- Abstract
The aim of the research is to examine the knowledge and technology leadership competencies of education administrators, one of the 21st century skills, in terms of ISTE standards. In the research conducted as a qualitative case study, the opinions of school principals, assistant principals, branch managers and district national education directors were consulted. While the data obtained with the questionnaire form were analyzed using arithmetic mean and standard deviation techniques, descriptive analysis technique was used in the analysis of the data obtained using the semi-structured interview form. Education administrators evaluated themselves in line with 5 main objectives and 22 sub-targets, and it was understood that their information and communication technology competencies were high. Again, in their opinions on the 5 main indicators, they stated that the use of information and communication technologies in order to increase the quality of education has gained great importance in recent years. Turkish education system is ruled with a central management system like the other public sectors. According to some researchers, one of the reasons why the education system is successful or not is that it is over centralistic. In the reports that are World Bank supported and in the Capacity Building Support for the Ministry of National Education (MEBGEP) reports supported by European Union (EU) there has been a consensus about the authorization on Turkish Education system is comparatively more on the Ministry. Three different management system have been developed by comparing the education perspective of Turkiye in the future with the education systems in European Union countries. These are increasing the efficiency in the current system, Province Based Management System and school-based Management System. Ministry of Education that is the most effective and the most decisive organ of Turkish National education System has preferred to go on some changes as a renovation in Turkish National education system as a result of long-lasting research and studies. Although Turkish National Education System has solved some problems such as modernisation of the current structure, updating the current teaching systems and adopting the vocational education into European Union standards, the issues that arise from over centralization have been increasingly causing some problems. School Development Programme is a World Bank supported National Ministry of Education project aiming to sort out some of these problems. In that project, it is aimed that the schools, the main component of education system, can define their own needs, and they can propose some solutions to sort out the issues to arise and they solve these issues with a certain budget. In this respect, the responsible managers of provinces have been paying more attention to the needs of the schools and cooperation between them has reached to a maximum level. School Development Programme is the first project in terms of giving schools the authorisation to meet their own needs by their own budgets. The School Development Program is the most comprehensive pilot project for school-based restructuring of the Turkish education system, which has been the subject of criticism for years. With this aspect, the study will enable to understand what kind of effects the School Development Program has had on the Turkish education system in terms of its purpose, process, result and sustainability. In this study, it was aimed to examine the professional, personal and technical characteristics of Information Technologies (IT) teachers and reveal their roles in school management. For this purpose, the main problem of the study was to take the views of school administrators on the question of "What is the role of Information Technology teachers in school administration?". So, the study was carried out in accordance with the phenomenology pattern, one of the qualitative research methods, and the opinions of 8 school administrators working in the state schools affiliated to the Ministry of National Education in Sakarya were examined in depth with a semi-structured interview form created by the researchers. The obtained data were analyzed through content analysis. As a result, it was seen that Information Technologies teachers have an important place in effective management of the school with their professional knowledge as well as their technical knowledge. In this context, it can be said that Information Technology teachers play a facilitating role in school administration, and this is not only due to their technical knowledge but also to their professional and personal competencies. In this case, within the scope of education policies, it is considered that it is necessary to create positions in schools where Information Technologies teachers can apply their field and technical knowledge. It is thought that Information Technologies teachers will not only contribute to managerial processes, but also create environments where they can work in collaboration with other stakeholders. In addition, it is thought that they can support teachers not only technically but also pedagogically in technology integration in other lessons. [ABSTRACT FROM AUTHOR]

In this study, the training and appointment processes of education administrators in Turkey were described together with the European countries Finland, Germany and England, and the differences and similarities between the practices were tried to be expressed. In the research, document analysis method was used; research articles related to the subject and the laws and regulations of the relevant country were examined and compared in the conclusion section. As a result, it is seen that the education administrators in the countries that are the subject of the research are generally chosen among those who have teaching qualifications. In other countries, except Turkey, the councils, municipalities and teachers established at the school have a say in the training and appointment of school administrators, and it is done locally by each school, not as a recruitment center. In Finland, England and Germany, school principals are trained before they come to work, while in Turkey, school principals are trained through in-service training and mostly individual efforts after they take office. This study reveals the similar and different aspects of the practices in different countries in terms of comparatively examining the selection and training procedures of school administrators in Turkey. In this context, it is aimed that the results of the study will help to improve the selection and training processes of educational administrators., Bu çalışmada Türkiye'de eğitim yöneticilerinin yetiştirilme ve atanma süreçleri Avrupa ülkelerinden Finlandiya, Almanya ve İngiltere ile birlikte betimlenerek uygulamalar arasındaki farklılıkların ve benzerliklerin neler olduğu ifade edilmeye çalışılmıştır. Araştırmada doküman analizi metodu kullanılmış olup, konu ile ilgili araştırma makaleleri ve ilgili ülkenin kanun ve yönetmelikleri incelenerek sonuç bölümünde karşılaştırılmıştır. Sonuç olarak, araştırmaya konu olan ülkelerde eğitim yöneticilerinin genel olarak öğretmenlik yeterliliğine sahip kişiler arasından seçildiği görülmektedir. Türkiye hariç diğer ülkelerde okul yöneticilerinin yetiştirilmesi ve atanmasında okulda kurulan konseyler, belediyeler ve öğretmenler söz sahibidir ve işe alım merkezi olarak değil her okul tarafından yerel olarak yapılmaktadır. Finlandiya, İngiltere ve Almanya'da okul müdürleri henüz iş başına gelmeden yetiştirilmekteyken Türkiye'de okul müdürlerinin yetiştirilmesi görev başına geldikten sonra hizmet içi eğitim yoluyla ve çoğunlukla bireysel çabalarla gerçekleşmektedir. Bu çalışma Türkiye’de okul yöneticilerinin seçim ve yetiştirilme prosedürlerini karşılaştırmalı olarak incelemesi bakımından farklı ülkelerdeki uygulamaların benzer ve farklı yönlerini ortaya koymaktadır. Bu bağlamda çalışmanın sonuçlarının eğitim yöneticilerinin seçim ve yetiştirilme süreçlerini iyileştirmeye yardımcı olması amaçlanmaktadır.

Araştırmanın çalışma grubu, Küçükçekmece Belediyesine bağlı 10 bilgievinde çalışan 1 koordinatör, 5 yönetici ve 5 öğretmenden oluşmaktadır. Çalışma grubuyla yapılan görüşmelerde karar verme, planlama, iletişim, örgütleme, etkileme, koordinasyon ve değerlendirme gibi yönetim süreçlerine dair özellikler incelenmiştir. Araştırmada veri toplama aracı olarak “Nitel Araştırma” yöntemi tercih edilmiştir. “Olgubilim/Fenomoloji” deseni kullanılmış ve “Yarı Yapılandırılmış Görüşme” tekniğinden faydalanılmıştır. Araştırmada, katılımcılara 12 adet soru yöneltilmiş ve sorulara verilen yanıtlar analiz edilmiştir. Araştırmada elde edilen bulgular incelendiğinde, bilgievlerinde yönetim süreçleri açısından etkili olan en baskın unsurların “Kişi Odaklı” unsurlar olduğu sonucuna varılmıştır. Yöneticilerin kişisel özelliklerinin ve yeterliliklerinin, yönetim süreçlerinin önemli bir kısmında etkin bir şekilde varlığını gösterdiği bulgusuna ulaşılmıştır. Araştırma bulgularından yola çıkılarak uygulayıcılara ve araştırmacılara önerilerde bulunulmuştur. The aim of this study is to examine the management processes of information systems. The working group of the study consists of 1 coordinator, 5 administrators and 5 teachers working in 10 Bilgievi of Küçükçekmece Municipality. During the interviews with the working group, the characteristics of management processes such as decision-making, planning, communication, organizing, influencing, coordination and evaluation were examined. In the research, “Qualitative Research” method was preferred as data collection tool. Phenomology pattern was used and “Semi-Structured Interview” technique was used. In the study, 12 questions were asked to the participants and their answers were analyzed. When the findings obtained in the study are examined, it is concluded that the most dominant elements in the information systems in terms of management processes are “Person-Oriented” elements. It has been found that the personal characteristics and competencies of the managers effectively show their presence in a significant part of the management processes. Based on the research findings, suggestions were made to the practitioners and researchers.

Strategic management is one of the concepts that gained importance in the management sciences in recent years and began to be applied in the public sector in the course of time as well, after being applied in the private sector and it played a key role in the restructuring of the public sector in many countries. Strategic management concept has gained importance in the Turkish public sector in parallel to the developments in the world as well and has began to be applied by the public sector. The aim of the study is to measure the perception of strategic planning in public schools of Bahçelievler district. In the study, Strategic Planning Perception surveys were carried out. In the results of the analysis of the obtained findings from the survey, it has identified that educators have low levels of strategic perception and the perception of differences in strategic planning according to demographic and occupational properties. ÖZETBu araştırmanın amacı eğitim teknolojisi entegrasyonu süreçlerinin yönetimine ilişkin bir model önerisi sunmaktır. Bu kapsamda Türkiye’de Cumhuriyetten itibaren yaşanan tecrübeler ve uygulamalar derlenmiştir. Bu çalışma belirtilen problem durumuna ilişkin Türkiye’de eğitim teknolojileri entegrasyonu yönetimi için kültüre uygun bir süreç yönetim model önerisi oluşturmayı hedeflemektedir. Süreç dört ana aşamadan oluşmaktadır. İlk aşama, teknoloji kavramına ilişkin felsefi bir bakış açısı sunulmasına yöneliktir. Çünkü eğitim yöneticileri başta olmak üzere eğitimin tüm paydaşlarının teknolojiye bakış açılarının süreci bütünüyle şekillendirdiği görülmüştür. İkinci aşama yerli ve yabancı teknoloji standartlarının neler olduğu araştırılarak seçilen felsefi bakışa uygun teknoloji entegrasyon standartlarının belirlenmesidir. Üçüncü aşama ise belirlenen standartlara uygun bir model seçimi aşamasıdır. Son aşama olan dördüncü aşamaya gelindiğinde, seçilen modelin uygulama öncesi fizibilite çalışmalarının yapılması ve uygulamaya geçilmesi hedeflenmiştir. Bahsedilen modelin yapılandırılması için karma yöntemin keşfedici sıralı desen araştırma modelinin kullanılması karar verilmiştir. Birinci aşama için hem literatür taraması hem de örnekleme seçilen İstanbul’da yer alan ilk ve ortaöğretim düzeyinde 5 okul müdürü, 5 müdür yardımcısı, 4 bilişim teknolojileri öğretmeni, 5 tane farklı branşlardan öğretmen ve 1 tane İlçe Milli Eğitim Müdürü ile yarı yapılandırılmış görüşme formuyla nitel veri toplanmıştır. Kriterler, standartlar ve modellerin incelendiği ikinci aşamada ise bir ölçek geliştirmesine karar verilmiştir. Farklı branşlardan ve demografik özelliklerden 392 tane öğretmen ve idareciden nicel olarak veriler toplanmıştır. Araştırmanın sonuçları göstermektedir ki okullarda eğitim teknolojisi entegrasyonu yönetimi sürecinin başarılı olması için kültürümüze ve ihtiyaçlarımıza uygun bir modele ihtiyaç duyulmaktadır. Aksi durumda diğer tüm şartlar sağlansa dahi eğitim ortamlarında bir anda ortaya çıkan teknolojilerin kabul görmediği, fikir ayrılıklarının oluştuğu, etkili ve verimli bir şekilde teknoloji entegrasyonunun gerçekleşmediği görülmüştür. Son olarak ulusal ya da okul ölçekli eğitim teknolojisi entegrasyonunda sosyal, kültürel ve teknik fizibilite çalışmalarının nasıl olması gerektiği sorusuna cevap verebilmek için bulgular incelenmiş ve uzman görüşleri alınarak araştırmanın sonuç bölümünde Türkiye’deki eğitim yöneticilerine okullarda eğitim teknolojileri entegrasyon süreç yönetimine ilişkin yeni bir model önerisi sunulmuştur. ABSTRACTThe purpose of this research is to present a model proposal for the management of educational technology integration processes. In this context, the experiences and practices in Turkey since the Republic were compiled. This study aims to create a culturally appropriate process management model proposal for the management of educational technologies integration in Turkey regarding the stated problem situation. The process consists of four main stages. The first stage is aimed at presenting a philosophical perspective on the concept of technology. Because it has been seen that the perspectives of all stakeholders in education, especially education administrators, on technology completely shape the process. The second stage is the determination of technology integration standards by the selected philosophical perspective by researching what domestic and foreign technology standards are. The third stage is a model selection stage by the determined standards. When it comes to the fourth stage, which is the last stage, is aimed to carry out feasibility studies before the implementation of the selected model and to put it into practice. It was decided to use the exploratory sequential pattern research model of the mixed method for the construction of the aforementioned model. For the first stage, both literature review and sampling were conducted with 5 school principals, 5 assistant principals, 4 information technology teachers, 5 teachers from different branches and 1 District National Education Director at the primary and secondary education level in Istanbul, which was selected as a semi-structured interview form. data has been collected. In the second stage, in which criteria, standards and models were examined, it was decided to develop a scale. Quantitative data were collected from 392 teachers and administrators from different branches and demographic characteristics. The results of the research show that a model suitable for our culture and needs is needed for the educational technology integration management process to be successful in schools. Otherwise, even if all other conditions are met, it has been seen that emerging technologies in educational environments are not accepted, differences of opinion occur, and technology integration is not realized effectively and efficiently. Finally, to answer the question of how social, cultural and technical feasibility studies should be in national or school-scale educational technology integration, the findings were examined and a new model proposal was presented to the education administrators in Turkey regarding the integration process of educational technologies in schools, taking expert opinions.

Bu araştırmanın amacı, Covid 19 pandemisinin okul yönetimine yansımalarını incelemektir. Araştırma nitel araştırma deseninde ve durum çalışması modelinde tasarlanmıştır. Araştırmanın çalışma grubu, 2020-2021 öğretim yılında İstanbul’da görevli 16 okul müdürü ve 34 okul müdür yardımcısı olmak üzere 50 kişiden oluşmaktadır. Araştırmanın verileri araştırmacılar tarafından geliştirilen yapılandırılmış 4 açık uçlu soru yardımıyla elektronik ortamda toplanmış, içerik analizi ve betimsel analiz yardımıyla değerlendirilmiştir. Araştırma bulgularına göre okul yöneticileri pandemi sürecinde yürütülen uzaktan eğitim uygulamalarının yeterli olmadığını ve geliştirilmesi gerektiğini düşünmektedir. Pandemi sürecinde etkili planlama yapılamaması, derslerin takip edilememesi, teknolojik araç-gereç eksikliği ve ekonomik nedenlerden dolayı okul yönetiminde sorunlar yaşanmaktadır. Okul yöneticileri bu kriz döneminde karşılaştıkları sorunları çözebilmek için iletişim, iş birliği, planlı olma, emirleri sorgulamama ve hoşgörüye dayalı genellikle bireysel yöntemleri tercih etmiştir. Araştırma sonuçlarına göre, pandemi gibi kriz durumlarında okullara yönelik acil durum planlaması yapılabilir. Okul yöneticileri, öğretmenler, öğrenciler ve veliler için teknolojik araçlara erişim ve etkili kullanım konusunda ulusal düzeyde bilgilendirme çalışmaları yürütülebilir., The aim of this research is to examine the reflections of the Covid 19 pandemic on school management. The research was designed in qualitative research design and case study model. The study group of the research consists of 50 people, including 16 school principals and 34 school assistant principals working in Istanbul in the 2020-2021 academic year. The data of the research were collected electronically with the help of 4 open-ended questions developed by the researchers and evaluated with the help of content and descriptive analysis. School administrators think that the distance education applications carried out during the pandemic process are not sufficient and should be improved. There are problems in school management due to the inability to make effective planning during the pandemic process, the inability to follow the lessons, the lack of technological tools and equipment, and economic reasons. School administrators generally preferred individual methods based on communication, cooperation, planning, not questioning orders, and tolerance in order to solve the problems they faced during this crisis period. Emergency planning can be made for schools in crisis situations such as pandemics. Information studies can be carried out at the national level on access to and effective use of technological tools.

Given the nature of their mission, knowledge inertia is specifically crucial for the effectiveness of educational organizations, yet it remains as an understudied concept that necessitates further efforts. This paper contributes to our understanding on the antecedents and the underlying mechanisms on how these antecedents yield to knowledge inertia via an original research model. We ran our analysis on the data from a total of 440 teachers working in public schools. Correlation analysis and structural equation modeling was used for testing the links between variables. Results of the path analysis indicate a significant positive direct effect of organizational cynicism on knowledge inertia, and negative direct effects on occupational commitment and organizational dissent. Both occupational commitment and organizational dissent affect knowledge inertia negatively. Although a full mediation was not validated, findings of bootstrapping analysis indicated significant indirect effects of organizational cynicism on knowledge inertia through occupational commitment and organizational dissent. Okulda gürültü kirliliği farkında olmadığımız ancak uzun vadede sağlığımızı ve öğrencilerin öğrenme ortamlarını olumsuz etkileyen çok boyutlu bir problemdir. Ses izolasyonu yönetmeliğine göre en düşük C sınıfı akustik performansa sahip okulun boşken gürültü düzeyi 39dB; eğitim öğretim sırasında ise 54dB civarında olmalıdır. Ancak okullarımızda özellikle teneffüsteki gürültü bu sınırların ortalama iki katıdır. Araştırma eğitim, mühendislik ve Tıp Fakültesi’nden akademisyenler ile disiplinlerarası bir yaklaşım içerisinde gerçekleştirilmiştir. Karma yöntem ve yakınsayan paralel desen kullanılmıştır. Nicel verileri gürültü ve çınlanım verileri ile anketler, nitel verileri ise gözlem, görüşme ve doküman analizleri oluşturmaktadır. Bir okulun yeni binasına akustik iyileştirme yapılmasına rehberlik edilmiştir. Sonuçlar bu okuldaki gürültü ve çınlanım değerlerinin diğer okullardan daha düşük olduğu yönündedir. Bu okuldaki ses düzeyleri ders esnasında sınıfın içinde 63 dB, koridorda 47dB; teneffüste sınıf içi 68dB, koridorda ise 69dB‘dir. Çınlanım değerleri 1,2-1,4 saniye seviyesinde olup, yönetmelikteki (0,8-1,2s) değerlere yakındır. Arka plan gürültüsü de B-C aralığına karşılık gelmektedir. İzolasyonsuz okulların gürültü düzeylerinin derste ortalama 65-70dB, teneffüste ise 80dB’i aştığı bulunmuştur. Sonuçlar yönetmelikte belirlenen gürültü üst sınırına en yakın okulun izolasyonu olan okul olduğunu, asma tavan ve yerdeki plastik PVC kaplamanın dikkat çekici fark yarattığını göstermektedir. Bazı okullarda gürültü düzeyinde azalma, bazılarında azalma ve artmalar görülmüş olup, hiç bir okulda yeni yönetmelikte belirlenen sınır değerlerine ulaşılamamıştır. Gürültünün en yüksek olduğu zamanlar, teneffüs, okula giriş çıkış ve yemek araları olarak belirlenmiş olup, 80 dB civarındadır. “Gürültüden çok rahatsız olurum” diyen öğretmen ve öğrencilerdeki artış farkındalık eğitiminin etkili olduğunu ve paydaşların maruz kaldıkları aynı miktardaki gürültüden artık daha fazla rahatsızlık duyduklarını göstermektedir. Ancak gürültünün hala sınır değerlerinin üzerinde olması eğitimin tek başına yeterli olmadığını, yürürlüğe giren ses izolasyonu yönetmeliğinin biran evvel uygulanmaya başlanmasının gerekliliğini göstermektedir. Akustik iyileştirme yapılmış okullarda gürültüye karşı farkındalık eğitimi verilmeye başlandığında, diğer paydaşların da desteği ile toplumsal hayatın her alanında daha sessiz ve sükûnetli bir yaşam kalitesine ulaşılabileceği düşünülmektedir. Noise pollution in school is a multidimensional problem that we are not aware of noise pollution in the school, but it affects our health and the learning environments of the students in the long run. According to the “Sound Insulation Regulation” which was started to be implemented in our country, the noise level of the school with the lowest class C acoustic performance is 39dB; it should be around 54dB during education and training. However, the noise in our schools in particular is about twice the noise of these borders. The research was carried out in an interdisciplinary approach with academicians from the Faculty of Education, the Engineering Faculty and the Medical School. The mixed method and partcularly the convergent parallel pattern are used. Quantitative data includes the questionnaires for teachers and students with noise and resonance data collected from the schools, while qualitative data are used for observation, interview and document analysis. A school has been guided to make acoustical improvements to the new building. The results suggest that the noise and resonance values in this school are lower than the other schools that did not have any acoustical improvements. The sound levels in this school were 63 dB in the classroom during the course, 47 dB in the corridor; 68dB in the classroom and 69dB in the corridor. The resonance values are in the range of 1.2-1.4 seconds and are close to the values in the regulation (0.8-1.2s). The background noise corresponds to the B-C range. Noise levels of schools without isolation were found to be between 65-70 dB during the lesson time and 80 dB during the recess. The results show that the noise level of school with isolation is the closest to the upper limit of noise specified in the regulation is a remarkable difference from the suspended ceiling and the plastic PVC that covers on the floor. In some schools, noise levels have decreased, some have been reduced and increased, and no school has reached the limit values specified in the new regulation. The times when noise is highest were found as recess times, entrance and exit to the school, and the lunch times which is about 80 dB. The increase in the number of teachers and students, saying that "Noise is very uncomfortable" indicates that awareness training is effective and that stakeholders are now more disturbed by the same amount of noise they are exposed to. However, the fact that the noise is still above the limit values indicates that education alone is not sufficient and that it is necessary to start implementing the “Sound Insulation Regulation” that goes into effect earlier. When awareness training against noise is started in acoustically improved schools, with the support of other stakeholders, it is thought that a quieter, peaceful, and calm life quality can be achieved in every area of social life.

The aim of this study to the Ministry of Education 'Alo 147' contact center is to assess teachers' opinions on the use. The study sample Silvan district of Diyarbak'r in the 152 class teacher is on duty. Data were collected through a questionnaire developed by the researchers. In the survey, including 24 degrees and four open-ended questions are a total of 28. Qualitative data was evaluated by the method of content analysis. For this, all surveys were single reading logs for each question. Meaning and content of the opinions obtained were classified and tabulated. Quantitative data were analyzed with the help of the computer. Here, too, receive frequency, mean, t test and ANOVA were used to test the method. This line of research in the teaching profession and the quality of education reduces damaging the opinion that an application has been reached.
