The authors of this report analyzed the most recent data to illustrate the impact of literacy skills on both the micro- and macro-economic levels. The report explores whether there is a case to be made for direct links between literacy skill and income level. Data relating to the ability to get a job, job retention and promotion, risk of job loss, length of time unemployed and rates of pay were examined. The report provides a summary of how literacy skill and low income are related, and what these relationships imply for public policy. The "29th Annual Report to Congress on the Implementation of the Individuals with Disabilities Education Act, 2007" follows the 2006--i.e., the 28th annual report--in sequence. The "29th Annual Report to Congress" is, however, the first to have three volumes. In the 28th and previous editions, volume 2 consisted of data tables and data notes for Parts B and C. With the 2007 or 29th annual report, volume 2 now contains only Part B data tables and data notes and volume 3 contains data tables and data notes for Part C. Volume 1 presents a picture of how children and students are being served under the law nationwide and provides profiles of individual states' special education environments and early intervention settings. It also includes tables of states rank-ordered by their reported data on exiting, dropouts, educational environments and early intervention services and settings. Lastly, it contains abstracts of research projects funded by the National Center for Special Education Research and other studies and evaluations for assessing the implementation and effectiveness of key programs and activities supported under the "Individuals with Disabilities Education Act" ("IDEA"). Volumes 2 and 3 of the "29th Annual Report to Congress" consist of tables that also were compiled from data provided by the states. Such data are required under the law. In fact, the collection and analysis of these data are the primary means by which the Office of Special Education Programs monitors activities under "IDEA", thereby helping to ensure the free appropriate public education of all children with disabilities. Data tables in volume 2 cover a multitude of topics regarding states' implementation of "IDEA", Part B; data tables in volume 3 cover a multitude of topics regarding states' implementation of "IDEA", Part C. In the analysis of data presented in volume 1, there are frequent references to specific tables in volumes 2 and 3 as sources. In that sense, volumes 2 and 3 can be used as appendices to volume 1. However, the tables in volumes 2 and 3 provide much more extensive data than are referenced in volume 1. As such, they may be used by anyone interested in doing further analysis of state activities funded under "IDEA". This report presents data on a wide range of geographic, demographic, social, economic, and housing characteristics for the foreign-born population of the United States. Data for the native population are included for comparison. Data come from the March 2000 Current Population Survey. The core of the report is 22 sections presenting information on the following topics: trends in immigration and the foreign-born population; region of birth; country of birth; geographic distribution; metropolitan areas; length of residence; citizenship status; nativity, parentage, and foreign stock; Hispanic origin and race; age and sex; household size and type; families and related children; children living with foreign-born householders; educational attainment; labor force participation; occupation; earnings of full-time, year-round workers; money income of households; poverty status; means-tested program participation; health insurance; and homeownership Five appendices include: foreign-born and other terms, source and accuracy of estimates, comparison of population universes, nativity questions on the Current Population Survey, and related reports and information. These four Census Briefs highlight the information from the 2000 U.S. Census most relevant for community leaders, policy makers, advocates, and others concerned with the status of children and families in Rhode Island. The first brief graphs the large increase in the number of Rhode Island children. Two tables show child population in core cities (1990 and 2000) and child population by city and towns (1990 and 2000), and one figure shows state child populations (1980-2000). The second brief delineates the population of children in Rhode Island by age category, finding that there are more early adolescents and fewer young children. Two tables show children by age category (1990 and 2000) and child population by age group (2000), and one figure shows children by age category (1990 and 2000). The third brief delineates the state's growing diversity led by an increase in Hispanic children. Two tables show children under age 18 by race and ethnicity, and children under age 18 by race and ethnicity and city or town. The fourth brief charts the rise in the number of children living in single-parent families. One figure shows children's living arrangements (1970-2000), and one table shows children under age 18 living in family households (census 2000). (SD)

The National Center for Education Statistics (NCES) gathers and publishes information on the status and progress of education in the United States. The "Condition of Education" is an annual, Congressionally mandated report produced by the NCES. It is an indicator report, presenting key data analyses that measure the health of education, monitor important developments in the education system, and show trends in major aspects of education. This document includes all the supplemental tables, notes, and standard error tables prepared for "The Condition of Education 1997." The tables provide additional information to complement the data presented in "The Condition." For example, Indicator 2 in the main volume compares early signs of school problems across racial/ethnic groups and according to parents' highest educational level. Additional tables provided in this supplemental volume compare early signs of school problems by students' age, urbanicity, and household income. Standard errors for all the survey estimates presented in this volume have been calculated and are also included. A total of 226 tables and 21 notes are included. (LMI)

While many children across North Dakota enjoy positive life circumstances which support their healthy growth and development, many others do not. This Kids Count fact book presents a statistical portrait of the condition of North Dakota children from prenatal through adolescent stages of development, based on key indicators. These indicators include population statistics, family composition, economic condition, child health, education, child safety, and risk behavior by teens. Wherever possible, the 1995 Fact Book updates data reported in the previous year's book, to provide continuity in comparison of indicators. The book begins with an overview section containing brief definitions for each indicator in respective categories; a state profile and analysis for each category; and"Significance" boxes discussing the impact of indicators on the condition of children. Regional data, pertaining to the eight Human Service Regions through which state program administration occurs, are then presented. Regional data profiles are self-contained, and are followed by county profiles, which are arranged in alphabetical order. An alphabetized list of North Dakota's 53 counties and a state map precede data sections, and definitions of important terms and information on data sources are also provided. (EV)

The data in this report is drawn from the 1994 public library annual report and represents a snapshot of certain conditions that existed in Wisconsin public libraries at the end of 1993. Trustees and staff can use this data to identify an appropriate peer group and select a service target based on activities reported by that group. This companion to the standards summarizes the source of the data analyzed, provides methods for estimating a library's service population, instructs readers on applying appropriate measures, and provides the data itself, in table form. Service data is tabulated according to 8 input measures: full time equivalent staff per 1,000 population; volumes held per capita; periodical titles, audio recordings, and video recordings held per 1,000 population; print acquisitions as a percentage of holdings; total materials expenditures per capita (print and non-print); and hours open per week (winter). The libraries are grouped into eight population ranges. Within each range, the data was analyzed to define three recommended service targets, representing three levels of effort--basic, moderate, and advanced. Instructions on estimating service population and per capita measures, and the application of the per capita standards are also provided. (Contains 16 tables.) (BEW)

This report is based on the first international education indicators produced by the Organization for Economic Co-operation and Development (OECD). The 16 indicators were chosen to take advantage of data available in "Education at a Glance," the most up-to-date set of international educational indicators. Indicators are grouped into categories of: (1) background; (2) participation; (3) outcomes; and (4) finance. In addition, results from the National Assessment of Educational Progress study of mathematics achievement of eighth graders have been statistically linked to results from a similar international study. The presentation of each indicator includes an explanation of what it means, why it is important, and key results from a comparison of countries and states. Comparisons are most often made among "like-size" entities. For each indicator, tables are included for states and countries along with a graph that displays this data together. The indicators are policy-relevant and problem-oriented measures of the state of a system. A commitment to reaching world-class education performance is expressed in the National Education Goals of 1990. These indicators provide information necessary to plan for these goals. Eighteen figures and 32 tables present indicators. An appendix provides technical information about the comparison process and includes standard error tables for indicators. This report provides statistical profiles of South Carolina's 91 school districts in the context of the counties in which they are located. Profiles of each county give information on features such as population, family characteristics, income levels, and the industrial base. Each county profile is followed by a profile of each school district. District profiles describe schools and students, school finance, and academic achievement. A state profile that precedes the county and district profiles uses the same indicators. Most county data come from 1990 census figures with some 1991 estimates when available. District data come from information supplied by superintendents to the state department of education. A section of "Initiative Highlights" gives information on some of the state's innovative educational practices. (SLD)

This handbook is an easy-to-use reference book for policymakers, public officials, and policy analysts, as well as anyone else who may need up-to-date information about state economic, demographic, and fiscal data. The book includes data on demographics, poverty rates, per capita state personal income, state and local tax rates, and state and local government revenues and spending programs. Gender and age comparisons are noted in some instances. The book's main section consists of four-page summaries, one for each state, that highlight economic indicators, population and poverty measures, household income distribution percentages, and fiscal data. The second section gives users separate tables and selected maps for making state-by-state summary comparisons on a single item of information. This report uses census information on children to examine how national demographic trends play out across the country, in states, and in smaller geographic areas. Data for 1980 and 1990 are provided in 35 tables and 15 figures, which illustrate 6 sections of the report. Section 1 looks at the child population, and notes that between 1980 and 1990 the number of children decreased slightly while the number of children under age 6 years increased by 12.5 percent, which is close to the size that this group of children was in 1960. Section 2 presents information on children and families, including composition of households, and variations by race and ethnicity. Section 3 covers children and parents' work, and looks at the numbers of families where both children work. Section 4 details children and family income, noting data on children in poverty by family type, race and ethnicity, and distribution by state. Section 5 discusses children and education, focusing on school enrollment, high school dropout rates, and variations by geographic and race or ethnic group. Section 6 addresses children and immigration, and notes that over 2 million children (3.3 percent of all children under age 18 years) are foreign-born, the highest proportion of whom are Hispanic Americans. This report presents Current Population Survey data on the demographic, social, and economic characteristics of the Asian American and Pacific Islander population in the United States. This is the first CPS report on this population. The Bureau of the Census collected data for this report using the March 1991 and 1990 supplements to the CPS. Although 2 years of data are presented, the text portion of the report is based on data from the March 1991 supplement. An introduction notes that the Asian American and Pacific Islander population is not homogeneous and that an analysis of the population as one aggregate group masks the diversity that is present in fact. The initial sections of the report examine population growth, social characteristics, and economic characteristics, with detailed explanations of two tables and eight figures. The bulk of the document offers 17 detailed tables. The following are selected highlights of the findings: (1) the median age of this population was 30.4 years in March 1991; (2) among those 25 years old and over in 1991, the percentage of Asian American and Pacific Islander persons with 4 years of high school or more was 82 percent; (3) the median income in 1990 of Asian American and Pacific Islander families exceeded that for White families; and (4) the per capita income of the Asian American and Pacific Islander population was lower than that for Whites. Appendixes contain definitions and explanations, information on the source and accuracy of estimates, and facsimiles of the March 1991 CPS Questionnaires. (JB)

The result of cooperative research between Statistics Canada and the United States Bureau of the Census, this report presents tabulations of the demographic, economic, and social characteristics of persons born in Canada and counted in the U. S. Census of 1980 along with persons born in the United States and counted in the Canadian census of 1981. The researchers analyzed the cumulative effects of migration between Canada and the United States on the migrant stock of the two countries. The study provides a model for efforts to obtain emigration data for nations lacking comprehensive registration systems. Forty-three tables and 27 charts and graphs are included. A copy of the Census long form questionnaires for both countries, immigration laws, and a five-page bibliography also are provided. Data on educational level from the censuses of the two countries are contained in tables A-10 and A-11 and are discussed on pages 33-34. (NL)

Complete data on the basic demographic characteristics of the inhabitants of the United States from the 1980 Census of Population are presented in this report. Eleven pages of maps and charts show information on various geographical regions of the United States (regions, divisions, standard metropolitan statistical areas, standard consolidated statistical areas, and urbanized areas) and data on age, sex, race, Spanish origin, family type, and marital status. The greater part of the report consists of 38 detailed tables giving data in the same categories. In general, the amount of data is greater for the United States than for the states and smaller geographical areas. Data from earlier censuses are shown for the United States. Five additional tables deal with substitutions and allocations. Appendixes give information on the following: area classifications; definitions and explanations of subject characteristics; residence rules and data collection and processing procedures; a description of the allocation and substitution tables; copies of the respondent instructions and 1980 census questionnaire pages including the 100 percent population questions; and a summary of the data dissemination program of the 1980 census. Information from the 1980 U.S. Census concerning population size and geographic distribution of more than 100 ancestry groups in the United States is presented in this unique reference report. The general ancestry question was based on self-identification, provided no prelisted categories, and allowed for one or more ancestry responses. This was the first census to collect ethnic data on persons regardless of the number of generations removed from their country of origin. The report states that ethnic questions based on self-identification are subject to certain response problems. A section describing limitations on the 1980 census data on ancestry is included. The results of the 1980 census show that English and German were the most frequently reported ancestry groups. This document will be of interest to educators because it provides baseline ancestry figures for a large number of ancestry groups for each state of the United States. These figures may be extrapolated for school populations. Tables of statistical data comprise the body of the report. Definitions and explanations of the various concepts and categories used in the report are provided. An appendix in which the accuracy of the data is examined is also included. (DB)

This annual report contains 25 tables of detailed demographic data on household and family characteristics for March 1988. The estimates are based on information gathered in the Annual Demographic Supplement to the Current Population Survey and are appropriate for use by teachers developing lesson plans and by students working on class projects. These estimates are based on sample surveys and are thereby subject to sampling variability. Comparisons with previous findings have not been included as in the past in an effort to provide the data to the general public as quickly as possible. Some of the highlights of the findings include: (1) There were 91.1 million households in March 1988, a net increase of 10.3 million since 1980. (2) There was an average of 2.64 persons per household in 1988, down 0.12 persons from the 1980 average. (3) The number of householders under 25 years of age has declined by 20 percent since 1980. (4) The number of one-parent situations has increased by 2.4 million since 1980, reaching a total of 9.4 million in 1988. (JB)

As of April 1, 1976, Washington's population was estimated at 3,571,591--an increase of 158,341 since 1970. This annual report presents data pertaining to: official April 1 population estimates for cities, towns, and counties; components of population change; changes in household size from 1970 to 1976; assessment of accuracy of population estimates for cities and towns; and county censuses since 1970. Data were obtained from city and county officials, Armed Forces personnel at major bases in the State, housing directors of the colleges and universities, and various divisions of the Department of Social and Health Services. Tabular data cover: classification of cities and counties by population size; annexations by cities and towns; population of selected ethnic categories (Spanish surnamed, American Indian, Black, and Asian American); Armed Forces population; general fertility rate--1930-1976; population 65 years and over; abortions per 1,000 live births in selected states; population change from 1950 to 1970; and household size. Corrected 1970 population data by 5-year age groups for the State and counties is included for the first time. Guidelines for cities to use when considering a special census are also given. (NQ)

Population projections developed by the Pennsylvania Department of Education, 1970 to 2000, have been updated to report the latest information on fertility and mortality trends and migration within the State. Methology utilized closely resembles the cohort component procedure, with multiple regression analysis applied to historical information for mortality and fertility rate projections and net migration estimates involving recent economic and labor trends. Statistics are discussed with tables and graphs provided. It is stated tha the population projection for the State indicate modest growth between 1970 and 2000, with the number of children aged 5 to 19 years expected to decline rapidly between 1970 and 1985. Thereafter, it is expected that the State's population will begin to stabilize, increasing only slightly over the next 30 years. Appended material, 82 pages, discusses the computation of fertility rates and presents the following statistics: population projections for the State, 1970 to 2000; population projections for the counties, 1970 to 2000; and population projections for Pennsylvania's 10 State Board of Education higher education planning regions, 1970 to 2000. Intended to be a central source of information on where to acquire statistics on the social and economic characteristics of various racial groups, this report includes references on printed reports, computer tapes, and special calculations. The racial categories of white, negro or black, Indian, Japanese, Chinese, Filipino, Hawaiian, Korean, Aleut, Eskimo, and other are defined and described. Included in the list of printed materials are the 1970 census publications and the Subject Guides to 1970 Census Population and Housing Characteristics, consisting of four comprehensive guides to tables containing racial data referenced by subject matter and geographic areas. The availability of printed reports is cited. Summary tapes, produced in six tabulated series, provide tables with data for racial categories in the population and housing tabulations at various geographic levels. Their acquisition and public use is explained. In cases where the need for racial statistics tabulated by certain subjects or geographical detail is not met by general census tabulations, special tabulations can be undertaken to meet individual needs. This report provides detailed social and economic statistics for the population of the United States below the poverty level in 1974 based on the March 1975 Current Population Survey (CPS). Data are presented by selected characteristics such as race, family status, education, work experience, type and source of income, and residence in poverty areas. Several historical tables detailing a picture of the changing composition of the population below and above the poverty level since 1959, the first year for which such data are available, are also presented. Chapter titles include Changes in the Poverty Population by Race and Spanish Origin; The Working Poor; Low-Income Families with Female Heads; and The Elderly Poor. The purpose of this publication is to acquaint college students with the basic information needed to successfully access and use the 1970 Census of Population and Housing. Contents present discussions of the following: Can Census Data Help Me?; What Information Does the Census Provide?; For What Areas Are Census Data Reported?; How Are Census Data Released ?; How Do I Find a Particular Data Item?; and Reference Sources. Exercises are provided to reinforce the learning of these basics and to involve the reader in the actual use of the census publications.
