Highlights: [•] We study an intergovernmental network promoted by a provincial government agency. [•] This network is addressed to encourage the implementation of Local Agenda 21 (LA21). [•] We study the different effect on engagement of two key benefits that network promoters can boost. [•] Support benefits have a stronger effect on perceptions in relation to the specific LA21 tool. [•] Interaction benefits have a greater effect on social capital perceptions (network- and network members-related perceptions). [Copyright &y& Elsevier]

EchebarriaC. and BarrutiaJ. M. Limits of social capital as a driver of innovation: an empirical analysis in the context of European regions,Regional Studies. The available empirical research referring to different units of analysis supports, in general terms, a linear positive relationship among some components of social capital and innovation. Yet some studies also present controversial results by finding non-significant, negative, diminishing returns and quadratic relationships. Building on the social network theory of innovation, this paper shows that the social capital–innovation relationship has an inverted ‘U’-shape. This is consistent with recent research that suggests that some sub-constructs of social capital, such as tie strength, involve maintenance and opportunity costs and that social capital has positive effects, but it also has its limits. Innovation theories have identified and explained the antecedents of innovation outcomes. Theories have moved on from explaining innovation outcomes in terms of individual research and development (R&D) efforts to include social capital. Although conceptual support for the relevance of social capital as an antecedent of innovation outcomes seems persuasive, measurement and quantitative evidence are scarce. We contribute to filling this gap by empirically testing the role of social capital as a driver of the relationship between R&D expenditure and innovation outcomes in the context of the Spanish and Italian regions. As there is no consensus on how to measure social capital, we use two different approaches: a rational choice-driven approach and a sociologically driven approach. The results of both approaches are controversial, in that they are different, unclear and almost in opposition, but this should not be interpreted as an argument for abandoning all efforts to quantify the role of social capital.
