Purpose: The purpose of this paper is to examine accounting-related issues that have emerged during the coronavirus (COVID-19) pandemic. Design/methodology/approach: The discussion is based on personal experience and observation of events and media reports in the UK, the USA and New Zealand. Findings: Many problems that have emerged have varied owing to differences in the national governance of each country regarding the emphasis their governments and businesses have placed on short-run financialisation policies; the comprehensiveness of their information and control systems; their leadership and whether their discourse accords with events and expert advice; their degree of accountability and concern for public wellness; and the need to consider new taxation policies to meet the costs of the pandemic. Research limitations/implications: This paper is based on personal observations owing to the restrictions on research access during the pandemic, and thus it reflects the author's political opinions and beliefs. Practical implications: This paper outlines areas where accounting could and has addressed the issues examined and recommends greater adoption globally of policies and systems designed to meet the United Nation's sustainable development goals. Social implications: The social implications are vast for they extend to major issues concerning preserving the planet, its species, humankind and enhanced democratic processes for civil society and developing countries. Data based on questionnaire measures from parents in New Zealand, the UK, and Sweden on attitudes toward advertising to children is presented. There is cross-national evidence that attitudes in this area are affectively strong and consistent and data is presented on responses to particular attitude statements that support this claim. An exploratory factor analysis on the Swedish and UK data suggests a factor structure in respondents with both positive and negative attitudinal clusters toward advertising to children. The paper concludes with suggestions for future research in order that the international debate on advertising and marketing to children is informed by cross-cultural research. The impact of economic crises on philanthropic funding to, and fundraising by, nonprofit organisations is a surprisingly under-researched field. Internationally, data is scant and comparisons are impeded by different categorisations and definitions of funders and sectors, different timeframes and the dominance of the US in the body of published research. A search and review of the literature identified 60 journal articles and professional reports that we analysed by theme. This paper brings together, reviews and analyses what is known from four national contexts - the US, the UK, Australia and Aotearoa New Zealand. Analysis covers the impact of multiple recessions, with a particular focus on the Global Financial Crisis (GFC) of 2008-09. Key findings include that losses of funding are not as uniform nor as sustained as media coverage would suggest and that different sectors are impacted in different ways. Philanthropic sources including individuals, trusts and foundations, and corporate philanthropy vary in the timing of their responses to economic crises, and though the impact of economic crises on nonprofit sectors is variable, giving as a whole is better sustained than popularly supposed. Purpose – From a historical perspective, the purpose of this paper is to show how the current New Zealand Accountants' Code of Ethics (COE) differs from the first 1927 COE. The lengthy, current COE comprises strands of thought drawn from three different philosophical positions. By contrast, New Zealand's first COE was relatively short and reflected legitimacy by character employing the concepts of virtue ethics. The concepts of virtue ethics have now largely disappeared from the latest much longer code. The current code is more legalistic and technical, implying a concern for public relations. At the same time, the current COE has become a legitimising tool for the profession to emphasise image and quality. Design/methodology/approach – To illustrate the shift in practice of ethical position, the paper is informed by a recent New Zealand case of a collapsed finance company as well as some further illustrations of a failure to discharge a duty of care to the public from the United Kingdom. Findings – The shift in the COE coupled with a shift in underlying social values contributes to what the Economist Journal describes as a steady decline in professional ethics. There has been a shift from legitimising the character of an accountant to legitimising the character of accounting. This arguable conclusion is supported by a case study in New Zealand and cites the shift in combinations of cognitive, moral and pragmatic legitimacy as drivers employed by accounting firms. Research limitations/implications – The paper uses secondary and documentary data and is informed by conceptual analysis which necessarily in the realm of ethics may be contentious. Originality/value – The paper seeks to link the changing social values with changes in legitimisation and the COE to show shifts in accounting practices like the recent practice of issuing disclaimers. The association of Scots with commercial success is a commonplace of historical and popular writing, but in the New Zealand context, at least, a more analytical approach to the topic is desirable, particularly in terms of how Scottish-Colonial businesses and business practices might be understood in the context of the settler empire. Relying on a case study of closely-linked Scottish Borders-based entrepreneurs in wool and related fields, this article discusses the networks, relationships and expertise which linked their diverse activities and considers what conclusions might be drawn about Scots, the empire and wealth. The release of the 2014 REF results in the UK is a timely reminder that many national governments have aimed to increase the research productivity of universities, by introducing performance-based research systems. This paper examines whether there is a relationship between attitudes to these research systems and research productivity, using interview data from three universities in Australia, New Zealand and the UK. During World War II, draconian paper rationing and the increased difficulties in exporting books to readers abroad presented particular challenges to Penguin Books. They had always enjoyed an international audience, but now had many of their eager UK readers in uniform and posted abroad. The challenge--to keep a regular flow of books to that remote and scattered audience-- appealed to Penguin's founder, Allen Lane, who contrived to supply books through several ingenious and unconventional methods. Purpose - The purpose of this paper is to provide a picture of (local) e-government impact and development philosophy in China, New Zealand, Oman, and the UK. Design/methodology/approach - A survey instrument was used to collect data from policymakers in 114 civil service organisations in four countries during 2007. Findings - Policymakers in every country report only low-medium levels of agreement that their e-government initiatives had yielded significant benefits for organisations and citizens alike over a broad range of performance measures concerning service quality, citizen satisfaction, productivity, and management effectiveness. In interactions with stakeholders that are both directive and maintain control over citizens, policymakers also favour the provision of online services that offer ever increasing amounts of information, rather than collaborative service channels that engage citizens in local decision making. Research limitations/implications - Less than a 100-percent response rate gives an incomplete snapshot of the e-government scene in the four countries studied. Also, a lack of understanding of some key e-government issues plus cultural response bias may have led to erroneous/biased responses. Practical implications - In an era in which public sector organisations worldwide are under pressure to demonstrate success in service delivery and organisational performance, policymakers do not perceive online services as an opportunity to reduce the costs of physical infrastructure or to improve democracy via shared decision-making. Thus, further erosions of trust and participation in democracy may continue unless citizens are given similar choices in the democratic system to those they have in their everyday lives. Originality/value - The paper is undertaken at the local level of government and in a diverse range of countries where the political, social, economic, and cultural environments can differ markedly. It evaluates the significance of key e-government issues in Western, Arabic, and Eastern contexts, enabling international comparisons to be made across these cultural settings. Impacts of the e-government initiatives on organisations and citizens are presented and compared; and policymaker attitudes to new technology having the potential to enhance the democratic process are presented. Purpose - The paper aims to respond conceptually, rather then empirically, to policy ignorance. It seeks to examine certain aspects of whistleblower protection offered in the common law countries of Australia, New Zealand, South Africa, and the UK. Design/methodology/approach - The paper provides a four-country comparison of whistleblower protection laws against 13 characteristics gleaned from the international literature on whistleblower legislation. This analysis is informed by considerations of the common law and corruption and critical state theory. Findings - The conclusion reached is that the whistleblower laws established in the common law countries of Australia, New Zealand, South Africa, and the UK variously contain serious structural deficiencies, particularly with respect to the scope of protection and the construction of corruption. The concern is that whistleblowers seeking protection under these inadequate programs will be hurt and there will be negligible impact on the profile of corruption. Research limitations/implications - The major weakness in the analysis was the subjective and arbitrary way the disclosure management characteristics were selected to assess the disclosure laws of Australia, New Zealand, South Africa, and the UK. Future research should seek more objective indictors of performance as well as a consideration of exterior indicators such as the impact of disclosure policies on corruption. Practical implications - If the findings here are validated in subsequent research, then governments should urgently review their current whistleblower policies in order to improve disclosure protection. Originality/value - A conceptual framework informed by considerations of corruption, the common law and critical state theory was used to put whistleblower protection in a wider context where state interest competed with the needs of whistleblowers. Forestry is interestingly situated within British imperial networks of the 19th and early 20th centuries whereby India was arguably the main node. Drawing on Lambert and Lester's concept of 'imperial careering' as a way of exploring imperial networks, this paper further extends its application to foresters as a group of middle-level technical experts as well as carrying it into the 20th century when the British Empire was by some measures at its zenith. The forestry careers of Owen Jones and Hugh Corbin, principally in Australia and New Zealand, are used to illustrate the discussion which concludes with some more general observations about imperial careerists. Purpose – The purpose of this study is to investigate student perceptions of the design features included in an "off the shelf" Learning Management System (LMS) in teaching undergraduate accounting students. Design/methodology/approach – Questionnaire responses from 846 accounting students studying in the UK, Australia and New Zealand provide international data to develop a model to explain student perception of the LMS. Findings – The final model shows student satisfaction with the use of a LMS is positively associated with three variables: usefulness of lecture notes, bulletin boards and discussion forums, and other LMS tools. Further, the comparison of cultural differences of the three countries shows all students treat the provision of notes as a desirable attribute on a LMS. Findings also suggest that although students find the provision of materials over the LMS does not enhance student engagement in class, overall a comparison of the three countries shows all students treat the provision of notes as a desirable attribute of a LMS. Research limitations/implications – Future research should collect ethnicity data to enable an analysis of cultural influence on student perceptions of the LMS. Practical implications – As increased motivation to learn is found to contribute to improved achievement of learning outcomes, the study's findings have implications for faculty contemplating the adoption of a LMS in their courses. The findings specifically confirm that usefulness of lecture notes, use of bulletin/discussion boards, and other LMS tools are positively endorsed by students and hence increase their motivation to learn. As a British colony, New Zealand had early to grapple with how best to implement a state system of schooling. Inspectors of primary schools and governing boards of secondary schools were responsible for appointing school principals. This paper examines the ways in which they dealt with new situations: in the case of the primary schools where there were few suitable male applicants and in the case of the secondary schools where they were responsible for appointing the very first principals of girls' schools. It argues that within a small colony with emerging bureaucratic structures, lone officials and autonomous governing boards were able to engage in flexible decision making when making principal appointments to enable schools to open and remain open. Central to the appointment of women as early principals was the importance of their own social networks and personal connections. It was in this way that the non-traditional school principal began to emerge. She was female, either Maori or European, either non-graduate or graduate, either single, married or widowed, and sometimes from working-class origins. This paper highlights the appointments of several of the first women principals in New Zealand across the three state school sectors - Native Schools, primary schools and secondary schools. These were women who carved out new professional identities for themselves, and modelled alternative vocational pathways for the next generation of New Zealand women. [ABSTRACT FROM AUTHOR]

Given the recent radical overhaul of secondary school qualifications in New Zealand, similar in style to those in the UK, there has been a distinct change in the tertiary entrant profile. In order to gain insight into this new situation that university institutions are faced with, we investigate some of the ways in which these recent changes have impacted upon tertiary level mathematics in New Zealand. To this end, we analyse the relationship between the final secondary school qualifications in Mathematics with calculus of incoming students and their results in the core first-year mathematics papers at Canterbury since 2005, when students entered the University of Canterbury with these new reformed school qualifications for the first time. These findings are used to investigate the suitability of this new qualification as a preparation for tertiary mathematics and to revise and update entrance recommendations for students wishing to succeed in their first-year mathematics study. The paper traces the development of the law relating to liquidated damages in Australia, New Zealand, England, and Singapore. The examination reveals that there is little difference because the courts in each jurisdiction have drawn on common precedents. The paper canvasses the distinction between a genuine pre-estimate of the likely damage and a penalty. Where a party has sought to guarantee compliance with a contract by use of a liquidated damages provision that coerces his or her contractual partner, there is a potential for the clause to be held to be void as a penalty. However, there is a developing reluctance on the part of the courts to interfere with the bargain made by the parties. The use of liquidated damages clauses adds to the predictability of the outcomes of construction contracts. The consequences of a liquidated damages provision being held to be void are discussed. The work concludes with an examination of situations where a party can elect to claim the damages assessed by common law principles in lieu of liquidated damages. [ABSTRACT FROM AUTHOR]

Census-based deprivation indices have been widely used in Aotearoa/New Zealand, Canada and UK to measure area-based socio-economic inequalities. This paper examines the indicators used in census-based area deprivation indices using a political ecology approach. We question whether the current indicators of deprivation derived from census data are meaningful for the all age groups and minority groups in the population, with a particular focus on deprivation indicators used in New Zealand, Canada and the United Kingdom. We comparatively reviewed methodological papers and reports that describe the indicators of deprivation in Aotearoa/New Zealand, Canada and the UK from 1975 to 2014. We consider the relationship between the notion of standards of living and measurements of deprivation and explore how hegemonic cultural constructs are implicit in measures of deprivation that privilege a Eurocentric, ageist and gender normative construction of statistics. We argue for more political ecological analyses to studying the relationship between social inequalities, geographies, health inequities and political economy to transform structures of oppression and inequality. This requires turning the analytical gaze on the wealthy and privileged instead of defaulting into deficit models to account for inequality. Studies of deprivation and inequality would benefit from understanding the processes and operations of power in the (re)production of socio-economic and health inequities to inform holistic strategies for social justice. Abstract: The deregulation of the British bus sector (outside London) in 1986 was the start of a debate on the merits of ‘deregulation’ and ‘competitive tendering’. The period that followed was rich in lessons. New Zealand was at the time the only other country engaging in a reform based upon market initiative (implemented in 1991). Other countries chose for a less extreme and more consensual way to introduce competitive incentives, choosing the fundamentally different competitive tendering (CT) path. As a result, the so-called ‘Scandinavian model’ developed, based upon the London example of route tendering. Later the Netherlands adopted a network tendering approach, resembling the French practice of network tendering though with more operator freedom. This paper focuses on recent experiences (outside developing countries) with market-initiated competition, as opposed to authority-initiated competition through competitive tendering. The paper covers the experiences of Great Britain and New Zealand, and the opposite example of Sweden were a partial deregulation will soon be implemented as a result of disappointment with earlier results of CT. It describes the expectations that came with their introduction, and some of their perceived shortcomings, and analyses the legal changes enacted to cope with revealed shortcomings. Abstract: While there is growing scholarly interest in returned and cyclical migration, and on young adult cultural or adventure seeking migration, there is still a lack of systematic empirical insights into how the experiences of being abroad, and after return, are mediated by exposure to different cultural environments. Addressing this conceptual and empirical gap, the paper analyses the experiences of New Zealand return migrants, or sojourners, who lived and worked in European countries (other than the UK) for more than one year and compares them with the experiences of NZ returnees from the UK. Drawing on 20 ‘non-UK’ and 22 ‘UK’ in-depth interviews, the paper revisits typology of cross-cultural, or intercultural, adjustment (largely ignored in studies of return migration) to assess sojourners’ experiences throughout the migration cycle and serve as a useful tool for identifying and reporting psychological and socio-cultural elements in the returnees stories. The findings of sojourners’ possible identity shifts during intercultural transition are discussed with reference to the four-member paradigm of Cultural Identity Model (CIM) () while addressing argument that overseas adaptation and repatriation experiences are not directly associated. This paper demonstrates the need to understand first that the costs and benefits of circular migration or sojourning are country-specific, and that they do not ‘just happen’ at a particular moment or in one phase but are forged through a veritable rollercoaster of experiences of intercultural adjustment. This article examines the results of the world's largest ever survey of international relations (IR) scholars with an eye to establishing the particularities of the discipline in Australia and New Zealand. The survey covered the areas of teaching, research, the structure of the profession and scholars' views on foreign policy. From these results, this paper compares IR in New Zealand and Australia, and discusses the extent to which the discipline in these two countries is distinctive from its overseas counterparts, especially in the United States and the United Kingdom. The particular areas of focus include the degree to which the field in Australasia conforms to or differs from US or Commonwealth identities; epistemological and gender divides; the distinctive foci of what IR scholars in both countries teach and research; which publications are favoured and disfavoured; and the contrasting linkages between academia and the world of government and policy. Purpose - Alternative document models (ADMs) were created with the purpose of reducing the extent to which anomalies occur in counts of web links at the page level, and have been used extensively within webometrics as an alternative to using the web page as the basic unit of analysis. This paper seels tp carry out a longitudinal study of ADMs in an attempt to ascertain which model gives the most consistent results when applied to the UK, Australia and New Zealand academic web spaces over the last six years. Design/methodology/approach - Information science software (SocSciBot Tools, socscibot.wlv.ac.uk) was used to process hyperlink structure text files for UK, Australian and New Zealand universities and produced standard Page, Directory, Domain and Site ADMs using both inlinks and outlinks. Spearman bivariate correlation analysis was then undertaken to determine the level of correlation between these eight ADMs and a measure of site size for each university. Findings - The findings show that the Domain ADM gives the most consistent results. However, the Directory ADM also gives more reliable results than are evident when using the standard Page model. Aggregating at the site (or university) level appears to provide less reliable results than using the page as the standard unit of measure, and this finding holds true over all three academic webs and for each time period examined over the last six years. Research limitations/implications - The use of Spearman's correlation coefficient is considered to be unreliable when used with very small sample sizes and, with only eight universities, the New Zealand academic web space may not be sufficiently large to give truly accurate statistical results. Originality/value - While previous specific studies have shown that more accurate results can be obtained through the use of the Domain or Directory ADM, the paper has shown that these results are consistent over time and across different countries' academic web spaces. Arguing for the merits of an antipodean perspective that embraces the linked historical and current relations between Tasman, British and other worlds, this paper focuses on the majoritarian responses of those of English ancestry in Britain and within the British diaspora to wide ranging changes that potentially challenge their national supremacy in both contexts. After briefly assessing some of the approaches to exploring the identities of the 'English/British' separately in Australia and New Zealand, some suggestions are made about how majoritarian narratives are best reframed, conceptually and methodologically, both within the antipodes and the broader contexts within which they have always been placed. The adoption of an antipodean perspective is deemed necessary in order to understand how changes in majority status and shifts in national identity are mutually constituted within and across the above worlds. This paper addresses the now entrenched historiography of the Australian Settlement and New Zealand variations thereof. Against the central premise of this historiography, that a particular regime of domestic insulation and external orientation to the British market constrained development and persisted unchanged until the neo-liberal restructuring of the 1980s, it is argued here that the political economy of the beginning of the 20th century was profoundly destabilized by the Depression. As a result, a new, Keynesian regime was established in New Zealand from the late 1930s and in Australia a few years latter. This paper focuses on efforts to promote environmental education andcommunity mobilization around environmental issues in Hong Kong. It is primarily concerned with efforts directed at the broader community(i.e. the population as a whole) rather than with environmental education through formal school and college curricula. The paper draws ona recently completed study commissioned by the Environmental Campaign Committee, the principal source of financial support for such efforts undertaken by environmental NGOs, community groups and educationalinstitutions in Hong Kong. The study examined how and to what effectthe Committee had used its financial resources between 1994-1999. Italso examined international experience with a view to recommending changes in the overall approach to environmental education and community mobilization initiatives and their funding in Hong Kong. The papersuggests that the existing approach to community wide environmental education and its funding in Hong Kong have suffered from various weaknesses, most notably the absence of an integrated and goal-oriented strategy, an over-reliance on a `top-down' campaign-based approach, afailure to establish explicit linkages with the concept of sustainable development and to ground initiatives at the local neighborhood and community levels, and a preoccupation with the financial inputs provided to support this work at the expense of effective monitoring andauditing of project outputs and benefits. Aims and objectives: To compare diabetes‐related prescribing practices, barriers and facilitators amongst nurse prescribers in New Zealand and the United Kingdom. Background: Nurses have been prescribing in the United Kingdom for many years but nurse prescribing in New Zealand is relatively recent. It is unknown whether similar system factors act to facilitate or limit prescribing. Design: A survey of 250 nurses prescribing in diabetes care in New Zealand (n = 111) and the United Kingdom (n = 139). Methods: A SurveyMonkey questionnaire was used to survey nurses about the extent of their prescribing practices, and barriers and facilitators experienced. Quantitative data were explored descriptively, and qualitative responses were grouped according to content, with quotes provided to exemplify thematic content. This study is reported following STROBE guidelines. Results: Insulin, metformin and sulphonylureas are the drugs most frequently prescribed in both countries. Considerably more New Zealand than United Kingdom nurses reported prescribing for cardiovascular and renal disease. In both countries, direct prescribing to the patient was most common, followed by remote prescribing in New Zealand and via recommendation to other prescribers in the United Kingdom. Most common barriers were lack of time and inadequate mentoring. Most common facilitators were as follows: good supervision; collegial relationships with specialists, pharmacists and peers; and ongoing education. Conclusions: These New Zealand and United Kingdom nurses are prescribing a broad range of diabetes‐related medications. Similar barriers and facilitators were identified in both countries. Adequate supervision, support from multidisciplinary team colleagues and prescribing education and guidelines are paramount. Relevance to clinical practice: Important insights on barriers and facilitators to implementation of nurse prescribing in two countries are highlighted and, despite a considerable difference in the longevity of prescribing practice, similar issues were identified. Abstract: The everyday implications of a volatile geopolitical climate are increasingly recognised, but far less is known about how people’s emotional geographies are affected by geopolitical change. This paper offers a critical examination of how some young people in different parts of the world navigate fears and hopes that might be considered ‘global’ in nature, and those that might be considered ‘everyday’. We report from participatory research conducted with young people from a range of ethnic and cultural backgrounds living in New Zealand and the United Kingdom. We examine how personal fears and hopes intersect with wider anxieties about youth, urban crime and terrorism. The research suggests that global-everyday emotions are not separated out in young people’s analyses. They are critically reflexive about wider discourses of fear, while undertaking the day to day business of navigating what are sometimes challenging emotional topographies. [ABSTRACT FROM AUTHOR]

Abstract: In January 2009, following a lengthy industry review and consultation process, the New Zealand Public Transport Management Act (PTMA) came into force. The Act allows Regional Transport Authorities, as the primary procurers of public transport services, to place either a control or a contracting requirement upon services that are registered as commercial requiring no subsidy. The imposition of either the control or the contracting requirement is designed to facilitate greater system integration, improve service continuity and enhance services to the customer, andallow the Authority to invest in key strategic projects, such as integrated fares and ticketing, so as to grow patronage. The PTMA’s other objective is to ensure improved value for public subsidies. Recent years have seen significant subsidy inflation for seemingly little commensurate benefits. The Act will allow the Regional Transport Authority to achieve greater value for money through improved farebox, a shift to longer, larger contracts to increase competition in the market, a more appropriate allocation of risk, and the removal of the ability of operators to ‘game’ the current system by using strategically placed commercial services as barriers to competition. Although the 1957 Wolfenden Report on homosexuality and prostitution was a British document, it nevertheless played a palpable role in debates among the ‘overseas British’ on the manifestation and regulation of male homosexuality. This article will place discussion of Wolfenden and its impact on New Zealand in a broader and more nuanced British world context by considering transnational networks of influence in that debate with particular reference to people, ideas and fears. Central to this discussion will be medical and psychiatric interpretations of homosexuality, which frequently referenced the Wolfenden report in medical literature of the 1960s. The medical model and its reception of homosexuality will be structured around three episodes in post-Second World War New Zealand: the Parker-Hulme murder of 1954, the 1959 Crimes Bill, and the 1964 Hagley Park murder of Charles Aberhart. This article aims to shed light on how and why small states enter into cooperation alliances with greater powers. It does so by assessing the intelligence and security cooperation activities of New Zealand in the Pacific basin as a small state during the Cold War era. It also assesses its relationships with the United Kingdom (UK) and the United States, as well as its role within the Southeast Asia Treaty Organization (SEATO), an understudied international organization operating for collective defense. The article offers a threefold analysis involving financial costs, the quest for shelter and diversification. It argues that New Zealand utilized its alliance relationships with SEATO members to seek shelter and gain information with limited expenditure and less effort. Using original data from the archives of New Zealand and the UK, the article reveals that New Zealand's foreign and security policy commitments in the Pacific were shaped by the country's geographical remoteness and the limitations of its diplomatic capacity. This article critically examines the decision of the New Zealand High Court in Seales v Attorney-General [2015] NZHC 1239, which rejected the claim that that country's blanket ban on assisted suicide violated various rights enshrined in the New Zealand Bill of Rights. That outcome runs contrary to the Canadian Supreme Court's decision in Carter v Canada (Attorney General) [2015] 1 SCR 331. This disparity in result arose despite overt similarities between the rights documents in each of the jurisdictions and, more significantly, notwithstanding the fact that the trial judge in Seales placed heavy reliance upon the decision in Carter. With two new challenges to the blanket ban on assisted suicide in England and Wales progressing through the lower courts, and given proposed amendments to the ban in both New Zealand and its antipodean neighbours - the Australian states of Victoria and New South Wales - it is a propitious time to consider the reasons for the disparate outcomes in Seales and Carter. This article will demonstrate that the trial judge's reasoning in Seales was wanting in a number of important respects, particularly in terms of the characterisation of the objective of the blanket ban. These limitations undermine the decision's utility as authority both domestically and internationally. This is particularly important given the high likelihood that reference will be made to the decision during debate in the New Zealand Parliament regarding amendments to the ban in that country and the possibility that the Legislatures in Victoria and New South Wales, as well as the English courts hearing the current challenges to the ban in that jurisdiction will, particularly given the shared common law background, refer to the judgment in Seales. The Ford thesis argued that there was a short-term causal relationship between British overseas investment and British merchandise exports in the late nineteenth century. However, economic historians since Ford have found little empirical evidence in support of this argument. Using data on bilateral British lending, this article finds that such a relationship did exist, with British ex ante lending preceding merchandise exports by 2 years. A case study of New Zealand, which had an extraordinarily high share of Britain in its imports, reveals that the relationship was conditional upon the lending being allocated to social overhead capital. For colonial troops from the British Empire, the military mobilizations of the First World War created the opportunity to visit the imperial metropolis – London – leaving the war behind. This article explores the experience and encounters of New Zealand's soldiers in London during the First World War and the ambiguity of their identity and belonging in a city that could be positioned as ‘home’. Using diaries, letters, newspapers and oral testimonies, the article builds on the work of Felicity Barnes to question the extent to which these colonial troops could feel at ‘home’ in the ‘Big City’, inside and outside the familiar space, to explore colonialism's tensions in a global war. Neo-liberalism represents a significant and enduring shift in the politics shaping social policy. Although frequently ascribed a hegemonic, all-powerful status that focuses our attention on the coherence found in neo-liberal policies, this article builds on scholarly work highlighting variegation in the neo-liberal project across different policy areas, national settings and time periods. Specifically, it employs Peck's and Tickell's (2002) view that neo-liberalism has gone through multiple phases in response to both external and internal crises as an entry point for studying neo-liberalism's impact on public support for the welfare state. Drawing upon New Zealand and British attitudinal data, the article argues that public reactions to an early period of retrenchment ('roll-back' neo-liberalism) differ from those reported in the 'roll-out' or embedding phase of neo-liberalism implemented by Third Way Labour Governments in both countries. Indeed, continuing public support in many policy areas arguably contributed to the internal crisis that provoked an adaptation to the neo-liberal project. The article further explores public support for the welfare state following the external crisis provoked by the financial meltdown of 2008-09 asking whether New Zealand and British attitudes showed signs of resisting austerity measures or whether they, instead, indicated a third, 'roll-over' period of neo-liberalism where the public accepted not only a neo-liberal economic agenda but also the need for further retrenchment of the welfare state. Background: At 44%, New Zealand has the highest proportion of international medical graduates (IMGs) in its workforce amongst OECD member countries. Around half of New Zealand's IMGs come from the UK NHS, yet only around 50% stay longer than 1 year post-registration with significant costs to the New Zealand health care system. Why these doctors go to New Zealand and do not stay for long is an important question. Methods: UK-trained doctors who had gained registration with the Medical Council of New Zealand and currently practising in New Zealand were surveyed (n = 1357) on the motivation for their move to New Zealand, experiences once there and what was prompting any intentions to move away from New Zealand. Multivariate proportional odds models (POM) were used to quantify various associations. Results: The survey had a 47% response (n = 632). Quality of life considerations motivated 96% of respondents to move to New Zealand, although 65% indicated they were pushed by a desire to leave the NHS. POM analyses revealed older respondents were significantly less likely than younger respondents to be motivated by quality of life considerations. Younger doctors were significantly more likely to be seeking to leave the NHS. Seventy-six per cent of respondents signalling an intention to leave New Zealand indicated that the desire to return to the UK was the primary reason for this. Conclusion: There is a long history of medical migration from the UK to New Zealand. However, the 65% of respondents in this study seeking to leave the NHS was much higher than found elsewhere, perhaps reflecting increasing workplace and funding pressures in recent years. Of concern to policy makers were the higher odds of seeking to leave the NHS motivating younger doctors. In previous work, Lynch and Moore theorised that the current popularity of adventure in recreation and education contexts is deeply paradoxical at social, economic and technological levels. Extending this thesis, we investigated the extent to which ‘adventure culture’ can be considered quantitatively and qualitatively specific to particular national cultures. Content analysis of popular print media in New Zealand, Australia and the United Kingdom found significant differences between countries in the amount of adventure-related material, distinctive outdoor recreation ‘signatures’ for each country as well as broad similarities in three themes. Further research is needed to explore relationships between adventure in outdoor recreation and in the societies generally. In 2007, my husband and I adopted two boys from Russia as New Zealand citizens. We complied with all the detailed legal requirements of New Zealand adoption policy and law, as well as with Russian intercountry adoption (ICA) regulations. In 2009, we decided to return to the UK, our country of birth, where we had lived until 1999. We wished to bring our legally adopted boys to the UK with a view to returning to the UK permanently. The UK adoption and immigration polices, however, did not recognise our ICA as a Hague Convention adoption. Russia is a non-Hague country and we were required by UK law to re-adopt our boys. This article explores the differing policies and practices of ICA in New Zealand and the UK, and the children's rights issues involved, as well as the unintended discriminatory practices of double or re-adoption. This article concentrates on New Zealand's constitutional and cultural identity through the fascinating political meanderings between independence and dependence in political and constitutional matters that surrounded the ratification of the Statute of Westminster. New Zealand was the last of the Dominions to pass the Statute in 1947, sixteen years after it could have done in 1931 when most other Dominions did. New Zealand did not ratify this critical Act because it did not wish to appear 'disloyal' to Britain even though the 'Mother Country' had no problems with this happening. New Zealand's position mirrored the country's ambivalence between a separate national identity and interdependence moored with Britain and the Commonwealth. Though this may seem contradictory, these policies and positions accurately reflected what was perceived as New Zealand's interests. The politics and reactions of New Zealand towards the Statute of Westminster betrayed the reality that New Zealand's independence lay, in the government's mind of that era, in the country's dependence and deference to Britain whether London wanted it or not. This article will examine the involvement of the Empire Press Union, including prominent early members like Lord Northcliffe and its founder Sir Harry Brittain, in the development of imperial air services as part of a larger ongoing study involving India, Australia and New Zealand. The main focus will be on the first three decades of the organization (1909-39) and on its regular conference activity which correspond with the pioneering period of aviation in Britain and in the antipodes. The press, as will be shown, had a commercial stake in the pioneer aviation story, while the Empire Press Union, for reasons to be outlined below, had a strong interest in Imperial Airways' plans to develop the 'longest air route in the world' to that time. The focus of this analysis is inevitably limited: it does not, for example, deal with the ambitious British airship experiment which competed for funds and publicity with aviation, albeit with tragic outcomes. In contrast with the triumphalism of traditional communication and press narratives, it uncovers a complex faltering set of developments in which the Empire Press Union, both for altruistic and self-interested motives, played its part. In general terms, this involvement also serves to confirm that the Empire Press Union and its elaborate conferences paid increasing attention to new and emerging technologies like aviation and broadcasting in the interwar years. Moreover, this interest was not solely a response to the commercial challenges which such inventions posed to newspapers and print journalism; rather it reflected the willingness of the Press Union leadership, both in Britain and elsewhere, to harness such developments in the interests of speedier and cheaper imperial communications. ICOMOS charters guide global heritage conservation practices. Fundamental to most is the notion that a 'monument is inseparable from the history to which it bears witness and from the setting in which it occurs.' Yet buildings have been moved for centuries. Neither the fabric nor the size of a building, nor planning regulations, nor even heritage listing, have prevented their relocation. This article briefly examines the history of relocation, reviews attitudes to relocation in ICOMOS charters, and analyses two case studies involving the mass relocation of heritage buildings in the UK and in New Zealand to question the assumption that buildings lose their authenticity if moved. Despite an assumption that Christchurch - the Garden City of New Zealand - has historically been viewed as the manifestation of a utopian dream, the experiences of the city's gardeners reveal a variety of sentiments about the meaning of gardens. Hillside gardeners, in particular, tended to see their gardens and their place in them in very different ways from their counter-parts on the flat. These hillside gardens were places that allowed for an explicit appreciation of internationalism, localism, and an often spiritual connection with the world at large. They were 'celestial', paradisical, and I therefore argue that tropes of utopias and paradise may sit uneasily with each other in colonial discourse. The upsurge in cultural nationalism in New Zealand has failed to produce a good case that New Zealand is an exceptional society. The reason for this is that New Zealand has not had a chance to develop a culture that is autochthonous in significant respects New Zealand's domination by the cultures of Britain, Australia and America in the 19th and 20th centuries prevented its history from taking a significantly different path. The lack of autochthony is attributed to the structural effects of physical isolation. Remoteness made its human history unusually short, led it to be exceptionally exposed to the global revolution in transport and communication from the mid-19th century, and severely constrained its population size. It is believed that the New Public Management (NPM) doctrine resulted in a disaggregation and a suboptimal fragmentation of government in the 1980s and 1990s, which called for a re-strengthening of the coordination capacity through renewed hierarchy-type mechanisms, market-type mechanisms and network-type mechanisms. In order to assess the validity of this assumption, this article identifies the trajectory of specialization and coordination in four countries (New Zealand, United Kingdom, Sweden, France). The results support the assumption, although different trajectories are discernible. Also, the results point to the renewed emphasis on coordination based on hierarchy, along with markets and networks. Points for practitioners • Specialization and integration both can have significant benefits for the functioning of the public sector, but excessive adherence to one or the other produces dysfunctions. • There are a range of instruments available to managers for imposing coordination, but these must match the existing organizational cultures and the available resources. • The issues of specialization and coordination refer to linkages within the policy cycle as well as the structure of government. The level of interest in workplace union–management partnership (WUMP) in Britain in recent years contrasts markedly with New Zealand experience. The characteristics of contemporary notions of WUMP are discussed before considering how it has developed in the UK and examining the historical New Zealand experience with more co-operative models of union–management engagement. With this backdrop, we consider the factors that may explain why there are differences between NZ and Britain in this style of industrial relations. There is concern in England and Wales over the complexity and short comings of the current arrangements for coastal hazard planning and management. At a time of major constitutional reform involving a strengthened role for regional government, the UK needs to learn from other countries with a strong regional dimension which have developed successful systems for coastal hazard planning and management. New Zealand provides such an example. Recent local government reform and the `revolutionary' Resource Management Act (RMA) 1991 have created a new organizational and administrative framework for coastal hazard planning and policy development in New Zealand which fosters integration, involves all levels of government and extends offshore. This paper provides a comparison of the regional dimension of coastal hazard planning in the two areas, focusing on the status, scope and jurisdiction of regional planning bodies and initiatives as well as investigating issues relating to intergovernmental and cross-sectoral links and public involvement. Although the widely acclaimed RMA is not the panacea for coastal management it was once hoped to be, the New Zealand experience illustrates the advantages of clearly defined roles for different levels of government, with emphasis on regional decision-making and extensive community involvement. This article discusses citizenship in states with a history as British 'dominion' settler societies, focusing on questions of ethnicity and national identity. After noting the shortcomings of T. H. Marshall's widely used citizenship model, the key differences between English and British settler society citizenship experience are outlined, drawing on illustrative material from Australia, New Zealand, and Canada. The main settler/English state differences highlighted, are the presence of aboriginal peoples with distinct juridicial and political statuses; a characteristic set of relationships between successive flows of British migrants and subsequent generations of local-born settlers, and the shift in societies of immigration towards more extensive forms of ethnic and national pluralism within a 'post-settler' conception of multicultural nationhood in a globalized world. Finally, the article suggests settler and post-settler society citizenship is best conceptualized and described by examining the linked processes of what is called the aboriginalization (of aboriginal minorities), the ethnification (of immigrant minorities) and the indigenization (of settler majorities). This research examines cross-country differences in marketing imagery. Marketing imagery in music videos broadcast in the UK and New Zealand are studied. Results suggest that UK music videos have more brand references, fashion imagery, darkside products and role model behaviour outcomes than New Zealand music shows. This study explores the relationship between institutional mechanisms and corporate social responsibility (CSR) in both Pakistan and New Zealand. Institutional factors are normally categorised as being either formal or informal. It is argued that a combination of formal institutions and informal institutions in any jurisdiction shape the adoption, or otherwise of CSR by business through its adherence to acceptable governance praxis. Corporate regulation in Pakistan is heavily influenced from elsewhere, especially from British common law. By contrast the institutional realities produce remarkably different outcomes in the two jurisdictions. This study examines which formal and informal institutions influence CSR disclosures, in that businesses disclose CSR practices in response to regulations; cognitive pressures that help people understand and interpret the practice correctly; and, cultural values enforcing the same practice. Quantitative content analyses of a sample of eight listed companies’ annual reports were completed from each country. Reporting and disclosure practices were identified in both. Underlying institutions were then recorded as being recognised, acknowledged or inferred by the respective reporting business. The results highlighted that Pakistani companies disclose more about CSR than those analysed from New Zealand. This result is attributed to the recently developed corporate governance guidelines by the Securities and Exchange Commission of Pakistan. The informal national institutions in both countries also play a vital role in the disparity of disclosures. This is not to suggest that New Zealand listed companies lag behind those in Pakistan with respect to their contribution to CSR initiatives, simply that the disclosure levels between the two favour those companies in Pakistan.
