On casting a glance at post cold war period, breakdown of bipolar world order there was observed some uncertainty about what centers or what systems, ideologies will ground formation of on a new globes. In such a situation, the emergence of a problem of inter-civilization relations creates conditions for cultural polarization. The factor of civilization, historically formed, and inherited with deep political, economic and cultural values, gives possibility of forming anew of being in practice Western and Eastern blocs (Far East, Latin America and so on), as well. So, the relations of civilization began to come as a foundation of multi-polarization in a new system of international relations. All these processes demand to consider inter-civilization dialogue as the main factor that provide world peace and safety. The noted problem of inter-civilizational dialogue suggested as an alternative to a new world order, its possibility of solving them to what extent and what problem will be left out of this context should be a subject of disputes in this light. Besides, relation of inter-civilization dialogue to interstates relationship is to be achieved attracting also relations between non-governmental actors in particular cultural groups. Though, the nation of inter-civilization dialogue is admitted the task of peace and safety stated in this context should be considered as avoiding traditional war in context differed context from the conception of safety. Modern global controversy can be characterized through a diversity of methods, tools, forms and instruments. Scientific community carries on research in this sphere. In contemporary discourse the notion of “political infantry” is widely used. The expediency and justification of the usage of this notion is analyzed in the following article.

The article shows the importance of the adoption of the UN Charter. The rules and principles of international law embodied in the Charter of the United Nations, form the basis of modern law and order, the preservation of peace and allow to overcome international conflicts. The United Nations is a multilateral international organization and the efficiency of its operations affect the consistency of the positions of the Member States, the degree of interaction in the UN Security Council. The credibility of the UN and its legitimacy, breadth of competence and representativeness allow staff to play an indispensable role in global politics, economic and humanitarian cooperation. In order to maintain the stability of the present world order is necessary to keep the preservation of the basic foundations of international law, the improvement of international legal categories in order to eliminate double standards in law enforcement. Cooperation in the framework of the UN is necessary in solving regional conflicts, countering new challenges and threats to international security. On this depends the effectiveness of the United Nations.

The article deals with the role of the United States in forming military doctrine of Japan from 1945 to 2010. The article also examined the influence of Samurai military tradition on military and ideological training of Japanese army and Navy since the late 19th to mid 20th century, the history of development of strategic relations between the United States and Japan after the Second World War in military, economic and political fields. Documents on political and economic development of Japan from 1945 to the present day have been explored; factors which have had a huge impact on the formation of a new military doctrine have been examined.
