perceptions that climate change is not urgent, immediate, or solvable, and insufficient understanding of public health impacts, connections, and roles. Institutional barriers include a lack of public health capacity, authority, and leadership due to risk aversion and politicization of climate change; a narrow framework for public health practice; and professional compartmentalization. Opportunities include integrating climate change into current public health practice; providing support for climate solutions with health co-benefits; and communicating, engaging and mobilizing impacted communities and public health professionals.In the second chapter, I conducted two case studies of Sustainable Communities Strategies planning to achieve greenhouse gas reduction targets through integrated regional land use and transportation planning under California Senate Bill 375 (San Francisco Bay Area and Southern California). I used in-depth interviews (n=50) with SCS planning participants, public document review, and participant observation. I analyzed interviews using thematic analysis in an iterative inductive-deductive process. In both regions, climate change planning was a major lever for increasing the language, consideration, funding, and measurement of health impacts into the SCS plans. Public health’s analytic skills and social determinants of health conceptual framework were valuable for both regional planning agencies and equity groups. Political context influenced the priority concerns, framing, and outcomes. Desire to improve public health was influential in both of these environments. In the Bay Area, a health equity frame promoted regional solutions that can improve health, equity, and climate change. In SCAG, a public health frame increased awareness, language, and future funding for active transportation. Public health was a less contested and commonly held value across diverse political jurisdictions that may be an entry point for future discussions of equity and climate change. In both regions, reform of regional governance processes was pursued to sustain institutionalization of health and equity concerns and improve regional democracy. I discuss implications and recommendations for engaging in multi-system integrated regional planning that can simultaneously improve climate change, health, and equity.In the third chapter, I analyze the same data as a case for understanding regional-scale public health, social equity, and regional planning staff efforts to slow climate change and improve social determinants of health and social equity. In both regions multi-year SCS planning processes, public health and equity stakeholder engagement was instrumental in getting health goals, targets, and indicators into plans. In the Bay Area, advocacy efforts yielded health and equity language in policies and implementation funding guidelines and changes to the basic governance structure. In SCAG, advocacy efforts yielded significant future funding for active transportation and more metrics to monitor the health and equity impacts of planning. Participants in the SCS planning process described their motivations for engaging at the regional level, the barriers to effective regional planning, the achievements of their engagement, and recommendations for improving future efforts. In the interviews, three main themes emerged related to the opportunities and challenges of working at the regional scale: (1) Building regional identity as a foundation for advancing health and equity; (2) The importance of governance structures for health and equity, and the need for regional governance reform; (3) The prospects and barriers of building regional coalitions both within public health networks and with regional equity partners. I discuss implications and recommendations for public health’s engagement with regional planning agencies, creation of coalitions, and reforming of regional governance structures to sustain better consideration of climate change, health, and equity.

The main purpose of this research is to examine the regional planning process and product that will influence future development in Southern California. In 2012, the Southern California Association of Governments (SCAG) unanimously adopted the Los Angeles region's first long-term regional plan that intends to reduce carbon emissions by integrating land use and transportation planning. Known as the 2012-2035 Regional Transportation Plan and Sustainable Communities Strategy (2012 RTP/SCS), the plan calls itself “a shared vision for the region’s sustainable future.” The 2012 RTP/SCS represents the first major step towards a regional approach to sustainable planning in Southern California, where regional planning has historically been challenged by factors such as political fragmentation and strong local autonomy. To develop the plan, SCAG was required by California's Sustainable Communities and Climate Protection Act, also known as Senate Bill 375 (SB 375), to implement an extensive cooperative planning process intended to include a variety of stakeholders. This process allowed stakeholders to effectively advocate for mutually beneficial policy objectives by forming a coalition, which according to the literature can become an urban regime if it establishes long-term dominance. Using a qualitative approach, this research examines: 1) the extent to which the 2012 RTP/SCS promotes principles of sustainable development; 2) how urban regimes might have influenced the development of the regional plan; and 3) the barriers and channels to a regional approach to planning for sustainability. Through an analysis of interviews, observations, and regional planning documents, the findings reveal that the 2012 RTP/SCS generally offers benefits for nearly all stakeholders through stronger sustainable development policies, economic and employment growth, and the preservation of local control. SB 375 gave SCAG more responsibilities and strengthened its role in regional planning and gave stakeholders the opportunity for unified engagement in the planning process. A coalition of stakeholders focused on principles of sustainable development shifted the regional planning discourse away from traditional transportation and economic improvement issues. This research suggests that a form of “regime regionalism” can effectively address complex challenges of sustainability if partners remain committed to the vision towards a sustainable Los Angeles region.

Summarization: Geographical Information Systems (GISs) in architecture were initially limited to regional and urban development applications. Over recent years its potential has been recognized and its use has evolved to address urban planning and architectural heritage management subjects. Nevertheless, evidence shows that its use in architecture teaching is scarce and uneven. Directive 2007/2/EC, establishing the infrastructure for spatial information in the European Community (EU), is, in this way, an opportunity to develop a greater knowledge and application of GIS in the framework of higher education. In architecture, this can be achieved by problem solving based on real case scenarios, which can benefit from GIS-based techniques and analysis capabilities. In this paper, the authors aim to present a review of the use of GIS in teaching and research in architecture to assess its level in different European programmes. Experiences from three European universities (University of Seville, Spain, University of Beira Interior, Portugal, and Technical University of Crete, Greece), which are among the few in their respective countries that promote the inclusion of GIS in architectural education, particularly in the fields of urban and regional planning and architectural heritage, are compared and framed within the European scenario. The paper concludes with a reflection on the three universities’ practice compared to the leading European architecture programmes listed in the main international university rankings. In recent decades, the Olympic Games have become one of the most important mega-events in the world. The large number of cities applying for the Olympics and the increase in mega-event budgets indicate that the leadership of cities and regions perceive the possibility of holding the Olympics as a tool to improve economic and social aspects in cities by accumulating investment. Since its inception, the Olympic Games have closely influenced urbanization processes in host societies. From the second half of the 20th century, a significant evolution can be observed via increasing the scale of the mega-event: from the Olympic mono-stadium to the Olympic quarter, urban and regional planning. Thus,the Olympics began to provide investment not only in sports infrastructure but also in becoming an element of urban and regional renewal and development, introducing changes in transport infrastructure, housing, parks, streets, public space. From the point of view of urban and regional planning, the holding of such a mega-event as the Olympics is considered within the concept of the Olympic heritage; namely, researchers study the material impact of mega-events. The tangible Olympic legacy is divided into sports and non-sports. The sports heritage of mega-events includes sports facilities, as well as training facilities. The non-sporting heritage of the mega-event includes the Olympic Villages (after the mega-event, the Olympic Village usually becomes the city's housing stock), the media center (which has the potential to become a shopping, entertainment, exhibition, or multicenter), renewed transport infrastructure and public and park spaces, urban environment. Especially for cities hosting a mega-event, the benefits of hosting the Olympics can be vast and varied. In the post-Fordism world, cities began to consider the possibility of holding the Olympics as a tool for the revival of the city. Such applications can be called "regeneration games". The Olympic Games can be part of a strategic plan to renovate the city, significantly change the urban environment, improve transport infrastructure, and affect the quality of life in the city. However, the mega-event can have a negative impact on the city, forming an overuse of funds or the implementation of unnecessary infrastructure of the city, which declines after the Olympics.&nbsp, Олімпійські ігри від свого зародження тісно впливали на урбанізаційні процеси у приймаючих суспільствах. З другої половини 20-го століття можна спостерігати значну еволюцію в збільшенні масштабності мегаподії: від Олімпійського моностадіону до олімпійського кварталу, елементів міського й регіонального планування. This chapter interprets and analyzes Ayla Karacabey, a Turkish woman architect, and her career history in the United States, Europe, and the Republic of Turkey during the 1950s–1970s. A graduate from the American College for Girls in Istanbul, Turkey (1954), and Vassar College in the state of New York in the US (1956), she obtained her master of architecture in urban design degree from the Harvard University Graduate School of Design in 1960. As a result of the transformation of architectural education in the postwar United States, the core arguments of her designs reflect on the importance of regional values in modernism, large-scale planning efforts, and interdisciplinary understanding confronting the rigid principles of the International Style with individualistic creativity and a strong emphasis on the aesthetic design codes in the 1950s. In this perspective, she is one of the early figures among Turkish women architects who emphasized the integration of architectural history in urban design and urban planning throughout her career. Based on her archive at the International Archive of Women in Architecture, this paper for the first time will discuss some significant projects by Karacabey and uncover how she solved problems within her male-dominated profession and offered new creative solutions in urban design and regional planning.

Regional population forecast and analysis is of essence to urban and regional planning, and a well-designed plan can effectively construct a sound national infrastructure and stabilize positive population growth. Traditionally, either urban or regional planning relies on the opinions of demographers in terms of how the population of a city or a region will grow. Multi-regional population forecast is currently possible, carried out mainly on the basis of the Interregional Cohort-Component model. While this model has its unique advantages, several demographic rates are determined based on the decisions made by primary planners. Hence, the only drawback for cohort-component type population forecasting is allowing the analyst to specify the demographic rates of the future, and it goes without saying that this tends to introduce a biased result in forecasting accuracy. To effectively avoid this problem, this work proposes a machine learning-based method to forecast multi-regional population growth objectively. Thus, this work, drawing upon the newly developed machine learning technology, attempts to analyze and forecast the population growth of major cities in Taiwan. By effectively using the advantage of the XGBoost algorithm, the evaluation of feature importance and the forecast of multi-regional population growth between the present and the near future can be observed objectively, and it can further provide an objective reference to the urban planning of regional population.

Land use planning as strategic instruments to guide urban dynamics faces particular challenges in the Global South, including Sub-Saharan Africa, where urgent interventions are required to improve urban and environmental sustainability. This study investigated and identified key challenges of land use planning and its environmental assessments to improve the urban and environmental sustainability of city-regions. In doing so, we combined expert interviews and questionnaires with spatial analyses of urban and regional land use plans, as well as current and future urban land cover maps derived from Geographic Information Systems and remote sensing. By overlaying and contrasting land use plans and land cover maps, we investigated spatial inconsistencies between urban and regional plans and the associated urban land dynamics and used expert surveys to identify the causes of such inconsistencies. We furthermore identified and interrogated key challenges facing land use planning, including its environmental assessment procedures, and explored means for overcoming these barriers to rapid, yet environmentally sound urban growth. The results illuminated multiple inconsistencies (e.g., spatial conflicts) between urban and regional plans, most prominently stemming from conflicts in administrative boundaries and a lack of interdepartmental coordination. Key findings identified a lack of Strategic Environmental Assessment and inadequate implementation of land use plans caused by e.g., insufficient funding, lack of political will, political interference, corruption as challenges facing land use planning strategies for urban and environmental sustainability. The baseline information provided in this study is crucial to improve strategic planning and urban/environmental sustainability of city-regions in Sub-Saharan Africa and across the Global South, where land use planning faces similar challenges to address haphazard urban expansion patterns.

La ciudad de Piribebuy, así como la mayoría de las ciudades del país carecen de un ordenamiento territorial. En consecuencia, la expansión incontrolada y desordenada de los asentamientos humanos y la ampliación no planificada está causando graves problemas. Con el objetivo de realizar la propuesta de zonificación en base al creci- miento urbano de la ciudad de Piribebuy comprendido entre 1994 y 2010 e identificar los tipos de emprendimientos encontrados en la zona de estudio a través del uso del suelo actual, fue realizado un estudio de tipo descriptivo y aplicativo que constó de tres fases, 1) medio físico natural describiendo las características físico naturales del casco urbano (análisis morfométrico, altimetría, clima, suelos, geología, hidrogeolo- gía, hidrología, pendiente y vegetación) considerando como marco de gestión la cuenca del arroyo Piribebuy; 2) medio físico artificial describiendo y cuantificando las características del casco urbano (usos del suelo, infraestructura, vialidad, espacios recreativos) y 3) medio social describiendo los aspectos demográficos, actividades económicas, turismo y naturaleza, cascos históricos para lo cual se realizaron entre- vistas, observación directa y uso de registro fotográfico. Se identificaron dos zonas: la primera corresponde a la llamada zona urbana (central, urbanizada y periférica) y la segunda, denominada áreas complementarias (interés ambiental, protección am- biental, turística/histórica y expansión urbana), todas con sus correspondientes regla- mentaciones referentes a usos permitidos, permisibles y no permitidos, a fin de evitar que el casco urbano pierda las características que lo hacen peculiar.

Some European regions are experiencing unprecedented impacts due to climate change. The islands of the Outermost Regions are also being affected by this phenomenon. When these islands have a higher level of functional complexity, climate change increases the difficulty of defining their urban and regional planning tools. A comparative analysis of the characteristics of these islands (comparing land use and demographic density) and a review of the efficacy of planning tools for incorporating climate change adaptation has been developed in order to understand the transformations produced in the regulatory frameworks. Through the case studies of Gran Canaria (Spain) and Reunion Island (France), which show high levels of urban and peri-urban land use pressure, the paper focuses on analysing the degree of mainstreaming adaptation strategies, as key elements for land use planning in a context of climate change. Results show a dysfunction between adaptation needs and the incorporation of the climatic issue in land use management. Insular planning tools do not generally consider climate change adaptation and excessive top-down management is observed in the decision- making process. This paper contributes new case studies to the literature, comparing two non-sovereign European islands, and reviews the regulatory framework on adaptation in insular contexts related to climate change.

Deben de incorporarse una serie de informes sectoriales que suelen ser preceptivos. El caracter de norma juridica que tienen los Planes Urbanisticos y Territoriales origina, que cualquier vicio juridico que tenga su procedimiento de aprobacion, provoque la nulidad de pleno derecho. La nulidad de un PGOU produce unos efectos impactantes en la situacion socioeconomica del municipio al que afecta y una gran repercusion en la situacion de las edificaciones ilegales. Este articulo, tomando como marco Andalucia, hace un repaso por su legislacion urbanistica y sectorial, analizando las causas que han provocado la nulidad del planeamiento en la doctrina jurisprudencial reciente, su alcance y los efectos de la nulidad en el Planeamiento, Gestion y licencias de edificaciones. Finalmente se estudian las posibles soluciones para mitigar las consecuencias de la nulidad de los Planes de Urbanismo y Ordenacion del Territorio. EnglishThe approval procedure of the General Plans of Urban Planning is complex, laborious and lengthy. They must incorporate a series of sectoral reports which are often mandatory. The normative character of Urban and Territorial Plans has as a consequence that any legal defect of its approval procedure can cause their nullity. The invalidity of a General Plan of Urban Planning produces harmful effects on the socio-economic situation of the municipality and it has a significant impact on the situation of illegal buildings. This paper, taking Andalusia’s legal framework as a reference, reviews its urban and sectoral legislation, analyzes the causes that have led to the annulment of its planning in recent case law and the extend to which that annulment affects the Planning, Management and Licensing of buildings. Eventually the paper is focused on possible solutions to mitigate the consequences of Plans of Urban and Regional Planning invalidity.

When making governance decisions, such as land-use plans, policymakers must decide if and how to balance economic growth with environmental conservation. Often, and frequently not by choice, these decisions are made with limited or poor-quality data, which is often either too theoretical or too fine-scale, leading to poor land use planning within urban watersheds. As a case study of a governance technique, we analyzed the function of zoning on the relationship between development and ecosystem services across 65 watersheds in South Carolina, USA. Our research question was whether zoning regulations have helped preserve natural capital. Habitat, carbon storage, nutrient and sediment export were measured using Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST), which maps distributions of services based on ecological production functions. Over a ten-year window, increased development resulted in the loss of services. Zoning reduced the impact of development on phosphorus export, but not on other services, revealing the need for more explicit consideration of services in creation of zoning ordinances. If residents of urban watersheds want to benefit from development, improved and more accessible data and rigorous evaluation are important first steps towards improved governance decisions about zoning and regional planning in both public and private sectors.

The approach and efficacy of South East Queensland’s (Australia) regional planning strategy to manage urban and peri-urban growth is described and discussed from document analysis. Framed within the urban containment paradigm, the South East Queensland Regional Plan 2017 establishes specific principles and statutory planning controls to direct the spatial distribution of growth while attempting to preserve natural, cultural and productive landscapes and overall liveability. Identification of desired regional growth patterns, coordinated governance, economic and infrastructure development, and plan monitoring are key attributes of a framework that has generally resulted in acceptable regional outcomes. Nevertheless, a number of challenges remain for containing urban growth and maintaining regional resilience and sustainability amidst continuing growth pressures. This paper highlights three contemporary issues of interest: greater recognition and delineation of peri-urban areas, integration of regional planning and disaster management, and growth management of peri-urban master planned communities. Pendekatan dan keberhasilan perencanaan stretegis wilayah South East Queensland (Australia) dalam mengelola pertumbuhan perkotaan dan peri-urban dijelaskan dan didiskusikan dari dokumen analisis. Dibingkai dalam paradigma pembatasan perkotaan (urban containment), South East Queensland Regional Plan 2017 menetapkan prinsip-prinsip spesifik dan peraturan pengendalian perencanaan untuk mengarahkan distribusi spasial pertumbuhan diiringi dengan upaya pelestarian lingkungan, lahan budidaya dan lahan produktif, serta tingkat kualitas hidup secara keseluruhan. Identifikasi pola pertumbuhan regional yang diinginkan, tata kelola pemerintahan yang terkoordinasi, pembangunan ekonomi dan infrastruktur, dan pemantauan rencana merupakan faktor kunci untuk menghasilkan dampak wilayah yang dikehendaki. Namun demikian, masih terdapat sejumlah tantangan untuk melakukan pembatasan pertumbuhan kota dan mempertahankan ketahanan dan keberlanjutan wilayah masih tampak di tengah tekanan pertumbuhan yang terus berlanjut. Makalah ini menyoroti tiga isu kontemporer, yaitu pengakuan yang lebih besar dan penggambaran wilayah peri-urban, integrasi perencanaan wilayah dan manajemen bencana, dan manajemen pertumbuhan komunitas perencanaan induk peri-urban. This article focuses on west-east planning policy transfers in Europe–the movement of ideas, principles, priorities, and processes related to the development, implementation and evaluation of planning policy. It examines the case of Albania, where various activities to promote the transfer of policy have taken place over the last quarter century. Since the end of communism in 1990, foreign consultants have been involved in providing advice on a range of policy issues, including urban and regional planning. Drawing on a survey of consultants with direct experience of providing policy advice in Albania, the article explores the impact of west-east planning policy transfer and the key barriers it has faced.

In the face of natural disasters, very often Italy has missed the opportunity to introduce new models and development projects. Solutions that would introduce new and immediate social-economic and urban planning regeneration processes have not been found, and very often the focus has been merely on need to reconstruct buildings that have been destroyed or damaged. After an earthquake, strategies that take into account the needs of residents and boost the economy with efficient urban planning strategies and civil protection plans have never been adopted. Permanent key centres have never been developed to cope with problems that exist before, during and after the earthquake. The scope of this paper is to define strategies that take account the experience of the past in order to lay the plans for the resurgence of the territory after an earthquake. This paper addresses the unresolved post-earthquake issue in Central Italy dating to August 2016-January 2017, in three steps: 1. Chronological assessment of how difficult post-earthquake situations were managed in the past,and the role of planning today. Critical descriptions of a number of successful post-earthquake transition phases in Emilia-Romagna, Umbria, and Marche regions, and the serious errors made after other disasters (Historical centre of Aquila etc.). Evaluation of the current role of Regional Planning, in pre and post-earthquake situations. 2. Scenarios, suggestions and operational proposals for Earthquake Damaged Areas. Assessment of the situation in Central Italy, where there have been a number of earthquakes in the period between August 2016 to January 2017, based on the positive and negative aspects of other experiences. The need of local communities to return to the area as quickly as possible is discussed, not only in terms of reconstruction. The contents of Projects for essential urban structures at a District, Municipal and Associated Districts Administration Area level are defined. 3. Programmatic suggestions for the resurgence of the territory based on the “productive landscape” economic and social model. New forms of social housing, integrated tourism and farming activities, and support for farming and breeding activities typical of the area are identified together with advanced cultural districts, while semi-abandoned rural buildings are once again placed on the market.

La conurbación entre Bogotá D.C y el municipio de Soacha es un fenómeno que se ha constituido como un hecho generador de múltiples problemas públicos, que se relacionan con la población de ambos territorios y requieren articulación interadministrativa para ser manejados de forma adecuada. En este trabajo se propone un análisis de la realidad del territorio conurbado y los instrumentos de planeación relacionados con la zona de conurbación Bogotá-Soacha. En términos metodológicos se realiza un proceso de revisión cualitativa influenciada por el análisis del discurso; así, se abordan instrumentos de planeación del ordenamiento territorial de Bogotá y Soacha y los planes de desarrollo de Bogotá, Soacha y Cundinamarca en el periodo 2000-2019. A partir de la lectura de cada documento se extraen unidades de análisis discursivas que permiten profundizar en el análisis que se quiere desarrollar. Además, para complementar el desarrollo metodológico se aborda la problemática de movilidad y conectividad en el territorio conurbado, principalmente entre Bosa, Ciudad Bolívar y Soacha. Entre los hallazgos principales del documento están la ausencia de articulación interadministrativa para la solución de problemas públicos en la zona conurbada y las dificultades que tiene la población para identificar cuál es la autoridad que ejerce un rol efectivo de acción en el territorio conurbado. El trabajo se plantea como una contribución inicial a las problemáticas generadas por la conurbación y propone estudios futuros que desarrollen con mayor profundidad otros aspectos que se relacionen con esta dinámica urbano-regional. The conurbation between Bogotá D.C. and the municipality of Soacha is a phenomenon that has become a generator of multiple public problems, which are related to the population of both territories and require inter-administrative articulation to be adequately managed. This paper presents an analysis about the reality of the conurbated territory and the planning instruments related to the Bogotá-Soacha conurbation zone. In methodological terms, a process of qualitative review is carried out influenced by the analysis of the discourse; thus, the planning documents of the territorial planning of Bogotá and Soacha and the development plans of Bogotá, Soacha and Cundinamarca in the period 2000-2019 are approached. From the analysis of each of these documents, units of discursive analysis are extracted allowing to deepen in the analysis aimed to be developed. In addition, to complement the methodological development, the problems of mobility and connectivity in the urban territory are addressed, mainly between Bosa, Ciudad Bolívar and Soacha. Among the main findings of the document are the absence of inter-administrative coordination for the solution of public problems in the urban area and the difficulties that the population faces in identifying the authority that plays an effective role of action in the urban territory. The work is proposed as an initial contribution to the problems generated by the conurbation and proposes future studies that develop other aspects related to this urban-regional dynamic in more detail. International audience; The main objective of this study was to characterize the spatial structure of periurban agriculture for the purpose of operational urban development, avoiding the use of cumbersome and costly surveys when the public action sphere is extended to a region or a country. On the basis of Partial Least Squares-Path Modeling (PLS-PM), the approach developed here uses data freely available in France and makes it possible to analyze complex relationships between the socioeconomic structure of farms, demography, landscape structure, and landscape management and function. The results are used to identify spatial units of periurban farmland (USAP). Aggregated at the municipal level, they reveal municipalities under the influence of an urban pole whose agricultural areas have a greater possibility of developing short marketing chains towards the city and that could consequently justify public support for local supply options.

This study explored the urban planning system through Citizen Pothole electronic Report (e-Report), answering the challenges of implementing smart cities through the creation of a dialogue between the citizen and government through data analysis, text mining, and geovisualization in Malang City, Indonesia. The results of this study are that digital trends using data analysis, text mining, and geovisualization are welcomed by citizens and government representatives because it provided direction and recommendations in an effort to formulate urban policies with legalization through regulations to implement digital dialogue between citizens and governments toward the ubiquitous spatial planning in Malang City.

In the face of growing urbanised areas, the presence of forests and their appropriate shaping is a key challenge for contemporary urban planning. The importance of forests is largely identified with natural, economic and social functions in non-urban areas; however, forests are of vital value in urbanised areas. This article explores young Polish urbanites’ awareness of the role forests play, and submits diagnoses of the forests multidimensional benefits and their functions in Poland’s urban areas. Moreover, the research is based on the premise that the management of urban forests must ultimately lead to the satisfying of social needs. Based on empirical research, the perceptions of the value of urban forests as assessed by young people (students) in the Śląskie Voivodeship are presented, leading to the authors’ postulation that urban forests are underestimated resources. Furthermore, the study suggests that young Poles do not recognise the multi-beneficial aspects of urban forests; and the authors indicate feasible directions for local policy to achieve sustainable development. The final statements argue that in the face of serious threats to the functioning of Earth’s ecosystem, a campaign for the presence of forests and green spaces in cities is necessary.

Managing public space is a big and important blind spot of urban and regional planning and design. Important, because major transition challenges, such as climate adaptation, energy transition, circular economy, mobility, and governance require substantial changes in public space – both physical and social changes. Big, because managing public space entails enormous budgets and potentials over a long period of time in which management and maintenance takes place, which are largely spent operational and sectoral. A more integral and strategic management of public space entails huge potentials, which are hitherto neglected in the academic debate on public space in general and that of cities in particular. This contribution builds on explorative work on management of public space in academia and on a survey of Dutch managing public space practice and pleads for a more systematic academic debate and research on management of public space.

In this paper, we report on the application of systems engineering in initiating the synthesis of a participatory planning support system (PSS) for sustainable regional planning. The systems engineering SPADE approach is applied in a model-based fashion to define and link sustainable development goals (SDGs) to regional and urban planning policies in a co-creative multi-stakeholder environment. The approach is demonstrated through a case study from the interregional climate, land-use, and transportation planning process (PAKT) in the Ålesund region in Norway. The work was performed using focus groups with planning stakeholders over a series of workshops to analyze, design, verify and validate the problem structure. Our study shows that the approach is useful for integrating and operationalizing the SDGs in a planning context. The methodology also brings clarity and structure to planning problems and provides a pedagogical frame to engage stakeholders in co-creative PSS synthesis. Further research is necessary to explore how structured elements may be exploited in PSS synthesis.

This article investigates online urban planning degree programs. The Covid-19 pandemic forced urban planning programs to pivot to online delivery instantly. However, there is little preexisting knowledge on online learning in place-making fields of study both in the literature and in practice. Meanwhile, working and learning from home is expected to continue as part of urban planning education and practice. The key tension of teaching urban planning online, as a traditional place-dependent field, is the starting point for our inquiry in this article. To understand the state of online urban planning programs, an internet search was conducted. A database of 176 higher education programs was created that identified only eight online programs including degree-granting and certificate programs in urban planning. These urban planning program results were concentrated in the western United States. Key challenges in online learning were identified through a literature review, including pedagogical efforts in skill transfer and multiculturalism. The eight-program curriculum strategies were analyzed through a qualitative case study analysis. A discussion on the tactics during the transition from in-person to online education in the Department of Urban and Regional Planning at California State Polytechnic University Pomona is also presented. This article provides online urban planning program information for educators currently teaching online and for those interested in creating an online program. Online programs in place-specific fields such as urban planning have particular challenges in understanding communities without site visits, ethnography, or robust in-person community engagement. Online urban planning programs must make additional efforts to achieve a social, collaborative learning and practice environment.

Storytelling spielt als Methode in der Raumplanung bisher nur eine kleine Nebenrolle. Oftmals haben RaumplanerInnen noch gar nicht von dieser Methode geh��rt, obwohl sie sie bereits in der ein oder anderen Weise unbewusst angewendet haben. Diese Arbeit soll einen Querschnitt der Raumplanung zeigen und hervorheben, wie Storytelling in verschiedenen Planungsprozessen und auch im wissenschaftlichen Kontext angewendet werden kann. Dazu werden neben einer Literaturrecherche neun Gespr��che mit ExpertInnen gef��hrt, welche aus der Wissenschaft, der Stadtplanung, der Kommunikationswissenschaft sowie aus der ��rtlichen und der regionalen Raumplanung kommen. Dabei wird auch auf Risiken von und Kritik an Storytelling eingegangen. Mit Hilfe der gewonnenen Erkenntnisse wird gezeigt, wie Storytelling als Werkzeug in der Forschung sowie der informellen und der formellen Raumplanung eingesetzt werden kann. In drei abschlie��enden fiktiven Geschichten wird die Anwendung von Storytelling in der Planungspraxis anhand von drei Charakteren n��her erl��utert und gezeigt., Storytelling has so far only played a minor role as a method in spatial planning. Often, spatial planners have not even heard of this method, even though they have already used it unconsciously in one way or another. This thesis intends to show a cross-section of spatial planning and to highlight how storytelling can be used in various planning processes and in a scientific context. In addition to literature research, nine expert interviews were held with experts from the fields of science, urban planning, communication science as well as local and regional spatial planning. Risks from and criticism of storytelling are also discussed. With the help of the gained knowledge, it is shown how storytelling can be used as a tool in science communication as well as informal and formal spatial planning. In a final fictional story, the application of storytelling in planning practice is explained and shown in more detail using three characters.
