The dichotomy of the market initiative and central planning is considered to be one of the main issues in the governance of public transport provision. It relates to the rights of either the operators or authorities to design public transport services. The advantages and disadvantages of these models can motivate the reforms of public transport governance. Such reforms usually result in significant changes in the technical specifications of the public transport services. In this paper, we attempt to study the changes in the Moscow bus network introduced within the reform of public transport governance, the so-called ‘new model of partnership with private operators’ scheme. In 2016, all market-initiated minibus routes were replaced by those directly designed by the Moscow authorities. Since then, the private branch of the Moscow bus system came under a central planning regime with no room for market initiative. The large changes in the network in 2016 opened up a discussion on the impact of public transport governance on the network structure. This paper provides an analysis of the land passenger transport network of 2015 and 2016. It can be useful to describe the paths of network development under different regulatory regimes.

Vietnam's transport sector plays an important role in its socioeconomic development. Passenger transport helps meets daily needs and contributes significantly to tourist service development while freight transport helps meet the country's demand for delivery of raw materials and of semi-finished products to production facilities and for transport of finished products to consumers. With the overall growth in transport in the country, each of the main forms of transport (road, railway, aviation, inland waterways and maritime) are currently increasing the total fuel use for transport and as a result overall greenhouse gas emissions. In addition to the mix of transport modes used, the major factors affecting the impact of this growth on current and future greenhouse gases from each mode of transport are the quality and quantity of the vehicles and supporting infrastructure and the type of fuels used and their efficiency. The following sections evaluate the infrastructure and fuel use of each of the modes of transport (sections 1.1-1.5), the current and projected greenhouse gas emissions from the sector and the reasons for this (section 2), and typologies of interventions that can reduce the emissions from the sector (section 3).

OTOBÜSLERİN VE MİNİBÜSLERİN ANTALYA ARTERLERİ ÜZERİNDEKİ ETKİLERİ Otobüs ve minibüsler yolcular binerken ve inerken trafiği bloke ederler, böylece yolcu taşımadaki yolcu arabalarına kıyasla bazı avantajlarını kaybedebilirler. Bu araştırma toplu taşımanın iki modu olan otobüslerin ve minibüslerin arterler üzerindeki etkilerim çalışmayı amaçlar. Antalya şehri, 12 otobüs hattı ve 18 minibüs hattı hakkında bilgi içeren ilgili verilerin varlığı sebebiyle, pilot çalışma bölgesi olarak seçildi. Verileri tanımak için öncelikli bir analiz yapıldı. Otobüs ve minibüslerin seçilen bazı gezi bileşenleri için ortalamaları arasındaki farkın belirginliği istatistiksel olarak test edildi. Araç akış oranlan ve yolcu yükleri hesaplandı ve toplu taşım servis seviyelerim elde edebilmek için Yol Kapasitesi El Kitabı 'nda verilen standartlarla karşılaştırıldı. Otobüs ve minibüslerin yol kapasitesi üzerindeki engellemelerini değerlendirmek için değişik gezi yönlerinde ve periyotlarında kapasite kayıpları, yolcu eşdeğerleri, yolcu eşdeğeri oranlan hesaplandı. Ortalama bekleme süresini etkileyen değişkenleri belirlemek ve bir model oluşturmak için regresyon analizi yapıldı. Çalışmanın son kısmında, sonuçlar özetlendi. Otobüs ve minibüs çalışmalarım iyileştirmek için bazı öneriler sunuldu. IV ABSTRACT EFFECTS OF BUSES AND MINIBUSES ON THE ARTERIAL STREETS OF ANTALYA Buses and minibuses block the traffic as the passengers board and discharge so that they may lose some of their advantages for passenger transportation over passenger cars. This research aims to study the effect of two mass-transit modes namely buses and minibuses on urban arterials. Antalya city was selected as the pilot study area because of the existence of relevant data which included information about 12 bus lines and 18 minibus lines. Preliminary analysis was performed to get acquainted with the data. The significance of differences between the means of buses and minibuses for some selected travel components were tested statistically. Vehicle flow rates and passenger loadings were calculated and compared with the standards given by Highway Capacity Manual (HCM) to obtain transit levels of services. Capacity losses, passenger car equivalents (PCE), passenger equivalency ratios (e) were calculated for different travel directions and periods to evaluate the bus and minibus interruption on highway capacity. Regression analysis has been performed to determine the variables affecting average dwell time and to build a model. In the final report of this work conclusions have been summarized. In the first chapter, the definition and history of transportation was expressed and its subsystems were given. In the chapters two to five, the birth of traffic, its importance in the day life, its relations with the other sciences, the traffic accidents and local transportation, passengers and drivers of minibuses and role of minibuses in Ankara's local transportation were presented. Chapter six is dedicated in investigation about traffic and given some statistical results about interviwes of the people on minibuses. In the final chapter it is presented some suggestions and were given some ideas and thoughts of citizens, drivers and policemen.
