This paper assesses the reliability and validity of cognitive and socioemotional skills measures and investigates the correlation between schooling, skills acquisition, and labor earnings. The primary data from Pakistan incorporates two innovations related to measurement and sampling. On measurement, the paper develops and implements a battery of instruments intended to capture cognitive and socioemotional skills among young adults. On sampling, the paper uses a panel that follows respondents from their original rural locations in 2003 to their residences in 2018, a period over which 38 percent of the respondents left their native villages. In terms of their validity and reliability, our skills measures compare favorably to previous measurement attempts in low- and middle-income countries. The following are documented in the data: (a) more years of schooling are correlated with higher cognitive and socioemotional skills; (b) labor earnings are correlated with cognitive and socioemotional skills as well as years of schooling; and (c) the earnings-skills correlations depend on respondents' migration status. The magnitudes of the correlations between schooling and skills on the one hand and earnings and skills on the other are consistent with a widespread concern that such skills are under-produced in the schooling system. The Global Partnership for Education's (GPE) interest in broader education workforce issues is situated within the context of the partnership's current strategic plan (GPE 2025), which recognizes "quality teaching" as a priority area within a wider system transformation agenda. GPE's work includes providing technical support in this area for the benefit of country operations, including the development and/or dissemination of tools and guidelines. Some GPE partner countries have shown particular interest in diagnostic or analytical tools to better understand the scope of their challenges related to quality teaching and the broader education workforce. Guidance in diagnosing the challenges of the education workforce and leveraging its potential for strengthened teaching and learning would be useful especially for those involved in preparing education sector plans or strategies, or specific programs aimed at improving teaching and learning. This paper: (1) Analyzes the guidance that prominent existing international frameworks and tools can provide for diagnosing challenges and strengths related to teachers and the broader education workforce. Special attention is given to tools dealing with teachers, teaching and learning and/or related policies and management, and for which several country applications have been reported. Challenges concerning the implementation and use of these tools are also explored tentatively through a set of interviews with professionals involved in their application and/or monitoring; (2) Attempts to identify the main gaps and challenges that remain to be addressed as regards the contents, methodology and implementation of future education workforce diagnostics; and (3) Suggests possible directions and considerations for the development of future education workforce diagnostic tools.

The concept of education for sustainable development (ESD) has emerged as one of the important educational themes in the past two decades. Advocates of ESD believe that ESD can lead to socio-economic and environmental justice. However, there is lack of research on the influence of teacher education programme on student teachers' conceptions of ESD and their future commitment for ESD. This timely, international research aimed at understanding student teachers' conceptions of ESD, emphasis on ESD in teacher education programmes as perceived by student teachers, the importance the student teachers perceive of sustainable development as part of their future teaching, and the ways they intend to engage with ESD in future. The Federally Administered Tribal Areas (FATA) in Pakistan, named the Newly Merged Districts (NMDs) of Khyber Pakhtunkhwa province in July 2018, have begun rebuilding after years of Talibanization and military operations. This policy paper focuses on how the government-led education activities can be best aligned to make education possible for the districts' girls, who have long been excluded from education due to conflict and war. Based on stakeholder perceptions, the paper identifies some barriers missed by the FATA's Education Sector Plan (ESP) and points out the opportunities within communities to accelerate the efforts to improve the girls' participation in schools. The results of the study propose to use a gender lens for planning and implementing the activities that can improve access to quality education, to prepare the girls for a better and more productive life.

The effective governance of local public services depends critically on the civic engagement of local citizens. However, recent efforts to promote effective citizen oversight of the public-sector services in developing countries have had mixed results. This study discusses and evaluates a uniquely designed, low-cost, scalable program designed to improve the governance and performance of primary and middle schools in the Punjab province of Pakistan. The School Council Mobilization Program (SCMP) used mobile-phone calls to provide sustained and targeted guidance to local school-council members on their responsibilities and authority. We examine the effects of the SCMP on school enrollment, student and teacher attendance, and school facilities using a "difference in difference in differences" (DDD) design based on the targeted implementation of the SCMP. We find that this initiative led to meaningful increases in primary-school enrollment, particularly for young girls (i.e., a 12.4 percent increase), as well as targeted improvements in teacher attendance and school facilities, most of which were sustained in the months after the program concluded.

We estimate the equilibrium effects of a public-school grant program administered through school councils in Pakistani villages with multiple public and private schools and clearly defined catchment boundaries. The program was randomized at the village-level, allowing us to estimate its causal impact on the market. Four years after the start of the program, test scores were 0.2 sd higher in public schools. We find evidence of an education multiplier: test scores in private schools were also 0.2 sd higher in treated markets. Consistent with standard models of product differentiation, the education multiplier is greater for those private schools that faced a greater threat to their market power. Accounting for private sector responses increases the program's cost-effectiveness by 85% and affects how a policymaker would target spending. Given that markets with several public and private schools are now pervasive in low- and middle-income countries, prudent policy requires us to account for private sector responses to public policy, both in their design and in their evaluation. Using rich panel data from Pakistan, we compute test score based measures of quality (School Value-Addeds or SVAs) for more than 800 schools across 112 villages and verify that they are valid and unbiased. With the SVA measures, we then document three striking features of the schooling environment. First, there is substantial within-village variation in quality. The annualized difference in learning between the best and worst performing school in the same village is 0.4 sd; compounded over 5 years of primary schooling, this difference is similar in size to the test score gap between low- and high-income countries. Second, students learn more in private schools (0.15 sd per year on average), but substantial within-sector variation in quality means that the effects of reallocating students from public to private schools can range from -0.35sd to +0.65sd. Thus, there is a range of possible causal estimates of the private premium, a feature of the environment we illustrate using three different identification approaches. Finally, parents appear to recognize and reward SVA in the private sector, but the link between parental demand and SVA is weaker in the public sector. These results have implications for both the measurement of the private premium and how we design and evaluate policies that reallocate children across schools, such as school closures and vouchers.

Despite the fact that access to education has dramatically increased over the past decade, 57 million children do not currently have access to education, and many of those who do receive limited, low-quality services. Recent estimates have shown that the stagnation of aid and inflation has meant that the funding gap needed to provide basic education for all children and adults has increased from $16 billion to $26 billion. In this context, impacting investing, which uses the tools of commercial capital deployment for social good, has emerged as a potential tool to support education access, equity, and quality. This study maps the emerging landscape of education impact investing, with a view to identify potential areas for intervention by investors. It describes the characteristics of impact investment, including sources of capital, investor profiles and preferences, and areas of investment. Its focus is on investments that broaden access to quality education, especially for the most vulnerable populations. This study, conducted by D. Capital Partners, is part of the Open Society Education Support Program's efforts to identify innovative financing mechanisms and approaches that can increase the availability and allocation of resources for education systems. This issue paper, one in a series that United States Agency for International Development (USAID) produces, provides analytical input to policy makers and practitioners on ways to address the pressing educational challenges in the Muslim world. The paper summarizes the findings and guidance contained in a full report of a three month desk study that analyzed the strengths and weaknesses of secular and Islamic educational systems in 12 Muslim countries (Egypt, Morocco, Yemen, Bangladesh, Pakistan, Indonesia, Malaysia, Nigeria, Guinea, Mali, Senegal, Uzbekistan). It focuses particularly on access to and quality of secular and Islamic education. Key findings of the report are: (1) most countries studied have made significant strides in primary school enrollment in secular/public education systems, although secondary enrollment rates remain low; and (2) one of the strengths of Islamic schools in most of the countries studied is that they are highly accessible, and most do not appear to have links with extremist Islamic groups. The report concludes that the best educational strategies in Muslim countries encourage public and moderate Islamic school systems to complement each other to reach all learners with enriched content. It recommends ways to improve access to and quality within schools, noting that none of the countries studied, with the exception of Malaysia, has established an effective education system capable of providing universal access to quality education. This paper explores the demand for child schooling in Pakistan, using the "Pakistan Integrated Household Survey" (1991). There have been few such studies for Pakistan, a country with relatively low enrollment rates and education levels, high illiteracy, and a large disparity between male and female education. This study focuses on two potential sources of bias in the estimation of the demand for schooling. First, studies which do not distinguish between currently enrolled children and those who have completed their schooling subject their estimates to a form of censoring bias. Second, studies which exclude samples for children who have left the household may introduce sample selection bias if the decisions to leave home and to attend school are related. This study finds evidence of both "censoring" and "sample selection" bias in the demand for child schooling in Pakistan, and shows that the sample chosen for the estimation of schooling demand can alter the results. While the majority of educational resources in Pakistan are earmarked for improving access to primary schools, the money would be better spent increasing access to boys' and girls' middle and secondary schools. This publication is one of two prepared for a South Asian colloquium on issues related to teacher training in Bangladesh, India, Pakistan, and Sri Lanka. This volume includes four papers presented at the conference. The papers present an analytical view of both policy and practical measures on teacher education. The first paper, "The Professional Development and Training of Teacher Educators" (Elwyn Thomas) examines recruitment, training, and career development in teacher education. The second paper, "Teacher Education: The Quest for Quality" (Motilal Sharma), looks at issues in teacher education in Asia, including World Bank involvement and regional cooperation. The third paper, "A Critique of Policy and Practice in India and Bangladesh" (Adarsh Khanna), analyzes preservice and inservice teacher education in India and Bangladesh, the chief strengths of the Indian and Bangladesh systems, and the importance of aid agency projects. The fourth paper, "Initial Teacher Training in Pakistan" (Haroona Jatoi), explores preservice and inservice teacher training in Pakistan. (Individual papers contains references.) (ND)

This publication is one of two prepared for a South Asian Colloquium on issues related to teacher training in Bangladesh, India, Pakistan, and Sri Lanka. The papers in this volume focus on innovations and alternative strategies designed to improve quality in teacher education at preservice phase. The publication is in five sections. The first four sections were prepared by the respective national Ministries of Education. Section 1 is on Bangladesh and includes an overview of literacy and primary education and a discussion of provisions for initial training of teachers, the funding of education, and problems and remedies. Section 2, on India, includes a brief history of India's educational system, a review of key issues in the National Policy of Education, a discussion of issues facing Indian educators in the nineties, and several data tables. Pakistan is the focus of section 3 which looks at historical perspectives on teacher training, training of elementary and secondary teachers, qualifications for teacher educators, innovations in teacher training, analysis of teacher training programs, financing of teacher education, and recommendations for future development. The fourth section is on Sri Lanka and covers inservice and preservice teacher education, successful innovations in teacher training, problems and issues, and statistical information. The final section is an overview by Beatrice Avalos which summarizes the educational context and the characteristics, issues, and alternatives of teacher education in general and in each of the four countries. A survey was undertaken in ten countries to assess several aspects of education in multicultural societies: the attitudes of elementary teachers in training concerning different cultural groups, attitudes about separation of cultural groups for teaching purposes, and the fit between teacher attitudes and the system's provisions. In addition, a questionnaire was developed to measure these factors. The questionnaire was administered in ten countries: Bolivia; Spain; Mauritius; Jordan; Lebanon; Mexico; Pakistan; Poland; Senegal; and the Czech Republic. Monographs have been published separately for each country; comparisons are reported here. The first section of the report presents a brief literature review, and the second describes the study's methodology, including difficulties encountered with it. The third part summarizes results concerning the schools' objectives, the teacher's role, teachers' reasons for choosing their career, and the solutions they envision for schooling problems. After this, findings concerning teaching facilities, attribution of causes for teaching problems, and awareness of cultural distance between groups are reported. The final section offers a summary and discussion of findings. Contains 37 references. (MSE)

The theory and evidence of the consequences of high fertility in Pakistan are reviewed in this paper. Several data sets are analyzed to examine the effects of the number of children on school participation and labor participation in urban Pakistan. Other data are utilized to examine the effects of children on savings in urban and rural areas. Results show that the number of children negatively affects the schooling of girls, but not boys. The number of boys and girls in the household have differential effects on women's labor participation while female children, but not males, affect adult male's participation. Children, ages 6-15, have negative effects on rural savings, but less effect in urban areas. In general, the effects of high fertility for households in Pakistan seem more negative than in many countries. This may explain the high proportion of women who say they want no more children. Why so few of these women use contraception is more difficult to explain. (Author)

Using an RCT in middle schools in Pakistan, we test the effect of a government-implemented in-class technology and brief teacher training intervention on student achievement in grade level mathematics and science. After only 4 months of exposure, student achievement increased by 0.2-0.3 standard deviations on math and science tests, 52 to 120 percent more than the control group, and students were more likely to pass the provincially standardized high stakes exams. Increased efforts by both students and teachers indicate a complementarity between technology and other inputs in education production. At a scale of 100 schools, this program is extremely cost-effective.

Low student learning is a common finding in much of the developing world. This paper uses a relatively unique dataset of five semiannual rounds of standardized test data to characterize and explain the short-term changes in student learning. The data are collected as part of the quality assurance system for a public-private partnership program that offers public subsidies conditional on minimum learning levels to low-cost private schools in Pakistan. Apart from a large positive distributional shift in learning between the first two test rounds, the learning distributions over test rounds show little progress. Schools are ejected from the program if they fail to achieve a minimum pass rate in the test in two consecutive attempts, making the test high stakes. Sharp regression discontinuity estimates show that the threat of program exit on schools that barely failed the test for the first time induces large learning gains. The large change in learning between the first two test rounds is likely attributable to this accountability pressure given that a large share of new program entrants failed in the first test round. Schools also qualify for substantial annual teacher bonuses if they achieve a minimum score in a composite measure of student test participation and mean test score. Sharp regression discontinuity estimates do not show that the prospect of future teacher bonus rewards induces learning gains for schools that barely did not qualify for the bonus. With an estimated 115 million children not attending primary school in the developing world, increasing access to education is critical. Resource constraints limit the effectiveness of demand-based subsidies. This paper focuses on the importance of a supply-side factor--the availability of low-cost teachers--and the resulting ability of the market to offer affordable education. The authors first show that private schools are three times more likely to emerge in villages with government girls' secondary schools (GSS). Identification is obtained by using official school construction guidelines as an instrument for the presence of GSS. In contrast, there is little or no relationship between the presence of a private school and girls' primary or boys' primary and secondary government schools. In support of a supply-channel, the authors then show that, for villages that received a GSS, there are over twice as many educated women and that private school teachers' wages are 27 percent lower in these villages. In an environment with poor female education and low mobility, GSS substantially increase the local supply of skilled women lowering wages locally and allowing the market to offer affordable education. These findings highlight the prominent role of women as teachers in facilitating educational access and resonate with similar historical evidence from developed economies. This study estimates the causal effects of a public per-student subsidy program targeted at low-cost private schools in Pakistan on student enrollment and schooling inputs. Program entry is ultimately conditional on achieving a minimum stipulated student pass rate (cutoff) in a standardized academic test. This mechanism for treatment assignment allows the application of regression-discontinuity (RD) methods to estimate program impacts at the cutoff. Data on two rounds of entry test takers (phase 3 and phase 4) are used. Modeling the entry process of phase-4 test takers as a sharp RD design, the authors find evidence of large positive impacts on the number of students, teachers, classrooms, and blackboards. Modeling the entry process of phase-3 test takers as a partially-fuzzy RD design given treatment crossovers, they do not find evidence of significant program impacts on outcomes of interest. The latter finding is likely due to weak identification arising from a small jump in the probability of treatment at the cutoff. (Contains 13 tables, 7 figures and 29 footnotes.)

A study of household schooling decisions in rural Pakistan found serious supply-side constraints on female primary education in the villages studied. Field surveys of 25 Pakistani villages were integrated with economic theory and econometric analysis to investigate the sequential nature of educational decisions. The full-information maximum likelihood estimation of the sequential schooling decision model uncovers important dynamics of the gender gap in education, transitory income and wealth effects, and intrahousehold resource allocation patterns. The findings show that although school-entry rates were low in rural Pakistan (64 percent for boys and 24 percent for girls), the educational retention rate was high, and schooling progression rates became comparable between male and female students at higher levels of education. Moreover, a household's human and physical assets and income changes affected children's educational patterns significantly. These findings are consistent with theoretical implications of optimal schooling behavior under binding credit constraints. Finally, serious supply-side constraints on female primary education suggest the importance of supply-side policy interventions to Pakistan's rural primary education. Hiring more female teachers and providing more primary schools for girls closer to villages would improve the chances of rural Pakistani girls entering school and staying enrolled. Studies were conducted to determine whether measures of intellectual merit that are used as criteria for admission to the University of Karachi in Pakistan have predictive validity. The predictive validity of the intermediate examination score was studied with recent graduates of the pharmacy, medicine, and engineering schools. Additional studies of business school and arts and sciences graduates were also conducted. Regression analyses indicated that the current criterion of merit (intermediate score) explained little of a student's subsequent university performance. Even after including matriculate test scores and several independent variables in the analysis, the regressions had little predictive power. Possible explanations of the findings and a discussion of the pros and cons of merit-based admissions criteria are presented. (SW)
