SRP is a community-based, not-for-profit electric power and water utility company serving over 2 million central Arizona residents in the Phoenix metropolitan area and beyond. It maintains and operates (whole or in part) a series of reservoirs and dams, a canal system, and a network of power generation stations. One of its overhead 500-kilovolt (kV) lines connects from SRP’s coal-fired Coronado Generating Station near St. Johns in east-central Arizona to the 60-year-old Cholla Power Plant near Joseph City. The Cholla Power Plant, which began operation in 1962, is a 1.02-gigawatt coal power plant jointly owned by the Arizona Public Service Company (APS) and PacifiCorp. The Coronado–Cholla 500-kV line also interconnects to the APS Sugarloaf 69-kV distribution substation north of Snowflake, Arizona. The dynamic Little Colorado River is constantly changing and can threaten many man-made resources, including roadways, railroads, powerlines, and other infrastructure. At present, the Little Colorado River is precariously close to a series of overhead powerlines connected to the Cholla Power Plant, including the Coronado–Cholla 500-kV transmission line, where the river’s active river channel has been carving out the bank around one of the large lattice towers. To mitigate potential failure of the line that could result from the river’s impacts, SRP proposes to relocate one 500-kV lattice tower (T-238) and install a new 500-kV lattice tower (T-237A) to address the issues of a quickly receding riverbank. Because resource conservation is at the heart of its mission as a utility provider, with an ethical obligation to preserve heritage and cultural resources (SRP 2022a), SRP’s Cultural Resources Program contracted SWCA Environmental Consultants (SWCA) to conduct a pedestrian Class III survey to identify any cultural resources that may be impacted by the proposed project.

The Salt River Project (SRP) is planning to conduct 5-year vegetation management along their Coronado-Silvering 500 kV transmission line beginning in May 2022. The portion of the transmission right-of-way (ROW) that crosses Tonto National Forest (TNF)’s Tonto Basin and Pleasant Valley Ranger Districts will be subject to vegetation management during this cycle. The entire length of the proposed treatment corridor has been previously surveyed, with the most recent survey conducted by Logan Simpson in 2016 (Cook et al. 2017). Review of the existing data sources, however, reveals numerous discrepancies in site location, site extent, and concordance among Arizona State Museum (ASM) assigned numbers, Forest Service assigned numbers, and other site numbering systems. Thus, the purpose of this project is to reconcile, to the extent possible, those discrepancies and to provide updated spatial data and recommendations. This will allow SRP to determine spans in which vegetation management by hand is needed to preserve cultural resources sites.

The project area extends along the current and realigned portions of the Florence Canal, from the sediment basin just south of the Ashurst-Hayden Diversion Dam to Picacho Reservoir. In order to comply with stipulations set forth in the EA, all historic properties within the expanded APE must be mitigated prior to construction. At the request of PXAO, Archaeological Consulting Services, Ltd. prepared a historic property treatment plan (treatment plan) to conduct Phase 2 data recovery at AZ U:15:676(ASM), eligibility testing at AZ U:15:861(ASM), Phase 1 data recovery for the new and previously uninvestigated portions of the canal alignment at AZ U:15:124(ASM) and AZ U:15:663(ASM), and Phase 2 data recovery based on previous excavations within the revised APE at AZ U:15:663(ASM). This final report presents the results of these cultural resources investigations.

SRP plans construction of a new irrigation pipeline along the south side of Lehi Road, necessitating the relocation of water and gas service lines by the City of Mesa. A Class III cultural resources survey of the project area was conducted prior to ground-disturbing activities associated with the service line relocations (Marshall 2020). Despite the negative results of the pedestrian survey, the previous records review demonstrated the potential for significant buried deposits in the project area. First, three or four prehistoric canal alignments are plotted as crossing the project area or in proximity to it (Howard and Huckleberry 1991). Second, there is potential for unreported buried prehistoric and historic remains in the area. Multiple prehistoric sites are situated in proximity to the Lehi area. Desert Archaeology completed archaeological monitoring of excavations to relocate water and gas service lines along Lehi Road between SR 202 and the SRP South Canal in Mesa, Arizona. Despite a negative results cultural resources survey (Marshall 2020), monitoring was conducted because prehistoric irrigation canals are plotted in the area and there is potential for unreported buried prehistoric and historic remains. Thirty-four trench excavations were monitored during the project. No significant cultural resources were identified during monitoring. Desert Archaeology, Inc. recommends that no further archaeological work is required for this project. However, should future ground-disturbing activities be conducted in this locale, the City of Mesa should be notified so that potential impacts can be evaluated.

PaleoWest, LLC (PaleoWest) is under contract to Salt River Project (SRP) to conduct a Class I literature review for 203.5 acres of private and ASLD land (Project area), and a Class III cultural resource inventory of 191.7 acres of private land (Survey area) in the Cities of Mesa and Queen Creek, within Maricopa County, Arizona (Project). The remaining Project acreage consists of ASLD land, which was previously surveyed by Northland Research, Inc. in 2019. Of the 191.7-acre Survey area, a total of 176.7 acres were archaeologically surveyed during the Project. The unsurveyed areas included fenced-off construction sites and areas of active farming.

Salt River Project Agricultural Improvement and Power District (SRP) requested North Wind Resource Consulting, LLC (North Wind) conduct a Class III cultural resources resurvey of an approximately 8-mile-long transmission right-of-way along State Route (SR) 87 on Salt River Pima-Maricopa Indian Community (SRP-MIC) land in Maricopa County, Arizona (Figure 1). Emergency repairs and replacements were made to transmission poles within the survey area following a severe monsoon storm, which caused significant damage. The survey was conducted to determine if cultural resources were impacted as a result of the emergency repairs. The survey area consists of the 45.06-acre linear transmission right-of-way along SR 87. Salt River Ordinance 102-86 requires identification and treatment of archaeological resources endangered by proposed construction activities on the SRP-MIC. The project is considered an undertaking requiring compliance with Section 106 of the NHPA, which requires a federal agency to consider the effects of its undertakings on historic properties (cultural resources eligible for listing in the National Register of Historic Places [NRHP]).

Revised November 2022. UP is seeking authority from the Board to construct and operate approximately 6.0 miles of new rail line in Maricopa County, Arizona (Docket No. FD 36501). The proposed rail line would connect UP’s Phoenix Subdivision main line track to industrial properties southeast of the Phoenix-Mesa Gateway Airport via a single-track rail line accompanied by segments of support track. UP also proposes to construct and operate approximately 4.0 miles of new support track along the main line between Power Road and Ellsworth Road. This project is referred to as the PIRATE project. The purpose of the PIRATE rail line is to meet the transportation and logistics needs of existing and future manufacturing businesses within the Pecos Advanced Manufacturing Zone and adjacent areas. The Board’s Office of Environmental Analysis (OEA) identified two reasonable alternatives (Alternatives 1 and 2) that meet the purpose and need for the PIRATE rail line. Alternatives 1 and 2 include new support track along the Phoenix Subdivision main line track and a shared alignment between the new wye connection at the main line and Ellsworth Road. East of Ellsworth Road, Alternative 1 continues directly east while Alternative 2 follows an east-west alignment about 0.25 mile south of Alternative 1.

Salt River Project (SRP) is proposing to construct a new 230kV transmission line in Maricopa County, Arizona (Project). The proposed Project entails the construction of seven miles of new overhead power lines that will follow a previously approved route. The proposed overhead transmission line will require the placement of 56 tubular steel pole structures. The corridor for the proposed Project varies between 100–205 feet (ft) wide. Additionally, a new 230/69kV receiving station will be built in the vicinity of the State Route 24 (SR 24) off-ramp that originates from Arizona Loop 202. Because 22.5 acres of the transmission line corridor, including some pole locations, fall within previously known archaeological sites, SRP contracted PaleoWest, LLC (PaleoWest) to prepare and implement this archaeological Historic Properties Treatment Plan (Plan) to mitigate the potential adverse effects of the ground disturbing activities associated with the pole placement. The four sites crossed by the corridor—AZ U:10:32(ASM), AZ U:10:56(ASM), AZ U:10:224(ASM), and AZ U:10:275(ASM)—are Prehistoric Period Hohokam habitation sites or artifact scatters.

In compliance with Section 110 of the National Historic Preservation Act (54 U.S.C. 306102), the Bureau of Reclamation, Phoenix Area Office (Reclamation) contracted with Tierra Right of Way Services to relocate, re-evaluate, and re-record previously identified cultural resources situated on Reclamation-managed lands near Lake Pleasant, in Maricopa and Yavapai Counties, Arizona. Between November 2, 2020 and March 18, 2022, Tierra Right of Way archaeologists conducted several field sessions to revisit and update site cards for 82 cultural resources in Lake Pleasant Regional Park. Of the 82 cultural resources identified for assessment, Tierra Right of Way was unable to relocate 16 and was unable to visit two sites, due to unforeseen prohibitions on access during mating season. Tierra Right of Way also recommended combining 3 sites following relocation and re-recording. Tierra Right of Way recommended 27 cultural resources eligible for inclusion in the National Register of Historic Places, 9 not eligible, 25 remain unevaluated.

The Project would connect three 230/69kV receiving stations, including the Ball Substation in Gilbert, the Pfister Substation in southeastern Queen Creek, and the Abel Substation east of San Tan Valley. This Project was approved by the Arizona Corporation Commission (ACC) in 2009, when they issued a Certificate of Environmental Compatibility (CEC) (Decision No. 71441)

The three sites crossed by the corridor— AZ U:10:2(ASM)/Germann Site, AZ U:10:32(ASM)/Sand Dune South, and AZ U:10:9(PG)—are Prehistoric Period Hohokam habitation sites.

The PMGAA proposes to develop a portion of the Phoenix-Mesa Gateway Airport (Airport) for an airline service center. This proposed development would affect Locus 2 of site AZ U:10:69(ASM), a National Register of Historic Places (NRHP)–listed archaeological site. The Airport is located at the former Williams Air Force Base in Mesa, Maricopa County, Arizona. The PMGAA manages historic properties within the Airport in accordance with a Programmatic Agreement established in 1995 between the U.S. Air Force, State Historic Preservation Office, Advisory Council on Historic Preservation, and concurring parties, which included the Gila River Indian Community, Salt River Pima-Maricopa Indian Community, Ak-Chin Indian Community, Tohono O’odham Nation, Hopi Tribe, Arizona State University, Maricopa Community College District, Salt River Project, Bureau of Land Management, and PMGAA. The PMGAA retained SWCA Environmental Consultants (SWCA) to develop and implement archaeological data recovery prior to the proposed development. Land owned by the PMGAA is considered State Land with respect to the Arizona Antiquities Act. Archaeological data recovery within a known site on State Land is subject to an Arizona Antiquities Act project-specific permit pursuant to Arizona Revised Statutes § 41-841 et seq. Locus 2 was previously excavated to identify subsurface archaeological features (Phase I) by Dames and Moore in 1997 and 1999 (Bauer et al. 2000; Hill and Bruder 2000; Vargas and Bruder 1997). The locus was determined to be outside of the proposed runway improvements at the time, so the identified features were not subjected to further excavation (i.e., Phase II data recovery). SWCA conducted Phase II data recovery, following the approved Phase II Data Recovery Plan (Vorsanger 2022), and guided by the results of previous Dames and Moore Phase I testing projects and the geomorphology of the project area.

Salt River Project (SRP) intends to stabilize the west embankment along the South Canal between its intersections with McKellips Road and Gilbert Road, in Mesa (Figure 1). The stabilization project is a Bureau of Reclamation (Reclamation) mandated project and would involve vegetation removal and the placement of riprap materials along the canal embankment. The project area was previously surveyed for cultural resources (Aguila 1998; Jensen 1998), however the surveys are more than 20 years old and warrant reconsideration per Arizona State Historic Preservation Office (SHPO) Guidance Point 5 (SHPO 2004). As a result of field survey on April 1 and May 17, six abandoned segments of the historic Utah Extension Ditch (AZ U:9:180[ASM]), and an as-yet undocumented precontact archaeological site were identified within the canal right of way. Additionally, The South Canal, Lehi Historic District, Lehi Historic Lateral 3-2.0, and Martineux House were identified as adjacent to, but outside of the project area.

Salt River Project (SRP) has requested that the U.S. Bureau of Reclamation (Reclamation) conduct the Verde Reservoirs Sediment Mitigation Study (VRSMS) to evaluate options for restoring the storage capacity lost and to reduce future capacity impacts from the natural sedimentation process within the Horseshoe Reservoir on the lower Verde River northeast of Phoenix. The loss of capacity, coupled with the increase in hydrological variability associated with climate change, creates concerns about the Verde Reservoirs system’s future ability to meet the needs of the beneficiaries of the Salt River Federal Reclamation Project and the City of Phoenix, both of which rely on water stored in Horseshoe Reservoir. The purpose of the VRSMS is to evaluate potential solutions to mitigating current and future sedimentation impacts to the Verde Reservoir system. Options include 1) removing sediment from Horseshoe Reservoir to its original storage capacity and 2) enlarging Bartlett Reservoir, located downstream from Horseshoe Dam, by constructing a new dam immediately downstream from and abutting the current Bartlett Dam.

SRP is proposing the Coolidge Expansion Project, which entails the expansion of and upgrades to the Coolidge Generating Station on SRP-owned land in Coolidge, Pinal County, Arizona. The project would require a Certificate of Environmental Compatibility (CEC) from the ACC. SRP contracted SWCA to support the CEC application process, including conducting a cultural resources survey.

North Wind conducted a Class III cultural resources survey of 9.3 acres SRP distribution lines within an ASLD parcel leased to Nammo Talley Defense Systems in Maricopa County, Arizona. The survey was requested to address the replacement of 15 distribution line poles and to provide a cultural resource inventory for ongoing monitoring and maintenance of the lines by SRP. The survey resulted in re-locating one previously recorded site (AZ U:10:313[ASM]) within the survey area. Of the 9.3 acres identified by SRP for survey, approximately 1.5 was paved for roads or parking areas and no ground surface could be observed. Thus, the total surveyed area was 7.8 acres. The survey area transects a portion of site AZ U:10:313(ASM), a prehistoric artifact scatter and one pole identified for replacement is within the site boundary. The site was previously recorded by Northland Research, Inc. (NRI), who recommended the site as eligible for listing in the National Register of Historic Places (NRHP) under Criterion D for its research potential (Marshall 2013). The portion of the site within the current survey area is 0.96 acre and the pole replacement will affect an area of 0.06 acre. Monitoring is recommended for the pole replacement and a treatment plan has been prepared for an Arizona State Museum (ASM) monitoring permit (Peters 2021).

Logan Simpson multi-phased (Phases I and II) data recovery investigations and archaeological monitoring within the prehistoric Hohokam habitation site of AZ U:9:165(ASM)—also known as La Plaza or La Plaza de Tempe—and two historic periods linear sites (summarized below) on the Arizona State University (ASU) Tempe Campus in Tempe, Maricopa County, Arizona. The archaeological investigations were conducted at the request of ASU in advance of ground-disturbing construction of a new campus building complex, called the Interdisciplinary Science and Technology Building VII (abbreviated hereafter as the ISTB 7). This document provides details concerning Logan Simpson’s archaeological testing and data recovery efforts and findings. The methods and findings related to Logan Simpson’s currently ongoing archaeological monitoring during construction of the ISTB 7 building complex and any related infrastructure will be addressed in a future addendum to this report. The technical report includes pertinent contextual information for the project, a review of the overarching research themes that guided the Phase I and Phase II data recovery investigations, the methods and results of fieldwork and laboratory work, and assessment of findings based on the research issues and questions presented in the HPTP (Mitchell and Jones 2018) and addendum to the HPTP (Garraty 2018) developed for this project.

SRP proposes to install a new intercept power pole along an existing power distribution line that connects the Arizona Public Service (APS) system with SRP customers located in the project vicinity. The new wood pole would be located 80 feet to the south southeast of existing APS pole 694585. The new pole would be outfitted with an “intelleruptor” smart switch enabling SRP to remotely control the power circuit. SRP requested that in addition to the pole location, North Wind Resource Consulting, LLC (North Wind) conduct a Class III cultural resources survey of distribution lines in the vicinity to update inventory of SRP’s assets in anticipation of future maintenance and repairs.

This is a presentation from the 2021 Arizona Archaeological Council (AAC) Fall symposium on "The Archaeology of Canals in the Arizona Desert". The Huhugam created a vast irrigation canal system that extended for miles feeding agricultural fields and villages along the Salt and Gila Rivers. When the Gila River ran dry the Gila River Indian Community worked hard to return the water to the people. The Pima-Maricopa Irrigation Project, the first tribally built irrigation system would deliver settlement waters to agricultural lands and riparian areas in the Gila River Indian Community.

The City of Phoenix (COP) Aviation Department has prepared a Comprehensive Asset Management Plan (CAMP) Short Range Development Plan for the Sky Harbor International Airport (Sky Harbor) in Phoenix, Arizona, to guide development at the airport over the next 20 years (herein referred to as the Sky Harbor CAMP Project). The plan proposes improvements to the airfield and the construction of two new Crossfield Taxiways, expansion of the passenger terminal, a grade change of the Union Pacific Railroad within the study area, development of a North Cargo Area, and redevelopment of the South Area. Implementation of the Sky Harbor CAMP Project requires the approval of the Federal Aviation Administration (FAA) and the Federal Railroad Administration. The FAA must approve the changes to the airport layout and the use of federal funds; the Federal Railroad Administration must approve the use of federal funds. Because federal decisions are needed, the project is subject to compliance with the National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA). The COP Aviation Department is currently preparing an environmental assessment to disclose the potential impacts of the plan for compliance with NEPA. SWCA Environmental Consultants (SWCA) was tasked with identifying historic properties within the APE to assist the FAA and the COP to comply with NEPA and NHPA review responsibilities. Historic property identification for the Sky Harbor CAMP Project was conducted in several stages, including background research, archaeological reconnaissance, and an architectural survey of the built environment. Because the planning period for the Sky Harbor CAMP Project extends to 2030, properties constructed up to 1980 would reach historic age by that time. Therefore, evaluating properties constructed up to 1980 (i.e., pre-1981) considers the 10-year lifespan of the Sky Harbor CAMP Project as a whole.

North Wind conducted a Class III cultural resources survey of 10.15 acres for a Salt River Project Agricultural Improvement and Power District (SRP) pole replacement, and for previously unsurveyed SRP distribution lines in the vicinity of Roosevelt Resort Park/Roosevelt Estates, Gila County, Arizona. The project is located within the Tonto National Forest (TNF) Tonto Basin Ranger District. SRP has identified one pole (Number 104404) that requires replacement. Since distribution lines associated with the poles and others in the vicinity have not been previously surveyed, the survey area was extended beyond the area of potential effect (APE) in anticipation of ground disturbing activities associated with future repairs and maintenance. No new sites were identified within the 50-foot diameter APE for replacement of SRP pole 104404 or within the 50-foot survey corridor for the distribution lines.

ADOT is assisting COT with an MUP extension project in Tempe, Maricopa County, Arizona. The new MUP provides a connection between Kyrene Road and the Western Canal for pedestrians and cyclists. The MUP is an extension of the ‘Brake’ bicycle boulevard corridor as outlined in the City of Tempe Transportation Master Plan. The ‘Brake’ bicycle boulevard runs from Tempe’s eastern limits bordering Chandler, to its western limits bordering the town of Guadalupe. The purpose of this project was to address the missing link in the MUP along the ‘Brake’ route, creating over seven miles of MUP and providing a safer environment for cyclists and pedestrians.

The project is being done in anticipation of the construction and maintenance of two parallel transmission lines by SRP. As proposed, one is a double circuit 230 kV line with two circuits of 69kV lines underbuilt on the same pole and optical ground wire (OPGW) line running on top of the poles and the second is a double circuit 69kV line with an OPGW running across the top (Grew 2021). In total, the lines will span 8.364 acres of Arizona State Trust lands, near the City of Mesa, Maricopa County, Arizona. The entirety of the project area has been previously surveyed for cultural resources, with the most recent survey occurring in 2001; however, as these projects are now more than ten years old, ASLD is requesting that a new survey be conducted per Arizona State Historic Preservation Office (SHPO) guidance. North Wind, on behalf of SRP, conducted a Class III cultural resources survey of 8.364 acres of ASLD-administered land in support of the proposed Huckleberry Mesa transmission line construction project in Mesa, Maricopa County, Arizona. No cultural resources were identified within the project area; thus, North Wind recommends that the undertaking will result in no effect to historic properties. No additional archaeological investigations are recommended.

This is a presentation from the 2021 Arizona Archaeological Council (AAC) Fall symposium on "The Archaeology of Canals in the Arizona Desert". Recent data recovery operations conducted on the Salt River Pima-Maricopa Indian Community by North Wind Resource Consulting (North Wind) resulted in two subsurface exposures of the Pima Lateral, an historic irrigation canal that served as the principal irrigation work for the early northside community prior to the creation of the Salt River Indian Reservation in 1879. These efforts provided for a geomorphological analysis of the Pima Lateral and surrounding Lehi Terrace landform, as well as an examination of archival documents and maps in preparing an historic context to better understand the canal’s significance. This context not only informed on the on the developmental history of the Pima Lateral and the broader, northside irrigation system that emerged in the ensuing decades, but also on the social, political, economic, and environmental factors that affected the trajectory of federal modernization efforts on the early Salt River community during the late-nineteenth and early-twentieth centuries.

Sonoran Solar is proposing to construct, operate, and decommission a solar-powered electrical generation facility in Maricopa County, Arizona. The Sonoran Solar Energy Project was originally proposed as a 375-megawatt dry-cooled Concentrated Solar Thermal energy generation plant located on 3,620 acres of BLM-managed lands in Maricopa County, Arizona. Because the proposed project was on federal land, the BLM completed a Final Environmental Impact Statement (FEIS) and issued a Record of Decision in 2011. The BLM selected Sub-alternative A1: Photovoltaic as the agency-preferred alternative over the Proposed Action because it needed less infrastructure, needed only two wells, and avoided most major issues with travel corridors, floodplains, and some of the need for wildlife and vegetation removal. Right-of-way (ROW) grants were issued by the BLM in 2012. Sonoran Solar is proposing to update the selected Sub-alternative A1 while pursuing the final project approvals/Notice to Proceed from the BLM and other federal, state, and local regulatory agencies for development of the Sonoran Solar Energy Project. The current BLM ROW grant covers 2,335.6 acres within the FEIS analysis area; Sonoran Solar’s current plans cover a total of 3,281 acres of BLM land. In compliance with Section 106 of the National Historic Preservation Act, a cultural resources survey of the entire FEIS analysis area and beyond was conducted by Environmental Planning Group (EPG) (Swanson et al. 2009). EPG surveyed a total of 8,646 acres (8,628.6 acres of BLM land and 17.1 acres of ASLD land); however, 73.92 additional acres outside EPG’s survey area are now needed because the area of potential effects (APE) extends beyond the area surveyed by EPG: 50.40 acres of BLM-administered land, 2.06 acres of ASLD land in an existing ROW for an access road, and 21.46 acres of private land. The 2.06 acres of ASLD land are in an existing ROW; however, it was unclear from EPGs report exactly how much of the ROW was surveyed, so a survey was deemed prudent at this time. The approximately 21 acres of private land is to accommodate pulling sites for a Gen-tie transmission line. The current route of the Gen-tie line was within the area previously surveyed by EPG; however, additional pulling areas will be needed for the construction of the transmission line. The BLM is a federal agency; therefore, the Sonoran Solar Energy Project is subject to review under Section 106 of the National Historic Preservation Act, which requires federal agencies to assess the effects of a proposed undertaking on historic properties (i.e., archaeological sites, buildings, structures, objects, or districts listed in or eligible for listing in the National Register of Historic Places [NRHP]). The access road on ASLD land is subject to the Arizona State Historic Preservation Act (ARS 41-861 et seq.), which assigns the chief administrator of each state agency responsibility for the preservation of historic properties owned or controlled by the agency. Sonoran Solar contracted SWCA Environmental Consultants (SWCA) to conduct a cultural resources survey of anticipated additional project area required for the project. The survey was intended to identify any historic properties in the additional project area and therefore support cultural resources review by the BLM and ASLD.

Class III cultural resources survey of 70 acres located southwest of the intersection of Sossaman Road and Peralta Avenue, Mesa, Maricopa County, Arizona. The proposed undertaking is associated with Google’s proposed high-tech campus project, which requires connection to the SRP-managed Browning-Santan 230kV transmission line. SRP will construct a new switchyard and related structures and up to 10 230 kV circuits supported by up to 22 230kV distribution structures.

SRP contracted SWCA Environmental Consultants (SWCA) to conduct a Class III cultural resources survey along a 15.1-mile-long stretch of the Goldfield-Silver King 230-kilovolt (kV) and Browning to Silver King 500-kV electrical transmission line right-of-way (ROW) in Pinal County, Arizona. The purpose of the survey was to identify cultural resources that are listed in or eligible for listing in the National Register of Historic Places (NRHP) so that SRP can take the necessary measures to avoid or minimize impacts to them during future operations and maintenance activities, and to assist the TNF in its management of cultural resources on the lands that it administers.

SRP is in the process of constructing a new irrigation pipeline along Lehi Road and Mesa Drive, which will require the relocation of water and gas service lines to private and public entities by the City of Mesa. These services will be installed in open trenches, some of which will cross an existing historical irrigation lateral. Desert Archaeology, Inc. has completed a Class III cultural resources survey for proposed water and gas service line replacements along Lehi Road and Mesa Drive to be conducted by the City of Mesa. Physical survey of the APE did not result in the identification of significant cultural resources or isolated occurrences. An open-ditch lateral of the South Canal is located on the south side of Lehi Road. While this feature is historical, except location, it lacks integrity. The in-use lateral includes portions of earthen construction and concrete-lined segments. Based on criteria established by Keane (2003), Gifford (2013) recommended the lateral be preserved. The condition of the lateral will not be significantly impacted by the current project, and it will be preserved. In addition, a network of local irrigation ditches is located along portions of Lehi Road and Mesa Drive. These earthen ditches lack integrity. Although the irrigation system is considered a component of the Lehi historic district (Jackman et al. 1999), it is recommended that the ditches themselves be considered non-contributing elements. While there are multiple built features associated with the ditches (e.g., culverts, turnouts, etc.), most of these appear to be of modern construction. Erring on the side of caution, it is recommended that built features be avoided. Despite the negative results of the pedestrian survey, previous records review indicate a potential for significant buried deposits in the APE. First, three or four prehistoric canal alignments are plotted as crossing the APE or in proximity to it (Howard and Huckleberry 1991). Second, there is potential for unreported buried prehistoric and historic remains in the area. Multiple prehistoric sites are located in proximity to the Lehi area. Given the setting (that is, the floodplain of the Salt River) and the proximity of prehistoric irrigation canals, prehistoric habitation sites, agricultural fields, or limited activity sites may be present in the area. In addition, historical occupation of the area dates from 1877. While many of the early structures in the area are gone, there is potential for buried historical features. The area was not systematically surveyed prior to development of the Lehi neighborhood in the late 1800s. Based on the potential for buried prehistoric and/or historic cultural deposits, monitoring future ground-disturbing activities associated with the undertaking is recommended. Pursuant to this, a monitoring and discovery plan is included in this report.

The cultural resources Class I Inventory consisted of a records review of the Roosevelt Lake flood control space. This study area falls within a larger area surrounding Roosevelt Lake that was the focus of Reclamation-sponsored cultural resources studies conducted from the mid-1970s through the 1990s as part of the Central Arizona Water Control Study Plan 6 environmental review and prescribed mitigation associated with increasing the height of the dam to its current height. Inventories conducted for Plan 6 resulted in the identification of 693 cultural properties, and the subsequent mitigative archaeological investigation of 139 prehistoric sites and 35 historic-era sites, and HAER documentation of the Roosevelt Dam and the Power Canal and Diversion Dam.

This report presents the results of cultural resources monitoring conducted for the Grand Canalscape Phase II Shared-use Pathway project (Figures 1 through 4). The cultural resources monitoring was conducted by Jacobs Engineering Group Inc. (Jacobs) at the request of the City of Phoenix Street Transportation Department (City). The work was conducted under Jacobs' Environmental/Natural-Cultural Resources/NEPA On-Call Services Contracts. The Grand Canalscape Phase II (TIGER) Shared-use Pathway project is a City pathway improvement project that completes a shared-use path along the Grand Canal from North 23rd Avenue south of West Indian School Road in Phoenix to the City of Tempe border at 56th Street. Pathway improvements were constructed along three discontiguous segments of the Grand Canal.

The Grand Canalscape Phase II (TIGER) Shared-use Pathway project is a City of Phoenix (City) pathway improvement project that completes a shared-use path along the Grand Canal from North 23rd Avenue south of West Indian School Road in Phoenix to the City of Tempe border at 56th Street. Pathway improvements were constructed along three discontinuous segments of the Grand Canal: • Segment 1: Grand Canal alignment between I-17 and 15th Avenue; • Segment 2: Grand Canal alignment between 16th Street and 36th Street; • Segment 3: Grand Canal alignment between 40th Street and 56th Street. The pathway improvements were constructed along the banks of the Grand Canal and within and adjacent to City streets. The project’s area of potential effects (APE) crossed the boundaries and/or 250-foot buffers of six archaeological sites as well as the plotted locations and 50-foot buffers of unverified Hohokam canal alignments. As defined by the City, the area within 250 feet of the boundary of an archaeological site or within 50 feet of an unverified Hohokam canal alignment is a “buffer” that must be considered in terms of potential ground-disturbing activities. Cultural resources monitoring at the six sites and the plotted locations of the unverified Hohokam canal alignments was required during project construction in Segments 2 and 3pursuant to the stipulations of a project-specific Memorandum of Agreement (MOA). The cultural resources construction monitoring was conducted by Jacobs Engineering Group Inc. (Jacobs) working under the provisions outlined in the City’s blanket Monitoring and Discovery Plan for the City of Phoenix (Montero and Stubing 2004) and a project-specific monitoring and discovery plan addendum (Luhnow and Shelton 2017). This report details the results of the cultural resources monitoring.

Archaeological monitoring was conducted of excavations performed for the replacement of seven power poles and associated guy wire anchors located along McKellips, Longmore, and Alma School Roads on the Salt River Pima-Maricopa Indian Community, Maricopa County, Arizona.

SRP plans to construct a new 69kV transmission line to connect the Humphrey and Turpen substations to provide additional energy to SRP customers and to meet anticipated future needs. The new transmission line will tie into Humphrey Substation, on Riggs Road just west of Lindsay Road, using the existing poles along Riggs Road. From Val Vista Drive, a new line will be constructed from Riggs Road continuing north to Appleby Road and then turn west to meet Turpen Substation at the northeast corner of Appleby Road and Lindsay Road. Fifty-five to 70 new poles will be installed along Val Vista Drive and Appleby Road. The poles will be constructed of Douglas fir trees or weathered steel, will be 65 to 75 feet tall, and will be spaced 250 to 350 feet apart. EcoPlan conducted a Class III survey of this project area on August 24, 2020, and recorded no cultural resources (Rainey 2020). A possible alternate route for the transmission line along 148th Street and Chandler Heights Road was later identified and would require all new poles as described above. SRP requested that EcoPlan survey the alternate alignment. This report details the results of that survey. SRP contracted EcoPlan to conduct a Class III intensive pedestrian cultural resource survey prior to construction of the new transmission line. The purpose of the survey reported here was to identify cultural resources within the project area, assess their eligibility for listing in the National Register of Historic Places (NRHP), and make a recommendation concerning the potential effect of the proposed undertaking on cultural resources listed in or eligible for listing in the NRHP. SRP plans to construct a new 69kV transmission line to connect the Humphrey and Turpen substations to provide additional energy to SRP customers and meet anticipated future needs. SRP contracted EcoPlan to conduct a Class III intensive pedestrian cultural resource survey of an alternative alignment in advance of the project. EcoPlan conducted the survey of the project area on November 5, 2020. No previously recorded cultural resources were identified during background research, and no cultural resources were located within the project area during the survey. No additional archaeological investigations are recommended.

At the request of SRP, North Wind Resource Consulting, LLC (North Wind) conducted a Class III cultural resources survey of 12.49 acres for two distribution lines and access routes on land managed by TNF the in the Mesa and Globe Ranger Districts in Maricopa and Pinal Counties, Arizona. The surveys were requested to address areas where SRP lacks surveys of its facilities and access routes. As a result of routine line inspections, SRP has identified three poles (Numbers 11879, near Apache Junction, as well as 104620 and 104621, in Superior) that require replacement. TNF has determined that cultural resources survey is required prior to pole replacement (Inventory Standards and Accounting Form 2020-12-024, February 2020). Since the distribution lines associated with these poles has not been previously surveyed, the survey area was extended beyond the area of potential effects (APE) for each pole location. Ongoing monitoring and maintenance of these distribution lines requires inventory and assessment of cultural resources.

The COT, in conjunction with the ADOT and FHWA, is planning to construct a multi-use path (MUP) and implement streetscape improvements along 8th Street between Rural Road and McClintock Drive in Tempe. The APE consists of one mile of the existing 8th Street right-of-way measuring 73.0 ft to 90.5 ft wide. This includes the COT-owned property on the north side of 8th Street from Rural Road to Dorsey Lane (a former railroad ROW measuring 33 feet wide by 2,640 feet long), and a SRVWUA 1911 north-south oriented easement midway between Rural Road and Dorsey Lane. The 8th Street MUP APE was previously surveyed and found to include two archaeological sites (AZ U:9:165[ASM] and AZ U:9:298[ASM]) and two in-use historic structures (US Route 80/Bankhead Highway/Old 8th Street and Tempe-Hayden Canal System) (AMEC 2018). Additionally, three previously mapped alignments of prehistoric Canal System 1 are projected to intersect the APE. Preparation of a historic property treatment plan (HPTP; Ferland 2018) and implementation of Phase I data testing was recommended to assess the presence and preservation of the following cultural resources and any associated human remains within the APE.

Booklet gives a brief overview of the history of SRP and the canal system. "The Salt River Project (SRP) began as a partnership between the federal government and landowners in Central Arizona – a partnership that has allowed the area to flourish. When landowners formed the Salt River Valley Water Users’ Association (the Association) over a century ago, it signaled a turning point in the rise of Phoenix as a major Southwestern city. SRP became one of the nation’s first reclamation projects in 1903. Working with the federal government, the Association built dams along the Salt and Verde rivers that fed an extensive canal system. This infrastructure provided a regular flow of water to farmers who had previously faced a vicious cycle of drought and flood. SRP grew and evolved to meet the needs of a growing and changing community. Between 1920 and 1930, SRP expanded its pioneering hydroelectric generation and built power lines to deliver electricity to people in rural areas of the Salt River Valley. Today, SRP’s water storage and delivery system delivers roughly 800,000 acre-feet to the Salt River Valley every year. For nearly 120 years, Arizonans have looked to SRP for community leadership and dependable water and power. Today, SRP is continuing its legacy – providing low-cost, reliable water and electricity to people in the Valley so our communities can continue to thrive."

The Tonto National Forest (TNF) is currently conducting National Environmental Policy Act analysis of the proposed Resolution Copper Project (the project) located near Superior, Pinal County, Arizona. As part of this analysis, the TNF has identified several alternative areas proposed for potential development into tailings storage facilities (TSFs). WestLand Resources, Inc. (WestLand), was contracted by Resolution Copper to conduct a cultural resources inventory of TSF Alternative 5 – Peg Leg Well (the survey area) to identify historic properties that may be impacted by the project.

In October 1998, Desert Archaeology, Inc. conducted archaeological testing inside the Duffield portion of the historic Fish-Stevens-Duffield House. The structure was until recently the location of Janos restaurant. The restaurant has vacated the structure and the Tucson Museum of Art is planning to convert the area to gallery space. The building is owned by the City of Tucson and leased to the Tucson Museum of Art. Architect Bob Vint performed an assessment of the property in September 1998 and noted that the extreme northwest corner of the structure was deteriorating (Appendix A). The condition of the structure worsened rapidly and by early October it became apparent that portions of the wall would have to be repaired. The most likely cause of the deterioration was identified as moisture rising from the ground, and an excavation under the floor in the interior of the house was proposed to determine the source of the water causing the structural damage. Desert Archaeology was asked to excavate the test trench inside the structure to determine whether undisturbed archaeological deposits were present.

Logan Simpson completed a Class III cultural resources survey for the Meridian Road Improvements Project located in the Town of Queen Creek along the boundary between Pinal and Maricopa Counties, Arizona. The Town of Queen Creek is planning to construct the half-street improvements (west side) along two noncontiguous segments of Meridian Road. The North Segment is a 1.0-mile road alignment between Queen Creek Road and Germann Road. As part of the North Segment construction, Queen Creek Road will be widened for 0.25 miles east and west of the intersection with Meridian Road. The South Segment is a 0.87-mile road alignment between Riggs/Combs Road and north of Queen Creek Wash. In the South Segment, the Queen Creek Wash crossing (15-barrel cast in place box culverts) and a 30-foot temporary asphalt road from Riggs/Combs Road to north of Queen Creek Wash will be installed as a traffic reliever prior to the construction of the ½ street improvements. Approximately 2,000 feet of a 12-inch Town-owned water line will also be installed with the traffic reliever activities. Features associated with the ultimate improvements for both segments include new pavement, pavement marking and signage, traffic signals, street lighting, utility relocations, drainage channels/basins, and landscaping. The intended right of way (ROW) for the improvements along Meridian Road and Queen Creek Road is 140 feet wide (42.6 meters) and includes a series of eight retention basins on the ROW periphery within the southern portion of the project area, making the total area of the current road improvements project 42.5 acres (17 hectares) in total.

Desert Archaeology, Inc., personnel conducted archaeological fieldwork for the City of Tucson at the Mission and Mission Garden loci of the Clearwater site, AZ BB:13:6 (ASM), and the Santa Cruz River Westside Canal site, AZ BB:13:481 (ASM), in March through July 2007, and September through October 2008. The work was conducted to mitigate the effects of the planned construction of the Mission of San Agustín, Ancestral Village, Carrillo House, and Mission Garden components of the Tucson Origins Heritage Park. As of June 2015, only the Mission Garden component was constructed. The project was funded by the City of Tucson as part of the Rio Nuevo redevelopment project. In all, 461 archaeological features were documented at the Clearwater site, and 21 canal segments from the Santa Cruz River Westside Canal site were studied. These features date from the time span between the Silverbell Interval of the Early Agricultural period (circa 2100 B.C.) into the American Statehood period, ending at about A.D. 1960. The features located included prehistoric pit structures, roasting pits, and small pits used for various purposes. Mission-era features included foundations of the Mission Garden walls and several middens. American Territorial period features were also found and included a brick-lined well and several outhouse pits. A number of prehistoric and protohistoric mortuary features were also located. These were excavated, and the remains and associated artifacts were repatriated to the Tohono O'Odham Nation. Analyses presented in this report used the features, recovered artifacts, plant materials, and faunal bone to examine three research issues — the changing riverine oasis, oasis communities, and community diversity.

At the request of Derrik Berg of KP Environmental, Antigua Archaeology, LLC (Antigua) conducted a Class I (previous cultural resources records review) of the Salt River Project Southeast Power Link Project (Figure 1). The Project Study Area (PSA) is located southeast of Phoenix in Maricopa and Pinal Counties, Arizona. Antigua Archaeology, LLC has conducted a Class I (records search) of the Salt River Project Southeast Power Link project area located southeast of Phoenix in Maricopa and Pinal Counties, Arizona. The total area reviewed for this study is approximately 9,945 acres.

The Grand Canalscape Phase II (TIGER) Shared-use Path project is a City of Phoenix (City) pathway improvement project that would complete a shareduse path along the Grand Canal from Interstate 17 (1-17) in Phoenix to the City of Tempe border at 56th Street. The pathway improvements would occur along three discontiguous segments of the Grand Canal (designated as segments 1, 2, and 3). Phase I of the Grand Canalscape, which is under construction, would provide the connection between the three segments. Cultural resources monitoring would be conducted for Phase I of the Grand Canalscape project under the provisions of a separate addendum monitoring and discovery plan (Luhnow 2017) approved under consultation conducted under Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (Cogswell [SHPO] to Heath [Reclamation], August 8, 2017).

Arizona State University (ASU) is proposing to construct a new research facility on the main campus in Tempe, Maricopa County. The Interdisciplinary Science and Technology Building VII (ISTB 7) will occupy about 258,000 gross square feet for classrooms, office space, research lab space, support space, and a conference/education center. The proposed facility will also incorporate pedestrian connectivity along University Drive and the existing Valley Metro Light Rail (VMLR). The location of this proposed building is on the southwest comer of the University Drive and Rural Road intersection, near downtown Tempe. The six-acre parcel is owned by the Arizona Board of Regents (ASU), as well as the City of Tempe, and is therefore subject to compliance with the State Historic Preservation Act (A.R.S. §41-861 through §41-864), the Arizona Antiquities Act (A.R.S. §41-841 et seq.), and the City of Tempe's historic preservation ordinance (Tempe City Code, Chapter 14A-6[g]) (Figure 1-Figure 2). Because a Bureau of Reclamation (Reclamation)-owned historic in-use structure occurs within the project area, the project is also subject to compliance with Section 106 of the National Historic Preservation Act of 1966, as amended. The project parcel lies within the boundaries of a large multicomponent site known as La Plaza (AZ U:9:165[ASM]), which is known to contain significant subsurface prehistoric remains, including human remains. Moreover, significant historical archaeological remains have also been documented within the site boundary, reflecting Tempe's early development in the late nineteenth and twentieth centuries. In addition to subsurface remains that may be present within the project area, three historical buildings were identified within the project parcel, as well as remnants of two abandoned linear historic structures (US Highway 80 and the Maricopa & Phoenix & Salt River Valley Railroad [M&P&SRV RR]) and in-use historic linear structure (Kirkland-McKinney Ditch [Hayden Ditch]). This ditch structure is owned by Reclamation and administered by the Salt River Project (SRP) (see Figure 2).

The Phoenix Area Office (PXAO), Reclamation, maintains an archaeological site database for the Central Arizona Project (CAP) main stem canal. The data base was developed using all the previous main stem survey data and previously recorded sites. While many sites have been determined eligible or not eligible for the National Register of Historic Places (Register), some have not received eligibility determinations and some are located outside of the construction corridor and not impacted. Additionally, legacy survey and site records have a number of errors and are sometimes contradictory. When work on the Hayden Rhodes section of the CAP was initiated in the 1970s, contract archaeology was still in its infancy, with field methods and recording procedures still developing. Some of the sites along the Hayden Rhodes Aqueduct were recorded as low density artifact scatters encompassing hundreds of acres. Most of these sites have been resurveyed and site boundaries updated in a more discreet manner. Reclamation requested that Archaeological Consulting Services, Ltd. (ACS) relocate the remaining small sites found along the Hayden Rhodes Aqueduct between Phoenix and the Colorado River as part of this final phase of the assessment study. Reclamation identified 16 sites to re-locate and assess the condition of these archaeological sites within the CAP ROW. This is the fourth and final phase of site assessments along the western reach of the CAP. Only the portions of sites found on Reclamation lands (including within the CAP security fence) were relocated, surveyed, and evaluated. All sites were re-surveyed, mapped, and their locational information updated with Universal Transverse Mercator (UTM) coordinates through Global Positioning System (GPS). Site existence or destruction was determined, as well as current conditions and how much of each site exists within the ROW. Register eligibility recommendations were made and site number discrepancies resolved with new Arizona State Museum (ASM) site numbers assigned, when necessary. The purpose of this resurvey was to correct historic records, site maps, and locational errors. In general, these legacy records from the 1970s and 1980s were incomplete. AZSITE, ACS’s extensive library of cultural resource management (CRM) reports, and reports available online at the Digital Archaeological Record (tDAR) were examined to consolidate as many of these legacy records as possible into this final report. Sites that were not relocated or confirmed as no longer existing within Reclamation lands and/or the CAP ROW were identified and explained.

Archaeological investigations were conducted along the periphery of Honey Bee Village, AZ BB:9:88 (ASM), and in the floodplain of Honey Bee Wash prior to construction activities by Mattamy Arizona, LLC. Honey Bee Village is a large, National Register-eligible site that contains a plaza, a ballcourt and more than 380 pit structures and 277 excavated mortuary features. The goal of the current project was to identify any mortuary features and to excavate them respectfully, before they might be found through the monitoring of heavy construction machinery. No features were discovered during the subsequent monitoring. The focus of work in the floodplain was to identify evidence of canal irrigation. Mechanical stripping on the periphery of Honey Bee Village exposed 21 features, including two features containing animal burials and 19 extramural pits. No human mortuary features were encountered. One of the animal burials contained two dogs and one turkey vulture at the base of a bell-shaped pit approximately 10 m away from the nearest human mortuary feature with no nearby animal burials. The other was a single dog burial located 4 m from another dog burial and not near any other mortuary features. Fieldwork associated with identifying mortuary features also helped to more clearly define the eastern site boundary. No evidence of irrigation was found in the floorplain; however, two roasting features were discovered, resulting in a new site designation, AZ BB:9:450 (ASM). The features were 90 m apart, found in widely spaced trenches. No datable material was recovered from the site. Construction plans for the floodplain are to raise the ground surface with imported fill and, in this way, bury and preserve the features at the site. The two roasting pits are probably representative of the types of features found in this setting and suggest that additional widely spaced roasting features are present. It is recommended that the site be considered eligible for inclusion in the National Register of Historic Places under Criterion D. The site has the potential to inform on prehistoric use of the Honey Bee Wash floodplain. Further work at the site could address research themes regarding cultural chronology and affiliation, as well as subsistence practices.

In accordance with the provisions of the 2004 Arizona Water Settlement Act, the Bureau of Reclamation (Reclamation) is assisting the Tohono O’odham Nation’s (Nation) San Xavier District’s (District) Farm Cooperative (CoOp) in developing new farm land along both sides of Interstate 19 (I-19), south of the existing CoOp fields. Previous investigations in the area included a survey in the mid-1980s by Cultural and Environmental Systems (Heuett 1987a), and survey and testing completed by Archaeological Consulting Services, Ltd. (ACS) in 1999 (Glass 2001), 2005 (Schilling et al. 2005; Stokes 2007), 2011–2012 (Schilling et al. 2012), and most recently 2015 (Gregory et al. 2016). The focus of this current field effort is to conduct an additional survey adjacent to the farm extension in anticipation of the expansion of Papago Road, so that it may provide better access from the farm to I-19, as well as areas south of the farm extension where temporary construction roads may be installed to better access the riverbank. A total of 54 acres were surveyed and 6 sites were recorded, of which 5 were recommended eligible for inclusion in the National Register of Historic Places and 1 was recommended as unevaluated.

In December 2015, the United States (US) Congress approved the Fixing America's Surface Transportation Act, which authorized a 5-year program to improve the Nation's surface transportation infrastructure. The Act formally designated Interstate 11 (1-11) through Arizona. The Federal Highway Administration (FHWA) and Arizona Department of Transportation (ADOT) are preparing a Draft Tier 1 Environmental Impact Statement (EIS) for the I-11 corridor between Nogales and Wickenburg, Arizona, pursuant to the National Environmental Policy Act (NEPA) and other regulatory requirements. FHWA is the Federal Lead Agency and ADOT is the Local Project Sponsor for the Draft Tier 1 EIS. The study documented in this report was conducted to support that Draft Tier 1 EIS. The report summarizes information about approximately 1,500 prior cultural resource studies and more than 600 archaeological sites and historic structures previously recorded in the three Build Corridor Alternatives for the proposed 1-11 between Nogales and Wickenburg, Arizona. The inventory of cultural resources for each Build Corridor Alternative is incomplete, and additional unrecorded cultural resources are likely to be present.

As authorized under the Arizona Water Settlements Act of 2004, the San Carlos Irrigation and Drainage District (SCIDD) is undertaking a 10-year rehabilitation project of its irrigation system. SCIDD is the non-Indian irrigation component of the San Carlos Irrigation Project (SCIP), which provides irrigation water to the communities of Florence, Coolidge, and Casa Grande in Pinal County, Arizona. The Bureau of Reclamation, Phoenix Area Office (Reclamation) directed Archaeological Consulting Services, Ltd. (ACS) to conduct a Class III survey of the expanded area of potential effect, which includes utility relocations, turnouts, and staging areas, along Reaches 1, 2, and 3 of the SCIP Rehabilitation Project. This report contains the results of the Reach 2 supplemental survey. ACS documented 15 archaeological sites and 30 isolated occurrences during survey. Nine sites were recommended eligible for inclusion in the National Register of Historic Places, 4 sites were recommended not eligible, and 2 could not be unevaluated based on the data available.

An Archaeology Assessment conducted by the COP found that the proposed project occurs within the boundaries of the prehistoric site of AZ T:12:70(ASM)/Pueblo Patricio and AZ T:12:42(ASM)/the original Phoenix townsite (OPT). ACS prepared a site-specific work plan addendum that followed the General Historic Properties Treatment Plan for City of Phoenix Projects. This report documents the results of the Phase I data recovery activities. A project specific permit (2017-071ps) and burial agreement (case 17003) were obtained from ASM. A repository agreement was obtained from the Pueblo Grande Museum (PGM). An Addendum Work Plan for Phase II Data Recovery is also included with this report.
