Traditionally, repeat photography has been used to analyze land cover change. This paper describes how repeat photography may be used as a tool to enhance the short-term study abroad experience by facilitating cultural interaction and understanding. We present evidence from two cases and suggest a five-step repeat photography method for educators to use to increase participation and cultural interaction of students involved in fieldwork, long-haul fieldwork, and study abroad programs. We suggest that through the five steps developed in this paper that students' potential to understand and interact within the host culture is increased.

Objectives: nearly 50% of people in developing countries suffer from extreme poverty. Consequently, a debate has emerged about the potential of ICT to improve socio-economic conditions prevailing in impoverished nations. This discussion has given rise to a burgeoning field of research known as ICT for development (ICT4D). However, most academics in the ICT4D arena do not come from developing countries, nor do they reside in these regions -- the main beneficiaries of ICT4D initiatives. This is the case of Brazil, a country characterized by significant socioeconomic disparities, where this field of study has aroused little interest among the scientific community and thus continues to be largely under-researched. Thus, the objective of this paper is to make sense of that phenomenon. Provocations: as most of the ICT4D knowledge base has been generated either by academics who are not originally from developing countries or by academics native to developing countries who currently reside in developed countries, a provocation can be made, namely, considering that ICT4D initiatives can improve the quality of life of people, why haven't Brazilian scholars prioritized research in this area? Conclusion: as a provocative paper, our main objective is to debate on the aforementioned issue. For this, we should listen to the Brazilian Academy of Management -- mainly the academics of the ANPAD's Information Management division -- to address and solve this puzzle, so that ICT4D research in Brazil can be encouraged with a view to causing a real impact on our society. This paper seeks to validate the hypothesis that in Brazil, between 1941 and 1948, when the first geographical expeditions to the sertão (backcountry) of Brazil took place, there was a transition in the epistemological style practiced by geographers between the historicist and ecological approach and a positivistic planning approach. Added to both is the need to restructure the colonial legacy of the country's territory, a perspective marked by social geography with a Marxist bias. This transition process is, simultaneously, the construction of another hybrid geographical style and an epistemological point of view of its own. This form of epistemology reflects the configuration of space, i.e., the continuity of the economic and political life of the coast without major modifications. However, the projected planning perspectives for the future occupation of the sertão, seen by the actors of the time as an empty territory, with resources and in which its occupation could gradually reverse Brazil's colonial legacy. Brazilian scientific space is observed as a circulation of knowledge, which is subject to tensions. Conceptual developments occurred in discussions in National Council of Geography (CNG) and Brazilian Institute of Geography and Statistics (IBGE) institutional settings and were called 'geographical talks/gatherings', which were published in the Boletim Geográfico and the Revista Brasileira de Geografia. Based on these discussions and controversies, it was possible to differentiate the styles of geography mobilised by actors, as well as to create a general interpretation based on the material analysed. Development geography and a geographical reason are understood as the result of this construction, based on two main factors: the influences of foreign geographies and the nature of the country. The methodology adopted was a geo‐history of knowledge, associated with aspects of Bruno Latour's actor‐network theory. The aim of this paper is to examine the level and determinants of financial inclusion in Latin America and Europe and especially in Brazil and Romania based on the Global Findex database. We found that income and education contribute to greater financial inclusion as they are positively related to having a formal account and this finding supports the view that policies favoring financial inclusion should target certain groups of population such as women and young people. Our main conclusions found that the level of financial inclusion in Brazil and Romania is high relative to comparable countries. Financial inclusion, as measured by the ownership of a formal account, does not create a major problem in both countries. Brazilian and Romanian authorities could nonetheless improve the ownership of a formal account by dismantling obstacles related to income and education, all of which found more long-run issues. In summary, our work contains findings of particular interest to design policies to improve financial inclusion in Brazil and Romania. This paper draws upon critical theories and the capability approach. It argues for a conceptualization of development as a process designed to enable people to free themselves from structural disadvantage. Amartya Sen has argued that people’s “critical-agency” to question and reject unjust social norms is “pivotal” to human development and important for tackling inequalities of any kind. Freire’s critical pedagogy, and critical feminism, go further by providing disadvantaged people with the practical means to do this; to identify the structural root causes of unjust social norms and the critical-agency to challenge and change them. Two empirical case studies of ICT4D are presented, from Zambia and Brazil, which draw upon these critical approaches but use them in different ways. The paper argues that ICT4D must go beyond addressing people’s immediate practical needs for access to ICT tools and skills, to also address their strategic interest in identifying and tackling the root causes of disadvantage. Under favorable conditions, credit can improve the quality of life by financing essential assets and services, such as housing and education, also by fostering entrepreneurship. Although finance inclusion can widen social and economic opportunities, the successful usage of microcredit depends on the costs (rates of interests) and on the methodology applied to grant credit. Hence, through a bibliographic review, the paper presents a comparative analysis of three remarkable experiences on microfinance. Firstly, the Brazilian Community Development Banks (CDB), inspired by the Grameen Bank and devoted to reaching the poor of the poor. Secondly, the programs applied by some Public Development Banks (PDB) in Brazil to foster entrepreneurship through microcredit. Third, the Italian Credit Cooperatives (BCC - Banche di Credito Cooperativo), essential in the provision of credit for small enterprises and households. Despite their peculiarities, there are some similarities in their governance and methodologies applied to grant credit. The local dimension, the relationship lending to capture soft information for risk analysis, and the purpose of serving the community providing financial services instead of generating and distributing profits are standard features. These experiences could inspire a proposal for microfinance expansion, based on the ground principles of mutuality, solidarity, cooperation, and localism. [ABSTRACT FROM AUTHOR]

This paper examines the political-economic outgrowth of Brazilian capitalism in the global south after the outset of the global financial crisis. In analysing the public-sector finance policy of the Workers’ Party (PT) during the crisis, I argue that a structuration of investment was established. Utilizing theoretical premises of uneven and combined development and sub-imperialism, this paper traces the motions of the industrial financing processes that perpetuate Brazilian capitalism outside of the boundaries of the nation-state to shed light on the relationship between ‘emergent’ economies, their state structures, and the developing world. Purpose The purpose of this paper is to examine the dynamic relationship between policies related to educational provision and both educational participation and occupational outcomes in Brazil, using PNAD and RAIS-Migra data.Design/methodology/approach Outcomes are examined using: static multinomial logit analysis, and structural dynamic discrete choice modelling. The latter approach, coupled with the quality of the RAIS-Migra data source, allows the authors to evaluate the education policy impacts over time.Findings The main results show that the education level raises the propensity that the individual will be in formal sector work or still in education, and reduces the probability of the other outcomes. Transition into non-manual formal sector work following education may, however, occur via a spell of manual work.Originality/value This is the first study of occupational destination to be conducted in a rapidly developing country using high-quality panel data and appropriate dynamic methods, and as such makes an important contribution in confirming that increased supply of highly skilled workers enhances occupational attainment in this context. This paper aims at investigating to what extent there is a differentiated regional banking strategy in the Brazilian economy. Based on the Post Keynesian theory of regional liquidity preference (Dow, 1993), the paper analyzes consolidated balance sheets of bank branches located in different Brazilian regions. Through the analysis of indicators built using this database, the paper finds evidence to support the thesis that the Brazilian banking system's strategies are heterogeneous across the territory. This paper sets out to understand the use of public procurement as a policy instrument for catching up. Brazil and China, who have explicitly linked procurement to innovation, are used as empirical cases. We review their respective institutional settings, policy approaches, and micro-level processes related to the public procurement of innovation (PPI). We have discovered that they share similarities concerning issues encountered during PPI implementation. Although both countries have made some achievements in promoting innovation through procurement, this paper highlights some of the obstacles they have experienced when implementing this policy, such as institutional problems, changes in the political landscape, and macroeconomic constraints. Such obstacles, more prominent in the case of Brazil, may have acted as an obstruction to achieving the pursued objectives, thereby restricting the full potential of PPI in driving technological catching up. The article then offers managerial and policy implications for the implementation of PPI, such as the importance of choosing relevant procurement procedures, critical roles played by policy champions, and demonstrating effects of leading firms and regions. While in China PPI was once an instrumental part of its technology development agenda, in Brazil it has been sporadic and unconnected to a given national strategy. [ABSTRACT FROM AUTHOR]

Large‐scale hydroelectric dams have—throughout their history—had adverse impacts on local population groups, natural resources, and entire eco‐systems furthering resistance and protest against them. In this paper, we aim to investigate the impact of social mobilization against large‐scale dams by considering political opportunity structures, actor constellations, and frames. We comparatively analyze three case studies in varying political systems, that is, Gibe III in Ethiopia, Belo Monte in Brazil, and Barro Blanco in Panama. Our investigation is based on field research in these countries comprising data collection of governmental reports, newspaper articles, materials published by civil society organizations, and semi‐structured interviews. The analysis reveals that the impact of mobilization against dams is certainly limited in contexts with authoritarian governments. In democratic contexts, the impact depends on the degree of external involvement, as well as the ability of movements to avoid fracture, especially in view of temporal dimensions of large infrastructure projects. Innovation has been strategic for stimulating the development process. Aware of this, Brazil has been formulating guidelines to promote its ability to develop technology and innovate, but the results over the years are still modest. This paper aims to allow a logical and discursive discussion on the adequacy of innovation for leveraging the development of underdeveloped economies in the current situation. The study was organized in the form of a theoretical essay, dialoging with the literature that articulates innovation as an element for development, and with data that explore the Brazilian reality. It was identified that Brazil has a trajectory of initiatives to expand and mature its innovative conditions; however, the absorption of these by a structure of underdevelopment is thought-provoking. This aspect is in contrast to the innovation discourse put forth by so-called developed countries, treated critically in this paper. Finally, we argue that for innovation efforts to guarantee higher levels of development for Brazil, it is necessary to overcome historical obstacles and delays, with the understanding that they are barriers to the desired innovation. This paper studies the decomposition of the gender earnings gap in the Brazilian labor market using microdata from the 2010 Brazilian census. Counter‐intuitively we find that the gender earnings gap in favor of males widens with increased GDP per capita. Firstly, we find that females present higher schooling than males, which is consistent with the higher return to schooling among females. Secondly, the effect of the female schooling advantage on income is magnified by the local level of income inequality. Thirdly, through decomposition, we obtain the component due to discrimination (or any factor independent of schooling that undervalues female characteristics) against women. Finally, the explanation for the counter‐intuitive result is that while gender discrimination reduces with GDP per capita, somehow the level of income inequality reduces more quickly, resulting in a gender earnings gap that widens with increased GDP per capita. Throughout history, agriculture and natural resources have been used for the production of food, feed, fibre, fuel, and environmental goods. Recent developments in demand both in terms of quantity and quality, technology, and traditional energy and chemistry markets have reinforced the demand for nonfood applications. These developments, in combination with increased consumer demands for various food characteristics, have led to a rapidly growing and globally integrated 'bio-economy.' This article introduces and summarizes the plenary papers on the opportunities and challenges for the bio-economy that were presented at the 28th triennial conference of the International Association of Agricultural Economists (IAAE) in Brazil. Adapting a methodology to assess housing need is intrinsically difficult, particularly when it must address different levels of development. This paper presents a general discussion of housing needs and assessment methodologies and examines the adaptation of an affordable housing needs assessment methodology developed in the US to produce a method to be applied in developing countries. Specifically, a pilot project was conducted in Brazil, yielding results applicable to any developing country where security of tenure and poverty contribute to the housing problem. Security of tenure, adequacy of shelter and infrastructure, and other concepts are characterized. Cultural, institutional and structural peculiarities of the Brazilian context are explained. The analysis reveals the difficulties of transferring methodologies from developed to developing countries, but also the advantages of looking at seemingly unquantifiable situations through the lenses of a workable model. Results illustrate the application of the adapted methodology and conclusions offer a reflection on the impact of methodology transfer to developing countries. [ABSTRACT FROM AUTHOR]

Development and modernization are thought to go hand in hand. The World Bank and the International Monetary Fund compel nations to “modernize and develop” through free enterprise capitalism, increased economic growth and Gross Domestic Product, inclusion in global markets, privatization of national assets, and cuts in social spending. However, even when countries achieve some level of economic prosperity and development, the majority of their people lag behind, particularly in Latin America, Africa, and Asia. Based on the theoretical works of Amartya Sen and Celso Furtado on the relationship between culture and development, this paper aims to examine the relevance of cultural policy for the development of creative industries in Brazil and identify the main obstacles to the formulation and implementation of cultural policy related to Brazilian creative industries. The central argument indicates that culture expands human freedoms when it admits alternative solutions to social problems by leveraging talent and resources of each country. When cultural policy stimulates creative industries, it brings the possibility of consolidating regional and national identities, promoting cultural diversity and a more democratic access to cultural goods and services, and generating income and job opportunities as a socioeconomic inclusion factor. However, Brazil still lacks the continuity of cultural policies related to creative industries and suffers from financial constraints, the deficiency of technical staff and clientelistic relationships that result in greater dependence of creative professionals on Brazilian Government members. In the last 40 years archaeology in Brazil has grown in the wake of development projects, covered by the objectivity of techniques and neutrality, and isolated from conflicts and environmental injustices associated with such projects. The arguments on this paper revolve around narratives of rock art from a Brazilian region where people were relocated after their displacement by a large scale development project in the 1970s; they seek to discuss the environmental management model adopted in Brazil and how professional archaeologists act within it. Throughout its twenty years of existence, a Brazilian research network, RedeSist, has developed and improved the theoretical and methodological framework of National Systems of Innovation. The first aim of this article is to present RedeSist's focusing device of Local Innovation and Production Systems (LIPS), a combination of the Systems of Innovation framework with the contributions of the Latin American Structuralist Approach and to explain the main tools devised to capture collective and systemic processes of production and innovation, taking into account that every LIPS is inserted in specific, local, regional, national and global systems. The second objective is to discuss the Brazilian experience in designing and implementing LIPS policies as part of its industrial and innovation policies. The concluding remarks attempt at recuperating the most important arguments of the discussion and at highlighting the advantages of creating and using contextualized and systemic theories, concepts, indicators and policy models. Brazil's successful prosecutorial civil action against polluters could be a regulatory example for the Global South. This paper analyses whether such regulation could also develop without the major political, institutional, and legal reforms that spurred it in Brazil. To do so, it analyzes China, where similar reforms have so far not occurred, but where prosecutors have recently started to initiate civil litigation against polluters. It finds that prosecutorial civil litigation in China has only a limited regulatory effect or potential. Prosecutors in China are influenced by conflicting incentive structures that reward one-off lower level test cases with an innovation bonus, while structurally stimulating a focus on general crime fighting. Ironically, as a result of such incentives, the recent legal reform, toward providing standing for prosecutors in public interest litigation, will, in contrast to Brazil, decrease rather than increase the regulatory effect of these cases. These findings have implications for understanding how the interaction between regulatory independence, legal reform, and regime type shapes possibilities for regulatory innovation in the Global South. There are growing concerns that automation technology may have far-reaching implications for development, by restructuring global value chains and substituting workers. This paper investigates how domestic and foreign automation impact a resource-rich emerging economy. The empirical analysis builds on a Ricardian model of trade and a shift-share approach. Differences in regional industrial compositions are used to translate domestic industry-level robot adoption to local labor markets in Brazil. Differential trade and inter-sectoral input–output linkages between a foreign industry and regions in Brazil are leveraged to construct a measure of exposure to foreign automation. Instrumental variables account for endogeneity in robot adoption. Larger exposure to foreign automation is found to decrease the share of manufacturing employment and increase the share of employment in the mining sector. These shifts are driven by changes in the demand for export goods from local labor markets. Domestic automation benefits higher skilled and female workers. The findings suggest that foreign automation may contribute to "premature deindustrialization" in emerging economies. • This study examines the effects of automation technology adoption by domestic and trade-partner industries on employment in 557 regions of Brazil. • The empirical analysis is grounded on a Ricardian model of trade, and instrumental variables account for endogeneity in robot adoption. • Automation in trade-partner countries reduces the employment share in manufacturing, while increasing employment shares in the mining sector. • The same pattern is found for sectoral and regional exports, suggesting that shifts in the demand for export goods are causing employment changes. • Automation within Brazil increases the ratio of female and higher-skilled workers, indicating skill complementary with the robot technology. The present work presents two exploratory studies about the construction and validation of the Inductive Reasoning Developmental Test (IRDT), a forty-eight items test based on the Model of Hierarchical Complexity. The first version of the test was administered to a convenience sample composed by 167 Brazilian people (50.3% men) aged between 6 to 58 years (M = 18.90, SD = 9.70). The Rasch Model was applied, and the result shows reliability of .97 for the full scale. The Infit mean was .87 (SD = .28; Max = 1.69; Min = .39), and the person reliability was .95. The one sample t-tests showed significant spacing of Rasch scores between items of adjacent orders of hierarchical complexity, with large effect size. The second study was conducted in order to overcome some of the test's limitations found in the first study. The revised IRDT were administered to a convenience sample composed of 188 Brazilian people (57.7% women) aged between 6 and 65 years (M = 21.45, SD = 14.31). The reliability for the full scale was .99, and its Infit mean was .94 (SD = .22; Max = 1.46; Min = .56). The person reliability was .95. The one sample t-tests showed significant spacing of Rasch scores between items of adjacent orders of hierarchical complexity, with large effect size. The dominance of the ‘growth fetish’ ideology has much contributed to lure societies into believing that people’s value judgements are unnecessary for a better life and social justice. The theme ‘human values’ became the central research topic for the United Nations Development Programme Human Development Report team in Brazil after the promotion of a nationwide consultation to choose the focus of its 2009/10 report. A new index, named the Human Values Index (HVI), was created to tackle the issue of human values as part of development strategies. The main objective of this paper is to introduce this index, showing its features and properties. The HVI is built on an understanding that development is not a value-neutral concept and that from a human development perspective, welfare indicators should be qualitatively closer to human values focusing on statistics that can be useful to ordinary citizens, with the hope that in their hands the HVI might become a useful tool in promoting public reasoning and social justice. This article investigates how capital-labour relations (encompassing processes of class formation, representation, struggle and compromise) impact on emerging regions' developmental trajectories. It does so because much of development studies portray labour simply as an input (human capital) subordinate to more fundamental processes such as capital investment and accumulation. The paper draws on and extends insights gained from the 'new working class studies' and global commodity chains literatures in order to examine evolving capital-labour relations-from relatively militant struggles to class compromise-in an emerging sector of North East Brazilian export horticulture. It identifies sources of workers' structural and associational power and uses these to explain significant gains achieved by the region's rural trade union during the formation of the export horticulture sector. It then asks, why, despite continuing structural power, the region's trade union has entered into a class compromise with the leading employers via (a) reducing its militancy and its strategy of striking against employers to win concessions, and (b) shifting its objectives in terms of concessions sought. Decisive factors affecting the recent increase in formal employment in Brazil. This paper gives a general overview of the evolution of labour market indicators between 1995 and 2005 in Brazil. It shows an overall increase in formal employment rates from 2001 to 2005, as opposite to what had happened from 1995 to 1999. It is argued that such recent trends might indicate the reconfiguration of the labour market in better terms, with potential positive consequences to the finance performance of the Social Security sector. The paper also examines some of the major factors associated with this new trend and their chances to maintain such tendency in the near future. It's important to notice that all of them may be subject to some kind of political management by the State. In other words, we suggest that there are suficient instruments and operative skills in the Brazilian State to make these and others factors work in favour of a more persistent strategy of development with social inclusion through labour. The central concern of Global Commodity (or Value) Chain analysis is to identify upgrading possibilities for poor country (or region) producers as a mechanism for accelerating local-level development. Whilst the framework has made impressive progress in explaining how chain governance impacts upon suppliers' upgrading opportunities it has been relatively weak in integrating local-level institutions into its analysis and policy advice. This paper addresses this weakness by focusing on the interaction between suppliers' organisations and state development agencies in facilitating systematic upgrading for large numbers of producers. It is based on research on export grape production in North East Brazil, and finds that whilst exporters may be particularly well informed about changing market and buyer requirements, state agencies play a key role in both establishing initial conditions of production and assisting producers to overcome evolving technical gaps generated by fast-changing markets.
