This paper revisits the link between education-based marriage market sorting and income inequality. Leveraging Danish administrative data, we develop a novel categorization of marriage market types based on the starting wages and wage growth trajectories associated with educational programs: ambition types. We find a substantial increase in sorting by educational ambition over time, which explains more than 40% of increasing inequality since 1980. In contrast, sorting trends are flat with the commonly used level of education. Hence, the mapping between education and marriage-market types matters crucially for conclusions about the role of marital sorting in rising income inequality.

I study the effects of the Future to Discover Project, a randomized experiment in which Canadian high school students were either invited to participate in career planning workshops or were made eligible for an $8,000 college grant. By matching the experimental data to post-secondary institution records and income tax files, I am able to examine the effects of the interventions on college enrollment, graduation, and earnings in adulthood. I show that the career education intervention greatly improved students' outcomes in the long run by improving academic matching. In contrast, the college grant had no long-term monetary benefits despite increasing college enrollment, which is consistent with classical models of human capital investment in the absence of credit constraints. My findings suggest that informational frictions and behavioral obstacles-rather than financial constraints-represent the primary barrier to four-year college enrollment faced by low-income students. And that they explain a large part of the gap in four-year college enrollment between high- and low-income students.

This chapter aims at assessing the Not in Employment, Education or Training (NEET) youth in Germany, where one finds a strong institutionalized apprenticeship system, a relatively high stratification of the educational system and a gendered vocational education and training system. The dependent variable is the occupational status at the age of 30 measured by the International Socio-Economic Index of Occupational Status. The independent variables are the socio-economic background information and the NEET patterns or respectively the cumulative NEET length. Germany constitutes an interesting case when looking at the longitudinal patterns of youths who experience NEET periods, for several reasons. In international comparison, the connection between education system and the labour market in Germany is quite structured.

Many youth leave school early without an upper secondary education, impeding their chances in the labor market. Early school leavers come disproportionately from families with low parental education. In some countries, there are alternative routes to upper secondary qualifications as adults. Does adult attainment reduce initial social differences in educational attainment, or does it reinforce such differences? Norway is one of the countries where many attain upper secondary qualifications in adulthood. Using individual data from administrative registers, we follow five Norwegian birth cohorts (1973–1977) from age 20 to 40. We document that the association between parental education and upper secondary completion declines monotonically with age, ending at age 40 about 35% below that at age 20. We also document that the alternative routes to adult qualifications recruit students of different family backgrounds. In particular, adults who acquire vocational qualifications via the experience-based route come from families with lower education than other groups. Our evidence suggests that institutions that offer opportunities for certifying qualifications acquired at work mitigate social gradients, fostering more equal opportunities within the education system.

This article addresses the impact of economic climate, and particularly of the Great Recession, on the configuration of educational expectations among students around 14 years old. We analyze expectations regarding educational attainment conditional on school performance and compare our results across countries with varying levels of economic growth over time. We expect a changing economic environment to impact on (a) the average level of educational expectations, (b) the association between social background and expectations, and (c) the association between school grades and expectations. Using pooled data from TIMSS for the years 2003, 2007 and 2011 among 8th graders for 24 developed countries, we estimate a set of country-fixed effects and hierarchical random-slope linear regression models. Most notably, our results indicate that economic down times depress educational expectations, especially among average-performing students, and lead to a growth in educational inequalities by family background.

We examined trends in the incidence and correlates of educational and skill mismatch in the United States. We focused on trends over time in the associations between various types of mismatch and a range of factors including contextual conditions. We explored whether contextual conditions at the transitional period from school to jobs increase or decrease the probability of mismatch and whether such relationships persist throughout the working career. Our central questions were how the incidence of and relationship between educational and skill mismatch in the U.S. changed between 1994, 2003, and 2012 and how this differed by age, gender, immigration status, educational attainment, and occupation. We used three cross-sectional surveys that had not previously been implemented for such an effort. These were the International Adult Literacy Survey (IALS) in 1994, the Adult Literacy and Life-skills (ALL) survey in 2003, and the Program for the International Assessment of Adult Competencies (PIAAC) in 2012. Repeated cross-sectional data provided us with substantial analytic leverage. Our findings point toward the key role of occupational or positional factors rather than individual worker characteristics as being most implicated in trends in mismatch. We describe the importance of our results for labor market theories.

Occupational closure continuously establishes, contests, or reinforces institutional boundaries around occupations. Occupational closure thereby interferes with wage-setting processes in the labor market. Recent research shows a substantial impact of occupational closure on wage determination processes in Germany. However, research on occupational closure is based on the assumption that all incumbents of an occupation benefit in the same way. We challenge this assumption by showing that occupational closure works differently for different workers. Using the 2006 sample of the German Structure of Earnings Survey, we distinguish nine worker profiles (three educational groups crossed with three career stages). For each of these profiles we investigate the effects of five closure sources (credentialism, standardization, licensure, representation by occupational associations, and unionization) on the expected mean wages of occupations, employing a two-step multilevel regression model. Our results show that occupational closure does indeed differ between workers. We can show that closure plays out differently throughout employees’ careers. For example, representation through occupational associations pays off the most as employees’ careers advance. Closure sources are unequally distributed across occupations and benefit employees with tertiary degrees more than employees with vocational qualifications. Credentialism also yields the largest advantages for workers with tertiary degrees regarding wage rents. However, our analyses also point to complex interactions between credentialism and standardization, demanding further research, to investigate the interplay between individual worker characteristics and the various sources of occupational closure., Berufliche Schließung etabliert, verändert und verstärkt institutionelle Barrieren, die den Zugang zu Berufen regeln. Damit beeinflusst berufliche Schließung auch den Prozess der Lohndeterminierung im Arbeitsmarkt, wie jüngere Studien auch für Deutschland mehrfach nachgewiesen haben. Allerdings geht diese Forschung in der Regel von der Annahme aus, dass berufliche Schließung alle Inhaber eines Berufs in der gleichen Weise bevor- oder benachteiligt. Im Gegensatz dazu zeigt dieser Aufsatz, dass sich berufliche Schließung für verschiedene Arbeitnehmergruppen in unterschiedlicher Weise auswirkt. Mit den Daten der Verdienststrukturerhebung 2006 unterscheiden wir neun Arbeitnehmerprofile (drei Bildungsgruppen in drei unterschiedlichen Karrierestufen), für die wir jeweils mittels eines zweistufigen Multilevelregressionsmodells den Effekt von fünf Schließungsmechanismen (Credentialismus, Standardisierung, Lizensierung, Repräsentation durch Berufsverbände und Repräsentation durch Berufsgewerkschaften) auf die mittleren Löhne in den Berufen untersuchen. Unsere Ergebnisse zeigen, dass sich die Effekte beruflicher Schließung in der Tat zwischen Arbeitnehmergruppen unterscheiden. Wir können zeigen, dass sich Schließungseffekte zwischen Karrierestufen unterscheiden. Beispielsweise zahlt sich die Repräsentation durch Berufsverbände besonders für Arbeitnehmer in späteren Karrierestufen aus. Die Quellen der beruflichen Schließung sind zwischen Berufen ungleich verteilt und bevorteilen Arbeitnehmer mit tertiären Bildungsabschlüssen stärker als Arbeitnehmer mit beruflichen Bildungsabschlüssen. Credentialismus verhilft vor allem den Arbeitnehmern mit tertiären Abschlüssen zu Einkommensvorteilen. Allerdings weisen unsere Analysen auch auf komplexe Interaktionen zwischen Credentialismus und Standardisierung hin, die weitere Untersuchungen erfordern, welche das Zusammenspiel von individuellen Arbeitnehmercharakteristiken und den unterschiedlichen Quellen beruflicher Schließung offen legen.

Previous research on the Italian case has shown that non-Western immigrants are very likely to hold low-qualified jobs and that their occupational mobility chances are rather poor, which suggests low returns to education. In this paper, we investigate whether, and to what extent, immigrants’ different areas of origin moderate the returns to educational degrees obtained in the origin country. Data from a survey on the immigrant population (carried out in 2011‒2012) are used, and, differently from previous studies, we focus on returns to origin-country education with respect to both the socioeconomic status of the first job found on arrival and the subsequent occupational mobility. The results show that almost all non-Western immigrants experience remarkably low returns to post-secondary education on their first job. Contrary to other West-European countries, those returns in Italy are only slightly different by area of origin, which suggests that differences in the transferability and quality of skills are scarcely relevant in a strongly segmented labour market. Rather, the modes of labour market insertion―e.g., formal search methods or relying on contacts with natives―have a sizeable impact on the returns. Origin-country post-secondary degrees are also consistently associated with low returns on subsequent mobility, although highly educated immigrants from new EU member states experience higher chances of upward mobility. In line with some recent findings, recognition of educational credentials seems decisive for the very few non-Western immigrants who are able either to access better-qualified jobs on arrival or to improve their occupational status over time.

Frühe BildungsabbrecherInnen, also Jugendliche mit maximal Pflichtschulabschluss, wurden in der vorliegenden Studie aus zwei unterschiedlichen Perspektiven beleuchtet. Zum einen wurden auf der gesamtgesellschaftlichen Makroebene das Ausmaß und die Entwicklung von Inklusion und Exklusion von Personen mit formal geringen Qualifikationen auf Basis einer Reihe an sekundärstatistischen Daten untersucht. Dabei können desintegrative Wirkungen eines frühen Bildungsabbruchs in Hinblick auf die (spätere) Fortsetzung einer Ausbildung und in Hinblick auf Erwerbstätigkeit aufgezeigt werden. Auch in weiteren Bereichen wie Gesundheit und politische Partizipation erfahren geringqualifizierte Personen im Vergleich zu Höherqualifizierten substanzielle Nachteile. Ein früher Bildungsabbruch zieht also Ausgrenzungsrisiken im späteren Lebens- und Berufsverlauf nach sich. Anhand der Analysen wird auch die Relevanz von Strukturen eines selektiven Bildungssystems sichtbar, in deren Rahmen soziale Ungleichheit aufrechterhalten wird. Die Schlussfolgerung daraus darf allerdings nicht sein, gering qualifizierte Jugendliche als homogen in Hinblick auf ihre (Schul-)Biografien und Lebensumstände zu betrachten. Aus der zweiten, biografischen, Perspektive auf die Thematik zeigt sich auf der Mikroebene, dass sich frühe Bildungsabbrüche in sehr unterschiedlichen biografischen Konstellationen ergeben, dass Jugendliche unterschiedliche biografische Handlungsmuster entwickeln und der Einstieg in den Arbeitsmarkt als unqualifiziert Beschäftigte vor diesem Hintergrund mehr oder wenig gut gelingen kann und Arbeit unterschiedliche Bedeutungen in den Lebensgeschichten der Jugendlichen aufweist. Im Zuge von Biografie-Analysen wurden die drei Typen "Derzeit kein Raum für Arbeit", "Arbeit als notwendige Absicherung" und "Spaß am Widerstand?" unterschieden. Die Kombination von unterschiedlichen Forschungszugängen zu frühem Bildungsabbruch ermöglicht es, ein vollständigeres Bild einer komplexen Thematik zu zeichnen.

We use PIAAC data to study the relationship between parental education and educational success among adults from 23 advanced economies. We consider educational success in terms of both educational attainment (formal qualifications) and educational achievement (competencies) and in both absolute and relative terms (i.e. as the individual’s rank in the distribution of educational success). Parental education effects are stronger for educational attainment than for achievement in all countries. Cross-national variation in the strength of social background effects follows broadly similar patterns for the different ways of measuring success, but a few countries combine relatively strong achievement with relatively weak attainment effects and vice versa. Tracking in secondary education is associated with stronger background effects for educational attainment but not for achievement. Greater prevalence of formal (non-formal) AET is associated with stronger (weaker) background effects for both attainment and achievement, while vocational orientation of upper secondary education does not matter much.

More women than men graduate with a university degree every year in this country, but men are more likely to complete an apprenticeship. Almost two women complete college for every one man. In addition, more women complete their matriculation exam each year than men, and this has been the case since 1978. We demonstrate how girls gradually manage (on average) to do better in primary school in book studies and gain an advantage there (on average, which and at the top of the grade distribution) that they maintain into adulthood. The high dropout rate of boys from secondary education explains why fewer people complete a university degree. We also shed light on the interesting division of the sexes in subjects at university level. The results indicate that the attitudes and values of the sexes are different and that the school system is better able to encourage girls to excel.

Die soziale Herkunft gilt in Deutschland als starker Prädiktor des Bildungserfolgs. Deutliche Disparitäten zugunsten von Schüler/innen mit hohem sozioökonomischen Status bestehen nicht nur auf dem Weg zum Hochschulstudium, sondern zeichnen sich auch bei hochschulischen Bildungsübergängen ab – vom Bachelor- ins Masterstudium und vom Masterstudium in die Promotion. Die soziale Binnendifferenzierung der Hochschulbildung kann sich in Ungleichheiten auf dem Arbeitsmarkt manifestieren. Bisherige Untersuchungen betrachten vor allem objektive Merkmale (Biographien, Leistungen, Humankapital) als Mechanismen sozialer Ungleichheiten bei Bildungsübergängen und beim Berufseinstieg von Absolvent/innen. Handlungstheoretische Abwägungen (Kosten-, Nutzen- und Erfolgserwartungen) wurden bisher nicht spezifisch für die Entscheidung zwischen Berufseinstieg und weiteren Studienphasen, sondern nur anhand objektiver Merkmale oder anhand der entsprechenden Abwägungen bei Studienbeginn modelliert. Die Studie Soziale Ungleichheit und Diversity bei Übergängen in weiterführende Studiengänge und in den Arbeitsmarkt in Nordrhein-Westfalen setzt an dieser Forschungslücke an und versucht zu klären, ob und warum die soziale Herkunft die Masteraufnahme, die Promotionsaufnahme und den Berufserfolg von Hochschulabsolvent/innen beeinflusst. Neben Biographien und Leistungsmerkmalen werden Abwägungen bezüglich der Kosten, des Nutzens und der Erfolgswahrscheinlichkeit als Mechanismen sozialer Ungleichheiten bei der Aufnahme weiterer Studienphasen betrachtet. Zudem wird untersucht, wie herkunftsspezifische Abwägungen durch herkunftsspezifische soziale Unterstützungen zustande kommen: In höheren Herkunftsgruppen sollten mehr finanzielle und fachliche Unterstützungen zu erwarten sein, wodurch die eingeschätzten Kosten einer weiteren Studienphase sinken und ihre Erfolgschancen steigen. In Bezug auf den Berufserfolg wird ebenfalls geprüft, ob Absolvent/innen beim Berufseinstieg durch verschiedene Netzwerke sozial selektiv unterstützt werden und dadurch höhere Arbeitsmarkterträge erzielen. Datenbasis sind die Absolventenbefragungen von 15 Fachhochschulen und 13 Universitäten in Nordrhein-Westfalen, die im Rahmen des Kooperationsprojekts Absolventenstudien (KOAB) durchgeführt wurden. Für den Prüfungsjahrgang 2014 wurden handlungstheoretische Abwägungen und soziale Unterstützungen als Schwerpunktthema erhoben. Insgesamt liegen Angaben von bis zu 17000 Absolvent/innen der Abschlüsse Bachelor, Master, Staatsexamen, Diplom und Magister vor. Als zentrale Ungleichheitsdeterminante wird die Bildungsherkunft anhand des höchsten beruflichen Abschlusses der Eltern untersucht. Zur Erklärung der Ungleichheiten werden Regressions- und Dekompositionsverfahren angewendet. Die Ergebnisse zeigen, dass die Übergangsquoten in ein Masterstudium bei akademischer gegenüber nichtakademischer Bildungsherkunft um etwa zehn Prozentpunkte erhöht sind. Im Vergleich dazu sind die Ungleichheiten bei der Aufnahme einer Promotion gering. Finanzielle Unterstützungen durch das Elternhaus erhöhen, teilweise vermittelt über die Kosten- und Erfolgserwartung, die Wahrscheinlichkeit, ein Masterstudium aufzunehmen, und erklären dadurch einen Teil des Herkunftsunterschieds. Neben Kostenerwartungen und Unterstützungen tragen ungleiche Bildungsbiographien, vor allem die Hochschulart des Bachelorstudiums, in deutlichem Maße zu disparaten Übergangsquoten in ein Masterstudium bei. Die Ungleichheiten in der Aufnahme einer Promotion können vor allem durch Unterschiede in biographischen Merkmalen, im Leistungsniveau und in der Erfolgserwartung erklärt werden. Im Vergleich zu früheren Absolventenkohorten deutet sich an, dass die Bologna-Reform zu einer Vorverlagerung sozialer Ungleichheiten auf dem Weg zur Promotion geführt hat. Der Berufserfolg wird anhand objektiver und subjektiver Indikatoren untersucht. Absolvent/innen aus akademischem Elternhaus sind beim Berufseinstieg etwas erfolgreicher: Sie erzielen z.B. vier Prozent höhere Stundenlöhne als Erstakademiker/innen. Die Ungleichheiten im Berufserfolg lassen sich durch die untersuchten Mechanismen größtenteils erklären. Vor allem der ungleiche Zugang zu Master- und vergleichbaren Studiengängen sowie Leistungsunterschiede in Schule und Studium tragen zu herkunftsspezifischen Ungleichheiten beim Berufseinstieg von Absolvent/innen bei. Somit übersetzen sich die Bildungsungleichheiten im Hochschulsystem in berufliche Ungleichheiten. Absolvent/innen mit akademischem Bildungshintergrund werden beim Berufseinstieg – vor allem durch Kontakte der Herkunftsfamilie – häufiger unterstützt als Absolvent/innen aus nichtakademischen Herkunftsfamilien. Unterdurchschnittliche Examensnoten werden von der akademischen Herkunftsgruppe durch familiale Unterstützungen bei der Stellenfindung kompensiert. Bei Erstakademiker/innen ist dies nicht der Fall. Des Weiteren unterscheiden sich die Erträge der Unterstützung durch die Herkunftsfamilie: Unterstützungen durch eine nichtakademisch gebildete Herkunftsfamilie sind zum Teil mit niedrigeren objektiven Arbeitsmarkterträgen verbunden als Unterstützungen durch eine akademisch gebildete Herkunftsfamilie. Die Ergebnisse der Dekompositionsanalysen weisen darauf hin, dass vor allem familiale Unterstützungen bei der Karriereplanung zu sozialen Ungleichheiten im Berufserfolg beitragen. In Germany, social background is regarded as a strong predictor of educational success. Not only there are significant disparities in favour of students with a high socio-economic status on the path to higher education, but also there are signs of unequal transitions to postgraduate studies—from bachelor’s to master’s and from master’s to doctoral studies. The social differentiation of higher education can manifest itself in inequalities on the labour market. Previous studies have mainly examined objective characteristics (biographies, performance, human capital) as mechanisms for social inequalities in access to postgraduate education and labour market entry. So far, mechanisms of rational choice theory (expectations of costs, benefits and success) have not been modelled specifically for the decision to continue higher education, but only based on objective characteristics or based on corresponding considerations at the entrance to higher education. The study Social Inequality and Diversity at Transitions to Postgraduate Studies and the Labour Market in North Rhine-Westphalia addresses this research gap and tries to clarify whether and why social origin influences the transition to Master’s studies, the transition to doctoral studies and the occupational success of higher education graduates. In addition to biographies and performance characteristics, social support through social networks as well as expected costs, benefits and likelihood of success are analysed as mechanisms for inequalities. Furthermore, it will be investigated how origin-specific considerations emerge from disparities in social support: Graduates with an academic background should anticipate more financial and academic support, which will reduce the estimated costs of a further study phase and increase its chances of success. It is also examined whether graduates are supported by various networks in a socially selective manner when they enter the labour market and thus achieve higher labour market returns. The data are based on the graduate surveys of 15 universities of applied sciences and 13 universities in the German federal state North Rhine-Westphalia, which were conducted as part of the German Tracer Studies Co-Operation Project (KOAB). For the class of 2014, social support as well as mechanisms of rational choice theory were surveyed as a focal topic. A total of about 17,000 graduates of Bachelor, Master, Staatsexamen, Diplom and Magister degrees are examined. As the central determinant of inequality, the educational background is examined based on the parents’ highest level of education. Regression and decomposition methods are used to explain the inequalities. The results show that the transition rates to a master’s degree programme are about ten percentage points higher for graduates from an academic educational background than graduates from a non-academic educational background. In comparison, the inequalities in the transition to doctoral studies are small. Financial support from the parents’ home increases—partly mediated through lower cost and higher success expectations—the probability of taking up a Master’s degree, and thus explains part of the difference between social backgrounds. In addition to cost considerations and support, unequal educational biographies, especially the type of higher education institution, contribute significantly to disparate transition rates to a Master’s degree programme. The inequalities in the transition to doctoral studies can be explained above all by differences in biographical characteristics, in the performance level and in the expectation of success. In comparison with previous cohorts of graduates, there are indications that the Bologna reform has led to a shift in social inequalities on the way to a doctorate. Occupational success is examined using objective and subjective indicators. Graduates from academic parental homes are somewhat more successful when starting their careers: for example, their hourly wages are four percent higher than those of first-generation graduates. The inequalities in occupational success can be largely explained by the mechanisms studied. In particular, unequal access to master’s degrees and comparable degrees, as well as differences in performance in school and studies, contribute to inequalities in graduates’ entry into the world of work. In this way, educational inequalities in the higher education system translate into occupational inequalities. Graduates with an academic family background are more likely to be supported by contacts of their families of origin than graduates without an academic family background. Graduates from an academic background compensate for below-average exam grades by family support in finding a job.This is not the case for first-generation graduates. Furthermore, the returns to support from the family of origin differ depending on educational background: support from a non-academically educated family of origin is associated with lower objective labour market returns (position, income) than support from an academically educated family of origin. The results of the decomposition analyses suggest that family support in career planning contributes to social inequalities in occupational success.

This paper is an update of a previous study by Treasury (Tumen et al, 2015). It assesses the impacts of post-school education on the labour market outcomes of young people who leave school without the NCEA level 2 qualification. Specifically, it estimates the effects of low-level tertiary study on the employment rates, benefit receipt rates and earnings of young people who left school without completing NCEA level 2 and then enrolled at a tertiary institution while they were aged 15–21. The benefits of the further education are measured by comparing the students' post-study outcomes with those of matched comparison groups of other young people who also left school without NCEA level 2 but did not undertake any tertiary education. The current study differs from the previous one in that we allow the students in our study population a longer time period in which to start and complete their tertiary study and track their outcomes for a greater number of years after completion. The findings are similar to the findings of the previous study. Just over half (51%) of those who enrolled in a level 1–4 certificate programme had achieved a qualification by the time they were 22 years of age. Three years after finishing, the students who completed a qualification were 9.1 percentage points more likely to be employed and 4.8 percentage points less likely to be receiving a benefit than their matched comparisons. Five years after finishing, they were 9.2 percentage points more likely to be employed and 5.9 percentage points less likely to be on a benefit than their matched comparisons. While completion of a tertiary qualification was associated with positive employment impacts, we find no evidence of positive impacts on participants' level of earnings, after controlling for their employment status. In addition, the employment benefits of tertiary study were confined to the students who completed a qualification and were not experienced by the 49% who did not.

A substantial share of university instruction happens in tutorial sessions - small group instruction given parallel to lectures. In this paper, we study whether instructors with a higher academic rank teach tutorials more effectively in a setting where students are randomly assigned to tutorial groups. We find this to be largely not the case. Academic rank is unrelated to students' current and future performance and only weakly positively related to students' course evaluations. Building on these results, we discuss different staffing scenarios that show that universities can substantially reduce costs by increasingly relying on lower-ranked instructors for tutorial teaching.

In diesem Beitrag wird untersucht, in welchem Maße die Art der formalen Ausbildung - Allgemeinbildung versus Berufsbildung - das Risiko von Männern und Frauen beeinflusst, nicht entsprechend ihrer formalen Qualifikation im Unternehmen eingesetzt zu werden. Kontrolliert wird dabei für Arbeitsplatzeigenschaften.

Die Zahl der Abiturienten mit der Abschluss-Traumnote 1,0 steigt seit Jahren. Wir nutzen neuartige Daten auf der Ebene einzelner Schulen in Sachsen und untersuchen, ob Urbanität, Schulträgerschaft sowie Wettbewerbsaspekte diese Zunahme erklären können. Wir finden hierbei weder Unterschiede zwischen Stadt und Land, noch zwischen öffentlichen und privaten Schulen. Allerdings ist in Schulen mit höherem Wettbewerbsdruck, gemessen an der räumlichen Entfernung zur nächstgelegenen Schule, der Anteil von Absolventen mit 1,0-Abschluss in den vergangenen Jahren stärker angestiegen. Den generellen Trend zu exzellenten Schulabschlüssen können wir hierdurch jedoch nicht erklären.

Was bringt ein höherer Bildungsabschluss unter dem Strich? Wer eine Lehre macht, nimmt während der Ausbildungszeit als Lehrling Einkommenseinbußen im Vergleich zu einer ungelernten Tätigkeit in Kauf, hofft dann in der Folge aber auf höhere Arbeitseinkommen. Noch viel mehr gilt dies für jemanden, der ein Studium aufnimmt: Statt in Vollzeit zu arbeiten, verzichtet er im Vergleich zur Lehre für mehrere Jahre auf Erwerbseinkommen – in der Hoffnung, später ein höheres Einkommen erzielen zu können. Aber reichen die späteren Einkommenszuwächse aus, um die ursprünglichen Einkommenseinbußen zu kompensieren? Wie sieht das auf dem zweiten Bildungsweg aus? Und lohnt sich das mehr als ein Meisterabschluss? Diesen Fragen ist das ifo Zentrum für Bildungsökonomik in einem Projekt im Auftrag von Union Investment nachgegangen. Die wichtigsten Ergebnisse sind hier zusammengefasst. Es zeigt sich, dass sich die Investition in einen höheren Bildungsabschluss wirtschaftlich lohnt. Ein höherer Abschluss geht mit höheren Monatseinkommen einher, mit einem geringeren Risiko, arbeitslos zu werden, sowie insgesamt mit sechsstelligen Zuwächsen beim Lebenseinkommen. Über das gesamte Arbeitsleben betrachtet liegt das Einkommen von Personen mit einer Lehrausbildung um 143 000 Euro über dem Lebenseinkommen von Personen ohne beruflichen Ausbildungsabschluss. Bei Personen mit Meister-/Technikerabschluss wiederum fällt das Lebenseinkommen 129 000 Euro höher aus als bei Personen, deren höchster Abschluss eine Lehre ist; bei Fachhochschulabsolventen sind es 267 000 Euro, bei Universitätsabsolventen 387 000 Euro. Dabei zeigen sich aber auch große Unterschiede nach Region, Geschlecht und insbesondere Fachrichtung.

Background Educational qualifications and literacy skills are highly related. This is not surprising as it is one aim of educational systems to equip individuals with competencies necessary to take part in society. Because of this relationship educational qualifications are often used as a proxy for “human capital”. However, from a theoretical perspective, there are many reasons why this relationship is not perfect, and to some degree this is due to third variables. Thus, we want to explore the net relationship between educational attainment (harmonized according to the International Standard Classification of Education, ISCED) and literacy skills, and how much skills vary within education levels across countries. Methods We use data from 21 countries from the Programme for the International Assessment of Adult Competencies 2012. This paper compares the literacy skills of adults who achieved different levels of educational attainment across countries. Given the high degree of educational differentiation in most countries, we do this using a more differentiated educational attainment variable than what is commonly used. In our analyses we firstly adjust for factors that are likely to affect access to education and the acquisition of educational qualifications and literacy skills, such as parental education and language and migration background. In a second step, we also take into account factors affecting skill development after initial formal education, such as occupation and skill use at home. Results We firstly find a high degree of heterogeneity of skills across countries for equivalent education categories. Secondly, we find skill similarities for equivalent education categories classified at different broad education levels, sometimes even breaking the hierarchical order of ‘higher education entails higher competencies’. Conclusion We conclude that ISCED levels cannot be taken as a cross-nationally comparable proxy for human capital in terms of literacy skills, and that education has to be harmonized in a substantively more meaningful way in future adult literacy surveys.

Noch immer liegt der Anteil der ostdeutschen Jugendlichen, die die Schule ohne Abschluss verlassen, weit über dem westdeutschen Durchschnitt. Wir nutzen Daten auf Ebene der Landkreise und kreisfreien Städte und untersuchen, welche regionalen Einflussgrößen den Ost-West-Unterschied erklären können. Die Ergebnisse verdeutlichen, dass der beschriebene Abstand insbesondere auf Determinanten für das soziale Umfeld, in dem Jugendliche aufwachsen, zurückzuführen ist. Die Chancen benachteiligter Schüler bleiben demnach weiterhin eine zentrale Herausforderung für die Schulpolitik. Für den oftmals unterstellten Einfluss der hohen Förderschülerzahlen in Ostdeutschland bestätigen die Ergebnisse, dass hierdurch rd. 10 % des durchschnittlichen Unterschiedes erklärt werden können.

Bislang vernachlässigt die Forschung die Frage, ob bestimmte Berufe eine Schutzfunktion besitzen, die die Individuen vor Befristungen schützt. Mit verschiedenen Daten der amtlichen Statistik entwickelt der Autor ein neues und höchst innovatives Maß zum Erfassen der Schließung von beruflichen Arbeitsmärkten, mit dem erstmals die Knappheit bestimmter beruflicher Ausbildungszertifikate erfasst werden kann. Der Beitrag zeigt, wie sich die Knappheit beruflich qualifizierter Arbeitnehmer auf die Beschäftigungsstrategie großer Unternehmen auswirkt: Knappe Arbeitskräfte, also diejenigen mit seltenen oder geschlossenen Berufen, werden mit dauerhaften Verträgen gesichert, während Arbeitskräfte, deren Zertifikate relativ unbegrenzt verfügbar sind, befristet beschäftigt werden. So far, researchers have rarely studied individual risks of fixed-term employment to examine the protective function of occupations. The author uses various data available through official statistics to develop a groundbreaking new measure for occupational closure that permits the capture of the scarcity of occupation-specific credentials for the first time. This article describes how the scarcity of credentialed occupational incumbents impacts the employment strategies of large businesses. Large businesses try to secure incumbents of occupations that are relatively scarce through permanent contracts, whereas they offer fixed-term contracts to occupational incumbents who hold credentials that are available in excess.

National governments believe that higher levels of educational attainments and training are necessary for successful competition in knowledge-driven economies and all young people are urged to invest in their own human capital and learn new skills. Moves towards inclusive education have brought into mainstream schools and colleges many who would formerly have been segregated in special schooling or otherwise given minimum education, joining those simply regarded as lower attainers. More research is needed on what is happening to all these young people who do not do well in competitive education systems and uncertain job markets. This article is taken from a study which set out to discuss with school and college principals, local administrators, teachers and others, who they regard as lower attainers, what sort of education and training programmes are offered to the students, and what policies they think are in place to help young people into work or independent living. Discussions were held with respondents in England, Germany, the USA, Finland and Malta. The article takes Rawls' view that social injustice is mainly due to the inequitable distribution of economic and social resources and the State has a responsibility to ensure that all young people can participate in the economy and the society.

Formal Geringqualifizierte sind besonders darauf angewiesen, Lerngelegenheiten zu nutzen, die ihnen außerhalb der Bildungseinrichtungen im Job, im Austausch mit Kollegen und in der Freizeit geboten werden. Wie wird dies in anderen europäischen Ländern gehandhabt? Der Beitrag stellt die Kernergebnisse der von der Bertelsmann-Stiftung erstellten Studie "Kompetenzen anerkennen. Was Deutschland von anderen Staaten lernen kann" vor.

Die Anteile früher Schulabgängerinnen und -abgänger sind in Europa sehr unterschiedlich hoch. 2004 bis 2011 lagen sie zwischen vier (Slowenien) und 40 Prozent (Portugal). Diese Varianz ist wesentlich durch nationale Transitionsstrukturen, die institutionell manifestierten Wege, von Bildung in Beschäftigung begründet. Auf Basis einer umfangreichen Literaturanalyse und Sekundärauswertungen des Labour- Force-Surveys wird eine Typologie der Übergangsstrukturen vorgeschlagen, die west- und osteuropäische Staaten umfasst.

Der Tagungsband präsentiert Standpunkte und Handlungsmöglichkeiten der Bildungs- und Berufsberatung angesichts der Veränderungen in Gesellschaft, Wirtschaft und Arbeitsmarkt. Im Fokus stehen die Professionstheorie und berufspraktische Ansätze. Außerdem diskutieren die Autor:innen die Rolle der Bildungs- und Berufsberatung und wie die Beratenden sie ausführen und interpretieren - individuell und als Berufsgruppe. Die Beiträge sind vier Schwerpunkten zugeordnet: Was prägt den Berufsalltag der Beratenden und wie gehen sie damit um? Welche Herausforderungen bringt die Migration? Wie kann die Professionstheorie der Bildungs- und Berufsberatung differenziert und weiterentwickelt werden? Wie lassen sich Potenziale und Ressourcen erkennen und ausbauen? The transcript comprises different views and options for action within educational and vocational guidance and counselling in the face of social, economic and labour-market changes. Professional theory and practical occupational approaches constitute the emphasis of this paper. Furthermore, the authors address the role of educational and vocational guidance and counselling as well as the execution and interpretation of the same by the counsellors - both individual and as an occupational group. The contributions are divided into four central issues: What determines the daily work of the counsellors and how do they handle it? Which challenges does migration entail? How can the professional theory of educational and vocational guidance and counselling be differentiated and developed further? How can potentials and resources be identified and extended?

International research has shown that schooling enhances within-groups wage dispersion. This assessment is typically based on private sector data and, up to date, the inequality implications of schooling have not been documented for the public sector. This article uses recent data from eight European countries to explicitly take into account differences between the private and public sectors. Using quantile regression, the article describes the effects of schooling on the location and shape of the conditional wage distribution in each sector. While the average impact of schooling on wages is similar across sectors, the impact of schooling on within-groups dispersion is found to be substantially larger in the private sector than in the public sector. This finding warns that the effects of the European educational expansion on overall within-groups dispersion may be lower than previously thought.

Using the Canadian General Social Survey we compute returns to post- secondary education relative to high school. Unlike previous research using Canadian data, our data set allows us to control for ability selection into higher education. We find strong evidence of positive ability selection into all levels of post-secondary education for men and weaker positive selection for women. Since theability selection is stronger for higher levels of education, particularly for university, the difference in returns between university and college or trades education decreases slightly after accounting for ability bias. However, a puzzling large gap persists, with university-educated men still earning L'education post-secondaire au Canada : est-ce que le differentiel d'habilete peut expli- quer les ecarts de gains entre les diplomes des colleges et des universites? En utilisant les resultats de l'Enquete sociale generale au Canada, on calcule les rendements sur l'education post-secondaire par rapport a ceux sur l'education secondaire. Contrairement aux travaux anterieurs sur les donnees canadiennes, les donnees utilisees ici permettent de tenir compte des differentiels d'habilete. Les resultats revelent un fort differentiel positif d'habilete pour les hommes a tous les niveaux de l'education post-secondaire, et un moin- dre differentiel pour les femmes. Puisque ce differentiel est plus fort pour les plus hauts niveaux d'education, particulierement pour l'universite, la difference de rendements entre universites et colleges ou ecoles de metiers decroit quand on tient compte du differentiel d'habilete. Cependant un large ecart residuel demeure et laisse perplexe : les hommes avec une education universitaire gagnent encore plus de 20% de plus que ceux qui ont frequente les colleges et les ecoles de metiers apres normalisation pour le niveau d'habilete.

This study examines the impacts of post-school education on the labour market outcomes of young people who leave school with few qualifications. Specifically, it estimates the effects of tertiary study on the employment rates, benefit receipt rates and earnings of young people who left school without completing NCEA level 2, who enrolled at a tertiary institution while they were aged 16–19. The benefits of the further education are measured by comparing the students' post-study outcomes with those of matched comparison groups of other poorly qualified school leavers who did not undertake any tertiary education. We find that enrolling in a level 1–3 or level 4 certificate programme had a small positive impact on the employment of low-qualified school leavers, raising their employment rate by 3.4 percentage points on average, two years after they ceased studying. However, the benefits of tertiary study were confined to the 44% of students who completed a qualification and were not experienced by non-completers. Students who completed a level 1–3 certificate were 8.5 percentage points more likely to be employed and 6.4 percentage points less likely to be receiving a benefit than their matched comparisons two years after finishing. Slightly larger benefits were experienced by those who completed a qualification at level 4 or higher. The size of the employment impacts associated with gaining a qualification varied by gender and ethnicity, the type of tertiary provider and the subject area of the qualification. There was no evidence that tertiary study had a significant impact on participants' level of earnings, after controlling for their employment status.

Wirkt das Geburtsortsprinzip positiv auf die Bildungsbeteiligung und den Bildungserfolg von Immigrantenkindern? Seit der Reform des deutschen Staatsangehörigkeitsrechts im Jahr 2000 können Kinder ausländischer in Deutschland lebender Eltern unter bestimmten Voraussetzungen die deutsche Staatsangehörigkeit nach dem Geburtsortsprinzip erhalten. Analysen administrativer Mikrodatensätze erlauben einen Vergleich dieser Kinder mit Kindern, die (kurz) vor dem Stichtag 1. Januar 2000 geboren wurden. Die gefundenen Ergebnisse zeigen, dass die deutsche Staatsangehörigkeit für Kinder ausländischer Eltern anfänglich positive Effekte auf die Bildungsbeteiligung der Kinder entfalten kann. Allerdings weisen die Ergebnisse ebenfalls daraufhin, dass höhere Bildungsbeteiligungsraten nicht dauerhaft zu größerem Bildungserfolg führen. Durch die deutsche Staatsbürgerschaft erhöhen sich demnach nicht die schulischen Leistungen der Kinder. Integration durch Einbürgerung ab Geburt allein garantiert noch keinen nachhaltigen Erfolg im deutschen Bildungssystem. Dafür sind weitere politische Anstrengungen notwendig, die das Bildungspotenzial von Immigrantenkindern besser ausschöpfen.

Männer ohne Berufsausbildung oder Hochschulabschluss haben in Deutschland eher niedrige alltagsmathematische Kompetenzen. Dennoch gibt es zwischen ihnen deutliche Kompetenzunterschiede. Auf dem deutschen Arbeitsmarkt profitieren formal gering qualifizierte Männer kaum von höheren Kompetenzen - in anderen Ländern tun sie dies sehr wohl.

International journal for research in vocational education and training 2 (2015) 4, S. 308-325, This paper analyses the returns to education of specific occupations in Canada. The purpose is to scrutinize whether and in how far academic and vocational education do differ in monetary benefits regarding individual returns. Therefore, two different methodologies of calculation are used to compute the concrete returns to education. As a result it is shown empirically that within the here selected occupational groups (e.g. librarians and electricians) there is no decisive earnings benefit regarding academic careers, although a positive correlation of income level and educational achievement can be verified. Our findings justify revisiting the underlying assumption that vocational education and training cannot generate benefits comparable with those generated by higher education. The earnings data suggest that monetary aspects may be less crucial than generally assumed to the reputation and perceived value of vocational education and training. Therefore, social status and prestige seem to be the most significant contributory factors to vocational training’s low status in Canada. (DIPF/Orig.)

Die Anerkennung ihrer im Ausland erworbenen Bildungs- und Berufsabschlüsse ist für MigrantInnen von großer Bedeutung für ihre berufliche Tätigkeit und damit auch für ihre Integration in Österreich, sie wird aber durch zersplitterte Zuständigkeiten, geringe Transparenz und fehlendes Wissen seitens der MigrantInnen erschwert. Die hier vorgestellte Studie zeichnet die Schwierigkeiten und Erfahrungen aus Sicht der Betroffenen nach. Dazu wurden anhand einer ­Clusteranalyse aus Daten des Mikrozensus vier Typen von MigrantInnen differenziert (progressiv-aufstiegsorientierte Generation; defensiv-angepasste ältere MigrantInnen; ethnische Abschottung in segmentierten Arbeitsmärkten; integrierte MigrantInnen der ersten Generation) und Vertrete­rInnen aus diesen Gruppen in qualitativen Interviews befragt. Dabei zeigen sich Prozesse der Dequalifikation, aber auch Wege und notwendige Rahmenbedingungen für geglückte berufliche und gesellschaftliche Integration. The recognition of educational and vocational qualifications, acquired abroad, is of great importance for migrants for their professional activities and thus also for their integration in Austria, but it is being hampered by fragmented responsibilities, lack of transparency, and a lack of knowledge. The study, presented here, tries to show the difficulties and experiences from the migrants’ perspectives. For this purpose, and based on a cluster analysis of microcensus data, four types of migrants were identified (progressive upward oriented generation; defensively-adapted older migrants; ethnic foreclosure in segmented labor markets; integrated migrants of the first generation), and representatives from these groups were asked about in qualitative interviews. Here, we found processes of a deskilling, but also ways of and necessary conditions for successful professional and social integration.

Das Projekt erarbeitete eine Bestandsaufnahme und kritische Diskussion gängiger Bildungsindikatoren im internationalen Vergleich aus interdisziplinärer und bildungsökonomischer Sicht. Im Fokus standen OECD-Indikatoren zu Bildungsabschlüssen, zu Schüler- und Erwachsenenkompetenzen (PISA, PIAAC) sowie zur Bildungsmobilität. Der Forschungsbericht enthält in den ersten beiden Kapiteln die Zusammenfassung von Referaten sowie der Diskussion und Reflektion der Bildungsindikatoren von Experten aus der Ökonomie und der Soziologie, die im Rahmen des Workshops "Bildungsindikatoren im internationaler Vergleich" am 21. Mai 2015 am Bundesministerium für Bildung und Forschung (BMBF) in Berlin stattfand. In den folgenden Kapiteln drei bis zehn enthält der Bericht eine vertiefende Analyse oft verwendeter OECD Indikatoren. Deren Vor- und Nachteile als Gradmesser der Leistungsfähigkeit des Bildungswesens werden aus wissenschaftlicher Sicht für ausgewählte Länder erörtert.

In der Öffentlichkeit ist häufig davon die Rede, dass jede dritte westdeutsche Frau und sogar mehr als 40 % der westdeutschen Akademikerinnen kinderlos bleiben. Diese Angaben zur Kinderlosigkeit beruhen meist auf Auswertungen des Mikrozensus. Die Verwendung des Mikrozensus zur Abschätzung der Kinderlosigkeit ist allerdings umstritten. In diesem Artikel soll deshalb ein Überblick über Schätzungen zur Kinderlosigkeit in Deutschland gegeben werden.

Hohe Schulabbruchsquoten stellen in vielen Ländern ein großes Problem dar. Sie sind meist das Ergebnis eines schrittweisen Prozesses der Entfremdung der Schüler von der Schule, der durch unterschiedliche Faktoren, wie Motivationslosigkeit, schlechte Schulleistungen und straffälliges Verhalten, oft in Verbindung mit einem schwierigen sozialen Umfeld und bestimmten Schulpraktiken, in Gang gesetzt wird. Eine unmittelbare Folge einer hohen Schulabbruchsquote ist z.B. eine Erhöhung der Jugendarbeitslosigkeit. Somit ist ein Ziel der EU, bis zum Jahr 2020 den Anteil frühzeitiger Schulabgänger auf unter 10% zu senken. Der Beitrag vergleicht verschiedene Maßnahmen und Projekte, die in den einzelnen Ländern zur Verringerung der Schulabbruchsquote angewandt werden.

We study the evolution of educational attainment of the 1932–1972 cohorts using a calibrated model of investment in human capital with heterogeneous learning ability. The inter-cohort variation in schooling is driven by changes in skill prices, tuition, and education quality over time, and average learning ability across cohorts. A version of the model with static expectations is successful in accounting for the main patterns in the data. Rising skill prices for college explain the rapid increase in college graduation till the 1948 cohort. The measured decline in average learning ability contributes to explain the stagnation in college graduation between the 1948 and 1972 cohorts.

Der Beitrag zeigt, dass Männer und Frauen derzeit in Deutschland sehr unterschiedlich am Wanderungsgeschehen Teil haben. Ihr Verhalten hat nicht intendierte Konsequenzen - unter anderem für regionale Lebensumstände. Deshalb werden Wanderungsmotive insbesondere junger Erwachsener hinterfragt und anhand der räumlichen Verteilung zugehöriger objektiver Lebensbedingungen illustriert. In Reaktion auf regional ungleich verteilte Lebensbedingungen sind durch die geschlechtstypischen Wanderungen der jungen Erwachsenen bereits auch auffällige Ungleichverteilungen der Geschlechter entstanden. Daraus erwachsen Probleme für Individuen wie Gesellschaft, für die Kommunen wie für den Staat im Allgemeinen.

Only few previous studies have explored cross-national variation in the relationship between educational certificates and competences. In this paper, we investigate the certificate-competence relationship, operationalized as skills gaps by level of educational attainment. More importantly, we scrutinize how two aspects of educational stratification processes, vertical stratification and occupation-specificity, affects skills gaps. Using data on 25-54 year olds from the 2011/12 round of the Programme for the International Assessment of Adult Competencies (PIAAC), we find that more occupation-specific education systems produce smaller differences in basic general skills between adults with low and intermediate levels of education. Higher levels of vertical stratification, by contrast, result in larger low-intermediate skills gaps. None of the two stratification aspects can however explain variations in the skills gaps between intermediate and high educated adults. We conclude by discussing the implications of our findings for labor market research.

Die Studie geht den Fragen nach, wie viele Jugendliche in Österreich von einem NEET-Status betroffen sind, welche sozialstrukturellen Merkmale sie aufweisen und was die Ursachen für ein erhöhtes NEET-Risiko sind. Weiterhin wird untersucht, von welchen Faktoren ein (erfolgreicher) Ausstieg aus der NEET-Situation abhängt. Zur Beantwortung dieser Fragestellungen wird ein Mehr-Methoden-Zugang gewählt, der sich auf quantitative und qualitative Elemente stützt. Es wird gezeigt, dass in Österreich im Zeitraum von 2006 bis 2011 im Durchschnitt rund 78.000 junge Menschen im Alter zwischen 16 und 24 Jahren von Desintegration, im Sinne eines NEET-Status betroffen sind. Die Anzahl an NEET-Jugendliche ist jedoch stark von der Konjunktur abhängig, und stieg beispielsweise in den Krisenjahren 2009 und 2010 deutlich an. Ein erhöhtes NEET-Risiko haben frühe SchulabgängerInnen, (weibliche) Jugendliche mit Betreuungspflichten, Jugendliche mit Migrationshintergrund der 1. Generation, Jugendliche, deren Eltern eine geringere Bildung haben, und Jugendliche, die in Städten leben. Allerdings wirken viele der genannten sozialstrukturellen Merkmale nicht direkt auf den NEET-Status ein, sondern nur indirekt. Die NEET-Gruppe ist sehr heterogen und entsprechend vielfältig sind die Ursachen, Bedürfnis- und Problemlagen. Als eine zentrale Hauptursache mit direkter Wirkung auf den NEET-Status konnte ein früher Schulabgang identifiziert werden. Zur Senkung der NEET-Rate plädiert der Beitrag für Strategien gegen frühen Schulabbruch und für Maßnahmen, die an den individuellen Bedürfnissen der Jugendlichen ansetzen und niederschwellig sind. Weiters werden Maßnahmen für (neue) Zielgruppen, Maßnahmen zur Vernetzung und Koordinierung relevanter AkteurInnen und Maßnahmen auf regionaler Ebene sowie eine Weiterentwicklung der aktiven Arbeitsmarktpolitik vorgeschlagen. Darüberhinaus werden konjunkturbelebende Maßnahme empfohlen, insbesondere durch öffentliche Investitionen in den Ausbau der Bildungs- und Kinderbetreuungsinfrastruktur.

Im Oktober wurden die ersten Ergebnisse der PIAAC-Studie veröffentlicht. Nachdem in PISA die Kompetenzen von Schülerinnen und Schülern getestet wurden, wurden nunmehr die Erwachsenen geprüft. Führende an der Entwicklung und Auswertung von PIAAC beteiligte Personen – Beatrice Rammstedt, Silke Martin und Natascha Massing, GESIS – Leibniz-Institut für Sozialwissenschaften, Mannheim, Andreas Schleicher, OECD, Simon Wiederhold und Ludger Wößmann, ifo Institut, Heike Solga, Wissenschaftszentrum Berlin für Sozialforschung (WZB), Mark Levels und Rolf van der Velden, Maastricht University, Cornelia Quennet-Thielen, Bundesministerium für Bildung und Forschung – stellen erste Befunde zu Stand und Bedeutung der Grundkompetenzen Erwachsener vor.

In Bezug auf Bildung und Ausbildung werden in Deutschland durch die Bildungsberichte und auf europäischer Ebene mit der Europa 2020-Strategie der Europäischen Kommission und den Schwerpunktsetzungen des Europäischen Statistischen Programms 2013-2017 einige Anforderungen an das Erhebungsprogramm des Mikrozensus gestellt. Frühere Vergleiche der Ergebnisse des Mikrozensus und der Bildungsstatistik zum Schulbesuch wiesen auf einige Abweichungen hin. Die Fragen zum Schulbesuch wurden im Mikrozensus 2008 und 2011 geändert. Um die Wirkungen dieser Änderungen zu untersuchen, werden Ergebnisse des Mikrozensus und der Bildungsstatistik für die Zeitpunkte bzw. Schuljahre 2007/2008, 2008/2009 und 2011/2012 verglichen. Für die Klärung von Fragen zur Datenqualität allgemeinbildender und beruflicher Ausbildungsabschlüsse werden Daten des Mikrozensus- Panels 2001-2004 genutzt. Die wiederholten Befragungen ermöglichen die Beurteilung der Antwortkonsistenz im Zeitverlauf. In Kombination mit der jeweiligen Erhebungsart und der Art der Beteiligung können -allerdings eingeschränkt- außerdem Mode- und Proxy-Effekte untersucht werden. Beim Schulbesuch sind die Differenzen zur Bildungsstatistik teilweise zurückgegangen, insgesamt gibt es aber noch beträchtliche Abweichungen. Diese hängen mit schwierigen, dem Alltagsverständnis nicht direkt entsprechenden Definitionen im Mikrozensus zusammen. Insbesondere berufliche Abschlüsse weisen hohe Antwortinkonsistenzen auf. Insgesamt sind bei schriftlichen Befragungen die Antwortinkonsistenzen höher als bei persönlichen Interviews." (Autorenreferat) "The German national reports on education, the Europe 2020 strategy of the European Commission as well as the priorities of the European Statistical Programme 2013-2017 put high demands on the German Microcensus regarding the information on individual education and training. Earlier comparisons of the Microcensus data on school attendance with data from Education Statistics pointed to certain deviations. The questions on school attendance were modified in the 2008 and 2011 Microcensus. To investigate the effects of these changes results of the Microcensus and the Education Statistics for the school years 2007/08, 2008/09 and 2011/12 are compared. The Microcensus Panel 2001-2004 is used to examine data quality issues with regard to general and vocational qualifications. The rotating panel survey allows to assess item stability over time. In combination with the type of interview (interviewer-/self-administered) and the type of reporting (self/proxy) -however limited- mode and proxy effects can be assessed. In terms of school attendance previous deviations to Education Statistics partially decreased, but overall, there remain substantial differences. Results suggest that official definitions used in the Microcensus questionnaire do not fully match respondent’s understanding of the school types and qualification titles. The study investigates the efficiency of local public educational expenditure of 31 provinces in China during 2005-2010, using the Slack-based Measurement (SBM) directional distance function. The results show that public educational expenditure is the most efficient in eastern China, followed by middle and western areas. The inefficiency can be explained mostly by the number of master graduates, while the impacts of the number of undergraduates and graduates from secondary school are also significant. Additionally, bootstrap method is applied to explore the contextual factors influencing the efficiency. The results suggest that economic development and urbanization process increase the efficiency, while the state-owned industry obstructs the development.
