Abstract

During the transition from a principality to an empire, Russia followed a policy of economic, political, military, socio-cultural and socio-psychological pressure and attrition, which lasted for three centuries, towards the occupation of the strategically important Caucasus, which was the only obstacle to the realization of the ideal of landing on the warm seas. Tsarist Russia which completed the occupation of the North Caucasus and South Caucasus turned the demographic structure of the Caucasus in its favour, by resettling the Christian population to the regions vacant from the autochthonous people, which was subjected to forced migration. The forced mass movement of Caucasians, who lost the 1864 Caucasian Russian War and became immigrants, started in the direction of the Ottoman lands, which were considered suitable for them. In line with the laws and regulations issued under the responsibility of the "Immigrant Commission", which was established to carry out the affairs related to the immigrants, it was tried to ensure the permanent settlement of the immigrants and to meet their needs. However, the use of the lands where the immigrants were settled by the local people brought along judicial, security, social and cultural harmony problems between the nomadic and settled people and the immigrant population and caused the resettlement of 1864 Caucasian immigrants to Anatolian lands as a sociological problem.
