This paper explores the experience of emotion for eight preservice teachers as they learn to assess their students while concurrently being assessed. This qualitative study utilised semi-structured interviews and assessment-related artefacts. Findings indicate that emotional engagement influenced preservice teachers' assessment decision making. The teachers also experienced emotional reactions as in turn they were assessed. This paper argues for the need of preservice teachers to be cognisant of the influence of emotion on themselves and their work, to allow them to better rationalise their assessment decision making and reflect on their practice.

The COVID-19 pandemic has caused major disruption to education and highlighted the importance of effective leadership during times of crisis. This paper considers the impact of the pandemic on school leaders in Australia, Fiji, and New Zealand. A secondary analysis of data from five interpretivist, qualitative studies was conducted. The aim of the study was to investigate the similarities and differences between the leaders' experiences across school settings, states/provinces, and countries. Our findings place renewed importance on understanding the role of schools within the community and the vital role school leaders play in helping schools respond to volatile and dynamic circumstances. The findings show how leaders' roles and responsibilities adapted to respond quickly and effectively to the urgency of the crisis, regardless of the context. Furthermore, common practices such as attending to wellbeing and providing clear and timely communication were revealed. The analysis also revealed some interesting nuances in the leaders' responses because of the duration of the crisis, the particular needs of the community, and government requirements. Papers like this provide insights into what leaders do and how schools and systems might prepare and support leaders to lead during times of crisis.

Educational psychologists face challenging decisions around ethical dilemmas to uphold the rights of all children. Due to finite government resources for supporting all learners, one of the roles of educational psychologists is to apply for this funding on behalf of schools and children. Tensions can emerge when unintended ethical dilemmas arise through decisions that compromise their professional judgement. This paper presents the findings from an exploratory study around educational psychologists' understandings and concerns around ethical dilemmas they faced within New Zealand over the past 5 years. The study set out to explore how educational psychologists manage the ethical conflicts and inner contradictions within their work. The findings suggest that such pressures could influence evidence-based practice in subtle ways when in the course of decision making, practitioners experienced some form of ethical drift. There is seldom one correct solution across similar situations. Although these practitioners experienced discomfort in their actions they rationalised their decisions based on external forces such as organisational demands or funding formulas. This illustrates the relational, contextual, organisational and personal influences on how and when 'ethical drift' occurs.

The purpose of this paper was to investigate school educators' perspectives on Restorative Practices (RP) in Aotearoa, New Zealand elementary schools. Based on a case study design, this study collected qualitative data by interviewing and observing elementary teachers and principals. Five themes were drawn from the data: showing empathy, making decisions, managing emotions, building relationships, and empowering students. The findings indicate that RP are effective pedagogical practices that facilitate social and emotional learning and provide an alternative to zero-tolerance discipline in elementary schools. We argue teachers' and principals' voices can inspire and inform future directions of school-based SEL programs and interventions grounded in RP. This paper provides evidence from educators that discipline policies can be changed from punitive to proactive Restorative Practice.

The intensification of data collection practices in schooling -- often due to state accountability requirements -- has resulted in the widespread adoption of commercial student management systems (SMS) in schools. Drawing on a qualitative case study of a New Zealand primary school, this paper investigates its adoption of a commercial SMS, and the ways this product re-engineers schooling processes, including what student data is collected, how school decisions are made, and when work is done by staff. Through this analysis, we argue direct-to-school commercial relationships constitute a new configuration of public-private partnerships in education. We demonstrate the rise of a local education market for data management where responsibility is placed on individual schools to choose a commercial product that will interface with the needs of a public bureaucracy. We end this paper with a critical discussion about how the commercialisation of school administration affects the broader infrastructures of public schooling.

Internet access and the availability of digital devices in classrooms have been growing exponentially. This has led to the development of subscription-based online platforms for mathematics learning, available for purchase by schools and individuals. Currently, research in mathematics education tends to focus on the benefits to teaching and learning of digital technologies, while less attention is given to the use of commercial applications in mathematics, and to the rationale of schools in choosing these resources, or to consideration of how they might fundamentally change the shape of mathematics education in our schools. This paper reports on a survey sent to mathematics leaders of all schools in Aotearoa New Zealand, attaining a 24% response rate. Schools appeared to provide a great variety of learning experiences in mathematics, including the use of online programs. Many different online programs were utilised by schools, and the majority of these operate for business profit within state-funded school systems. The theoretical construct of 'figured worlds' was used to understand the school leaders' rationales for using the programs. Leaders gave contrasting and conflicting reasons for their choices: discourses of neoliberalism, reform teaching, traditionalism and Ed-tech were all evident in their responses. The survey results suggest that in this era of market competition, schools face pressure to provide mathematics programmes that are simultaneously traditional, modern, high-tech and balanced.

This specially themed ""Getting of Wisdom," Learning in Later Life" Edition of the "Australian Journal of Adult Learning" ("AJAL") is not so much concerned with the issue of ageing itself, but more about quality of life regardless of age. It is about taking, but also giving back as best as possible at any age. This special issue is a result of the one week "The Getting of Wisdom Exchange", a collaboration between around 100 adult education practitioners and researchers from ten countries from Australia, New Zealand, Asia and Europe. In this issue, papers are presented from Sweden, Ireland, Aotearoa/New Zealand, Australia, Slovenia, Poland, Germany, Portugal and the United Kingdom. Papers cover different topics and open questions about various issues in older people's learning.

Purpose: This paper aims to explore doctoral candidates' ethical work in writing the acknowledgements section of their theses. With interest in the formation of academic identities/subjectivities, the authors explore acknowledgements writing as always potentially a form of parrhesia or risky truth-telling, through which the candidate places themselves in their relations to others rather than in their claims to knowledge (Luxon, 2008). Design/methodology/approach: Doctoral candidates from all faculties in one Japanese and one Aotearoa New Zealand university participated in focus groups where they discussed the genre of thesis acknowledgements, drafted their own version and wrote a reflective commentary/backstory. Findings: Viewing the backstories through the lens of parrhesia (with its entangled matters of frankness, truth, risk, criticism and duty) showed candidates engaged in complex ethical decision-making processes with, at best, "ambiguous ethical resources" (Luxon, 2008, p. 381) arising from their academic and personal lives. Candidates used these resources to try and position themselves as both properly academic and more than academic -- as knowing selves and relational selves. Originality/value: This study bares the ethical riskiness of writing doctoral acknowledgements, as doctoral candidates navigate the tensions between situating themselves "truthfully" in their relations with others while striking the necessary pose of intellectual independence (originality). In a context where there is evidence that examiners not only read acknowledgements to ascertain independence, student and/or supervisor quality and the "human being behind the thesis" (Kumar and Sanderson, 2020, p. 285) but also show bias in those readings, this study advises reader caution about drawing inferences from acknowledgements texts. They are not simply transparent. As examiners and other readers make sense, judgments even, of these tiny, often fascinating, glimpses into a candidate's doctoral experience, they need to understand that a host of unpredictable tensions with myriad ambiguous effects are present on the page.

This paper explores the challenges for teachers in positioning them as independent curriculum makers. History teachers in New Zealand have recently entered uncharted territory with the abandonment of prescribed topics for history and a new-found authority to determine the selection of historical knowledge taught to their senior secondary students. This paper examines the complex nature of the teacher's new role and responsibilities and argues that curriculum achievement objectives and national assessment places significant constraints upon teachers' selections of historical knowledge. There is the potential for substantive historical knowledge to be downplayed in favour of procedural knowledge and the potential for assessment drivers to dominate or distort selection of knowledge for history. Local curriculum making places a heavy burden of responsibility upon teachers with implications for students' access to powerful historical knowledge.

Practicum visiting and the assessment of students' practicum form a significant component of the teacher educator role. Teacher educators are tasked with making judgements regarding the quality of students' teaching practice, as well as their attributes, dispositions, skills and knowledge, and ultimately their readiness to enter the teaching profession. This paper reports the findings of a doctoral study that examined the assessment of practicum in early childhood initial teacher education and, in particular, the way in which practicum assessment was enacted and experienced by early childhood student teachers, associate teachers, and teacher educators within institutional contexts. The study provides insights into how teacher educators define their role, what they look for and hope for in the assessment process, as well as the challenges faced in making authentic, appropriate and informed assessment decisions. The critical importance of professional judgment within the context of a relational pedagogy is highlighted in response to the complex variables involved in practicum assessment. Implications for future directions in policy and practice related to practicum assessment are proposed.

This paper engages with assessment practices in Aotearoa New Zealand. "Te Whariki," the internationally recognized early childhood curriculum framework, lies at the root of contemporary narrative assessment practices, and the concept of learning stories. We outline historical and societal underpinnings of these practices, and elevate the essence of assessment through learning stories and their particular ontological and epistemological aims and purposes. The paper emphasizes early childhood teaching and learning as a complex relational, inter-subjective, material, moral and political practice. It adopts a critical lens and begins from the premise that early childhood teachers are in the best position to make decisions about teaching and learning in their localized, contextualized settings, with and for the children with whom they share it. We examine the notion of effectiveness and "what works" in assessment, with an emphasis on the importance of allowing for uncertainty, and for the invisible elements in children's learning. "Te Whariki" and learning stories are positioned as strong underpinnings of culturally and morally open, rich and complex assessment, to be constantly renegotiated within each local context, in Aotearoa New Zealand and beyond.

Children's interests and thinking emanate from their daily lived experiences in their families, communities and cultures. This paper substantiates the view that the construct of "funds of knowledge", understood through the lens of "cultural repertoires of practice", provides an analytical tool for early years teachers to interpret their observations of, and conversations with, young children. The paper reports findings from a qualitative case study in early childhood settings of children's interests and thinking. The methods included participant observation, interviews with teachers and children and gathering of pedagogical documentation. This paper specifically draws on and problematises the funds of knowledge and related gendered thinking that a young Chinese girl revealed through her interests and practices. It argues that although the construct of funds of knowledge provides an authentic conceptual framework to guide and justify teachers' pedagogical decision-making, it should not be accepted uncritically. The concept may raise some issues for teachers' responses to children's thinking and relationships with diverse families. Teachers and researchers have future work to undertake to understand children's complex cultural knowledges and positionings in an increasingly globalised world.

Families play important roles in children's learning. Yet, teachers' values and beliefs may sway how families may participate in assessment of their child's learning within early childhood education. This paper reports on a qualitative case study in a New Zealand early childhood setting that explored teachers' views about involving families in assessment of infants' and toddlers' dispositional learning. Methods comprised interviews with five teachers, researcher field notes and documentation about children's learning. Findings suggested that teachers' views about learning dispositions, teaching and assessment positioned families as consumers of, rather than participants in, assessment. Theoretical tensions arose between Gerber's Resources for Infant Educarers (RIE) approach that guided teachers' philosophy and practice and "Te Whariki," the mandated early childhood curriculum of New Zealand. The paper argues that weaving RIE with a national curriculum framework requires teacher engagement in critical thinking and discussion regarding actively involving families in assessment.

This paper considers the standards-based assessment system used for high school science in New Zealand and explores the required assessment literacy of teachers working within this system, using a simple focus-area model. In New Zealand, school qualifications are achieved through the assessment of student work against a set of achievement standards, which are based on curriculum objectives. These standards define a broad range of science knowledge and skills expected of students across the three levels of New Zealand senior school qualifications. The socio-scientific focus of the science achievement standards means that students are required to investigate phenomena and demonstrate their ability to make meaning of data in a range of everyday contexts. Assessing student performance against these achievement standards requires considerable assessment literacy on the part of teachers, as the teachers are responsible for choosing or designing the assessment tasks as well as making the final summative judgements. Using the New Zealand qualification NCEA Level 1 Science as an example, this paper describes ways in which all teachers can approach the task of assessing students by focussing on five important areas concurrently. This paper addresses the issues of managerialism and collegiality in universities in times of change. It is based on a case study of a New Zealand university from 1985 to 2010 using interviews with key participants and documentary evidence from the public and private domains. The study concludes that views of university staff about the concepts of managerialism and collegiality are influenced by the personal values of the Vice-Chancellor.

Purpose: The purpose of this paper is to explore the nature and significance of flexibility in decisions about education and training options. This is done through an examination of the relevance of real options valuation (ROV) to our understanding of educational and training choices. Through this examination, the paper aims to contribute to the debate about how we can better advise and support people making such decisions. Design/methodology/approach: The research involved three overlapping stages: a critical examination of the theoretical work on flexibility in decisions; a review of the literature on the role and significance of flexibility in education and training decisions; and an application of the lessons of ROV to the analysis of decisions about education, training and careers. Findings: The analysis of the theoretical work on flexibility alongside the review of the literature on education and training decision-making, demonstrated that there was little current application of theory to the analysis of such choices. Reviewing the literature, it was discovered that ROV held significant lessons for the analysis of education and training decisions, and important practical implications for the support and guidance of people making these choices. Originality/value: This is the first study to apply the principles of ROV to educational and training choices. (Contains 2 tables.)

For the past 30?years, beginning with the seminal work of Herbert Marsh in Australia and New Zealand, institutions of higher education have developed internal practices and procedures to collect and analyse student evaluations of teaching and learning. However, the question remains: has this development resulted in the achievement of institutional goals that maximise learning across all teaching contexts? As is the case in many other countries, a recent review of Australian national student evaluation data failed to conclude that student evaluations have improved overall teaching. However, these data have made student perceptions of teaching and learning more salient in the minds of tertiary educators. Certainly, teaching staff are aware of the impacts of student evaluations on informed decision-making, such as the continuation or discontinuation of courses, and on their promotion processes. This paper will review student evaluation practices according to criteria used in change theories, such as the transtheoretical change model (TTM). TTM construes organisational change as a process involving progress through a series of five stages: precontemplation, contemplation, preparation, action and maintenance. This paper will focus on organisational and behavioural outcomes that can be linked to the use of student data. It will recommend strategies for better aligning evaluation results to the stages of change. (Contains 2 tables.)

A core component of applied educational and child psychology practice is the skilfulness with which practitioners are able to rigorously structure and conceptualise complex real world human problems. This is done in such a way that when they (with others) jointly work on them, there is an increased likelihood of positive outcomes being achieved for clients. The Problem-analysis Framework as discussed in this paper offers one way of working with such complexity which is grounded in a sound knowledge based in applied psychology. This paper provides further clarity on using the framework within applied practice. The authors were all trained in and use the Problem-analysis Framework and now work in many different types of applied settings within Australia, Iceland, New Zealand, Singapore and the United Kingdom. This paper illuminates important aspects of the problem-analysis approach itself for those currently learning it, as well as providing an "aide-memoire" to those using it and those who want to develop their skills in this area. Science and education for sustainability have recently become estranged. Both of these learning areas are also experiencing issues that are affecting students' understandings in these areas. This paper presents a framework of learning containing 12 components that reconstructs the relationship between these two areas and could have the potential to overcome their current issues. A 15 week science/education for sustainability programme that was undertaken by 22 New Zealand students aged 11-12 years was analysed in terms of the components of the proposed framework. An interpretive analysis of the learning that took place showed beneficial effects on students' understandings. Not only did these students demonstrate understandings of sustainability and development of their scientific literacy, they also showed an emerging politicisation in that they were able to take action on an issue in a number of ways. It was also suggested that further components could be added to the proposed framework in order to develop additional knowledge and skills that could enable students to gain a deeper understanding of and ability to make decisions about the multifaceted environmental issues found in today's world.

Purpose: Young women's leadership is an area frequently overlooked in educational leadership development. This paper aims to bring young women's voices into educational leadership conversations and illustrate an alternative approach to young women's leadership development. Design/methodology/approach: This qualitative action research study was located in an urban girls' high school in New Zealand. The researcher worked in partnership with 12 young women and used a process of co-construction to design a leadership development programme. The young women then participated in, evaluated and modified the programme before teaching it to another group of students. Findings: Co-construction was an effective way to develop a relevant and authentic leadership programme that met the needs of the young women, however, the process was extremely complex. The findings indicated that this approach challenged existing views of teaching and learning and was an active process that required significant efforts to balance input and share ownership between the researcher and the young women. Research limitations/implications: The findings highlighted the importance of including young women in decision-making processes related to their leadership learning. Future consideration in this area could relate to creating a sustainable leadership culture in schools by engaging this process across year levels. Originality/value: This paper outlines an alternative approach to leadership development in high schools that could be used in a number of contexts as these findings related to women's youth leadership development have implications on leadership development for women at all levels.

As a British colony, New Zealand had early to grapple with how best to implement a state system of schooling. Inspectors of primary schools and governing boards of secondary schools were responsible for appointing school principals. This paper examines the ways in which they dealt with new situations: in the case of the primary schools where there were few suitable male applicants and in the case of the secondary schools where they were responsible for appointing the very first principals of girls' schools. It argues that within a small colony with emerging bureaucratic structures, lone officials and autonomous governing boards were able to engage in flexible decision making when making principal appointments to enable schools to open and remain open. Central to the appointment of women as early principals was the importance of their own social networks and personal connections. It was in this way that the non-traditional school principal began to emerge. She was female, either Maori or European, either non-graduate or graduate, either single, married or widowed, and sometimes from working-class origins. This paper highlights the appointments of several of the first women principals in New Zealand across the three state school sectors--Native Schools, primary schools and secondary schools. These were women who carved out new professional identities for themselves, and modelled alternative vocational pathways for the next generation of New Zealand women. (Contains 49 footnotes.)

Purpose: This paper attempts to reduce the gap between management education and practice. It emphasises day-to-day decisions that middle and lower level managers make. The purpose is to provide an education framework embodying a flexible approach to interpretation and solution creation, suitable for situations of ambiguity and uncertainty. Design/methodology/approach: The paper examines the current state of tuition in management decision making, then provides a model that, when combined with practical exercises, helps trainees explore the type of problems managers confront on a daily basis. Findings: The model guided students to think beyond problem definition to identify possible causes, and to think beyond the solution to the consequences of the solution. Use of class members as an education resource enabled a large number of interpretations of what might otherwise be considered "common sense". Practical implications: Undergraduate students often lack management experience but this paper argues that the use of real-world examples with in-built ambiguity can help prepare management trainees for a wide range of interpretations and create a mental "tool-box" to better facilitate flexibility. Originality/value: Non-routine decision making at lower levels of management is an under-explored academic activity. In an effort to create future leaders, business schools currently instruct on big issues such as strategy and organisational change. This paper argues that management education needs to prepare trainees for the type of problems they will face on a day to basis. To assist with uncertainty and ambiguity, students do not seek the "right answer", but explore a broad range of interpretations.

Purpose: The purpose of this paper is to describe and evidence a means of improving decision making within a sustainable resource management context. Design/methodology/approach: A set of competencies required by effective decision makers is developed. Methods of improving decision making are reviewed and used to develop a continuing education programme that addressed each competency. Following piloting, 1,300 lay and professional decision makers are trained and assessed. Findings: It is possible to capture the skills required of decision makers and to develop decision-making performance within relatively short courses. Practical implications: To be of any real value education for sustainability must not only increase awareness and knowledge but must also impact on decision making. The paper argues for an explicit consideration of decision making in learning design and describes the use of techniques that can be readily appropriated by others. Originality/value: The paper demonstrates the effectiveness of training in decision making delivered to a wide range of practitioners. The paper also illustrates the contribution universities can make in working to improve sustainability outcomes through continuing education at a national level. (Contains 1 table and 1 figure.)

This article considers the role of research in disentangling an increasingly complex relationship between literacy policy and practice as it is emerging in different local and national contexts. What are the tools and methodologies that have been used to track this relationship over time? Where should they best focus attention now? In answering these questions this paper will consider three different kinds of research perspectives and starting points for enquiry: 1. Policy evaluation. The use of a range of quantitative research tools to feed policy decision-making by tracking the impact on pupil performance of different kinds of pedagogic or policy change (Organisation for Economic Co-operation and Development [OECD], 2010). 2. Co-construction and policy translation. This has for some time been a central preoccupation in policy sociology, which has used small-scale and context specific research to test the limits to the control over complex social fields that policy exercises from afar (Ball, 1994). Agentic re-framings of policy at the local level stand as evidence for the potential to challenge, mitigate or re-order such impositions. 3. Ethnographies of policy time and space. Ethnographic research tools have long been used to document community literacy practices, and in training their lens on the classroom have sought to focus on the potential dissonance between community and schooled practices. It is rarer to find such research tools deployed to explore the broader policy landscape. In the light of debate within the field, part of the purpose of this article is to examine how ethnographic research tools might be refined to study how policy from afar reshapes literacy practices in the here and now. Background: Games centred approaches (GCA) such as TGfU, Game Sense, and Tactical Games are widely promoted as alternatives to traditional forms of teaching games within physical education. These approaches are promoted on the basis of their capacity to engage students in meaningful and enjoyable physical activity and to promote problem-solving and decision-making. There is now a growing body of empirical research investigating the outcomes of such approaches in terms of tactical knowledge, enjoyment and motivation to play games, and a considerable theoretical literature that explains and develops models of practice. Questioning is promoted as a key learning strategy in negotiating tactical understandings and assisting students in decision-making. Examples of questioning sequences are frequently modelled in papers explaining how to teach games centred approaches. While there are considerable examples of how to teach games centred approaches there is a notable absence of research that investigates such approaches in the practice of actual lessons. Purpose: To argue for the value of a social semiotic approach for an analysis of lessons taught using a games centred approach. To demonstrate how a linguistically motivated social semiotic analysis provides the tools to test many of the assumptions and claims made for GCA by investigating practice "in situ". In this paper this was illustrated through an analysis of the structure of questioning sequences as modelled in GCA literature and teaching resources. The purpose of the paper was also to argue that a social semiotic perspective allows for an analysis that goes beyond the immediate context of situation to ask how games centred approaches have wider social and cultural impacts, for example, in terms of whether they (re)produce or disrupt limiting notions of femininity and masculinity; extend opportunities for developing abilities to all students; and challenge traditional hierarchical power relations in physical education classes. Conclusion: A social semiotic analysis of the questioning sequences, as modelled in GCA literature and teaching resources, demonstrated how such sequences followed an initiation-response-evaluation (IRE) structure that expects one right answer to the questions and closes down opportunities for debate and for negotiating meaning. Such a pattern of interaction seems counter to claims of a student centred approach and increased student control over knowledge. Research is required that examines both the claims that proponents of GCA make about learning outcomes "and" the knowledge and social relations being constituted in GCA lessons from a broader social perspective. It is argued that a social semiotic analysis can do both: it provides the means to reflect on and critique the quality of learning that takes place in terms of situated knowledge; and it provides the tools to analyse the ways social and cultural meanings about games and sports, about teachers and learners, and their relationship, and about physical education are being constituted. The principles set out in the New Zealand Curriculum (NZC) "embody beliefs about what is important and desirable in school curriculum--nationally and locally. They should underpin all school decision-making" (Ministry of Education, 2007). An understanding of these principles is essential for all teachers who are involved in education in the compulsory sector in New Zealand, including beginning teachers. This paper reports on a study which investigated the developing understandings of the place and use of the principles in the NZC by student teachers over a year-long Graduate Diploma (Primary) programme and as they moved into their first teaching positions. Student teachers were able to identify examples of their own practice that reflected specific principles. In particular the principles they highlighted were ones that aligned with their personal beliefs. Other principles that lay outside their personal beliefs proved more difficult for them, but their understanding of the principles as they related to curriculum decision-making developed over the duration of the programme.

Internationally, first-year student experience surveys suggest that modern students are investing increasingly less time in their study at university, raising concerns about the impact this may have on their success. This paper describes a case study exploring student workload at a New Zealand university interested in understanding how student time allocation decisions are being made during actual weeks of study rather than hypothetical 'typical' weeks. The results show that the sampled students allocated time in line with university expectations. Time allocation on course work was significantly affected by assessment deadlines and by student achievement striving. Student grade point average was strongly correlated with time spent, and strongly influenced by students' beliefs regarding their motivation and self-efficacy. Universities are encouraged to explore mechanisms that support students being better informed about the implications of their choices, actively influencing their sense of priorities and expectations regarding the effort needed to be successful in their studies.

Purpose: The purpose of this paper is to determine the extent to which youth have ready access to alcohol and the extent to which immediate family influence affects consumption. Design/methodology/approach: This qualitative descriptive exploratory study undertook semi-structured peer-group interviews with 20 participants from four New Zealand high schools. The interviews centred on exploring the "general" experiences of youth related to alcohol access--but with a focus on alcohol access "at home" and the parental role. Findings: The study confirmed that the home unit was the main source of alcohol for most youth and parents were the most common source of provision. Parents provided financial access to alcohol by giving their child money to purchase it themselves through older family members or friends. It was also found that youth used negotiation strategies with their parents to influence their consumer purchases of alcohol. Research limitations/implications: Youth frequently used strategies such as pressure tactics, exchange tactics, ingratiating tactics and consultation tactics to influence their family's decision-making process and to pressure their parents into supplying them with alcohol. Practical implications: It is important to recognise the role that family play as "gatekeepers" for readily allowing access and supplying youth with alcohol--and the reasons for doing so. Social implications: Alcohol plays an important part in many societies. It is important to understand how young people consume and access alcohol--particularly when the family plays a major role in access and consumption. Originality/value: Many studies have been conducted in relation to youth and alcohol consumption. Very few, as far as we can tell, explore the role of the family from the young consumers' perspective and especially from a qualitative narrative perspective.

Background: International and migrant students face specific challenges which may impact their mental health, well-being and academic outcomes, and these may be gendered experiences. The purpose of this scoping review was to map the literature on the challenges, coping responses and supportive interventions for international and migrant students in academic nursing programs in major host countries, with a gender lens. Methods: We searched 10 databases to identify literature reporting on the challenges, coping responses and/or supportive interventions for international and migrant nursing students in college or university programs in Canada, the United-States, Australia, New Zealand or a European country. We included peer-reviewed research (any design), discussion papers and literature reviews. English, French and Spanish publications were considered and no time restrictions were applied. Drawing from existing frameworks, we critically assessed each paper and extracted information with a gender lens. Results: One hundred fourteen publications were included. Overall the literature mostly focused on international students, and among migrants, migration history/status and length of time in country were not considered with regards to challenges, coping or interventions. Females and males, respectively, were included in 69 and 59% of studies with student participants, while those students who identify as other genders/sexual orientations were not named or identified in any of the research. Several papers suggest that foreign-born nursing students face challenges associated with different cultural roles, norms and expectations for men and women. Other challenges included perceived discrimination due to wearing a hijab and being a 'foreign-born male nurse', and in general nursing being viewed as a feminine, low-status profession. Only two strategies, accessing support from family and other student mothers, used by women to cope with challenges, were identified. Supportive interventions considering gender were limited; these included matching students with support services' personnel by sex, involving male family members in admission and orientation processes, and using patient simulation as a method to prepare students for care-provision of patients of the opposite-sex. Conclusion: Future work in nursing higher education, especially regarding supportive interventions, needs to address the intersections of gender, gender identity/sexual orientation and foreign-born status, and also consider the complexity of migrant students' contexts. Ethical considerations are inherent to programme design decision-making, but not normally explicit. Nonetheless, they influence whose interests are served in a programme and who benefits from it. This paper presents an analysis of ethical considerations made by programme design practitioners in the context of a polytechnic in Aotearoa/New Zealand. It explores the nature of these considerations and explains how they draw on a complex interplay of utilitarian and communitarian discourses. Through this complexity the discourses not only reinforce each other, but also hide the necessity of debate about ethical considerations. The findings from this study offer educators a framework to analyse and become explicit about their own ethical considerations in programme design and the discourses they draw on. This knowledge can help them to improve their practices, as it offers them clarity about what is "the right thing to do" as well as a language with which to engage in debates with others.

This paper develops subgame consistent cooperative equilibria of multi-objective dynamic games. The presence of multiple objectives in decision-making is prevalent and inherent. Given that the set of objectives of each player will be affected by the actions of other players, non-coordinated maximization by individual players could lead to the case where some prominent objectives may reach an undesirably level. Cooperation is the best way to alleviate the problem and enhance the participants' payoffs. This paper presents the techniques for solving subgame consistent cooperative equilibria of multi-objective dynamic games with utility-based players. In such an equilibrium, individual rationality, group efficiency, and subgame consistency are realized. An application of collaboration between Australia and New Zealand is provided. This is the first time that subgame consistent cooperative equilibria are applied in multi-objective dynamic games with utility-based players, ample applications in various fields are expected. Auckland City Council has one of the longest-standing youth councils in Aotearoa New Zealand. It enables young people to learn about their community, their city and their local government. The process of engaging young people in large cities offers unique challenges for youth councils to reflect the diversity of cities and provide meaningful participation in civic affairs. Following a review, the Auckland City Youth Council restructured in 2009 to enable it to be more engaging for young people, and more effective in decision-making. This paper discusses the role of power and youth development for youth participation in local government political decision-making processes.

Over the last decade, the Intelligent Computer Tutoring Group (ICTG) has implemented many successful constraint-based Intelligent Tutoring Systems (ITSs) in a variety of instructional domains. Our tutors have proven their effectiveness not only in controlled lab studies but also in real classrooms, and some of them have been commercialized. Although constraint-based tutors seem easier to develop in comparison to other existing ITS methodologies, they still require substantial expertise in Artificial Intelligence (AI) and programming. Our initial approach to making the development easier was WETAS (Web-Enabled Tutor Authoring System), an authoring shell that provided all the necessary functionality for ITSs but still required domain models to be developed manually. This paper presents ASPIRE (Authoring Software Platform for Intelligent Resources in Education), a complete authoring and deployment environment for constraint-based ITSs. ASPIRE consists of the authoring server (ASPIRE-Author), which enables domain experts to easily develop new constraint-based tutors, and a tutoring server (ASPIRE-Tutor), which deploys the developed systems. ASPIRE-Author supports the authoring of the domain model, in which the author is required to provide a high-level description of the domain, as well as examples of problems and their solutions. From this information, ASPIRE generates the domain model automatically. We discuss the authoring process and illustrate it using the development process of CIT, an ITS that teaches capital investment decision making. We also discuss a preliminary study of ASPIRE, and some of the ITSs being developed in it. (Contains 18 figures, 2 footnotes, and 3 tables.)
