Abstract The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as ‘High risk plants, plant products and other objects’. This Scientific Opinion covers plant health risks posed by plants of Prunus domestica grafted on Prunus cerasifera imported from Ukraine, taking into account the available scientific information, including the technical information provided by Ukraine. All pests associated with the commodity were evaluated against specific criteria for their relevance for this opinion. One quarantine pest (Lopholeucaspis japonica), two protected zone quarantine pests (Erwinia amylovora and Xanthomonas arboricola pv. pruni) and one non‐regulated pest (Eotetranychus prunicola) that fulfilled all relevant criteria were selected for further evaluation. For these four pests, the risk mitigation measures proposed in the technical dossier from Ukraine were evaluated taking into account the possible limiting factors. For the selected pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with Xanthomonas arboricola pv. pruni being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated with 95% certainty that between 9,870 and 10,000 bundles (consisting of 10 plants each) per 10,000 would be free from Xanthomonas arboricola pv. pruni.

Abstract The EFSA Panel on Plant Health conducted a pest categorisation of Capsicum chlorosis virus (CaCV) for the EU territory. The identity of CaCV, a member of the genus Orthotospovirus (family Tospoviridae), is established and reliable detection and identification methods are available. The pathogen is not included in the EU Commission Implementing Regulation 2019/2072. CaCV has been reported in Australia, China, India, Iran, Taiwan, Thailand and USA (Hawaii). In the EU, it has been reported once in Greece (Crete Island). The NPPO of Greece reported that CaCV is no longer present in Greece. CaCV infects plant species in the family Solanaceae (i.e. pepper, tomato) and several species of other families, including ornamentals. It may induce severe symptoms on its hosts, mainly on leaves and fruits, which may become unmarketable. The virus is transmitted in a persistent propagative mode by the thrips Ceratothripoides claratris, Frankliniella schultzei, Microcephalothrips abdominalis and Thrips palmi. C. claratris and T. palmi are EU quarantine pests. M. abdominalis is known to be present in several EU member states and it is not regulated in the EU. Plants for planting, parts of plants, fruits and cut flowers of CaCV hosts, and viruliferous thrips were identified as the most relevant pathways for the entry of CaCV into the EU. Cultivated and wild hosts of CaCV are distributed across the EU. Should the pest enter and establish in the EU territory, impact on the production of cultivated hosts is expected. Phytosanitary measures are available to prevent entry and spread of the virus in the EU. CaCV fulfils the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Abstract The EFSA Panel on Plant Health conducted a pest categorisation of High Plains wheat mosaic virus (HPWMoV) for the EU territory. The identity of HPWMoV, a member of the genus Emaravirus (family Fimoviridae), is well established and reliable identification methods are available. The pathogen is not included in the EU Commission Implementing Regulation 2019/2072. HPWMoV has been reported from Argentina, Australia, Canada, Ukraine and USA, and it is not known to be present in the EU. HPWMoV infects plant species of the family Poaceae (i.e. wheat, maize and several other cultivated or wild Poaceae species). It is the causal agent of High Plains disease of wheat and maize, inducing symptoms ranging from mild to severe mosaic, chlorosis and necrosis in wheat, and chlorotic streaks in maize plants. The virus is transmitted by the wheat curl mite Aceria tosichella, which is present in the EU. HPWMoV transmission via seeds was reported to occur in sweet corn. Sweet corn seeds for sowing were identified as the most relevant pathway for entry of HPWMoV into the EU. Seeds from other hosts and viruliferous wheat curl mites were identified as entry pathways associated with uncertainties. Machinery not appropriately cleaned may move infected seeds and/or parts of cereals infested by viruliferous mites. Cultivated and wild hosts of HPWMoV are distributed across the EU. Would the pest enter and establish in the EU territory, economic impact on the production of cultivated hosts is expected. Phytosanitary measures are available to prevent entry and spread of the virus in the EU. HPWMoV fulfils the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Plicosepalus acaciae (Zuccarini) Wiens & Polhill), the acacia strap flower, a hemiparasitic plant of the family Loranthaceae parasitising woody plants. Host plants include several species of the genera Vachellia, Tamarix and Ziziphus and various fruit crops. P. acaciae is present in the Middle East and Eastern Africa and is not known to occur in the EU. P. acaciae has a long flowering period of about 10 months, from June to April the following year, during which flowers are pollinated by insects and birds. P. acaciae produces single seeded red berries that are eaten by birds, which then disseminate the seeds. The only known bird observed to disseminate the seeds of P. acaciae is Pycnonotus xanthopygos, which has been recorded just once (Spain) but it is not established in the EU. P. acaciae could enter into the EU with host plants for planting. Host plants are present and suitable climatic conditions occur in parts of the EU. If a suitable bird would adapt to transfer the seeds, establishment and spread of P. acaciae within the EU would be possible. If P. acaciae would be able to establish and spread, impacts on some crop plants (e.g. Juglans regia, Ficus carica, Punica granatum, Pistacia vera), ornamental plants, as well as native vegetation could occur. P. acaciae fulfils the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest. Uncertainty remains on bird species other than P. xanthopygos transferring P. acaciae, the magnitude of potential impacts and the host range.

Abstract The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation (EU) 2018/2019 as ‘High risk plants, plant products and other objects’). This Scientific Opinion covers plant health risks posed by 1‐ to 3‐year‐old dormant grafted plants and rootstocks of Malus domestica imported from Ukraine, taking into account the available scientific information, including the technical information provided by Ukraine. All pests associated with the commodity were evaluated against specific criteria for their relevance for this opinion. Two quarantine pests (Lopholeucaspis japonica and Tobacco ringspot virus), one protected zone quarantine pest (Erwinia amylovora) and one non‐regulated pest (Eotetranychus prunicola) that fulfilled all relevant criteria were selected for further evaluation. For Erwinia amylovora, for which special requirements are specified in Commission Implementing Regulation (EU) 2019/2072, Annex X, item 9, the fulfilment of these requirements was evaluated. Based on the information provided in the dossier, the specific requirements for Erwinia amylovora were not met. For the three remaining selected pests, the risk mitigation measures proposed in the technical dossier from Ukraine were evaluated taking into account the possible limiting factors. For the selected pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with Eotetranychus prunicola being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated with 95% certainty that between 9,912 and 10,000 bundles (consisting of 50 plants each) per 10,000 would be free from Eotetranychus prunicola.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of the citrus pulp borer, Citripestis sagittiferella (Lepidoptera: Pyralidae), for the EU. This oligophagous species, which feeds on Citrus spp., occurs in Southeast Asia, mostly in lowlands but can also be found up to 1,200 m above sea level. Adults oviposit on citrus fruit at any stage of the fruit development. Larvae feed in the fruit then abandon it to pupate in the soil within an earthen cocoon. C. sagittiferella is multivoltine in its native range. This species is not included in EU Commission Implementing Regulation 2019/2072. Potential entry pathways for C. sagittiferella, such as Citrus spp. plants for planting with foliage and soil/growing medium, and soil/growing medium by themselves can be considered as closed. The citrus fruit pathway remains open for countries where C. sagittiferella is known to occur. Indeed, this species was intercepted several times in the UK during the last decade. Hosts of C. sagittiferella are available (Citrus spp.) in the southern EU. The EU has climatic conditions that are also found in countries where C. sagittiferella occurs although it is unknown whether C. sagittiferella occurs in those areas. Economic impact in citrus production is anticipated if establishment and spread occur. C. sagittiferella satisfies the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest. There is uncertainty about the climatic requirements of this species, which may hamper its establishment in the EU.

Abstract The European Commission requested the EFSA Panel on Plant Health to conduct a pest categorisation of Elasmopalpus lignosellus (Zeller) (Leipidoptera: Pyralidae) for the territory of the EU following interceptions of the organism within the EU and its addition to the EPPO Alert List. E. lignosellus feeds on over 70 species; hosts include cereals, especially maize, legumes, brassicas and a range of grasses. Seedlings of ornamental and forest trees can also be hosts. E. lignosellus is established in tropical and subtropical areas of North, Central and South America. Eggs are usually laid in the soil or on the lower stem of hosts. Larvae develop in the soil and feed on roots and stems causing stunting and yield losses. Plants for planting, rooted with growing media, or with stems cut close to the soil, and fresh vegetables harvested with stems, such as asparagus and cabbage, provide pathways for entry. Population development is favoured by dry and hot conditions (27–33°C). Adults fly and can be carried in air currents. Adults are recorded from temperate areas within the Americas contributing some uncertainty regarding the limits of its establishment potential in the EU. Although cultivated and wild hosts are distributed across the EU, impacts are likely to be confined to production areas on sandy soils around the coastal Mediterranean during hot dry years. Phytosanitary measures are available to inhibit the entry of E. lignosellus. E. lignosellus satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of the navel orangeworm, Amyelois transitella (Lepidoptera: Pyralidae), for the EU. This polyphagous species feeds on citrus, almonds, pistachios, grapes and other crops cultivated in the EU. A. transitella occurs in North, Central and South America in a range of climates some of which also occur in the EU. Adult females lay up to 200 eggs on overripe, damaged, cracked or mummified fruits or nuts. In citrus, eggs are laid at the navel end of damaged fruit. On occasions, they may be found on adjacent leaves or stems. This species is not included in EU Commission Implementing Regulation 2019/2072. Potential entry pathways for A. transitella, such as plants for planting, and fruit, exist. The pest is not known to be present in the EU territory although it has been intercepted in Italy and Austria. Should A. transitella arrive in the EU the availability of hosts and occurrence of potentially suitable climates would be conducive for establishment. Should this species establish in the EU, yield and quality losses in citrus, nuts, stone and pome fruit production is anticipated. A. transitella satisfies the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest.

The relevance of any pest for this opinion was based on evidence following defined criteria. One species, the EU non‐regulated pest Phenacoccus solenopsis, fulfilled all relevant criteria and was selected for further evaluation. For this pest, the risk mitigation measures proposed in the technical dossier from Turkey were evaluated taking into account the possible limiting factors. For this pest, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,719 and 10,000 plants per 10,000 would be free of P. solenopsis.

This Scientific Opinion covers plant health risks posed by bare rooted and potted plants of Robinia pseudoacacia that are imported from Turkey, taking into account the available scientific information, including the technical information provided by the Turkish NPPO. The relevance of any pest for this opinion was based on evidence following defined criteria. Three species, the EU‐quarantine pests Anoplophora chinensis and Lopholeucapsis japonica, and the EU non‐regulated pest Pochazia shantungensis fulfilled all relevant criteria and were selected for further evaluation. For these pests, the risk mitigation measures proposed in the technical dossier from Turkey were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The estimated degree of pest freedom varies among the pests evaluated, with L. japonica being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,521 and 10,000 plants per 10,000 would be free of L. japonica.

Abstract Following a request from the European Commission, the EFSA Panel on Plant Health examined evidence as to whether the import of fruits of Musa (bananas and plantains) could provide a pathway into the EU for Bactrocera dorsalis (Hendel) (Diptera: Tephritidae) or other non‐EU Tephritidae for which Musa is a host. Relevant scientific and technical information, including unpublished information provided to the EFSA Panel on Plant Health by the European Commission from research conducted in Cabo Verde, were taken into account. The majority of EU imports of Musa fruit comes from Ecuador, Colombia and Costa Rica where B. dorsalis does not occur. Commercial Musa fruits are harvested at ‘green stage one’ before they begin to ripen naturally. Postharvest processes are designed to ensure that only high quality, unripe fruit are exported. Green stage one fruit are transported to the EU in controlled conditions and stimulated to ripen when exposed to exogenous ethylene in ripening rooms in the EU. There is no evidence that any Tephritidae can naturally infest commercial varieties of Musa fruit at green stage one or earlier. When experimentally infested with eggs of Tephritidae, larvae fail to develop in green stage one fruit. Physical and chemical changes that occur during fruit ripening enable B. dorsalis and 11 other species of Tephritidae to oviposit and develop in Musa at later stages of fruit development. Reports of B. dorsalis or other Tephritidae infesting bunches of Musa fruit are a consequence of the fruit being left to develop beyond green stage one in the field. There is no evidence that commercially grown fruits of Musa, for export to the EU, provide a pathway for the entry of non‐EU Tephritidae. Passengers bringing Musa fruit from countries where Tephritidae can infest ripened Musa fruit do however provide a potential pathway for the entry of non‐EU Tephritidae into the EU territory.

The risk mitigation measures proposed in the technical dossier from Thailand were evaluated taking into account the possible limiting factors. An expert judgement is given on the likelihood of pest freedom taking into consideration the potential pest pressure in the field, the risk mitigation measures acting on the pest in the field and in the packing house, including uncertainties associated with the assessment. For T. palmi on M. charantia fruits from Thailand, an expert judgement is given on the likelihood of pest freedom following the evaluation of the risk mitigation measures acting on T. palmi, including any uncertainties. The Expert Knowledge Elicitation indicated, with 95% certainty that between 9,496 and 10,000 M. charantia fruits/10,000 will be free from T. palmi.

The Expert Knowledge Elicitation indicated, with 95% certainty that between 9,406 and 10,000 M. charantia fruits per 10,000 will be free from T. palmi.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Diabrotica undecimpunctata howardi (Coleoptera: Chrysomelidae) for the EU. This subspecies occurs in North and Central America. Adults oviposit on annual plants in the families Asteraceae, Chenopodiaceae, Cucurbitaceae, Fabaceae, Poaceae, Polygonaceae and Solanaceae. Adults feed on tender plant parts in hosts in 40 additional botanical families. Preimaginal development takes place on the roots of the host plant, where larvae feed and pupate. D. undecimpunctata howardi is a multivoltine species. Overwintering adults, which may enter a facultative diapause, abandon crops in autumn and reinvade them in spring. D. undecimpunctata howardi is not known to occur in the EU and is regulated in Annex IIA of Commission Implementing Regulation 2019/2072. This species is a competent vector of Erwinia tracheiphila (Smith) Bergey et al., which can cause bacterial wilt, a serious disease of cucurbits. The bacterium, which is restricted to temperate midwestern and eastern North America, is not regulated in the EU. Within Commission Implementing Regulation 2019/2072, potential entry pathways for D. undecimpunctata howardi, such as Asteraceae, Poaceae and Solanaceae plants for planting with foliage and soil/growing medium, and soil/growing media by themselves can be considered as closed. However, plants for planting of the families Chenopodiaceae, Cucurbitaceae, Fabaceae and Polygonaceae are not specifically regulated. Should D. undecimpunctata howardi arrive in the EU, climatic conditions and availability of susceptible hosts provide conditions suitable for establishment and further spread. Economic impact is anticipated in maize and outdoor cucurbit production. D. undecimpunctata howardi satisfies the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest. This species does not meet the criteria of being present in the EU, nor plants for planting being the main pathway for spread, for it to be regarded as a potential regulated non‐quarantine pest.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of the Colorado potato beetle, Leptinotarsa decemlineata (Say) (Coleoptera: Chrysomelidae) for the EU. L. decemlineata is primarily known as a major defoliator of potatoes (Solanum tuberosum); feeding damage can result in significant yield loss. Field grown tomatoes and eggplants can be attacked and wild solanaceous species are also hosts. Having first established in Europe from North America in the early 20th century, L. decemlineata is now distributed in 21 EU Member States and is regulated in the EU by Commission Implementing Regulation 2019/2072, (Annex III) with protected zones in place for Cyprus, Ireland, Malta, Northern Ireland, parts of Spain (Ibiza and Menorca) and Portugal (Azores and Madeira), seven districts of Finland and five counties in Sweden. Adults occasionally enter some protected zones due to wind currents that carry flying adults; pathways are also provided by plant produce moved in trade. The availability of hosts and suitable climate make establishment of the pest possible in protected zones in the EU, especially in the southern EU. Spread within the protected zones could occur via adult flight and via leafy vegetables moved in trade. Impacts on potato yields would be expected within the protected zones; outdoor grown tomatoes and eggplants could be impacted in the protected zones of southern Member States too. Previous incursions into the current protected zones have been eradicated. L. decemlineata satisfies all of the criteria that are within the remit of EFSA to assess, to conclude that it is a potential protected zone quarantine pest. L. decemlineata does not satisfy all of the criteria that are within the remit of EFSA to assess with respect to regulated non‐quarantine pest status, specifically plants for planting are not the main means of spread.

Abstract Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of four phytoplasmas of tuber‐forming Solanum spp. known to occur only outside the EU or having a limited presence in the EU. The only tuber‐forming species of Solanum reported to be phytoplasma infected is S. tuberosum. This opinion covers ‘Candidatus Phytoplasma americanum’, ‘Ca. P. aurantifolia’‐related strains (GD32; St_JO_10, 14, 17; PPT‐SA; Rus‐343F; PPT‐GTO29, ‐GTO30, ‐SINTV; Potato Huayao Survey 2; Potato hair sprouts), ‘Ca. P. fragariae’‐related strains (YN‐169, YN‐10G) and ‘Ca. P. pruni’‐related strains (Clover yellow edge; Potato purple top AKpot7, MT117, AKpot6; PPT‐COAHP, ‐GTOP). Phytoplasmas can be detected by molecular methods and are efficiently transmitted by vegetative propagation. Phytoplasmas are also transmitted in a persistent and propagative manner by some insects belonging to families within Cicadomorpha, Fulgoromorpha and Sternorrhyncha (order Hemiptera). No transovarial, pollen or seed transmission has been reported. The reported natural host range of the phytoplasmas categorised here varies from restricted (‘Ca. P. americanum’, and ‘Ca. P. fragariae’‐related strains) to wide (‘Ca. P. aurantifolia’‐related strains and ‘Ca. P. pruni’‐related strains), thus increasing the possible entry pathways in the latter case. S. tuberosum is widely cultivated in the EU. All the categorised phytoplasmas can enter and spread through the trade of host plants for planting, and by vectors. Establishment of these phytoplasmas is not expected to be limited by EU environmental conditions. The introduction of these phytoplasmas in the EU would have an economic impact. There are measures to reduce the risk of entry, establishment, spread and impact. Uncertainties result from limited information on distribution, biology and epidemiology. All the phytoplasmas categorised here meet the criteria evaluated by EFSA to qualify as potential Union quarantine pests, and they do not meet all the criteria to qualify as potential regulated non‐quarantine pests, because they do not occur or are not known to be widespread in the EU.

Abstract Following a request from the EU Commission, the Panel on Plant Health performed a categorisation of beet necrotic yellow vein virus (BNYVV), the causal agent of the sugar beet rhizomania disease. The virus is currently listed in Annex III as a protected zone (PZ) quarantine pest of the Commission Implementing Regulation (EU) 2019/2072. The identity of the BNYVV is well established. BNYVV is a soil‐borne virus transmitted by the obligate root plasmodiophorid endoparasite Polymyxa betae. BNYVV is widely distributed in the EU, but is not reported in the following EU PZs: Ireland, France (Brittany), Portugal (Azores), Finland and Northern Ireland. The virus may enter, become established and spread in the PZs via P. betae resting spores with soil and growing media as such or attached to machinery and with roots and tubercles of species other than B. vulgaris and with plants for planting. Introduction of BNYVV would have a negative impact on sugar beet and other beet crops in PZs, because of yield and sugar content reduction. Phytosanitary measures are available to reduce the likelihood of entry and spread in the PZs. Once the virus and its plasmodiophorid vector have entered a PZ, their eradication would be difficult due to the persistence of viruliferous resting spores in the soil. The main knowledge gaps or uncertainties identified concerning the presence of BNYVV in the PZs and the incidence and distribution of BNYVV in Switzerland, a country to which a range of specific requirements do not apply. BNYVV meets all the criteria that are within the remit of EFSA to qualify as a potential protected zone union quarantine pest. Plants for planting are not considered as a main means of spread, and therefore BNYVV does not satisfy all the criteria evaluated by EFSA to qualify as potential Union regulated non‐quarantine pest.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of the beetle Diabrotica undecimpunctata undecimpunctata (Coleoptera: Chrysomelidae) for the EU. This species occurs in western USA and Mexico. Adults oviposit on annual plants in the families Chenopodiaceae, Cucurbitaceae, Fabaceae, Poaceae, Polygonaceae and Solanaceae. Adults feed on tender plant parts in hosts in 30 additional botanical families. Preimaginal development takes place on the roots of the host plant, where larvae feed and pupate. The insect completes one to three generations per year depending on temperature. Overwintering adults (no diapause) may abandon crops to seek shelter in wild vegetation and reinvade crops in spring. D. undecimpunctata undecimpunctata is not known to occur in the EU and is regulated in Annex IIA of Commission Implementing Regulation 2019/2072. This species is a competent vector of squash mosaic virus, a pathogen already present and not regulated in the EU. Within Commission Implementing Regulation 2019/2072, potential entry pathways for D. undecimpunctata undecimpunctata, such as Poaceae and Solanaceae plants for planting with foliage and soil/growing medium, and soil/growing media by themselves can be considered as closed. However, plants for planting of the families Chenopodiaceae, Cucurbitaceae, Fabaceae and Polygonaceae are not specifically regulated. Should D. undecimpunctata undecimpunctata arrive in the EU, climatic conditions and availability of susceptible hosts provide conditions suitable for establishment and further spread. Economic impact is anticipated. D. undecimpunctata undecimpunctata satisfies the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest. This species does not meet the criteria of being present in the EU nor plants for planting being the main pathway for spread for it to be regarded as a potential regulated non‐quarantine pest.

Abstract The European Commission requested the EFSA Panel on Plant Health to prepare and deliver risk assessments for commodities listed in Commission Implementing Regulation EU/2018/2019 as ‘High risk plants, plant products and other objects’. This Scientific Opinion covers all plant health risks posed by unrooted cuttings of Jasminum polyanthum produced in a protected environment (greenhouse) that are imported from Israel, taking into account the available scientific information, including the technical information provided by the NPPO of Israel by 15 March 2020. The relevance of an EU quarantine pest for this opinion was based on evidence that: (i) the pest is present in Israel; (ii) Jasminum is a host of the pest; and (iii) the pest can be associated with the commodity. The relevance of any other pest, not regulated in the EU, was based on evidence that: (i) the pest is present in Israel; (ii) the pest is absent in the EU; (iii) Jasminum is a host of the pest; (iv) the pest can be associated with the commodity and (v) the pest may have an impact and can pose a potential risk for the EU territory. Six species, the EU‐quarantine pest Scirtothrips dorsalis, and the EU non‐regulated pests Aonidiella orientalis,Milviscutulus mangiferae,Paracoccus marginatus,Pulvinaria psidii and Colletotrichum siamense fulfilled all relevant criteria and were selected for further evaluation. For these pests, the risk mitigation measures proposed in the technical dossier from Israel were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The estimated degree of pest freedom varies among the pests evaluated, with S. dorsalis being the pest most frequently expected on the imported plants. The Expert Knowledge Elicitation indicated, with 95% certainty, that between 9,958 and 10,000 bags per 10,000 would be free of S. dorsalis.

Abstract Following a request from the European Commission, the Panel on Plant Health performed a pest categorisation on tomato leaf curl New Delhi virus (ToLCNDV). ToLCNDV is a well‐defined bipartite Begomovirus species, sometimes associated with satellite molecules. It is transmitted by Bemisia tabaci to a wide range of hosts. ToLCNDV is reported from Estonia, Greece, Italy, Portugal and Spain, with limited distribution. The prevalent strain (ToLCNDV‐ES) in these countries is particularly adapted to cucurbits and is different from isolates reported outside the EU, which are better adapted to solanaceous crops and could therefore pose additional risk for EU agriculture. The virus is regulated under Commission Implementing Regulation (EU) 2019/2072. The main pathway of entry identified is plants for planting of susceptible hosts, even if entry could also occur via commodities carrying viruliferous B. tabaci and possibly by seeds. While establishment and local spread rely on B. tabaci, the virus can also be dispersed over long distances by movement of infected plants for planting. Establishment and spread are limited to regions with ecoclimatic conditions suitable for the establishment of vector populations (southern regions of Europe) or can occur as outbreaks wherever crops are grown under protected cultivation. The main uncertainties associated with this pest categorisation are the distribution and prevalence of ToLCNDV in the EU, the magnitude of the virus impact particularly on hosts different from Cucurbitaceae, and seed transmission. ToLCNDV meets all the criteria evaluated by EFSA to qualify as potential Union Quarantine Pest (QP); conversely, ToLCNDV does not meet the criterion of being widespread in the EU to qualify as a Regulated Non‐Quarantine Pest (RNQP). Should new data show that ToLCNDV is widespread in the EU, the possibility would exist for non‐EU isolates to qualify as QP, while ToLCNDV EU isolates (ToLCNDV‐ES) could qualify as RNQP.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of the planthopper Haplaxius crudus (Hemiptera: Cixiidae) for the EU. This species occurs from south‐eastern USA to Northern Brazil and on many Caribbean islands. Adults oviposit on grasses, mostly Poaceae and Cyperaceae in the vicinity of palms (Arecaceae). The pest can also be found on plants of the families Arecaceae, Heliconiaceae, Pandanaceae and Verbenaceae. Preimaginal development takes place on the roots of grasses, where nymphs feed. Upon emergence, adults move to palms for feeding and return to grasses for oviposition. H. crudus is regulated in Annex IIA of Commission Implementing Regulation 2019/2072 as Myndus crudus, a junior synonym. This species is a competent vector of Candidatus Phytoplasma palmae, the causal agent of coconut lethal yellowing, a disease also regulated in Annex IIA of the same regulation. Within this regulation, potential entry pathways for H. crudus, such as Arecaceae and Poaceae plants for planting with foliage and soil/growing medium, and soil/growing media by themselves can be considered as closed. However, plants for planting of the families Cyperaceae, Heliconiaceae, Pandanaceae and Verbenaceae are not specifically regulated. Should H. crudus arrive in the EU, climatic conditions and availability of susceptible hosts in a small area in southern EU (e.g. eastern Cyprus and south‐western Spain) may provide conditions for limited establishment, and further spread to neighbouring areas in the Mediterranean basin during summer months. Economic impact is anticipated only if Candidatus Phytoplasma palmae is also introduced into the EU. Phytosanitary measures are available to reduce the likelihood of entry. H. crudus satisfies the criteria that are within the remit of EFSA to assess for this species to be regarded as a potential Union quarantine pest. This species does not meet the criteria of being present in the EU and plants for planting being the main pathway for spread for it to be regarded as a potential non‐quarantine pest.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Ripersiella hibisci (Hemiptera: Rhizoecidae) for the EU. R. hibisci occurs in Japan, China and Taiwan and has spread to the USA: Florida, Hawaii and the territory of Puerto Rico. R. hibisci is a polyphagous mealybug recorded feeding on roots of monocotyledonous and dicotyledonous plants. Root damage reduces nutrient and water uptake, retards plant growth and may cause leaves to wilt or discolour, heavily infested plants can die. Literature most commonly refers to damage to greenhouse grown potted ornamentals such as Cuphea, Hibiscus, Pelargonium and Phoenix. All life stages occur in the soil and host plants for planting with growing media provide a pathway for eggs, nymphs and adults. Multiple overlapping generations occur in greenhouses each year. R. hibisci is listed in Annex IIA of EU Regulation 2016/2031, appearing with the synonym Rhizoecus hibisci. All plants for planting from third countries are regulated. The import of soil or growing medium attached to plants for planting from third countries (other than Switzerland) is prohibited and therefore reduces the likelihood, but does not prevent entry of R. hibisci, as individuals may remain attached to the roots. There have been interceptions of R. hibisci in the EU, usually on artificially dwarfed plants, i.e. bonsai/penjing. Findings in EU greenhouses have been eradicated. R. hibisci would be able to establish in the EU, greenhouse potted plant production would be most affected. Phytosanitary measures are available to lower the likelihood of introduction. R. hibisci satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. R. hibisci does not meet the criterion of occurring in the EU for it to be regarded as a potential Union regulated non‐quarantine pest.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Exomala orientalis (Coleoptera: Rutelidae) (Oriental beetle) for the EU. Larvae feed on the roots of a variety of hosts including most grasses and many vegetable crops. Maize, pineapples, sugarcane are among the main host plants. Larvae are particularly damaging to turfgrass and golf courses. The adults feed on flowers and other soft plant tissues (e.g. Alcea rosea, Dahlia, Iris, Phlox and Rosa). Eggs are laid in the soil. Larvae feed on host roots and overwinter in the soil. Adults emerge from pupae in the soil in May‐June and are present for about 2 months. E. orientalis usually completes its life cycle in 1 year although individuals can spend two winters as larvae. Commission Implementing Regulation (EU) 2019/2072 (Annex IIA) regulates E. orientalis. The legislation also regulates the import of soil attached to plants for planting from third countries; therefore, entry of E. orientalis eggs, larvae and pupae is prevented. E. orientalis is native to Japan or the Philippine islands. It is also found in East Asia and India, Hawaii and north‐eastern USA. It is assumed to have reached USA via infested nursery stock. Plants for planting (excluding seeds) and cut flowers provide potential pathways for entry into the EU. E. orientalis has been intercepted only once in the EU, on Ilex crenata bonsai. Climatic conditions and the availability of host plants provide conditions to support establishment in the EU. Impacts on maize, grassland and turfgrass would be possible. There is uncertainty on the extent of the impact on host plants which are widely commercially grown (e.g. maize) Phytosanitary measures are available to reduce the likelihood of entry. E. orientalis satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. Of the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union regulated non‐quarantine pest, E. orientalis does not meet the criterion of occurring in the EU.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Naupactus leucoloma Boheman (Coleoptera: Curculionidae) for the EU territory. N. leucoloma is a polyphagous pest reported to feed on 385 plant species; cultivated hosts include alfalfa, beans, brassicas, carrots, clover, onions, peas, potatoes and soft fruits. N. leucoloma is native to eastern South America. During the first half of the 20th century, it spreads to Australia, New Zealand, South Africa and the USA. In 2005, it was reported in the Azores where it occurs in the wild. In suitable conditions, N. leucoloma can develop from egg to adult in about 12 months with adults emerging during spring and summer. Outside of South America only females are known, they develop and lay eggs without fertilisation. Eggs are usually laid in the soil but can be laid on the stem or lower leaves of hosts. Larval root feeding causes damage to root surfaces leading to stunting and yield or quality losses. Larvae can tunnel inside potato tubers causing significant losses. Pupation takes place in the soil in spring and summer. Larvae and eggs that are laid late in the summer overwinter. Plants for planting and plant products, such as potatoes, provide potential pathways for entry into the EU. The suitable climate and the wide availability of host plants provide conditions to support the establishment of N. leucoloma in the EU. N. leucoloma is regulated in the EU by Commission Implementing Regulation 2019/2072 (Annex IIA). The import of soil or growing medium, from third countries other than Switzerland, is prohibited in the EU and therefore so far inhibited the entry of N. leucoloma larvae and pupae. All criteria assessed by EFSA for consideration either as a potential union quarantine pest or as a potential regulated non‐quarantine pest are met.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Liriomyza sativae (Diptera: Agromyzidae) for the EU. L. sativae (the cabbage or vegetable leaf miner; EPPO code: LIRISA) is a polyphagous pest native to the Americas which has spread to Africa, Asia and Oceania. L. sativae can have multiple overlapping generations per year. Eggs are inserted in the leaves of host plants. Three larval instars, which feed internally on field vegetables (leaves and stems), follow. Then, the larva jumps into the soil where a fourth larval instar occurs immediately before pupation, which takes place in the soil. L. sativae is regulated in the EU by Commission Implementing Regulation (EU) 2019/2072 (Annex IIA). Within this Regulation, import of soil or growing medium as such or attached to plants for planting from third countries other than Switzerland is regulated. Therefore, entry of L. sativae pupae is prevented. However, immature stages on plants for planting (excluding seeds) and fresh leafy hosts for consumption, cut branches, flowers and fruit with foliage provide potential pathways for entry into the EU. L. sativae has been repeatedly intercepted in the EU, especially in basil (Ocimum spp.). Climatic conditions and the wide availability of host plants provide conditions to support establishment in the EU, both in open fields and greenhouses. Impacts on field vegetables and ornamentals as well as hosts in greenhouses would be possible. Phytosanitary measures are available to reduce the likelihood of entry. L. sativae satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. Although human‐assisted movement of vegetables is considered the main spread way for L. sativae, this agromyzid does not meet the criterion of occurring in the EU for it to be regarded as a potential Union regulated non‐quarantine pest.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Spodoptera eridania (Lepidoptera: Noctuidae) for the European Union (EU). S. eridania (southern armyworm) is a highly polyphagous pest native to the Americas which has spread to Africa being first reported there in 2016. There are multiple generations per year. Although it can endure short freezing periods, prolonged frosts are lethal. Eggs are laid in batches on the leaves of host plants. Five to seven larval instars follow. Like other armyworms, early instars are gregarious and cause leaf skeletonisation. Older instars disperse and become more solitary and nocturnal. Larvae feed on field vegetables and can bore into tomato fruit. They can eat apical portions of branches and can bore into stems and tubers if preferred foods are scarce. Pupation takes place in the soil. S. eridania is regulated in the EU by Directive 2000/29/EC (Annex IAI). Within this Directive, a prohibition of soil imported from countries where S. eridania occurs, prevents the entry of S. eridania pupae. However, immature stages on plants (excluding seeds), fruit and flowers provide potential pathways for entry into the EU. S. eridania adults have been intercepted in the EU as hitchhikers. Climatic conditions and the wide availability of host plants provide conditions to support establishment in frost‐free regions of the EU. It could spread more widely forming transient populations during summer months. Impacts on field vegetables and ornamentals would be possible. Phytosanitary measures are available to reduce the likelihood of entry. S. eridania satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. S. eridania does not meet the criteria of (a) occurring in the EU, and (b) plants for planting being the principal means of spread for it to be regarded as a potential Union regulated non‐quarantine pest.

Abstract The EFSA Panel on Plant Health (PLHP) performed a pest categorisation of Saperda tridentata (Coleoptera: Cerambycidae) for the EU. S. tridentata (elm borer) occurs in eastern North America. Ulmus americana and U. rubra are almost exclusively reported as hosts, apart from two 19th century records from the USA of larvae from Acer sp. and Populus sp. The Panel does not exclude the possibility of a post‐entry shift in host range to European Ulmus or Acer and Populus. S. tridentata infests trees that are already weakened, and severe infestations can result in tree death. S. tridentata occurs across a range of climate types in North America that occur also in Europe. Between 2016 and 2019, S. tridentata larvae were intercepted with North American Ulmus logs imported into the EU. In the EU, American Ulmus species are mainly found in arboreta and as ornamental specimen trees. If only North American Ulmus are hosts, establishment is unlikely. However, if European Ulmus, Populus or Acer species become hosts, establishment is much more likely, with impact confined to already weakened trees. The information currently available on geographical distribution, biology, impact and potential entry pathways of S. tridentata has been evaluated against the criteria for it to qualify as potential Union quarantine pest or as Union regulated non‐quarantine pest (RNQP). Since the pest is not reported in EU, it does not meet the criteria assessed by EFSA to qualify as potential Union RNQP. S. tridentata satisfies the criterion for quarantine pest regarding entry into the EU territory. Due to the scarcity of data, the Panel is unable to conclude if S. tridentata meets the post‐entry criteria of establishment, spread and potential impact.

Abstract Following a request from the EU Commission, the Panel on Plant Health has addressed the pest categorisation of those viruses and viroids (hereafter referred to as viruses) of Solanum tuberosum and other tuber‐forming Solanum spp. (hereafter referred to as potato) which are considered to be either non‐EU or of undetermined standing based on a previous EFSA opinion. These viruses belong to different families and genera and either have an established identity or produce consistent symptoms. Plants for planting is the main pathway for entry for all categorised viruses as they can all be transmitted by vegetative propagation. Several categorised viruses have a relatively wide host range and/or are vector‐transmitted, increasing the potential for entry. The information currently available on geographical distribution, biology, epidemiology, impact and potential entry pathways has been evaluated with regard to the criteria to qualify as potential Union quarantine pest or as Union regulated non‐quarantine pest (RNQP). Since this opinion addresses specifically the non‐EU potato viruses, in general these viruses do not meet the criteria assessed by EFSA to qualify as potential Union regulated non‐quarantine pests. The following viruses meet the criteria to qualify as potential Union quarantine pest: APLV, APMMV, APMoV, ChiLCV, CYSDV, PAMV, PBRSV, PVH, PVP, PVT, PYDV, PYMV, PYV, PYVV, RCVMV, SALCV, SB26/29, ToCV, ToLCNDV, ToMHaV, ToMoTV, ToSRV and ToYVSV. With the exception of the criterion regarding the potential for consequences in the EU territory, for which the Panel is unable to conclude because of lack of information, AVB, CPSbV, PaLCrV, PapMV, PVB, PVU, SB41 and TVBMV meet all the other criteria to qualify as potential Union quarantine pest. PotLV and WPMV do not qualify as potential Union quarantine pest, since they are not reported to have any impact. For most of the categorised viruses, the conclusions of the Panel have inherent uncertainties, due to the lack of quantitative data on their impact and/or absence or limited availability of information on the biology, epidemiology and geographical distribution.

Abstract The Panel on Plant Health of EFSA conducted a pest categorisation of 17 viruses of Rubus L. that were previously classified as either non‐EU or of undetermined standing in a previous opinion. These infectious agents belong to different genera and are heterogeneous in their biology. Blackberry virus X, blackberry virus Z and wineberry latent virus were not categorised because of lack of information while grapevine red blotch virus was excluded because it does not infect Rubus. All 17 viruses are efficiently transmitted by vegetative propagation, with plants for planting representing the major pathway for entry and spread. For some viruses, additional pathway(s) are Rubus seeds, pollen and/or vector(s). Most of the viruses categorised here infect only one or few plant genera, but some of them have a wide host range, thus extending the possible entry pathways. Cherry rasp leaf virus, raspberry latent virus, raspberry leaf curl virus, strawberry necrotic shock virus, tobacco ringspot virus and tomato ringspot virus meet all the criteria to qualify as potential Union quarantine pests (QPs). With the exception of impact in the EU territory, on which the Panel was unable to conclude, blackberry chlorotic ringspot virus, blackberry leaf mottle‐associated virus, blackberry vein banding‐associated virus, blackberry virus E, blackberry virus F, blackberry virus S, blackberry virus Y and blackberry yellow vein‐associated virus satisfy all the other criteria to be considered as potential QPs. Black raspberry cryptic virus, blackberry calico virus and Rubus canadensis virus 1 do not meet the criterion of having a potential negative impact in the EU. For several viruses, the categorisation is associated with high uncertainties, mainly because of the absence of data on biology, distribution and impact. Since the opinion addresses non‐EU viruses, they do not meet the criteria to qualify as potential Union regulated non‐quarantine pests.

Abstract The EFSA Panel on Plant Health performed a pest categorisation of Diabrotica barberi (Coleoptera: Chrysomelidae), the northern corn rootworm, for the EU. D. barberi is a univoltine species occurring in mid‐western and eastern USA and Canada, where it reproduces on maize (Zea mays), the preferred larval host. A small proportion of individuals can develop to a lesser extent on spelt (Triticum spelta), rice (Oryza sativa), millet (Panicum miliaceum) and a few North American wild grasses. Eggs are laid in the soil of maize fields, where they overwinter and can enter a diapause which can extend for more than one winter. Larvae hatch in late spring and early summer. Adult emergence peaks in the summer to feed on maize tassels, silks and ear tips. Adults abandon maize fields looking for other feeding hosts and return to maize for oviposition during late summer and autumn. D. barberi is considered a key pest of maize, together with other rootworm species of the same genus. D. barberi is regulated in the EU by Directive 2000/29/EC (Annex IAI). Within this Directive, a general prohibition of soil from most third countries prevents the entry of D. barberi larvae. However, adults carried on sweetcorn or green maize are potential pathways for entry into the EU. Climatic conditions and the wide availability of maize provide conditions to support establishment in the EU. Following establishment, impact on maize yields is anticipated. Phytosanitary measures are available to inhibit entry of this pest. D. barberi satisfies the criteria, which are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. D. barberi does not meet the criteria of occurring in the EU nor plants for planting being the principal means of spread for it to be regarded as a potential Union regulated non‐quarantine pest.

Abstract Following a request from the EU Commission, the Panel on Plant Health addressed the pest categorisation of the viruses of Ribes L. determined as being either non‐EU or of undetermined standing in a previous EFSA opinion. These infectious agents belong to different genera and are heterogeneous in their biology. Alaska vitivirus 1 and Ribes virus F were excluded from categorisation because these are very poorly characterised viruses. The pest categorisation was completed for seven viruses with clear identity and for which detection methods are available. All these viruses are efficiently transmitted by vegetative propagation techniques, with plants for planting representing the major pathway for long‐distance dispersal and thus considered as the major pathway for entry. Depending on the virus, additional pathway(s) can also be Ribes seeds, pollen and/or vector(s). Most of the viruses categorised here are known to infect only one or few plant genera, but tomato ringspot virus (ToRSV) has a wide host range, thus extending the possible entry pathways. ToRSV meets all the criteria evaluated by EFSA to qualify as potential Union quarantine pest (QP). With the exception of impact in the EU territory, on which the Panel was unable to conclude, Actinidia virus X, blackcurrant leaf chlorosis‐associated virus, blackcurrant leafroll‐associated virus, black currant‐associated rhabdovirus, blackcurrant waikavirus A and Ribes americanum virus A satisfy all the other criteria to be considered as potential Union QPs. For several viruses, especially those recently discovered, the categorisation is associated with high uncertainties mainly because of the absence of data on their biology, distribution and impact. Since this opinion addresses specifically the non‐EU viruses, in general these viruses do not meet the criteria assessed by EFSA to qualify as potential Union regulated non‐quarantine pests.

Abstract The Panel on Plant Health performed a pest categorisation of non‐EU Acleris spp. Acleris is a well‐defined insect genus in the family Tortricidae (Insecta: Lepidoptera). Species can be identified using taxonomic keys based on adult morphology and genitalia. The genus includes 261 species attacking conifers and non‐conifer plants in many areas in the world, among which 40 species are present in the EU. The non‐EU species are collectively listed in Annex IAI of Council Directive 2000/29/EC as Acleris spp. (non‐European). Some species are important defoliators in North America, mainly on conifers but also on several broadleaf trees. Females lay eggs on the leaves or on the bark. The larvae bind together with silk the leaves upon which they feed. Pupation occurs in leaves attached with silk or in the soil. Some species are univoltine; others are bivoltine or multivoltine. Flight capacity is not documented, but outbreak expansion suggests that the adults can probably fly long distances. The main pathways for entry are host plants for planting with or without soil, cut branches, fruits of host plants (including cones), round wood with bark and bark. The presence of host plants and suitable EU climate would allow the establishment of the known non‐EU harmful species. In the literature, nine non‐EU Acleris species are reported as pests on various host plants, namely A. gloverana, A. variana, A. minuta, A. nishidai, A. issikii, A. semipurpurana, A. robinsoniana, A. senescens and A. nivisellana. These non‐EU Acleris spp. satisfy all the criteria to be considered as Union quarantine pests. Concerning the other 212 non‐EU Acleris species, there is scarce information on host plants, pests status and climatic suitability. Measures are in place to prevent the introduction of non‐EU Acleris spp. through the pathways described in the document. As non‐EU Acleris spp. are not present in the EU and plants for planting are not the major pathway for spread, non‐EU Acleris spp. do not meet the criteria to be considered as regulated non‐quarantine pests.

Abstract Following a request from the EU Commission, the Panel on Plant Health performed a pest categorisation of 17 viruses and viroids, herein called viruses, of Cydonia Mill., Malus Mill. and Pyrus L. determined as being either non‐EU or of undetermined standing in a previous EFSA opinion. These viruses belong to different genera and are heterogeneous in their biology. They can be detected by available methods and are efficiently transmitted by vegetative propagation techniques, with plants for planting representing a major long‐distance spread mechanism and, potentially, a major entry pathway. Depending on the viruses, additional pathway(s) can also be seed, pollen and/or vector transmission. Most of the viruses categorised here are known to infect only one of few related plant genera, but some of them have a wider host range, thus extending the possible entry pathways. Three viruses (apple necrotic mosaic virus, cherry rasp leaf virus, temperate fruit decay‐associated virus) and one viroid (apple fruit crinkle viroid) satisfy all the criteria to be considered as Union quarantine pests. Five viruses (apple green crinkle‐associated virus, blackberry chlorotic ringspot virus, eggplant mottled crinkle virus, tobacco ringspot virus and tomato ringspot virus) and one viroid (apple scar skin viroid), satisfy the criteria to be considered as Union quarantine pests with the possible exception of being absent from the EU territory or having a restricted presence and being under official control. The remaining six viruses (apple geminivirus, apple latent spherical virus, apple‐associated luteovirus, Pyrus pyrifolia cryptic virus, Pyrus pyrifolia partitivirus 2 and Tulare apple mosaic virus) and one viroid (apple hammerhead viroid) were not found to satisfy one or more of these criteria. The Panel highlights that for several viruses, especially those recently discovered, the categorisation is associated with high uncertainties mainly linked to the absence of data on biology and distribution. Depending on the virus, additional pathway(s) can also be Fragaria seeds, pollen and/or vector(s). Most of the viruses categorised here are known to infect only one or few plant genera, but some of them have a wide host range, thus extending the possible entry pathways. Strawberry chlorotic fleck‐associated virus, strawberry leaf curl virus, strawberry necrotic shock virus, strawberry pallidosis‐associated virus, strawberry vein banding virus (SVBV) and tomato ringspot virus meet all the criteria evaluated by EFSA to qualify as potential Union quarantine pests (QPs). For SVBV, the Panel considered that following its entry and establishment into the EU territory, an impact of uncertain magnitude is expected mainly because a synergistic effect may occur in strawberry in case of mixed infections with viruses already present in the EU. Strawberry crinivirus 3, strawberry crinivirus 4 and strawberry polerovirus 1 meet all criteria for being considered as potential Union QPs, except for the impact in the EU territory, on which the Panel was unable to conclude. Fragaria chiloensis cryptic virus, Fragaria chiloensis latent virus and strawberry pseudo mild yellow edge virus do not meet the criterion of having potential negative impact in the EU. Depending on the virus, additional pathway(s) can also be Prunus seeds, pollen and/or vector(s). Most of the viruses categorised here are known to infect only one or few plant genera, but some of them have a wide host range, thus extending the possible entry pathways. Apple scar skin viroid, American plum line pattern virus, cherry mottle leaf virus, cherry rasp leaf virus, cherry rosette virus, cherry rusty mottle‐associated virus, cherry twisted leaf‐associated virus, peach enation virus, peach mosaic virus, peach rosette mosaic virus, tobacco ringspot virus and tomato ringspot virus meet all the criteria evaluated by EFSA to qualify as potential Union quarantine pests (QPs). With the exception of impact in the EU territory, on which the Panel was unable to conclude, apricot vein clearing virus, Asian prunus virus 1, Asian prunus virus 2, Asian prunus virus 3, Caucasus prunus virus, cherry virus B, Mume virus A, nectarine stem pitting‐associated virus, nectarine virus M, peach chlorotic mottle virus, peach leaf pitting‐associated virus, peach virus D, prunus virus F and prunus virus T satisfy all the other criteria to be considered as potential Union QPs. Prunus geminivirus A does not meet the criterion of having negative impact in the EU. For several viruses, especially those recently discovered, the categorisation is associated with high uncertainties mainly because of the absence of data on their biology, distribution and impact. With the exception of impact for the EU territory, on which the Panel was unable to conclude, blackberry virus S, grapevine geminivirus A, grapevine leafroll‐associated virus 7, grapevine leafroll‐associated virus 13, grapevine satellite virus, grapevine virus E, grapevine virus I, grapevine virus J, grapevine virus S, summer grape enamovirus, summer grape latent virus satisfy all the other criteria to be considered as potential Union QPs. Australian grapevine viroid, grapevine cryptic virus 1, grapevine endophyte endornavirus and wild vitis virus 1 do not meet all the criteria evaluated by EFSA to be regarded as potential Union QPs because they are not known to cause an impact on Vitis. For several viruses, especially those recently discovered, the categorisation is associated with high uncertainties mainly because of the absence of data on their biology, distribution and impact. Since this opinion addresses specifically non‐EU viruses, in general these viruses do not meet the criteria assessed by EFSA to qualify as a potential Union regulated non‐quarantine pests.

Abstract The EFSA Panel on Plant Health (PLHP) performed a pest categorisation of Spodoptera litura (Lepidoptera: Noctuidae) for the EU. S. litura is widely distributed across South and East Asia and Oceania. It is established in tropical and subtropical regions where there are no, or few, frost days each year. It can extend its range into cooler temperate regions during summer months. S. litura is highly polyphagous feeding on hosts within at least 40 botanical families, including economically important crops within Brassicaceae, Cucurbitaceae, Fabaceae, Malvaceae, Poaceae and Solanaceae. Larvae are primarily leaf feeders and can cause complete defoliation. At high population densities almost all plant parts are eaten. S. litura is a serious pest in the Asia‐Pacific region where it causes losses to many economically important cultivated field crops and crops such as eggplants, sweet peppers and tomatoes in protected cultivation. As a species that appears limited by winter temperatures, only a small area of the EU provides climatic conditions where establishment outdoors may be possible although cultivated and wild hosts are distributed across the EU. S. litura has been intercepted in the EU many times on ornamentals and leafy vegetables. Outbreaks have occurred in EU glasshouses and have been eradicated. Phytosanitary measures are available to inhibit entry. S. litura satisfies the criteria that are within the remit of EFSA to assess for it to be regarded as a potential Union quarantine pest. S. litura does not meet the criteria of occurring in the EU, and plants for planting being the principal means of spread for it to be regarded as a potential Union regulated non‐quarantine pest.

Abstract The Panel on Plant Health performed a group pest categorisation of non‐EU Cicadomorpha vectors of Xylella spp. known to be associated with plant diseases. Although all the insects considered in this categorisation are proven vectors of Xylella spp., additional vectors within the order Hemiptera most probably exist but have not been associated with any Xylella spp. disease yet. Currently, the group consists of 50 taxa (49 at species level and one at genus level) from the families Aphrophoridae, Cicadellidae and Membracidae (Arthropoda: Hemiptera: Cicadomorpha) for which reliable identification methods exist. Members of the group can be found in the Americas, Asia, Africa and Oceania. Only one of them, Homalodisca vitripennis is considered invasive. Species in the group are mostly polyphagous; many are known to feed on several plant families. Hosts can include broadleaf trees, herbaceous plants and grasses. Breeding takes place on herbaceous hosts and eggs are inserted into plant tissues. Nymphs emerge to feed on sap of the natal host. Adults move from breeding hosts to food hosts and can spread Xylella spp. causing a variety of diseases. Three of the species are listed in Annex IAI of Council Directive 2000/29/EC as examples of Cicadellidae (non‐EU) known to be vector of Pierce's disease (caused by Xylella fastidiosa). Plants for planting, cut branches, flowers and fruit are potential pathways for entry into the EU. However, there are no records of EU interceptions of any members of the group. EU biotic and abiotic conditions are conducive for establishment and spread of these insects. Were members of the group to establish and spread, impact on several cultivated species (e.g. grapevine, citrus, Prunus spp.) and ornamentals (e.g. Polygala myrtifolia) could be expected as these insect species are efficient vectors of Xylella spp. Considering the criteria within the remit of EFSA to assess their regulatory plant health status, the group of non‐EU Cicadomorpha vectors of Xylella spp. meets all the criteria assessed by EFSA for consideration as potential Union quarantine pests. The group does not meet all the criteria assessed by EFSA for consideration as regulated non‐quarantine pests, as members of the group are not present in the EU.

Abstract The Panel on Plant Health performed a pest categorisation of non‐EU Choristoneura spp. Choristoneura is a well‐defined insect genus in the family Tortricidae (Insecta: Lepidoptera). Species can be identified using taxonomic keys and molecular methods. The genus includes 52 species and subspecies colonising conifers and non‐conifer trees in many areas in the world, among which five species are present in the EU. The non‐EU species are listed in Annex IAI of Council Directive 2000/29/EC as Choristoneura spp. (non‐European). Some Choristoneura species are important defoliators in North America, mainly on conifers but also on several broadleaf tree species and on non‐forest crops. Females lay eggs in batches on the needles or the leaves, and overwintering occurs at the larval stage in a silken hibernaculum. Most species are univoltine, some are bivoltine and at least one subspecies has a 2‐year life cycle. Pupation occurs on the twigs of conifers or in folded leaves of broadleaf trees. The adults are strong flyers, and the larvae can disperse by ballooning. The main pathways for entry are plants for planting, cut branches, fruits of host plants (including cones), round wood with bark and bark. Suitable host plants and climate would allow the establishment in the EU of the known, North American harmful species. Non‐EU Choristoneura spp. satisfy all the criteria to be considered as Union quarantine pests. Measures are in place to prevent the introduction of non‐EU Choristoneura spp. through the pathways described above. As non‐EU Choristoneura spp. are not present in the EU and plants for planting are not the major pathway for spread, non‐EU Choristoneura spp. do not meet the criteria to be considered as regulated non‐quarantine pests.

Abstract Article 42 of the European Regulation (EU) 2016/2031, on the protective measures against pests of plants, introduces the concept of ‘high risk plants, plant products and other objects’ that are identified on the basis of a preliminary assessment to be followed by a commodity risk assessment. Following a request of the European Commission, this Guidance was developed to establish the methodology to be followed when performing a commodity risk assessment for high risk commodities (high risk plants, plant products and other objects). The commodity risk assessment performed by EFSA will be based on the information provided by the National Plant Protection Organisations of non‐EU countries requesting a lifting of import prohibition of a high risk commodity. Following international standards on pest risk analysis, this Guidance describes a two‐step approach for the assessment of pest risk associated with a specified commodity. In the first step, pests, associated with the commodity, that require risk mitigation measures are identified. In the second step, the overall efficacy of proposed risk reduction options for each pest is evaluated. A conclusion on the pest‐freedom status of the commodity is achieved. The method requires key uncertainties to be identified.

Abstract The Panel on Plant Health performed a pest categorisation of species in the family Margarodidae (Hemiptera: Coccomorpha; Coccoidea). Of 107 species of Margarodidae, 97 are not known to occur in the EU. Margarodids are cosmopolitan soil‐dwelling species. The nymphs suck on the roots of host plants, while the adults have no mouthparts and do not feed. Some species are serious destructive pests of grape vines, sugar cane, oil palms, cotton or turf grass. The import of soil or rooted plants for planting with soil are potential pathways for entry. Measures are available to inhibit entry. Non‐European species in the genus Margarodes are regulated on Vitis plants for planting by Council Directive 2000/29/EC (Annex IIAI). Non‐EU Margarodidae species were categorised into three groups. The first group includes 11 species reported as pests of crop plants that satisfy all of the criteria that are within the remit of EFSA to assess, to be regarded as Union quarantine pests. The second group includes 10 species that are not reported to cause economic damage to plants although they do feed on plants that are grown in the EU; these species do not satisfy all the criteria to be regarded as Union quarantine pests. Uncertainty exists whether species in this group could cause damage if they were introduced into the EU. The third group includes 76 species that appear restricted to climate and soil types that do not occur in the EU, feed on hosts that have limited significance in the EU, or are little studied due to their lack of impact. There is no evidence that these species satisfy the criteria to be regarded as Union quarantine pests in the EU. For completeness, the 10 species of Margarodidae that are known to occur in the EU are named in the opinion.

Abstract Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of Clavibacter sepedonicus, a well‐defined and distinguishable bacterial plant pathogen of the family Microbacteriaceae. C. sepedonicus causes bacterial ring rot of potato and is reported from North America, Asia and Europe. The bacterium is mostly tuber transmitted, but it can also enter host plants through wounds or via contaminated equipment. C. sepedonicus is regulated in Council Directive 2000/29/EC (Annex IAII, as Clavibacter michiganensis subsp. sepedonicus) as a harmful organism whose introduction into the EU is banned. In addition, Council Directive 1993/85/EEC concerns the measures to be taken within EU Member States (MS) against C. sepedonicus to (a) detect it and determine its distribution, (b) prevent its occurrence and spread, and (c) control it with the aim of eradication. The pest is present in several EU MS, but in all cases with a restricted distribution and under official control. C. sepedonicus could enter the EU and spread primarily via host plants for planting (i.e. potato tubers). The pest could establish in the EU, as the main host (potato) is commonly grown and climatic conditions are favourable. Direct potato losses following infection by C. sepedonicus can be substantial and are due to the destruction of the vascular tissue, wilting of the plant and rotting of the tubers. Infected hosts can remain asymptomatic. The main knowledge gaps are the geographic distribution of the pest and the host range. The criteria assessed by the Panel for consideration of C. sepedonicus as a potential quarantine pest are met, while, for regulated non‐quarantine pests, the criterion on the widespread presence in the EU is not met.

Abstract The Panel on Plant Health performed a pest categorisation of Phymatotrichopsis omnivora, the causal agent of Phymatotrichum root rot of more than 2,000 dicotyledonous plant species, for the EU. The pest is listed as Trechispora brinkmannii in Annex IAI of Directive 2000/29/EC. P. omnivora is a well‐defined fungal species and reliable methods exist for its detection and identification. It is present in south‐western USA, northern Mexico, Libya and Venezuela. The pest is not known to occur in the EU. P. omnivora has an extremely wide host range; quantitative impacts have been documented for Gossypium spp. (cotton), Medicago sativa (alfalfa), Malus domestica (apple), Prunus persica (peach) and Vitis vinifera (grapevine) as the major cultivated hosts. All major hosts and pathways of entry of the pest into the EU are currently regulated, except for soil and growing media attached or associated with plants originating in Libya. Host availability and climate and edaphic matching suggest that P. omnivora could establish in parts of the EU and further spread mainly by human‐assisted means. The pest infects the roots causing wilting and death of its host plants. The introduction of the pest in the EU territory would potentially cause direct and indirect impacts at least to cotton, alfalfa, apple, peach and grapevine production. The main uncertainties concern the host range, the extrapolation to the EU of the climatic and edaphic conditions favouring the disease in some of the infested areas, the role of conidia in the epidemiology of the disease and the magnitude of potential impacts to the EU. P. omnivora meets all the criteria assessed by EFSA for consideration as potential Union quarantine pest. The criteria for considering P. omnivora as a potential Union regulated non‐quarantine pest are not met, since the pest is not known to occur in the EU.

Abstract Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest categorisation of Cronartium spp. (non‐EU), a well‐defined and distinguishable group of fungal pathogens of the family Cronartiaceae. There are at least 40 species described within the Cronartium genus, of which two are considered native to the EU (C. gentianeum and C. pini) and one has been introduced in the 19th century (C. ribicola) and is now widespread in the EU – these three species are thus not part of this pest categorisation. In addition, the non‐EU C. harknessii, C. kurilense and C. sahoanum were already dealt with in a previous pest categorisation. All the non‐EU Cronartium species are not known to be present in the EU and are regulated in Council Directive 2000/29/EC (Annex IAI) as harmful organisms whose introduction into the EU is banned. Cronartium spp. are biotrophic obligate plant pathogens. Many of the North American Cronartium species alternate between the aecial host Pinus spp. and telial hosts of various dicotyledonous plants. C. conigenum, C. orientale, C. quercuum and C. strobilinum have different Quercus spp. as their telial hosts. C. orientale and C. quercuum also infect Castanea spp. and Castanopsis spp. The pathogens could enter the EU via host plants for planting and cut flowers and branches. Non‐EU Cronartium spp. could establish in the EU, as climatic conditions are favourable to many of them and Pinus and Quercus spp. are common. The pathogens would be able to spread following establishment by movement of host plants, as well as natural spread. Should non‐EU Cronartium spp. be introduced in the EU, impacts can be expected on pine, oak and chestnut woodlands, plantations, ornamental trees and nurseries. The Cronartium species present in North America cause important tree diseases. Symptoms on Pinus spp. differ between Cronartium spp., but include galls, cankers, dieback of branches and stems, deformity, tree and cone death. The main knowledge gap concerns the limited available information on (sub)tropical Cronartium spp. The criteria assessed by the Panel for consideration of Cronartium spp. (non‐EU) as potential quarantine pests are met, while, for regulated non‐quarantine pests, the criterion on the pest presence in the EU is not met.

Abstract The European Commission requested EFSA to conduct a pest categorisation of Grapholita prunivora (Lepidoptera: Tortricidae), an oligophagous moth whose larvae feed mostly on leaves and fruit of different Rosaceae including cultivated apples, plums, cherries and pecans. It overwinters in soil and bark crevices of its host plants. G. prunivora has reliable identification methods, both for adults and immature stages. It occurs in North America, where it can impact pome and stone fruit production, especially when broad spectrum insecticides targeting pome and stone fruit key pests are substituted by more selective crop protection methods (i.e. mating disruption, biological control). G. prunivora is regulated in the EU by EU Directive 2000/29/EC where it is listed in Annex IIAI using the synonym Enarmonia prunivora. Plants for planting, fruit, cut branches, and bark are potential pathways. Most, but not all hosts are regulated, e.g. pecan (Carya sp.). There are no records of interception of this species on Europhyt. Biotic and abiotic conditions are conducive for establishment and spread of G. prunivora in the EU. Therefore, were G. prunivora to establish, impact on pome and stone fruit production could be expected. Considering the criteria within the remit of EFSA to assess its regulatory plant health status, G. prunivora meets with no uncertainties the criteria for consideration as a potential Union quarantine pest (it is absent from the EU, potential pathways exist, and its establishment would cause an economic impact). Given that G. prunivora is not known to occur in the EU, it fails to meet this criterion required for regulated non‐quarantine pest (RNQP) status.

Abstract The Panel on Plant Health performed a pest categorisation of Septoria malagutii, the causal agent of annular leaf spot of potato, for the EU. The pest is a well‐defined fungal species and reliable methods exist for its detection and identification. S. malagutii is present in Bolivia, Ecuador, Peru and Venezuela. The pest is not known to occur in the EU and is listed as Septoria lycopersici var. malagutii in Annex IAI of Directive 2000/29/EC, meaning its introduction into the EU is prohibited. The major cultivated host is Solanum tuberosum (potato), but other Solanum species including wild solanaceous plants are also affected. All hosts and pathways of entry of the pest into the EU are currently regulated. Host availability and climate matching suggest that S. malagutii could establish in parts of the EU and further spread mainly by human‐assisted means. The pest affects leaves, stems and petioles of potato plants (but not the underground parts, including tubers) causing lesions, leaf necrosis and premature defoliation. In some infested areas, the disease has been reported to cause almost complete crop loss with favourable weather conditions and susceptible potato cultivars. The introduction of the pest into the EU would potentially cause impacts to potato production. The main uncertainties concern the host range, the maximum period the pest survives on host debris in soil, the maximum distance over which conidia of the pest could be dispersed by wind‐driven rain and the magnitude of potential impacts to the EU. S. malagutii meets all the criteria assessed by EFSA for consideration as potential Union quarantine pest. The criteria for considering S. malagutii as a potential Union regulated non‐quarantine pest are not met, since the pest is not known to occur in the EU.

Abstract The Panel on Plant Health performed a pest categorisation of Phyllosticta solitaria, the causal agent of blotch of apple, for the EU. The pest is a well‐defined fungal species and methods are available for its detection and identification. P. solitaria is present in Canada and the continental states of the USA. The pest is not known to occur in the EU and is listed in Annex IAI of Directive 2000/29/EC, meaning its introduction into the EU is prohibited. The major cultivated host is Malus domestica (apple), but wild Malus and Crataegus species may also be affected. All hosts and major pathways of entry of the pest into the EU are currently regulated. The disease is favoured by warm, wet weather during the growing season. Host availability and climate matching suggest that P. solitaria could establish in parts of the EU and further spread mainly by human‐assisted means. The pest causes premature defoliation, fruit cracking and rot, and twig and branch cankers. At the beginning of the 20th century, disease incidences of 70–90% on fruit of untreated susceptible apple cultivars had been reported and the disease was considered as a limiting factor in the commercial production of those cultivars. Nowadays, the disease is rare in commercial apple orchards, probably due to regular fungicide sprays against other diseases. The pest introduction in the EU would potentially cause impacts to apple production. Abstract The EFSA Panel on Plant Health (PLH) performed a pest categorisation of Grapholita inopinata, (Lepidoptera: Tortricidae), the Manchurian fruit moth, for the territory of the EU. G. inopinata is a well‐defined species that is recognised as a major pest of Malus spp. in Far East Russia, Eastern Siberia and northern China. G. inopinata is less common in Japan where it is not a serious pest. G. inopinata is not known to occur in the EU. G. inopinata is listed in Annex IIAI of 2000/29 EC as a harmful organism regulated on Cydonia, Malus, Prunus and Pyrus from non‐European countries. Adult G. inopinata emerge in the summer, mate and lay eggs on host leaves and fruit. Larvae burrow into the fruit to develop. Larvae exit fruit and overwinter under bark, under leaf litter or in the soil. Import of host fruit provides a potential pathway into the EU. Restrictions on the import of host plants for planting close other potential pathways. G. inopinata occurs in a range of climates in Asia, some of which also occur in the EU. Wild and commercially grown hosts are available within the EU. G. inopinata has the potential to establish within the EU. There could be one or two generations per year as in its native range. Impacts could occur in pome fruit orchards. The level of impacts would be uncertain. Phytosanitary measures are available to reduce the likelihood of introduction of G. inopinata. G. inopinata meets all the criteria assessed by EFSA PLH to satisfy the definition of a Union quarantine pest. G. inopinata does not meet the criteria of occurring within the EU, nor plants for planting being the principal means of spread, so does not satisfy all the criteria for it to be regarded as a Union regulated non‐quarantine pest (RNQP).
