This chapter describes the development stage of China's optical fiber manufacturing industry, and then analyses the Yangtze Optical Fibre and Cable Joint Stock Limited Company (YOFC) development stage. According to YOFC case, the authors show that continuous learning and absorption, proprietary R&D and product innovation, good use of every opportunity and favorable development policy, talent reserve and intelligence support, active transformation by sizing up the situation, independent operation, and elimination of monopolization are the implications of transformation and upgrade of the optical fiber industry.

The US has introduced a package of policies and specialized plans to reinvigorate its manufacturing industry by revolving around “reindustrialization.” It has put forward a national strategic plan for advanced manufacturing, aiming at strengthening advantages of its technology-intensive advanced manufacturing industry. Japan has a different focus. By releasing “New Robot Strategy,” Japan attempts to accelerate development of cooperative robots and unmanned plants to revolutionize the robot industry, cope with aggravation of Japanese social and economic issues, and enhance international competitiveness of Japan's manufacturing industry. As to France, with “New Industrial France” promoted, layout optimization of the manufacturing industry is more important. Britain, however, is invigorating its manufacturing industry through the “High-Value Manufacturing” strategy, and the strategy has so far entered Phase II. China is no exception. This chapter explores “Made in China 2025.”

This paper discussed extent of application and the importance of the capability of using information technology and knowledge management in the design of the product. Data were collected through questionnaires, which were distributed 220 questionnaires to industrial companies in China. Results showed through statistical analysis that the capability of IT, knowledge management and product design had a significant positive correlation, suggesting a strong relationship. Thus, companies who want to achieve a competitive advantage in the design of their products must use IT in obtaining their objectives and be consistent with customer requirements to achieve consumer satisfaction.

This paper presents a multi-agent system of risk identifier of emergency management, on the basis of employing such theories as immunology, multi-agent model construction and simulation, and emergency management system engineering, etc. This paper has done a research on the construction and formation of the new active defense system of emergency management system engineering, formation and optimization of risk identifier, optimistic algorithm of evolution and likewise key issues, which will definitely have important theoretical and practical significance in the establishment of a new defense system and the enrichment and development of emergency management system engineering.

This paper proposes an innovative imaging system model for human eyes with resolving power calculation, which is feasible in practice and stands on solid Physical background. The model, humanoid-eye imaging system (HIS), is constructed synthesizing an imaging component model and a photo-sensing component model based on relevant parts of human eyes. HIS integrates core features and working mechanism of human eyes and can also be regarded as simulation of various real digital imaging systems. According to criteria derived from wave optics and the theory of receptors, point resolving power for HIS is defined and its calculations are deduced as functions of specified parameters of HIS and variables of object points observed by HIS. Experiment with a camera as the application of HIS show that HIS is applicable and its resolving power calculation is precise in reality. Our work supply a novel method for the first time to efficiently connect real observing conditions with computer simulation for fields related to 3D meshes management.

Abstr act. In order to design a more accurate simulation system of laser scanning imaging, a kind of new simulation method is put forward in this paper. By introducing the accurate laser model, this paper proposes a more precise echo power calculation formula. This method reproduces the edge blur effect in the laser scanning imaging, and can get the realistic simulation effect. At the same time, this method also simplified the calculating process by choosing simple model or accurate model in different cases. The calculation speed and the simulation efficiency are improved. Experiments prove that this method of laser scanning imaging simulation can complete simulation tasks quickly, and get the simulation images which are very close to the real images. The earthquake often induces a large number of landslides or rock falls. During the 2010 Yushu earthquake (Ms7.1) in Qinghai province, landslides and rock falls were triggered at the slope of different degrees along National Highway G214 and Provincial Highways S308 and S309. After the earthquake, we conducted a lot of field surveys and referred related literatures, finally summarized the landslide/rock fall types and spatial distribution of their characteristics in the earthquake-damaged area. In advance, as focusing on the typical worksites, characteristics of the slope structure and slope deformation have been discussed. The results can provide suggestions for reconstruction engineering along the roads in the area, as well as for technological protection engineering against landslide/rock fall along the proposed highway of Xining to Yushu.

Interference is an important issue in visual tracking. While most tracking algorithms are able to track well in simple condition, they usually fail when the objects have serious occlusion interference. This paper provides a surface type interference which has an excellent effect to disturb three common window tracking algorithms, includes fasten window algorithm, group windows tracking algorithm and adaptive window algorithm. This paper also proposes a series of experiment to find out the proper parameter of the surface type interference, and the results show this kind interference is a strong one against the window tracking algorithm.

Small and medium-sized enterprises (SMEs) make a significant contribution to the development of productivity of China. This paper aims to explore the start-up capital structure and its influencing factors in Chinese SMEs. The empirical results reveal that in the start-up stage start-up capital relies heavily on owners' self-financing, lack of sufficient external finance. Results also suggest that the resulting structure of start-up capital for SMEs will be the consequence of a mixture of factors including internal and external environment factors. So the channels to solve the problem should be related to the factors.

According to the flexibility and predictive features of Markov chain model and the analysis of customers' historical behavior of RFM (recency, frequency, monetary), this paper employs these two models into the customer value prediction in B2C context. By refining the conventional RFM model, the prediction of the customer's value becomes more precise. Such method helps to make effective customer marketing and relationship management polices. The article also describes a case study that demonstrates its accuracy

Agriculture is a key problem of Chinese economic development. Based on basic features of Chinese economy and the fact that Chinese agriculture faced a structuralism, CGE model for Chinese economy is constructed. With it, we analyze some important methods to solve agricultural problems and their influences on Chinese economy, and our results indicate that rising the prices of agricultural products is not favorable for the economy.
