The Mapuche people are one of the most important and publicly known indigenous groups in the Southern Cone countries of South America, both in Chile and Argentina, and they have increasingly taken part in conflicts with private landowners and some levels of government. This article addresses the mobilizations and public repercussions of the actions of the Mapuche people, looking into their movements and communities set in the Nahuel Huapi National Park and surrounding areas, in the mountainous region of the provinces of Neuquén and Río Negro, in Argentine Patagonia. We will account for the period between 1992 and the present, during which the Mapuche people become a social and political subject. We will analyze these aspects in the light of the various socioeconomic transformations and the effects of the application of different public policies and legislations. [ABSTRACT FROM AUTHOR]

Based on a review of the epistemological contributions of the field of political communication and proposing a methodological emphasis on the perception of the "public" in political communication initiatives, this work highlights, in a comparative way, technological variables that surround the routines of citizens in Latin American countries. Especially, those who have experienced recent transitions from democratic, center or right-wing to left-wing regimes. Focusing on Mexico, Argentina, Chile, Colombia and Brazil, it examines, in a comprehensive perspective, the most characteristic digital resources of each country, as well as some of the mobilizations that gained prominence in those respective national realities, in the midst of discussions about politics in the environment digital. In this way, it associates with efforts to expand the range of regional political communication studies, through the identification and systematization, of a comparative nature, of political communication initiatives managed by Latin American civil society. The following essay proposes an interpretation on the struggle for the memory of the 43 disappeared students of the Normal Rural School "Raúl Isidro Burgos" in Ayotzinapa, in the state of Guerrero, Mexico, from the perspective of the dispute on the representation of violence. In the first part, this essay tries to reflect on state violence and the current massacres in Mexico, as materializations of Necropolitics (Mbembe, 2011), understood as consubstantial instruments in a capitalist accumulation project of neoliberal type, which has been defined as Gore Capitalism (Valencia, 2010). Secondly, it will reflect on the problem of the image as a commodity, in the context of the production of spectacle as a culture of fear. Finally, this article will try to reflect on the possibility of a counter-semiosis that liberates the image as a form of social production of a public experience, in the horizon of the fight for justice for the victims. Tras un breve repaso de los principales ejes temáticos de la historiografía de la Revolución de Octubre de 1917, el artículo propone un enfoque histórico-social del mencionado acontecimiento. Con este fin se realiza una exposición de las cuatro grandes movilizaciones sociales que prepararon el terreno para que se produjera la revolución en octubre y se destacan la convergencia coyuntural y las divergencias de fondo entre estas movilizaciones y el revolucionarismo político representado por el Partido Bolchevique, divergencia que catalizó buena parte del desarrollo ruso/soviético hasta 1991. Following a brief review of the main themes in the historiography of the October Revolution of 1917, the article proposes a historical-social approach to the that historic event. For this purpose, it describes the four great social mobilizations that prepared the way for the revolution in October and highlights both the conjunctural convergence and the fundamental differences between these mobilizations and the political revolutionism represented by the Bolshevik Party, a divergence that catalyzed much of Russian/Soviet development up until 1991. Após uma breve revisão dos principais eixos temáticos da historiografia da Revolução de outubro de 1917, este artigo propõe uma abordagem histórico-social do mencionado acontecimento. Com esse objetivo, realiza-se uma exposição das quatro grandes mobilizações sociais que prepararam o terreno para que se produzisse a revolução em outubro e destacam-se a convergência conjuntural e as de fundo entre essas mobilizações e o revolucionarismo político representado pelo Partido Bolchevique, divergência que catalisou boa parte do desenvolvimento russo-soviético até 1991.

Cet article propose d’apporter un éclairage sur la construction de « l’ennemi intérieur » états-unien à partir de l’exemple d’Angela Davis. Militante africaine-américaine membre du Parti communiste états-unien (CPUSA) et proche du Black Panther Party, A. Davis fut accusée en 1971 de complicité de meurtre, kidnapping et conspiration, puis innocentée, après avoir été l’une des personnes les plus recherchées par le FBI. L’article démontre que l’affaire A. Davis déstabilise la traditionnelle dialectique ami/ennemi. L’événement donne à voir l’échec d’une stratégie politique brandissant l’anticommunisme comme étendard, en renouvelant le répertoire de la solidarité en pleine période de Détente et de nouveaux mouvements sociaux. This article aims to shed light on the making of the U.S. "internal enemy" based on Angela Davis’ example. Angela Davis, African American activist, was a member of the Communist Party of USA (CPUSA) and close to the Black Panther Party. She was accused in 1971 of complicity in murder, kidnapping and conspiracy, then later cleared of all charges, after having been placed on the FBI’s "most wanted" list. The article demonstrates that the figure of Angela Davis shakes the traditional friend/enemy dialectic. This event highlights the failure of a political strategy waving the banner of anticommunism. It also renews the repertoire of solidarity, in the midst of Détente and the rise of new social movements. Este artículo pretende arrojar luz sobre la construcción del "enemigo interno" estadounidense a partir del ejemplo de Angela Davis. Activista afroamericano, miembro del Partido Comunista de Estados Unidos (CPUSA) y cercano al Partido Pantera Negra, A. Davis fue acusada en 1971 de complicidad en homicidio, secuestro y conspiración, luego absuelta, después de haber sido una de las personas más buscadas por el FBI. Este hecho muestra el fracaso de una estrategia política que blandía como bandera el anticomunismo. Renueva el repertorio solidario, en medio de un período distensión y nuevos movimientos sociales.

The indigenous people of Venezuela, long excluded from political participation, registered a whole set of rights within the new constitution in 1999. However, the proclamation of these rights did not ensure their full implementation and, a fortiori, their purpose to protect the survival of indigenous peoples. This article presents an analysis of the processes through which indigenous rights have been allocated but poorly implemented and even substantially withdrawn. In many Latin American states, the rights that promote autonomy and self-government are actively abandoned notwithstanding cultural, political, and economic contexts be they progressive or conservative. Through this analysis, this article proposes the concept of "proclamation-denial". While this concept is relevant for numerous Latin American countries, this article highlights the specificities of the Venezuelan case. [ABSTRACT FROM AUTHOR]

RESUMEN Aunque el Uribismo y el Petrismo son los dos proyectos más importantes en la derecha e izquierda colombiana, respectivamente, no existen estudios académicos que comparen sus ideologías y movilizaciones sociales. Este artículo propone llenar este vacío comparando la dimensión ideológica de cada proyecto y el apoyo electoral que reciben entre diferentes estratos sociales. A tal fin, utilizo un marco teórico para el análisis de ideologías desarrollado por Michael Freeden (1996) y los resultados electorales de la segunda vuelta de las elecciones presidenciales de 2018 en las tres ciudades principales de Colombia, Bogotá, Medellín y Cali. El hallazgo central de esta investigación es que mientras el Uribismo es un proyecto político neoconservador, que combina la ideología conservadora y neoliberal, recibe más apoyo entre los estratos altos (5 y 6), el Petrismo articula una ideología populista socialdemócrata que recibe más apoyo entre los estratos bajos (1 y 2). ABSTRACT Although Uribismo y Petrismo are the two most important political projects on the right and left of the Colombian political scene respectively, there are no academic investigations that compare their ideologies and political mobilizations. This article aims to address this problematic void in the literature by comparing their ideological dimension and the political support they enjoy amongst different social strata. To this end, I utilize a theoretical framework for the analysis of ideologies developed by Michael Freeden (1996), as well as the electoral results of the second round of the 2018 Presidential Elections in the three biggest Colombian cities, Bogota, Medellin and Cali. The main finding of this article is that while Uribismo is a neoconservative political project that receives more electoral support from the upper social strata, Petrismo articulates a populist and social democratic ideology that enjoys more support amongst the lower social strata.

El presente ensayo aborda la importancia de la comunicación asertiva, en el desempeño y cumplimiento de objetivos de los líderes y voceros del Paro Nacional de 2021. Para esto, se hace una revisión conceptual de comunicación, asertividad y comunicación asertiva con el fin de identificar sus ventajas y características como herramientas para resolver adecuadamente dificultades o conflictos, como el estallido social y sus masivas movilizaciones en el país. Todo esto con el propósito de identificar si esta capacidad y sus herramientas fueron adoptadas por el Comité Nacional del Paro (CNP), de cara a las mesas de diálogo y concertación con el Gobierno, que tenían como finalidad resolver las diferencias presentadas entre las partes. This essay addresses the importance of assertive communication, in the performance and fulfillment of objectives of the leaders and spokespersons of the 2021 National Strike. For this, a conceptual review of communication, assertiveness and assertive communication is made in order to identify their advantages and characteristics as tools to adequately resolve difficulties or conflicts, such as the social outbreak and its massive mobilizations in the country. All this with the purpose of identifying whether this capacity and its tools were adopted by the National Unemployment Committee (CNP), in view of the roundtables for dialogue and consultation with the Government, which were intended to resolve the differences presented between the parties. In the context of the wave of protests that shook the Arab world, Morocco is a particularly interesting case to address the problem of collective action and transformation of hybrid political regimes. This article describes the historical trajectory of recent protests in the country, the emergence and structuring of the 20th February Movement (M20F) and the neutralization strategy pursued by the Moroccan political regime. Taking up the idea that the success of collective action to transform a political regime is related to the ability of its promoters to legitimize their cause beyond their original base, the main argument is that both the nature of the 20th February Movement – marked by a profound heterogeneity and dualism – and the hybrid configuration of the Moroccan political regime – which offers a variety of repertoires of legitimation for the management of the protests – favoured the failure of the protest movement. Este artículo es resultado de una reflexión producto de la revisión bibliográfica en el marco de la investigación Activismo por la paz en Colombia. Mujeres e indígenas en el gobierno doble de la seguridad democrática (2002-2010), que indaga por la estructura de oportunidades políticas, los marcos de significado y la consolidación de los actores que intervienen en la movilización por la paz en Colombia. Se presenta un balance de la producción académica publicada desde 1990 en América Latina y Colombia, indispensable para establecer comparaciones en la forma en que otros investigadores indagan acerca de las movilizaciones en las que participan las mujeres; la forma en que construyen sus objetos de investigación, los referentes teóricos que abordan y los aportes al conocimiento de la relación género y acción colectiva. Se concluye que a pesar de la riqueza de los resultados que se proporcionan, desde las distintas experiencias y tradiciones, es necesario mejorar la interpretación sobre el peso del género en la transformación de la cultura política. This article presents a review of academic work on the political participation of women in collective action promoted by social organizations, networks, and the movement of women and feminist in Latin America and Colombia, published in the period from 1990 to 2014. This approach gives priority to the analysis of the content of the texts, it focuses on the way as their authors build objects of research, and on the theoretical references and contributions to the knowledge of the relationship gender and collective action. The different national and regional experiences reported by these studies provide a wealth of descriptive and analytical material. However, based on these findings, the article concludes that it is necessary to enlarge the interpretations about the importance that gender changes have in political culture.

Esta investigación se ubica en los espacios socio comunitarios del campo comunicación-educación. El objetivo planteado fue comprender las formas de acción colectiva juvenil que se despliegan a través de la educomunicación en el territorio del sur oriente de Bogotá. De manera que se propuso caracterizarlas, identificar las prácticas educomunicativas que les subyacen e interrogar el sentido y el significado que para los jóvenes tiene la acción colectiva y la educomunicación. Se desarrolló con cinco (5) organizaciones del territorio que llevan a cabo trabajo comunitario en algunos barrios de la localidad de San Cristóbal principalmente. Los colectivos fueron investigados a través de entrevistas semiestructuradas, observación de datos on line y análisis de productos comunicativos. El análisis de datos se hizo a través de matrices inductivas para la triangulación de la información. Ese proceso permitió identificar que las acciones colectivas de los jóvenes en el territorio del sur oriente son movilizaciones que intentan transformar situaciones adversas, a través del arte, la cultura, la educación popular, la comunicación alternativa y en general el trabajo comunitario que construye poder popular. This research focuses on the socio-community spaces of the communication-education field. The objective was to understand the forms of youth collective action that are deployed through educommunication in the south-eastern territory of Bogota. So it was proposed to characterize them, to identify the educomunicative practices that underlie them and to question the meaning and meaning that young people have for collective action and education. It was developed with five (5) organizations of the territory that carry out community work in some neighborhoods of the locality of San Cristóbal mainly. The groups were investigated through semi-structured interviews, observation of data on line and analysis of communicative products. The data analysis was done through inductive matrices that allow the triangulation of the information. This process allowed to identify that the collective actions of young people in the South- East Territory are mobilizations that try to transform adverse situations, through art, culture, popular education, alternative communication and in general, community work that builds popular power.

Resumen: Tras un breve repaso de los principales ejes temáticos de la historiografía de la Revolución de Octubre de 1917, el artículo propone un enfoque histórico-social del mencionado acontecimiento. Con este fin se realiza una exposición de las cuatro grandes movilizaciones sociales que prepararon el terreno para que se produjera la revolución en octubre y se destacan la convergencia coyuntural y las divergencias de fondo entre estas movilizaciones y el revolucionarismo político representado por el Partido Bolchevique, divergencia que catalizó buena parte del desarrollo ruso/soviético hasta 1991. Abstract: Following a brief review of the main themes in the historiography of the October Revolution of 1917, the article proposes a historical-social approach to the that historic event. For this purpose, it describes the four great social mobilizations that prepared the way for the revolution in October and highlights both the conjunctural convergence and the fundamental differences between these mobilizations and the political revolutionism represented by the Bolshevik Party, a divergence that catalyzed much of Russian/Soviet development up until 1991. Resumo: Após uma breve revisão dos principais eixos temáticos da historiografia da Revolução de outubro de 1917, este artigo propõe uma abordagem histórico-social do mencionado acontecimento. Com esse objetivo, realiza-se uma exposição das quatro grandes mobilizações sociais que prepararam o terreno para que se produzisse a revolução em outubro e destacam-se a convergência conjuntural e as de fundo entre essas mobilizações e o revolucionarismo político representado pelo Partido Bolchevique, divergência que catalisou boa parte do desenvolvimento russo-soviético até 1991.

Este artículo presenta un balance de la producción académica sobre la participación política de las mujeres en acciones colectivas promovidas por organizaciones sociales, redes y el movimiento de mujeres y feminista en América Latina y Colombia, publicada en el período 1990-2014. Este recuento prioriza el análisis de contenido de los textos, se centra en la forma como sus autoras construyen los objetos de investigación, en los referentes teóricos y en los aportes al conocimiento de la relación género y acción colectiva. Las distintas experiencias nacionales y regionales, que reportan estos estudios, proporcionan una gran riqueza descriptiva y analítica. No obstante, se concluye que es necesario ampliar las interpretaciones sobre la importancia que tiene el género en los cambios de la cultura política. O texto prioriza a análise de conteúdo dos textos, concentra-se em como suas autoras constroem os objetos de pesquisa, no referencial teórico e nas contribuições para o conhecimento da relação gênero e ação coletiva. As diferentes experiências nacionais e regionais que relatam esses estudos fornecem uma grande riqueza descritiva e analítica. No entanto, concluiu-se que é necessário ampliar as interpretações sobre a importância do gênero nas mudanças na cultura política.

Bolivia y Ecuador atraviesan un proceso de cambios en el sistema político y una reconfiguración de las fuerzas sociales y políticas. Frente a un nuevo escenario, las organizaciones, movimientos sociales y colectivos han cambiado sus formas de acción y relacionamiento con los actuales gobiernos. La nueva estructura de oportunidades políticas fruto de la llegada al poder del Movimiento al Socialismo y de Alianza País produjo el desplazamiento de algunas redes y activistas de los movimientos sociales hacia la administración y otros hacia la protesta. Con ello, durante los últimos años se evidencia una menor capacidad de movilización aunque también un repunte de las protestas. El presente artículo busca interpretar el fenómeno descrito. Bolivia and Ecuador are undergoing important changes as their social and political forces shift. In the face of a new scenario, organizations, social movements, and collectives in both countries have reinvented strategies and relationships with their current governments. The political opportunities structure that arose when Movimiento al Socialismo and Alianza País came into power brought certain networks and activists into administration, and drove others into protest. Consequently, there has been a decrease in the movements’ capacity for mobilization over the last few years, but also an increase in the number of protests. This article interprets the above phenomenon.

Ni las disputas políticas coyunturales, ni las limitaciones académicas permitieron la elaboración de una historia del alfarismo con bases rigurosas. La izquierda marxista, que por definición debía contribuir con una interpretación más científica de los hechos, tampoco pudo escapar a las nebulosas del dogmatismo. Hasta fines de los años 70 del siglo pasado, para los intelectuales marxistas más renombrados Eloy Alfaro seguía siendo el promotor y líder de la revolución burguesa en el Ecuador. Desde esa óptica se perdió por completo el carácter popular de la gesta alfarista, cualidad que se sustentó en la masiva movilización social de montubios, negros, indígenas, artesanos, campesinos, desocupados, mujeres, etc., en esa encarnación revolucionaria que fueron las montoneras liberales. No se trató de una confrontación política sostenida por un ejército regular; fueron sectores sociales insurreccionados por una voluntad colectiva de transformación social y conquista del poder político, los que llevaron adelante esa lucha. No de otra forma se explican los alcances que tuvo la Revolución Liberal como expresión de un proceso con amplia base social y popular, que impulsó un ambicioso proyecto de industrialización y promovió reformas sociales avanzadas para su época.

En el presente trabajo, se hace un análisis, a la luz de la teoría sobre capital social, del movimiento de protesta por la defensa de los recursos públicos y el Estado Laico que se realizó en el estado de Jalisco, durante los primeros meses del 2008, a raíz de la donación por parte del gobierno del estado de Jalisco de 30 millones de pesos (de 90 prometidos) de recursos públicos para la construcción del Santuario de los Mártires Cristeros en el Cerro del Tesoro en Tlaquepaque, Jalisco. Se concluye, que el éxito de las movilizaciones ciudadanas, al lograrse la devolución del donativo el 23 de junio del 2008, ayudó a crear una mayor confianza colectiva sobre las protestas y movilizaciones sociales, empoderando a la sociedad y, en consecuencia, coadyuvan a la creación de un mayor capital social y fortalecen el proceso de democratización de la entidad. This study analyzes the protest movement in defense of public resources and the lay state carried out in the State of Jalisco in light of the social capital theory. This protest occurred in the first months of 2008, when a donation of 30 million pesos (out of the 90 pledged) from public resources was made by the State government of Jalisco for constructing a Sanctuary in honor of the Cristero Martyrs on Treasure Hill in Tlaquepaque, Jalisco. Conclusions are that the success of the citizen mobilizations, which achieved the return of the donation on June 23rd, 2008, helped to create greater collective confidence about social protests and mobilizations, empowering society and consequently, cooperating in the creation of greater social capital and strengthening the democratization process.

Comment les familles d’un bidonville menacées d’expulsion se mobilisent-elles pour remédier à un trouble qui les touche de manière sensible et transposent-elles des émotions ressenties sur le terrain en problème public ? Pour le comprendre, cet article sera articulé autour des différentes étapes de la mobilisation, de la réaction à l’annonce de l’expulsion à l’élaboration d’un communiqué de presse, puis à l’expression de la parole des habitants dans un espace de discussions publiques. La description de la mobilisation permet de suivre la constitution d’un micro-public, tous en rendant compte de négociations en coulisses et tout en distinguant plusieurs « cercles de concernement ». Dans un cercle central, les habitants du bidonville subissent l’événement en première ligne, en anticipant des conséquences matérielles directes sur leur vie. Dans un cercle plus ample, les militantes du collectif de soutien en tirent un préjudice affectif, moral et politique car elles ont consacré du temps et de l’énergie à aider les familles au quotidien, avec lesquelles elles ont noué des relations de sociabilité. À la périphérie de ce cercle, un certain nombre de personnes qui partagent un sentiment d’injustice à l’égard du sort des familles vont l’exprimer en participant à la mobilisation., How do families living in a shantytown threatened with eviction mobilize to address the problem that affects them, and how do they transpose the emotions felt on the ground into a public problem ? In order to understand such a process, this article will focus on the different stages of a mobilization on the outskirts of Paris, from the first reactions to the announcement of the eviction, to the drafting of a press release, to the inhabitants’ expression of what happened in their own words within the sphere of public discussion. The description of the mobilization makes it possible to follow the constitution of a micro-public, all while reporting on behind-the-scenes negotiations and distinguishing several “circles of concern”. In the central circle, the shantytown dwellers experience the event firsthand, anticipating its direct consequences on their lives. In the next-widest circle, activists supporting the residents evaluate the emotional, moral and political damages of the eviction. They are able to do this because they have devoted time and energy to helping the families on a daily basis and have developed social relationships with them. On the periphery of this circle, there are a number of people who share a sense of injustice with regards to the fate of Roma families, and who express this through their participation in the mobilization., ¿Cómo las familias rumanas de una chabola, amenazadas de expulsión, se movilizan para enfrentar un problema que las afecta de manera sensible y transponen las emociones experimentadas en el terreno en un problema público ? Para entenderlo, este artículo será articulado en torno a las distintas etapas de la movilización, de la reacción al anuncio de expulsión, pasando por la elaboración de un comunicado de prensa y luego la expresión de la palabra por los habitantes en un espacio de discusiones públicas. La descripción de la movilización permite seguir la constitución de un micro-público, dando cuenta a la vez de negociaciones ocultas y distinguiendo varios “círculos de concernamiento”. En un círculo central, los habitantes de la chabola sufren el evento en primera línea, anticipando las consecuencias materiales directas en sus vidas. En un círculo más amplio, las activistas del colectivo de apoyo retiran de ello un daño afectivo, moral y político, puesto que han dedicado tiempo y energía para ayudar a las familias en su vida cotidiana, con las que han establecido relaciones de sociabilidad. En la periferia de este círculo, cierto número de personas que comparten un sentimiento de injusticia en el sentido del bienestar de las familias, van a expresarlo mediante su participación en la movilización.
