Estimating the carbon storage of forests is essential to support climate change mitigation and promote the transition into a low-carbon emission economy. To achieve this goal, voluntary carbon markets (VCMs) are essential. VCMs are promoted by a spontaneous demand, not imposed by binding targets, as the regulated ones. In Italy, only in Veneto and Piedmont Regions (Northern Italy), VCMs through forestry activities were carried out. Valle Camonica District (Northern Italy, Lombardy Region) is ready for a local VCM, but carbon storage of its forests was never estimated. The aim of this work was to estimate the total carbon storage (TCS; t C ha−1) of forest biomass of Valle Camonica District, at the stand level, taking into account: (1) aboveground biomass, (2) belowground biomass, (3) deadwood, and (4) litter. We developed a user-friendly model, based on site-specific primary (measured) data, and we applied it to a dataset of 2019 stands extracted from 45 Forest Management Plans. Preliminary results showed that, in 2016, the TCS achieved 76.02 t C ha−1. The aboveground biomass was the most relevant carbon pool (48.86 t C ha−1; 64.27% of TCS). From 2017 to 2029, through multifunctional forest management, the TCS could increase of 2.48 t C ha−1 (+ 3.26%). In the same period, assuming to convert coppices stands to high forests, an additional TCS of 0.78 t C ha−1 (equal to 2.85 t CO2 ha−1) in the aboveground biomass could be achieved without increasing forest areas. The additional carbon could be certified and exchanged on a VCM, contributing to climate change mitigation at a local level.

Background There are high estimates of the potential climate change mitigation opportunity of using wood products. A significant part of those estimates depends on long-lived wood products in the construction sector replacing concrete, steel, and other non-renewable goods. Often the climate change mitigation benefits of this substitution are presented and quantified in the form of displacement factors. A displacement factor is numerically quantified as the reduction in emissions achieved per unit of wood used, representing the efficiency of biomass in decreasing greenhouse gas emissions. The substitution benefit for a given wood use scenario is then represented as the estimated change in emissions from baseline in a study’s modelling framework. The purpose of this review is to identify and assess the central economic and technical assumptions underlying forest carbon accounting and life cycle assessments that use displacement factors or similar simple methods. Main text Four assumptions in the way displacement factors are employed are analyzed: (1) changes in harvest or production rates will lead to a corresponding change in consumption of wood products, (2) wood building products are substitutable for concrete and steel, (3) the same mix of products could be produced from increased harvest rates, and (4) there are no market responses to increased wood use. Conclusions After outlining these assumptions, we conclude suggesting that many studies assessing forest management or products for climate change mitigation depend on a suite of assumptions that the literature either does not support or only partially supports. Therefore, we encourage the research community to develop a more sophisticated model of the building sectors and their products. The development of gliricidia plantation (Gliricidia sepium) in Indonesia can be considered as a climate change mitigation action to reduce greenhouse gases emission. This paper investigates the yield regulation and potential above-ground carbon storage of gliricidia at Perhutani Forest Management Unit Semarang. The biomass production of gliricidia at various age (1, 2, 3, 4, 5 years) can be utilized to determine the biological cycle and estimating the potential above-ground carbon storage. The result showed that gliricidia could be harvested after 2-years to produce optimum biomass. Above-ground carbon storage in gliricidia plantation distributed in the tree (94.73%), litter (2.98%), and understorey plants (2.29%). Total above-ground carbon storage in gliricidia plantation at age 1-5 years are 6.285,45 Mg C, 8.052,58 Mg C, 9.161,93 Mg C, 14.238,63 Mg C, and 25.474,79 Mg C, respectively.

Background We determine the potential of forests and the forest sector to mitigate greenhouse gas (GHG) emissions by changes in management practices and wood use for two regions within Canada’s managed forest from 2018 to 2050. Our modeling frameworks include the Carbon Budget Model of the Canadian Forest Sector, a framework for harvested wood products that estimates emissions based on product half-life decay times, and an account of marginal emission substitution benefits from the changes in use of wood products and bioenergy. Using a spatially explicit forest inventory with 16 ha pixels, we examine mitigation scenarios relating to forest management and wood use: increased harvesting efficiency; residue management for bioenergy; reduced harvest; reduced slashburning, and more longer-lived wood products. The primary reason for the spatially explicit approach at this coarse resolution was to estimate transportation distances associated with delivering harvest residues for heat and/or electricity production for local communities. Results Results demonstrated large differences among alternative scenarios, and from alternative assumptions about substitution benefits for fossil fuel-based energy and products which changed scenario rankings. Combining forest management activities with a wood-use scenario that generated more longer-lived products had the highest mitigation potential. Conclusions The use of harvest residues to meet local energy demands in place of burning fossil fuels was found to be an effective scenario to reduce GHG emissions, along with scenarios that increased the utilization level for harvest, and increased the longevity of wood products. Substitution benefits from avoiding fossil fuels or emissions-intensive products were dependent on local circumstances for energy demand and fuel mix, and the assumed wood use for products. As projected future demand for biomass use in national GHG mitigation strategies could exceed sustainable biomass supply, analyses such as this can help identify biomass sources that achieve the greatest mitigation benefits.

The main objective of this work was to study the effects of intensive forest management on net climate impact of energy biomass (logging residues and/or stumps and coarse roots) utilisation from final felling of Norway spruce ( Picea abies L. Karst) grown on medium-fertile site under boreal conditions in Finland. We employed forest ecosystem model simulations and a life cycle assessment (LCA) tool to calculate net CO 2 exchange for utilising biomass in biosystem and coal in fossil system. In the biosystem, baseline management (business as usual, BT) and management with maintaining 30% higher stocking in thinning than in the BT regime were used. In addition, nitrogen fertilisation and improved planting material both alone and as combined were used to enhance growth in order to assess effects of intensive management on net climate impact. Carbon neutrality of biomass utilisation under alternative management was compared with the utilisation of coal. We found that the carbon neutrality of biomass utilisation varied between 0.5 and 3.4 (i.e. from partial to full neutrality), depending on the management applied. Under intensified management, CO 2 emissions associated with energy biomass utilisation could be offset by forest ecosystem carbon sequestration over the following 20 years. Under the BT regime, such compensation could not be fully achieved over the rotation, but the utilisation of biomass produced less emissions per unit of energy than the use of coal. From a climate change mitigation point of view, the intensive management of Norway spruce could increase the climate benefits of energy biomass utilisation.

Continuous-cover forestry (CCF) has been recognized for the production of multiple ecosystem services, and is seen as an alternative to clear-cut forestry (CF). Despite the increasing interest, it is still not well described how CCF would affect the carbon balance and the resulting climate benefit from the forest in relation to CF. This study compares carbon balances of CF and CCF, applied as two alternative land-use strategies for a heterogeneous Norway spruce (Picea abies) stand. We use a set of models to analyze the long-term effects of different forest management and wood use strategies in Sweden on carbon dioxide emissions and carbon stock changes. The results show that biomass growth and yield is more important than the choice of silvicultural system per se. When comparing CF and CCF assuming similar growth, extraction and product use, only minor differences in long-term climate benefit were found between the two principally different silvicultural systems. The urgent need to mitigate climate change invokes both opportunities and challenges for forest biomass utilization. Fossil fuels can be substituted by using wood products in place of alternative materials and energy, but wood harvesting reduces forest carbon sink and processing of wood products requires material and energy inputs. We assessed the extended life cycle carbon emissions considering substitution impacts for various wood utilization scenarios over 100 years from 2010 onward for Finland. The scenarios were based on various but constant wood utilization structures reflecting current and anticipated mix of wood utilization activities. We applied stochastic simulation to deal with the uncertainty in a number of input variables required. According to our analysis, the wood utilization decrease net carbon emissions with a probability lower than 40% for each of the studied scenarios. Furthermore, large emission reductions were exceptionally unlikely. The uncertainty of the results were influenced clearly the most by the reduction in the forest carbon sink. There is a significant trade-off between avoiding emissions through fossil fuel substitution and reduction in forest carbon sink due to wood harvesting. This creates a major challenge for forest management practices and wood utilization activities in responding to ambitious climate change mitigation targets.

Background Forests and forest products can significantly contribute to climate change mitigation by stabilizing and even potentially decreasing the concentration of carbon dioxide (CO2) in the atmosphere. Harvested wood products (HWP) represent a common widespread and cost-efficient opportunity for negative emissions. After harvest, a significant fraction of the wood remains stored in HWPs for a period that can vary from some months to many decades, whereas atmospheric carbon (C) is immediately sequestered by vegetation re-growth. This temporal mismatch between oxidation of HWPs and C uptake by vegetation generates a net sink that lasts over time. The role of temporary carbon storage in forest products has been analysed and debated in the scientific literature, but detailed bottom-up studies mapping the fate of harvested materials and quantifying the associated emission profiles at national scales are rare. In this work, we quantify the net CO2 emissions and the temporary carbon storage in forest products in Norway, Sweden and Finland for the period 1960–2015, and investigate their correlation. We use a Chi square probability distribution to model the oxidation rate of C over time in HWPs, taking into consideration specific half-lives of each category of products. We model the forest regrowth and estimate the time-distributed C removal. We also integrate the specific HWP flows with an emission inventory database to quantify the associated life-cycle emissions of fossil CO2, CH4 and N2O. Results We find that assuming an instantaneous oxidation of HWPs would overestimate emissions of about 1.18 billion t CO2 (cumulative values for the three countries over the period 1960–2015).We also find that about 40 years after 1960, the starting year of our analysis, are sufficient to detect signs of negative emissions. The total amount of net CO2 emissions achieved in 2015 are about − 3.8 million t CO2, − 27.9 t CO2 and − 43.6 t CO2 in Norway, Sweden, and Finland, respectively. Conclusion We argue for a more explicit accounting of the actual emission rates from HWPs in carbon balance studies and climate impact analysis of forestry systems and products, and a more transparent inclusion of the potential of HWP as negative emissions in perspective studies and scenarios. Simply assuming that all harvested carbon is instantaneously oxidized can lead to large biases and ultimately overlook the benefits of negative emissions of HWPs. © The Author(s) 2018. Human activities have the potential to enhance carbon sequestration by the world’s forests and contribute to climate change mitigation. Voluntary carbon trading is currently the only option to pursue and reward carbon sequestration by forestry activities. Carbon credits for enhanced sequestration can be sold to partners wishing to offset their own emissions. Here we illustrate the steps taken to design guidelines for the generation of voluntary carbon credits by improved forest management in Piemonte, Italy. The guidelines have been developed in a joint effort by academia, regional administrations, forest owners and professional consultants. In particular, we show how to compute the baseline and the additionality of credit-generating forest management activities, and how to reconcile the generation of forest carbon credits with law requirements, technical limitations, and the provision of other ecosystem services. To illustrate the profitability of carbon credit generation, we simulated the application of carbon credit guidelines to two forest-rich mountain watersheds in the southern part of the Piemonte region. The two dominating tree species are beech (Fagus sylvatica L.) and chestnut (Castanea sativa Mill.). We computed current forest carbon stock and carbon credits generated in 20 years under business as usual and an alternative biomass retention scenario. The IFM resulted in an avoided harvest of 39.362 m3 for a net total of 64.014 MgCO2e after subtracting harvest emissions, or 38 Mg ha-1 throughout the permanence period of 20 years. These steps can be replicated in other mountain regions where there is interest in promoting this ecosystem service as an alternative or an addition to production-oriented forest management.

Bioenergy from boreal forests managed for productive purposes (e.g., pulp, timber) is commonly held to offer attractive options for climate change mitigation. However, this view has been challenged in recent years. Carbon balances, cumulative radiative forcing, and average global temperature change have been calculated for a variety of bioenergy management regimes in Swedish forests and the results support the view that an increased use of forest biomass for energy in Sweden can contribute to climate change mitigation, although methodological (e.g. spatial scales) and parameter value choices influence the results significantly. We show that the climate effect of forest-based bioenergy depends on the forest ecosystems and management, including biomass extraction for bioenergy and other products, and how this management changes in response to anticipated market demands; and on the energy system effects, which determine the fossil carbon displacement and other greenhouse gas (GHG) mitigation effects of using forest biomass for bioenergy and other purposes. The public and private sectors are advised to consider information from comprehensive analyses that provide insights about energy and forest systems in the context of evolving forest product markets, alternative policy options, and energy technology pathways in their decision-making processes.

The fifth assessment report of the intergovernmental panel on climate change (IPCC) estimated that by 2040 agroforestry would offer high potential of carbon (C) sequestration in developing countries. However, the role of tropical agroforestry in C sequestration and in climate change mitigation has only recently been recognized by United Nations Framework Convention on Climate Change (UNFCCC). This is partly due to the lack of reliable estimates on the sequestration potential in biomass and soil carbon pools over time. The aim of this study was to analyze the changes in the biomass and soil carbon pools of three indigenous agroforestry systems in south-eastern Rift Valley escrapment of Ethiopia using CO2FIX (v. 3.2) model. The agroforestry systems studied were Enset (Ensete ventricosum)-tree, Enset-coffee-tree, and Tree-coffee systems. To run the model, empirical data collected from 60 farms (20 farms for each agroforestry system) and literature were used as inputs to parameterize the model. Simulations were run over a period of 50 years. Average simulated total biomass C stocks was the highest for Tree-coffee system (122 Mg C ha−1), followed by the Enset-coffee-tree (114 Mg C ha−1) and Enset-tree system (76 Mg C ha−1). The tree cohort accounted for 89–97% of the total biomass C stocks in all the studied systems, and the reminder was shared by Enset and coffee cohorts. The total average simulated total C stocks (biomass and soil) were 209, 286 and 301 Mg C ha−1 for Enset-tree, Enset-coffee-tree and Tree-coffee systems, respectively. The soil organic carbon (SOC) stocks accounted for 60–64% of the total carbon in the studied systems. Model validation results showed that long-term (10–40 years) simulated biomass C stocks were within the range of measured biomass C stocks for Enset-tree and Enset-coffee-tree systems, but significantly differed for the Tree-coffee system. The simulated soil and total C stocks were within the range of measured values for all the three systems. The CO2FIX model accurately predicted the SOC and total C stocks in the studied indigenous agroforestry systems, but the prediction of the biomass C stocks could be improved by acquiring more accurate input parameter values for running the model.

Forest management practices emphasizing stand structural complexity are of interest across the northern forest region of the United States because of their potential to enhance carbon storage. Our research is part of a long‐term study evaluating silvicultural treatments that promote late‐successional forest characteristics in northern hardwood‐conifer forests. We are testing the hypothesis that aboveground biomass development (carbon storage) is greater in structural complexity enhancement (SCE) treatments when compared to conventional uneven‐aged treatments. Structural complexity enhancement treatments were compared against selection systems (single‐tree and group) modified to retain elevated structure. Manipulations and controls were replicated across 2‐ha treatment units at two study areas in Vermont, United States. Data on aboveground biomass pools (live trees, standing dead, and downed wood) were collected pre‐ and post‐treatment, then again a decade later. Species group‐specific allometric equations were used to estimate live and standing dead biomass, and downed log biomass was estimated volumetrically. We used the Forest Vegetation Simulator to project “no‐treatment” baselines specific to treatment units, allowing measured carbon responses to be normalized against differences in site characteristics affecting tree growth and pre‐treatment stand structure. Results indicate that biomass development and carbon storage 10 yr post‐treatment were greatest in SCE treatments compared to conventional treatments, with the greatest increases in coarse woody material (CWM) pools. Structural complexity enhancement treatments contained 12.67 Mg/ha carbon in CWM compared to 6.62 Mg/ha in conventional treatments and 8.84 Mg/ha in areas with no treatment. Percentage differences between post‐treatment carbon and simulated/projected baseline values indicate that carbon pool values in SCE treatments returned closest to pre‐harvest or untreated levels over conventional treatments. Total carbon storage in SCE aboveground pools was 15.90% less than that projected for no‐treatment compared to 44.94% less in conventionally treated areas. Results from classification and regression tree models indicated treatment as the strongest predictor of aboveground C storage followed by site‐specific variables, suggesting a strong influence of both on carbon pools. Structural enhancement treatments have the potential to increase carbon storage in managed northern hardwoods. They offer an alternative for sustainable management integrating carbon, associated climate change mitigation benefits, and late‐successional forest structure and habitat.

The long-term greenhouse gas emissions implications of wood biomass (‘bioenergy’) harvests are highly uncertain yet of great significance for climate change mitigation and renewable energy policies. Particularly uncertain are the net carbon (C) effects of multiple harvests staggered spatially and temporally across landscapes where bioenergy is only one of many products. We used field data to formulate bioenergy harvest scenarios, applied them to 362 sites from the Forest Inventory and Analysis database, and projected growth and harvests over 160 years using the Forest Vegetation Simulator. We compared the net cumulative C fluxes, relative to a nonbioenergy baseline, between scenarios when various proportions of the landscape are harvested for bioenergy: 0% (non-bioenergy); 25% (BIO25); 50% (BIO50); or 100% (BIO100), with three levels of intensification. We accounted for C stored in aboveground forest pools and wood products, direct and indirect emissions from wood products and bioenergy, and avoided direct and indirect emissions from fossil fuels. At the end of the simulation period, although 82% of stands were projected to maintain net positive C benefit, net flux remained negative (i.e., net emissions) compared to non-bioenergy harvests for the entire 160-year simulation period. BIO25, BIO50, and BIO100 scenarios resulted in average annual emissions of 2.47, 5.02, and 9.83 Mg C ha 1 , respectively. Using bioenergy for heating decreased the emissions relative to electricity generation as did removing additional slash from thinnings between regeneration harvests. However, all bioenergy scenarios resulted in increased net emissions compared to the non-bioenergy harvests. Stands with high initial aboveground live biomass may have higher net emissions from bioenergy harvest. Silvicultural practices such as increasing rotation length and structural retention may result in lower C fluxes from bioenergy harvests. Finally, since passive management resulted in the greatest net C storage, we recommend designation of unharvested reserves to offset emissions from harvested stands.

Forests contribute to climate change mitigation by removing atmospheric carbon dioxide and storing it in biomass and other carbon pools. Additionally, since appropriate forest management can reduce emissions from deforestation and forest degradation, it is important to estimate the magnitude of these services to include them into climate policy. We used a forest inventory stratified by canopy cover in the oak-pine forest of La Primavera Biosphere Reserve in México (30,500 ha), to assess the potential provision of forest carbon services. Inventory results were used in combination with a Landsat image to estimate carbon stocks in arboreal biomass. Potential carbon removals were calculated from published allometric equations and models estimating tree growth rates, for enhancements in forested areas and for reforestation/afforestation. Carbon stocks estimated in arboreal biomass at the time of the inventory were 4.16 MtCO2eq (3.42–4.89). The potential for further carbon sequestration and enhancement could take the level of stocks up to 9.77 MtCO2eq (7.66–11.89, 95% confidence interval); previous fires have degraded carbon stocks below their natural potential. The results present a gradient of carbon stocks for different degradation levels and are consistent with national and international estimates and previous local research. The baseline for the estimation of reduced emissions is critical for assessing the overall contribution of forests to mitigate climate change. The local baseline of emissions might be around 1% according to historical data; however, when enhancements and reduced emissions are valuated together, a baseline of 3.7% is required to prevent the creation of perverse incentives favouring previously degraded areas; considering these figures for reduced emissions, the yearly carbon services provided by La Primavera, including enhancements, sequestration and reduced emissions, could be between 169.4 ktCO2eq/year (134.8–204.5) and 282.1 ktCO2eq/year (228.2–337.1), respectively. Over a period of 60 years, this would be equivalent to 2.4 and 4.1 times the magnitude of mean standing stocks at the time of the inventory. If incentive-based mechanisms are used to maintain and enhance forest carbon services and perverse incentives are to be avoided, a balanced mix of incentives and controls is needed.

Past research on identifying potentially negative impacts of forest management activities has primarily focused on traditional forest operations. The increased use of forest biomass for energy in recent years, spurred predominantly by policy incentives for the reduction of fossil fuel use and greenhouse gas emissions, and by efforts from the forestry sector to diversify products and increase value from the forests, has again brought much attention to this issue. The implications of such practices continue to be controversially debated; predominantly the adverse impacts on soil productivity and biodiversity, and the climate change mitigation potential of forest bioenergy. Current decision making processes require comprehensive, differentiated assessments of the known and unknown factors and risk levels of potentially adverse environmental effects. This paper provides such an analysis and differentiates between the feedstock of harvesting residues, roundwood, and salvage wood. It concludes that the risks related to biomass for energy outtake are feedstock specific and vary in terms of scientific certainty. Short-term soil productivity risks are higher for residue removal. There is however little field evidence of negative long-term impacts of biomass removal on productivity in the scale predicted by modeling. Risks regarding an alteration of biodiversity are relatively equally distributed across the feedstocks. The risk of limited or absent short-term carbon benefits is highest for roundwood, but negligible for residues and salvage wood. Salvage operation impacts on soil productivity and biodiversity are a key knowledge gap. Future research should also focus on deriving regionally specific, quantitative thresholds for sustainable biomass removal.

This paper provides an innovative approach to assessing carbon sequestration in sweet chestnut coppice taking into account the importance of carbon fluxes in the whole forest-industry value chain in the mitigation of climate change. The goals of this study were: to evaluate the baseline carbon capture of sweet chestnut forest in the north of Spain; to assess the effect of thinning and extending the rotation period on carbon storage; and to evaluate the substitution effect of using sweet chestnut products as an alternative to other materials. The CO2FIX model was used to estimate carbon content in different forest components: aboveground and belowground biomass, soil and wood products, under five different thinning and rotation scenarios. Model parameterization as a function of stand age was carried out using growth data, climate data, litterfall rates, sawmill processing data, and data on the lifespan of products and their final end. Sawmill efficiency was measured in situ using the Lumber Recovery Factor. The scenarios in which only one thinning was made resulted in more total carbon accumulating than the baseline, especially when the 40 years rotation was increased by 20 years. In contrast, scenarios involving two thinning did not even reach the baseline value of total carbon. Additionally, a positive impact on GHG emissions was found for using wood to substitute other materials, i.e. cement and fossil fuel. Taken together, these results highlight the sustainability of thinning and rotation treatments in terms of carbon storage in sweet chestnut coppice, and quantifiably supports the environmental benefits of the substitution effect of sweet chestnut wood products. The objective of this transport component of the broader Africa Climate Business Plan (ACBP) is to begin to mainstream climate benefits into the World Bank’s transport program for Sub-Saharan Africa, the better to assist African countries in bringing their climate change efforts to scale. It is a first step towards mainstreaming responses to the climate challenge into transport programs in Africa, and it represents the first time the Transport & ICT GP has produced a work plan for its investment and technical assistance operations that takes into account the content of countries’ Nationally Determined Contributions (NDCs) and attempts to align World Bank support to the goals stated therein. The transport work plan under this Africa Climate Business Plan will consist of up to $3.2 billion in investments and technical assistance over the 2016-2020 period – including $2.8 billion in World Bank funds. Those investments will help to make progress on two strategic objectives: (1) improving the resilience of African transport infrastructure to climate change by defining four pillars of resilient transport; and (2) improving the carbon-efficiency of transport systems in Sub-Saharan Africa.

This paper conducts an integrated assessment of climate change impacts and climate mitigation on agricultural commodity markets and food availability in low- and middle-income countries. The analysis uses the partial equilibrium model GLOBIOM to generate scenarios to 2080. The findings show that climate change effects on the agricultural sector will increase progressively over the century. By 2030, the impact of climate change on food consumption is moderate but already twice as large in a world with high inequalities than in a more equal world. In the long run, impacts could be much stronger, with global average calorie losses of 6 percent by 2050 and 14 percent by 2080. A mitigation policy to stabilize climate below 2°C uniformly applied to all regions as a carbon tax would also result in a 6 percent reduction in food availability by 2050 and 12 percent reduction by 2080 compared to the reference scenario. To avoid more severe impacts of climate change mitigation on development than climate change itself, revenue from carbon pricing policies will need to be redistributed appropriately. Overall, the projected effects of climate change and mitigation on agricultural markets raise important issues for food security in the long run, but remain more limited in the medium term horizon of 2030. Thus, there are opportunities for low- and middle-income countries to pursue immediate development needs and thus prepare for later periods when adaptation needs and mitigation efforts will become the greatest.

A displacement factor can express the efficiency of using biomass to reduce net greenhouse gas (GHG) emission, by quantifying the amount of emission reduction achieved per unit of wood use. Here we integrate data from 21 different international studies in a meta-analysis of the displacement factors of wood products substituted in place of non-wood materials. We calculate the displacement factors in consistent units of tons of carbon (tC) of emission reduction per tC in wood product. The displacement factors range from a low of −2.3 to a high of 15, with most lying in the range of 1.0 to 3.0. The average displacement factor value is 2.1, meaning that for each tC in wood products substituted in place of non-wood products, there occurs an average GHG emission reduction of approximately 2.1 tC. Expressed in other units, this value corresponds to roughly 3.9 t CO2 eq emission reduction per ton of dry wood used. The few cases of negative displacement factors are the result of worst-case scenarios that are unrealistic in current practice. This meta-analysis quantifies the range of GHG benefits of wood substitution, and provides a clear climate rationale for increasing wood substitution in place of other products, provided that forests are sustainably managed and that wood residues are used responsibly.

Accurate estimates of forest biomass are essential to understand the contribution of forests to climate change mitigation efforts. In this manuscript, we report on biomass determinations for 586 directly weighed trees located in three important native forest areas in Australia. The sites were paired according to management strategy; i.e., managed for periodic cycles of harvest or conservation only. The key aim of the work was to test whether non-site specific available biomass relationships are reliable, especially in the estimation of the biomass of trees with a large diameter at breast height (DBH). The above-ground carbon (AGC) estimates for largely undisturbed forests ranged from approximately 200–400 t C ha−1. Existing allometric equations were generally poor at estimating biomass for mature trees, especially those of large DBH. Direct weighing of biomass ensured a degree of certainty in the results that cannot be associated with previous studies that relied on sub-sampling, or with studies that relied on existing allometric equations. Thus, caution should be exercised when interpreting the results of previous studies that did not rely on direct weighing of the biomass in the context of decisions around optimum forest management regimens, and the contribution of mature forest stands to the global carbon balance.

This joint report on MDB Climate Finance captures a particular context of activities that Multilateral Development Banks (MDBs) carry out in developing and emerging economies. The context is built on the premise that development finance is being provided in a world shaped by climate change. This is the fourth edition of the Joint Report on MDB Climate Finance. The report covers financing for climate change mitigation and adaptation projects and activities, in developing and emerging economies, committed by this group of MDBs in 2014. The report contains the following new information, not presented in previous years: overview of MDB climate finance from 2011 to 2014; information about the financial instruments used by MDBs for climate finance; and additional thematic regional coverage, including small island states and least developed countries. This report has two main sections. Section 1 contains total MDB climate finance numbers for 2014, broken down by adaptation and mitigation and by sector and geographic region, as well as MDB climate finance since 2011. Section 2 provides explanations on the MDB joint approach: definitions, geographical coverage, and sectoral breakdown. It also contains a guidance section and provides case studies to illustrate the MDB adaptation and mitigation finance tracking approach. Annexes A to C provide additional information and numbers on A) Finance with dual, adaptation and mitigation, benefits; B) Financial instruments used by MDBs for climate finance; and C) MDB mitigation finance outside of the Joint Methodology. This report does not cover public or private capital mobilized by MDB climate finance. A parallel group is working on the development of a harmonized methodology to be used toward that end.

This paper informs the national and international policy discussions related to the adoption of the United Nations Reducing Emissions from Deforestation and Forest Degradation Programme. Effective program instruments must carefully consider incentives, opportunity costs, and community interactions. A choice experiment survey was applied to rural Ethiopian communities to understand respondents’ preferences toward the institutional structure of the program contracts. The results show that respondents have particular preferences about how Reducing Emissions from Deforestation and Forest Degradation programs are structured with regard to the manner in which the payments are divided between the households and the communities, the restrictions on using grazing land, and the level of payments received for the program. Surprisingly, restrictions on firewood collection do not significantly impact contract choice. The paper further analyzes the structure of the preferences by using attribute interaction terms and socio-demographic interaction terms. The analysis finds significant regional variation in preferences, indicating that Reducing Emissions from Deforestation and Forest Degradation should be tailored to specific regions. Finally, the marginal willingness to pay for attributes is calculated using the traditional preference space approach, as well as the more recent willingness-to-pay approach.

Climate change mitigation benefits from the land sector are not being fully realised because of uncertainty and controversy about the role of native forest management. The dominant policy view, as stated in the IPCC’s Fifth Assessment Report, is that sustainable forest harvesting yielding wood products, generates the largest mitigation benefit. We demonstrate that changing native forest management from commercial harvesting to conservation can make an important contribution to mitigation. Conservation of native forests results in an immediate and substantial reduction in net emissions relative to a reference case of commercial harvesting. We calibrated models to simulate scenarios of native forest management for two Australian case studies: mixed-eucalypt in New South Wales and Mountain Ash in Victoria. Carbon stocks in the harvested forest included forest biomass, wood and paper products, waste in landfill, and bioenergy that substituted for fossil fuel energy. The conservation forest included forest biomass, and subtracted stocks for the foregone products that were substituted by non-wood products or plantation products. Total carbon stocks were lower in harvested forest than in conservation forest in both case studies over the 100-year simulation period. We tested a range of potential parameter values reported in the literature: none could increase the combined carbon stock in products, slash, landfill and substitution sufficiently to exceed the increase in carbon stock due to changing management of native forest to conservation. The key parameters determining carbon stock change under different forest management scenarios are those affecting accumulation of carbon in forest biomass, rather than parameters affecting transfers among wood products. This analysis helps prioritise mitigation activities to focus on maximising forest biomass. International forest-related policies, including negotiations under the UNFCCC, have failed to recognize fully the mitigation value of native forest conservation. Our analyses provide evidence for decision-making about the circumstances under which forest management provides mitigation benefits.

This report has been prepared by the World Bank for the Government of Romania as an output of the World Bank advisory services program on climate change and low-carbon green growth in Romania. In response to the request, the World Bank quickly mobilized a team of sectoral and climate change (CC) specialists and conducted rapid assessments in six sectors - energy, transport, urban, water, agriculture, and forestry, which were pre-identified by both the Government of Romania and the World Bank as areas significant to emission mitigation and or adaptation to CC. The objective of rapid assessments was to quickly evaluate climate risks and identify CC-related investment priorities and necessary implementation support for the 2014-2020 operational programs. This document is the stocktaking report of component A1. It provides an introductory cover to the literature on CC, baseline for Romania, institutional review of Romania and key European Union (EU) requirements, as well as available data sets that were identified in the given short-time span. Its purpose is to support the government as a first stock of key climate and green growth issues for Romania and summarize the current situation. The report is structured as follows: section one gives introduction, section two provides the sectoral summary on the country background and characteristics. Section three provides the baseline for the CC and green growth challenges in Romania. Relevant climate dimensions of Europe 2020 and existing EU regulations and policies related to climate change are summarized in section four. Section five provides an overview of national strategies, regulatory framework, and organizational setup for addressing CC in Romania. Background information on the Romania 2014-2020 European structural and investment funds (ESIF) programming and CC related aspects in the forthcoming ESIF programming report are covered in section six. Finally, section seven provides a CC relevant bibliography for Romania that may serve as a tool for referring to key literature in the field.

Reliance on solid fuels for cooking is an indicator of energy poverty. Access to modern energy services - including electricity and clean fuels - is important for achieving the Millennium Development Goals. It can also reduce womens domestic burden of collecting fuelwood and allow them to pursue educational, economic, and other employment opportunities that can empower them and lead to increased gender equality. Similarly, the use of clean cooking and heating fuels in efficient appliances can reduce child mortality rates. Without access to modern energy services, the likelihood of escaping poverty is very low. Interventions to improve energy access to the poor have focused mainly on electricity access and have often neglected nonelectricity household energy access. Household energy for cooking in particular has received little policy attention in the overall energy sector dialogue, and consequently its lending volume remains low, in spite of the magnitude of the development challenges it represents. The objective of this note is to assist task teams with broad project design principles related to household energy for cooking. It follows five main reports produced by the World Bank Group over the last three years: (1) Household Cookstoves, Environment, Health, and Climate Change: A New Look at an Old Problem; (2) Household Energy Access for Cooking and Heating: Lessons Learned and the Way Forward; (3) One Goal, Two Paths Achieving Universal Access to Modern Energy in East Asia and Pacific; (4) Wood-Based Biomass Energy Development for Sub-Saharan Africa; and (5) What Have We Learned about Household Biomass Cooking in Central America? These reports make the case for a re-engagement of the World Bank Group in the household energy access sector. This note is organized into two sections: (a) context and background, and (b) project design principles.

The utilization and management of forest resources in the short term are dependent on the available resources in a region, which may not have been managed for bioenergy production. In the long term, the existing resources are developing under the control of the interaction between the initial structures, management interventions and changing climatic conditions, which affect the production potential of biomass and optimal forest management. Management changes the carbon stocks and carbon sequestration in the forest ecosystem. In general, undisturbed forests store the largest amount of carbon, while the utilization of biomass requires the removal of biomass from forests reducing the overall carbon stocks. On the other hand, forests act only as temporal sinks of carbon. Therefore, an analysis of the whole forest production system with various management objectives is needed to ensure sustainable production and optimal climate change mitigation in the long term.
