Management of natural resources at the regional level is a compromise between a variety of objectives and interests. At the local level, management of the forests depends upon the ownership structure, with forest owners using their forests as they see fit. A potential conflict occurs if the forest owners’ management decisions are counter to the interests of society in general or the industry that relies on the forest resource as their raw material. We explore the intensity of this conflict at the regional level in several large boreal forest production landscapes. To explore the conflict, we investigate three main interest groups: (i) economically oriented forest owners; (ii) industry groups (focusing on maintaining an even timber supply); and (iii) a group representing general public interests (focusing on enhancing ecosystem services and biodiversity protection). The severity of conflicts differs between interest groups; we found a minor conflict between the economically oriented forest owners and industry and a severe conflict among general public interests and the other groups. By quantifying the conflicts, visualizing the impacts shared among interest groups, we anticipate that through shared discovery and understanding, forests can be managed to lessen the conflicts between interest groups.

Peltometsäviljelyssä puiden latvusten alla on aina alue (esim. maakaistaleet puurivistöjen alla kujaviljelyssä), johon on vaikea istuttaa pääasiallisia viljelykasveja. Näillä alueilla voi kuitenkin olla monia tärkeitä funktioita: ne (i) suojaavat puita esim. maatalouskoneiden aiheuttamilta vaurioilta, (ii) mahdollistavat pääsyn puurivistöön puiden hoitoa tai hedelmien keräämistä varten ja (iii) edistävät monia ekologisia ulottuvuuksia, kuten toimivat elinympäristöina ja tarjoavat ruokaa edistäen monimuotoisuutta. - In a silvoarable agroforestry field, there is always a certain area under the tree canopies (e.g. strips of land under the tree rows in alley cropping systems), where it is difficult to cultivate the main crop. We call that the tree row understorey here. However, these areas can have several important functions: (i) tree protection against possible damage through e.g. agricultural vehicles, (ii) giving access to the tree row for tree maintenance or fruit harvest, (iii) a range of ecological aspects like habitat function and food provision for beneficial biodiversity.

Purpose The purpose of this paper is to analyse the effectiveness of a quality improvement method in driving innovation in the public sector. The study expands on the concept of innovation and analyses the types and usefulness of the innovations observed. Design/methodology/approach The study utilizes an action research approach. The aim of the quality improvement method introduced is to generate innovations enhancing efficiency. An interventionist research method is required to produce the findings. Data collection methods include a preliminary question sheet, interview, workshops, observation and the examination of other material concerning the case organization. Findings The study supports the notion that innovations created with a quality improvement method can be more oriented towards process improvement, particularly in the public sector. Further, when the method enables professionals from different functions to participate in the process, the innovations created can be more comprehensively designed. Innovations can be classified according to their degree of novelty, type, resource consumption and the projected outcome. A project follow-up makes it possible to compare the projected outcome of the innovation against its actual outcome. Practical implications The method applied could be a viable option for practitioners considering public sector quality improvement and innovation capacity building. The paper provides guidelines for prioritizing innovations in terms of their resource consumption and usefulness. Originality/value Integrating quality improvement with innovation generation as a potential efficiency source for public-sector organizations has received relatively little research attention. Further, the paper provides a categorization for innovations in the public sector that provides guidelines for prioritizing innovations.

Tämä väitöskirja käsittelee yksilön resilienssiä organisaation resilienssin osatekijänä. Organisaation tärkein resurssi on inhimillinen pääoma, mielen sitkeä, vahva ja joustava taito vastata työn haasteisiin, palautua kuormasta, oppia uutta ja kehittyä. Organisaation systeemin tulee olla toimiva, jotta inhimillisiä resursseja vahvistetaan ja käytetään oikein. Vaativa työ ja sen tuomat henkiset paineet aiheuttavat kehossa monimuotoisen fysiologisen muutosten sarjan, joka vaikuttaa tilannetietoisuuteen, päätöksentekokykyyn ja lopulta työsuorituksen tehokkuuteen ja laatuun. Tämä vaikuttaa edelleen organisaation kulloiseenkin tilannekuvaan, joka staattisempana johtamisen työvälineenä on riippuvainen yksilöiden tilannetietoisuuden laadusta ja relevanssista. Poliisityö on erinomainen organisaatioympäristö tutkia vaativaa työtä, sekä niitä psykologisia ja fysiologisia muutoksia, joita se aiheuttaa toimijoissaan. Ennen kaikkea tämä väitöskirjatutkimus vastaa kysymyksiin, voimmeko vaikuttaa psykologiseen kuormaan, parantaa työn tehokkuutta ja toiminnan laatua. Toinen tärkeä tarkastelukulma koskee yhtäältä organisaatioiden resilienssiä ja sitä, mitkä seikat tekevät organisaatiosta joustavan, tehokkaan ja suorituskykyisen sekä toisaalta sitä, miten organisaatioiden toimintakyky, resilienssi ja tehokkuus kasvavat toimijoiden paremman suorituskyvyn kautta. Poliisien turvallisuus ja voimankäyttö vaativissa tilanteissa puhuttaa ja samalla huolestuttaa sekä poliisiorganisaatioiden sisällä että julkisessa keskustelussa. Empiirinen tutkimusaineisto on tuotettu vaativan poliisitoiminnan alalla. Näiden tutkimusten perusteella voidaan todeta, että psykologinen ja fysiologinen stressivaste vaativissa tilanteissa voi muuttaa työn suorituksen laatua ja seurauksia joko positiiviseen tai negatiiviseen suuntaan. Nämä vaikutukset välittyvät havainnoinnin, monitoroinnin, päätöksenteon ja toimeenpanon koko ketjun kautta ja vaikuttavat siten koko organisaation toiminnan laatuun, tehokkuuteen ja tuottavuuteen. Tutkimus pohjaa yksilön resilienssiin ja tulokset tukevat suosituksia myös koskien organisaation johtamiskäytänteitä ja kehittämistä. Työssä raportoidut empiiriset tutkimukset osoittavat, että osallistujat ovat pystyneet harjoittelun avulla merkittävästi vaikuttamaan kehon fysiologisiin muutoksiin, esim. sydämen sykkeeseen. Tutkimuksessa mukana olleet toimijat oppivat mm. kontrolloimaan hengitystään vaativien harjoitusten aikana. Tämä vaikuttaa autonomisen hermoston tasapainoon ja sitä kautta parantuneeseen toimintakykyyn. Stressin ja psykologisen kuorman käsittely ja hallinta parantuivat harjoitusten myötä. Tulosten mukaan interventioryhmät osoittivat huomattavasti parempaa psykologista kontrollia, tilannetietoisuutta ja yleistä suoritusvarmuutta kuin kontrolliryhmät, mikä tuli esiin erityisesti parempana päätöksentekokykynä voimankäyttötilanteissa. Tilannetietoisuus ja päätöksentekokyky ovat taitoja, jotka muodostavat osan yksilön resilienssistä. Yksilön parantunut resilienssi parantaa työsuorituksia. Johtopäätöksenä voidaan todeta, että yksilön parantunut resilienssi heijastuu edelleen organisaation tuottavuuteen ja tehokkuuteen. Yksilön suorituskyvyn paraneminen tässä tarkoittaa ennen kaikkea poliisitoiminnan tehokkuuden ja turvallisuuden kasvua vaativissa tilanteissa. Yksilöiden suorituskyvyn nostaminen näissä tehtävissä lisää organisaation resilienssiä. Laadun parantaminen sekä tehokkuuden ja tuottavuuden nostaminen organisaatiossa ovat hallinnollisen prosessin keskeisiä tehtäviä. Kyky tehdä päätöksiä ja kehittää organisaation tehokkuutta ovat hallinnollisen prosessin perusta. Hallinnolliseen prosessiin osallistuvat henkilöt määrittelevät organisaation epävarmuustekijät, tavat reagoida niihin sekä sopeutumisen keinot ja nopeuden. Monet organisaatiot, eivät ainoastaan poliisiorganisaatiot, etsivät menetelmiä ja keinoja, joilla voidaan parantaa toimijoiden suorituskykyä haasteellisessa, kuormittavassa ja vaikeassa työssä. Poliisiorganisaatioiden tehtävä on taata laillisen yhteiskuntajärjestyksen toimivuus, tarvittaessa laillisia voimakeinoja käyttäen. Poliisimiesten parantunut tilannetietoisuus ja päätöksentekokyky voimankäyttötilanteissa voi mahdollistaa henkeä ja terveyttä edistäviä päätöksiä sekä poliisimiehille että kohdehenkilöille ja kansalaisille. Minkä tahansa organisaation toimijoiden ja koko organisaation parantunut resilienssi heijastuu organisaatiokulttuurissa, hyvinvoinnissa ja tuottavuudessa. Tällä on sisäisen tehokkuuden kasvun ohella arvokas myönteinen vaikutus organisaation maineenhallintaan. The dissertation presents and discusses the findings of a research and development project conducted on resilience of individuals in the context of law enforcement. The people comprising an organization are the most important asset of any organization. The personnel of an organization should be able to rely on their mental resources facilitating flexibility, development and recovery from the strain of work so as to meet the challenges they face in their organizational positions. These features of a functional individual will be referred to here as resilience. An organization should offer an individual a functional environment where to apply, strengthen and develop one’s human potential. Any straining work and the related mental burden cause a train of various physiological changes with many effects on an individual’s situational awareness and the ability to make decisions with ultimate effects being reflected on the quality of work and the effectiveness of the individual. These processes will in turn determine the reliability and relevance of the situational picture an organization has at its disposal, the situational picture being a rather static tool of management and decision making and as such being dependent on the accuracy and quality of dynamic situational awareness of the individual. Police work offers an excellent context for researching demanding work tasks having effects on these psychophysiological processes in the human being. The research project aimed firstly at an individual level to find out whether we can harness the psychological burden of work, influence the quality of work and to enhance overall work performance of the individual. A secondary derived research problem at an organizational level focused on organizational resilience to find out whether we can influence resilience, i.e. the flexibility, efficiency and productivity of an organization by enhancing the performance of individuals. Use of force by and also the safety of law enforcement personnel have been very much in the news while the very same themes are discussed and closely analyzed as problems of increasing concern inside the police organization. The reported results based on data gathered in situations simulating demanding police work show that stress reactions may change the course of operations for better or worse depending partially on the body-mind state of involved law enforcement officers. These effects and changes are mediated by various perceptual, situational awareness related and decision making connected processes taking place in involved actors. Whatever sphere of organizational activity demanding decision making we choose to focus on, it is evident that the processes arising at an individual level will have cumulative effects on the quality, efficiency and productivity of the whole organization. The research findings, though based on data gathered from individual processes and performance, allow extrapolation onto the level of the organization as suggestions for development of leadership and managerial practices. The research subjects were able to significantly improve their performance through e.g. training-induced changes in their physiological stress responses, such as the heart rate. The participants learned to consciously control their breathing this enabling them to harness stress-related effects in the autonomic nervous system (ANS) ultimately detrimental to the quality of mental processes and performance if let go on uncontrolled. The iPREP training method improved significantly the participants’ competence in handling and controlling workload and related stress responses. Compared with the controls the intervention group showed better situational awareness and improved performance especially where required to make on-the-spot decisions on use of force. This competence is referred to as individual resilience, as a distinct but related concept from organizational resilience. Organizational resilience is founded on the resilience of the individuals comprising the organization, and their work performance contributes to the organization’s effectiveness and productivity. In the dissertation discussed empirical improvements in the individual performance are attributed to the iPREP training program. The improvements were shown to have an effect on performance in demanding law enforcement contexts. It is posited that these improvements would logically cumulate and show in the overall productivity of the organization were these training programs utilized systematically. Upgrading the quality of intra-organizational services and thereby increasing effectiveness and productivity are the raison d’etre of administrative processes of any organization. Administrative organs in organizations wield power by allocating resources for the advancement of productivity in ways considered proper and effective. This pragmatic power shows e.g. in that people in administrative positions are supposed to react and start adaptive processes in the organization upon first having analyzed and defined factors that pose challenges to the organization. Many organizations besides the police actively search for tools and methods to improve the performance of their personnel functioning in demanding positions under stressful conditions. A central function of law enforcement organizations is to safeguard security, lawfulness and the rule of law in society, even using legitimate force if need be. Improved situational awareness and a better decision-making ability increase security by lowering the risk that law enforcement officers make decisions leading to unwarranted use of force, something that serves the interests of police officers, citizens and those of the clients of the police alike. It can be argued that any organization benefits from successfully managing organizational resilience through improvements at an individual level. The marginal benefits will show on the balance sheet - in the effectiveness and productivity of the organization. More fundamental gains making these macro-level benefits possible are concretely felt by the individuals, as improved work satisfaction and wellbeing. Collectively these contribute to the reputation of an organization so hard to change and still very dear to any organization, whether it be a public organization or a private company.

Off-line ioniohjain kvadrupolimassaspektrometri systeemi. Uuden erillisen ioniohjain-kvadrupolimassaspektrometri (IGQMS) -systeemin käyttöönotto on esitetty tässä työssä. Laitteisto on kehitetty uusien tekniikoiden testaamiseen ja kehittämiseen IGISOL–laitoksella. Työssä on tutkittu laitteiston differentiaalista pumpaussysteemiä ja laitteiston etuosan kuljetustehokkuutta käyttäen 223Ra alfa-rekyylilähdettä. Painemittausten tulokset eri parametreilla ovat esitetty. Kaasuohjaimen käyttöpainealue on mitattu olevan 1 ja 700 mbar:n välillä pitäen käyttöpaineen QMS kammiossa, ja skimmer-systeemin läpäisytehokkuus olevan lähellä 100 %. The commissioning of a new off-line ion guide quadrupole mass spectrometer (IGQMS) system, an off-line platform for the testing and development of new techniques to be implemented at the IGISOL–facility, is presented in this thesis. The differential pumping system is investigated and results of efficiency measurements of the front part of the system using a 223Ra alpha-recoil source are presented. Operational gas cell pressures from 1 up to 700 mbar have been demonstrated while maintaining operational pressure in the QMS chamber. A range of pressure measurements with different parameters is presented, and a transport efficiency through a squeezer-skimmer system of nearly 100 % has been measured.

Asiakasresponsiivisuutta vaaditaan julkishallinnon reformipolitiikassa, jossa tavoitellaan asiakaslähtöisiä, asiakkaiden tarpeisiin vastaavia matalan kynnyksen palveluja. Tavoitteen operationalisointi julkispalveluissa on kuitenkin ongelmallista. Responsiivisuudella tarkoitetaan hallinnon kykyä vastata kansalaisten toiveisiin ja tarpeisiin, mutta rajallisien inhimillisten ja taloudellisten resurssien muutospaineessa periaatteen soveltaminen käytännön kehittämistyössä voi muotoutua toisenlaiseksi. Tämä tutkimus tuottaa tietoa responsiivisuuden ja taloudellisten voimavarojen hallinnan yhteensovittamisen jännitteistä päätöksenteossa. Terveyskioskikokeilujen avulla konkretisoin millaisia ongelmia asiakasresponsiivisuuden parantamisesta voi syntyä voimavarojen tehokkaalle hallinnalle. Julkispalvelujen asiakasorientaation kehittämisideologia näyttää tematisoituvan hallinnon tehottomuuden ongelmana. Uuden julkisjohtamisen doktriinissa on vaadittu, että julkispalvelujen tulisi tuottaa asiakkailleen enemmän vastinetta verorahoille. Kustannusten hallinnasta ja yksilön oikeuksista on hyvinvointivaltion talouskriisin myötä tullut keskeisiä argumentteja kansainvälisessä reformiretoriikassa. Tarkastelin julkispalvelujen asiakas- ja kustannusajattelun dilemmaa erityisesti perusterveydenhuollon kehittämisessä; kuinka vastata kansalaisten tarpeisiin helposta pääsystä ja silti hillitä kasvavia kustannuksia. Asiakasnäkökulmasta hoitoonpääsyn ongelmana ovat pitkät odotusajat ja hankala tavoitettavuus. Tutkimuskohteenani olivat terveyskioskit, jotka ovat esimerkki ennaltaehkäisevästä, matalan palvelukynnyksen toimintamallista. Terveyskioski toimi tutkimuksessa eräänlaisena ikkunana kehittämisen jännitteisiin. Artikkeleissani havainnollistin empiirisesti terveydenhuollon asiakasresponsiivisuuden ja kustannushallinnan problematiikkaa Tutkimukseni on luonteeltaan ymmärrystä avaavaa. Se perustuu neljään terveyskioskia käsittelevään osajulkaisuun ja tutkimuksen kokoavaan teoreettiseen johdantolukuun julkispalvelujen kehittämiseen sisältyvistä jännitteistä ja ristiriidoista. Julkishallinnon uudistuksilla etsitään ratkaisuja rajallisten voimavarojen tehokkaaseen hallintaan. Uudistamisen tavoitteiden, keinojen, kehittämispuheen ja -toiminnan välisten ristiriitojen ja monitulkintaisuuden esiin nostaminen auttaa ymmärtämään päätöksenteon rajoittunutta rationaalisuutta ja asiakasresponsiivisuuden parantamisesta syntyviä yllättäviäkin seurauksia. Uudistustarpeiden legitimoinnin retorinen tarkastelu kertoo siitä, miten poliittishallinnollisia ongelmia kehystetään ja perustellaan. Tulkinta asiakasresponsiivisuudesta kielellisenä ilmiönä kuvaa taustaolettamuksia, joihin idea julkishallinnon tehokkaasta hallinnasta perustuu. Osajulkaisujen perusteella hoitoon pääsyn helpottamisella oli välillisiä vaikutuksia palvelujen kustannusrakenteeseen ja voimavarojen allokaatioon. Asiakastyytyväisyys heijastui korkeana käyttöasteena, mutta palvelujen suurkäyttäjät ja pitkäaikaissairaat käyttivät kioskia lisäpalveluna, mikä suuntasi ennaltaehkäisevää toimintaa sairauksien hoitoon. Asiakasresponsiivisuuden parantamista ohjaa pikemminkin palvelujärjestelmän hallinnan kuin asiakkaiden tarpeiden näkökulma. Asiakasnäkökulmasta tarvetta on ennaltaehkäiseville, helppopääsyisille palveluille ja psykososiaaliselle tuelle, mutta kustannustehokkuuden paine voi ohittaa asiakasresponsiivisuuden ja johtaa palvelukynnysten korottamiseen. Voimavarojen hallinnan ja palvelujen toimivuuden kannalta terveydenhuollon järjestämismallia ratkaisevampaa on tunnistaa suurimmat hoitoonpääsyn esteet, paikalliset palvelutarpeet ja resurssit yli sektorirajojen. Tutkimukseni tekee näkyväksi päätöksenteossa syntyviä todellisia valintatilanteita. Tutkimuksen perusteella julkishallinnon päätöksentekoon ja erityisesti julkispalvelujen kehittämiseen liittyy epävarmuutta tavoitteiden ja keinojen suhteesta. Uudistamisen ideat eivät välttämättä muutu käytännön toiminnaksi. Tehokkuuden parantamisen ratkaisut ovat monitulkintaisia ja voivat johtaa uudenlaisiin ongelmiin tai kehittämistavoitteet korvataan uusilla päämäärillä. Julkispalvelujen kehittäminen tapahtuu niukkojen voimavarojen ja poliittisen päätöksenteon kehyksessä, jossa tehdään arvovalintoja ja kompromisseja palvelutason, tarpeisiin vastaamisen, kustannustehokkuuden ja poliittisen kannatuksen suhteen. Asiakasresponsiivisuus muuttaa perinteistä poliittista ja hallinnollista vastuukäsitystä horisontaalisemmaksi, jossa on yritettävä vastata sekä äänestäjien että asiakkaiden tarpeisiin. Toisin kuin liiketoiminnassa, verorahoitteisessa järjestelmässä päätöksentekoa ja responsiivisuutta määrittävät universalismin ja oikeudenmukaisuuden periaatteet. Yksilöllisiin tarpeisiin vastaaminen ja palvelujen segmentointi on ongelmallista, koska yhden ryhmän asiakasresponsiivisuuden parantaminen voi tarkoittaa asiantilan heikentämistä toisaalla. Tämä tutkimus osoittaa, että asiakasresponsiivisuus on kiistanalainen tavoite eikä vielä itsestään paranna julkisten palvelujen tehokkuutta, vaan sen toteutuminen edellyttää laajempien yhteiskunnallisten tavoitteiden ja pitkällä aikavälillä realisoituvien välillisten vaikutusten pohtimista. Customer responsiveness is emphasized in public management reform policy. The aim is to develop customer-oriented public services that respond to public demand in facilitating access. However, the operationalizing this objective is problematic. Responsiveness is understood as the ability of public administration to respond to the desires and needs of citizens. The pressure for change and the limited human and economic resources may complicate putting customer responsiveness into practice. This study provides information about the decision-making tensions between responsiveness and efficient management of resources while improving public services. Using walk-in clinics to demonstrate these tensions, I illustrate the problems that may arise from customer responsiveness to cost control. Customer orientation in public services is part of the management ideology, with the issue appearing to relate to public sector inefficiency. The New Public Management doctrine argues that public services should provide customers more value for their tax money. With the economic crisis of the welfare state, cost containment and individual rights have become the central arguments in international reform policy rhetoric. The tensions of customer responsiveness are examined in the context of developing primary care; the dilemma is how to facilitate access while controlling costs. From the customer perspective, the major barriers to primary care access are long waiting times and availability difficulties. The subject of the study is the novel walk-in clinics, an example of the preventative and easy accessible service model. The walk-in clinic as a case study exemplifies the tensions of development in practice. The articles empirically reflect the healthcare problems between improving customer responsiveness and cost containment. The study is interpretive in its nature. It consists of four sub-studies on walk-in clinics and the theoretical introduction to the tensions and contradictions of public services improvement. Reforms are efforts to search for solutions in managing scarce resources more efficiently. The aim is to understand the conflicts and ambiguity between the means and ends of reforms and between the reform rhetoric and action. Tensions bring understanding to the bounded rationality in decision-making and unintended consequences when improving customer responsiveness. A rhetorical analysis of reform arguments and their legitimization describes how political–administrative problems are framed and justified. Interpreting customer responsiveness as a linguistic phenomenon represents the underlying assumptions on which the idea of efficient public administration is based. The results show that facilitating access had indirect effects on service cost structure and resource allocation. Customer satisfaction indicated a high utilization. However, the frequent users of health services and patients with chronic diseases used a walk-in clinic as supplementary care, which directed the clinic’s preventative actions antithetically to the treatment of diseases. Responsiveness is promoted from the organizational perspective of service system rather than the perspective of the clients’ needs. From the customers’ viewpoint, there is a need for accessible, preventative services and psychosocial support. Instead of improving access, the pressure for cost efficiency may paradoxically lead to increased barriers in accessing these services. More critical than the healthcare organization model is identifying the main barriers to care access, local service needs, and resources across the welfare sectors in ensuring the efficient use of resources and the functionality of services. This study makes visible real-world decision-making situations. The study argues that the uncertainty about the means and ends is the distinctive feature of public administration decision-making, especially in public service development. Reform ideas do not necessarily turn into action. Solutions in improving efficiency are ambiguous and may cause new problems, and new development goals replace the original goals. Scarce resources and policy-making determine the development of public services, bringing value judgment and compromises among the desired service level, responsiveness, cost efficiency, and political support. The aim of customer responsiveness is to transform the traditional political and administrative accountability in a horizontal direction, satisfying both the voters and the customers. However, unlike in business, in the publicly funded system, the key principles of decision-making and responsiveness are universalism and equality. Responding to individual needs and segmenting services is problematic since improving responsiveness of one group might deteriorate the status quo of another group. This study demonstrates that customer responsiveness is a highly contested aim and does not yet improve the efficiency of public services. For this to materialize, the wider societal goals and the indirect effects of actions that would be realized in the long term should be acknowledged.

This study focuses on practices of engagement and representation in North–South international partnerships, and in global and development education in Finland. The first objective was approached through a qualitative methodology involving document analyses, and interviews with northern and southern partners engaged in education sector partnerships in Zambia from 2003 to 2007. The second objective discusses challenges and possibilities for more ethical North–South partnerships in global and development education policies in Finland. This doctoral study report consists of four articles and a thesis summary. This study draws on three fields of scholarship: postcolonial studies, development studies and global and development education studies. Postcolonial theory is used selectively as a ‘tool for thinking’ that connects critical examinations of North–South engagements and representations with educational possibilities. The methodological framework consists of a combination of different qualitative methods including ethnography and content analysis of three sets of data: 1) 19 semi-structured theme interviews, 2) five open-ended narrative interviews and 3) selected Finnish global and development education policy documents. In the analysis of structures, narratives and relationships in educational partnerships in Zambia, this study outlines tensions and paradoxes that point to the need for more ethical practices that can move beyond hegemonic, ethnocentric and paternalistic patterns of representation and engagement in international development work. The study concludes that ethical engagements in North–South education sector partnerships require an approach that goes beyond individual skills, knowledge and competencies. The importance of systemic analyses of power and knowledge production, of acknowledging the historical and cultural referents that frame possibilities of understanding, and of acknowledging the complexities that are present in North–South engagements are emphasized. Furthermore, the importance of self-reflexivity is suggested as a starting point for understanding the limits of universalised forms of knowing to support ethical engagements. Tiivistelmä Tässä tutkimuksessa tutkitaan pohjoinen–etelä -yhteistyötä Sambian opetussektorilla ja siihen liittyvää tematiikkaa globaali- ja kehityskasvatuksessa Suomessa. Tämä kvalitatiivinen tutkimus analysoi Sambiassa vuosina 2003–2007 koulutussektorin kumppanuusohjelmiin osallistuneiden sambialaisten ja eurooppalaisten kehitysyhteistyöntekijöiden haastatteluja sekä kehitysyhteistyöhön, globaali- ja kehityskasvatukseen liittyviä asiakirjoja. Tutkimus käsittelee haasteita ja mahdollisuuksia pyrittäessä eettisempiin pohjoisen ja etelän välisiin kumppanuuksiin koulutussektorin kehitysyhteistyössä sekä globaali- ja kehityskasvatuksen alueella Suomessa. Väitöskirjatutkimus koostuu tiivistelmästä ja neljästä artikkelista. Tutkimus hyodyntää kolmea tutkimusalaa: postkolonialistista tutkimusta, kehitystutkimusta sekä gloobaali- ja kehityskasvatusta. Tutkimuksen teoreettinen viitekehys perustuu postkolonialistiseen teoriaan, joka tarkastelee krittisesti pohjoisen ja etelän välisiä kumppanuuksia ja niissä ilmeneviä koulutuksellisia mahdollisuuksia. Tutkimuksessa käytetään postkolonialistisia käsitteitä ja näkemyksiä ’ajattelun työkaluina’. Tämän tutkimuksen metodologinen viitekehys yhdistää useita kvalitatiivisia menetelmiä, kuten etnografiaa, sisällönanalyysia ja narratiivisuutta. Etnografian avulla pyritään ymmärtämään tutkimuksen tärkeintä kontekstia, Sambian koulutussektoria. Tämän tutkimuksen ensimmäinen primääri aineisto kerättiin puolistrukturoiduilla teemahaastatteluilla (19). Toinen käytetty tutkimusaineisto sisältää avoimia haastatteluita (5), joissa hyödynnettiin narratiivista aineistonkeruumenetelmää. Kolmas tutkimusaineisto sisältää suomalaisia globaali- ja kehityskasvatuksen asiakirjoja. Näitä kolmea tutkimusaineistoryhmää analysoidaan kvalitatiivisen sisällönanalyysin keinoin. Sambian koulutussektorin kumppanuuksien rakenteiden, narratiivien ja suhteiden analyysi paljastaa jännitteitä sekä paradokseja. Tutkimusanalyysi osoittaa, miten tarkeää on tiedostaa historiallisia ja kulttuurisia seikkoja, jotka ulottuvat yksilöiden taitoja, osaamista sekä pätevyyksiä syvemmälle tasolle. Tutkimus esittää, että refleksiivisyys (self-reflexivity) on hyvä lähtökohta tiedon, taitojen ja osaamisen suhteellisuuden ymmärtämiseen eettisempien pohjoisen ja etelän välisten kumppanuuksien tukemisessa koulutussektorin kehitysyhteistyössä sekä globaali- ja kehityskasvatuksessa Suomessa.

Toimin tutkijana Yliopistojen rakenteellinen kehittäminen, akateemiset yhteisöt ja muutos hank-keessa (RAKE) ajanjaksolla 2008 2009. Yliopistojen rakenteelliseen kehittämiseen liittyvän tutkimustyön lähtökohtina olivat yliopistojen toimintaympäristön muutos sekä niiden taloudellisen autonomian lisääminen. Tähän muutokseen on yhdistetty myös yliopistojen johtamisen ja hallinnon vahvistaminen ja uudistaminen joiden avulla pyritään luomaan edellytyksiä yliopistojen ammattimaiselle johtamiselle ja henkilöstön tehokkuudelle. Teemahaastatteluvastausten perusteella tutkimuksen huippuyksiköissä ja yliopistokoulutuksen laatuyksiköissä on pyritty hyödyntämään erityyppisiä mahdollisuuksia ja yhteistyösuhteita aktiivisesti ja monipuolisesti. Yksiköiden toimintaan liittyi olennaisena osana omaehtoinen perustoiminta, sen suunnittelu, kehittäminen sekä voimavarojen uudelleen kohdentaminen. Lisäksi toimintaan kytkeytyi pyrkimys sekä tunnistaa kutakin yksikköä koskettavat haasteet ja muutosmahdollisuudet että pyrkimys reagoida näihin oikea-aikaisesti. Täten voimavarojen tehokas käyttö näyttää olevan olennainen osa yksiköiden tutkijoiden ja opettajien itsesäätelyä eli niiden kyvyssä käyttää voimavarojaan tehokkaasti hyväkseen erityyppisissä tilanteissa. Tutkimuksen tulos on, että yliopistojen ohjaus- ja johtamisjärjestelmät eivät tue kansainvälisen tason huippututkimusta eivätkä kansallisen tason laatukoulutusta parhaalla mahdollisella tavalla. Yliopistojen yksiköissä toimivien tutkijoiden ja opettajien ulkopuoliseen ohjaukseen ja valvontaan kytkeytyvä tilivelvollisuus raportointeineen sekä kriteereineen näyttää olevan sekä uhkana että konkreettisena haittana heidän tehokkaalle toiminnalleen. Ulkopuolista ohjausta ja kontrollointia tukevat laskennallinen rahanjakomalli, työajanseuranta ja kokonaiskustannuslaskenta estävät ainakin osittain yksiköiden reagointikykyä muuttuvaan toimintaympäristöön ja kaventavat mahdollisuutta harjoittaa tehokkaasti autonomiaan kytkeytyvää itsesäätelyä. My research theme was to examine information as a part of researchers and teachers self-regulation at the universities departments. From this perspective, the primary purpose of information is to less bounded rationality regarding efficiency of basic duties. The approach of this research was based on constructivism. My interpretation and background theory was based on theoretical assumptions of cybernetics, system theory, bounded rationality and information theory. My research was an action research and I utilized multiple triangulations as a research instrument. Researchers and teachers at the universities need information on their resources and an ef-fective use of these resources. They need this information to control their actions and to observe their performance. I was targeted my research at departments researchers and teachers function and environment. Self-regulation needs information on efficiency, in other words, optimal use of resources. Thus, my allegation is that information on efficiency is an essential part of the successful self-regulation at the universities departments. As a result of my research I created a replenishment of the self-regulation model for departments researchers and teachers. This replenishment could create opportunities for departments researchers and teachers to carry on self-regulation. Departments researchers and teachers could try to eliminate informational asymmetries of efficiency, and to create order, achieve stability,and to urge forward active choice.

In this paper, we apply orthogonally equivariant spatial sign covariance matrices as well as their affine equivariant counterparts in principal component analysis. The influence functions and asymptotic covariance matrices of eigenvectors based on robust covariance estimators are derived in order to compare the robustness and efficiency properties. We show in particular that the estimators that use pairwise differences of the observed data have very good efficiency properties, providing practical robust alternatives to classical sample covariance matrix based methods. peerReviewed

In this paper, the shape matrix estimators based on spatial sign and rank vectors are considered. The estimators considered here are slight modifications of the estimators introduced in Dümbgen (1998) and Oja and Randles (2004) and further studied for example in Sirkiä et al. (2009). The shape estimators are computed using pairwise differences of the observed data, therefore there is no need to estimate the location center of the data. When the estimator is based on signs, the use of differences also implies that the estimators have the so called independence property if the estimator, that is used as an initial estimator, has it. The influence functions and limiting distributions of the estimators are derived at the multivariate elliptical case. The estimators are shown to be highly efficient in the multinormal case, and for heavy-tailed distributions they outperform the shape estimator based on sample covariance matrix. peerReviewed

Tutkimuksessa selvitetään agenttiteorian tarjoamien näkökulmien hyödyntämistä valtion ja yliopistojen välisen ohjaussuhteen tarkastelussa. Tutkimus on ensisijaisesti teoreettinen, mutta teoreettista osuutta havainnollistetaan empiirisellä tapaustutkimuksella. Tapaustutkimuksen kohteena on opetusministeriön vuonna 1998 käynnistämä "Tietoteollisuuden lisätoimenpideohjelma". Agenttiteoria tutkii kahden tai useamman tahon välisiä toimeksiantosuhteita, jossa päämieheksi kutsuttu taho antaa jonkin tehtävän suoritettavaksi agentiksi kutsutulle taholle rahallista korvausta vastaan. Agenttiteorian avulla valtion ja yliopistojen välistä rahoitus- ja ohjaussuhdetta voidaan tarkastella toimeksiantosuhteena, jossa päämiestä edustaa yliopistoja rahoittava valtio ja agentteja opetus-, tutkimus-, ja palvelutehtävää suorittavat yliopistot. Teorian yleisten olettamusten mukaan sekä yliopistot organisaatioina että yliopistojen henkilöstö yksilöinä ovat taipuvaisia ajamaan omia etujaan valtion toimeksiantosuhteeseen liittyvien etujen sijasta. Tästä syystä teorian mukaan voidaan olettaa, että monet ongelmat yliopistojen toiminnan taloudellisuudessa, tehokkuudessa ja vaikuttavuudessa johtuvat ensi sijassa yliopistoissa tapahtuvasta oman edun tavoittelusta. Agenttiteorian avulla voidaan hahmottaa mm. seuraavia mahdollisia oman edun tavoittelun muotoja: työntekijöiden työajan käyttö ensisijaisesti henkilökohtaista hyötyä tuottaviin tarkoituksiin, yliopistojen menojen tarpeeton ja jatkuva lisääminen, rahoituksen ristiinsubventointi yliopiston maineen, arvostuksen ja statuksen lisäämiseksi sekä valtiolle toimitettavan seurantainformaation vääristely. Mainittujen olettamusten ohjaamana agenttiteoria keskittää huomionsa kahteen kysymykseen: (1) Miten valtio voi valita toiminnallisesti tehokkaimmat ja laadukkaimmat yliopistot suorittamaan toimeksiantoa useiden yliopistojen joukosta? (2) Miten valtio voi varmistua siitä, että yliopistot toteuttavat toimeksiantosuhdetta valtion edellyttämällä tavalla ja valtion etujen mukaisesti? Agenttiteorian tarjoama ratkaisu on erimuotoisten kontrollointimenetelmien käyttöönotto, joiden avulla valtio voi havainnoida yliopistojen tuotantopotentiaalia sekä ohjata yliopistojen toimintaa ja tuloksia. Koska yliopistot ovat kuitenkin akateemisen työn erityisluonteen, organisaatiorakenteiden sekä tuotannollisen toiminnan monimutkaisuuden takia erittäin vaikeasti ulkoisesti ohjattavissa, voivat myös valtion ohjaustoimintaan liittyvät kustannukset nousta korkeiksi. Lisääntynyt valtionohjaus voi myös aiheuttaa yliopistoille toiminnallisia vaikeuksia ja entisestään lisätä tavoiteristiriitoja valtion ja yliopistojen välillä. Kokonaisuudessaan agenttiteorian voidaan todeta tarjoavan lukuisia uusia näkökulmia valtio-yliopistosuhteen sekä suomalaisen tulosohjausjärjestelmän tarkastelulle. Teoria antaa loogisesti johdonmukaisen viitekehyksen arvioida yliopistojen valtionohjauksessa käytettäviä hallinta- ja ohjausmenetelmiä sekä näiden menetelmien soveltuvuuteen liittyviä kysymyksiä. Teoria myös tarjoaa vaihtoehtoisia selityksiä yliopistojen alhaiselle suoritustasolle sekä korkeakoulusektorin kustannusten kasvulle. Agenttiteorian avulla voidaan antaa kattava ja myös teoreettisesti perusteltu kuvaus yliopistojen valtionohjaukseen liittyvistä lukuisista vaikeuksista. Agenttiteorialla on vahvuuksistaan huolimatta myös useita heikkouksia. Teorian perusolettamukset rakentuvat kapealle käsitykselle motivaatiosta eikä teoria pysty tunnistamaan oman edun tavoittelun lisäksi muita merkittäviä syitä yliopistojen heikolle suoritustasolle. Teorian heikkoutena voidaan pitää myös sitä, että se tutkii valtio-yliopistosuhdetta kyseenalaistamatta valtion yliopistoille asettamien päämäärien oikeutusta ja mielekkyyttä. Teoria ei myöskään pysty huomioimaan viitekehyksessään valtio-yliopistosuhteelle ominaisia kulttuurisia, sosiaalisia ja poliittisia elementtejä. The aim of the present research was to utilize agency theory as a theoretical framework for the examination of the government-university relationship in order to discover the insights agency theory can offer, and the main strengths and weaknesses of agency theory in the context of government-university relationships. This research discovered the existence of informational asymmetries and goal conflicts in government-university relationships and that they create favorable conditions for the appearance of agency problems. Examining these problems enabled conceptualizing different forms of opportunistic behavior of universities and the description and analysis of government s governance mechanisms. The concepts of agency costs and agency variables were introduced for the examination of government- university relationship. Agency variables were found to of­fer insights for analyzing the conditions connected to the government-university relationship and the impact of these conditions in the use of government s governance mechanisms. Agency costs help determine the total costs resulting from governing universities and the costs incurred because of the opportunistic behavior of the universities. Due to its covert nature, it was impossible to fully prove the existence of opportunistic behavior empirically. Similarly, calculating agency costs in empirical context was found to be very difficult. It was found that, with its logically consistent framework, agency theory is able to manifest many of the complexities and difficulties that government faces when it attempts to govern universities. Agency theory was found to offer unique explanations for the government s choice and use of certain governance procedures, low performance of universities and cost growth in higher education sector. Agency theory was also found to have several weaknesses. The theory relies much on narrow assumptions of human nature and motivation, and it partly fails to distinguish other factors than opportunistic behavior as the cause for poor performance of universities. It was discovered that agency theory examines government-university relationships without questioning the legitimacy and the sensibility of government goals. Further, agency theory is not able to capture the wide variety of non-economic aspects inherent in government-university relationships and it cannot incorporate multiple principals in its framework.

Väitöksen aihe käsittelee kuntasektorilla jo pitkään toteutettuja erilaisia markkinasuuntautuneita palvelujen ohjausmuotoja. Ajankohtaisen aiheesta tekee käynnissä oleva kunta- ja palvelurakenneuudistus, jossa teema on nostettu esille toiseen kertaan maamme kuntasektorin historiassa. Paljon huomiota ovat saaneet erilaiset tilaaja-tuottajamallit. Niiden lisäksi palvelusetelit ovat alkaneet yleistyä joissakin kunnallisissa palveluissa. Tutkimus käsittelee näiden mallien teoreettista pohjaa, näennäismarkkinoita. Tutkimuksessa pohditaan näennäismarkkinoiden tehokkuuteen liittyviä rajoitteita sekä teoriassa että käytännössä sekä kuntasektorin mahdollisuuksia näennäismarkkinoiden säilyttämiseen. Näennäismarkkinoita ei ole aina onnistuttu muodostamaan muun muassa siitä syystä, että palvelulle ei ole syntynyt todellista vaihtoehtoista tuotantoa. Muita rajoitteita aiheuttavat mm. julkisten ja yksityisten tuottajien erilainen markkina-asema toisiinsa nähden sekä julkisen tilaajan kyky tulkita palvelun käyttäjän tarpeita oikein. Toisaalta näennäismarkkinoilla voidaan onnistua joissakin tapauksissa poistamaan sellaisia ongelmia, joita esiintyy markkinoilla. Tällaisia ovat esimerkiksi monopolin kontrollointi, palvelun tuottajiin ja palvelun laatuun liittyvän tiedon hallinta. Tutkimukset osoittavat, että kilpailun aiheuttama epävarmuus heijastuu tuottajaorganisaatioihin ja henkilöstöön heikentäen kokonaistehokkuutta, mikäli palvelujen tilaajan ja tuottajan välinen luottamus menetetään. Tilaaja-tuottajamallien luominen voi pahimmillaan kasvattaa organisaatiokustannuksia ilman, että sillä saavutetaan selkeitä hyötyjä. Tilanteissa, joissa markkinaistamisella voidaan saavuttaa hyötyjä, ongelmaksi voi muodostua näennäismarkkinoiden ylläpito. Se edellyttää aktiivista tilaajan toimintapolitiikkaa. Mahdollisuudet näennäismarkkinoiden säilyttämiseen kuntasektorilla rajoittuvat riittävän pitkiin sopimusjaksoihin, strategisesti oikein mitoitettuun kilpailuttamiseen sekä puitesopimusten ja palvelusetelin kaltaisiin ratkaisuihin. The present research investigates, using concept analysis, the limitations to creating and the options for maintaining local quasi-markets. The idea of the research is to compress the theoretical discussion and empirical research of quasi-markets and to enhance it with four separate articles to provide a view of the concept of quasi-markets and its applicability to local government services. Quasi-markets may be understood as an intermediate form of hierarchy and markets. They are created when the public sector opens its service production to other providers by abandoning its monopoly and hierarchical way of producing services. Quasi-markets are established and maintained by the public sector, and the public sector is usually the subscriber, regulator and purchaser of the service. Services produced in quasi-markets usually implement the objectives of social profitability and welfare. There may be different kinds of competing providers in quasi-markets (for-profit and non-profit organisations, public and private). The user of the service does not normally pay for the service at the point of consumption; money flows between the (public sector) purchaser and provider. Quasi-markets may fail for several reasons. The first is failure in quasi-market formation, which refers to the fact that market formation in quasi-markets may fail because it is impossible to break monopolies in practice. Another question is classic market failure problems, which may affect quasi-markets, like any other markets. The institutional differences between public and private providers are so significant that it may be impossible to pursue a market-like situation. Quasi-market theory has been criticized for slack concept definition and a naïve comprehension of markets. The theory of quasi-markets sets criteria for efficiency, where the transaction costs in quasi-markets may not exceed the costs savings. However, what the transaction costs actually include is debatable. Organising costs are usually high but difficult to measurable. If the formation of quasi-markets is to solve such problems as market failure (like imperfect information, monopoly control), quasi-markets may be more efficient than using markets. The policy of the purchaser is the key element in maintaining quasi-markets (the use of competitive bidding, the length of the contract period, maintaining a public provider).

Väitöskirjassa tarkastellaan tuotannontekijöiden liikkumisen syitä ja seurauksia kolmesta näkökulmasta. Mallikehitelmät tuottavat osin yllättäviäkin tuloksia. Osittaistasapainolähestymistavassa keskitytään ihmisten työperusteiseen muuttamiseen ja sen hyvinvointivaikutuksiin. Paikallisella politiikalla on vaikutusta muuttopäätöksiin. Tärkeä havainto on esimerkiksi se, että muuttovoittokunnan toimeenpanema verotus aiheuttaa lyhyellä tähtäyksellä ulosmuuttoa ja hyvinvointitappioita, kun taas muuttotappiokunnissa vastaavia vaikutuksia ei välttämättä esiinny. Kokonaistasapainolähestymistavassa tuotannontekijöiden, ml. pääoma, alueellista kohdentumista tarkastellaan makronäkökulmasta. Kulmaratkaisut, joissa jokin paikkakunta lopulta tyhjenee kokonaan, ovat mallin mukaan mahdollisia. Kansallisen politiikan vaikutukset muuttamiseen ja hyvinvointiin riippuvat politiikan luonteesta ja sitä koskevista käsityksistä. Ns. reilu politiikka, jossa perityillä veroilla on täysi vastine, ei vaikuta muuttamiseen. Vaikutuksia esiintyy, jos politiikka ei ole reilua, tai jos ihmiset arvioivat verojensa todellisen vastineen väärin. Kannustimet kuitenkin lievenevät ja poistuvat kokonaan pidemmällä tähtäyksellä, kun ihmiset korjaavat käsityksiään reilun politiikan suhteen. Klubiteoreettisen lähestymistavan mukaan muuttamiseen vaikuttavat muutkin kuin työperusteiset syyt, ja paikkakunnan koko vaikuttaa sen kykyyn tuottaa hyvinvointia asukkailleen. Muuttoliike ei yksin pysty tuottamaan tehokasta kohdentumisratkaisua vaan sen rinnalle tarvitaan paikallista, asukkaiden kollektiiviseen päätöksentekoon perustuvaa politiikkaa. Muuttoliikkeen ja paikallisen itsehallinnon keskinäisyhteys myös synnyttää aluetalouteen kilpailulliset olosuhteet, mikä takaa dynaamisen tehokkuuden toteutumisen koko taloudessa. Kansallisellekin politiikalle on silti tarvetta. Vastoin yleistä käsitystä kansallisen politiikan taloudellisilla ja hallinnollisilla keinoilla on erilaiset vaikutukset, ja kiinteäsummaisillakin alueidenvälisillä tulosiirroilla on muutto- ja hyvinvointivaikutuksia. The question of inter-municipal migration is interesting for both empirical and theoretical reasons. Migration has grown more and more extensive in Finland and concerns a wide variety of elementary choices, both individual and collective, which are of immense importance to the functioning of the market economy. This thesis provides theoretical clarification of the issue of spatial resource allocation with special emphasis on the migration of people. The thesis examines the effects of migration into and out of municipalities on the welfares of their current and potential residents and on social welfare. The focus is on economic efficiency, and the main intuition is that migration should be a vital element in the real-world mechanism of resource allocation. The thesis consists of six essays integrated into a single work, the logical structure of which is given by three approaches called the Partial Equilibrium Approach, the General Equilibrium Approach and the Club Theoretic Approach. The Partial Equilibrium Approach is based on a synthesis of the classical model of inter-regional labour migration and the model of trade policy. It is found that the short-run effects of labour income taxation on migration and welfare are asymmetric in out- and in in-migration municipalities: taxes imposed in an out-migration municipality cause effects on migration and welfare only if the tax is decidedly high, but taxation in an in-migration municipality causes out-migration and causes welfare losses even for a small tax. However, the effects remain minor if the out-migration municipality is small and rich in capital, and/or if the in-migration municipality is big and rich in capital. Thus, at least in Finland, the short-run effects remain quite insignificant in practice. The General Equilibrium Approach applies the seminal neo-Keynesian macroeconomic model to the analysis of inter-regional factor migration. Four types of market adjustment are specified, namely price adjustment, nominal wage adjustment, opposite adjustment and parallel adjustment. The effects of labour migration in particular on local interest rates are shown to depend on the specific adjustment path. From a theoretical point of view, an interior solution of spatial resource allocation is not in general granted. The model is used to examine the effects of local policy on migration, and an AEH-type explanation is used to describe people s perceptions of the policy. A fair policy programme, which does not distort the real wage comparisons between localities, does not affect migration. On the other hand, an unfair programme is shown to encourage migration the more the farther the anticipations concerning the repayments are from the true nature of the program. In the longer term, when people correct their perceptions concerning the repayments, the effects are mitigated and eventually reduced to zero, provided that the programme is actually fair. In the Club Theoretic Approach, welfare in a city depends on the size of the city because of agglomeration economies and diseconomies. Technological and pecuniary externalities are internalised in the city and explain migration and the formation of cities. It is shown that migration may lead to non-optimal solutions, even when the city itself acts as a true market agent in choosing its optimal size from a within-club viewpoint. The results of the effects of national level policy somewhat contradict the conventional wisdom. First, administrative and economic policy measures are shown to differ in their effects, and second, if cities are initially outside their within-club optima, lump sum transfers rather accelerate than stabilise spatial evolution. The competitive dynamics of the system is a product of people s exit-type choices (migration) and their collective voice-type choices. The use of local efficiency enhancing measures depends on the pressure of exit. A necessary condition for dynamic efficiency is that the migration equilibrium is non-stable. Dynamic efficiency is more likely to emerge between initially small than initially large cities. The pressure for efficiency is weaker in the most relevant case of asymmetric cities.

Puuttumattomuutta, tuhlausta ja työn paineita Tehostamispaineet Julkissektorilta odotetaan koko ajan enemmän ja parempia palveluja. Ratkaisuehdotuksina esitetään joko resurssien lisäämistä tai tehokkuuden parantamista. Mahdollisuudet resurssilisäyksiin ovat kuitenkin rajalliset. Kun tehokkuutta pyritään parantamaan, on oleellista tietää, miten tehokkaasti entuudestaan toimitaan ja mikä aiheuttaa tehottomuutta. Vain siten on mahdollista tavoittaa tehottomuutta aiheuttavia tekijöitä. Miten ja mitä tutkittiin? Tutkimuksessa selvitettiin, mitkä tekijät henkilöstö koki tehottomuutta aiheuttaviksi. Tehokkuutta edistävät piirteet sen sijaan eivät olleet tutkimuksen kohteena. Tehottomuusilmiötä avaavana teoriana käytettiin X-tehokkuusteoriaa, jossa yksittäiset ihmiset mielletään tärkeimmiksi tehokkuustekijöiksi. Teorian mukaan ihminen tekee päätöksiä sekä järjen että tunteen varassa. Yhteistoiminta ja johtaminen vaikuttavat yhteisön tasolla tehokkuuteen. Tutkimuksessa paikannettiin x-tehokkuusteorian avulla tehottomuutta aiheuttavia tekijöitä ja niiden vaikutuksia. Pääosin laadulliset empiiriset tutkimusaineistot kerättiin sosiaalitoimen vanhuspalveluja tuottavista työyhteisöistä (kotipalvelu ja vanhainkodit). Hyvin voiva ihminen tehokkuustekijä Organisatorinen tehottomuus syntyy yksittäisten ihmisten ja ryhmien työkäyttäytymisestä. Siksi tehokkuuden parantamisessa on syytä entistä enemmän kiinnittää huomiota yksilö- ja ryhmätason sosiaalisiin prosesseihin ja johtamiseen kohdistuviin psykologisiin odotuksiin. Tutkimuksen tulokset auttavat ymmärtämään, miten tehottomuutta syntyy, mihin se vaikuttaa ja minne painottuu. Tärkeää on myös ihmisten työhyvinvoinnista huolehtiminen, sillä hyvin voiva ihminen on tehokkaampi kuin huonosti voiva. Tehottomuuden 11P-oireyhtymä Tehottomuus kietoutui organisaatiokulttuurin kielteisiin piirteisiin eli 11P-oireyhtymään, jonka keskeisin piirre oli puuttumattomuus. Se näkyi mm. puuttumattomuutena ristiriitoihin, kiusaamiseen, liian matalaan tai heikkoon työpanokseen, alentuneeseen työkykyyn, huonoon työmoraaliin, töiden laiminlyönteihin, vanhusten kaltoinkohteluun, resurssien ja osaamisen tuhlaukseen. Muita piirteitä olivat palautteettomuus, panettelu, paneutumattomuus, pehmoilu, peittely, piilottelu, piittaamattomuus, pomottelu, puhumattomuus ja päättämättömyys, joita esiintyi eri tavoin painottuneina yksilö-, ryhmä- ja yhteisötasolla. Rutiinit, porukan paineet ja johtamisen ongelmat Työn standardeilla, rutiineilla ja talon tavoilla sekä porukan paineilla pyrittiin muovaamaan työ samankaltaiseksi ja ryhmän jäsenet tasapäisiksi. Erilaisuutta ei koettu rikkautena. Johtamisen ongelmia, joiden vuoksi tehottomuus lisääntyi olivat heikko ei-johtaminen ja autoritaarinen, johtajakeskeinen "pomotus". Demokraattinen johtajuus oli harvinaista - valtapelit sen sijaan hyvin yleisiä. Tuhlatut resurssit Edellä mainitut tekijät aiheuttivat sisäistä tehottomuutta ja verovarojen tuhlausta monella eri tavalla. Henkilöstön osaaminen oli osin vajaakäytössä ja osin riittämätöntä. Työtä tehtiin tehottomissa rakenteissa ja tehottomin, epätaloudellisin ja tuottamattomin työtavoin, koska rutiinit, standardit ja talon tavat alensivat työn tuottavuutta. Eri yksilöiden työsuoritukset, työmäärä, työtahti ja työn laatu vaihtelivat eri yksilöiden kesken huomattavasti ja aiheuttivat keskinäisiä paineita sekä yhteisten pelisääntöjen ja normien sopimisen tarpeen. Ryhmäpaineet alensivat työn tuottavuutta, vaikuttavuutta ja laatua. Resurssien riittämättömyys ja työn paineet Tehottomuustekijöiden lisäksi henkilöstölle paineita ja kuormittavuutta aiheutti se, että voimavarat koettiin riittämättöminä. Henkistä kuormittavuutta lisäsi tunne siitä, että työssä jouduttiin tinkimään sekä määrällisistä että eettisistä ja laadullisista tavoitteista. Työtä tehtiin ainainen riittämättömyyden tunne ja kiire seuralaisina. The purpose of the study was to analyse internal, organizational inefficiency theoretically and empirically. The aim was to locate the sources and effects of inefficiency researched organizations by investigating the experiences of the personnel (phenomenology). Empirically research focused on those work communities in the social sector that provide services for the elderly in four Finnish municipalities. Theoretical frame of reference was the x-efficiency theory in which human decision-making is opposed to base on bounded rationality. Therefore optimal decision-making (minimizing and maximizing) is not realized in human work behaviour. The research data was collected during the participatory action research interventions by using various methods of qualitative research. According to the findings, the individual-, group- and work-community-level variables consistent with the XE theory caused internal inefficiency in all cases. The external pressures coming from the economy, co-operation partners (e.g. work communities in the health care sector), challenges to change as well as from the elderly and their relatives were felt to be negative. The main organizational factor that caused inefficiency was the management system. Typical styles of leadership were autocratic "bossy" management and weak "non-management". Vertical approval expected from superiors was called feedback, support and appreciation. Personnel felt that these were not given sufficiently. Experiences of not having enough possibilities to influence and participate linked to leadership. On the group level, internal inefficiency resulted from the low effort level caused by group pressures and sanctions. The principle called "everybody does everything" standardized tasks and made them similar and routine. The work culture in the work communities was task- and employee-centred (routines, standards and tacit norms). Some actors felt that the group inert area was safe; others felt that it hindered the development of work: Traditionalists opposed work and workplace development and resisted change and Developers supported the development activities. Four different types of work behaviour could be differentiated: job controllers, overworkers, underperformers and underworkers. Non-interference was the work cultural feature that connects all cases. The other work cultural features were non-existing feedback, backbiting, indifference, avoidance of dealing with problems, covering up, carelessness, bossing around, culture of silence and indecisiveness.
