Cet article étudie les dynamiques urbaines des petites villes sidérurgiques de la Communauté d’Agglomération du Val-de-Fensch. Tout en re-contextualisant les mécanismes producteurs de la ville-usine et de la ville dortoir, il souligne les difficultés de maturation des petites villes, notamment face à la crise industrielle et à la contraction urbaine. Tout en affirmant ses identités, cette conurbation doit requalifier et rénover son tissu urbain dégradé et assurer la reconversion de ses espaces industriels. Sa situation, en périphérie de l’agglomération de Thionville et à proximité de la petite ville globale de Luxembourg, l’inscrit de plus en plus au sein d’un archipel urbain transfrontalier. This article explores the urban dynamics of the small steel towns making up the Val-de-Fensch Community and its suburbs. While re-defining the circumstances which develop the factory or dormitory town mechanisms, it highlights the difficulties smaller towns experience to maturate, especially when facing industrial and urban crisis contraction. While retaining and asserting its particular identity, this conurbation then has to regenerate its degraded urban fabric as well as restructure its industrial areas. Being located on the outskirts of Thionville and its suburbs, near the small global town of Luxembourg, makes it part of an ever increasing cross-border urban area

Les villes de garnison sont des villes contraintes et organisées par l’armée. La mutation structurelle de l’espace urbain marquée par les besoins des armées inscrit ses transformations sur un temps long. La ville de Landau in der Pfalz en Rhénanie-Palatinat illustre parfaitement les étapes des processus de militarisation de la ville forteresse dessinée par Vauban, devenue par la suite une importante ville de garnison et finalement aujourd’hui une ville post-militaire. Les transformations des fonctions militaires, puis la perte de celles-ci, remettent en cause le système militaro-urbain et posent la question du devenir des infrastructures militaires avec le risque d’entrer dans un schéma de villes décroissantes et rétrécissantes, en sacrifiant ses héritages militaires. À Landau, la valorisation du patrimoine militaire, ancien ou contemporain, constitue une opportunité et une ressource permettant de restructurer la ville, et finalement de construire un modèle de transition urbaine de la ville post-militaire. The garrison towns are forced cities organized by the army. The structural change of urban space marked by the needs of the armed forces are its transformations over a long time. The city of Landau in der Pfalz, in Rhineland Palatinate, is a perfect example and steps of the process of militarization of the city fortress designed by Vauban. Later Landau became an important garrison town and finally a post-military city today. Transformations and the loss of military functions calls the question of the military-urban system and the future of the military infrastructure with the risk of getting into a pattern of shrinking cities, by sacrificing its military legacies. The military heritage is an opportunity and a resource to restructure the city, and eventually to built a post-military-city model of transition. Garnisonsstädte sind Städte, die einseitig von der Armee geprägt und organisiert werden. Der strukturelle Wandel des städtischen Raums, der sich (primär) an den Bedürfnissen der Armeen orientiert, führt zu lange nachwirkenden Veränderungen. In Landau (Rheinland-Pfalz) spiegeln sich deutlich die Schritte des Militarisierungsprozesses der von Vauban entworfenen Festungsstadt, die später eine wichtige Garnisonsstadt und schließlich heute eine „Post-Militärstadt“ geworden ist. Der Wandel der militärischen Funktionen bis schließlich zu ihrem Verlust stellen das System einer Militärstadt in Frage, machen aber auch die Zukunft der militärischen Infrastruktur selbst ungewiss, denn mit der Preisgabe des Militärerbes wächst das Risiko, in die Abwärtsspirale der schrumpfenden Städte zu geraten. In Landau stellt die Inwertsetzung des ehemaligen und heutigen militärischen Erbes eine Chance und eine Ressource dar, die Stadt zu restrukturieren und schließlich ein städtisches Modell für den Übergang zur „Post-Militärstadt“ zu entwickeln.

La Lorraine dispose d’un important patrimoine d’étangs destiné à une activité agro-piscicole. À partir du XIXe siècle, ces systèmes ont décliné, fragilisés par les nouveaux enjeux de gestion et d’utilisation de la ressource en eau. Les étangs ont alors été délaissés comme espace productif. Aujourd’hui ces territoires d’eau sont inscrits au cœur de projets territoriaux construits sur de nouveaux usages associant démarches environnementales et activités de loisirs et de tourisme. Toutefois, les contraintes de protection et de préservation, l’utilisation des terroirs d’eau génèrent des conflits d’usage, alors qu’à la périphérie des aires urbaines se construisent de nouveaux terroirs d’étangs par la reconversion des sites d’extraction des granulats dans les fonds de vallées. Ces nouveaux étangs reconvertis répondent aux demandes de « paysages d’eau » des populations urbaines. Lorraine has an important ponds heritage for an agro-fishing activity. From 19th century, these systems have declined, weakened by emerging issues management and use of water resources. The ponds have then been abandoned as productive space. Nowadays, these water territories are inscribed in the heart of territorial projects. Its built on new uses combining environmental approaches and activities of leisure and tourism. However, constraints of protection and preservation and use of the terroirs of water generate conflicts of use while on the outskirts of urban areas are built by new terroirs of ponds, by the conversion of the aggregate extraction sites in valleys funds. These new converted ponds meet the demands of "waterscapes" urban populations.

Le 21 mai 2012, l’agglomération nancéienne connaissait un épisode pluvieux exceptionnel avec comme conséquence une inondation par ruissellement. Pourtant, la ville avait réalisé d’importants travaux pour la mise hors d’eau du quartier compris entre la Meurthe et le Canal de la Marne au Rhin. Ce quartier industriel et ouvrier construit dans le lit majeur de la rivière était régulièrement touché par les crues, une vulnérabilité qui explique son dépérissement. La mémoire autant que la vulnérabilité au risque d’inondation ont pesé sur l’avenir du quartier. Depuis 1986, les travaux d’aménagements et de protection ont permis de rénover cet espace et de réconcilier les nancéiens avec leur rivière. Le quartier forme désormais un front d’eau redynamisé et un modèle pour l’ensemble de l’agglomération. May 21, 2012, the greater metropolitan area of Nancy knew an exceptional wet episode with consequent flooding by runoff. Yet the city had big work getting out of water in the area between Meurthe and Canal. Built in the floodplain of the river, this industrial and working-class district was the most vulnerable. Floods regularly affected this space and leading to its decline. The proximity of the river, the memory as much as vulnerability to the risk of flooding have weighed on the future of the district. Since 1986, protection work helped to renovate this space and to reconcile Nancy with their river. Now, this district forms a revitalized waterfront and a model for the whole of the urban area.
