ADOT is assisting COT with an MUP extension project in Tempe, Maricopa County, Arizona. The new MUP provides a connection between Kyrene Road and the Western Canal for pedestrians and cyclists. The MUP is an extension of the ‘Brake’ bicycle boulevard corridor as outlined in the City of Tempe Transportation Master Plan. The ‘Brake’ bicycle boulevard runs from Tempe’s eastern limits bordering Chandler, to its western limits bordering the town of Guadalupe. The purpose of this project was to address the missing link in the MUP along the ‘Brake’ route, creating over seven miles of MUP and providing a safer environment for cyclists and pedestrians.

At the request of NSD and PGM, EcoPlan completed an archaeological monitoring program in association with manual excavations conducted for the installation of granite ground cover within the boundaries of NRHP-eligible site AZ T:12:70 (ASM)/Pueblo Patricio and recommended NRHP-eligible AZ T:12:217 (ASM)/ the Dennis Addition in Phoenix, Maricopa County, Arizona. No archaeological materials were identified. No further archaeological work is necessary at this time. Additional cultural resource investigations (such as monitoring, testing, or data recovery) might be warranted.

Through its contractor, and utilizing funding from the U.S. Department of Housing and Urban Development (HUD), the COP Neighborhood Services Department (NSD) conducted manual excavations for the removal and addition of plants, the addition of three air conditioner unit posts, and removal of gravels. During a review of the project, the COP Archaeology Office at PGM determined that excavations associated with the proposed improvement project could encounter subsurface deposits associated with a reported prehistoric canal. For this reason, the NSD requested that EcoPlan Associates, Inc. (EcoPlan) implement a program of archaeological monitoring, which was conducted following provisions of the COP generic archaeological monitoring and discovery plan (Montero and Stubing 2004) to fulfill the requirements of Section 106 of the National Historic Preservation Act of 1966 (NHPA), Section 802 of the COP Historic Preservation Ordinance, and A.R.S. 41-865. Archaeological monitoring was conducted in accordance with the 2007 Programmatic Agreement among the City of Phoenix, Arizona State Historic Preservation Office, and the Advisory Council on Historic Preservation regarding HUD-Funded Program Activities.

Through its contractor, and utilizing funding from the U.S. Department of Housing and Urban Development (HUD), the COP Neighborhood Services Department (NSD) conducted manual excavations for installation of a fence line. During a review of the project, the COP Archaeology Office at Pueblo Grande Museum (PGM) determined that excavations associated with the proposed improvement project could encounter subsurface deposits associated with a reported prehistoric canal paralleling Canal Grande. For this reason, the NSD requested that EcoPlan Associates, Inc. (EcoPlan) implement a program of archaeological monitoring within 50 feet of the canal, which was conducted following provisions of the COP generic archaeological monitoring and discovery plan (Montero and Stubing 2004) to fulfill the requirements of Section 106 of the National Historic Preservation Act of 1966 (NHPA), Section 802 of the COP Historic Preservation Ordinance, and A.R.S. 41-865. Archaeological monitoring was conducted in accordance with the 2007 Programmatic Agreement among the City o f Phoenix, Arizona State Historic Preservation Office, and the Advisory Council on Historic Preservation regarding HUD-FundedProgram Activities.

The COP conducted road improvement and storm drain upgrades along 35th in southwest Phoenix. These improvements include new road construction (that is, widening), the installation of new fire hydrants and catch basins, curbs, gutters, sidewalks, bus bays, signs, trees, and trenching for new storm drains and connectors. Generally, such activities entail vertical excavations up to approximately 16 feet. Two prehistoric features, a pit house and a hearth, were uncovered and represent, along with sherds, the known manifestation of new cultural resource site AZ T:12:269 (ASM). Two new prehistoric canal segments were uncovered, sites AZ T:12:270 (ASM) and AZ T:12:272 (ASM), the latter presumably being Canal Laveen. One historic site, AZ T:12:271 (ASM) was uncovered. The site includes one canal segment with two channels and two trash concentrations. One historic site, AZ T:12:271 (ASM) was uncovered. Sites AZ T:12:269 (ASM), AZ T:12:270 (ASM), and AZ T:12:272 (ASM), Canal Laveen, are recommended as eligible for the National Register of Historic Places (National Register). Site AZ T:12:271 (ASM) is recommended not eligible for the National Register.

At the request of Olsson Associates, Inc. (Olsson), EcoPlan Associates, Inc. (EcoPlan) cultural resource specialists relocated and assessed where possible National Register of Historic Places (NRHP) eligibility for known cultural resources within both the Phoenix- and Tempe-owned portions of Papago Park, Maricopa County, Arizona. This research was done in support of a new regional master plan for the park. The master plan is being developed cooperatively by the Salt River Pima-Maricopa Indian Community (SRPMIC) and the Cities of Tempe (COT), Phoenix (COP), and Scottsdale (COS). The planning process is designed to address both current and future needs of the park and to help guide decisions for future management. Cultural resources within the park are varied, ranging from prehistoric archaeological sites to historic buildings, structures, and objects. The master plan will help better define the sensitive archaeological areas where protection and preservation are warranted as well as highlight the park's many cultural resources that can be focal points of celebration such as the Eisendrath House, Tempe's largest and best preserved Pueblo Revival style house, or Governor Hunt's unique pyramidal tomb. Currently, the park is home to the Phoenix Zoo, Desert Botanical Garden, Papago Sports Complex, Rolling Hills Golf Course, Phoenix Municipal Stadium, the National Guard, the Papago Golf Course, and the Hall of Flame and Arizona Historical Society Museums. Active and passive recreation opportunities exist throughout the park, including bicycle and pedestrian trails, an archery range, picnic areas with historic ramadas, fishing lakes, and athletic facilities. We did not physically access Reclamation-owned property for this study. Archaeological site relocation on COP and COT owned land was conducted under the terms and conditions of an Arizona Antiquities Act (AAA) blanket permit (no. 2009-005bl), issued to EcoPlan by the Arizona State Museum (ASM). This type of permit is required for cultural resource investigations that occur on any municipal, county, or state lands. Notification of intent to conduct field work was submitted 13 March 2009 and ASM issued EcoPlan accession number 2009-0232 on 23 March 2009.

This document contains the results of archaeological testing and a plan for data recovery on a portion of site AZ T:12:70 (ASM) (Pueblo Patricio). Archaeological investigations of the project area are being conducted in advance of construction of a portion of the Phoenix Bioscience Center. In a preliminary report of testing results (Sorrell 2006b), EcoPlan recommended data recovery excavations within the project area. Despite substantial disturbances from construction/demolition activities within much of the testing area, which have truncated several possible features, all of the prehistoric features discovered during testing appear to retain integrity and, hence, data potential for the study of Hohokam material culture. Moreover, EcoPlan recommended no further explorations into Features 8 and 9 - the two potentially historic features identified dining testing. This recommendation was based on the poor condition of these features, the paucity of associated artifacts, and the lack of associated stratified deposits that might be explored archaeologically.

The City of Phoenix’s (COP) Downtown Development Office plans to construct facilities related to the Phoenix Bioscience Center on COP-owned land in downtown Phoenix. The COP cost center number for the project is ED10000012. Because project activities may cause adverse impacts to subsurface cultural resources - both prehistoric and historic - the COP Parks and Recreation Department Pueblo Grande Museum (PGM), which coordinates archaeological projects for all COP departments (Bostwick 2004) requested that EcoPlan Associates, Inc. (EcoPlan) implement an archaeological testing program to inform the treatment of cultural resources in the project area. This COP-funded testing program is being conducted by EcoPlan under on-call contract number 117951 between the COP Parks and Recreation Department and EcoPlan. This testing program is intended to comply with the terms of the Arizona Antiquities Act (Arizona Revised Statutes [ARS] §41-841, el seq.), the Arizona Board of Regents Rules 8-201 through 8-207 as authorized by ARS §15-1631, and the COP Historic Preservation Ordinance. The testing area is located partially within the boundary of site AZ T: 12:70 (ASM) (hereafter, Pueblo Patricio); also, the testing area had been the location of several historic buildings, the surface components of which no longer exist. This preliminary report presents, in summary fashion, the results of archaeological testing within the project area.
