1. The Future of Vocational Education and Training in Europe. Volume 4. Delivering Lifelong Learning: The Changing Relationship between IVET and CVET. Cedefop Research Paper. No. 91

Abstract: This study compares the way IVET and CVET sub-systems interact to support the learning of adults, and thus facilitate lifelong and life-wide learning. By comparing the interaction between IVET and CVET sub-systems in the countries covered, the study analyses the extent to which IVET systems are opening up to adults, and questions whether national and regional policies and practices support or prevent a closer link between CVET and IVET. The study builds on concrete national case-studies, allowing for an in-depth, qualitative comparison and analysis of practices and policies. This allows for a better understanding of obstacles and opportunities in this complex area, directly supporting the stakeholders and policy-makers responsible for taking lifelong and life-wide learning in Europe forward. 2. Intersectionality in Education: Rationale and Practices to Address the Needs of Students' Intersecting Identities. OECD Education Working Papers. No. 302

Abstract: Intersectionality highlights that different aspects of individuals' identities are not independent of each other. Instead, they interact to create unique identities and experiences, which cannot be understood by analysing each identity dimension separately or in isolation from their social and historical contexts. Intersectional approaches in this way question the common classification of individuals into groups (male vs. female, immigrant vs. native etc.), which raises important implications for the policy-making process. In education, analyses with an intersectional lens have the potential to lead to better tailored and more effective policies and interventions related to participation, learning outcomes, students' attitudes towards the future, identification of needs, and socio-emotional well-being. Consequently, as elaborated in this paper, some countries have adjusted their policies in the areas of governance, resourcing, developing capacity, promoting school-level interventions and monitoring, to account for intersectionality. Gaps and challenges related to intersectional approaches are also highlighted.

3. Indicators of Inclusion in Education: A Framework for Analysis. OECD Education Working Papers. No. 300

Abstract: Calls for increased monitoring and evaluation of education policies and practices have not, so far, included widespread and consistent assessments of the inclusiveness of education settings. Measuring inclusion in education has proven to be a challenging exercise, due not only to the complexity and different uses of the concept, but also to its holistic nature. Indeed, measuring inclusion implies analysing a variety of policy areas within education systems, while also considering the different roles of the system, the school and the classroom. This paper discusses the application of the input-process-outcome model to the measurement of inclusion in education, and key indicators that can be adopted by education systems and schools to this end. It makes considerations relevant to policy makers when designing indicators to measure inclusion, such as the extent of their application, the constraints related to data disaggregation and the relevance of intersectional approaches to inclusion.

4. Tuition Fees and Educational Attainment. Discussion Paper No. 1839

Abstract: Following a landmark court ruling in 2005, more than half of Germany's universities started charging tuition fees, which were subsequently abolished until 2015. We exploit the unusual lack of grandfathering in these policies to show that fees increase study effort and degree completion among incumbent students. However, fees also decrease first-time university enrollment among high school graduates. Combining this enrollment impact with the effect on completion, we find that fees around the zero-price margin have only little effect on overall educational attainment. We conclude by discussing policies targeting the separate effect margins of fees and caution against a general abolition. 6. Refugees' Access to Higher Education in Their Host Countries: Overcoming the 'Super-Disadvantage'. Policy Paper

Abstract: With a view to identifying inclusive policies and good practices to respond to the many challenges that refugee students face to access higher education in their host country, this Policy Paper has conducted a review of available statistical data and literature. In addition, six selected countries with considerable refugee populations have been analysed more in-depth. They are: France, Ethiopia, Egypt, Germany, Norway, and Turkey. From this analysis, the paper presents inclusive policies and good practices from these countries and their higher education institutions by type of obstacle to accessing higher education. It concludes by presenting 15 recommendations on how host countries can support the access of refugees to their national systems, arguing strongly for an 'equality opportunity approach' in terms of national policies, and caring measures, at the level of higher education institutions. Abstract: This paper aims to survey the current landscape of education policy evaluation across OECD countries and economies by examining recent trends and contextual factors that can promote more robust education policy evaluation, as well as identifying key challenges. It takes a view of policy evaluation as an activity that takes place throughout the entire policy cycle, before, during, and after a reform is implemented. It proposes a supporting framework for education policy evaluation that integrates institutional factors which can help to build robust underpinnings for policy evaluation. It also presents some specific considerations to take into account for individual policy evaluation processes. Analysis of more than 80 evaluations across OECD education systems provides an indication of the diversity of approaches taken in the policy evaluation process. Key findings refer to the "who", "when", "what", "how", "for what" and "what next" of policy evaluation processes through a comparative lens.

9. The Orchestration of a Sustainable Development Agenda in the European Higher Education Area

Abstract: Purpose: This paper aims to ask how the European Higher Education Area (EHEA) has orchestrated a sustainable development (SD) agenda in its international policy since 2020. Design/methodology/approach: By drawing on theoretical ideas around policy orchestration as a key UN governing strategy and applying them to the analysis of the progression of the SD agenda in the EHEA, the paper conducts a thematic analysis of six recent key EHEA international policy documents and 19 interviews with key Bologna stakeholders in France, Germany and Italy. Findings: The resultant analysis uncovers three overarching key themes that show the EHEA has the capacity to mitigate pitfalls in the UN's SD agenda; some weaknesses of the UN's orchestration of SD are translated into weaknesses in the EHEA's formulation of its SD agenda; and the further development of an SD agenda as an essential direction of EHEA's work. The paper then goes on to discuss how EHEA policies only mention SD discourse, omit concrete plans for its implementation and keep the very meaning of SD ambiguous throughout international policy documents. Originality/value: The authors offer three original recommendations that the EHEA should adopt in an attempt to mitigate the issues raised in the run-up to its 2030 deadline for implementing its policies--the EHEA should develop an explicit definition of SD; recognise the Euro-centredness of EHEA policies and open them up to other voices; and cite academic research when developing policy documents.

10. Juridification and Regulative Failures. The Complicated Implementation of International Law into National Schools

Abstract: This paper starts with the increasing discussions on juridification in education. Concerning theorizing on such processes, we examine the poor implementation of the UN Convention on the Rights of Persons with Disabilities Convention on the Rights of Persons with Disabilities, CRPD (2008) in the school sector of Germany. The paper considers the reasons for this failed endeavor by analyzing the complex, multilevel relations between policy and law in different national and historical contexts. With this, aspects of juridification as a process in education policy can be illuminated. In this regard, we suggest crucial aspects regarding juridification in public education: a focus on regulative failures in juridification processes, juridification's contexts, the mandate for putting it into action, the allocation of resources, and finally, its objective and subjective rights dimensions, i.e. how an individual can claim rights within the machinery of public education.

11. Transnational Higher Education Cultures and Generative AI: A Nominal Group Study for Policy Development in English Medium Instruction

Abstract: Purpose: This purpose of this paper is to report on the development of an evidence-informed framework created to facilitate the formulation of generative artificial intelligence (GenAI) academic integrity policy responses for English medium instruction (EMI) higher education, responding to both the bespoke challenges for the sector and longstanding calls to define and disseminate quality implementation good practice. Design/methodology/approach: A virtual nominal group technique engaged experts (n = 14) in idea generation, refinement and consensus building across asynchronous and synchronous stages. The resulting qualitative and quantitative data were analysed using thematic analysis and descriptive statistics, respectively. Findings: The GenAI Academic Integrity Policy Development Blueprint for EMI Tertiary Education is not a definitive mandate but represents a roadmap of inquiry for reflective deliberation as institutions chart their own courses in this complex terrain. Research limitations/implications: If repeated with varying expert panellists, findings may vary to a certain extent; thus, further research with a wider range of stakeholders may be necessary for additional validation. Practical implications: While grounded within the theoretical underpinnings of the field, the tool holds practical utility for stakeholders to develop bespoke policies and critically re-examine existing frameworks. Social implications: As texts produced by students using English as an additional language are at risk of being wrongly accused of GenAI-assisted plagiarism, owing to the limited efficacy of text classifiers such as Turnitin, the policy recommendations encapsulated in the blueprint aim to reduce potential bias and unfair treatment of students. Originality/value: The novel blueprint represents a step towards bridging concerning gaps in policy responses worldwide and aims to spark discussion and further much-needed scholarly exploration to this end.

12. The Policy of Inclusion: A Comparative Analysis of Refugee Education Policies in Germany and Turkey

Abstract: Due to recent unrest around the world, the number of refugees has increased dramatically in the last decade. In order to meet the needs of this population, host countries have had to quickly adapt to provide these refugees with basic needs. One such need is to have quality education for refugee children. The aim of this paper is to compare the policies of educational inclusion in Germany and Turkey that have accepted a large influx of refugees. Our findings suggest that both the German city-state of Hamburg and Turkey have made major strides over the past ten years to accommodate and provide for refugee children's educational needs. We list some of the policies that have led to greater inclusion and accessibility for refugee children in mainstream education. Key findings from the comparative document analysis show that although the two countries are distinguished by different levels of income and development, both have similarities in terms of (1) providing compulsory education for all children, (2) the delay in preparing and applying policy-based legislations for refugee education, and (3) the main activities such as additional language support and teacher training for the purpose of social inclusion of refugee students. Furthermore, both countries have had similar challenges such as the necessity of improvements in second language instruction and teacher training, thus highlighting the need for refugee education-oriented global solutions for the host countries. We recommend continued efforts to include multiculturally rich school curriculums to create educational settings that feel inclusive and comfortable for refugee children. Abstract: The recent refugee crisis has put many Organisation for Economic Cooperation and Development (OECD) countries under considerable pressure to accommodate and integrate large numbers of refugees. Refugee students are a particularly vulnerable group due to their forced displacement, but their needs are not always met by education systems, which can hinder the integration potential of these students. This poses considerable challenges as the integration of refugee students in education systems is important for their academic outcomes as well as their social and emotional well-being. The success (or lack of) integration in schools can also affect the future labour market and social integration potential of these children and youth. While there is a growing body of research on the integration of immigrants, policy-relevant research on refugee children and youth from an educational perspective is rather limited, fragmented and case specific. Detailed surveys and research projects focusing on the current wave of refugees that allow for cross-country comparisons are not yet available. Drawing on research from previous refugee waves, the paper examines key needs of refugee students and factors that promote their integration. It proposes a holistic model of integration in education that responds to the learning, social and emotional needs of refugee students. Furthermore, the paper examines what type of policies and practices are in place in OECD countries that support the integration of refugee students. Nonetheless, evaluations of practices and policies are often missing, which makes it difficult to assess whether they are successful. The paper finishes with some policy pointers on how to promote the integration of refugee students.

14. Comparative Analysis of Policy Perspectives for Technical and Vocational Education

Abstract: Skills-based education can provide a way forward to sustainable development in a developing country. It is a hopeful scenario that more than 60% of the population of Pakistan is less than 30 years of age and almost half of them are under 15 years of age. It is important for the policymakers and planners to learn from the societies where human resource development is integrated in educational planning at secondary and higher secondary schools level. The paper at hand presents the policy analysis part of a bigger study that was conducted for proposing changes in the current policies and practices of technical and vocational education in Pakistan. To fulfill this purpose three of the best models of technical and vocational education were reviewed and a comparative analysis was conducted to identify the adaptable policy measures in Pakistan. The three models reviewed and compared were from Germany, Switzerland, and South Korea. This paper presents the analysis of policies in the three aforementioned countries including the implementation strategy proposed; as well as lessons learned for improving the policy of technical and vocational education in Pakistan. This article is based on one part of a larger study.

15. Renewing VET Provision: Understanding Feedback Mechanisms between Initial VET and the Labour Market. Research Paper No 37

Abstract: A strong VET system is increasingly seen as essential to overcoming the current economic crisis in Europe. VET is seen as a powerful tool to assist in balancing labour market inefficiencies, increasing youth employment possibilities, and reducing skills mismatch. Its inherent flexibility and closeness to the labour market place VET in a good position to contribute to a faster economic recovery and long-term sustainable development. However, crucial for this role is continuous and systematic VET renewal that assures its relevance for the labour market. This publication explores 15 European national approaches to feedback mechanisms between VET and the labour market. It illustrates the diversity of solutions currently applied across Europe and how they are embedded in national traditions and education philosophy. The study asks three fundamental questions: how inclusive are national mechanisms for feedback between the VET system and the labour market; how responsive are existing mechanisms; and how transparent? Three annexes provide: (1) Case Studies; (2) List of interviewees; and (3) List of experts responsible for the country overviews. Bibliography and references are included. 16. A Comparison of Teacher Induction Systems in Türkiye, China, New Zealand, and Germany

Abstract: The purpose of this study is to compare Turkish novice teacher induction system with China, New Zealand, and Germany in terms of assignment to teaching, duration of induction, and opportunities provided in programs. Those countries selected are known to have the best practices for induction training. Despite their differing policies regarding novice teacher training, they provide novice teachers with many exemplary aspects of support. The comparison shows that collaboration activities are formalized in three countries, except Türkiye. While novice teachers in Türkiye have the same workload as experienced teachers, novices in the other three countries have a reduced workload and have more free time for education. A mentoring program is being conducted in all countries, including Türkiye. Türkiye has weekly seminars on liberal education topics, while the other three countries have mostly branch-specific seminars. The paper concludes with a discussion of the educational implications of the induction programs.

17. The Impact of Self-Regulation in the Governance of European Higher Education Systems on Quality and Equity

Abstract: Self-regulation in the governance of higher education systems is often assumed to improve institutional performance, accountability, and responsiveness. Although studies of higher education governance have addressed the extent of self-regulation across national systems, there has been less investigation of the links between self-regulation and quality and equity. Nevertheless, the universal adoption of the United Nations Sustainable Development Goals (SDGs) commits all countries to equal access to affordable and quality education, including higher education, by 2030. To assess the relationship between self-regulation, quality, and equity, this paper presents a novel higher education self-regulation index trialed using the cases of England, Finland, France, and Germany. The index compares self-regulation, based on the respective national legal and policy frameworks, in core higher education functions: control and evaluation, funding, strategy and structure, personnel, and teaching and research. Each area is analyzed using six conditions reflecting the level of autonomy of an institution which could be met in full, in part or not met and assigned to a proxy number ranging from 0, 0.5 and 1 respectively. Each of these areas is summarized with a level that is either High, Medium, or Low and these are the levels then shown in the composite index. The impact of varying levels of self-regulation in a higher education system on quality and equity is then analyzed. Whereas higher levels of self-regulation do appear to have some impact on quality, the study found that a mix of policy steering, and institutional initiatives are needed to improve equity. Further refinement and testing of the self-regulation index would improve its utility as a tool to support governments and institutions to enhance higher education governance in support of the SDGs.

18. Academic Resilience: What Schools and Countries Do to Help Disadvantaged Students Succeed in PISA. OECD Education Working Papers, No. 167

Abstract: Resilience refers to the capacity of individuals to prosper despite encountering adverse circumstances. This paper defines academic resilience as the ability of 15-year-old students from disadvantaged backgrounds to perform at a certain level in the Programme for International Student Assessment (PISA) in reading, mathematics and science that enables them to play an active role in their communities and prepares them to make the most of lifelong-learning opportunities. Using data from the most recent PISA cycles, this paper explores changes in the share of resilient students over time (2006-2015); highlights the importance of school environments and resources in mitigating the risk of low achievement for disadvantaged students; and identifies school-level factors that are associated with the likelihood of academic resilience among socio-economically disadvantaged students. Analyses reveal that several countries were able to increase the share of resilient students over time, reflecting improvements in the average performance of students, or a weaker relationship between socio-economic status and performance. In the vast majority of education systems examined, the likelihood of academic resilience among disadvantaged students is lower in schools where students report a negative classroom climate. The paper concludes by exploring school policies and practices that are associated with a positive classroom climate. 19. Science Teachers' Satisfaction: Evidence from the PISA 2015 Teacher Survey. OECD Education Working Papers, No. 168

Abstract: In 2015, for the first time in its history, PISA (the Programme for International Student Assessment) asked teachers to describe the various aspects of their working environment and teaching practices. This paper examines how teacher, student, and school characteristics are related to science teachers' satisfaction in 19 PISA-participating countries and economies. The findings show that the most satisfied science teachers tend to be those who are initially motivated to become teachers. The results also highlight the positive relationship between science teachers' satisfaction and teacher collaboration, good disciplinary climate in science classes, availability of school resources, and the opportunity to participate in professional-development activities.

20. The Contestation of Policies for Schools during the COVID-19 Crisis: A Comparison of Teacher Unions' Positions in Germany and Australia

Abstract: This paper examines school management and policies in Germany and Australia during the COVID-19 pandemic. The study, which is comparative and qualitative, explores the interrelationship between different levels of governance and the responses of teacher unions. The inquiry is informed by the perspectives of historical institutionalism and path dependency, and the document analysis is conducted by utilising the justification categories of value, collective, and formal and procedural driven arguments. We argue the contestation which occurred between different levels of school governance and the teacher unions amidst the pandemic created the potential for changes in policy settings and influence over the administration of schooling. However, there is no indication of fundamental shifts in the organisation, policy direction or control over schooling in Germany or Australia. Instead, there is a conformity to established institutional arrangements and path dependencies, which secure and protect the vested interests of the different policy actors.

21. Institutional Logics as a Theoretical Framework: A Comparison of Performance Based Funding Policies in the United Kingdom, Germany, and France

Abstract: Beginning in the mid-1980s, European governments have increasingly implemented performance-based funding systems for higher education. While a focus on the transnational pressures that contributed to the widespread adoption of performance-based funding in Europe accounts for the impetus for performance-based funding policies, it fails to address how and why the resultant performance-based funding policies are as distinct and different as they are. In this paper, I argue that an institutional logics perspective offers a theoretical account of the performance-based funding policy formation process. I use the United Kingdom (UK), Germany, and France as case studies. I contend that in these three cases, different local logics drove the performance-based funding policy formation process.

22. In/Equalities in Digital Education Policy -- Sociotechnical Imaginaries from Three World Regions

Abstract: The interplay of digital technologies and inequalities are increasingly discussed in contemporary research, mostly focusing on different forms of digital divides and often addressed as a "problem" that societies should face. Hence, digital education and its governance becomes a major arena for addressing inequalities. In this paper, we offer a cross-country and multi-voiced perspective on how socio-digital inequalities are problematized in digital education policy in three world regions -- Latin America, Africa and Europe -- studying cases through policy documents in Argentina, Mexico, South Africa, Botswana, Germany and Sweden. Our analysis shows how differences and similarities between digital education policy are rooted in various sociotechnical imaginaries that go beyond the national as they are highly situated in spatial--temporal contexts and rooted in historical trajectories. Our contribution aims at a further exploration of the entanglements of educational technology and in/equalities through global conditions and local (hi)stories.

23. Simulating Policy Changes in Prerequisite-Free Curricula: A Supervised Data-Driven Approach

Abstract: Curriculum research is an important tool for understanding complex processes within a degree program. In particular, stochastic graphical models and simulations on related curriculum graphs have been used to make predictions about dropout rates, grades, and degree completion time. There exists, however, little research on changes in the curriculum and the evaluation of their impact. The available evaluation methods of curriculum changes assume pre-existing strict curriculum graphs in the form of directed acyclic graphs. These allow for a straightforward model-oriented probabilistic or graph topological investigation of curricula. But the existence of such graphs cannot generally be assumed. We present a novel generalizing approach in which a curriculum graph is constructed based on data, using measurable student flow. By applying a discrete event simulation, we investigate the impact of policy changes on the curriculum and evaluate our approach on a sample data set from a German university. Our method is able to create a comparably effective and individually verifiable simulation without requiring a curriculum graph. It can thus be extended to prerequisite-free curricula, making it feasible to evaluate changes to flexible curricula. [For the full proceedings, see ED623995.]

Abstract: Traditionally characterized by a mixed human capital and human skills and resources model, the German education and training system has come under pressure from structural changes in economy and society. The emerging "new economy" is more than the sector of information technology industries. Beyond global action and rapid exchange of information, it is characterized by a new mode of economic activities in all economic sectors and is based on knowledge as the crucial production factor, on new forms of employment and new organization of work, and on new standards of quality of products and services. The "new economy" must be linked with a knowledge-based society. Against the background of continuous change, a new set of general, personal, and social competencies as complementary to specialized and technical qualifications seems to be needed. The old problem of equal chances in education and training is raised and must be revisited in the New Economy and knowledge-based society. A modern welfare state conception has to provide both promotion of the talented and special support for the disadvantaged. Lifelong learning has become a crucial prerequisite of the knowledge-based society. Facing the knowledge-based society, education and training policies in Europe more and more follow the emerging paradigm that stresses individual responsibility for one's educational career. (YLB)

Abstract: A task force was convened to identify the nature, extent, and pattern of skill needs and shortages for managerial occupations in the United Kingdom (UK). The task force began by examining the key challenges facing managers in the UK. The following factors were among those considered: economic policies promoting liberalization and deregulation; increasingly fragmented and global product markets; and technological transformations arising from developments in microelectronics. The demand projections for managers and skills shortages (as demonstrated through recruitment problems for higher-level occupations) were reviewed along with the new skills and competencies demanded of managers. Skills related to the following management roles were detailed: managing operations, managing finance, managing people, and managing information. Each key role was subdivided into units of competence that were in turn subdivided into elements of competence. Performance criteria and range indicators were provided for each element of competence. The following key management roles were added to the original four: manage energy, manage quality, and manage projects. Existing management standards were reviewed and modified to reflect the new roles. Management training and development in schools and small and medium enterprises were discussed along with criticisms that have been leveled against competency-based management development. Abstract: This combination report/guide summarizes practical "how-to" information on the development and operation of national training boards that was gathered in a series of case studies of the effectiveness of national training boards in Canada, Singapore, Sweden, and the United Kingdom and in studies of training boards in Australia, Brazil, Colombia, Germany, and South Africa. The introductory chapter describes the research on which the guide is based, discusses common themes affecting the quality of training in the countries studied, and examines the rationale for training programs. Chapter 2 summarizes the subsequent discussion of the effectiveness of national training boards in the form of a checklist and guidelines for use by countries considering establishing a national training board. Chapters 3-9 synthesize research findings into practical recommendations dealing with the following aspects of initiating and operating national training boards: enabling legislation, training board composition, training board structure, financial resources, delivery of training, institutional planning and operations, and testing and certification. Chapters 10 and 11, which are more analytical than the chapters preceding them, examine the perception and images of national training boards and lessons learned from the case studies. 29. Reinventing the Third Mission of Higher Education in Germany: Political Frameworks and Universities' Reactions

Abstract: Higher education systems are changing due to trends of funding pressures, increasing social demands and growing numbers of students. Even though teaching and research are still considered as the pivotal functions of universities, other activities such as technology transfer, lifelong learning or social engagement have broadened the scope of their actions. These activities, labelled as third mission, are supposed to strengthen the impact of science in society and epitomize the changing role of universities. In Germany, the federal government and the states announced different programs aiming to foster these activities, e.g. the "Innovative Hochschule" or Real-world Laboratories. In this article, we first want to develop a definition framework of third mission. In two further steps we analyze how politics and policies in Germany have framed the concept in the last few years and how public universities are responding to this in their formal structure. We use approaches of neo-institutional theory according to which organizations such as universities create institutionalized structures and reflect institutional rules in order to maintain legitimacy. As an example of organizational formal structure we analyze mission statements of public universities. Using computer-based qualitative content analysis, we assess to what extent these universities take up the third mission. Our results show that most universities mention the third mission in their mission statements. However, the focus is mainly limited to economic impact and (technical) knowledge transfer. Much less emphasis is put on civic engagement or further education issues.

30. Retelling Inclusive Schooling: The UN's CRPD Committee in Selected Countries

Abstract: This paper targets the principle of full inclusion as articulated by Article 24 of the Convention on the Rights of Persons with Disabilities and General Comment #4 through an analysis of the CRPD Committee's Concluding Observations for Poland, Germany, and Australia. We find inherent tensions and dialectical contradictions between the ideals of full inclusion embodied in Article 24 and the reluctance of the State Parties to meet the targets. To date, the obligations entailed by Article 24 have failed to retrofit education systems.

Abstract: This paper deals with borrowing the German dual vocational training model in Kazakhstan. The aim of the paper is to identify the key issues and challenges of the transfer process. The analysis is based on the model proposed by Phillips and Ochs (2003, 2004) which outlines four stages of policy borrowing: (1) impulses, (2) decision, (3) implementation, and (4) internalization. Within this theoretical framework, a descriptive and comparative-historic method as well as content analysis are used to point out the development in Kazakhstan. 32. Higher Education Policies and Interdisciplinarity in Germany

Abstract: Universities have increasingly been subjected to policy- and industry demands to produce multi- and interdisciplinary knowledge. This paper explores the extent to which different higher education policy instruments are used to promote interdisciplinarity in teaching and research at universities in the German higher education system comparing them across different federal states. Based on a manifest content analysis of higher education laws and performance agreements with universities in the 16 German states, we were able to distinguish between three types of states: Those a) with a general use of policy instruments aimed at all universities in a state, whereas considerable differences could be observed with regard to the degree of coercion (enabling versus prescriptive provisions) and scope (teaching or research), b) a directed use of policy instrument, targeting specific universities, and c) a hybrid use of policy instruments using both general and directed elements. This paper provides a novel mapping of the promotion of interdisciplinarity in German higher education policies through a variety of policy instruments and hereby contributes to the extant literature on interdisciplinarity in higher education.

Abstract: The contribution of higher education institutions to regional development is a theme that has attracted growing attention in recent years. Knowledge institutions are increasingly expected not only to conduct education and research, but also to play an active role in the economic, social and cultural development of their regions. The extent to which higher education institutions are able to play this role depends on a number of circumstances: the characteristics of the institutions, the regions in which they are located and the policy frameworks are all significant. At the same time, there are signs of more fundamental conceptual and strategic confusion. The discussions in this domain are frequently characterised by slogans and popular metaphors. This literature review was prepared to support the OECD project entitled 'Supporting the Contribution of Higher Education Institutions to Regional Development', which was conducted by the OECD Programme on Institutional Management in Higher Education (IMHE) in collaboration with the Directorate of Public Governance and Territorial Development. Drawing mainly from a selection of European and North American publications, the report takes an overall view on the development of higher education institutions in the regional context. It focuses on the evolution and discourses of higher education and research, the regional aspects of higher education policies, the various functions and roles that the institutions play, measures taken to link the universities with their regional partners, and the conditions which favour or hamper stronger regional engagement. Abstract: This literature review on school choice analyses the impact of choice schemes on students and on school systems focusing on equity. Reviewing the evidence can be difficult, as the literature is often fragmented and inconclusive, and the political importance of this research often results in high-profile attention given to individual studies rather than systemically understanding collected from a larger empirical base (Berends, Cannata and Goldring, 2011). Different political groups use evidence that supports their positions in favour or against school choice, and their positions relative to school choice are largely based on their ideologies, rather than on empirical work and evidence of effectiveness (Levin and Belfield, 2004). This report steps away from the ideological debate and provides research-based evidence on the impact of choice on disadvantaged students and schools. As "only with data on the consequences of different plans for school choice will we be able to reach sensible judgements rooted in experience (Fuller and Elmore, 1996, p. 8)". It uses analysis and statements that are supported empirically and attempts to cover the widest possible scope of research, and provide responses to the key question of how to balance choice with equity considerations. Abstract: The coronavirus pandemic has led to drastic measures around the world, which have also affected the education system. Schools were closed in the spring of 2020 in almost every country in the world, and many children and young people are still involved in distance learning to this day. What effect these measures have on children's and young people's learning performance is important in view of the time pressure under which educational policy decisions have to be taken. The rapid review presented in this paper delivers evidence on the effects of school closures to contain the coronavirus pandemic in the spring of 2020 on children's and young people's learning performance in five countries (USA, Belgium, the Netherlands, Switzerland and Germany).

39. 'Glocal Education' through Virtual Exchange? Training Pre-Service EFL Teachers to Connect Their Local Classrooms to the World and Back

Abstract: A key goal of global education in language teaching is to "have students 'think globally and act locally'"(Cates, 2013, p. 278) -- an idea in line with the concept of glocality. Virtual exchange -- i.e. connecting learners with different lingua-cultural backgrounds over extended periods of time via digital communication technologies (The EVALUATE Group, 2019) -- is a promising approach towards this aim. O'Dowd suggests designing such exchanges following a "transnational model" (2019) in which learners collaborate on shared tasks based on local and global real-world problems using a lingua franca. These ideas are compatible with European policy discourses on global education (Schreiber & Siege, 2016), aiming at supporting learners in becoming agents of change in an increasingly globalized world. Within the context of a trilateral project between universities in Germany, Turkey, and Sweden, this paper explores how global education can be integrated into foreign language teaching with the help of virtual exchanges through a synthesis of two models of virtual exchange (O'Dowd & Ware, 2009; O'Dowd, 2019) and the complex competence task approach (Hallet, 2012) to task-based language teaching. A transnational virtual exchange between these universities exemplifies how such a telecollaborative project can be implemented. During the exchange, pre-service EFL teachers compare and analyze cultural practices and educational frameworks to design tasks dealing with global issues that can be implemented in their respective local classrooms through virtual exchange.

40. Forbidding and Valuing Home Languages -- Divergent Practices and Policies in a German Nursery School

Abstract: This study analyses practices regarding home languages in a nursery school from a multilingual district in Germany, and the language policies and discourses that become visible in these. First, the context is outlined of Early Childhood Education and Care for multilingual children in Germany; then, the concepts of practices, discourses and language policies are set into relation with each other. After an outline of the ethnographic research design, data are presented from participant observation and analysed with the help of Grounded Theory. Practices and policies of teachers, children and the researcher in a nursery group are explained that either forbid the home language Turkish or value it in accordance with discourses that consider multilingualism a deficit, respectively an asset. The practices of valuing Turkish have the side effect of co-constructing a "Turkish speaking" identity with a child who is not a speaker of Turkish. The researcher unwittingly participated in this construction of a linguistic identity, which exemplifies the entanglements of research in this field. Both practices and policies of forbidding and valuing home languages generate a dichotomy between "German" as the norm and "Turkish" as different. This paper contributes to understanding how nursery teachers and children deal with multilingual contexts.

Abstract: School systems aspire to provide equal opportunity for all, irrespective of socio-economic status (SES). Much of the criticism of recent school reforms that introduce accountability, autonomy, and choice emphasizes their potentially negative consequences for equity. This report provides new evidence on how national features of accountability, autonomy, and choice are related to the equality of opportunity across countries. We estimate whether student achievement depends more or less on SES in school systems employing these institutional features. The rigorous micro-econometric analyses are based on the PISA 2003 data for more than 180,000 students from 27 OECD countries. The main empirical result is that rather than harming disadvantaged students, accountability, autonomy, and choice appear to be tides that lift all boats. The additional choice created by public funding for private schools in particular is associated with a strong reduction in the dependence of student achievement on SES. External exit exams have a strong positive effect for all students that is slightly smaller for low-SES students. The positive effect of regularly using subjective teacher ratings to assess students is substantially larger for low-SES students. The effect of many other accountability devices does not differ significantly by student SES. School autonomy in determining course content is associated with higher equality of opportunity, while equality of opportunity is lower in countries where more schools have autonomy in hiring teachers. Autonomy in formulating the budget and in establishing starting salaries is not associated with the equity of student outcomes. Abstract: This international study focuses on the funding systems in the area of higher education in the following countries: Austria, Czech Republic, Denmark, Germany, Ireland, Latvia, Norway, Portugal and Slovak Republic. Each individual country study was designed and conducted within an overall common framework by a project partner from the respective country. By using the stakeholder approach, this study addresses and analyses the effects of funding systems on the higher education system and its institutions. In order to present a comprehensive overview, the study explicitly takes into account the stakeholders' diversity and explores the effects of how funding systems are perceived and assessed differently. The overall results, as well as a summary report of each country, are presented in this publication. Information regarding the main features of higher education funding systems, the formal, explicitly stated interrelationships between the funding system and national higher education policies is provided. Furthermore, the intended and unintended effects of funding systems on higher education in general and on the basic core tasks teaching and research are described and discussed. Institutional strategic responses to the respective funding systems are outlined. The various stakeholders' points of view concerning strengths and weaknesses of funding systems are explored by the researchers. This comprehensive report presents an overview of the most important results and conclusions thus far, but cannot presently provide details. The detailed results and stakeholder views have been focused on in each country's individual report. In addition, the main theoretical foundations related to the study results have been briefly described. 45. Why America Should Develop a Youth Apprenticeship System. Policy Report No. 5.

Abstract: Developing a youth apprenticeship in the United States would boost productivity, improve the preparation of youths for the skill demands of a global economy, and simultaneously offer minority youth an avenue into the economic mainstream. Germany's "dual system" of youth apprenticeship could be adopted to form a national skill-building partnership between public schools and businesses in the United States that would expand the supply of skilled workers, narrow the earnings gap between college and noncollege youth, create new incentives for youths to stay in school, and offer disadvantaged youths a realistic alternative to early parenthood and crime. One vision of a youth apprenticeship system in the United States includes five steps: (1) changing school curricula to expose students in grades 8-10 to information about various occupations; (2) offering 10th graders a choice between pursuing an apprenticeship or remaining in a purely academic track; (3) creating a 3-year apprenticeship starting in grade 11; (4) giving apprentices a comprehensive test at the end of grade 12 to ensure both job and educational proficiency; and (5) spending at least 75 percent of the third year of apprenticeship on the job while spending the remainder in either a high school or a community college. 46. A Sorting Hat That Fails?: The Transition from Primary to Secondary School in Germany. Innocenti Working Papers.

Abstract: Noting that Germany ranks lowest among the OECD countries for educational equalities, this paper examines whether it is the tracking of children into different types of school environments at a particularly early stages of their intellectual development (at the transition from primary to secondary school) which contributes to such inequalities. The analysis is based on data taken from two surveys of learning achievement: the Third International Mathematics and Science Study and the Programme of International Student Assessment. The data consistently reveal that although ability is a key selection criterion, childrens educational achievement varies greatly within the respective school tracks to which they are allocated. Although migrants are predominately selected to lower academic school tracks, they do not face educational inequalities if their socioeconomic background and measured ability is similar to that of German nationals. Children from rural areas, pupils from lower socioeconomic backgrounds, and boys in general have a significantly lower probability of being selected to the most academic school rack even when their educational ability is similar to that of their urban and better socially placed counterparts. Since the outcome of tracking is difficult to correct and school choice shapes career options, there is a high likelihood that such educational inequalities in secondary schooling will have an impact on pupils lives and career opportunities long after they have completed compulsory education. 47. Market-Based Policies and Higher Education: Assuring and Improving Efficiency and Academic Quality in the University Sector

Abstract: The expansion of opportunity in higher education and the recognition of the influence of academic research on economic development have motivated policy reforms in many national systems of higher education including Japan. Many of these national reforms involve facilitating market forces in higher education, which is a new context for many universities. What has been learned about the impacts of these policies on the university sector? This paper will review research on the three primary policy instruments for creating market competition in a sector: policies altering the basic conditions of a market -- the framework laws and values within which universities operate; policies affecting market structure -- the number of buyers and sellers, the pricing of goods and services, freeing and simulating markets; and policies directly affecting the conduct of buyers and sellers -- government regulation and the provision of information. Given the recent regulatory developments in Japanese higher education, the paper will particularly focus on the design of quality assurance policies in the university sector.

Abstract: This paper reports on the first stage of an international comparative study for the project "'Digital educational architectures: Open learning resources in distributed learning infrastructures--EduArc,'" funded by the German Federal Ministry of Education and Research. This study reviews the situation of digital educational resources (or (O)ER) framed within the digital transformation of ten different Higher Education (HE) systems (Australia, Canada, China, Germany, Japan, South Africa, South Korea, Spain, Turkey and the United States). Following a comparative case study approach, we investigated issues related to the existence of policies, quality assurance mechanisms and measures for the promotion of change in supporting infrastructure development for (O)ER at the national level in HE in the different countries. The results of this mainly documentary research highlight differences and similarities, which are largely due to variations in these countries' political structure organisation. The discussion and conclusion point at the importance of understanding each country's context and culture, in order to understand the differences between them, as well as the challenges they face.

49. Side Effects and the Enactment of Accountability: Results of a Comparative Study in Two German Federal States

Abstract: The paper proposes to study side effects of accountability in education within the theoretical framework of enactment research. The potential value of this approach for the study of side effects is shown by using the example of the side effect "Dependency on Expert Judgements." Therefore, findings from the research project "Unintended Effects of Accountability in the School System" (acronym "Nefo") are presented. The project entailed an analysis of policy documents to describe the accountability contexts under study, as well as a survey study with 2637 participating teachers and principals to examine the distribution of side effects in the no- and low-stakes contexts of the four German federal states of Berlin, Brandenburg, Thuringia, and Rhineland-Palatinate. The findings for Berlin and Thuringia are triangulated with the results from a qualitative in-depth group-discussion substudy of the Nefo project on how teachers in Berlin and Thuringia deal with accountability measures. The analysis of policy documents reveals that in Berlin, performance results gain the status of objective data that teachers need to improve their work, while teachers in Thuringia are prompted to judge by themselves the meaning of performance results for their teaching. This suggests that "Dependency on Expert Judgements" is a larger issue in Berlin than in Thuringia. However, contrary to what would be expected, the findings of the survey study indicate that the side effect plays a greater role in Thuringia than in Berlin. To explain this counterintuitive finding, teachers' responses to standards-based accountability in Berlin and Thuringia are delineated. The paper shows that the study of meaning-making processes, which is central to the enactment framework, must not only be ignored if one tries to understand the processes that lead to the occurrence or absence of side effects. It is also important to prevent fallacies in the interpretation of survey data.
