The Paris Agreement, adopted in 2015, paved the way for a new hybrid global climate governance architecture with both bottom-up and top-down elements. While governments can choose individual climate goals and actions, a global stocktake and a ratcheting-up mechanism have been put in place with the overall aim to ensure that collective efforts will prevent increasing adverse impacts of climate change. Integrated assessment models show that current combined climate commitments and policies of national governments fall short of keeping global warming to 1.5 °C or 2 °C above preindustrial levels. Although major greenhouse gas emitters, such as China, the European Union, India, the United States under the Biden administration, and several other countries, have made new pledges to take more ambitious climate action, it is highly uncertain where global climate policy is heading. Scenarios in line with long-term temperature targets typically assume a simplistic and hardly realistic level of harmonization of climate policies across countries. Against this backdrop, this article develops four archetypes for the further evolution of the global climate governance architecture and matches them with existing sets of scenarios developed by integrated assessment models. By these means, the article identifies knowledge gaps in the current scenario literature and discusses possible research avenues to explore the pre-conditions for successful coordination of national policies towards achieving the long-term target stipulated in the Paris Agreement. In implementing the European Green Deal to align with the Paris Agreement, the EU has raised its climate ambition and in 2022 is negotiating the distribution of increased mitigation effort among Member States. Such partitioning of targets among subsidiary entities is becoming a major challenge for implementation of climate policies around the globe. We contrast the 2021 European Commission proposal - an allocation based on a singular country attribute - with transparent and reproducible methods based on three ethical principles. We go beyond traditional effort-sharing literature and explore allocations representing an aggregated least regret compromise between different EU country perspectives on a fair allocation. While the 2021 proposal represents a nuanced compromise for many countries, for others a further redistribution could be considered equitable. Whereas we apply our approach within the setting of the EU negotiations, the framework can easily be adapted to inform debates worldwide on sharing mitigation effort among subsidiary entities. An ethically-based method for allocating climate change mitigation effort among subsidiaries, applicable worldwide, is proposed. Several studies have shown that the greenhouse gas reduction resulting from the current nationally determined contributions (NDCs) will not be enough to meet the overall targets of the Paris Climate Agreement. It has been suggested that more ambition mitigations of short-lived climate forcer (SLCF) emissions could potentially be a way to reduce the risk of overshooting the 1.5 or 2 °C target in a cost-effective way. In this study, we employ eight state-of-the-art integrated assessment models (IAMs) to examine the global temperature effects of ambitious reductions of methane, black and organic carbon, and hydrofluorocarbon emissions. The SLCFs measures considered are found to add significantly to the effect of the NDCs on short-term global mean temperature (GMT) (in the year 2040: − 0.03 to − 0.15 °C) and on reducing the short-term rate-of-change (by − 2 to 15%), but only a small effect on reducing the maximum temperature change before 2100. This, because later in the century under assumed ambitious climate policy, SLCF mitigation is maximized, either directly or indirectly due to changes in the energy system. Long-term scenarios play an important role in research on global environmental change. The climate change research community is developing new scenarios integrating future changes in climate and society to investigate climate impacts as well as options for mitigation and adaptation. One component of these new scenarios is a set of alternative futures of societal development known as the shared socioeconomic pathways (SSPs). The conceptual framework for the design and use of the SSPs calls for the development of global pathways describing the future evolution of key aspects of society that would together imply a range of challenges for mitigating and adapting to climate change. Here we present one component of these pathways: the SSP narratives, a set of five qualitative descriptions of future changes in demographics, human development, economy and lifestyle, policies and institutions, technology, and environment and natural resources. We describe the methods used to develop the narratives as well as how these pathways are hypothesized to produce particular combinations of challenges to mitigation and adaptation. Development of the narratives drew on expert opinion to (1) identify key determinants of these challenges that were essential to incorporate in the narratives and (2) combine these elements in the narratives in a manner consistent with scholarship on their inter-relationships. The narratives are intended as a description of plausible future conditions at the level of large world regions that can serve as a basis for integrated scenarios of emissions and land use, as well as climate impact, adaptation and vulnerability analyses. This study explores the critical notion of how feasible it is to achieve long-term mitigation goals to limit global temperature change. It uses a model inter-comparison of three integrated assessment models (TIAM-Grantham, MESSAGE-GLOBIOM and WITCH) harmonized for socio-economic growth drivers using one of the new shared socio-economic pathways (SSP2), to analyse multiple mitigation scenarios aimed at different temperature changes in 2100, in order to assess the model outputs against a range of indicators developed so as to systematically compare the feasibility across scenarios. These indicators include mitigation costs and carbon prices, rates of emissions reductions and energy efficiency improvements, rates of deployment of key low-carbon technologies, reliance on negative emissions, and stranding of power generation assets. The results highlight how much more challenging the 2 °C goal is, when compared to the 2.5-4 °C goals, across virtually all measures of feasibility. Any delay in mitigation or limitation in technology options also renders the 2 °C goal much less feasible across the economic and technical dimensions explored. Finally, a sensitivity analysis indicates that aiming for less than 2 °C is even less plausible, with significantly higher mitigation costs and faster carbon price increases, significantly faster decarbonization and zero-carbon technology deployment rates, earlier occurrence of very significant carbon capture and earlier onset of global net negative emissions. Such a systematic analysis allows a more in-depth consideration of what realistic level of long-term temperature changes can be achieved and what adaptation strategies are therefore required. This paper provides an overview of the AMPERE modeling comparison project with focus on the implications of near-term policies for the costs and attainability of long-term climate objectives. Nine modeling teams participated in the project to explore the consequences of global emissions following the proposed policy stringency of the national pledges from the Copenhagen Accord and Cancún Agreements to 2030. Specific features compared to earlier assessments are the explicit consideration of near-term 2030 emission targets as well as the systematic sensitivity analysis for the availability and potential of mitigation technologies. Our estimates show that a 2030 mitigation effort comparable to the pledges would result in a further “lock-in” of the energy system into fossil fuels and thus impede the required energy transformation to reach low greenhouse-gas stabilization levels (450 ppm CO 2 e). Major implications include significant increases in mitigation costs, increased risk that low stabilization targets become unattainable, and reduced chances of staying below the proposed temperature change target of 2 °C in case of overshoot. With respect to technologies, we find that following the pledge pathways to 2030 would narrow policy choices, and increases the risks that some currently optional technologies, such as carbon capture and storage (CCS) or the large-scale deployment of bioenergy, will become “a must” by 2030. Stringent long-term climate targets necessitate a limit on cumulative emissions in this century for which sufficient policy signals are lacking. Using nine energy-economy models, we explore how policies pursued during the next two decades impact long-term transformation pathways towards stringent long-term climate targets. Less stringent near-term policies (i.e., those with larger emissions) consume more of the long-term cumulative emissions budget in the 2010–2030 period, which increases the likelihood of overshooting the budget and the urgency of reducing GHG emissions after 2030. Furthermore, the larger near-term GHG emissions associated with less stringent policies are generated primarily by additional coal-based electricity generation. Therefore, to be successful in meeting the long-term target despite near-term emissions reductions that are weaker than those implied by cost-optimal mitigation pathways, models must prematurely retire significant coal capacity while rapidly ramping up low-carbon technologies between 2030 and 2050 and remove large quantities of CO 2 from the atmosphere in the latter half of the century. While increased energy efficiency lowers mitigation costs considerably, even with weak near-term policies, it does not substantially reduce the short-term reliance on coal electricity. However, increased energy efficiency does allow the energy system more flexibility in mitigating emissions and, thus, facilitates the post-2030 transition. [ABSTRACT FROM AUTHOR]

The most important energy development of the past decade has been the wide deployment of hydraulic fracturing technologies that enable the production of previously uneconomic shale gas resources in North America. If these advanced gas production technologies were to be deployed globally, the energy market could see a large influx of economically competitive unconventional gas resources. The climate implications of such abundant natural gas have been hotly debated. Some researchers have observed that abundant natural gas substituting for coal could reduce carbon dioxide (CO2) emissions. Others have reported that the non-CO2 greenhouse gas emissions associated with shale gas production make its lifecycle emissions higher than those of coal. Assessment of the full impact of abundant gas on climate change requires an integrated approach to the global energy-economy-climate systems, but the literature has been limited in either its geographic scope or its coverage of greenhouse gases. Here we show that market-driven increases in global supplies of unconventional natural gas do not discernibly reduce the trajectory of greenhouse gas emissions or climate forcing. Our results, based on simulations from five state-of-the-art integrated assessment models of energy-economy-climate systems independently forced by an abundant gas scenario, project large additional natural gas consumption of up to +170 per cent by 2050. The impact on CO2 emissions, however, is found to be much smaller (from −2 per cent to +11 per cent), and a majority of the models reported a small increase in climate forcing (from −0.3 per cent to +7 per cent) associated with the increased use of abundant gas. Our results show that although market penetration of globally abundant gas may substantially change the future energy system, it is not necessarily an effective substitute for climate change mitigation policy. For more than a decade, the target of keeping global warming below 2?°C has been a key focus of the international climate debate. In response, the scientific community has published a number of scenario studies that estimate the costs of achieving such a target. Producing these estimates remains a challenge, particularly because of relatively well known, but poorly quantified, uncertainties, and owing to limited integration of scientific knowledge across disciplines. The integrated assessment community, on the one hand, has extensively assessed the influence of technological and socio-economic uncertainties on low-carbon scenarios and associated costs. The climate modelling community, on the other hand, has spent years improving its understanding of the geophysical response of the Earth system to emissions of greenhouse gases. This geophysical response remains a key uncertainty in the cost of mitigation scenarios but has been integrated with assessments of other uncertainties in only a rudimentary manner, that is, for equilibrium conditions. Here we bridge this gap between the two research communities by generating distributions of the costs associated with limiting transient global temperature increase to below specific values, taking into account uncertainties in four factors: geophysical, technological, social and political. We find that political choices that delay mitigation have the largest effect on the cost-risk distribution, followed by geophysical uncertainties, social factors influencing future energy demand and, lastly, technological uncertainties surrounding the availability of greenhouse gas mitigation options. Our information on temperature risk and mitigation costs provides crucial information for policy-making, because it clarifies the relative importance of mitigation costs, energy demand and the timing of global action in reducing the risk of exceeding a global temperature increase of 2?°C, or other limits such as 3?°C or 1.5?°C, across a wide range of scenarios. Reaching the economic, environmental and sustainability objectives of all societies requires overcoming several major energy challenges; it necessitates rapid progress in multiple areas. The scenario pathways presented in this paper describe transformative changes toward these goals, taking a broad view of the four main energy challenges faced by society in the 21st century: providing universal access to modern energy for all; reducing the impacts of energy production on human health and the environment; avoiding dangerous climate change; and enhancing energy security. The overarching objective of the paper is to provide policy guidance on how to facilitate the transformation of the energy system to achieve these multiple energy objectives. Particular focus is given to the required pace of the transformation at both the global and regional levels, and to the types of financial and policy measures that will be needed to ensure a successful transition. Synergies and trade-offs between the objectives are identified, and co-benefits quantified. The paper makes an important contribution to the scenario literature by approaching the global transition toward sustainable development in a more integrated, holistic manner than is common in other studies. Midcentury targets have been proposed as a guide to climate change policy that can link long-term goals to shorter-term actions. However no explicit mitigation analyses have been carried out of the relationship between midcentury conditions and longer-term outcomes. Here we use an integrated assessment modeling framework with a detailed representation of the energy sector to examine the dependence of climate change outcomes in 2100 on emissions levels, atmospheric concentrations, and technology characteristics in 2050. We find that midcentury conditions are crucial determinants of longer-term climate outcomes, and we identify feasibility thresholds describing conditions that must be met by midcentury to keep particular long-term options open. For example, to preserve the technical feasibility of a 50% likelihood of keeping global average temperature at <2°C above preindustrial in 2100, global emissions must be reduced by about 20% below 2000 levels by 2050. Results are sensitive to several assumptions, including the nature of future socio-economic development. In a scenario with high demand for energy and land, being below 2°C with 50% likelihood requires a 50% reduction in emissions below 2000 levels by 2050, which is only barely feasible with known technologies in that scenario. Results suggest that a greater focus on midcentury targets could facilitate the development of policies that preserve potentially desirable long-term options. [ABSTRACT FROM AUTHOR]

The article informs about substantial investments in climate mitigation to meet the goals of the Paris Agreement along with political and financial barriers continue to hinder mitigation efforts. It mentions that Global mitigation investment pathways modeled in the sixth assessment report of the Intergovernmental Panel on Climate Change for progress on the alignment of financial flows with low greenhouse gas emissions pathways to reach global climate goals in a cost-effective manner.

A large body of transport sector-focused research recognizes the complexity of human behavior in relation to mobility. Yet, global integrated assessment models (IAMs), which are widely used to evaluate the costs, potentials, and consequences of different greenhouse gas emission trajectories over the medium-to-long term, typically represent behavior and the end use of energy as a simple rational choice between available alternatives, even though abundant empirical evidence shows that real-world decision making is more complex and less routinely rational. This paper demonstrates the value of incorporating certain features of consumer behavior in IAMs, focusing on light-duty vehicle (LDV) purchase decisions. An innovative model formulation is developed to represent heterogeneous consumer groups with varying preferences for vehicle novelty, range, refueling/recharging availability, and variety. The formulation is then implemented in the transport module of MESSAGE-Transport, a global IAM, although it also has the generic flexibility to be applied in energy-economy models with varying set-ups. Comparison of conventional and ‘behaviorally-realistic’ model runs with respect to vehicle purchase decisions shows that consumer preferences may slow down the transition to alternative fuel (low-carbon) vehicles. Consequently, stronger price-based incentives and/or non-price based measures may be needed to transform the global fleet of passenger vehicles, at least in the initial market phases of novel alternatives. Otherwise, the mitigation burden borne by other transport sub-sectors and other energy sectors could be higher than previously estimated. More generally, capturing behavioral features of energy consumers in global IAMs increases their usefulness to policy makers by allowing a more realistic assessment of a more diverse suite of policies.
