An online field verification method of road vehicle speed meters used for traffic speeding enforcement is proposed in this paper, and an off-board reference facility for the proposed online field verification method based on 3D tracking radar is developed. The principle of the online field verification method and the design requirement of the off-board reference facility are firstly introduced. Then the working principles of speed, distance and angle measurement used in the off-board reference facility based on 3D tracking radar are analyzed, and the traceability of speed measurement of the off-board reference facility is described. Finally, the full-range speed calibration and uncertainty evaluation in the laboratory are carried out. The speed calibration results show that the speed measurement errors of the off-board reference facility are within ±0.5 km/h at the speed value in the range of (10~100) km/h and ±0.5 % at the speed value in the range of (100~300) km/h, which can satisfy the requirement for the online field verification of road vehicle speed meters.
