Connectivity between sea and freshwater inland habitats is heavily obstructed by anthropogenic barriers leading to a high pressure on diadromous fish populations including European eel (Anguilla anguilla).Nevertheless each spring millons of juvenile eels (glass eel) arrive at European coasts to access freshwater habitats. Coastal glass eel migration behaviour highly depends on tidal currents including in estuaries. However, this behaviour is severly hampered in regulated water systems. Therefore a better understanding of glass migration behaviour in highly regulated water systems is needed to take proper mitigation actions. Therefore a mark-recapture experiment was conducted in spring 2022 by releasing 21.424 tagged glass eels along the coast (Haringvliet and Nieuwe Waterweg) and 4.870 glass eels at inshore locations of the Nieuwe Waterweg, Hollandsche Ijssel, Haringvliet and adjecent rivers. In addition 1.097 young yellow eel were tagged at multiple inland locations of the study area.The results showed that (untagged) glass eels were caught throughout the study area up to at the very eastern side of the study area 70km inland. The number of tagged glass eels released along the coast were enough to answer the research questions (abundance and distribution). Multiple recaptures(n=121) were present at the west side of the study area: Rozenburg, Westland and Zaaijer, but also at the very east side of the study area at Krimpenerwaard. Therefore, using the data collected in 2022, an overall abundance estimate can be made and how this relates to inland local abundance estimates.For the Haringvliet multiple recaptures (n=1980) were found at the coastal side of the Haringvlietdam,Zuiderdiep and the Goereese sluis (Stellendam) to estimate the coastal abundance at the Haringvliet. Additionally one tagged glass eel was found in the hinterland at the pumping station Putten.In addition to the eastwards dispersal of glass eels, tagged glass eels showed also dispersal along the coast. Glass eels released at Haringvliet and Nieuwe Waterweg were recaptured at Katwijk (and viceversa). Tagged glass eels showed also dispersal between Nieuwe Waterweg and Haringvliet.Multiple locations showed increased catches of young yellow eels (elvers) during the season. Similar to the local abundance estimates of glass eels using tagged an locally released glass eel, a young yellow eel (elver) local abundance estimate at relevant locations can be made.This report gives an overview of the fieldwork procedures, catches and recaptures. This report is anticipating final results, which will be incorporated in a final report to be published in 2023. The research will be continued in 2023 when multiple fish passages will be studied on efficiency. De connectiviteit tussen zee- en binnenland wordt belemmerd door diverse barrières. Dit veroorzaakteen hoge druk op diverse diadrome vispopulaties, waaronder Europese paling (Anguilla anguilla). Toch komen er elk jaar nog miljoenen glasalen aan bij de Nederlandse kust die naar het zoete water willen migreren. Glasalen zijn nabij de kust sterk afhankelijk van getijdenstromingen om te verplaatsen, ookin estuaria, dit wordt selectief getijde gedrag genoemd. Dit zogenaamde selectief getijden transport wordt helaas ernstig belemmerd door allerlei barrieres die ervoor zorgen dat er geen getijwerking meer is. Om die reden is het nodig beter inzicht te krijgen in het gedrag van glasaal in gebieden die sterk worden gecontroleerd op gebied van watermanagement. Juist om gericht mitigerende maatregelen tenemen ter bevordering van de migratie van glasaal. Om deze reden is in het voorjaar van 2022 een groot merk-terugvangst experiment uitgevoerd met 21.424 gemerkte glasalen die langs de kust(Haringvliet en Nieuwe Waterweg) zijn vrijgelaten en daarnaast 4.870 gemerkte glasalen die in het achterland zijn losgelaten op diverse locaties in de Nieuwe Waterweg, de Hollandsche IJssel, het Haringvliet en andere aangrenzende rivieren. Ook zijn er aanvullend 1.097 jonge rode alen gemerkt op meerdere kustlocaties van het studiegebied. Dit rapport geeft een overzicht van de veldwerkprocedures,vangsten en terugvangsten vooruitlopend om de eindrapportage. Volgend voorjaar wordt het onderzoek voortgezet bij diverse vispassages.Uit de resultaten blijkt dat (ongemerkte) glasaal werd gevangen in het hele studiegebied tot aan de uiterste oostelijke locaties van het studiegebied circa 70 km landinwaarts. Het aantal gemerkte glasalendat langs de kust werd uitgezet was voldoende om de onderzoeksvragen (aanbod en verspreiding) te beantwoorden. Aan de westzijde van het studiegebied zijn meerdere terugvangsten gevonden (n=121):Rozenburg, Westland en Zaaijer, maar ook bij Krimpenerwaard aan de oostzijde van het studiegebied (n=1). Met deze terugvangsten en de gegevens die in 2022 zijn verzameld kan een schatting wordengedaan van het aanbod en de verspreiding van glasaal in het gebied en hoe dat in verhouding staat tot de lokale aanbodschattingen verder landinwaarts.Voor het Haringvliet zijn meerdere terugvangsten (n=1980) gevonden aan de kustzijde van de Haringvlietdam, Zuiderdiep en de Goereese sluis (Stellendam). Met deze terugvangsten wordt een schatting gemaakt hoeveel glasalen er bij de Haringvlietdam in 2022 zijn aangekomen en hoe dat inverhouding staat tot de lokale aanbod schattingen verder landinwaarts. Bij gemaal Putten is één gemerkte glasaal gevonden die oorspronkelijk bij de kust was losgelaten.Naast de oostwaartse verspreiding van glasaal, vertoonden gemerkte glasaal ook verspreiding langs de kust. Gemerkte glasaal die is vrijgelaten bij Haringvliet en de Nieuwe Waterweg is teruggevangen bij Katwijk (en vice versa). Ook was er uitwisseling van gemerkte glasalen tussen Nieuwe Waterweg en Haringvliet.Meerdere locaties vingen gedurende het seizoen jonge rode alen (elvers en pootalen). Ook hiervan is een deel gemerkt en vergelijkbaar met de lokale schattingen met behulp van gemerkte glasaal, kan een lokale aanbodschatting worden gemaakt van de hoeveelheid jonge gele aal (elvers en pootalen).Dit rapport geeft een overzicht van de veldwerkprocedures, vangsten en hervangsten vooruitlopend op het eindrapport. In 2023 wordt het onderzoek voortgezet wanneer meerdere vispassages worden onderzocht op efficiëntie.

Total greenhouse gas (GHG) emissions in the Netherlands in 2019 decreased by 3.2 percent, in comparison with 2018 emissions. This decrease was mainly the result of decreased coal combustion for energy and heat production. In 2019, total GHG emissions (including indirect CO2 emissions and excluding emissions from Land use, land use change and forestry (LULUCF)) in the Netherlands amounted to 180.7 Tg CO2 eq. This is approximately 18 percent below the emissions in the base year 1990 (220.5 Tg CO2 eq.). CO2 emissions in 2019 were 5.6 percent below the level in the base year. The total of the emissions of methane, nitrous oxide and fluorinated gases (CH4, N2O and F-gases) was reduced by 53 percent over this period. This report documents the Netherlands’ annual submission for 2021 of its GHG emissions inventory in accordance with the 2006 IPCC Guidelines for National Greenhouse Gas Inventories (IPCC, 2006) prescribed by the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol (KP) and the European Union’s Greenhouse Gas Monitoring Mechanism. This report includes explanations of observed trends in emissions, an assessment of the sources with the highest contribution to total national emissions (key sources) and a description of the uncertainty in the emissions estimates. Estimation methods, data sources and emission factors (EFs) are described for each source category, and there is also a description of the quality assurance system and the verification activities performed on the data. The report also describes changes in methodologies since the previous submission (NIR 2020), the results of recalculations and planned improvements.

Waterschap Rijn en IJssel heeft voor de Berkel een hoogwaterverwachtingssysteem ontwik-keld. Dit wordt gebruikt om bij (dreigend) hoogwater te waarschuwen en om maatregeleneffectiever in te kunnen zetten om daarmee eventuele wateroverlast te voorkomen of ver-minderen. De belangrijkste componenten van het systeem zijn de neerslagafvoermodellengemaakt met WALRUS en de stromingsmodellen gemaakt met Sobek, beide geconfigureerdin een Delft-FEWS systeem. Om de modelverwachtingen goed aan te laten sluiten op deactuele afvoer- en waterstandsmetingen is daarnaast gebruik gemaakt van data-assimi-latie met behulp van OpenDA. In deze data-assimilatie worden de interne toestanden vande WALRUS-modellen aangepast met behulp van het zogenaamde Deterministic EnsembleKalmanfilter (DEnKF). In dit artikel leggen we de opzet en de prestaties van dit systeem uiten laten we zien dat moderne data-assimilatiemethoden nuttig zijn voor het operationeelwaterbeheer in Nederland.

Ruimtelijk gedistribueerde hydrologische (neerslag-afvoer)modellen vervangen steedsvaker hun gelumpte tegenhangers. Naast de potentie van deze modellen, komen zemet het probleem dat iedere rastercel een set parameterwaarden vereist, wat hetkalibreren van deze modellen haast onmogelijk maakt. Hier testen we het gebruikvan (pedo)transfer-functies om de parameterwaarden van het conceptuele hydrologische model wflow_sbm te schatten met open-source omgevingsdata. Door gebruik temaken van specifieke opschaalregels per parameter, kunnen de parameters afgeleidworden op de dataresolutie en gebruikt worden op elke gewenste modelschaal. Dezeaanpak leidt tot afvoer- en verdampingssimulaties voor het Rijnstroomgebied diegoed overeenkomen met afvoermetingen en onafhankelijke verdampingssimulaties.We vinden consistente parametervelden op de vier geteste resoluties (1,2, 2,4, 3,6 en4,8 km), een vereiste voor een schaalbaar model. Gesimuleerde verdampingsfluxenop deze vier resoluties zijn vergelijkbaar (afwijkingen tot maximaal 30%) en in mindere mate geldt dit ook voor verticale bodemfluxen. Het ontwikkelde wflow_sbm modelgeeft een systematische onderschatting van de voorjaar- en zomerafvoer in de Alpen,wat te verklaren is door bias in de forcering in de wintermaanden. Een verbeterpuntis de schaalbaarheid van de gesimuleerde afvoer, welke nu alleen schaalbaar is voorde hoofdloop van de Rijn. Een schaalafhankelijke afleiding van het rivier- en lateraledrainagenetwerk zou dit in de toekomst moeten voorkomen.

Complex policy issues pose a conundrum for liberal democratic governments. Disagreement about complex policy issues can often be traced back to fundamental value differences and governments aim to avoid heavy political conflicts based on these, while at the same time they face the need for expedient decision making. One solution is to seek advice of or even defer decisions to expert committees, in particular ethics committees. In this paper, we focus on the role of ethics committees by putting the role of ethicists as experts up for discussion. We argue that governments and the public foster wrong expectations regarding the role and mandate of ethics committees. Normative expertise is essentially different from scientific expertise. Lumping them together has resulted in false expectations and an overvaluation of the role of various types of experts. It is therefore necessary to explicate the roles the various players have and to define what is to be expected from them.

This chapter sets out the approach and research methods used to assess the plant types and species that grow in different parts of the targeted Mediterranean landscape and that could potentially be used in restoration strategies and mitigation of desertified and degraded land. Species occurring in the various land units in the study catchment in southeast Spain are identified. These units are reforested land, rainfed croplands, semi-natural and abandoned land and stream channels, Factors restricting growth of trees and understorey vegetation in reforested land were assessed using experimental plots and the effects of pine litter on seed germination were tested. The potential for growth of cover crops between orchard trees was assessed from hydrological balances. Using multivariate statistical analysis various factors were found to influence the regrowth of vegetation in abandoned agricultural lands. In the ephemeral stream channels a wide range of variables was analyzed and presence of species found to be clearly related to substrate and hydrological zone. The results on differential conditions necessary for or favouring growth of various species are used in subsequent design of optimal spatial strategies of planting and restoration.

The context of processes and characteristics of soil erosion and land degradation in Mediterranean lands is outlined. The concept of connectivity is explained. The remainder of the chapter demonstrates development of methods of mapping, analysis and modelling of connectivity to produce a spatial framework for development of strategies of use of vegetation to reduce soil erosion and land degradation. The approach is applied in a range of typical land use types and at a hierarchy of scale from land unit to catchment. Patterns of connectivity and factors influencing the location and intensity of processes are identified, including the influence of topography, structures such as agricultural terraces and check dams, and past land uses. Functioning of connectivity pathways in various rainstorms is assessed. Modes of terrace construction and extent of maintenance, as well as presence of tracks and steep gradients are found to be of importance. A method of connectivity modelling that incorporates effects of structure and vegetation was developed and has been widely applied subsequently.

WGELECTRA met three times (22–24/10/2014; 10–12/11/2015, and 17–19/01/2017) to discuss the ongoing research projects in Belgium, the Netherlands, and Germany and provide an overview of the state of the art knowledge of the ecological effects. Pulse trawls are used in the North Sea fishery for flatfish and brown shrimp. The shrimp pulse applies a low frequency pulse that invokes a startle response (tailflip) in shrimps. The sole pulse applies a higher frequency that invokes a cramp response that immobi-lise the fish species facilitating the catching process. The use of electricity in fishing has raised considerable concern among stakeholders which is mainly focused on the un-known effects on marine organisms and the functioning of the benthic ecosystem but also altered fishing efforts & catch efficiencies. A number of laboratory experiments have been carried out in which a selection of fish species and invertebrate species have been exposed to electrical stimuli to study possi-ble adverse effects. The maximum pulse treatment applied exceeded the strength of the pulse used by the fishery. Electrical stimulation did not cause direct mortality dur-ing exposure. Exposure to the sole pulse stimuli invoked vertebral fractures and asso-ciated haemorrhages in roundfish species (cod), but not in flatfish species (sole, plaice, dab) or seabass. The results suggest that fractures are restricted to the larger size classes of cod that are retained in the net, whereas smaller cod that can escape through the 80 mm meshes did not develop fractures even when exposed to high field strength. The fracture incidence in cod increases with field strength and decreases with pulse frequency. Fracture incidence varied between experiments. Experimental induced frac-tures corresponded to fractures observed in cod and whiting sampled from commercial pulse trawls. Further studies are required to study the relationship between the frac-tures and the body size and determine the differences in fractures across fish species. Shrimp pulse exposure did not invoke fractures in roundfish or flatfish species. Histological examination of fish exposed to pulse stimuli in laboratory experiments, did not reveal other abnormalities in species examined, except for a small haemorrhage in 2 of the 25 exposed plaice, and a significant increase in melanomacrophage centres in the spleen of cod exposed to the shrimp pulse 24 h after exposure. No adverse effect could be detected on the electro-sense organ used in food detection behaviour of small-spotted catshark. In an experiment exposing brown shrimp and ragworms to a sole pulse showed no consistent adverse effects, but shrimps that were exposed 20 times during a 4-day period to a sole pulse showed an increased mortality compared to one of the control treatments, but not compared to the 2nd control treatment or to mechani-cally stimulated shrimps. Little is known on the effects of electrical stimulation on the development of eggs and larvae. One experiment exposing early life stages of cod (egg, larvae, early juveniles) to a pulse stimulus exceeding the pulse used in the fisheries did not find an increase in developmental abnormalities in exposed animals, but observed a reduced hatching rate and an increased mortality in 2 out of the 8 experiments. No adverse effects were observed in sole eggs and larvae. No studies have been done on the effect of pulse stimulation on the functioning of the benthic ecosystem and nutrient dynamics. Although the laboratory experiments sug-gest that fish and invertebrates resume their normal behaviour after exposure, no in-formation is available on for instance the threshold levels at which the functioning of species is being adversely affected. Electrical stimulation changes the species selectivity of the trawl. The catch efficiency of the pulse trawl for sole is higher, and the catch efficiency for plaice and other fish species is lower, when expressed in terms of the catch rate per swept area. It is uncer-tain whether the pulse trawl has a better size selectivity (reduced bycatch of undersized fish), but all experiments show that the bycatch of benthic invertebrates is substantially reduced. Applying electrical stimulation in the fishery for brown shrimp, offers a promising innovation to reduce the bycatch of fish and benthic invertebrates, while maintaining the catch rate of marketable sized shrimps. The reduction in bycatch de-pends on the design of the net, in particular the specifics of the groundrope. In ecological terms, the replacement of the tickler chain beam trawl with pulse trawl with electrodes diminish the mechanical impact of trawling on the North Sea benthic ecosystem. Although the irreversible effects of electrical stimulation seem to be re-stricted to the vertebral fractures in cod and whiting, further research on the effects of electrical stimulation on marine organisms and ecosystem functioning is needed to as-sess the effects on the scale of the North Sea.

Het Smoddebos is een bijzonder bos op leemgrond met een soortenrijke ondergroei die gebonden is aan vochtige gebufferde omstandigheden. Het gebied is eigendom van dhr. Hobbelink en Natuurmonumenten. De kern (Natuurmonumenten) is in 1997 aangewezen als bosreservaat, wat betekent dat er sindsdien geen beheer meer plaats vindt. Gebiedsdeskundigen (o.a. omwonenden) geven op basis van veldwaarnemingen aan dat de rijkdom van de ondergroei in het Smoddebos in de afgelopen dertig jaar is afgenomen. Het is onduidelijk wat de oorzaken zijn van de veranderingen: beheer van het bos en ontwikkeling (in het sluiten) van de boomlaag en successie of een verandering in de abiotische omstandigheden, bijvoorbeeld verdroging. Provincie Overijssel heeft gevraagd om inzicht te geven in de veranderingen in de vegetatie de afgelopen jaren en om uit te zoeken welke oorzaken deze mogelijke veranderingen hebben. Daarom is een landschapsecologische systeemanalyse uitgevoerd, aangevuld met een uitgebreid onderzoek naar flora en vegetatie.

Visserijbedrijf Snoek B.V. te Urk onderzocht in samenwerking met IMARES een aangepaste twinrig met als doel selectiever te vissen op met name schol en de bijvangst van ondermaatse vis te verminderen in anticipatie op de invoering van de aanlandplicht voor discard vis per 1 januari 2016. Het twinrig net was hiervoor aangepast met een schuin ontsnappingspaneel met vierkante mazen van 180 mm en een horizontaal stuk van ruitvormige mazen van 90 mm uitkomend in een loosgat.Na een eerste test van het net in week 48 met PVC stukken in het net, wat niet succesvol bleek, werden gedurende week 49 van 2015 12 trekken met het aangepaste net naast een conventioneel net bemon-sterd op discards zonder deze PVC stukken erin. Het nieuwe net bleek niet duidelijk minder discard vis, benthos en vuil te vangen.Verder werd de visverwerkingslijn van het te gebruiken schip SC25 “Evert Snoek’’ gedeeltelijk aangepast voor een efficientere en verbeterde verwerking van zowel vis als discards. In week 50 werden beschadig-ingsklassen en -scores bijgehouden van schol gehaald uit een aangepaste stortbak (met water en lucht-toevoer) vergeleken met een conventionele oude stortbak. Er bleek nog geen duidelijk verschil in beschadiging.Er werd ook onderzocht of de mogelijkheid bestaat om een gedeelte van het proces te automatiseren zodat de overlevingskans van de discards aanzienlijk kan worden verhoogd. Op 16/12/2015 werd door de leverancier van het geautomatiseerde vissorteersysteem een demonstratie dag georganiseerd voor de opdrachtgever en partners, waarbij IMARES was vertegenwoordigd. Het systeem bleek de volgende vissoorten afzonderlijk te kunnen herkennen als de vis niet op elkaar op de band ligt: 1) schar, 2) schol, 3) tongschar 4) overige. Het systeem biedt dan ook potentie om op zee het verwerkingsproces van verschillende vissoorten aanzienlijk te versnellen.

Inequality studies tend to assume a positive correlation between income and wealth inequality. We doubt whether this holds for Rhineland welfare states as they seem to combine low income inequality with high wealth inequality levels. We hypothesize that publicly funded life-time income security, which is so typical for Rhineland welfare states, enhances private debt creation, while the redistributive taxes required to finance this system are targeting income rather than wealth.

Ecosystem engineering processes are relevant to many environmental problems and management concerns. Within the program ‘‘Building with Nature’’ (www.ecoshape.nl) we investigate the use of bivalve reefs as ecodynamic measures to protect tidal flats against erosion, which poses a serious problem in the Oosterschelde estuary (Netherlands). Bivalve reefs are ecosystem engineers that influence tidal flow and wave action and therefore modify sediment transport patterns. The development of such infrastructural solutions that aim for an integration with the natural environment can only be achieved through experimentation and learning-by-doing. Artificial oyster reefs were constructed in different erosional intertidal environments in the Oosterschelde. Reefs consist of gabions filled with oyster shells (Crassostrea gigas), offering a stable substrate that allows for the settlement of oysters, while minimizing shell loss. Monitoring results indicate that artificial reefs can develop into self-maintaining, living oyster reefs which stabilize tidal flats. Site-specific effects in reef development (e.g. recruitment of oyster larvae) and in sediment dynamics were observed. Knowledge about local hydromorphological conditions and a thorough understanding of the ecosystem engineering properties and habitat requirements of C. gigas are needed to implement this concept in management practices. We present the concept, monitoring and modeling results and derive design rules from these.

The housing having: a water inlet for letting water in an interior of the housing; a water outlet for letting water out of the interior of the housing; a first electrode provided with a current collector a second electrode; and, a spacer for separating the electrodes and allowing water to flow in between the electrodes. The apparatus has a connector to connect at least one of the first and second electrode with an electrical source. The connector may have two connector parts to clamp the current collector in between connector parts the connector being constructed and arranged to avoid water metal contact. ..
