A strategy for publishing social media content for academic journals, based on content marketing, content curation and a social media content plan, is presented. The example of the journal El profesional de la información (EPI) is shown and advice on how to tweet is offered.

In the ‘normal’ world of retail and commerce you pay for an item and receive the item. In the world of academic journals you prepay for the item and you might receive the item and you might get some money back depending on what journals you did or didn’t receive. In the world of offset pricing you prepay, then you pay again, you sometimes use vouchers, you might get a discount (the following year) then you might get money back, or you might not. Are publishers knowingly placing barriers to off-set models, and not transparently offsetting the APCs to the subscription cost, in order to raise more income? Whether by design or accident it is a complex world which needs a time commitment, which not all librarians can give, to understand fully. The new model of scholarly communication, which leading universities (including KAUST) want to introduce, is based on shifting the subscription costs to publishing costs, not to double the payment channels to the publishers. Can we get to a mutually beneficial position where the author can deposit the accepted version of the article into the Institutional Repository without any embargo period as the institute is agreeing to pay the subscription fee on an ongoing basis? The required model does not adversely affect the vendors’ revenue. This presentation, based on KAUST’’s experience to date, will attempt to explain the different models of offset pricing while outlining KAUST’s dual approach, redirecting subscription money to publishing money and embedding open access terms in understandable language in our license agreements, to the problem. Why we have accepted IoP’s offset offer and not Springer’s, though we were considered among the first timers and important Institutions? Why is this important? Resolving the inherent complexities in offsetting models will save libraries money and also time wasted on tedious and unnecessary administration work. Researchers do not want to know about offsetting agreements nor should they need to know. It is difficult enough to do and write up valuable research without having to do further research on offset pricing models. The authors of the articles without whom, as academic librarians or publishers, we would be redundant are often the neglected link in the chain. Finally, the Institutional Repository needs to know what we are up to. The current answer to many queries is that “it depends on the publisher,” isn’t good enough. There has to be a standard model. What is needed overall is clarity and transparency. This will enable trust and, where mistakes are made, and there inevitable will be with untried models, we can learn from these mistakes and make better, more robust services with auto deposition of our articles to our repository fed by Publishers’ themselves . If libraries can organize as groups at regional or (with more difficulty) international level more favorable licensing agreements, including standardized offset pricing model language, can be leveraged which will be advantageous to all parties; publishers, libraries and, most importantly, authors. It is incumbent that we familiarize ourselves with the pricing models, in all their complexity, and strive through collective organization to have these models simplified and standardized. Let’s turn that subscription money into publishing money.

In this presentation, I will argue that the “serials crisis” and the subsequent need for library publishing are best understood not by focusing on the singular actions of individuals or publishers, but through an analysis of neoliberalism—the nation’s predominant economic ideology. In a discourse of critique, I will analyze scholarly journal publishing using the following major elements of neoliberalism: the primacy of the “free market,” privatization, deregulation, and using individualism to justify cuts to social services and to discredit notions of the public good. Critics argue that neoliberalism, a set of political and economic policies that have become widespread over the past 35 years, is a pernicious system that disproportionately benefits a small number of major corporate shareholders. Its effects, which include widening inequality and being prone to crises, are masked by the public’s ignorance, historical amnesia, propaganda, indifference, and austerity. In a discourse of possibility, I will discuss the transformative potential of library-publishers creating and participating in cooperatives. Library publishing can attain greater sustainability and impact through a more robust system of state and regional partnerships based on two major types of cooperatives: worker cooperatives, where the creators of goods and services collectively decide the fate of their work, and purchasing cooperatives, where members mutually benefit by acquiring in solidarity with each other. Cooperative economics is increasingly seen as a viable alternative to neoliberalism, and there are successful stories across the globe. Additionally, the transition by several Latin American nations away from neoliberalism by democratizing their economics and emphasizing the public good and cooperation will be explored. Attendees will be able to contextualize the so-called serials crisis with greater clarity, advocate for library publishing more compellingly, identify more impactful solutions, and have an increased sense of individual and collective agency.

The Complutense Scientific Journals Portal has been a breakthrough in the publication of periodicals within The Complutense University of Madrid (UCM). This presentation explains its origin and development related to digital collections of the UCM. The first part presents The UCM to understand their peculiarities within the Spanish system of higher education: the size of the institution; the number of students and staff; the distribution on two campuses; the number of Degrees, etc. The Library of The UCM is a reflection of the complex and decentralized structure of the University. The presentation offers quantitative data about the library staff and the library branches. The Library uses their digital collections to support learning and research activities. Digital collections facilitate the access to knowledge, reduce publication barriers and improve information diffusion. The Open Access collections improve the use and the impact of Complutense research results and reach a compromise on the long-term preservation. An important milestone in the creation of the Portal of Scientific Journals Complutense has been the use of the OJS software for its management. The Portal gives a greater visibility to the Complutense Journals that are listed in DOAJ, Scopus, ISI and Latindex. The scientific production published in the Portal is accessible via Scirus and Google Scholar and its contents are collected in Dialnet.

Copyright daily practice shows that this legal topic doesn´t deals with general cases, but those that have to be analyzed from the perspective of its own particular circumstances. With this background, we will address the case of those information users who wish to obtain the fulltext of journal articles and are not able to do so given the lack of subscriptions or licenses. To address this point we will analyze the contractual arrangements between the author of the article and his employer, as well as the legal relationship between the author and his publisher. To narrow the jurisdiction under which the contents will be discussed, we will cite the Mexican law as well as the general principles dicated by international treaties on the matter.

In this paper, I show that the world of scholarly communication is resolutely shifting from a toll-access to an open-access publishing model, that there are many who are fraudulently corrupting this model for their own gain, and that the transition to open access will bring fundamental changes to scholarly societies' roles in the scholarly communication process, changes that will introduce new challenges and promising opportunities.

This paper, “The journal Library and Information Science Critique reaches its 4 years against the capitalist slavery of publications,” makes a critical recount of the international open access double blind peer review journal Library and Information Science Critique: Journal of the Sciences of Information Recorded in Documents, since the author, Zapopan Martín Muela-Meza (Founder, Director and Editor-in-Chief) sent its first call for papers back on May 31st, 2008. It analyzes its viscisitudes and avatars to be maintained as an open journal fully free of charge against the capitalist slavery of publications, and not only that, but also with access totally free of charge, communal, and democratic for everyone throughout all of its processes: for authors, reviewers, editors, and above all for our readers. It criticises, defies, questions, and dismantles the bourgeois fallacies and charlatans of the capitalist slavery of publications of pay-per-access, and even within the open access movement where this journal belongs. At the same time it endorses its quality controls as for the international double blind peer reviewing comprising 32 expert peer reviewers from 18 countries, where 18 are female and the rest male, where the only great worriness we have is to serve as scientific and professional communication plattform in scientificly valid, trustworthy, and objetive manner, and with the times of publication as much timely as possible; non the less considering the contents of the papers received with a critical and anti-hegemonic carácter important than deadlines.

Librarians have been advocating for Open Access for many years. Today, concrete steps are being taken towards a future for scholarly communication that will be largely open access. In addition to peer-reviewed journals, many other materials are increasingly becoming freely available, including monographs, government and scholarly data, and educational materials including textbooks and learning objects. In addition to expanded access, OA will facilitate new relationships between the academy and society, and there are roles for all kinds of libraries to support these new relationships. For example, professionals, journalists, businesspeople, local politicians and government staff increasingly have access to many of the resources that were once available only at a large university library.

This presentation briefly covers the core elements of Open Access and of the Open Access-related programs in Libraries and Cultural Resources at the University of Calgary.

In this electronic publishing age, institutions have increasingly recognized that an institutional repository (IR) is an essential infrastructure of scholarly dissemination. An institutional repository is broadly defined as a digital archive of the intellectual product created by the faculty, research staff, and students of an institution and accessible to end users both within and outside of the institution. To achieve the success, IR must require to plan, implement, evaluate maintain and sustain green factor on driving of the green road of institutional repository. This paper examines how to harness successful factors to make an institutional repository the central and authoritative source of the research materials output of institutions. There is much discussion and examination of the factors that help to build and sustain a successful repository for the long- term survival, value and usability that depends on numerous criteria have been discussed in the topic.

Developments in information and communication technologies and the Open Access movement deeply affect the way research is carried out and communicated. E-journals have emerged as a significant means of scholarly communication in recent years. E-journals and other innovative infrastructures were born and are mostly used in scientific domains integrally related to technology, such as the natural sciences and medicine. However, recent developments around the world have affected the humanities as well, with respect to e-journals and other infrastructures that open up new avenues of scholarly collaboration, research communication and research preservation. Our paper focuses on the project of developing three open access journals in the humanities at the National Hellenic Research Foundation (NHRF). The project was an initiative of the National Documentation Center (NDC) of NHRF. It was carried out in collaboration with the three NHRF Institutes specializing in the humanities. We present the goals we set and the challenges we faced, and place the project within the wider picture of the Greek and international situation in the humanities. Finally, we emphasize the modifications we implemented on the journal platform, in order to achieve particular functions that the institutes called for.

Librarians encounter OA in their own publishing activities, and by engaging in the broader OA movement via disciplinary initiatives such as EPrints and the University of Calgary Open Access Authors Fund. Can we translate our experiences and initiatives to assist with OA program planning and improve service?

Libraries and Cultural Resources (LCR) at the University of Calgary is involved in several Open Access-related initiatives. These include an institutional repository, OA activities in the University of Calgary Press, the Synergies project, the Open Access Authors Fund, and an OA mandate for Libraries and Cultural Resources. This session examined each of these along with relevant issues as well as presenting a brief introduction to Open Access itself.

The Open Access (OA) movement is one of the most important and growing developments in the world of scholarly communication. Libraries and Cultural Resources (LCR) at the University of Calgary is involved in many initiatives relating to Open access. This session discussed how Open Access resources can be found and used by the University of Calgary community members and find out about services that support Open Access on campus, such as the Open Access Authors Fund and the institutional repository (DSpace).

The open access movement has come of age. There are thousands of free scholarly journals, millions of items, and many more become available every day. This session presented an overview of open access, and the benefits for patrons of all types of libraries.

The importance of using the SEER (OJS) Open Journals Systens, journals, distributed by IBICT-Brazilian Institute of Information Science and Technology for the 2 institutions that want to publish on-line journals and monitor and manager the whole process of editing. Through academic review on Open Archives Initiatives-OAI in journals online and their importance, the process of planning and deployment of the system institutionally by its importance. Using this system which is a Free Software, many institutions can to decide the big question of how to publish and make available its publications on the Internet. All publications that use the system will have their data shared in various repositories and harvesting of records and metadata called harvester, as the PKP-Public Knowledge Project University of British Columbia in Canada and OAISTER University of Michigan. With the objective of centralizing data, or institutional repositories thematic, enabling the publication can also be recovered internationally. It is the result of the deployment of SEER in the State University of Maringá-UEM. It was after presenting analysis software that the system has SEER resources beyond expectations, by providing, monitoring and evaluation by the author of the whole editorial process, possibility of monitoring the publication by all members involved in the publication, enabling disclosure route e-mail and a large quantity of services of publishing completely automated. And especially being a free software, is capable of improvements and adjustments.

The offer to create a Digital Repository of Open Access in the Faculty of Humanities of the UAEMex is sustained in the Declaration of Principles of the World Summit on the Information Society and it’s an effort for contributing to the development of our Hispanic society in routes to reach the UN Millennium Development Goals.

This presentation illustrates the use of Open Journal Systems (OJS) for publishing an issue of an open access journal, from author submission through peer review to editing and publishing. This demonstration uses the practice journal Topics in Scholarly Communications, a practice journal developed by students at the School of Library, Archival, and Information Studies (SLAIS) at the University of British Columbia. It is estimated that the software elements of publishing a journal issue using OJS take about an hour.
