In the 21st century, the diversification of communication and transportation opportunities has not only facilitated regular migration movements but also led to changes in the volume and dimensions of irregular migration. Migrants not only significantly influence the demographic, sociological, and economic structures of the countries they move to but have also become subjects of security concerns. Member countries of the European Union (EU) are targeted by migration movements due to attractive factors such as high living and working conditions, economic prosperity, and governance styles that respect human rights. Claims that migrants threaten the societal security of the EU by affecting its language, religion, cultural values, traditions, and national identities have become frequent topics of discussion in political and academic circles. In this regard, the main aim of the study is to determine whether migration poses a threat to the societal security of the EU or if such a perception exists in EU society. This study has been written to emphasize the necessity of developing sustainable togetherness practices for millions of displaced people due to the compelling effects of many variables such as war, famine, and climate change. In connection with this main concern of the study, Baumanian thought is taken as the theoretical background. This is because, in terms of Baumanian thought, investigating the possibilities of living together without being allergic to the other in a world that has reached the limits of its capacity is one of the most fundamental issues. By evaluating the theoretical possibilities offered by Baumannian thought, the study concludes that developing sustainable togetherness practices with migrants today is not only a matter of moral responsibility but also a practical need. So much so that whether we want to or not, sharing our living spaces with strangers such as migrants, refugees, and asylum seekers is an inevitable reality of our age. [ABSTRACT FROM AUTHOR]

- Abstract
The immigrant problem, one of the most striking socio-pathological events of our day, is more often raised in the context of political issues. While these debates are driven by local and political interests, what is hidden behind political calculations is the tragic position of the migrant. The migrant, who comes to the agenda with political debates, takes on an extremely negative image in terms of social relations. The problem with the sameness of "We" is that the "Other" or the immigrant, as the expression of an element that is incompatible with the local culture, is pushed from the field of "I" into otherness, and is evaluated as an element of conflict that does not force the transformation of publicity on the social level. Although the interest-based determining power of politics has negative effects on the formation of sufficient human common sense regarding the problem, there is an intense debate in the philosophical literature on the basis of Immanuel Kant, Hannah Arendt, Emmanuel Lévinas. Most of the studies put forward in the context of associating the ideas put forward by the thinkers in question with immigration have kept the research deep but limited in scope. In our study, the subject was not deemed necessary in depth, it was sufficient to discuss the basic thinkers, views and the basic dynamics of the relevant views on the subject, and care was taken to outline the relevant literature. Levinas, who stands out as one of the dynamics of the basic literature on immigration and the emphasis on "Otherness", pointed to Western thought that did not prioritize ethical relations as the cause of the political crises of his time. Levinas tries to handle the problem of Otherness, which emerges as a political, ethical and legal problem of the tension that the "I"-centered way of thinking, which brings about sameness, will experience against the "Other", in a different way from the tradition of thought that prioritizes ontology. In the thought of Levinas, who considers the “Other” as an alternative field of sameness, the transcendence dimension of Otherness has the function of removing the Self from narcissism through the discovery or tension of the alterity in the "Other" rather than the sameness of the position of the "I" against the "Others". There is a belief that the "Other", embodied in transcendent Otherness, will lead to an act of unconditional hospitality in the "I". It can be seen that Arendt also discusses the problems that Levinas puts on the agenda. In the context of "Otherness", Arendt's criticisms of the concept of right, which manifests itself with a political ontological understanding rather than an ethical relationship as expressed in Levinas, are in question. Thus, while it becomes possible to question the legal structure that does not include the “Other” in the political sphere, the importance of the "Other" for political discourse is also revealed. At this point, conditional hospitality comes to the fore in the context of foreigner's right, which we encounter in Kant. However, Derrida, who would state that Levinas's unconditional hospitality had practical problems, also found Kant's conditional hospitality problematic. The immigrant, as the “Other” of our time, which is hoped to gain an ethical-political basis of thought in the context of the idea of hospitality, aims to re-discuss the idea of hospitality developed in the existing literature, while also being a call to produce thoughts on the philosophical understanding of the immigrant and the importance of creating a philosophy of immigration. Despite the attempts of various governments to return them to their homeland, from the date of their exile to the present day, Meskhetian Turks still live on their toes in the regions where they were exiled or migrated. Accordingly, the metaphors produced by Meskhetian Turks, who have personally experienced the exile or immigration process, for immigration and other concepts related to immigration, are helpful elements in understanding the immigration processes and the phenomenon of immigration in general. This research, which was carried out with the Phenomenology pattern, which is one of the qualitative research methods, was carried out in the provinces of Bursa, Istanbul and Antalya. The sample group of the study, which aims to reveal the metaphorical perceptions of Meskhetian Turks about the concepts of immigration, immigrant, exile, homeland and Türkiye, consists of 88 Meskhetian Turks. The metaphors produced by the participants about the concepts related to immigration and the features that connect the metaphor to the subject were collected through a structured interview and the obtained data were analyzed by content analysis technique. As a result, it was seen that Meskhetian Turks produced 50 different metaphors for "immigration," 45 for "immigrant," 54 for "exile," 33 for "homeland," and 36 for "Türkiye." Considering the metaphors produced by the participants and the explanations connecting these metaphors to the subject, a total of 14 conceptual categories were created. [ABSTRACT FROM AUTHOR]

The phenomenon of migration varies according to factors in many different dimensions, this study deals with irregular migration and the events that occur in this context. Turkey, due to its geopolitical position, is a transit country in the irregular migration issue, in comparison with neighboring countries, Turkey has become a transit country for migrants due to its relatively higher level of development compared to Middle Eastern countries located to its south and east, and its lower level of development compared to European countries. In this study, the results and reasons for Syrian refugee’s attempts to use Turkey as a transit country and cross to Greece over the Aegean Sea will be analyzed from the perspective of Barry Buzan’s ‘Regional Security Complex Theory. This study focuses on the problem of whether a regional security complex has emerged in the Balkans due to the migration movement resulting from the Syrian Civil War, using Buzan’s theory as a framework, between Turkey and Greece. ÖZ: Sivil Toplum Kuruluşları (STK), uyum faaliyetlerinin gerçekleşmesi adına önemli bir rol üstlenmektedir. Bu faaliyetlerin yürütülmesi esnasında, ihtiyaçların tespitinden, karşılanmasına kadarki tüm süreçlerde birtakım sorunlar yaşanabilmektedir. Bu nedenle bu çalışma, göçmen gruplarla çalışan STK yetkililerinin, göçmenlerin uyum sürecine yönelik gerçekleştirdikleri faaliyetler süresince yaşadıkları sorunların değerlendirilmesi amacı ile yürütülmüştür. Çalışma gerçekleştirilirken STK’ların çalışma içeriklerinin ve yaklaşım biçimlerinin coğrafi ve kültürel açıdan farklılaşıp farklılaşmadığının görülebilmesi hedeflenmiştir. Coğrafi ve kültürel olarak Şanlıurfa ve İstanbul olmak üzere iki farklı il seçilmiş ve bu iki ilde sığınmacılarla çalışan STK yöneticileri ile yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Kartopu örnekleme yöntemiyle 9 katılımcıya ulaşılmıştır. Görüşmeler doğrultusunda, göçmenlerle çalışma deneyimi, uyum faaliyetleri, göçmen çalışmasında kültürel değerler, göçmen çalışmalarının etkililiğine yönelik değerlendirmeler olmak üzere dört ana tema ortaya çıkmıştır. Araştırma sonucunda elde ettiğimiz veriler bu iki şehir özelinde STK’ların çalışma ve uygulama biçimlerinin benzer olduğu göstermiştir. Elde ettiğimiz bu sonucun, hem Türkiye özelinde yaşanan iç göç yoğunluğunun bölgesel farklılıkları giderek azaltması, hem küreselleşme sürecinde ülkelerin ve şehirlerin benzeşmesi hem de kurumsal yapıların giderek yerel yaklaşımlardan uzaklaşması ile ilişkili olduğu düşünülmüştür. ABSTRACT: Non-Governmental Organizations (NGOs) play an important role in the realization of harmonization activities. During the execution of these activities, some problems may occur in all processes from the determination of the needs to the meeting. For this reason, this study was carried out with the aim of evaluating the problems experienced by NGO officials working with immigrant groups during the activities they carried out for the integration process of immigrants. During the study, it was aimed to see whether the working contents and approaches of NGOs differ geographically and culturally. Two different provinces, Şanlıurfa and Istanbul, were selected geographically and culturally, and semi-structured interviews were conducted with NGO managers working with refugees in these two provinces. 9 participants were reached by snowball sampling method. In line with the interviews, four main themes emerged: experience of working with immigrants, integration activities, cultural values in immigrant work, and evaluations of the effectiveness of immigrant work. The data we obtained as a result of the research showed that the working and implementation styles of NGOs in these two cities are similar. It is thought that this result we have obtained is related to the fact that the intensity of internal migration in Turkey gradually reduces regional differences, as well as the similarity of countries and cities in the globalization process, and the fact that institutional structures gradually move away from local approaches.

During the transition from a principality to an empire, Russia followed a policy of economic, political, military, socio-cultural and socio-psychological pressure and attrition, which lasted for three centuries, towards the occupation of the strategically important Caucasus, which was the only obstacle to the realization of the ideal of landing on the warm seas. Tsarist Russia which completed the occupation of the North Caucasus and South Caucasus turned the demographic structure of the Caucasus in its favour, by resettling the Christian population to the regions vacant from the autochthonous people, which was subjected to forced migration. The forced mass movement of Caucasians, who lost the 1864 Caucasian Russian War and became immigrants, started in the direction of the Ottoman lands, which were considered suitable for them. In line with the laws and regulations issued under the responsibility of the "Immigrant Commission", which was established to carry out the affairs related to the immigrants, it was tried to ensure the permanent settlement of the immigrants and to meet their needs. However, the use of the lands where the immigrants were settled by the local people brought along judicial, security, social and cultural harmony problems between the nomadic and settled people and the immigrant population and caused the resettlement of 1864 Caucasian immigrants to Anatolian lands as a sociological problem. Two different provinces, Şanlıurfa and Istanbul, were selected geographically and culturally, and semi-structured interviews were conducted with NGO managers working with refugees in these two provinces. 9 participants were reached by snowball sampling method. In line with the interviews, four main themes emerged: experience of working with immigrants, integration activities, cultural values in immigrant work, and evaluations of the effectiveness of immigrant work. The data we obtained as a result of the research showed that the working and implementation styles of NGOs in these two cities are similar. It is thought that this result we have obtained is related to the fact that the intensity of internal migration in Turkey gradually reduces regional differences, as well as the similarity of countries and cities in the globalization process, and the fact that institutional structures gradually move away from local approaches. Background: The number of immigrant children admitted to public sector healthcare facilities is increasing. However, comparatively few studies investigated its effects on health systems, especially in the orthopedics discipline. This research investigates if there is a significant difference in admission to orthopedics and traumatology outpatient clinics (O&T) between immigrants and local children. Materials and Methods: Immigrant (IP) and local patients (LP) under 18 admitted to the O&T of a tertiary hospital between 2019-2021 were included in this retrospective study. Demographic data of patients, number of admission in a year, place of admission, the reason for admission, treatment method, radiological imaging, and diagnoses (soft tissue trauma (STT), developmental hip dysplasia (DDH), etc.) were evaluated for both groups. Results: 1009 patients were included (n=481 LP, n=528 IP). The number of admissions was higher in IP between 1 and 2 years (p=0.02). The consultations of IP from the emergency department and other departments were statistically higher than those of LP (p<0.001). Fractures/complications and STT are the most common diagnoses in local and immigrant groups. The third most common diagnosis was DDH in LP and general examination in IP. Examinations with MRI and no radiological imaging were more frequent in IP than in LP. Conclusions: It is noteworthy that the number of admissions to O&T and consultations from other services is higher in IP than the LP. Increasing physicians' awareness of cultural differences and expectations and providing health education to immigrant families through professional translators in their preferred language can diminish the load on healthcare. As the number of immigrants in urban space increases, the problems they experience become visible. Undoubtedly, the most important of these problems is the housing problem. House is both an indispensable requirement for migrant to continue with their daily lives and an important tool for the healthy operation of the orientation period. The Syrian migration that had started in 2011 has turned into an important social problem in our times. A part of this problem is no doubt the housing problem. The aim of this study is to handle the conditions of housing of Syrian migrant living in Turkey, and to examine the housing problem they are experiencing in various aspects. There are severe quality problems in houses that Syrian migrants live in. Depots, warehouses or animal sheds are rented to migrants, and most of the time, more than one families are urged to live in the same house because of increasing rental prices. It is observed that Syrian migrants are concentrated in certain regions and create their own ghettos. Ghettoization interrupts the orientation process, and migrants discriminated regarding living areas are facing the hazard of retiring into their shells. [ABSTRACT FROM AUTHOR]

Migration is a phenomenon encountered in almost every period of human history. However, today it has become a global problem. In addition to economic reasons, it is seen that the number of people who migrate due to reasons such as war and disasters is increasing. Immigrants face various risks during and after the migration process. In some countries, migrant workers are perceived as cheap labor and are generally preferred in the informal sector. This causes migrant workers, who are already vulnerable, to be socially unprotected and in an insecure environment. With Covid-19, the fact that immigrants are at a higher risk of losing their jobs and social protection inadequacies forced them to live in more difficult conditions. This study aims to emphasize the importance of social protection and social security problems of immigrants, who are more vulnerable and vulnerable in socio-economic terms, and to offer suggestions for this. 31. ECONOMIC IMPACT OF SYRIAN REFUGEES ON TURKISH ECONOMY

ABSTRACT: The aim of this study is to analyze such impacts on inflation, unemployment rate, economic development, and housing demand as from 2011. For this reason, the subject of this research is defined as “The Impact of Syrian Refugees on Turkish Economy”. Within this frame, “Is migration an economic and demographic solution for the ageing population and work force due to sector specific supply deficiencies?”, or “Could migration be deemed as a risk due to additional burden on social savings and public finance, increase of general price levels, and increased unemployment?” have been determined as the primary problems of this paper. We researched and analyzed the number of Syrian refugees, economic growth, unemployment rate, housing demand, and overall level of prices in between 2012 – 2019 based on the quarterly data. Total statistical information, relevant to Syrian refugees, was obtained from the UN High Commissioner for Refugees (UNHCR), and rest of the data was obtained from Turkish Statistical Institute (TÜİK). In order to make the analysis of Syrian refugees with respect to the Turkish Economy, we primarily used the parameter of time. Hence, the research was performed both for short and long terms. And we used Johansen cointegration, Granger causality, VAR (Vector Autoregressive Model), and Impulse-Response function models. Based on the results obtained, there are no negative impacts on the Turkish economy in the short term, yet negative impacts will be faced in the long term. As a result, the increase of the number of refugees is significantly affecting the unemployment rate, and it is actually creating a horizontal effect on inflation and housing demand. We finalized the research by the results of the analyses performed as well as the contribution of political designs’ and key feedbacks’ projections. ÖZ: Bu çalışmanın amacı, Suriye göçmenlerinin 2011 yılından itibaren günümüze kadar Türkiye’ye göç etmelerinin enflasyon, işsizlik, büyüme ve konut talebi üzerine etkisinin olup olmadığını araştırmaktır. Bu nedenle araştırmanın konusu “Suriyeli Mültecilerin Türkiye Ekonomisine Etkisi” olarak belirlenmiştir. Bu çerçevede araştırmanın temel problemi: “Göç, birçok ülkede yaşlanan nüfus ve işgücü arzındaki sektörel kıtlıklar ile ilgili ekonomik ve demografik sorunlara bir çözüm mü; yoksa göçmenlerin sosyal harcamalara ek bir baskı uygulamasıyla kamu mali dengesine, talep artışıyla fiyatlar genel düzeyine, işgücü arzının arttırmasıyla işsizliğe yol açması nedeniyle bir risk olarak görülebilir mi?” şeklindedir. Çalışmada Suriyeli göçmen miktarı, ekonomik büyüme, işsizlik oranı, konut talebi ve fiyatlar genel düzeyine ilişkin 2012-2019 yılları arasında üçer aylık veriler kullanılmıştır. Suriye göçmenlerine ait istatistikler Birleşmiş Milletler Mülteci Örgütü veri tabanından (UNHCR) elde edilmiştir. Diğer bütün değişkenler Türkiye İstatistik Kurumu veri tabanından (TÜİK) sağlanmıştır. Suriyeli göçmenlerin Türkiye Ekonomisi üzerine etkisinin analizi için göçün kısa ve uzun dönem etkilerine ayrı ayrı bakılmıştır. Johansen eşbütünleşme, Granger nedensellik, VAR ve Etki-Tepki fonksiyonları modellenmiştir. Elde edilen sonuçlara göre, Suriyeli göçmenlerin kısa dönemde ele alınan değişkenler üzerinde Türkiye ekonomisini etkilemediği, ancak etkinin uzun dönemde ortaya çıktığı görülmektedir. Buna göre göçmen sayısındaki artış; işsizliği güçlü bir şekilde artırırken enflasyon ve konut talebi üzerinde artış yönünde yatay bir seyre neden olmaktadır. Ekonomik büyüme üzerinde ise dönemsel artış ve azalışlara yol açmaktadır. Çalışma, elde edilen analiz sonuçları üzerinden Suriye Mülteci Göçünün önümüzdeki yıllardaki projeksiyonuna ışık tutabilecek politik tasarım ve önerilerle sonlandırılmıştır

In the COVID-19 pandemic, the strategy of constructing the disease as a threat caused by foreigners, and attempts to put the blame on the "other" went hand in hand with the outbreak. The accusatory index fingers were mostly aimed at immigrants. The xenophobic rhetoric that immigrants are potential carriers of the virus and pose a deadly health threat has become a central theme for populist politicians advocating curbing immigration. Under the pretext of containing the spread of the virus, some governments have instrumentalized the pandemic to justify strict immigration policies towards immigrants. This article attempts to provide a theoretical explanation of the tendency to scapegoat immigrants in crises. In addition, the news reports from reliable media organizations and the publications prepared by international organizations are examined and the practices of blaming immigrants for COVID-19 are evaluated. The study reveals that some politicians scapegoated immigrants by instrumentalizing COVID-19 to legitimize anti-immigration and these politicians, who were determined to have populist nationalist tendencies, used metaphors such as war, enemy, invasion in their discourses in order to construct the outbreak as an external threat. The study also displays that the tendency to blame immigrants is based on historical and cultural prejudices and that the infodemic is one of the most important factors that ignite the scapegoat mechanism. From the middle of the 19th century, Ankara, and Anatolia generally, became important locations for settlement following the loss of various territories by the Ottoman Empire. This immigration continued after the establishment of the Republic of Turkey, although at a reduced level. Many small groups settled in the city during the first years of the Republican era, including some immigrants from Greece who settled in Ankara after the population exchange between Turkey and Greece. Significant measures were taken to support immigration in Ankara after 1926 when separate living areas were established for immigrants. These areas included the Nogai and Circassian villages constructed and improved during the Ottoman period for previous immigrants. It is of particular note that sample villages, similar to the ones established in certain other provinces of Anatolia, were constructed during the rule of Atatürk for the settlement of immigrants as examples to the Anatolian people and surrounding villages. It is therefore possible to argue that the project was not only an attempt to settle immigrants, but constitutes a zoning plan. The aim of this study, which is based on archival sources, newspapers of the period and field research studies, illuminates the issue of migration to Ankara, as well as various forms of the settlement of immigrants during the rule of Atatürk. The aim of this study is to examine the effects of the pandemic process on immigrants in Turkey based on the findings of previous studies and to make policy recommendations based on the results obtained. The question of the research is "What are the effects of the pandemic process on immigrants in Turkey?" presented in the form. In order to answer this question, five sub-questions were sought in the study. In the study, in which qualitative research methods and techniques were used, the document analysis technique, which is one of the qualitative data collection techniques, was used to obtain the data to be used. In order to provide data for the study, first of all, national and international databases were searched by using keywords, word groups and subject headings that could provide data about the study subject. The documents obtained with the easily accessible sampling method were evaluated by considering the questions to be answered in the study. As a result of the evaluation, themes were created by taking into account the study areas covered in the researches. The data related to the themes created are transferred under the related theme title. Finally, quantitative data on the themes created are presented in a table. Although the data presented by the studies differ from each other, when these data are taken as a whole, it is seen that the majority of immigrants have information about Covid-19. However, the rate of immigrants accessing information through public institutions and organizations is very low. Social media and traditional media are the channels that immigrants use most in accessing information. In this process, some of the immigrants who applied to the hospital units had problems in accessing health services. A significant part of the children of immigrants did not have any problems in accessing distance education. A significant part of the immigrants had problems in accessing their livelihoods in this process. As a result of this situation, immigrants also experienced problems in accessing adequate food, shelter opportunities, energy resources and basic hygiene requirements. [ABSTRACT FROM AUTHOR]

This article focuses on how and in what ways the understanding of the nation-state border affects social perceptions and attitudes towards immigrants in the destination country and how it shapes the mindset of the national community. Modern territorial borders, which were accepted by the Westphalian treaty and then spread to the whole world, became very important symbols pointing to the image and control power of the state. In addition, it should be noted that the border is a functional ideological device in defining national identity, "us" and "other", "friend" and "enemy". Accordingly, the border points to difference, belonging, order and trust not only for the nation-state but also for the community it has built, and offers a perspective against foreigners and immigrants. In this sense, it can be said that while the territorial boundary is physically fixed somewhere, the idea of the territorial boundary manifests itself almost everywhere in the national space or homeland. Therefore, immigrants are exposed to various stereotypes, stigmatization and discrimination due to the "border glasses" view of the native. The aim of this study is to examine the demographic characteristics (age, gender, diagnosis, nationality, outpatient clinic services of immigrants) of immigrant groups who applied to Gümüşhane State Hospital (GSH) in 2014, 2015, and 2016, and to determine their costs (both cost by years and total cost). The method of "Descriptive Content Analysis" was used in the study. The data used in this study were received in digital form in the form of files after obtaining the necessary permissions from GSH. SPSS 21 package program was used to analyze the data. The result of this research will give an idea to administrators, managers, and decision-makers in the management and planning of expenditures for immigrant groups in the health system. While the number of applications of immigrant groups to GSH was 699 in 2014, it was 977 and 1445 in 2015 and 2016 respectively. Immigrant groups applied to GSH 3,121 times in 2014, 2015, and 2016. It is seen that the immigrant groups who applied to GSH for 3 years are mostly citizens of the Islamic Republic of Afghanistan. When the gender and age status of the applications made for 3 years are examined, it is seen that immigrants and women in the 16-30 age group generally apply. It is seen that immigrant groups apply to GSH mostly with the diagnosis of Musculoskeletal and Connective Tissue Diseases and Respiratory System Diseases. In addition, in 2014, 2015, and 2016, the highest number of admissions were made to the Emergency Polyclinic. When the costs of immigrant groups to GSH are examined; It was found to be 32,999.57 TL in 2014, 43,059.04 TL in 2015, and 64,958.37 TL in 2016. In 2014, 2015, and 2016, immigrant groups had a total cost of 141,011.98 TL for GSH. As a result, it has been determined that the cost of immigrant groups to hospitals and the number of applications increase with each passing year. [ABSTRACT FROM AUTHOR]

50. ECONOMIC IMPACT OF SYRIAN REFUGEES ON TURKISH ECONOMY.

The aim of this study is to analyze such impacts on inflation, unemployment rate, economic development, and housing demand as from 2011. For this reason, the subject of this research is defined as "The Impact of Syrian Refugees on Turkish Economy". Within this frame, "Is migration an economic and demographic solution for the ageing population and work force due to sector specific supply deficiencies?", or "Could migration be deemed as a risk due to additional burden on social savings and public finance, increase of general price levels, and increased unemployment?" have been determined as the primary problems of this paper. We researched and analyzed the number of Syrian refugees, economic growth, unemployment rate, housing demand, and overall level of prices in between 2012 - 2019 based on the quarterly data. Total statistical information, relevant to Syrian refugees, was obtained from the UN High Commissioner for Refugees (UNHCR), and rest of the data was obtained from Turkish Statistical Institute (TÜİK). In order to make the analysis of Syrian refugees with respect to the Turkish Economy, we primarily used the parameter of time. Hence, the research was performed both for short and long terms. And we used Johansen cointegration, Granger causality, VAR (Vector Autoregressive Model), and Impulse-Response function models. Based on the results obtained, there are no negative impacts on the Turkish economy in the short term, yet negative impacts will be faced in the long term. As a result, the increase of the number of refugees is significantly affecting the unemployment rate, and it is actually creating a horizontal effect on inflation and housing demand. We finalized the research by the results of the analyses performed as well as the contribution of political designs' and key feedbacks' projections. [ABSTRACT FROM AUTHOR]
