Abstract

Highlights: [•] We study an intergovernmental network promoted by a provincial government agency. [•] This network is addressed to encourage the implementation of Local Agenda 21 (LA21). [•] We study the different effect on engagement of two key benefits that network promoters can boost. [•] Support benefits have a stronger effect on perceptions in relation to the specific LA21 tool.
