Objective of the study: To clarify the critical success factors in the management of digital transformation projects in the Brazilian automotive sector, given the challenges and changes imposed by the digital economy and national economic crises. Methodology: A qualitative study with analysis of semi-structured interviews of 12 executives from four major vehicle manufacturers in Brazil by using MAXQDA software for qualitative data analysis. Originality/relevance: This study addresses a gap in academic research focused on critical success factors for digital transformation projects, particularly in the context of the Brazilian automotive industry (BAI), in order to provide significant insights for future research and contribute to the scientific knowledge base on digital transformation. Main results: Identification of common critical success factors in the management of digital transformation projects in the BAI and proposal of a model enabling its implementation in future projects for increasing their chances of success in the current competitive market. Theoretical/methodological contributions: This study contributes to the specialized literature by integrating theory and practice on digital transformation, highlighting the importance of factors such as leadership, strategy, and organizational innovation, and providing a practical model based on the results obtained for application to future initiatives. Contributions to society: This study suggests a model for digital transformation in the BAI which can enhance the company’s competitiveness and efficiency, while contributing to the economy’s and society's sustainability by fostering innovation and creating specialized jobs. Despite the growing academic and practical interest in organizational processes (Business Process Management, BPM), the literature is still scarce on the factors that precede process management change in projects. This study aims to identify which critical success factors in projects whose, product or outcome is changes in organizational processes. A systematic literature review was conducted in the Scopus and Web of Science databases, using journal articles between 1994 and 2019. The research protocol was validated by two project management experts. The research presents a list of 13 critical success factors in BPM projects. The study also identified that organizational strategy alignment, top management support, project management approach, and process change management can play a relevant role in project success. As a complementary result, the type of project that usually causes changes in organizational processes is highlighted. [ABSTRACT FROM AUTHOR]

Objective: This study aims to identify which are the Critical Success Factors (CSF) that permeate management practices and determine business sustainability, contributing to the achievement of the Sustainable Development Goals (SDGs). Methodology: The research has as characteristics: qualitative approach, exploratory objective and descriptive and explanatory design. The sampling of the research was intentional and involved bibliographic and documentary analysis. Results: The 51 selected documents indicate that there is a predilection for the environmental and economic dimensions, even though the social pillar is gaining ground as a strategic factor of sustainability. Final considerations: When comparing the results with the SDGs, it was found that fundamental topics for the maintenance of living conditions on Earth and for human prosperity were not contemplated in the Critical Success Factors in Sustainability (CSFS) with high repetition index. It is advocated that the SDGs are important paths for the implementation of sustainable actions in companies and, therefore, as CSFS. [ABSTRACT FROM AUTHOR]

13. Stakeholders, fatores críticos de sucesso e geração de valor em parcerias público-privadas.

This study analyzes the role of stakeholders in the value creation in public-private partnerships in Brazil, considering their motivations and the critical factors that determine the success of this type of collaboration. We analyzed partnerships between federal, state, and local governments through content analysis of documents and interviews with representatives of the public and private sectors involved in such partnerships. Stakeholders identification was conducted through the simultaneous use of models that allow demonstrating the multiple roles played by the actors, i.e. the role in public policies formulation and implementation (R. C. Gomes et al., 2010), their potential for threat or cooperation (Savage et al., 1991), and salience degree (Mitchell et al., 1997). In addition, the most recurrent critical success factors, value elements, and determining factors for cooperation in such partnerships were identified. Furthermore, an analytical model is proposed to identify such elements so that decision-makers can devise a strategy to deal with them. [ABSTRACT FROM AUTHOR]

Our objective is to understand the perceptions of the Brazilian executives about the CSFs to achieve superior organizational performance. We defined a qualitative and quantitative design composed of an Analytic Hierarchy Process and Content Analysis methods. We identified that Marketing and Innovation are the most important CSFs and the interviewed executives suggested three additional factors, i.e., Investment in Startups, Digital Marketing and National Culture, that were not previously identified in the literature review. We highlight the availability of a new framework of CSFs based on different sources and in-depth interviews with Information Technology (IT) executives. A modalidade de ensino semipresencial tem sido uma tendência a curto prazo e a sua ampla possibilidade de aplicações tem despertado o interesse de pesquisadores. Diante disso, esta pesquisa tem o objetivo de identificar quais são os fatores críticos de sucesso para a adoção de disciplinas semipresenciais em cursos presenciais, na perspectiva dos estudantes. A investigação se deu em uma Instituição de Ensino Superior (IES) privada do sul do Brasil, por meio da aplicação de questionários a 331 estudantes que cursam disciplinas na modalidade semipresencial. A análise foi realizada de forma qualitativa, por meio da análise de conteúdo, e quantitativa, com a comparação de variáveis categóricas por meio de cálculos das estatísticas da relação entre elas. Os resultados apontam para os seguintes fatores críticos de sucesso: em primeiro lugar, deve ser desenvolvida a competência digital dos professores, pois estes precisam estar bem preparados para ajudar a desenvolver a competência digital dos estudantes. A partir disso, outros fatores passam a ser determinantes, como a tecnologia, que deve possuir interface amigável, ser fácil de navegar, promover a interação e construção colaborativa do conhecimento. Além disso, as disciplinas devem ser estruturadas com a aplicação de metodologias ativas de ensino e aprendizagem e com a adoção de uma diversidade de atividades que possuam, principalmente, estímulos visuais. Todos os fatores levantados são interdependentes e necessitam de aperfeiçoamento contínuo. /// Blended learning has been a short term trend and its wide range of applications has aroused the interest of researchers. Therefore, this research aims to identify which are the critical success factors for adoption of blended learning subjects in traditional classroom courses, from the students' perspective. The investigation took place in a private Higher Education Institution, in south Brazil, through the application of questionnaires to 331 students taking courses in the blendend learning modality. The analysis was performed in a qualitative way, through content analysis, and quantitative way, with the comparison of categorical variables through calculations of the statistics of the relationship between them. The results point to the following critical success factors: first, teachers 'digital competence must be developed, as they need to be well prepared to help in the development of students' digital competence. From this, other factors become decisive, such as technology, which must have a friendly interface, be easy to navigate, promote interaction and collaborative construction of knowledge. In addition, the disciplines must be structured with the application of active learning methodologies and with the adoption of a variety of activities that have, mainly, visual stimulus. All the factors raised are interdependent and need continuous improvement.

This research aims to identify and analyze the critical success factors (CSF) of information technology outsourcing (ITO) in a Brazilian municipal public agency. The success factors of ITO were identified through a systematic literature view, which retrieved 314 articles from the ACM and IEEE databases, 30 of which met the research protocol criteria. The Delphi technique was used as a research method to determine the CSF based on the success factors identified in the literature. The Delphi panel included thirty-five experts, and the data were collected in 2018. The results indicate the existence of six CSF information technology outsourcing: Communication, Technical Ability, Commitment, Conformity, Context and Confidence. The survey also identified that the processes of implementation, and the behavior between the client and the supplier, play a more critical role in the success of the ITO than hiring processes. The research suggests that contractual clauses, while important, are not sufficient to guarantee the success of ITO initiatives. Moreover, theories with a social perspective contribute more than economic theories when it comes to analyzing ITO in public agencies. [ABSTRACT FROM AUTHOR]

This paper entitled "Critical Success Factors of the Incubation Network of Enterprises of the Ifes." has as main objective of this study was to identify the critical success factors of the entrepreneurship incubation network of the Federal Institute of Espírito Santo. So it was done a single case study was conducted in the Ifes incubator, using documentary analysis and the semi-structured interview. The relevance of this study is found in the application of theoretical elements and in the scientific investigation of Entrepreneurs incubators as environments specialized in supporting projects that are in the early stages of development of your product or prototype. Critical Success Factors are the skills acquired by a manager or his or her work team, who will lead the organization to success. The main results found in this study were, critical success factors are the determining variables to keep incubators competitive, improving their organizational processes and ensuring their survival. Among the identified factors are: financial support and government support of the state of Espírito Santo, institutional support of Ifes, technical and technological support, management of incubator processes and monitoring of incubated companies. The main theoretical and methodological implications of this study indicate that promoting the management of innovative environments requires conditions for application this critical factors and reconciling new management tools. This research is expected to contribute to the opening of other studies, in addition to being an instrument of theoretical and methodological basis so that business incubators can offer better returns with a positive impact on society. Blended learning has been a short term trend and its wide range of applications has aroused the interest of researchers. Therefore, this research aims to identify which are the critical success factors for adoption of blended learning subjects in traditional classroom courses, from the students' perspective at a private Brazilian university. The investigation took place in a private Higher Education Institution, in south Brazil, through the application of questionnaires to 331 students taking courses in the blendend learning modality. The analysis was performed in a qualitative way, through content analysis, and quantitative way, with the comparison of categorical variables through calculations of the statistics of the relationship between them. The results point to the following critical success factors: first, teachers' digital competence must be developed, as they need to be well prepared to help in the development of students' digital competence. From this, other factors become decisive, such as technology, which must have a friendly interface, be easy to navigate, promote interaction and collaborative construction of knowledge. In addition, the disciplines must be structured with the application of active learning methodologies and with the adoption of a variety of activities that have, mainly, visual stimulus. No Brasil, a maior parte das pesquisas científicas é realizada pelas Universidades Públicas, que são viabilizadas graças ao apoio administrativo das Fundações de Apoio que permite aos pesquisadores se ocuparem exclusivamente das questões técnicas das pesquisas científicas e tecnológicas. Buscou-se levantar e caracterizar as variáveis que mais influenciam no desempenho e sucesso para o gerenciamento de projetos nas Fundações de Apoio, no intuito de identificar, analisar e fornecer um conhecimento mais preciso dos FCS (Fatores Críticos de Sucesso), e as reais necessidades de desempenho no gerenciamento de projetos, utilizando a ISO 21.500 como parâmetro a ser mensurado nas Fundações. Realizou-se um levantamento tipo survey em 63 gestores de projetos das Fundações de Apoio. Utilizou-se a MEE (Modelagem de Equações Estruturais) para análise estatística dos dados, em seguida, usou-se os valores das médias de cada variável, estabelecendo o seu ranqueamento. O principal foco de atuação dá-se nos grupos de processos de planejamento, com as variáveis: “Desenvolver orçamento” a “Nível de importância” e “Desenvolver planos do projeto” a “Nível de aplicação”, representando as atividades-chave para o bom desempenho do gerenciamento de projetos. Quanto aos FCS o mais importante apontado pelos gestores foi o “Planejamento do projeto”. Portanto, os resultados mostram que os gestores têm fortes ações de planejamento, detendo, assim, um alto nível de controle nas atividades de gerenciamento e execução dos projetos. Conclui-se que as atividades de gerenciamento de projetos e os aspectos técnicos relacionados aos projetos têm grande influência no sucesso dos projetos nas Fundações estudadas. In Brazil, most scientific studies are conducted by Public Universities and made possible thanks to administrative support from Support Foundations, which allows researchers to deal exclusively with the technical matters of scientific and technological research. We sought to retrieve and characterize the variables that most influence performance and success in project management in Support Foundations, in order to identify, analyze, and provide more in-depth knowledge about the CSF (Critical Success Factors), besides the real performance needs in project management, employing ISO 21500 as the parameter to be measured in the Foundations. We surveyed 63 project managers in Support Foundations. We employed SEM (Structural Equation Modeling) for statistical data analysis, and then used the mean values of each variable to establish its ranking. The main action focus takes place in the planning process groups, with the variables "Develop budget" at "Importance level" and "Develop project plans" at "Application level" representing the key activities for a good performance in project management. Regarding CFS, the most important factor pointed out by the managers was "Project planning". Therefore, the results show that managers have strong planning actions, thus holding a high level of control in project management and execution activities. We conclude that project management activities and the technical aspects related to the projects greatly influence the success of projects in the studied Foundations.

The research has the main objective of identifying the Critical Success Factors (CSF) through the view of tutors and coordinators of distance courses in the management of private Higher Education Institutions (HEI), in order to reflect on the factors which influence the success of the business. The growth in the offer of distance courses has stimulated competition. Because of this, one should not only think about educating students, but also about good business management. The research sought to answer the following question: "What are the critical success factors in the management of distance education (DE) in private HEI under the vision of tutors and coordinators?" To search for answers to this question we opted for a quantitative approach, using as a subject of research the teachers and coordinators in the DE of two private HEIs located in Rio de Janeiro, in order to identify the CSF in the management of DE under their eyes and experiences in the teaching-learning process and management. The relevance of this article is to outline the main CSF in the management of the DE, not so that it is a business standard, but a possible marker for the other institutions that operate in the DE business. As a result, the following CSF were identified: The size of HEIs; teacher tutors; pedagogical model; face-to-face tutors; and supporting infrastructure - physical facilities (rooms, computer lab, auditorium, library, others). The objective of the article is to identify the perception of users of the Decision Support System (DSS), used by the Federal University of Brazil (UNIVASF), about the management of the Critical Success Factors (CSF) in the implementation of the Information System. The research, descriptive and quantitative, had data collected through a structured questionnaire, applied to Decision Support System users of the Federal University. The results reveal that organizational factors were perceived as those that received more adequate management, when compared to technological CSFs, while compliance with legislation was the factor that obtained the highest positive perception index. It should also be noted that preventive corrective initiatives adopted by managers were not sufficient, leading to this factor being the one with the least positive perception of adequate management. Information technology (IT) took on an increasingly important role for organizations. In manufacturing companies, APS (Advanced Planning and Schedulling) systems are an example of this process. In this context, the study of critical success factors (CSF) appears as an alternative to ensure that these implementations will occur as expected. However, the systematic study of CSF in APS implementations is not widespread in literature. This article seeks to identify the CSF in an APS implementation project at a large manufacturing company. It was done through a literature review based in ERP (Enterprise Resource Planning) and APS implementations and a set of interviews with firm employees that participated in the project. As a result, CSF applicable to this case were identified, analyzed and prioritized. Factors derived from the ERP literature stood out in this analysis, which indicates the existence of a set of common CSF to systems implementations in general. The objective of the research was to analyze how the management of the Critical Success Factors "implementation leadership" and "system limitations" influence the implementation of ERP in a public organization, considering the institutional pressures. The concepts used in the investigation were institutional pressures and aspects about the critical factors addressed. The case study analyzed the implementation of an ERP at a Federal University and used data collected through interviews, documents and non-participant observation. The main findings indicate that institutional pressures exert influences that make the management of the FCS elements difficult. Objective: This study aims to identify which are the Critical Success Factors (CSF) that permeate management practices and determine business sustainability, contributing to the achievement of the Sustainable Development Goals (SDGs). Methodology: The research has as characteristics: qualitative approach, exploratory objective and descriptive and explanatory design. The sampling of the research was intentional and involved bibliographic and documentary analysis. Results: The 51 selected documents indicate that there is a predilection for the environmental and economic dimensions, even though the social pillar is gaining ground as a strategic factor of sustainability. Final considerations: When comparing the results with the SDGs, it was found that fundamental topics for the maintenance of living conditions on Earth and for human prosperity were not contemplated in the Critical Success Factors in Sustainability (CSFS) with high repetition index. It is advocated that the SDGs are important paths for the implementation of sustainable actions in companies and, therefore, as CSFS. RESUMO Objetivo: O presente estudo tem como objetivo identificar quais são os Fatores Críticos de Sucesso (FCS) que permeiam as práticas de gestão e determinam sustentabilidade empresarial, contribuindo para o alcance dos Objetivos de Desenvolvimento Sustentável (ODS). Metodologia: A pesquisa tem como características: abordagem qualitativa, objetivo exploratório e delineamentos descritivo e explicativo. A amostragem da pesquisa foi do tipo intencional e envolveu análise bibliográfica e documental. Resultados: Os 51 documentos selecionados apontam que há uma predileção pelas dimensões ambiental e econômica, ainda que o pilar social esteja ganhando espaço como fator estratégico de sustentabilidade. Considerações finais: Ao comparar os resultados com os ODS, verificou-se que tópicos fundamentais para a manutenção das condições de vida na Terra e para a prosperidade humana não foram contemplados nos Fatores Críticos de Sucesso em Sustentabilidade (FCSS) com índice de repetição alto. Defende-se que os ODS sejam importantes caminhos para a implementação de ações sustentáveis nas empresas e, por conseguinte, como FCSS.

Mestrado Bolonha em Gestão e Estratégia Industrial Com mercados cada vez mais competitivos, existe uma maior preocupação das empresas em adotar ferramentas lean que permitam reduzir o desperdício e, por conseguinte, os custos de forma a otimizar também os seus processos. Assim, a implementação do E-Kanban em empresas do setor automóvel tem tido resultados muito positivos neste âmbito. Serve, assim, o presente estudo para compreender os fatores críticos de sucesso da implementação do E-Kanban e entender a importância do comprometimento organizacional durante a implementação desta ferramenta lean, o E-Kanban. Este estudo de natureza exploratória tem por base um estudo de caso único, com uma metodologia qualitativa. A obtenção dos dados foi feita através de entrevistas a três empresas durante o mês de fevereiro: Altronix, TE Connectivity e a uma Empresa Fornecedora que por motivos de solicitação de confidencialidade a empresa não é identificada. Desta forma, foi possível verificar que o comprometimento organizacional está positivamente relacionado com o sucesso da implementação do E-Kanban. Também foi possível verificar que o E-Kanban está positivamente relacionado com as melhorias vistas, nomeadamente, melhoria de custos, desperdício e redução nos lead times. Por outro lado, verificou-se que existem outras ferramentas que podem influenciar de forma positiva o E-Kanban podendo enaltecer ainda mais os seus benéficos, mais concretamente através da implementação da tecnologia RFID. Por fim, observou-se uma boa relação custo benefício da implementação da tecnologia RFID face ao tradicional código de barras enquanto sistema que contribui para o sucesso do E-Kanban numa empresa do setor automóvel. With increasingly competitive markets, there is a greater concern for companies to adopt lean tools to reduce waste and, therefore costs, in order to also optimize their processes. Thus, the implementation of E-Kanban in companies in the automotive sector has had very positive results in this area. The present study serves to understand the critical success factors of the E-Kanban implementation and understand the importance of organizational commitment during the implementation of this lean tool, the E-Kanban. This exploratory study is based on a single case study, with a qualitative methodology. Data collection was done through interviews with three companies during the month of February: Altronix, TE Connectivity and a Supplier Company that, for reasons of confidentiality request, the company is not identified. Based on the analyzed literature, it was possible to realize potential answers to the research questions raised. In this way, it was possible to verify that organizational commitment is positively related to the success of the E-Kanban implementation. It was also possible to verify that the E-Kanban is positively related to the improvements seen, namely, cost improvement, waste, and reduction in lead times. On the other hand, it was found that there are other tools that can positively influence the E-Kanban and can further enhance its benefits, more specifically through the implementation of RFID technology. Finally, there was a good cost-benefit ratio of the implementation of RFID technology compared to the traditional bar code as a system that contributes to the success of E-Kanban in a company in the automotive sector. info:eu-repo/semantics/publishedVersion

Dissertação de mestrado em Economia Industrial e da Empresa, A escassez de estudos desenvolvidos com consumidores de empresas retalhistas de vinho em Portugal suscita o interesse pelas suas perceções, relativamente aos fatores críticos de sucesso no processo de criação e no processo de crescimento e desenvolvimento destas empresas. Pretende-se, assim, contribuir para a compreensão da realidade contemporânea das empresas retalhistas de vinho, com um estudo exploratório que analisa os fatores críticos de sucesso que permitem suportar o processo de criação e o processo de crescimento e desenvolvimento das empresas retalhistas de vinho existentes em Portugal, focado nas perceções dos seus consumidores. Os resultados, obtidos por via de inquérito por questionário, permitem delinear um possível entendimento sobre o perfil do consumidor de empresas retalhistas de vinho, destacando as características que os compradores consideram de maior relevância para a escolha deste canal de retalho, contribuindo para o seu processo de criação e desenvolvimento. De acordo com os dados recolhidos, os principais fatores que suportam a criação de empresas retalhistas de vinho, em Portugal, estão relacionados com a organização e o rigor operacional demonstrado pelas empresas, a melhoria da qualidade dos seus serviços e produtos, bem como, a disponibilização de uma ampla oferta de produtos e serviços que mitigam as necessidades dos clientes e atingem as suas expectativas. No que concerne aos fatores críticos de sucesso para o crescimento e desenvolvimento destas empresas, a análise dos resultados demonstra algumas debilidades, nomeadamente, a expansão física e de recursos humanos, a ênfase moderada na comunicação com os clientes, na partilha de conhecimentos específicos sobre vinhos, atividades e experiências, bem como a disponibilidade de novos produtos de qualidade elevada. Estes fatores, associados à análise da informação financeira disponível sobre o setor, sugerem que, confirmando-se esta tendência, num futuro próximo, o mercado poderá orientar-se para uma maior concentração. As perceções dos consumidores expõem, de algum modo, as inquietações das Pequenas e Médias Empresas (PME), que requerem a adoção, generalizada no setor, de estratégias inovadoras que reforcem a diferenciação face às alternativas do mercado retalhista, tais como as grandes superfícies., The scarcity of studies designed with consumers of wine retailers in Portugal raises interest in their perceptions regarding the critical success factors in the creation process and the growth and development process of these companies. It is, therefore, intended to contribute to the understanding of the contemporary reality of the wine retailers with an exploratory study that analyses the critical success factors that support the creation process and the process of growth and development of the existing wine retailers in Portugal focused on the perceptions of its consumers. The results obtained through a questionnaire survey outline a possible understanding of the consumer profile of wine retailers, highlighting the characteristics that buyers consider most relevant for choosing this retail channel, contributing to the creation process, growth, and development of the companies in this sector. According to the data collected, the main factors that support the creation of wine retailers in Portugal are related to the company's organization and operational accuracy, the quality improvement of their services and products, as well as the availability of a wide range of products and services, that mitigate customer needs, and reach their expectations. Regarding the critical success factors for the growth and development of these companies, the analysis of the results demonstrates some weaknesses, namely, the physical and human resources expansion, the moderate emphasis on communication with customers, the sharing of specific knowledge about wines, activities, and experiences, as well as the availability of new high-quality products. These factors, associated with the analysis of the financial information available on the sector, suggest that, if this trend is confirmed, soon, the market may be oriented towards a higher market concentration. Consumers' perceptions somehow expose the concerns of Small and Medium-sized Enterprises (SMEs), which demand widespread adoption in the sector of innovative strategies that reinforce differentiation from alternatives in the retail market, such as supermarkets.

Distance Learning (DL) grows significantly in Brazil, however, it faces challenges in its management, such as, for example, guaranteeing academic retention and avoiding student dropout. In this sense, mapping and knowing the Critical Success Factors (CSF) related to the modality allows managers to prioritize actions that guarantee the competitiveness and sustainability of this teaching model. This study aimed to identify the CSF that affect the permanence in a course of Technology in Human Resources Management, Distance Learning modality, offered by a university center located in the city of Valença-RJ. It is a field research, descriptive-exploratory, with a qualitative approach and basic nature. Data collection was carried out through questionnaires and the analysis was carried out with the aid of descriptive statistics. Based on the results, it was found that teachers/tutors, study environment, time availability, motivation, discipline, teaching material, proposed activities, course duration, technological skills, family incentives and health conditions represented CSF that facilitate the permanence on the course. It is expected that this study will contribute to the development of strategies aimed at student retention, which will reflect on the institution’s financial budget and on the municipality’s social development. La Educación a Distancia (ED) crece significativamente en Brasil, sin embargo, enfrenta desafíos en su gestión, como, por ejemplo, garantizar la permanencia académica y evitar la deserción de los estudiantes. En ese sentido, mapear y conocer los Factores Críticos de Éxito (FCE) relacionados a la modalidad permite a los gestores priorizar acciones que garanticen la competitividad y sostenibilidad de este modelo de enseñanza. Este estudio tuvo como objetivo identificar los FCE que afectan la permanencia en un curso de Tecnología en Gestión de Recursos Humanos, modalidad EaD, ofrecido por un centro universitario ubicado en la ciudad de Valença-RJ. Es una investigación de campo, descriptiva-exploratoria, con enfoque cualitativo y de carácter básico. La recolección de datos se realizó a través de cuestionarios y el análisis se realizó con la ayuda de estadística descriptiva. Con base en los resultados, se identificó que los docentes/tutores, el ambiente de estudio, la disponibilidad de tiempo, la motivación, la disciplina, el material didáctico, las actividades propuestas, la duración del curso, las habilidades tecnológicas, los incentivos familiares y las condiciones de salud representan FCE que facilitan la permanencia en el curso. Se espera que este estudio contribuya al desarrollo de estrategias encaminadas a la retención estudiantil, lo que repercutirá en el presupuesto económico de la institución y en el desarrollo social del municipio. A Educação a Distância (EaD) cresce de forma significativa no Brasil, no entanto, enfrenta desafios em sua gestão, como, por exemplo, garantir a retenção acadêmica e evitar a evasão discente. Neste sentido, mapear e conhecer os Fatores Críticos de Sucesso (FCS) relacionados à modalidade possibilita aos gestores a priorização de ações que garantam a competitividade e a sustentabilidade deste modelo de ensino. Este estudo teve como objetivo identificar os FCS que afetam a permanência em um curso de Tecnologia em Gestão de Recursos Humanos, modalidade EaD, ofertado por um centro universitário localizado no município de Valença-RJ. Trata-se de uma pesquisa de campo, descritiva-exploratória, de abordagem qualitativa e natureza básica. A coleta de dados foi realizada por meio de questionários e, a análise, efetuada com o auxílio da estatística descritiva. A partir dos resultados, verificou-se que professores/tutores, ambiente de estudo, disponibilidade de tempo, motivação, disciplina, material didático, atividades propostas, duração do curso, habilidades tecnológicas, incentivo familiar e condições de saúde representaram FCS que facilitam a permanência no curso. Espera-se que este estudo contribua para o desenvolvimento de estratégias direcionadas à retenção de estudantes, as quais refletirão no orçamento financeiro da instituição e no desenvolvimento social do município.

44. Overview of the factors that influence the competitiveness of startups: a systematized literature review

This research presents a systematized literature review to identify the main critical success factors (CSFs) that influence startups’ competitiveness. Considering that aspects related to competitiveness should be the target of organizations, especially early-stage companies, this paper identifies a broad of factors regarding startups’ competitiveness. A total of 36 articles were selected in Scopus and Web of Science databases and an in-depth bibliometric analysis of the corpus was performed using the VOSviewer software. 25 CSFs that influence startups’ competitiveness were identified and categorized into three fundamental points of view (FPVs), namely: organizational, human, and environmental. Organizational FPV covers factors that define the internal characteristics of startups. Human FPV, in turn, consists of characteristics of human capital, while the Environmental FPV refers to external factors and the startup context. This work could help practitioners and policymakers by enlightening them about startups’ competitiveness and the elements involved therein, along with providing them with a robust conceptual framework. Resumo: Esta pesquisa apresenta uma revisão sistematizada da literatura para identificar os principais fatores críticos de sucesso (FCS) que influenciam a competitividade de startups. Considerando que aspectos relacionados à competitividade devem ser o alvo das organizações, principalmente das empresas em estágio inicial, este artigo identifica uma ampla gama de fatores relacionados à competitividade das startups. Foram selecionados 36 artigos nas bases de dados Scopus e Web of Science e realizada análise bibliométrica aprofundada do corpus por meio do software VOSviewer. Foram identificados 25 FCS que influenciam a competitividade das startups e categorizados em três pontos de vista fundamentais (PVF), a saber: organizacional, humano e ambiental. O PVF organizacional abrange fatores que definem as características internas das startups. O PVF Humano, por sua vez, consiste em características do capital humano, enquanto o PVF Ambiental refere-se a fatores externos às startups e ao contexto em que atuam. Este trabalho pode ajudar profissionais e formuladores de políticas, esclarecendo-os sobre a competitividade das startups e os elementos envolvidos nisso, além de fornecer-lhes uma estrutura conceitual robusta.

Objective: To analyze the perception of value innovation generated by the adoption and use of an Integrated Management System for Academic Activities - SIGAA in Brazilian Public Universities. Method: This is an applied research, with an exploratory-descriptive objective and a quantitative multi-case approach. We applied 815 questionnaires at 15 universities. The questions in the questionnaire are based on the “radar of value innovation in the public sector”, proposed by Martins et al. (2019). Results: We analyzed the innovation perceived by users of the SIGAA "graduate" module in relation to accessibility, usability, motivation, usefulness, promptness, satisfaction, economy, governance, organization, social impact, trust and culture. Conclusions: It was concluded that: i) most users perceive the system as a simple manual labor automation tool; ii) “Utility” is the factor that most contributes to the perception of value innovation; and iii) the redesign of processes and modules should be prioritized, aiming at improvements regarding usability, accessibility and motivation. Objetivo: Analisar a percepção de inovação de valor gerada pela adoção e uso de um Sistema Integrado de Gestão de Atividades Acadêmicas – SIGAA em Universidades Públicas Brasileiras. Método: Trata-se de uma pesquisa aplicada, com objetivo exploratório-descritivo e abordagem multicasos quantitativa, envolvendo 15 universidades e 815 questionários elaborados com base no “radar da inovação de valor no setor público”, proposto por Martins et al. (2019). Resultados: Como resultado, tem-se a análise da inovação percebida por usuários do módulo "pós-graduação" do SIGAA em relação à acessibilidade, usabilidade, motivação, utilidade, presteza, satisfação, economia, governança, organização, impacto social, confiança e cultura. Conclusões: Concluiu-se que: i) os usuários, em sua maioria, percebem o sistema como uma simples ferramenta de automação de trabalho manual; ii) “Utilidade” é o fator que mais contribui para a percepção de inovação de valor; e iii) deve-se priorizar o redesenho de processos e módulos visando melhorias referentes à usabilidade, acessibilidade e motivação.

47. Implementation of public-private partnerships in Brazil: critical factors and proposal for improvements

The present study aimed to propose improvements that prove to be viable for the implementation and execution of public-private partnerships in Rio Grande do Sul. These arrangements are a coalition between the public and private sectors that reconcile private competencies and investments with the purposes of public administration and represent an alternative to increase the efficiency of the public sector, improving the available services, without increasing government losses. However, they are complex alliances that must add benefits that justify the participation of private initiative in meeting the demands of society, and for these reasons they became units of analysis for this research. The sample was based on the ten (10) largest partnerships in Brazil, seven (7) of which participated in the research, including one (1) from the state of Rio Grande do Sul. To carry out the study, a qualitative research was chosen, operationalized through the application of semi-structured interviews, in which the agents were asked to speak about sixteen (16) critical success factors of the partnerships: I - Political nuances (interest, commitment and political risk) and good governance; II - Institutional apparatus; III - Compliance with the recommendations of the control bodies; IV - Appropriate regulatory framework; V - Notice and contract well prepared; VI - Competitive bidding process; VII - Quality of projects and prior analysis of their costs and benefits; VIII - Existence of an enterprising culture with PPP; IX - Commitment among partners; X - Offering of guarantees to the public consideration; XI - Offering of guarantees to the public consideration; XII - Adequate risk allocation; XIII - Favorable economic environment; XIV - Budgetary restrictions; XV - Environmental restrictions; and, XVI - Adequate communication with stakeholders. Complementing the semi-structured interview, available public documents were consulted and analyzed. The main results indicate that, in the perception of the participants, the experience of the stakeholders of Rio Grande do Sul in the management of the publicprivate partnership process of CORSAN was proficient, and only one of the critical success factors was negatively evaluated. The symmetry between the results of the interviews shows that there is balance between the answers and convergence of ideas in most of the factors, especially the positive ones. However, there are critical success factors that can be reviewed and improved. The most pronounced divergence observed is related to factor VIII (existence of an entrepreneurial culture in public-private partnerships), in which the perception of one stakeholder diverges from the others, which are supported by the literature consigned in the theoretical framework. Finally, fulfilling the objective of the work, suggestions were presented to improve the implementation and execution of public-private partnerships and, also, it was realized that it is necessary to expand the studies on these arrangements, because they are recent in the state, which requires further research and analysis, especially with regard to the opinion of citizens about possible losses caused to the population and the environment and the socioeconomic impacts arising from the implementation of these partnerships, considering the peculiarities of Rio Grande do Sul. O presente estudo teve como objetivo propor melhorias que se mostrem viáveis para a implantação e execução de parcerias público-privadas no Rio Grande do Sul. Esses arranjos são uma coalizão entre os setores público e privado que conciliam as competências e investimentos privados com os propósitos da administração pública e representam uma alternativa para ampliar a eficiência do setor público, melhorando os serviços disponíveis, sem aumentar os prejuízos governamentais. Contudo, são alianças complexas que devem agregar benefícios que justifiquem a participação da iniciativa privada em atendimento às demandas da sociedade e tornaram-se, por essas razões, unidades de análise para esta pesquisa. A amostra teve como respaldo as dez (10) maiores parcerias do Brasil, sendo que sete (7) participaram da pesquisa, dentre as quais uma (1) do Estado Rio Grande do Sul. Para efetivar o estudo, optou-se por pesquisa qualitativa, operacionalizada por meio da aplicação de entrevistas semiestruturadas, na qual os agentes foram instados a se manifestar sobre dezesseis (16) fatores críticos de sucessos das parcerias: I - Matizes políticas (interesse, comprometimento e risco político) e boa governança; II - Aparato Institucional; III - Atendimento às recomendações dos órgãos de controle; IV - Marco regulatório adequado; V - Edital e contrato bem elaborados; VI - Processo licitatório competitivo; VII - Qualidade dos projetos e prévia análise de seus custos e benefícios; VIII - Existência de uma cultura empreendedora com PPP; IX - Compromisso entre os parceiros; X - Oferecimento de garantias à contraprestação pública; XI - Oferecimento de garantias à contraprestação pública; XII - Alocação adequada de riscos; XIII - Ambiente econômico favorável; XIV - Restrições orçamentárias; XV - Restrições ambientais; e, XVI - Comunicação adequada com os stakeholders. Complementando a entrevista semiestruturada, foram consultados e analisados documentos públicos disponíveis. Os principais resultados apontam que, na percepção dos participantes, a experiência dos stakeholders do Rio Grande do Sul na gestão do processo da parceria público-privada da CORSAN foi proficiente, sendo que apenas um dos fatores críticos de sucesso foi avaliado de modo negativo. A simetria entre os resultados das entrevistas enuncia que existe equilíbrio entre as respostas e convergência de ideias na maioria dos fatores, mormente, positivos. No entanto, há fatores críticos de sucesso que podem ser revistos e melhorados. A divergência mais acentuada observada é referente ao fator VIII (existência de uma cultura empreendedora em parcerias público-privadas), no qual a percepção de um dos stakeholder diverge dos demais, que têm amparo na literatura consignada no referencial teórico. Por fim, cumprindo-se o objetivo do trabalho, foram apresentadas sugestões para aprimorar a implantação e execução de parcerias público-privadas e, também, percebeu-se que é preciso ampliar os estudos sobre esses arranjos, porque são recentes no âmbito do estado, o que demanda um aprofundamento nos levantamentos e nas análises, sobretudo, no que tange a opinião dos cidadãos sobre possíveis prejuízos causados à população e ao meio ambiente e os impactos socioeconômicos advindos da implantação destas parceiras, considerando as peculiaridades do Rio Grande do Sul.

Critical Success Factors (CSF) aims to measure project performance. As a method of survey was conducted (survey), applying a questionnaire validated by Cronbach's alpha. This work aims to identify and analyze communication as a Critical Success Factor (CSF) in the management of various project areas. It is known that communication is a problem, however, most studies only identifies it as such, without specifying where, when or with whom happens communication project failure. The sample consisted of 89 professionals working on projects. The results show that 100% of respondents believe that communication is a FCS. The meetings are a means of communication, 11% reported that the goals are rarely achieved due parallel discussions, issues of deviations, when there is no unnecessary meetings. This article has carried out a state-of-the-art survey of the main international publications related to Critical Success Factors (CSFs) and project management performance from 2009 to 2019. The publications were extracted from the databases of the platforms Engineering Village, Web of Science and Scopus. In total, 77 works published in major international journals were selected for the bibliographic review. It was noted that the approaches that stood out in these articles are related to evaluation system, maturity analysis, types of strategies, use of management tools, and project governance process. The research has also identified 19 CSFs most cited in these publications and grouped them into categories. The results showed that a CSF related to human resources – team commitment – was the most cited in the publications. It is expected that the results of this work can contribute to the understanding, expansion and continuous enhancement of research in the field of project management. By producing a database of scientific works and presenting an overview of the needs and challenges that have to be overcome, it should also contribute to providing researchers with a theoretical background for further development in the field. resumo: O presente artigo realizou um levantamento do tipo “estado da arte” nas principais publicações internacionais relacionadas a Fatores Críticos de Sucesso (FCS) e desempenho em gerenciamento de projetos no período de 2009 a 2019. Para isso, foi utilizada a base de dados de fornecedores de dados livres das plataformas Engineering Village, Web of Science e Scopus onde foram extraídas e consultadas publicações para análise. Assim, encontrou-se para revisão bibliográfica o total de 77 trabalhos publicados nas principais revistas internacionais. Verificou-se que as abordagens que mais se destacaram nestes artigos são relacionadas ao sistema de avaliação, à análise de maturidade, aos tipos de estratégias, ao uso de ferramentas de gestão e ao processo de governança nos projetos. A pesquisa, também, identificou 19 FCS mais citados nessas publicações e agrupou-os em categorias. Os resultados mostraram que o FCS relacionado aos recursos humanos - comprometimento da equipe - foi o principal elemento e o mais citado nas publicações. Espera-se que os resultados deste trabalho, possam colaborar na compreensão e ampliação das pesquisas e no aperfeiçoamento contínuo para os trabalhos em gerenciamento de projetos. Além de contribuir para construção da memória, na medida em que produz um banco de dados sobre as produções científicas, dando uma visão de suas necessidades e a possibilidade de apropriação de um referencial teórico para os pesquisadores que desenvolvem estudos na área.

O processo de Sales and Operations Planning - Planejamento de Vendas e Operações (S&OP), assim como qualquer processo de nível estratégico ou tático, necessita ter o seu desempenho monitorado para que seja possível realizar ações de melhoria nos aspectos que estejam gerando impactos negativos em seu desempenho. Os modelos para análise de desempenho encontrados na literatura não trazem meios para localizar as causas de ineficiência mais relevantes, quando da utilização de processos S&OP, bem como não fornecem uma maneira de se quantificar o desempenho do processo. Com o objetivo de contribuir com esta necessidade, o presente trabalho apresenta um modelo quantitativo para análise e melhoria de desempenho do processo de S&OP baseado no diagnóstico e na redução de suas ineficiências mais importantes.The S&OP process, like any business process of strategic or tactical level, requires having its performance measured so that, through the monitoring of these measurements, improvement actions for the factors affecting their performance can be created. The models for performance analysis in the literature failed to identify the most relevant causes of inefficiency to the process and do provide a way of measuring the process performance. Therefore, this paper presents a proposal for a quantitative model for the analysis and performance improvement of the S&OP process based on the diagnosis and reduction of its most important inefficiencies.
