Considering the fact that Brazil has hosted the main sporting events, in a period of six years, public policy actions must be implemented at the municipality, state and federal levels. Besides that, sports programs offered to the population are fundamental factors for the better development of quality of life. Therefore, it is a responsibility of the sports manager to work on the progression of public sports policies that lead to answers of the population's wishes. This qualitative study shows the reality of the public policies and sports management developed in a region in the southwest of Minas Gerais. Nine municipalities with different characteristics and public actions participated. During the period from February to June 2018, information was collected with public sports managers from these municipalities who presented their sports realities and their interventions to their residents. For this purpose, a questionnaire was used as the main instrument to investigate the proposed objective. The analysis of the results was done through content analysis. The results showed a shortage of programs for some population slices; deficits in infrastructure and maintenance of infrastructure; incompatibility with the level of schooling of sports managers leading to non-development of the action plan; inactivity of the Municipal Sports Councils, as well as the municipality Sports Fund; and also, non-preference for partnerships with the public-private sector. In this article, I ask how to interpret the border regime of South America. I reflect on the possible relation between international migration, states and borders in the field of migration studies in order to build analytically situated categories. In order to do so, I use a qualitative methodology based on a set of documents such as final declarations and technical reports of the South American Conference on Migration (sacm), and resolutions of the Southern Common Market (Mercosur) and the Andean Community (can). In order to interpret the border regime, I construct three categories: (i) the border externalization, associated with the regionalization process of migration control policies in South America, (ii) the crossing from one national territory to another, linked to the control at the border points, and (iii) the borders of permanence, associated with the state mechanisms that stipulate the ways of residence. South America, through its regional organizations, constitutes a sub-region of the global border regime, which favors and stimulates organized, planned and integrated migration control policies. At "the borders", such controls identify migrants belonging to a member state of the can, the Mercosur, or an out-of-region migrant. Thereby, the subjects are subordinated under the political stratum of the state to which they belong. The states set a differential mode to enter and stay in a territory according to the national origin of the subjects. [ABSTRACT FROM AUTHOR]

The Law, like society, has suffered an evolutionary phenomenon trying to cover in each of its manifestations, the diverse and new forms of behaviors or actions that arise from human, political, social, environmental and state relationships, among others; commerce and economy are not indifferent to these new regulations, because, in addition to being one of the oldest activities of humanity that displays its exercise beyond the territorial borders of a State, it generates undoubted direct economic benefits to each State. That said, it is necessary to accept that a large part of a country's healthy economy requires the exchange of goods and services to meet primary needs, and, secondly, states and their citizens require that these commercial exchanges expand beyond its territory to obtain goods that are not within the reach of national productions, or to acquire raw materials that result in finished products. It is then that this article will attempt to outline the most forceful changes that the phenomenon of Globalization has generated with special emphasis on the international commercial law. In order to do so, a study of the main doctrinal positions will be expressed so as to outline two fundamental elements in this area: harmonization and unification; these methods have contributed to a global commerce law for providing a process that has recently begun or, at least, whose accent and speed have become magnificent in recent times, thanks to fundamental factors, such as new technologies and computer components. The scenario the demarcation is an Indigenous Land (T.I.) in the lower Rio Negro, from the dismemberment of hectares of land belonging to the State Park (PAREST) Rio Negro South Sector, in the municipality of Manaus (AM), for the creation of the Puranga-Conquista Sustainable Development Reserve (RDS). we sought to understand the situations of land conflicts in the vicinity of the Cuieiras River, specifically the claim of indigenous people for the TI, which led the State of Amazonas to dismember part of the PAREST Rio Negro South Sector hectares of land for the creation of RDS Puranga –Conquista. We analyze the effects of the new environmental policy of the State from the RDS. In the first analyses we studied the management plan for PAREST Rio Negro South Sector and others in the field. The preliminary results show that the action of the State of Amazonas indicates a process of territorial planning, starting from the reorganization of U.C's territorial borders, such as the creation of PAREST Rio Negro South Sector, and the redefinition of lands previously belonging to the PAREST, now in a new UC category, the RDS Puranga-Conquista. O cenário de demarcação é uma Terra Indígena (T. I.) no baixo Rio Negro, a partir do desmembramento de hectares de terras pertencentes ao Parque Estadual (PAREST) Rio Negro Setor Sul, no município de Manaus (AM), para a criação da Reserva de Desenvolvimento Sustentável (RDS) Puranga-Conquista. Assim, buscou-se compreender as situações de conflitos fundiários nas adjacências do rio Cuieiras, especificamente a reivindicação dos indígenas pela T. I., que levou o Estado do Amazonas a desmembrar parte dos hectares de terra do PAREST Rio Negro Setor Sul para a criação da RDS Puranga-Conquista; em seguida, intentou-se analisar os efeitos da nova política ambiental do estado a partir da RDS. As primeiras análises foram sobre o plano de manejo do PAREST Rio Negro Setor Sul e outras, posteriores, em campo. Os resultados preliminares da pesquisa apontam que a ação do estado do Amazonas evidencia um processo de reordenamento territorial, a partir da reorganização de fronteiras territoriais de UC, como a criação do PAREST Rio Negro Setor Sul, e a redelimitação de terras antes pertencentes ao PAREST, agora em uma nova categoria de UC, a RDS Puranga-Conquista.

El Derecho, al igual que la sociedad, ha sufrido el fenómeno evolutivo procurando cobijar en cada una de sus manifestaciones las diversas y nuevas formas de comportamientos o acciones que surgen de las relaciones humanas, políticas, sociales, ambientales, estatales, entre otras; el comercio y la economía no son indiferentes a estas nuevas regulaciones, pues, además de tratarse de unas de las actividades más antiguas de la humanidad que despliega su ejercicio más allá de las fronteras territoriales de un Estado, genera indudables beneficios económicos directos a cada Estado. Dicho lo anterior, es menester acorar que gran parte de la economía saludable de un país requiere del intercambio de bienes y servicios para satisfacer necesidades primarias, y, en segundo término, los Estados y sus ciudadanos requieren que estos intercambios comerciales se expandan más allá de su territorio para obtener bienes que no estén al alcance de las producciones nacionales, o bien, para adquirir materias primas que resultan en productos acabados. Es entonces que este artículo procurará esbozar los cambios más contundentes que ha generado el fenómeno de la Globalización con especial énfasis en el Derecho del comercio internacional. Para tal efecto, se plasmará un estudio de las principales posiciones doctrinarias con el ánimo de esquematizar dos elementos fundamentales en este ámbito: armonización y unificación; métodos que han aportado a un Derecho global del comercio, con el fin de contribuir a un proceso que ha iniciado hace poco o, por lo menos, cuyo acento y velocidad se han tornado magníficos en tiempos recientes, gracias a factores fundamentales, como las nuevas tecnologías y los componentes informáticos. Resumen En las dos últimas décadas, tanto en Argentina como en el ámbito regional, ha emergido un conjunto de programas destinados a jóvenes con derechos vulnerados o en riesgo de exclusión, tendientes a garantizar su integración al sistema educativo y al mercado laboral. A partir del análisis del programa Envión en la provincia de Buenos Aires, este artículo ofrece reflexiones sobre la manera en que estas iniciativas de inclusión social pueden también operar como dispositivos encargados de gestionar el sufrimiento de mujeres jóvenes pobres; y sobre el modo en que dicha gestión puede presentar ambivalencias y tensiones entre destinatarias y trabajadoras que invitan a explorar con detenimiento las relaciones entre jóvenes pobres, violencias y cuidados. Los datos presentados fueron producidos en el marco de dos investigaciones cualitativas centradas en los procesos participativos orquestados por el Envión entre 2013 y 2017. Abstract In the last two decades in Argentina and at the regional level, a set of programs aimed at young people with violated rights or at risk of exclusion have emerged, aimed at guaranteeing their integration into the education system and the labor market. Based on the analysis of the Envión Program in the province of Buenos Aires, this article offers reflections on how these social inclusion initiatives can also operate as devices for managing the suffering of poor young women, and on how such management can present ambivalences and tensions between clients and state workers, which invite a careful exploration of the relationships between poor young people, violence, and care. The data presented was produced within the framework of two qualitative investigations focused on the participatory processes orchestrated by Envión between 2013 and 2017.

Resumen El artículo propone pensar la relación entre actores estatales y no estatales en las cárceles de la Provincia de Buenos Aires (Argentina), a través del análisis de la intervención de dos organizaciones de la sociedad civil: La Fundación y La Red, que despliegan propuestas integrales ligadas al deporte, la educación, la religión y el trabajo. Se identifica cómo se disputan amplios repertorios de acción que operan más allá de la formalidad del Estado,poniendo la atención sobre los lugares de ruptura y negociación. Desde esta perspectiva, abordamos el campo bajo estudio como margen, en tanto se pone en cuestión una visión Estado-céntrica del orden social para abordar las prácticas y los discursos ligados al diseño y control de propuestas de tratamiento, orientadas a la resocialización de las personas privadas de libertad. Abstract The aim of this article is to think on the relationship between state and non-state actors in the prisons of the Province of Buenos Aires (Argentina) by means of an analysis of the intervention of two civil society organizations: La Fundación (The Foundation) and La Red (The Network), whose proposals are linked to sport, education, religion, and work. We identified how wide action repertoires are disputed and operate beyond the formality of the state, while paying attention to rupture and negotiation places. From this perspective, we approach the field under study as a margin, while questioning a state-centered vision of the social order to address the practices and discourses linked to the design and control of treatment proposals aimed at the re-socialization of detainees.

Resumen El artículo propone algunas reflexiones sobre la relación entre legalidad e ilegalidad en la conformación del orden social, a partir de tres nudos problemáticos. Primero, el hecho de que la mayor parte de los estudios se centra en regiones del planeta donde el Estado centralizado y la democracia han surgido recientemente, sugiriendo que en países con sistemas políticos más estables la articulación entre legalidad e ilegalidad no tiene lugar. Segundo, que el campo se ha desarrollado mediante estudios de caso, pero se ha prestado menos atención a las recurrencias y construcción de tipologías basadas en prototipos a partir de ellos. Tercero, que aunque la relación entre legalidad e ilegalidad ocurre tanto en países desarrollados como emergentes, esa articulación puede presentar diferencias entre ambos contextos. Si bien el artículo no propone una explicación definitiva, aporta una hipótesis sobre cómo podrían conceptualizarse. Abstract This article reflects on the relationship between legality and illegality in the conformation of the social order from three problematic knots. First, the fact that most of the studies focus on regions where the centralized state and democracy have recently emerged, suggesting that in countries with more stable political systems the articulation between legality and illegality does not take place. Second, the field has been developed through case studies, however, the recurrences and construction of typologies based on prototypes of them has not been explored. Third, although the relationship between legality and illegality exists in both developed and emerging countries, this articulation may present differences between both contexts. Even though the article does not propose a definitive explanation, it does provide a hypothesis on how they could be conceptualized.

Este artículo busca demostrar la vigencia del método postestructuralista para entender fenómenos contemporáneos de poder en lo urbano. Para ello se reúnen algunas de las principales pautas de dicho campo epistemológico en relación al gobierno de la población y de las ciudades contemporáneas. Se retoman experiencias particulares de las dos alcaldías de Antanas Mockus (1995-1997 y 2001-2003) en Bogotá, abarcando los discursos científicos revestidos de objetividad, las técnicas institucionales para su comprobación, y la cesión parcial de la responsabilidad de gobierno a los ciudadanos. Para analizar estas experiencias se propone, en primer lugar, identificar la emergencia de algunos de los enunciados más importantes que permitieron la consolidación de la “cultura ciudadana” en Bogotá entre 1995 y 2003 como dispositivo de gobierno. Y en segundo lugar, se plantea describir las tecnologías de normalización que permitieron un ejercicio de gobierno multidimensional entre los ciudadanos. Estas acciones se enmarcan en la propuesta analítica de Michel Foucault trazable en La arqueología del saber y en otros de sus textos, propuesta evaluada como posible camino teórico-metodológico para estudiar interdisciplinarmente el fenómeno de la “cultura ciudadana”. This article aims to demonstrate the validity of post-structural method in the understanding of contemporary power-related phenomena in urban scenarios. Thus, this text builds up some of the main guidelines for studying contemporary forms of the government of population framed in such epistemological field. Experiences from both Antanas Mockus’ mayoralties in Bogotá (1995-1997 and 2001-2003) take into account scientific discourses seen as objective, its institutional techniques, and the partial transfer of governmental responsibility to citizens. The goal of this article is to analyze such experiences by identifying the emergency of some of the most important statements that led to the consolidation of “cultura ciudadana” in Bogotá between 1995 and 2003 as a governmental dispositive. Secondly, it proposes an exam of the normalization practices that enabled multidimensional exercises of the government of others among citizens. These actions are framed within the analytical proposal traced by Michel Foucault’s Archeology of Knowledge, mainly, and other of his texts. This proposal is evaluated in this article as a possible theoretical and methodological path in the interdisciplinary study of “cultura ciudadana”.

Este libro presenta una preocupación por las formas en que las discusiones relacionadas con la justicia transicional –memoria, reparación y restitución– han suplantado y acaparado las discusiones sobre política económica y social en los territorios en distintas escalas. Mediante análisis legales de las reglas que estructuran procesos, crean instituciones y delegan competencias, acompañados de técnicas etnográficas que permiten observar cómo esas normas se aplican en casos concretos por funcionarios y funcionarias y los efectos que esto tiene en las personas que ahora llamamos “víctimas”, este libro ofrece algunas imágenes del proceso de erigir un singular estado para el posconflicto. La pretensión del libro es entonces hacer un aporte en dos sentidos. Uno metodológico: promover las discusiones interdisciplinarias en las reflexiones jurídicas. Y uno teórico: despertar frente a las nuevas formas de gobierno afectivo que tenemos ante nosotros. De alguna manera, está surgiendo una nueva especie de gobernanza. En el artículo nos preguntamos cómo interpretar el régimen de frontera desde América del Sur. Para esto, reflexionamos sobre la posible relación entre migraciones internacionales, Estados y fronteras en el campo de los estudios migratorios, con el fin de construir categorías analíticamente situadas. Desde una metodología cualitativa, analizamos un conjunto de documentos vinculados a esta temática: declaraciones finales e informes técnicos de la Conferencia Suramericana sobre Migraciones (csm), así como resoluciones del Mercado Común del Sur (Mercosur) y de la Comunidad Andina e Naciones (can). Para el análisis de estos documentos, e interpretar el régimen de frontera de la región, construimos tres puntos de apoyo: la externalización asociada al proceso de regionalización de las políticas de control migratorio en Sudamérica; el cruce de un territorio nacional a otro, vinculado a los controles en puntos de frontera; y, por último, las fronteras de permanencia, enlazadas a los mecanismos estatales que estipulan los modos de residir 'en destino'. Sudamérica se constituye como unasubregión del régimen de frontera global, que favorece y estimula, no sin conflictos y tensiones, políticas de control ordenado, integrado y planificado de las migraciones. En 'las fronteras', los controles distinguen a los migrantes pertenecientes a un Estado miembro de la can, del Mercosur o uno extraregional. De este modo, los sujetos quedan supeditados al estrato político que ocupa el Estado del cual son parte al fijar un modo diferencial para ingresar y permanecer 'en destino' según origen nacional. In this article, I ask how to interpret the border regime of South America. I reflect on the possible relation between international migration, states and borders in the field of migration studies in order to build analytically situated categories. In order to do so, I use a qualitative methodology based on a set of documents such as final declarations and technical reports of the South American Conference on Migration (sacm), and resolutions of the Southern Common Market (Mercosur) and the Andean Community (can). In order to interpret the border regime, I construct three categories: (i) the border externalization, associated with the regionalization process of migration control policies in South America, (ii) the crossing from one national territory to another, linked to the control at the border points, and (iii) the borders of permanence, associated with the state mechanisms that stipulate the ways of residence. South America, through its regional organizations, constitutes a sub-region of the global border regime, which favors and stimulates organized, planned and integrated migration control policies. At 'the borders', such controls identify migrants belonging to a member state of the can, the Mercosur, or an out-of-region migrant. Thereby, the subjects are subordinated under the political stratum of the state to which they belong. The states set a differential mode to enter and stay in a territory according to the national origin of the subjects.

Para isto, refletimos sobre a possível relação entre migrações internacionais, Estados efronteiras no campo dos estudos migratórios, com o fim de construir categorias analiticamente situadas. Desde uma metodologia qualitativa, analisamos um conjunto de documentos vinculados a esta temática: declarações finais e informes técnicos da Conferência Sul-americana sobre Migrações (CSM), como também resoluções do Mer cado Comum do Sul (Mercosur) e da Comunidade Andina de Nações (CAN). Para a análise destes documentos, e interpretar o regime de fronteira da região, construímos três pontos de apoio: a externalização, associado ao processo de regionalização das políticas de controle migratório na América do Sul; o cruze de um território nacional a outro, vinculado aos controles em pontos de fronteira; e,por último, as fronteiras de permanência, enlaçados aos mecanismos estatais que estipulam os modos de residir em destino. A América do Sul, através de seus organismos regionais, se constitui como uma sub-região do regime de fronteira global, o qual favorece e estimula políticas de controle ordenadas, integradas eplanificadas das migrações. Nas "fronteiras", estes controles distinguem aos migrantes pertencentes a um Estado membro da CAN, do Mercosur ou extra regional. Deste modo, os sujeitos ficam supeditados ao estrato político que ocupa o Estado do qual são parte, ao fixar um modo diferencial para ingressar, permanecer ou não a um território segundo a origem nacional.

Este documento tiene como finalidad aportar una visión general respecto al proceso de desminado humanitario de Mozambique y Colombia, a través del análisis descriptivo de diferentes variables que permiten identificar la incidencia del factor de cooperación internacional en estos procesos. Por tal razón surge el siguiente interrogante ¿En qué medida, el factor de cooperación internacional incide en los procesos de desminado humanitario tanto de Mozambique como de Colombia?De esta forma, para responder el anterior cuestionamiento se establece el análisis de las tres siguientes fases en donde se abordan aspectos concernientes al grado de importancia que se le ha otorgado al tratado de Ottawa y su aplicación en Mozambique y en Colombia, evaluando sus implicaciones en cada escenario. En segundo lugar, se hace referencia al tipo de cooperación que se puede identificar en los procesos de desminado humanitario que se llevaron a cabo en los dos países en cuestión. Por último, se destaca el papel de los actores que influyen directamente en los procesos de desminado humanitario, haciendo especial énfasis en el rol que juegan los Estados, las Organizaciones No Gubernamentales y organismos multilaterales., This document aims to provide an overview of the humanitarian demining process in Mozambique and Colombia, through the descriptive analysis of different variables that allow the identification of the incidence of the international cooperation factor in these processes. For this reason, the following question arises: What extent does the factor of international cooperation affect humanitarian demining processes in both Mozambique and Colombia?In this way, in order to answer the previous question, the analysis of the following three phases is established; which addresses aspects concerning the degree of importance given to the Ottawa treaty and its application in Mozambique and Colombia, evaluating its implications in each scenario. Secondly, reference is made to the type of cooperation that can be identified in the humanitarian demining processes carried out in the two countries concerned. Las migraciones hacen parte de la realidad del ser humano. Entre todos los factores que la generan se encuentra la globalización, cuya base económica crea desafíos casi imposibles para los países pobres, por lo cual sus habitantes se ven en la necesidad de emigrar en busca de trabajo y recursos para sacar adelante a sus familias, lo que sería muy fácil si tuvieran acogida en los países de llegada, así como las mismas condiciones del resto de sus habitantes. Se resalta el valor de la familia así como el derecho hu- mano y fundamental a tenerla, tal como lo resalta la doctrina social de la Iglesia, por la importancia de ésta en la formación del ser humano como personas dignas, estables emocionalmente y útiles a la sociedad. The migrations belong to the reality of the human being, among all the factors that generate it, there isglobalization, which economic base creates challenges nearly impossible for the poor countries, reasonwhy their habitants view themselves in the necessity of emigrating in search of work and resources inbenefit of their families, this could be very easy if the emigrants were welcomed in their arrival countries,with the same conditions as the rest of the habitants, it is outlined the family values as well as the social doctrine of the Church, for its importance in the formation of the human being as an honorable, emotionallystable person, as well as useful to society.

la presente reflexión toma como base fundamental los planteamientos que a propósito se presentan en el texto que recoge el curso dictado por Michel Foucault desde el 7 de enero hasta el 17 de marzo de 1976 y que lleva por título “Defender la sociedad”. Este texto posee una importante pertinencia académica; ésta radica en su doble condición: en un sentido, por la línea teórica que despliega a propósito de los desarrollos en las nociones cruciales siempre trabajadas por este pensador como lo son poder, saber, discurso, verdad, sujeto y, que en este caso, discurrirán en torno a la guerra como noción analizadora de la historia. En otro sentido, por la coherencia de la vía de pensamiento y de indagación de un horizonte en el que se abre la pregunta por la situación histórica del sujeto y que, en este caso, se ubica entre la publicación de “Vigilar y Castigar” y la “Voluntad de Saber” –Primer Volumen de la Historia de la Sexualidad-, vértice desde el que se lanza el pensamiento acerca del biopoder y que va a ocupar a este pensador hasta el final de su vida intelectual this article makes a review and a synthesis about the most relevant issues in the course “Defending Society”, developed by Michael Foucault during the academic period 1975/1976; where a whole reflection about continual contradictions, inconsistencies, social fights and struggles is carried out, showing how these battles are the stage for the formation of the modern western societies and the modern State model. This review releases again the intimate relation between knowledge and power in a continuous game, in a continuous tactics and strategy movement and placement that will emphasize the concern on population government and on life management, about what it is called “bios”

Partindo da conformação dos estados nacionais modernos, da instituição do estatuto da soberania territorial e considerando, particularmente, o estreitamento das relações estabelecidas entre os países (“pedaços” de planeta dos quais os Estados historicamente se apropriaram), este artigo pretende avaliar a evolução histórica dessa geopolítica, à luz dos fundamentos que foram sendo impostos pelas características geográficas dos lugares apropriados pelos Estados. Tal análise permitirá demonstrar a complexificação que tanto a noção de soberania territorial como a de Estado adquiriram, bem como discutir o papel exercido nesse processo pelo fundamento geográfico-ambiental. A relação dos países com a chamada questão ambiental e com os patrimônios mundiais (de bens culturais e naturais, cf. definição da UNESCO), será objeto de breve exame no artigo como forma de ilustrar o mencionado processo de complexificação da geopolítica dos Estados. Com esse mesmo propósito também examinaremos alguns termos do Tratado Antártico. Diversos autores e pensadores, tanto tradicionais da análise historiográfica e geográfica, como contemporâneos serão cotejados para conferir lastro à análise pretendida. Entre outros merecerão destaque as formulações de: F. Ratzel, F. Braudel, P. Veyne, M. Santos, O. Dollfus, E. Morin, E. Leff e M. Foucault., This article is intended to account for the historical evolution of geopolitics of modern national states, in the light of the fundamentals imposed by geographical aspects of places they have conquered, considering the states conformation, the establishment of the statute of territorial domain -- sovereignty -- , and, particularly, the narrowing of relations between countries (planet “bits” states have historically annexed). Such analysis allows to demonstrate how complex that both the notion of territorial sovereignty and of state have gained, as well as to discuss the role played in this process by geographic-environmental foundations. The relationship of countries to the so-called environment issue and world patrimonies (cultural and natural goods, as defined by UNESCO) is briefly examined as a way of illustrating that process. By the same token, some terms of Antarctic Convention are examined. Several players and thinkers in the field of geographical analysis, both traditional and contemporary ones, are reviewed so as to confer consistency to the intended analysis, with an emphasis on formulations by F. Ratzel, F. Braudel, P. Veyne, M. Santos, O. Dollfus, E. Morin, E. Leff, and M. Foucault among others.
