The article discusses a new distributed averaging algorithm, where in the quantized information, namely dithered quantization is employed to achieve a consensus at one of the quantization values. The expected value of the consensus is shown to be equal to the average of the original sensor data.

Quantum computing as it may occur in space is discussed by staff members of Los Alamos National Lab. and Jet Propulsion Lab. Quantum computers, offering size, power, and robustness, may solve problems for future space exploration, for which great onboard computing capacity will be needed. Exploitation of this area may be helpful in impending device physics constraints and will perhaps require new consideration on such fundamental concepts as bits and the algorithm.

The physical properties of stress induced leakage current were examined using quantum yield measurements and simulations.

A quantum mechanical (QM) threshold-shift correction has been used in the past to modify classical device simulators, with the aim of retaining accuracy without complicating the simulation. Specific examples are used to check the accuracy of the approach. The drain current of heavily doped MOSFET's was found using a one-dimensional Shrodinger-Poisson solver together with a gradual channel model, and results compared to classical calculations. Although the same threshold shifts were shown, there were different slopes, independent of substrate doping.

Distributions that are highly concentrated in the time-frequency plane are shown. The pseudo wave function with the corresponding pseudo particle was generated based on the signal. An efficient distribution for the time-frequency signal analysis was derived. This distribution generates as high a concentration in the time-frequency plane as the L-Wigner distribution. Several examples are provided to demonstrate the theory.

A serpentine delay line's laddering wave causes severe signal distortion and reduces the required time delay. The laddering wave appears in the receiving waveform due to the accumulation of backward crosstalk in line sections. A wave tracing analysis shows this and a quantitative analysis computes ladders' levels. The laddering wave magnitude depends on the amount of sections and their adjacent coupling coefficients.

Mn-doped PbS nanocrystals (NCs) ([Pb.sub.1-x][Mn.sub.x]S) embedded in glass matrix have been successfully synthesized by means of fusion method. The geometrical morphology and size dispersion of ([Pb.sub.1-x] [Mn.sub.x]S) NCs were studied by atomic force microscopy (AFM). Their magnetic and the optical properties have been investigated using electron paramagnetic resonance (EPR) and optical absorption (OA) measurements. We found that the isolated [Mn.sup.2+]-ions are located on the PbS NC-shell whereas coupled [Mn.sup.2+]-ions are located on the ([Pb.sub.1-x][Mn.sub.x]S) NC-core. A multilayer magnetic quantum dot sample containing 5 layers of Fe quantum dots (QDs) embedded in six layers of ZnS spacer was grown by molecular beam epitaxy (MBE). High-resolution transmission electron microscopy (HRTEM) observations reveal that the Fe QDs are single crystalline with spherical shape of diameters around 3 to 4 nm and area density of 1.5 x [10.sup.12] [cm.sup.-2]. Its zero-field cooled (ZFC) and field cooled (FC) curves measured at low field (100 Oe) show the magnetic relaxation effect with a blocking temperature around 26 K. The hysteresis loop measured at 5 K shows a coercivity of 83 Oe, confirming the slow relaxation process and coercivity enhancement attributed to the nanoparticle nature of the sample. A technique for calculating band bending and subband energies to study quantum mechanical effects in MOS structure inversion layers is presented.

A new quantum mechanical model for a conventional device simulator is presented.

The photon assisted tunneling current in a superconductor-insulator-superconductor device was studied. A Hamiltonian model was employed to take into account the pertinent parameters, such as the magnetic field intensity and its influence on the junction. The tunneling current was calculated to second order as a function of the photon operators present in the transmission line. Results show that the intensity of the tunneling current is directly proportional to the number of photons in the transmission line.

The design of sliding mode control schemes for quantum resonant converters is introduced by means of two different approaches. First, an easy-to-use procedure for devising nonlinear control structures is established, using Lyapunov's well-known stability criteria. Second, an alternative method that provides linear sliding surfaces is also developed, considering reaching, existence, and stability conditions. The application of both control design techniques is illustrated in detail by means of three selected examples. The advantages and drawbacks of the resulting control circuits are examined. Simulation and experimental results corroborate the expected features of the close-loop quantum converters. Index Terms--Linear sliding surfaces, Lyapunov-based control, quantum resonant converters.
